okay okay here we go okay the regular meeting of the governing board of education is called order by myself Dr Joseph Koski at 4M on Tuesday April 16 2024 at the district office Conference Center approval of the agenda are there any requests for changes to the agenda I will take a motion a second to approve the agenda

UNKNOWN 0:01:56

yes okay Mr Schwarz I would like to postpone the discussion of policy 6000 until I have a chance to read the report of the subcommittee and come back and be able to be discuss it else are we pulling items right now as well yeah I'm I'm not in agreement with the board policy 6000 I'm I'm for keeping it I'm not either okay got it um

UNKNOWN 0:02:32

yeah this is all this is for any changes if we don't have a second or any consensus on it then we'll we'll move on to consent I just want to make clear what Steve wants to do okay got it um any any changes to the consent calendar or any other aspect I don't have anything so oh your mic oh sorry to move action item

UNKNOWN 0:03:03

nine after the information items because we'll be presenting on lcap and it's directly related to that yeah that's relating to the director for lcap Dr Woods are requesting a move to after information and reports can we do action items information items and then action items if we can um yes we can do action then go go to in information and then

UNKNOWN 0:03:34

and then One Last Action it one last action as long as we decide to or organize it that way I think that would make sense because as I studied over the weekend I felt like we needed that information before moving into the agenda item dealing with lcap so if we can reverse that I'm all for it I think

UNKNOWN 0:03:51

that's the better way to do it okay Alison what do you think because it requires the board's consensus yeah that's fine okay then we'll we'll move so we've moved action item 9 to after um information and reports and with that do I have a motion in a second to approve the agenda there's there's one more thing I want to make sure we can pull

UNKNOWN 0:04:11

number four on the consent calendar the warrant list I have a couple of questions about items pertaining to legal fees so if we could do that and make it a discussion point that would be helpful okay item four this okay and we'll we'll we'll pull that okay um outside that any other request to pull all right um do I have I was

UNKNOWN 0:04:35

UNKNOWN 0:02:05

round of [Applause] applause good evening board member superintendent Dr Woods I have the distinct pleasure to recognize one of one of my favorite students at tbhs Matthew DT and he's being recognized for his Congressional award and I found this out that Congress this is our only charity and so this charity recognizes students that go beyond they basically

UNKNOWN 0:02:36

it was created to honor encourage and Inspire America's youth um they recognize thousands of outstanding Young Americans every year and Matthew has not done this once but he's done this twice last year he got the bronze medal this year he has received the silver medal and some of the things that they have to do they have to be in four programs or

UNKNOWN 0:02:57

four program areas one of them is volunt unary service personal development physical fitness and Expedition and exploration he's earned this Congressional silver award silver medal award by completing at least 200 hours of voluntary Public Service which means sharing his time and talent for the betterment of the community a 100 hours of personal development which can include social and life skills 100 hours

UNKNOWN 0:03:24

of physical fitness in any way that he chooses to do that and at least three days and two nights EXP expor ing a new environment or culture in addition to this I was honored to attend his Eagle Scout ceremony because he became an eagle scout this year this young man I don't know where he is Matthew you need

UNKNOWN 0:03:42

to come up here come on up here this young man is at everything he's an ASB you can find him cheering on every single game that's happening in the gym you can see him out in the lunch quad doing ASB activities he's in my office telling me what we need to do better for kids he's just one amazing young man he's the kind

UNKNOWN 0:04:07

of young man that every young lady wants to bring home to their parents so I would I just it is my joy and my honor to recognize Matthew [Applause] DT wow I wasn't expecting to have to have to make any remarks me if if I had to make one I'd like like to say thank you to Mrs Leon for for

UNKNOWN 0:04:35

coming out and takeing time to recognize me not also to to my parents for suggesting that said desing the convention award program program to me I found out about it about almost two years ago now and and I've been work working towards it ever ever since then thank you and by the way he's just a sophomore so

UNKNOWN 0:05:50

and we now would like to ask up Mrs Natalie wadell from Abby ranki Elementary good evening Dr Woods and board I'm Lisa losasi and I'm the vapa for the district this is Mrs Natalie wadell and we are both very proud to honor um another art connects Award winner and you might recognize this friend because he was recognized with a third place award for

UNKNOWN 0:06:23

visual or art at our last meeting and now he is a first place winner in theater and he's in TK so Daman Thorne let's give him a big round of applause I just told Mom and Dad I think we're gonna see Damen thorn in light somewhere one of these days Damen congratulations he's a man of many words

UNKNOWN 0:07:40

good evening Dr Woods executive cabinet and our wonderful board we are so excited to celebrate the dawnfather tonight um I've known Don skags for 20 years Great Oak turns 20 this year um he is the recipient of the Earl room award but before I list what that means uh Dr Lane had the pleasure of accompanying our team to Kata this year and just want

UNKNOWN 0:08:04

to share a quick little anecdote about what it means to be around the dawnfather yeah it's a lot I had the uh the honor and the privilege to attend uh Kata as one of our members of our I think 11 person team is that how many of us there were this year and to be with da in that environment is really it

UNKNOWN 0:08:26

truly is a privilege he is an amazing man and we knew that before we left but to be there when you walk down a corridor with da he gets stopped 3 4 five six seven times because people have a question they want to email him they want to come for a visit they want to know more about the culture and climate

UNKNOWN 0:08:46

and what he has contributed to at Great Oak High School and it was just I I can't I can't capture it fully um I everyone just needs to come so if you haven't had the opportunity Kata is definitely a destination for all of you to see that um but the time attention and detail that he gives to each

UNKNOWN 0:09:04

individual person in that environment is just exactly what you see him do every day so I was super excited when we got to present today just to tell a little bit uh about the impact that we all know Don makes here but he makes that same impact on a state and even a national level and I would even argue an

UNKNOWN 0:09:24

international level but they're going to uh Illinois in just a what 24 hours uh to share some of our best strategies at the Illinois State direct activities director Association conference so uh back to Mrs ricken so the Earl room award they give out four uh nationally and Don is the recipient of the western award recipients of this award encourage and

UNKNOWN 0:09:47

Inspire others in the field of student leadership and Don's grown our pathway up through I think we're at seven sections of student leadership nine I'm at nine I'm at nine um 10 it's 10 okay uh do we have enough FTE for that enthusiastically sharing experiences and expertise through presentations and Dr Lane alluded to that we have um visiting

UNKNOWN 0:10:12

schools from Beverly Hills High School to the high desert to San Diego who visit gr Oak High School annually throughout the year and Don is such a servant leader he walks them around our campus he introduces them to our students um and provides a living breathing professional development on our camp campus and they run away with great best practices to take back to

UNKNOWN 0:10:32

their own schools he promotes facilitates and creates opportunities for adults to receive information to share with their students he's instrumental in student leadership training he promotes student leadership within the state and or at the national level he was asked by the CIF Southern section just two weeks ago to serve on a panel and talk specifically about what

UNKNOWN 0:10:52

it means to bring Integrity to student sections um and we all know the big student sections that's what drives culture so much on a Friday night light experience especially in Tula because we take a lot of pride in that um and ultimately he attends and regularly contributes to the experiences and the expertise of the National Association for Student Activities and programs Don

UNKNOWN 0:11:14

is a treasur and we are incredibly blessed to have him and to help um him support him in safeguarding culture and staff climate on our campus his better half is here tonight Debbie skeggs who can also often be found you know at midnight cleaning up after a homecoming event the two of them are tireless in their support of students um and we are

UNKNOWN 0:11:36

incredibly proud I'm not going to cry because everywhere I go with Don he always cries um but we love him and this award is so richly deserved congratulations [Applause] Don I may have already shed a tear too um we always joke at Great Oak how long will it take for Skaggs to start crying um I'm deeply honored at first I have an

UNKNOWN 0:12:08

incredible spouse who loves Great Oak as much as I do and then to have a team of four other teachers that love Great Oak who are committed to uh students and education and then to have administrators who support us who uh you know you go to these Kata conventions and you quick find out how their administrators are constantly pushing

UNKNOWN 0:12:33

back and that's not the case we just talked the other day and we have so many kids from our feeder middle schools that want to join leadership that we're adding a tenth section of uh of ASB so we're excited about that and then finally thank you to the board um you know I appreciate the the quick responses and the feedback I was going

UNKNOWN 0:12:53

back and forth with uh with Nicole in her Department today so I appreciate that so thank you love our students have the most amazing servant leaders at gr Oak High School [Applause] [Music] good evening my name's Tina Miller principal at shael high school and with me today are some of our ASB students we're recognizing Miss da own our ASB

UNKNOWN 0:14:00

director and I have the honor of recognizing her tonight as the recipient of the Bob Burton Spirit award for 2024 Miss ston was also recognized at this year's Kata conference as um you mentioned it's an awesome conference if you have a chance to go it's amazing um with her today is her lovely family and then our amazing students on campus the

UNKNOWN 0:14:21

Bob Burton Spirit award is presented to a person who makes Spirit work who makes a positive difference and who emphasizes inclusion of all students and members Miss D Leon has served as an educator in tvusd for 20 years in grades K through 12 this is her second year serving as ASB director at chaperel high school she came to CHS two years ago from the

UNKNOWN 0:14:41

middle school with Middle School ASB experience when this opportunity became available she was eager and excited to take on a new Venture coming from middle school to high school is a big change I know because I've experienced the same thing and um she was just so excited and just took it head on during her tenure she's done a great job of keeping our

UNKNOWN 0:14:59

Puma Traditions that we've already built while also adding new ideas to raise the level of school spirit and student involvement this year she worked tirelessly to promote our new student section the Puma pit and it gained National recognition as a top football student section this year here are some of the comments from her students in her class that they shared about her because

UNKNOWN 0:15:18

it's all about our student leaders that you're leading she is open-minded about new activities and events she lets students take the lead and respects their input she is uplifting yet honest with critique she is really fun and does a lot of team bonding she is very balanced fun and Goofy but always gets the work done she includes all that are

UNKNOWN 0:15:38

involved and encourages other clubs to work together with our ASB clubs she wants others to feel like they are seen and heard she is not selfish and recognizes others that help and support all activities on our campus she has enhanced her ASB while also keeping the Traditions built throughout the years she provides a welcoming and safe space

UNKNOWN 0:15:57

for students and she inspires other to be leaders we're very lucky to have her at CHS and we value her leadership welcome up Miss jenon and I have your plaque from Kata she wasn't able to uh be uh in attendance when she received her plaque at K so I accept it for so she's just getting this yeah I wanted to surprise

UNKNOWN 0:16:18

her and no one told me I had to speak so um I'm not nervous around kids but when it becomes adults and a room full of strangers it's like a little bit more intimidating but I want to just say thank you to the board every everyone for supporting us at the high schools um I walked into chapero last year knowing

UNKNOWN 0:16:33

about three people maybe on the campus including my two kids um and Tina Miller that's about it I I think I knew one teacher on campus um but it's been great to be able to be accepted so warmly from staff and students um for them to be open for some changes but trying to keep the Traditions alive and we've had

UNKNOWN 0:16:52

nothing but fun this year I've got to thank a couple of these like kids that are up here right now my son they're all in ASB and just um what we've done with the Puma pit this year has been so fun and so our spirit was our focus and our goal this year and um we did a great job

UNKNOWN 0:17:06

with it not that any jobs ever finished but um we did a great job hyping it up this year uh for the whole student body and for our community to enjoy our football games so thank you so much I appreciate everyone [Applause] good evening governing board and cabinet it is my pleasure tonight to um be able to give you an update and a presentation

UNKNOWN 0:18:03

on our spelling be and so before I uh speak I'd like to call forward the fourth fourth grader from Abby rinky Elementary School Kiara Gwar Dina Tiara come on forward hey ready so the question I have is for the room is what were you doing doing during Spring Break um the young lady to my left as you think about that

