Chino Valley Unified Board of Education, February 19, 2026

President Sonja Shaw called the meeting to order at 4:30 p.m. with John Cervantes, Andrew Cruz, James Na, Shaun Smith and Shaw present 1. After closed session the board reconvened at 6:00 p.m. by the minutes 1; on the recording the chair gives 6:01 p.m. 2. Shaw adjourned at 7:13 p.m. 3.

What the board decided

• A classified layoff. The board adopted Resolution 2025/2026-31, Notice of Layoff of Certain Classified Staff, on a motion by James Na, seconded by John Cervantes 4. The staff report describes one Title I-funded instructional aide position at Walnut ES, cut for lack of work and funding, saving $15,213 a year in restricted funds 5; the resolution sets it at 0.375 FTE 6.
• The delegate election died. The 2026 California School Boards Association Delegate Assembly election died for lack of a motion 4. The board could vote for up to six of the seven subregion 16-B candidates 7.
• A one-minute bargaining hearing. Shaw opened the hearing on the California School Employees Association Chapter 102's reopener proposal at 6:47 p.m.; there were no speakers and it closed at 6:48 p.m. 4. CSEA seeks a wage increase, an education stipend, a larger district contribution to health benefits, and pay parity between bargaining units 5.
• Consent, as amended, on a motion by Na, seconded by Smith 8. The changes read into the record yellow-sheeted the Professional Development Center III award and the personnel items, and pulled revisions to Board Bylaws 9310 (Board Policies) and 9321 (Closed Session) 4.
• Professional Development Center III. The agenda recommended 11 low bidders for tenant improvements to warehouse and office space 9, at $4,857,291 from Fund 25 9. The minutes record the award, as amended, to 13 contractors, adding Hospitality Consulting Group and AllStar Air Systems, Inc. 8. The amended total is not in the record.
• Other facilities items. Asphalt safety repairs at Oak Ridge ES, Canyon Hills JHS and Townsend JHS went to Premier Paving 10, low bidder at $292,000 11. All bids for the Ayala HS "H" Portables Refresh were rejected for a rebid 8, because the lowest exceeded the informal bidding limit 9. The board also adopted a piggyback resolution 8 for furniture from Indoff, Inc. 12, and revised facility-use terms 10.
• Legal bills. The board approved payment to Atkinson, Andelson, Loya, Ruud & Romo; Margaret A. Chidester & Associates; and Tao Rossini, APC 8. The staff memo puts December invoices at $66,931.91 and the three firms' year-to-date total at $552,124.84 13.
• Consent also included a readmission, four expulsions, school trips and a data-sharing agreement with Baldy View Regional Occupational Program 8, plus a revised Director of Transportation job description and each school's safety plan 10.
• Information only: revisions to Administrative Regulations 6163.2 (Animals at School) and 7211 (Developer Fees) and Board Policy 3280 (sale or lease of district property) 10.

LCAP mid-year report, part two

Assistant Superintendent Luke Hackney presented part two of the Local Control and Accountability Plan mid-year report, covering outcome data and spending on the plan's actions 1. It covered goals 3 and 4 2. Staff reported state test scores in English, math and science up and the target met 14, and district graduates above county and state averages on every college-and-career measure 14. Asked about dual-language programs, staff said Mandarin immersion now reaches third grade and Spanish second 15.

Student and employee representatives

Student representative Phoenix Kim reported a successful Student Government Day and news from the four comprehensive high schools 4. Steven Frazer, A.C.T. president, thanked the board and cabinet for restoring assistant principals at all sites and for a year without reductions in force, invited families to A.C.T.'s March 18 parent night, and thanked Shaun Smith for his responsiveness 4.

Public comment

The minutes list ten speakers: Jennifer Uyemura, Kamdyn Miller, Samuel Love, Amanda Swager, Glory Ciccarelli, Chiara Tello, Sarah Palmer, Lisa G, Jackie Cortes and Caitlyn Martinez 4. • Special education. A parent said her daughter is a senior with an IEP 16 and that while the girl was home sick 16, a teacher put up a classroom display with the girl's altered photograph 16. She said it stayed up two days without the family being notified 16, and no protective plan followed 17. These are the speaker's claims. On the recording, the speaker was told staff would follow up 17. Another speaker said families were ready to sue 18 and that over a million dollars of last year's special-education budget went back to general education 18.
• The Don Lugo pool. A Don Lugo student athlete said the pool had been under renovation since the previous May, with its completion date slipping month after month 19. The project, Bid No. 23-24-20F, had change orders and notices of completion for several packages approved on May 21, 2026 20.
• Walkouts and courses. One speaker said about 300 students had walked off a high school campus to protest immigration enforcement 21, opposed the walkout but praised campus security and Chino police 21, and asked for Earth Science to return 22.
• Bus eligibility. An elementary student council member asked that grades K-6 qualify for buses at the 1.5 miles used for kindergarten 23. Board Policy 3541, last revised in 2008, sets grades 1-6 at 2 miles 24.
• Other topics. One speaker said the PBIS behavior framework "prioritizes compliance through bribery over genuine character development and safety" 25. Another accused the board of censoring the teaching of America's racial history 21, and another offered a Black History Month tribute 26.
• Board pay and legal fees. One speaker said the board had "recently voted to more than double their own personal compensation" 25. Champion Newspapers had reported that on December 18, 2025 the board raised its monthly pay from $966 to $2,000 under a new state law 27. The same speaker cited fees owed after the district challenged the court order against prayer at board meetings, a figure the caption renders as $14,000 28. Champion Newspapers reported on February 7 that a federal court had ordered the district to pay the Freedom From Religion Foundation $134,000, with the district's appeal pending 29.
• Personal attacks. One speaker made personal accusations against the board president. They are unverified and not repeated here 30.

Board communications

Shaun Smith thanked A.C.T., praised the student presenter's research and data skills, and described an early-morning ride-along on delivery operations 10. On the recording he said he delivered paper to schools and "there's an abundance of paper" 31. He also recognized principal Patricia Custodio, Ed.D., named a national demonstration school leader 10.

James Na described the District Science Fair, begun by longtime teacher Mrs. Buss and her husband, congratulated Chino HS's BTA program, and said doing the right thing requires bravery 10.

Andrew Cruz asked that parent and special education advocate Mrs. Martinez be scheduled to meet Superintendent Enfield about special education concerns 10. He voiced concern about students leaving class for the immigration walkouts, urged civic expression outside instructional time, and commented briefly on the Epstein files 10, saying, as captioned, "the majority of these people are Democrats that are listed in there" 32.

John Cervantes said consistent voices like Mrs. Martinez represent many people, spoke about the AEC graduation, and highlighted Dickey ES's AVID program 33.

Superintendent Norm Enfield made no comments 3.

President Sonja Shaw said the A.C.T. negotiations showed professionalism and good faith on both sides and that reaching agreement in a single session was rare in California. She asked Mrs. Martinez for a detailed list of concerns and responded to negative claims made by individuals 3, calling them, on the recording, "vile accusations" 34.

Closed session

From 4:30 to 5:36 p.m. the board met on litigation, student discipline, A.C.T. and CSEA negotiations, appointments, employee discipline and the superintendent's evaluation 1. The agenda listed the existing litigation as two Associated Chino Teachers cases before the Public Employment Relations Board and a federal case 35. The board reported appointing assistant principals Patricia Allaf (Hidden Trails ES), Vanessa Magani (Borba ES), and Joshua Richards and Demitra Christine (Ayala HS), and authorizing non-reelection notices to six certificated employees 1.
