Board of Education — June 4, 2026

The Chino Valley Unified School District Board of Education met on Thursday, June 4, 2026, for its last regular meeting of the 2025/2026 school year. It was a comparatively light night: two principal appointments announced out of closed session, two required public hearings, a scholarship check presentation, and a heartfelt sendoff for a retiring administrator. The full board — Cervantes, Cruz, Na, Smith, and Shaw — was present, with Trustee Andrew Cruz arriving at 4:43 p.m. 28.

🎓 Two new principals named

The most consequential actions came out of closed session. The board reported that it had:

• Appointed Jonathan Cervantes as principal of Chino High School, effective July 1, 2026. Trustee John Cervantes abstained on this vote; Cruz, Na, Smith, and Shaw voted yes 28. During the report, the chair paused to correct the record, noting it was not a vote but rather four yes votes and one abstention 21.
• Appointed Kitt Madkin as principal of Marshall Elementary School, effective July 1, 2026, with all five trustees voting yes 28.

The closed session also covered anticipated and existing litigation (six cases), student readmission and discipline matters, other personnel appointments and dismissals, and the superintendent's performance evaluation 28. The litigation on the agenda continues to reflect the district's ongoing legal disputes with Advocates for Faith & Freedom, the California Justice Center, and the Associated Chino Teachers union, among others 1. Outside coverage has documented that ACT filed labor complaints with the state over the district's parental-notification and classroom-flag policies, and that related student-privacy litigation remained pending at the lower-court level 6158.

💰 Budget and LCAP hearings — decisions deferred to June 18

Two public hearings were held to satisfy statutory requirements ahead of adoption at the following meeting:

• 2026/2027 budget public hearing — opened at 6:10 p.m. and closed at 6:13 p.m. Paul Griffin was the sole speaker 29. The budget itself was adopted two weeks later; at the June 18, 2026 meeting the board adopted the 2026/2027 budget for all funds 38. That budget reflected Governor Newsom's May Revision, which included a 4.31% LCFF increase (a 2.87% statutory COLA plus a 1.44% discretionary augmentation) 49.
• LCAP public hearing — opened and closed at 6:13–6:14 p.m. with no speakers 29. The 2026/2027 LCAP carries a fiscal impact of $92,424,096 from General and Restricted Funds — nearly double the roughly $54.9 million figure from two years earlier, reflecting the district's growing state-funded obligations 250. The LCAP was formally adopted at the June 18 meeting 49.

🏌️ Scholarship check and a retirement sendoff

The board accepted a $17,369.52 donation from Tim Adams of Adams Photography in support of the Julie Gobin Memorial Hit the Greens for Scholarships Golf Tournament 29. Adams told the board this was the 17th year of the fundraiser, that the effort had raised close to $450,000 over its history, and that after trying a Topgolf format this year the group planned to return to a traditional golf course 21.

Much of the communications segment was devoted to honoring a retiring administrator, referred to in the transcript as Mr. Durkin, at his final board meeting as a district employee. He had served as a teacher, assistant principal, principal, and most recently director of Human Resources 30:

• James Na recognized his many years of service in various leadership roles and wished him a happy retirement 30.
• John Cervantes praised his "fabulous, fantastic, honoring career" and his succession-planning efforts 3026.
• Superintendent Norm Enfield reflected on his personal history with the retiring director — recalling him as an assistant principal at the school his son and nephew attended — and said the decision to hire him was "a no-brainer" 3027.
• President Sonja Shaw recalled meeting him during site visits and fondly noted his distinctive socks, thanking him for his work ethic 3127.

President Shaw also acknowledged the passing of retired Rolling Ridge Elementary teacher Stephanie Farmakis, extending condolences to her family, and adjourned the meeting at 6:22 p.m. in her memory 31.

🗣️ Public comment

Only one member of the public, Paul Griffin, addressed the board, and he did so twice 29.

On a non-agenda item, Griffin pressed the board on whether it was acting in the genuine best interest of students or, as he put it, "undermining the faith that our parents have in our school system" in a way that might steer families toward a private school he said Calvary Chapel Chino Hills was building. He framed himself as a Republican critical of what he saw as an unwillingness within his own party to tolerate disagreement, and asked the board to push back on the idea that leaders cannot be questioned 2223.

During the budget hearing, Griffin renewed a long-standing request for a speaker's podium in the board room, arguing that concerns about someone concealing a weapon behind it were unfounded given existing security, and that a podium with a visible timer would help speakers deliver their comments calmly 2324.

🩹 Trustee remarks on vaccines

In his communications remarks, Andrew Cruz raised concerns about federal childhood vaccine recommendations, referencing a recent executive order and encouraging Superintendent Enfield to consider greater parental flexibility on vaccinations within existing requirements 30. Enfield responded that there are state requirements in place but that the district could look into it 26. Cruz also recognized Board President Shaw for her recent electoral success 30.

✅ Consent and routine business

The board approved its consent calendar, which included:

• The May 21, 2026 meeting minutes and the 2026 senior scholarship recipients 29.
• The warrant register, fundraising applications and activities, donations, and legal-services payment to the law office of Tao Rossini, APC 29.
• Student readmission cases 25/26-01, -41, -53, and -62, and expulsion cases 25/26-51 and 25/26-57 29.
• Resolution 2025/2026-45 maintaining 175 instructional days for multitrack year-round schools for 2026/2027 — a routine annual action tied to Cal Aero and Legacy Academy K-8 3053.
• The San Bernardino County Interdistrict Attendance Agreement, the purchase order register ($1,360,377.56), contractor/consultant agreements, and surplus property 305.
• Resolution 2025/2026-44, a surveillance and security use agreement with the City of Ontario and the Ontario Police Department, allowing shared access to district camera systems during emergencies 306. This mirrors a similar agreement the district approved with the San Bernardino County Sheriff's Department in July 2025 42.
• Facilities awards including RFP 26-27-01 (nutrition snack foods and beverages) to Sunrise Produce, LLC, RFP 25-26-18 (fire alarm testing) split among four vendors, and painting and tennis-court refinishing bids 308.
• Certificated/classified personnel items and student-teaching, internship, and fieldwork agreements with University of Massachusetts Global, Notre Dame de Namur University, and Cal Poly Pomona 30.