UNKNOWN 0:18:34

was busy basically studying spelling words 247 she may look familiar to you because she was presented to you at a prior board meeting as the um champion of our District spelling be um as a fourth grader where she competed against District students and site Champions all the way through grade eight uh which prepared her for what that qualified her

UNKNOWN 0:18:59

for which was our Riverside scripts County Spelling be and while we have sent uh prior students in Prior years to the County Spelling be we have never had one reach the podium until this year um so just like uh she did in The District spelling B Kiara competed against um students as old as eth grade um as a fourth grader and she ended up

UNKNOWN 0:19:30

being the youngest student on the podium tied for third place um it lasted 19 rounds Kiara was around for most of those 19 rounds um the winner was an eighth grader um who will head off to the strips National Spelling be which we some of us watch on television uh which is in Maryland and given the fact that

UNKNOWN 0:19:52

Kiara is in fourth grade she has four more cracks at the Apple and if if I was a person my money would be on Kiara that we are going to see her representing T La Valley in Maryland in the near future I would like to have sha O'Brien and Natalie wadell stand up um because it takes uh it takes a village um and

UNKNOWN 0:20:15

also K's parents to stand up because they have been consument supporters of the program and fantastic ambassadors of academic clubs and academic study and the fact that academic can be fun and a way to build lifelong friendships and so Kiara congratulatory high five head over there for your picture congratulations I also have the wonderful pleasure tonight to recognize High School seniors

UNKNOWN 0:21:47

throughout our district who have earned the Riverside County seal of multiliteracy and before I call those students up to um receive their certificate and take a picture I would like to explain a little bit about what that means um a county Riverside County seal of multiliteracy is one of two seals of multiliteracy that can be imprinted on a student's um

UNKNOWN 0:22:09

high school diploma if they have shown um Proficiency in more than one language um for the Seal of multiliteracy which is handed out in partnership with the county and districts um the students have to show literacy in ela by primarily earning at least a three on the ELA portion of the smarter balance exam Casp um and then they have to be

UNKNOWN 0:22:36

seniors so you can only earn it as a senior even though you take the Casp as a junior and then you have to complete what is um ultimately known as at least four years of study within a language outside of English and the way that you show that is you pass a foreign language AP exam with a score of three or higher

UNKNOWN 0:22:53

an IB exam with a score of four or higher or a foreign language SAT 2 s T2 exam with a 600 or higher or you can score on a um on a specialized uh language test which our County does give um which allows us to qualify some of our ASL students and so these students that we're about to call forward have

UNKNOWN 0:23:15

shown uh Proficiency in more than one language and they are prepared to go change the world uh with their abilities and their skills I'd like to start by calling up the students from chapperal high school and as I do so I'd like to bring up Tina Miller um to help recognize our students give him a handshake and then we'll move to my left

UNKNOWN 0:23:31

over by Mr Evans Tamara Huerta Mia iara Elias Lera aabani Martinez Martinez Sophia Torres David toshak and Kevin Yang okay and now we're going to recognize students from gr Oak High School and I'd like to bring forward Amy ricken principal of grade Oak High School to help receive her students just like chapparel students come on forward shake your principal's hand and then

UNKNOWN 0:24:23

move to my left over by Mr Evans Leon churu Ontario Zen Ontario is probably not here he's in a tennis match right now Stephen Zang is that it uh they're all also athletes and today's a big sports day okay I'd like to bring forward Donna Leon if she is still in the room okay principal of t valy High School to

UNKNOWN 0:24:59

receive her students Katherine [Music] Aras Mia Banda isaas Garcia yepez Eric Herrera Celeste congratulations to all students and their teachers recognitions that concludes our recognitions we just want to say EXT thank you to all those parents for supporting your students in these ways one round big more round Applause for all of our parents and students in the

UNKNOWN 1:10:58

governing board meeting tonight board we have 20 comments at two minutes each that sets us at 40 we'll know what you guys think all right we'll hear them all L would you mind first up is Erica steon followed by Steve Campos okay um I'm here tonight as a parent to express the opinion of what I think is the silent majority I

UNKNOWN 1:11:37

am usually too uh preoccupied parenting and working to attend these meetings but there have been some concerns that I feel I have to Lim my voice to while the district is embroiled in culture wars I feel like there are some very real and pressing needs that are not being adequately addressed but before I start I want want to point out that I feel

UNKNOWN 1:11:56

like the public Hears A lot of chatter about teachers and the school Union representing parents and the kids of Tula um I'm super confused why this message keeps getting broadcasted as a parent in the tvusd I do not feel supported by the teachers and the Union in fact I feel like the teachers are first and foremost concerned with themselves I feel bad

UNKNOWN 1:12:22

saying this um but but I because I feel like I cannot lump all teachers under one Banner um the reason I feel this way is mainly due to the teachers Union's actions during covid as we see it the stories roll in with even the New York Times weighing in and presenting the covid school closures is detrimental to all students but

UNKNOWN 1:12:44

especially disadvantaged students and students of color I can't help but to feel anger that the California teachers union for insisting that California schools remain closed longer than any other in this any other state in the country if this isn't a huge red flag telling the parents that when push comes to shove the needs of the kids and the

UNKNOWN 1:13:04

parents are absolutely secondary to our teachers and their Union I think of all the children that I think of all the children that languished behind the scenes for a year or the kids who are left alone while parents worked or the kids who were left in abusive households with zero respite because the schools were closed um and parents being stressed

UNKNOWN 1:13:24

because they had to pay the bills is am I done okay I had more by greeting trustees superintendent woods and cabinet I want to open by thanking Dr K Jan and Danny in case you're listening thank you for hiring uh for all that you guys number one accomplished thank you for hiring uh Dr Woods um I'm confident that with his

UNKNOWN 1:13:55

fresh new vision and his leadership that he's going to bring tacul unified uh into a different um level of success that we haven't seen before I'm confident that under his leadership he will build upon successes and continue to improve our district in every facet I have heard nothing but great things from a lot of certificated and classified

UNKNOWN 1:14:12

staff employees he has been visible and taken time taken the time to listen to staff successes and concerns he is connected and AC and accessible which is something we did not have with our prior two super attendant actually three um of course there's a a lot of work to do there still need still needs to be sweep in

UNKNOWN 1:14:33

administrative changes admin needs to work in concert with the board and the superintendent's Vision in stop running resistance once we record a victory against the recall in June we will all need to unite our divided staff a lot of damage has been done to staff morale campuses are no longer what they used to be because as a staff we got involved

UNKNOWN 1:14:56

politically hopefully things will improve next year and we can all be pulling on the same rope soon I'm confident that we have the staff to do it I'm looking forward I'm looking forward to a great year next year obviously this year's kind of been a rough year but I think we have what it takes to kind of all be pulling on the

UNKNOWN 1:15:14

same rope um and just so you know Dr Woods I mean you have a lot of supporters on both sides of the aisle that uh have W hopefully have welcomed you and we're going to do whatever we can Dr k make sure that you continue to lead uh the district and in your position as a board member and hopefully

UNKNOWN 1:15:29

president or if not whoever takes over from there I'm looking forward to the elections in November and hopefully that we'll we'll be looking forward to kind of a new Fresh change uh with the upcoming election cycle thank you next up is the person who listed um Beyond magenta book tops or taxpayers oversight for parents and students mission is to keep

UNKNOWN 1:16:05

academics in the classroom and politics and ideologies out this is why we must keep excellent trustees like Dr K on this board no recall we gay Democrats denounce the use of pronouns cartoon pornography in children's books and illnesses by encouraging gender dysphoria and side effects by irreversible puberty blockers and sex changes for children that are encoura are encouraged in school

UNKNOWN 1:16:42

materials this is not what our LGBT community wants but an evil cult that hides behind slogans like inclusivity love and acceptance it is a multi-billion doll industry in books curricula and big Pharma did you know that each and every transgender for each and every transgender the medical industry gets $1.3 million per child for these lifelong patients no child can

UNKNOWN 1:17:16

consent to cutting off their healthy body parts not having biological children let alone never having an organ M gay and trans rights activists have tried to silence us real gays lesbians and bisexuals by calling us traitors in our own Community because we refuse to surrender to the cult demands the cult has especially gone after the growing number of D transitioners who are mostly

UNKNOWN 1:17:48

young adults that were tragically harmed by suo silence excuse me S suo science Pudo thank youo science okay thank you thank you so much amarissa Cubana followed by Jack marsten this group right here if you can keep the chatter down Len is trying to announce names thank you so much hello I'm emerisa I'm a woman I'm disabled I'm Hispanic

UNKNOWN 1:18:29

and Native American and I support Dr K if you're wondering why I'm mentioning that it's because one of the many lies coming from the opposition is that our Schoolboard president doesn't care about minorities so I wanted to clarify on that his supporters come from all backgrounds anyways good to see you all again these past few months have been

UNKNOWN 1:18:53

difficult I want to address what's on everyone's mind today the recall and the messaging behind it um Joe there's a rule about mentioning we and we've heard it multiple times yep thank you thank you continue Dr K you were sued for maintaining order during these board meetings and then you were blamed for the money you had to spend to defend

UNKNOWN 1:19:17

yourself against their lawsuit this has been Twisted into something the recall circus continuously campaigns on so are we allowing discussion of of elect of things that are on the ballot yeah you're interrupting yeah please stop because you just read out that we can't allow that during public comment discussion about things that are on the ballot thank you audience we're talking

UNKNOWN 1:19:39

it's not your school board meeting violating your own rules again that is your first warning for interrupting actually interrupting this board meeting that's your first warning I don't feel interruped a repeat offender Mrs sharf you do this a lot I'm a repeat you KCK okay thank you proper decorum as an adult it's not your board meeting was

UNKNOWN 1:19:59

that a threat to me so was that a threat can we move on because I think you you read out we're not supposed to be discussing this at the podium the answer is that General legal said that brief comments are allowable okay so now let it let you read out that people are not supposed to talk about Schoolboard

UNKNOWN 1:20:19

elections okay brief comments are allowed noted noted thank you now please don't interrupt again let's move on Mrs barklay your point was made thank you for chastising me appreciate interrupting somebody speaking because it's improper and I just want it to be on the record that it's improper and I wanted to be on the record that General legal counsel just advised me of this

UNKNOWN 1:20:41

thank you short statements not one minute this is not the time or place to show support for a candidate there are people wearing shirts here violating that very thing going forward on public comment no support for a recall no recall any candidate ballot measure anybody in office clear all right thank you I've been at many of these meetings I've seen the disruption

UNKNOWN 1:21:18

I've seen threats made during public comment and I've seen the ridiculous Behavior like we all just saw but Dr K is to blame for all of this I wish I could say I'm surprised at how to be blunt how delusional the opposition's messaging has become but I'm not surprised I wish they'd put this much energy into making things work instead

UNKNOWN 1:21:41

of breaking them thank [Applause] you Jack marsten Follow by Daniel Molina hello good evening school board and everyone this school board did exactly what it was elected to do put parental rights first and protect children's innocence children should not be exposed to pornography and other explicit materials I want to mention a particular play put on by TV HS called angels in

UNKNOWN 1:22:25

America that had sexually explicit dialogue I have a part of the play right here and I assure you Mr Schwarz it had more than just a little profanity in it if I showed or posted any of this material on public TV or any social media platform I would be flagged and removed so why should miners be learning

UNKNOWN 1:22:47

about this material in class I can't believe we are still having this argument quite frankly pornography has no societ will benefit whatsoever and once again I want to thank you Dr K and Jennifer WMA for all you do more and more young adults like myself are rising up against the policies or lack thereof that have ruined our generation we stand with

UNKNOWN 1:23:14

you thank you Daniel Molina followed by christe McClure good evening I recently did a podcast episode with a Community member who's a former educator when we sat down he shed some light on our 2023 lcap standings has me wondering why we haven't seriously discussed any corrective actions about it in reading and writing compared to California's 47% 37% of our district is not at grade

UNKNOWN 1:23:43

level in math compared to California's 34% 53% of our district is not at grade level and in science 56% are not at grade level Dr K I want to publicly commend you for the work you have done you've been proactive in addressing issues that are negatively impacts impacting school districts all around us the CRT resolution parental rights the

UNKNOWN 1:24:04

flag policy these are all policies that reflect a common sense approach to ensure that our schools remain neutral so we can focus on core educational needs the fact that some of our activist teachers are prioritizing a push for CRT is mindboggling here go some demographic breakdowns for everyone to understand the Asian population is 52 points above grade level Filipino population 21

UNKNOWN 1:24:27

points above grade level white population three points below grade level African-American 54 points below below grade level Latinos 39 points below grade level English Learners are 69 points below uh below the level socioeconomically disadvantaged 45 points below I mean it goes on and it gets worse Dr K we have people that hate you and they stood up here to talk about

UNKNOWN 1:24:52

all their experience in the district and how great our schools are compared to what not the state not the nation are we preparing our students for the world or Riverside County while I agree with you and appreciate the work you've done I think it's time for us as a district to rip off the Band-Aid and stop Lolly gagging

UNKNOWN 1:25:12

Dr Woods I know you're new and I've heard great things I don't want to come off as if I'm attacking you or your staff I think we have many great teachers in our district and I think we need to shift the model that improves student achievement not the one that that we current thank you Christie McClair followed

UNKNOWN 1:25:32

[Applause] byne Christine mosa could make it tonight and asked me to read this for her um I guess I could briefly first say vote Yes on the recall because we're allowed to do that hello board and cabinet I want to say what a pleasure it was to see Dr Woods at the stunt games we hosted last week at chapparel it's

UNKNOWN 1:25:52

really nice when someone says they're going to support this new sport and they actually do come really show up take an interest in learning the game cheer and not just show for 20 minutes take a few photos and leave but hey what can you expect from a board member who doesn't even send his own kids to tvusd schools

UNKNOWN 1:26:08

Jen you're not doing much better on involvement this past week the tvusd Community Connection shared the CHP event happening next week at Day Middle School however Mrs wman wasn't paying attention to the approved District Communications instead sharing unapproved media from assembly person SZ sharing a QR code directing people to Sanchez's list instead of sharing the district coms with a QR code pointing to

UNKNOWN 1:26:31

the CHP you even got the date wrong let's talk about some of the other erratic behaviors recently from your Instagram account reposting about Dutch gender study from a Christian Instagram account mischaracterizing the trans Community a post misrepresenting the covid vaccine post quoting inspirational Russian dictators a post saying Democrats killed AB 3038 even though it hasn't been voted on calling the

UNKNOWN 1:26:56

Baltimore bridge disaster a terrorist attack a post attacking the teachers union which again what you call the mafia a post on next door verbally attacking a tvusd parent calling the PT an extension of the teachers union thereby insinuating that the PTA is also the mafia insisting on free tickets to the Bulls fundraiser a fundraiser think about that and a rant about only only

UNKNOWN 1:27:22

your side want parental rights did the rights you've had the last 13 plus years as a tvusd parent magically disappear we already have parental rights in tvusd we're trying to keep them just stop these posts are dangerous and fear-mongering or what Dr kroski refers to as fear porn thank you thank Jenny good evening everyone I would like

UNKNOWN 1:27:52

to address some recent social media interactions with one of the board members who questioned my Integrity as a parent volunteer so I would like to start by explaining the notion of facts simply put facts are statement substantiated by data evidence and reasoning everything beyond that falls into the realm of opinion it seems to me you're trying to figure out why I

UNKNOWN 1:28:10

support the teachers so I will explain it to you I lost both my parents a few years apart at a young age under extremely tragic circumstances but I was fortunate enough to have the support of compassionate teachers they consistent encouragement enagement and guidance significantly contributed to my success I owe them a debt of gratitude even after decades

UNKNOWN 1:28:31

some of them still occasionally check on me to make sure I'm doing okay your strategy to depict the teachers as villains under the guise of Defending parental rights is indeed very distressing for me during your majority tenure you consistently challenged the professional Judgment of teachers and curriculum matters and withheld their Cola to due to your personal Vendetta

UNKNOWN 1:28:53

against the union president our teachers had to stand outside schools with signs asking for what they deserved from the start I strongly oppose the spread of false information about teachers and strongly condemn the use of terms like rumor pedophile and Mafia to refer to them don't disguise teacher mistreatment as Union opposition unions represent teachers for working for their rights

UNKNOWN 1:29:13

and work conditions there's no need to make complicated theories about unions and volunteer parent groups to try to depict them in a negative light the reason is very simple teachers hold a special place in my heart as they have helped me find my voice and navigate this complex world now I use my voice to advocate for teachers who help educate

UNKNOWN 1:29:30

our children to provide for a better future for them and I encourage you to do the same I'm going to end with the quote from John Adams facts are stubborn things and whatever be may be our wishes our inclinations or the dictates of our passions they cannot alter the states of facts and evidence thank you very much thank you Jenny Shar followed by

UNKNOWN 1:29:50

John Vasquez Mr kroski continually demonstrates a troubling disregard for the First Amendment at last month's board meeting he refused to let me speak regarding the inequitable treatment of textbooks in the adoption process it is apparent that Mr kroski does not do well with criticism however as an elected official feedback from constituents is part and parcel of the position this suppression

UNKNOWN 1:30:17

of dissent erodes the confidence of the very Community he was elected to serve and demonstrates once again the he is not interested in the views of all tvusd community members but is instead merely a puppet of an extreme National agenda that has nothing to do with local governance and is intent on silencing and shrouding unrepresented groups just

UNKNOWN 1:30:38

as he did when he delayed the adoption of a textbook over one supplemental entry supplemental entry he in his narrow perspective found objectionable the first amendment is the Cornerstone of our democracy ensuring that diverse voices are heard and that no one is silenced simply because their ideas may be different from those in power last month you anow you allowed another

UNKNOWN 1:30:59

constituent to express the same sentiment I was expressing yet moments later denied me that same opportunity one does have to wonder if this was done in retaliation because I have been a vocal critic of your racist and homophobic stances or perhaps it's because I'm a plaintiff in May versus kroski this Schoolboard president repeatedly abused his authority by

UNKNOWN 1:31:20

silencing those who dare to challenge his harmful decisions the right to speak freely should not be contingent upon agreement or approval as stakeholders we insist on transparency accountability and open dialogue in all matters in the words of Justice Kennedy the first amendment is often inconvenient but that is beside the point inconvenience does not absolve the government of its

UNKNOWN 1:31:42

obligation to tolerate speech Mr kroski as long as you continue to use your platform to harm students deny parents their rights and waste essential funds I for one will continue to be inconvenient vote Yes on the thank you all right I'm going to do a point of order so this is what happened two board meetings ago in the last board meeting

UNKNOWN 1:32:07

people were calling from my recall I asked General legal counsil am I going to let this slide or just you know whatever and he said you know what it's all right be a better Statesman let it slide to be clear the legal advice was given to me for people trying to mention a recall not the other way around

UNKNOWN 1:32:24

if somebody mentions recall or no recall going forward you're going to get an immediate warning the second time the mic shut off that goes for this group you just ask for clarity you just ask for clarity and then you come up and grandstand the very thing you wanted Clarity on point of order point of order to be clear we love the First Amendment

UNKNOWN 1:32:45

right of public citizens in here to speak freely in residents of tula and non-residents what we expect is proper decorum from a adults acting like adults speaking on agenda items per government code 549-5433 John Vasquez followed by Dan John okay Dan followed by Christopher Joseph Jen thank you for your integrity and courage my comments however directed primarily to miss

UNKNOWN 1:33:47

Barkley and Mr Schwarz for over a year now you both have have sought to protect yourselves I believe out of fear and as and as a result have failed in your obligation to protect children and to clear the harmful and and unhelpful obstacles to academic achievement you have to pick up the obstacles in the dogd off the lawn

UNKNOWN 1:34:08

before you fertilize and mow it you both have voted in line with a callous minority of Union activists and even within their ranks those who lust for their lost power and control who have shown no Integrity no honor nor comp passion Joseph Jen and Danny showed courage and achieved what you both failed you voted no to parental

UNKNOWN 1:34:31

notification no to the dared drug program and even to Pilot it no to preventing a racist ideology that tells children they are defined by the color of their skin from being taught as a Mainline narrative you voted no to solely upholding the American and California flags to limit needless non-educational activism on Compass you voted no to even putting in a policy to

UNKNOWN 1:34:53

create safeguards to remove and prevent pornography vulgarity and obscene content and I remind Mrs Barkley that policy is fully in line with Ed code 233.356 I mean I I believe you have shown pure cowardice and even poor judgment in your voting I believe you can both can do better and I warned you a few months ago and I'll warn you again this will bring

UNKNOWN 1:35:37

you regret not because you lose your seat but because good evening board president krosi Board of Trustees superintendent Woods my name is Christopher bout I'm a 25 year resident of Tula with two two kids in the district I could personally attest that Dr K is not the one who wants to intentionally suppress First Amendment rights uh so I I I praise you for your

UNKNOWN 1:36:37

support of First Amendment rights so thank you uh I also want toess express my continuous gratitude for Dr kroski and and trustee WMA for board policy 6000 which protects our kids from uh explicit pornographic or otherwise inappropriate materials uh in the schools so thank you for being Salt and Light it never ceases to amaze me that that the woke left

UNKNOWN 1:37:05

cries of book Banning but cannot name any books which have been banned however what I as a parent want to see removed is content glorifying pedophilia normalizing gender confusion and gay anal sex or similar content which has no place being accessible by our kids as young as 5 years old a pornographic book called push is still out there to the

UNKNOWN 1:37:33

best of my knowledge recently a liberal pack and the teachers union have taken to Legal Warfare without consensus of the teachers who they serve to weaponize the legal system against Dr kamasi with the current litigious actions which is now stating that they are trying to preserve parental rights the truth is Schwarz and Barkley both voted against parental rights policy

UNKNOWN 1:38:01

which is documented in the the meeting board minutes so that is actual verifiable um documented board act thank you Diane good evening Dr Woods esteemed uh cabinet members and School Board of officials for many years I've had the pr pre the privilege of advising chaero High School's black student union where we Empower students to celebrate their culture uniqueness and Excellence it is

UNKNOWN 1:38:43

imperative that we ensure all students feel valued and represented in our classrooms and on campus students must see themselves at the front of the classroom and and in leadership positions studies show that having at least one teacher that looks like them reduces their likelihood of dropping out of school and increases test scores can you imagine if they had more than one

UNKNOWN 1:39:05

while discussions and misinformation surrounding critical race Theory garnered attention we know that CRT has never been taught in K through2 education there was no need for a resolution to ban what has never been taught it created confusion among the teaching staff especially with our new teachers who were afraid to have any discussion that may be misinterpreted as

UNKNOWN 1:39:27

CRT for fear of losing their job but we are resilient and we will continue to navigate this challenge I draw my inspiration from Educators like Jane Elliott who have courageously challenged the status quo and Champion equity and Justice in education as we prepare the next generation of teachers let us equip them with the tools and knowledge to

UNKNOWN 1:39:50

create inclusive classrooms that celebrate our diverse uh Community let's start by hiring more diverse teachers board member jir WMA thank you for celebrating the academic Excellence of our black students in February I do urge you to align your actions with your words I can't trust what you say when I see what you do especially on social media I invite the board to engage in

UNKNOWN 1:40:18

dialogue with students and Educators to listen to their experiences and P perspectives and work together together towards a shared [Applause] you Rusty followed by Emil baram I I just wanted to say thank you thank you to all the board first of all for being willing to spend your time and energy away from your family your home that kind of thing to to be here in Dr

UNKNOWN 1:41:05

Woods as well uh particularly Dr Koski and Jen I appreciate uh the effort that you guys put into protecting oh my time didn't start apparently um I'll be quick um I particularly tonight want to speak about a couple of things one is BP 6000 we need to get that into place we need to do it we need to do it right away um

UNKNOWN 1:41:28

and the other thing with that is that the opposition that comes against that seems to want to par it book Banning and that's the that's the Mantra that they run on is book Banning Any teacher that talks about book Banning in relation to this policy should really be uh spoken to should should be counseled on that because it's not book Banning and we all

UNKNOWN 1:41:49

know that um you don't have the power to book ban but you do have the right the responsibility as a board or to put something into place where um there's a reasoned wellth thought out uh measured response and uh policy to decide what goes into our libraries that our kids see the perfect example of what not to

UNKNOWN 1:42:10

be would be angels in America we wouldn't even be speaking about this if the courageous uh student hadn't spoken to her mom who brought this to Mrs WMA to bring this to point so we need to get that into place the other thing I want to talk about is dare U that came up a couple of months ago there was a stick

UNKNOWN 1:42:28

effectively put in the spokes of that to where it wasn't past and yet I've seen nothing uh in since then to want to put that any kind of policy into place any kind of program in place to have our kids react or interact with police officers and make sure that uh there's an Avenue for them to to go to that

UNKNOWN 1:42:52

gives them a an alternative to drugs in their life we need to do that Dr kamasi I'm asking you bring that up again dare so that we can bring that because if there is no other alternative please let's vote that and get it into place thank you thank you Emil baram followed by Brooklyn Anderson hey Bor and uh Dr Woods I want

UNKNOWN 1:43:21

to tell you a little story um it's going to relate to education when I was in elementary school um in grades 1 through five I did very well in grade six I got lost in math fell off the track in grade seven failed grade eight failed grade nine partly failed but because I finally found somebody to intervene um in my

UNKNOWN 1:43:50

educational experience God was with me and he knew what the end game was be would be I was brought back on track and became a math teacher and the reason I want to say this to you folks is like the podcast guy said we have thousands of kids that are not at gr level not just in math but

UNKNOWN 1:44:12

in science and in reading and writing and we need to make sure our interventions are effective because they can be because an intervention save me um so we need to refocus on education because our kids' Futures are at stake here especially I mean and it's not just here but everywhere we have learning loss and I don't want to be disingenuous

UNKNOWN 1:44:36

we know that part of it is because of covid but we still have a responsibility to uh make sure our interventions are effective that our teachers are supportive that our administrators are out there being visible and supporting the educational process so the kids um um and be successful when they leave so that they can be sustainers so that

UNKNOWN 1:44:57

they're productive when they leave so that they're self-reliant and that they're self-sufficient so I'm happy to see that a lot of the agenda tonight is uh focused on education so thank you thank you Brooklyn Anderson followed by anaisa Cortez hello everyone my name is Brooklyn Anderson and I'm the president of the BSU at CHS unlike others that have gotten up here

UNKNOWN 1:45:24

to talk about orgasms and anal gay anal sex I'll be talking about the experience of black students on my campus over 60% of the black students at shappard dool have a 3.0 GPA or above since we want to talk about demographics we can talk about the demographics at my own School BSU members spoke during our last meeting about how speaking on race and

UNKNOWN 1:45:43

systemic racism can create positive discussions in the classroom it can help others learn that racist policies can be changed as we've seen time before in the justice system one of our members spoke about how certain racist actions they've experienced and have heard others experience could have been solved if the perpetrators knew the real weight behind their words and actions since we're

UNKNOWN 1:46:02

talking about what the opposition can do maybe the opposition of my words about racism should listen to the voices of black high school students being called the nword in the Halls as a joke having their hair constantly touched my member skin color matters we want to tiptoe around it but it's true systemically our skin color can affect Housen life exper

UNKNOWN 1:46:22

experiences and how we operate at school socially and academically nobody on the opposing side has made themselves known as someone that is willing to help the black student union nobody has told me they'd like to know more about the experience of black students in the tvusd real leaders like Jesus Christ see themselves as servants and we could all

UNKNOWN 1:46:40

learn more from actually opening up the Bible Philippians 2 5 and 8 5-8 let this be mind in you which was also in Christ Jesus who being in the form of God thought it not robbery to be equal with God but made himself of no reputation and took upon him the form of a servant it was made in the likeness of man and

UNKNOWN 1:46:56

being found in fashion as a man he humbled himself and became obedient unto death even the death of the Cross listen to students Listen to Black students their voices and their opinions matter our experiences are real racism still exists in the TV USD and you need to figure out something to do about it and the CRT band did not fix that thank

UNKNOWN 1:47:14

you thank you Analisa Cortez followed by Carrie berck rutz um Alisa Cortez um hi everyone my name is Alisa Cortez I'm a senior at Great Oak High School and I'm from the Tully River Band of yit tribe I'm here today to invite you all to our annual Great Oak Youth and Social Power this Saturday um a power is a Native American Gathering

UNKNOWN 1:47:49

that features traditional dancing drummers and vendors um it's a free and open to all event so I'd love if you all could come um this year we have over 30 vendors we have um a few different food vendors and then a lot lots of different um arts and crafts vendors um we're anticipating a very large turnout this

UNKNOWN 1:48:08

year it's been large the last few years um so we really support this we' really appreciate the support of our board members to come out um and see what indigenous people's Club has been doing for the last few years um and what we do in our day-to-day meetings to put on this event so yeah walk Andis thank

UNKNOWN 1:48:26

you thank you Carrie berr Follow by Stephanie Dawson ready hi I'm Carrie berck Retz I'm the adviser to the Native American Club at gr Oak High School and I just wanted to take a moment to celebrate what the club has done and what they've been doing for the past years to put on the um po which celebrates their

UNKNOWN 1:48:49

cultural and um their cultural diversity and their Heritage that they bring to our campus um I want to take a moment to honor the and acknowledge the first people who cared for our beautiful Valley with this Green Hills and fresh water for thousands of years before us the pale kuum had made this Valley Home for thousands of years after surviving

UNKNOWN 1:49:08

genocide disease and force relocations they survive today on a very small part of land that they named Pachanga after the Dripping Springs that gave them water when they were relocated at gunpoint poow were banned until 1978 and I am proud that our students feel safe and to celebrate their culture at school despite the CRT ban which makes

UNKNOWN 1:49:27

it awkward to try to discuss this at school other than Club where they feel very confident so please come out and support us and then when doing so retract the CRT resolution thank you thank you Stephanie Dawson followed by Desiree Ferraro hello um I had to tweak my speech because I was una aware of the we can't

UNKNOWN 1:50:03

mention the recall so I'll just make it short and sweet um I just wanted to remind the community that Dr konsky is the true candidate who is pro parental rights and pro parting uh protecting children innocence I also wanted to say it in Spanish for community members who um speak Spanish k kronski okay thank you very much thank

UNKNOWN 1:50:44

you last speaker [Music] Taro good good evening president karosi board members and superintendent Woods I'm actually here on behalf of State assemblywoman Kate Sanchez to invite high school students and their parents to an important educational event um that we're partnering with our local CHP on so thank you for allowing us to do that at a Tula School uh it's called The

UNKNOWN 1:51:14

Smart Start class and it's aimed at helping newly licensed or soon to be licensed teenage drivers become more aware of the responsib abilities that accompany the privilege of being a California license driver so high schools age 15 to 19 and their parents or Guardians are invited to attend and participate in this free toour class taught by our own Tula CHP officers at

UNKNOWN 1:51:39

James L day um uh Middle School next Tuesday April 23rd from 6:00 to 8:00 pm the class will include candid conversations with a CHP officer on topics of about Collision causing dangers such as excessive speed DUI and text messaging um so we have some statistics that are pretty daunting from the CHP that should encourage parents to encourage their kids to come um traffic

UNKNOWN 1:52:08

collisions are the leading cause of death amongst teens 16 to 19 years old a teen driver was determined to be at fault in approximately 66% of those collisions and the risk is highest when teens are in their first 12 to 24 months um of lenser so um this Smart Start class uh is uh uh um super important for

UNKNOWN 1:52:32

the kids in our area and um I want to thank you all for allowing me to come here and um invite everyone by the way some of the posts that we can see the information on because I wasn't allowed to put it up are um can be seen at um uh G um let's see at the parent at

UNKNOWN 1:52:53

the students more okay we are now on so that's it for a public comments we are now on cons uh the consent calendar and we have comments on that uh Len uh regarding which item four about all the consent okay so we'll do so let me read this off consent calendar all matters listed on the consent calendar are considered routine

UNKNOWN 1:53:38

and all will be enacted with one vote there is no discussion of consent calendar items unless members of the governing board or staff request that specific items be removed from the consent calendar for separate action so I'll take the first comment for the general and it has to pertain to one of these or the general consent calendar overall

UNKNOWN 1:53:58

who's that yeah we can I'd say consist or same same the two minutes what did you say schs all right okay two two good evening my name is Jee femia at your last meeting on Mark 12th the consent calendar item number 20 was a $7,500 contract with Pearson print for signs in the board meeting room signs had not been discussed and the item

UNKNOWN 1:54:32

contained no information about the signs or their purpose yet it appeared on the consent calendar this has been a pattern Dr kroski as board president you have control over what goes on the agenda and where it appears as a community member and taxpayer I'm concerned that after 17 months in the job you still don't know where to place things on the

UNKNOWN 1:54:53

agenda the agenda itself States as you just read that all matters on the consent calendar are routine and do not require discussion certainly the contract for signs required discussion especially after you received the the January budget update from Miss lash which anticipated budget difficulties here are some other items incorrectly placed on the on the consent calendar December

UNKNOWN 1:55:18

12th item 9 a $664,000 contract with Wave Control for hardware and software for continuous EMF monitoring December 12th item 15 $35,000 for a stage in the board meeting room although the current Diaz works fine and is less than 10 years old August 27th or pardon me 22nd item 53 a $30,000 contract with Melendez Consulting a PR firm we had not needed a

UNKNOWN 1:55:47

PR firm before so this was not routine in addition the contractor had contributed to a trustees election campaign June 27th item 21 contract with Hazard young ATA to search for a new superintendent this contract was worth $50,000 plus expenses but it appeared on the consent calendar in all these cases the items were not routine and did require discussion in all these cases

UNKNOWN 1:56:13

you failed to consider competing firms or to get bids before putting the contract for a thank you we'll take the actually yeah we'll take the two comments on item four it's pulled for discussion to be clear but we'll take those comments first and then we'll do our voting okay first up is chrisye mlar followed by Chris Lindberg and this is regarding item four

UNKNOWN 1:56:45

the warrant list specifically correct okay yes warrant list again me this month there's an additional 105,000 in the purchase order section of the warrant list for Legal Services in the categories of Board of Education superintendent and hrd Human Resources just for fun I checked to see how much was spent on legal for those three categories last year same month

UNKNOWN 1:57:13

15,700 do you want to know the amount on the warrant list presented in April 2022 prior to the November election zero so does summarize 2022 no cost a year ago 15,700 today $115,000 in one month and we are up to over 200,000 for this calendar year coming from the general f fund correct me if I'm wrong which could be spent on

UNKNOWN 1:57:39

students now before you go and claim that the legal fees are the result of liberal activists filing law suits that's tantamount to telling a domestic violence victim that if she would just shut up she wouldn't get hit let me give you a little example the first time I got kicked out of a tvus board meeting for doing nothing sitting

UNKNOWN 1:57:58

quietly I do not disrupt I do not yell or scream or do anything I've been here many many times it's not on video because the entire tvhs Auditorium was clear during a break a break not during a meeting no disruptions um it was also during the budget proposal where a public forum was then held while all of

UNKNOWN 1:58:19

us were outside with I believe armed laun enforcement Personnel unable to re-enter and that public forum lasted one minute because there were no public comments and that's required to pass a budget to have public feedback the second time I got kicked out for doing nothing I then got online and to borrow a phrase from you Mrs WMA spent hours

UNKNOWN 1:58:39

doing research trying to figure out where I can file a BRI Brown act violation I was told that going to the ACLU and suing was my only recourse to get you to do your job this is not a liberal activist problem this is your thank you Chris Lindberg good evening I'm concerned specifically about the $15,000 in the purchase order section of

UNKNOWN 1:59:09

the warrant list for Legal Services by Adams Silva and mcnali MCN um these are in the categories of Board of Education superintendent and hrd this $ 105,000 expense stands out from the other more expected legal fees which are for legal judgments special education facilities Etc this board has spent huge amounts on legal fees from the beginning showing

UNKNOWN 1:59:34

continuing fiscal irresponsibility $155,000 from the general fund is going to the attorneys instead of being spent on services for the kids of our district the public deserves to see the invoices and information um that that you're that you're presenting with this I encourage you to take this item off the routine consent calendar discuss it publicly share the information about what the

UNKNOWN 1:59:59

expenses cover in detail the families of tvusd deserve to know how legal fees are being you okay I call for a motion a second to approve and of course we've pulled item four to discuss I call for a motion a second to approve by consent items 1 through 3 three and 5 through 44 do I have a motion in a

UNKNOWN 2:00:31

second moved move by Mrs barklay do I have a second second second by Mr Schwarz Len would you mind calling roll barklay yes Schwarz yes wherea yes kroski yes motion adopted 4 Z thank you Len and we pulled item four warrant list March 2024 purchase orders contracts direct payments for discussion this is pulled by Mrs W you can have the floor

UNKNOWN 2:00:52

yes I am glad that several of you spoke to this because I did spend the time and the hours this weekend and decided to look at this just like you might and I had questions which is why I pulled it so thank you for contributing um you know a lot of people in this community and I and I still

UNKNOWN 2:01:08

continue to learn weekly may not know that the district has over $400 million dollars going through their budget a year I think 450 is what Dr Woods and I talked about it's tremendous if you look at the warrant list it's $4 million so we're talking in big budgets but I'm with you like every dollar counts it does matter to us and if you look

UNKNOWN 2:01:30

through the warrant list you're going to see deferred maintenance inspections projects like a $1 million pool plaster for Great Oak they need it that's that's awesome travel and conferences professional development fees transfers to our amazing Charter Schools uh professional uh costs of all kinds and there's Health and Welfare benefits and it goes on and on and on and if you're

UNKNOWN 2:01:54

listening out there I would encourage you go through that list because with the narrative that you hear when you see things in the full context and perspective it makes a little bit more sense so put the puzzle pieces together I also wanted to know more about the over $100,000 right because I know for one I haven't talked with legal much so

UNKNOWN 2:02:18

I look at it understanding the community has those concerns as you should so the 45,000 the 15,000 the $40,000 block for human resources um I think the public does need an explanation and some kind of transparency I think we also need to know it's disingenuous to kind of go it's a one thing it's a this thing it's

UNKNOWN 2:02:41

a you don't know and I'll tell you in close session there's a lot of things we get to know you don't and you can't and we have to make sure the information's privy for the privilege that we have to do what we do but believe me sometimes there's opportunities where I wish I could say more and set the record

UNKNOWN 2:02:59

straight you just have to trust us on some level knowing we're doing the best we can so with that I want to say whatever you can tell all of us here to kind of break something down I think that would be helpful for for everyone thank you I will do my best I I'm limited a bit on what I can say but

UNKNOWN 2:03:18

what this particular warrant list is a result of a couple of major investigations you'll see it under superintendent because some of the investigation required uh hrd and individuals within within that group so in order to make sure it was a clean investigation and no bias the superintendent's budget assumes that cost the investigation was gosh uh six months long it involved 10 to 15

UNKNOWN 2:03:53

Witnesses each one had to have their statement taken data had to be gathered there were cross complaints so then we had to investigate further when I got here I was made aware of the investigation we were trying to draw it to a close as quickly as we could but a couple other things came up again so we

UNKNOWN 2:04:12

had to investigate further it took months and months and we had to hire a third party investigator again so the district didn't have have its hands in the pot so to speak we needed to make it clean and unbiased so just to let you know when you're looking at the superintendent's part of this uh warrant list that those

UNKNOWN 2:04:36

monies went to pay for all of those investigations that were done that happened over about a six-month period everything was concluded any and all disciplinary measures related to employees were handled everything is confidental IAL the board is certainly privy to every single day and minute that was build by whatever party and and you know that I have that information so

UNKNOWN 2:05:03

hopefully Miss lash I didn't say too much but um I just want the community to know that we just got the invoice so we have to pay um the fees now associated with an investigation that was over six months in length and involved many many people hopefully that helps a little bit does that give you you think that's clear it

UNKNOWN 2:05:25

does are there any other categories within that I mean it was 100,000 right so there was a little bit of a breakdown sorry m w I had a question to U the $105,000 can you be exact on that or is that confidential because the Clos session I think I can be I think I can be pretty exact the 50,000 that's under

UNKNOWN 2:05:42

superintendent U most of that paid for uh a a single investigation that was 6 months in length there's about 40,000 that is directly related to hrd and that involves Personnel matters that involves negotiations um legal um things that go on between uh the district and employee groups or employees in particular um pretty standard stuff there was an

UNKNOWN 2:06:06

additional $15,000 that was a little unique um one of them involved an investigation uh that had to be done uh that resulted in a settlement um it was pretty complex and we needed to make sure all parties were respected and that all information was gathered and protected too by the way thank you yeah Mr ver and then and let's not forget

UNKNOWN 2:06:28

about Mr Schwarz and M barklay if you guys want to say something as well no Mr Schwarz okay good so you got the floor for the rest of this oh you're good okay that's it all right um I think if there's one sorry I said I was good there's only one other thing I would say and this is not to

UNKNOWN 2:06:45

anyone particular group but please know when there are issues that go on whether it's complaints or suits or all the things it's all very costly so I hope in these next coming months we can kind of evaluate that everyone together because honestly resources do come from our kids and we do want those services and opportunities so I think that can go for

UNKNOWN 2:07:07

everyone all on all sides and I can tell you that because I've seen it incurred on all sides so just an encouragement of inspiration to us to to do better okay I call for uh a motion in a second for item number four the warrant list do I have a motion a second moved moved by Mr Schwarz second

UNKNOWN 2:07:28

second by m barlay l would you mind calling rooll barklay yes Schwarz yes wman yes Koski yes thank you motion adopted 4 Z now we're on to action items resolution number 20232 2418 classified school employee week and on this one give me one second okay do we have any discussion on this if not I'll Co I'll call for a motion in

UNKNOWN 2:08:01

a second all right I'll call for a motion in a second to adopt resolution number 2023 2418 classified school employee week May 19th through 25th 2024 oh Mr Schwarz yeah I just want to say um having visited many schools and and spoken with many of our classified employees um they are a great part of our staff and I and they deserve every

UNKNOWN 2:08:25

recognition we can give them for the work that they do for our kids and our schools and I'm glad that we're recognizing them and celebrating them I I just want to add to that one of um one of the greatest Joys I had was going out to the sidewalk to pick it way back when when we were talking about things and

UNKNOWN 2:08:42

talking to actually the president out there we had some real conversation like eye to eye and it was awesome and we both apologized about some things and had honest this communication and I have loved so many of our classified staff from the beginning you are the backbone we do appreciate you thank you for everything you do we should have a

UNKNOWN 2:09:00

resolution for you yes I 100% agree and Echo those comments um our classified staff are extremely extremely valuable um to every child's educational experience and development here um in our district and we do appreciate you I'm excited to to see this come up um as an agenda item agree with everything that was said um let me back up a minute here now we're

UNKNOWN 2:09:26

on action items previously we asked how many minutes how many comments we' allow we just did that for consent calendar so I'll ask the board on action item how many minutes do you want per action item but before I do that how many action item comments do we have okay we have seven in total are they on a specific item

UNKNOWN 2:10:04

while we're doing that we enacted with the vote to move action item nine to after the information and reports so right now we're considering action items 1 through eight then we will do information reports then we will do the last action item number nine items three okay give me a second six how many all together were they so

UNKNOWN 2:10:38

let's give them three minutes each yeah minutes I have no problem with that okay so then we have and then oh sorry which was the one it was on number four one one to number six okay okay thank you okay so I call for a motion and a second for this first resolution action item one moved moved

UNKNOWN 2:11:03

by Mr Schwarz do I have a second second second by Mrs barlay I believe where's M oh that's the second time I'm just going to start looking over there you guys are you guys are good at the same voice here sometimes um Len would you mind calling rooll Barkley yes Schwarz yes where's ma yes kroski yes thank you n l motion adopted

UNKNOWN 2:11:25

4 Z Item number two resolution number 2023 2419 California day of the teacher Wednesday May 8th 2024 I talked with Dr Woods about this while approving the agenda traditionally in the past um we have read this off the idea that we had this time I'll kick off to Dr Woods it's up to the board we're thinking about showing a three-minute

UNKNOWN 2:11:46

video that would greatly um show value to the teachers and the hard work they do I prefer the video it's a gem and I'm sure some of the teachers have seen this maybe some haven't so that's just my thought what what is yeah sure okay so I know this particular video because it's made me cry probably three or four times

UNKNOWN 2:12:07

no spoilers yeah oh okay that's all you can know okay I have a lot of memories from when I was a child one that's always stuck out to me though was when I was about 10 years old and I was in school and I struggled and I didn't struggle with English math or science I struggled holding still and I would try to listen and

UNKNOWN 2:12:30

focus and process ideas but I couldn't help myself then to be honest I would sit there and then I would just start tapping and the students in the class would look at me and they'd say hey stop tapping a lot of the time I didn't even realize I was doing it and then eventually even the teachers got after

UNKNOWN 2:12:47

me and they would yell at me and they'd say Clint you have to stop tapping it got so bad that I got sent to the principal's office for tapping and he said to me can maybe when you go back to class just try sitting on your hands and so I did I went back to class and when I felt myself starting to

UNKNOWN 2:13:05

tap I just I did this I sat on my hands and that worked for about 5 Seconds one time I was tapping in class and my teacher Mr Jensen he looked at me and he yelled and he said Clint stay after CL class and I thought to myself this is it I am done now I've always been the type of

UNKNOWN 2:13:28

person that believes that a single moment in time can change a person's life and this was one of those moments for me and I will never forget it so I was sitting there with Mr Jensen and an empty classroom and he walked past me and he sat next to his desk and he said Clint come here I want to talk to

UNKNOWN 2:13:48

you and as he looked me right me eye he said now I need you to know something you're not in trouble but I do have just one question that I have to ask you and he asked he said have you ever thought about playing the drums and in that moment Mr Jensen he leaned back and he opened the top drawer of his

UNKNOWN 2:14:11

desk and he reached in and he pulled out my very first pair of drumsticks and he held them in his hands and he looked at me and he said hey Clint you're not a problem I think you're a [Music] drummer from that moment on I've never put those sticks down I've toured recorded and played drums all over the world my whole

UNKNOWN 2:14:44

college education was paid for with drumsticks in my hand just because of a single moment in time when somebody believed in me and he saw something in me that I didn't even see Within Myself And from that moment I learned that there's a difference between being the best in the world and being the best for the [Music]

UNKNOWN 2:15:16

[Applause] world I I think um that really does said say it all to all of us it it's not our certificated and our classified staff do this every day this is what they do this is what professional Educators do and I think we're all here in this room because each of us have been touched somewhere by a

UNKNOWN 2:15:38

person like this I know I have and we heard a in public comment uh our math teacher was touched so for our classified and certificated staff thank thank you every day for what you do sometimes people don't notice but kids like that remember you the rest of their lives I would just like to add to that that when I saw the teacher resolution

UNKNOWN 2:16:05

for this meeting I thought about this video and I come from a family of Educators and I do want to tell you I know one Have you shared tonight how much a teacher touched your life and I hear you and I believe you because I think we all have that person and of course I tried not to cry and I did because teachers we

UNKNOWN 2:16:26

do love you and know that what you do what you see in kids every day makes a difference I know that you do such valuable work and we do honor you and that is genuine that's why I thought of this because I thought there's the joy if we can just Elevate and Elevate and Elevate and that goes for we as adults to the children

UNKNOWN 2:16:49

instead of denigrate like gosh that be the goal like that's that's where you change the world so teachers thank you for what you do is mar CL yeah I love that video also that he went to the college where my daughter's going so that's a great video um and I see that in all of the teachers that my kids have had and that

UNKNOWN 2:17:19

I see when I go out to the site I see this district has been for all the years we've been here and continues to be topnotch um my kids have attended different districts I've worked with many different districts and they were all great but Tula rises above and um it's really an honor to be involved in this District like I've been able to be

UNKNOWN 2:17:45

for the past few years um I'm not an educator um but I've always admired Educators and they've made such a difference in my kids lives they definitely would not be where they are without the teachers and the they all of the staff at the schools one of my daughters she her favorite person in the school was the person who served her

UNKNOWN 2:18:07

lunch every single day her number one favorite person and um that's amazing and fantastic to me and I just hope our teachers and our staff really do feel appreciated um every day and and it's a pleasure and a an honor to to be here alongside you and to to have these resolutions here to pass today thanks thanks miss barklay m yeah just

UNKNOWN 2:18:34

real quickly um I visited every school in our district at least once sometimes more and uh I usually end my visit with a little chat with our principles and I say two things I'd send my kids here Schwarz for me I just remember my teacher Mr chomak in trigonometry back in New York uh when I see the video of course I

UNKNOWN 2:19:08

think of inspiring teachers and I try to do the same for my students in college Mr chomi asked you know he he pulled me aside one day and he said you know Joseph I noticed you weren't in class today and I said yeah honesty is my only excuse I was outside skating he goes yeah I saw through the window that

UNKNOWN 2:19:25

you were alling over the tennis court Nets outside and I said I'm sorry Mr chomak I really like your class and I'm sorry for falling asleep in it all the time he goes no it's no problem you're the best student in my class and he goes we really want you on the math team now even though I didn't join the math team

UNKNOWN 2:19:41

what Mr chomak said to me that day really struck me hard and profoundly because I've never forgot his name since just like Mr Schwarz it's a heartfelt emotion because a teacher talked to me and even though I was being vulnerable he he tried to elevate me to a higher level by just talking with me softly not condemning me

UNKNOWN 2:20:04

so you know that's how you remember teacher's names for the rest of your life and I also M I also remember Mr sininsky in chemistry and I he never really talked much but one day he started yelling about people burning the flag that they should leave the country and I we just sat there in the class like what the heck is going on never

UNKNOWN 2:20:20

forgot that but that's different that wasn't necessarily inspiring like Mr chomak but um yeah the video about the drummers it's it was just awesome to see that so yeah great job teachers uh Inspire your kids and you know this is a plug Dr Woods that we you know maybe in the future that he elevated that student don't you think all

UNKNOWN 2:20:43

right any other comments Mr Schwarz come back to you are we good yeah okay I call for a motion a second to adopt the resolution number 20232 249 California day of the teacher Wednesday May 8 20124 do I have a motion in a second mov moved by Mr Schwarz second second by Mrs barlay um would you mind

UNKNOWN 2:21:21

calling R barklay yes Schwarz yes wman yes kroski yes motion adopted 4 Z thank you L on to action item three adoption of the proposed revisions to board policies unless there's any discussion on this I call for a motion a second to wave the second reading and adopt the proposed board policy revisions moved moved by Mr Schwarz second second by Mrs

UNKNOWN 2:21:42

WMA Len would you mind calling Ro barklay yes Schwarz yes WMA yes kroski yes motion adopted 4 Z thank you l item four resolution number 2023 2420 authorization to encumber funds for the following fiscal year um do we have anybody presenting on this one Dr Woods no okay I call for a motion a second to approve resolution number 2023

UNKNOWN 2:22:08

2420 authorizing the district to encumber funds for the next fiscal year do I have a motion to second or any discussion no if it was uh made by Nicole I move to accept it I is there a brief summary that you could give because I think that would be helpful for listeners for me yeah thank you m so

UNKNOWN 2:22:26

what this resolution does is it allows us to place purchases for next year even though we don't have an approved budget yet so the board will adopt a budget in June however we all know some things take time to get here so this allows us to encumber funds meaning commit them now for the budget next year even though

UNKNOWN 2:22:44

the budget hasn't been adopted yet thank you Mrs lash um okay I think we have a we had a hypothetical statement for Mr Schwarz and the hypothetical was answered so I think there's a motion yes yes by Mr Schwarz do I have a second second second by m barlay Len would you mind call and roll barklay yes Schwarz

UNKNOWN 2:23:07

yes WMA yes kraski yes motion adopted 4 Z thank you Len item five resolution number 2023 24 21 of the a Board of Trustees of a Teka of Val Unified School District self ifying increased Federal micr purchase threshold do we have anybody speaking on this one Mrs lash say a couple things micro threshold yeah we got it okay so what this is is whenever we

UNKNOWN 2:23:33

are spending federal dollars there are very very strict procurement laws regarding the purchases um using federal funds and whether it's a micro purchase or a macro purchase changes the criteria and so what um uh the code of federal regulations allows us to do is Define a micro purchase up to $50,000 code of Federal Regulation sets it at 10,000 unless the board takes

UNKNOWN 2:24:01

action to increase it so what we're asking is that you take action to define a micro purchase as a purchase up to $50,000 instead of $10,000 and this really comes in handy when we're uh looking at food nutrition services and we're going out and we're we're doing bidding or GA gathering proposal for food nutrition services and we follow the criteria for $50,000

UNKNOWN 2:24:26

instead of $10,000 because that threshold is really low for a district our size that about clears it up for me makes sense to me um take a motion thank you m lash um I'll take a motion in a second on this unless we have further conversation moved mov by Mr Schwarz second and by Mrs W L would you mind

UNKNOWN 2:24:47

calling roll barklay yes Schwarz yes where's yes kroski yes motion adopted 4 Z thank you L on to item six public hearing of the fee justification report for the new residential and Commercial Industrial Development and the proposed level one developer fees we have one comment and on this one I think we voted yes three minutes on the action item so who

UNKNOWN 2:25:10

are Erica steon okay yes I have a comment on item number six I am not stating to be like for or against more of just would like um the board to consider deeper the item um if we're all wondering why housing is so expensive in California then we should understand the taxes and fees are government Levy against us I question um why the

UNKNOWN 2:25:50

development fee is renewed and upped every two years um I'm not upset about it it's just an honest question I don't understand why it's upped every two years Tula charges some of the highest development fees in the state and apparently without I don't know if anybody's really paying attention um it just gets passed along every couple years we raise the

UNKNOWN 2:26:11

development fees why does this matter well if you're a family looking to buy their first home in Tula and you're wondering why the prices are so high about 150 to $200,000 of the purchase price of a new build home in Taca goes towards mandatory development fees paid to various entities like the city parks and wreck waste treatment in schools and

UNKNOWN 2:26:31

in fact on average when buying a new home a new build home in Tula about 60 to 70,000 of the purchase price of that home goes directly to the Tula School District due to development fees um so I just hope that they aren't being raised mindlessly um and contri contributing to the the high cost of of living and housing in California um I

UNKNOWN 2:26:57

appreciate the development fees play a big part in making the city and its schools beautiful but um I I I wonder if we're uh really paying attention to how much money we're asking developers to pay and then obviously the consumer to pay I would like the school district um to potentially try to find ways to save money in their budget before they just

UNKNOWN 2:27:22

come to the consumer with their hands out for more um and let's see I guess I I don't think we should have taxation on autopilot and people are struggling and the housing situation only seems to get worse so I don't know if leving a new higher fee on development for housing and Commercial development at this moment in time when

UNKNOWN 2:27:48

development is already so expensive is really something that we should be doing in Tula and we also do need to consider the fact that developers are not our enemies we need to work with them because everything we enjoy is built by developers so if we continue to constantly increase costs without really thinking about it we're going to drive

UNKNOWN 2:28:08

away new development and that is not what we want for our community so just consider it more deeper is what I'm asking thank you okay I'm going to conduct oh wait that's can we do we have discussion now I have to call for a motion a second to conduct anyways so yeah um we can do a discussion before I call for a motion a

UNKNOWN 2:28:30

second okay um I want to thank Erica for sharing tonight one thing that I do as a trustee is reach into the network of people I know if I'm not as familiar with something because I think that's wise there's so much to know and I count on people who have inside information that I don't so I have questions as well and not in a

UNKNOWN 2:28:54

negative sense but obviously we know developers do a very important job and Erica let me know that there's school fees within developer fees that's essentially to help us do what we need to do so it's a good thing um you get x amount of dollars per square foot to help fund schools fair enough uh but there is a trickle down effect in the in

UNKNOWN 2:29:17

the community and I did think past just what we look at here as she mentioned because you all probably have young adult kids like I do and you look at the cost of living and all the things obviously families are moving out of the area and the state because of the affordability we know that schools run on Ada and and monies that come in

UNKNOWN 2:29:40

because we have people in the seats so it behooves us to look at something like this that's a little bit bigger um everyone's got projects on hold because the interest rates are are high you know so to borrow money that's tough developers often come of course from the private sector so it has to make sense on paper so there's so many things and I

UNKNOWN 2:30:01

know I don't get it all so I don't pretend to be an expert but um you know if we keep adding fees we could look at the recent minimum wage raise and we know hamburgers might go up $2 because we're we're paying more here so there's a cause and effect and I think what I'd love to know as a result of the

UNKNOWN 2:30:17

conversations that I've had is is um I don't know if Mrs lash or Amber you can speak to the balance of achieving these things is it that every two years it just goes up anyway do we have to raise the fees I I'm just looking for that extra information for everyone to understand as a taxpayer and how we have

UNKNOWN 2:30:37

to operate is it just we can't get out of it it and it just rolls forward so I just want to make sure that we separate so there are two types of mitigation fees one is a cfd or mellow Roose that many of us if you live in Tula see on your property tax statement this what this is is it's the per square foot

UNKNOWN 2:30:56

amount that we charge for development for Developers for let's say commercial property or things like that um what happens is and there's not a district in the state of California that I know of that doesn't charge the per square foot developer fees while the cfds because we are a growing organization or city melaro might be more specific to newer

UNKNOWN 2:31:19

communities I used to live in LA there's no development happening there so Melo roof aren't a thing there but there are always developer fees what happens is is the state allocation board every two years does a fee justification to say every time someone develops in your city what is that impact to the district for having to house more students or house

UNKNOWN 2:31:42

more community members in your facilities so there's a full study done at the state allocation board level and they set the rates they say every time there's development in your dis in California here's how much your how much your per square foot impact is and so that's why we bring it every two years to just follow along

UNKNOWN 2:32:04

with what the state allocation board is doing through the fee justification study so we just are following the state allocation board's lead it's a Statewide approach and sure we can take less money we don't have to charge that but just know that we're still absorbing abing the cost and the impact of the development by the by Stu more students

UNKNOWN 2:32:25

potentially coming into our schools so you're saying most districts don't deviate from those recommendations that it's usually pretty standardized exactly and you could make that decision but most don't right because why would you when the state alloc allocation board is telling you this is what it's going to cost you tvusd or District ABC for development in your community we just

UNKNOWN 2:32:48

absorb the study that's already been done and go ahead does does the bond that's being talked about in the fall have anything to do with this aspect or is it entirely different because I know that's to fund schools as well right so I'm just trying to learn yeah know that's a great question and um so what happens is is what the bond at the state

UNKNOWN 2:33:08

level will do is it whenever we develop we um we develop our facilities based on state matching dollars so whenever we we do modernization for example we front 40% and the state fronts 60% so the 40% could come out of these developer fees that we pay for and then if the state can pass a bond that will

UNKNOWN 2:33:35

come up with their 60% but we still have to come up with 40% for all modernization and we're up for modernization every 20 to 25 years depending on if it's a permanent or portable building so how we come up with that is either local cfds or local developer fees measure y Bond dollars Redevelopment agency dollars we have to come up with

UNKNOWN 2:33:59

local dollars to then match the state funding so the state is going to go out for a bond that's to help match local school districts in their uh modernization and new construction that's a great question though thank you for the information no problem anyone else all right I call for a motion in a second to conduct this

UNKNOWN 2:34:20

public hearing moved moved by Mr Schwarz second second by Mrs barlay L would you mind calling Ro barlay yes Schwarz MMA yes kroski yes motion adopted 4 Z thank you L this is the time and place designated for the public hearing on the fee justification report for new residential and Commercial Industrial Development and proposed level one developer fees I

UNKNOWN 2:34:44

declare the hearing now open at 8:04 p.m. we've already discuss this so we've and we've already addressed the public comment we we don't have any more public comments correct okay so I'll just read it out to be official is there anyone who wishes to comment on the Tula Val Unified School District fee justification report for new residential

UNKNOWN 2:35:07

and Commercial Industrial Development and proposed level one developer fees total of 30 minutes is provided so members of the public can address the board speakers are limited to three minutes we've had that comment if there's no more comments I declare the public hearing closed public hearing uh public hearing end time 804 now we're on to action item s

UNKNOWN 2:35:29

adoption of resolution number 2023 2422 approving fee justification report for new residential and Commercial Industrial Development and authoriz and authorizing increased statutory level one developer fees I call for a motion and a second on this moved moved by Mr Schwarz second second by Ms WMA Len would you mind call and roll Barkley yes Schwarz yes WMA yes kroski yes motion

UNKNOWN 2:35:55

adopted 4 Z thank you Len on to action item 8 request for allowance of attendance due to emergency conditions do I have any discussion on this okay I call for a motion of second to approve and file an after to David for request for allowance of attendance because of emergency conditions do I have a motion in a second moved move uh

UNKNOWN 2:36:17

is that you oh oh M wor okay okayy oh wait what you pointed to her and threw me off point at me Oh I thought you point at her all right move move by m barlay seconded by Mr Schwarz Len would you mind calling Ro barlay yes Schwarz yes where's M yes kraski yes motion adopted 4 Z thank you Len and as

UNKNOWN 2:36:38

a friending reminder action item 9 is going to be pushed after information and reports which are now on now we're on to board policy 6000 committee update Dr Woods do we have any but oh sorry excuse me how many public comments do we have on this we have five public comments I'll ask the board how many minutes

UNKNOWN 2:36:56

would you like I think three's fine three minutes if there was just five okay we'll we'll do five um public comments three minutes a piece we'll take up the first speaker maybe this one I bet it's this one okay sorry okay first up we have um the person who listed 6,000 um and the Beyond magenta book imagine if you will a school board

UNKNOWN 2:38:04

meeting where parents protest a pornographic book courtesy of the teachers union that details explicit oral sex with a six-year-old trans child who was passed around his neighborhood like a party favor the author of the book writes that the child loves to be sexually abused and refers to pedophiles as while teenagers are saving up money to buy a car a transgender saves

UNKNOWN 2:38:33

to buy a vagina another realizes he's not horny after public puberty blocker injections and later wants to commit suicide glorifying ve victims of pedophilia 59 expletives and slurs alcohol irreversible cross- seex hormones and kids trying to kill themselves is approved by this teachers union the book beyond magenta is beyond belief parents trusted the teachers union until these activists called them

UNKNOWN 2:39:10

fascists book banners and homophobic after parents refuse to let them indoctrinate and sexualize their children what the union and their store-bought trustees didn't expect is when these kids grow up they will turn against [Music] them trans kids your body is perfect just the way you were born trustees barlay Schwarz your school book is illegal and violates California

UNKNOWN 2:39:48

Penal Code codes 311 to 31.3 look it up we don't have to recall you two liabilities because you can plan on going to jail for Distributing pornography and harmful material to Children minors anyone who is foolish enough to recall Dr K can say goodbye to their kids ma'am we're not allowed to speak about campaign language thank you

UNKNOWN 2:40:15

because barklay Schwarz and their teachers union is coming after them they are doomed to be groomed I am a member of the LGBT community and a Democrat taxpayer if you think your trashy novel is representative of my community then you are killing trans kids [Music] [Applause] you friendly reminder no recall campaign language for any candidate or anything

UNKNOWN 2:41:03

like that thank you so much going on both sides amarissa followed by Jack hello again I would like to educate everyone here so that we can eradicate the inaccurate phrase book Banning when a movie is rated PG13 it has been deemed inappropriate for anyone under 13 to watch it when a movie is rated R it has been deemed inappropriate

UNKNOWN 2:41:44

for anyone under 17 to watch it it would be stupid for anyone to consider this movie Banning the same can be said for video games we have games that are rated E for everyone rated T for teens and rated ma for adults it would be stupid to C removing a video game that is rated ma from schools game

UNKNOWN 2:42:09

Banning if angels in America was a movie it would definitely be rated R if it was a video game it would be rated ma use the brain cells that God gave you this is very easy to follow another justification for this play belonging in our schools is that it has won awards there are thousands of Academy award-winning R-rated movies

UNKNOWN 2:42:33

that should not be played in our schools because they are inappropriate it's not rocket science it requires a minimal logic to comprehend this hopefully everyone can understand this and stop saying the phrase book Banning thank you [Applause] you Jack Jack maren Follow by ep hello hello good evening everyone first I just want to thank you Dr K and

UNKNOWN 2:43:09

Jen WMA for action item 6000 it is very important we protect children from harmful pornographic materials the majority of teachers have found falsely called this action book Banning but cannot name a single book that's been banned and is it really wrong if the books themselves are filled with sexually explicit material that is inappropriate for minors that doesn't

UNKNOWN 2:43:33

sound like the kind of books the notes of the 1940s banned to me since many people here are quick to make that comparison I just want to thank you again Dr K Jennifer WMA for all you do I will stand with you till the end thank you thank you up the call by Jenny good evening Dr Woods I have written to you and made my

UNKNOWN 2:43:57

suggestions on this topic with the assumption that the policy's goal is to protect kids from the inappropriate content and something we can all agree on however enforcing censorship policies can legally and financially impact the school district I hope the following concerns will be addressed in the upcoming report the first sentence in this policy is unnecessary to add in

UNKNOWN 2:44:18

concept and roles that there's a whole policy 6141 for curriculum development and evaluation and lists out each legal requirement individually so there's no need to really for the committee to work on this really uh the policy contains a typographical error that alters its meaning the sentence graphic descriptions or depictions sexual violence should include the word off without it the policy could be Mis

UNKNOWN 2:44:42

interpreted as banning all graphic descriptions or uh or depiction ranging from an atlas to a Bel diagram there are certain countries where this could be the case but I'm confident the intention is not to prohibit such images so a comma would not be appropriate here and I have sent you legal references for all of these cases that are referred in the

UNKNOWN 2:45:02

policy and Pico versus Island Union judgment I hope that has been considered and reviewed because our aim is to build a policy that is well informed and can stand up in court in this case the school district's argument was based on vulgarity profanity obscenity and morality and was examined at length the code set the board cannot remove books

UNKNOWN 2:45:21

from the libraries if somebody wants to listen the oral arguments are also available on the Supreme Court website do not go reading the case because the excerpts basically the board went to a conference where they started giving out excerpts and those excerpts are way more explicit than angels in America please do not go read it because I can see

UNKNOWN 2:45:44

people are very upset about reading it but uh the judge the court said that a board can't remove the books from libraries just because they disagree with the ideas in the books or because the fact that it might offend someone so uh people are talking a lot about obscenity and I sent you the legal reference for the Miller test there's a

UNKNOWN 2:46:02

three prong Miller test that uh you know because a lot of people can't claim First Amendment rights uh but especially the Publishers might sue the school and uh uh the what is the test it's basically like you know uh you have to assess the work as a whole not take passages out of it and say that it has

UNKNOWN 2:46:20

no literary or artistic value and that's the second thing it should have serious literary or artistic value and uh the uh you know if something's won an award it is pretty hard to challenge it that it has no literary order so I have also provided you with some regulations from California schools that already have well- defined uh ARS for this we could

UNKNOWN 2:46:39

have added these ARS to 13 12.2 which is already existing so this way these schools have had these policies for years we don't have to about the legal trouble uh because we're wasting a lot of Staff time that could be used for curriculum for Reading Writing and math thank you thank you Jenny followed by Jean all right hey Jen we finally agree on

UNKNOWN 2:47:06

something we should do better and stop wasting funds on redundant board policies such as this one under the shadow of policies like board policy 6000 vague subjective and open to interpretation we risk depriving our students of exposure to crucial literary works the language used with terms like inappropriate vulgarity and obscene material leave room for arbitrary decisions that could stifle critical

UNKNOWN 2:47:28

thinking and artistic expression and who exactly is determining what is inappropriate or obscene even the Supreme Court can only say they know it when they see it if we are laying this at the feet of the teachers what are the consequences for when a parent or admin or even a bias bigoted board member objects will teachers face extraordinary

UNKNOWN 2:47:48

consequen such as being put on administ administrative leave for months on end consider the classics that have shaped our understanding of the human condition books like to Kill a Mocking Bird and the catcher in the Ry these novels revered for their exploration of societal issues and the complexities of adolescent have faced challenges and bands for their language and themes deed

UNKNOWN 2:48:08

inappropriate by some but it's not just about what we perceive as controversial even celebrated literary masterpieces like The Grapes of Wrath and beloved could fall prey to these V guidelines due to their unflinching portrayals of suffering and Injustice but it's not just about oh sorry here here are just a few more of taught High School novels that could be banned and thus take away

UNKNOWN 2:48:31

parental rights under this vague policy Brave New World 1984 The Color Purple the absolutely true Diary of a Part-Time Indian of M and Men The Great Gatsby The House on Mango Street Romeo and Juliet The Merchant of veness and finally a fan fave Hamlet name just a few both California Ed code and tvusd existing policy account for age appropriate

UNKNOWN 2:48:55

material so once again this board used to be majority has wasted time and money on a solution looking for a problem let us remember that literature serves as a mirror to society reflecting its triumphs and its flaws Banning books under the guise of protecting our students from perceived harm only serve to shelter them from the realities of

UNKNOWN 2:49:15

the world they will one day inherit you can dress up book Banning in any way you want but even a pig with lipstick is still a pig thank Jean hello again my name is Jean femia I'll be interested to hear this report about your revision to board policy 6000 the policy was first presented in June 2023 and sent to a subcommittee but you

UNKNOWN 2:49:46

passed it in December without waiting for the submit report I assume that's because you knew Danny Gonzalez was leaving and you wanted to pass it while you still had a majority on the board but I wish you had waited to get the information that you had requested the policy revision you passed was unnecessary and problematical no one no one wants

UNKNOWN 2:50:09

pornography in schools that's why California Education Code and District policies demand a curriculum that's age appropriate but people have different views of what constitutes pro pro pardon me pornography or profanity and that's why parents must keep the right to decide for their own child Ed code 51101 and tvusd regulation 131 12.2 both passed many years ago guarantee parents rights

UNKNOWN 2:50:40

to view curriculum and request an alternative assignment if they find something offensive parents can see all their child assignments through online parent portals that tvusd provides but maybe that's not enough trusty barklay proposed a simple solution last June that at the start of each semester teachers be required to send home a complete syllabus listing all materials that students will read during the term

UNKNOWN 2:51:09

as part of the students's grade parents or Guardians would have to sign a copy and send it back that would help busy parents keep track had you taken this suggestion last June you would have saved the district and the community 10 months of discussion and dissension you could have spent all that time and energy on helping our students

UNKNOWN 2:51:33

learn I I wish you'd done that I will be interested to see what you do as a result of this presentation thank you thank you okay that's it for comments Dr Woods I believe we have Mrs deis presenting yes we do as we know the board majority at the time in 2023 did pass board policy 6000 what you'll hear tonight is the

UNKNOWN 2:52:04

process that is used to identify pieces of work uh that may be against that policy the key is the word process that's what we want to get across tonight we do not want this process to be be arbitrary and capricious and I think you will see that with our presentation this evening Mrs de and Dr valz thank you for your work our

UNKNOWN 2:52:27

subcommittee has worked very hard we've had a group of teachers work on this and an administrative group so we are now ready to present oh one second I wanted to say Dr valz well I was just thinking she was going first but yeah you guys are a team yes Dr valz and I are co-presenting this presentation on the

UNKNOWN 2:52:44

committee work for board policy 6000 um thank you for the opportunity to present on the work of this committee completed over these last months as we know and according to bylaw 9130 the Board of Trustees May establish a committee whenever it determines that such a committee could benefit the district by providing diverse viewpoints specialized knowledge or expertise or

UNKNOWN 2:53:08

increased efficiency this Committee in this function um really served as in an advisory role in collaboration with the four bullet points that I'll talk about here in our first meetings we clearly defined the committee's purpose and we'll review this evening um about our work in the areas of Library materials supplemental materials and core literature it was established um with

UNKNOWN 2:53:35

Cons with um collaboration that the committee purpose in conjunction to uh the working board policy 6000 which was approved by our governing board in December um that the committee would focus on these three things to work through existing policies um that explore the processes in place to address book and material challenges reviews and in turn determine how

UNKNOWN 2:53:59

they'll be impacted with the language updates made to board policy 6000 by our board to consider ways to build continuous Partnerships with our parents clarifying where their parental rights are already outlined or outlined in board policy in terms of library books core novels and supplemental materials and to establish connotations of suggested in BP 6000 in order to better

UNKNOWN 2:54:21

understand the definitions of each I'm going to start this evening by going over some of the processes that we have in our libraries that follows the regulate restrict and remove model that can be found in board policy 131 12.2 we will go over libraries then supplemental materials and then uh coret all which we have referred to throughout

UNKNOWN 2:54:42

this committee hold special buckets if you will um that have different board policies that are connected to them and different processes and different rights within our parents and students the tvusd library book reconsider procedure is outlined in three ways in an attempt to establish that we've created some infographics that we will continue to publish um after tonight's presentation the three

UNKNOWN 2:55:06

ways for our library books are regulate restrict and remove this is truly a demonstration of our partnership with our parents in our efforts to uh better understand understand their wants for their children and in our efforts to provide access in our libraries for our students with all the materials that we have we will ask and you'll see a trend

UNKNOWN 2:55:28

in this presentation that these communications begin with the site at the site level where the majority of the response can occur in a responsive and respectful way parents asking that specific books not be checked out to students have the ability to do so if you have a book in the library that you would prefer your student student not

UNKNOWN 2:55:48

have access to we have a process for that our committee was able to reestablish that in a way that we could produce information to better inform our parents parent and guardian can notify the library staff with specific books they don't want their students to check out from school libraries we make that note in Destiny and we stay aware and we

UNKNOWN 2:56:08

remind this of the restrictions anytime they are checked out in a very discreet way actually it and this happens among our libraries a student may come up to check out a book and our library Tech may say oh this one's not available let's go see what else is on the Shelf this occurs with our parents ability to

UNKNOWN 2:56:24

communicate with the sites and putting that hold in Destiny if a parent is asking that specific books not be circulated at a specific grade level then the principle um will be able to communicate with that individual and we ask that that we follow a board policy 131 12.2 and in the sake of this with our regulate restrict remove there is a

UNKNOWN 2:56:46

link and I'll show you how to get there in just a minute where a parent can complete saying that they have information they have suggestions or they have a concern in that form they would be able to fill out a request that the library book be restricted for that grade level if a parent is asking to remove the book completely for all

UNKNOWN 2:57:05

students and the complaint is not resolved informally at the site that concerned individual May begin the formal reconsideration procedure which is outlined tvusd Library services work 100% to provide access to information for our students in ways that support the learning and educational environments that occur in all of our classrooms across all of our campuses if you go to our district

UNKNOWN 2:57:33

website you can follow this line for students and then go to libraries and look at the school cataloges and you'll find in Destiny the collections of our books but you'll also find links to this Google form and currently we are working with our library teams in finding ways to put a link to this Google form on every page in a more readily available

UNKNOWN 2:57:53

location we're working um of course as it's outlined to board policy in ar-1 1312 point2 as well moving on to supplemental materials which is what we refer to as another bucket of material for curriculum our supplemental material board policy 61611 acknowledges that the Board of Trustees encourages the use of supplementary supplementary instructional materials to enrich the curriculum and enhance student learning

UNKNOWN 2:58:23

it goes on in this board policy to state that materials shall be aligned with District goals curriculum objectives and academic standards and shall supplement and not supplant the use of board adopted basic constructional materials that serve as the Primary Learning Resources it's important to note that in review of our committee's objective of reviewing board policies and existing

UNKNOWN 2:58:45

administrative regulations that can be better are put to use and communicated to our community one of the products of this committee is an exhibit that was created by a team of Highly talented multi-disciplinary teachers um if I had to start a school tomorrow I would have pulled that team and put them all on my staff these experienced Educators were

UNKNOWN 2:59:06

mutually selected by our committee this team worked through the language of board policy and AD administrative regulation to outline a one-page resource for our teachers whenever a district employee proposes to use a supplementary resource which isn't included in the approved learning resources of the district they shall preview the material to determine whether the professional judgment in is

UNKNOWN 2:59:29

appropriate for the grade level taught and is consistent with District criteria for the selection of supplementally supplementary instructional material this is listed in our board policy and our AR and I wanted to show an example of that in what was created this is an opportunity to support the autonomy of our teaching staff and their selection for material that they believe enriches

UNKNOWN 2:59:53

adds to more rigorous opportunities and elevates our students in their academic journey in their in their classes it's also a utilization of the language consistent with our existing board policy on supplemental material and aligned with the updated language for board policy 6,000 this exhibit is currently posted um where our board policies are and and it is an opportunity not not a mandate

UNKNOWN 3:00:20

not something that a teacher has to submit but a resource for our Educators who we respect highly to utilize in their determination of what they will bring into their classroom as they are staying up late at night like they usually do during their lesson planning trying to make sure that the best possible opportunity is given to each

UNKNOWN 3:00:39

student each day I'm going to transition over and hand the clicker to Dr valz Who will take us through the last bucket which is our core literature okay thank you Mrs deis um I'm going to work through as she said the last bucket which is our core lit and just to um for clarity because the buckets can get super confusing there's

UNKNOWN 3:01:03

you have supplemental you've got library and you have core I just want to provide a definition for that it's any adoption of a text added to a specific grade level or course 6 through 12 that after board approval will be placed on the core Literature list for TV usds uh for TBD for teachers to utilize um so to be

UNKNOWN 3:01:21

clear we have books right now that are existing that have been previous um that have been board approved by previous boards um and then we continue to bring um other literature for core lit to this board for approval so I'm going to quickly talk through the options for complaints in regard as it relates specifically to core lit um I'm going to

UNKNOWN 3:01:42

talk through these options and um it also is um accessible on the website in terms of how uh parents can access this information as well these procedures as I'm going to talk through them are outlined in existing board policy 131 12.2 um and admin administrative regulation 131 12.2 um which is was actually revised in 2018 okay for this first and foremost

UNKNOWN 3:02:11

parents have the right to request an alternative assessment um excuse me an alternative reading assignment by asking for a request for an alternative reading assignment they need to speak first with the teacher the teacher is the first one that they should approach if they are having an issue with a core lit book um and the board policy does say it must be

UNKNOWN 3:02:30

done prior to the novel actually being taught and I think ed services has done an exceptional job of being able to work not only with our teachers and our site principles to be able to have a bank of materials to provide for our um for our um for our students an alternate um curriculum and an alternate novel um TV TVD has a formal process for

UNKNOWN 3:02:58

request of this nature which I said falls under one 13 131 12.2 parents May request an alternative reading assignment and it is called um a request for alternative reading assignment and it's exhibit 131 12.2 and they may mail it in they may deliver it to the school principal but having that conversation always starts number one with the teacher and number

UNKNOWN 3:03:20

two with the principal the principal will acknowledge the receipt of the request and ensure that the teacher is informed and an alternative reading assignment is provided to the student the form must be received as I stated earlier prior to the instruction of the novel next a request to have a book removed for all students and again I'm

UNKNOWN 3:03:41

specifically talking about core materials this already is existing in 131 12.2 tvusd has a formal process for request of this nature that is delineated in that board policy and in that administrative regulation a formal request can be initiated to remove a book for all students through the completion of the petition for reconsideration for instructional materials it's very important that

UNKNOWN 3:04:04

people understand the first the first person that a parent or Community member needs to go to is the teacher and the principal they have a responsibility um all of our teachers our Librarians and our principles have been trained trained in this they know exactly what they need to do and the process they need to follow if the parent does submit a

UNKNOWN 3:04:24

petition for reconsideration for instructional materials upon receipt of that petition the district Review Committee will meet to consider the complaint the committee consists of is outlined in the board policy a district curriculum director a District library media specialist a principal a library media technician a teacher and a community representative that team is put together by by the assistant

UNKNOWN 3:04:48

superintendent of educational services or the designate the committee then meets in Clos session let me clarify there not closed session of the board that is closed session of the committee and we actually had some conversation about that in our own subcommittee and they will discuss the material and will follow the guidelines set forth in the instructions to the district Review

UNKNOWN 3:05:08

Committee the petitioner um shall be given the opportunity to address the committee the parent or Community member can come in and address the community about their the committee about their concerns the committee shall prepare a response to the petition containing its reconsideration on the disposition in the matter within 30 days so that committee actually moves pretty quick 30

UNKNOWN 3:05:31

days seems like a longer period of time but to pull together um this committee it's important that these individuals in this group have all read the book there's a process that they follow so 30 days is actually very reasonable the committee shall send the response to the superintendent or the the design and notify the petitioner of the decision if

UNKNOWN 3:05:51

the petitioner remains dissatisfied with the district reviews committee he or she may petition the superintendent and present an appeal to the Board of Trustees with that said the board then will make the final determination on the issue this is again delineated and I know we keep hearing the same board policy but it is 13122 and the steps as we have always

UNKNOWN 3:06:14

said are outlined in the administrative regulation so let just to recap we have one process if a parent chooses and would request an alternate Core Curriculum or core material be replaced with something else and then there is the request to have a book removed for all students and this is the formal process for that thank you Dr valz what I'd like to do board is one

UNKNOWN 3:06:38

um each of us go one at a time until we open into discussion literally one at a time with no interrupting each other and then when we do our board comments if we want Clarity we can ask Dr valz Mrs deis then we can let Dr Wood speak then we can enter into discussion amongst one another does that sound

UNKNOWN 3:06:57

reasonable all right so that way nobody interrupts each other whoever wants to go first I'll go last with Dr Woods take as much time as you want if this is significant to you all right then I'll go first just kidding I'll go last I always go last whoever wants uh this Worman so hopefully that answers some questions that a lot of you may have

UNKNOWN 3:07:26

and it's probably true that there are people throughout the district that Ru the day that angels in America came on the scene and I get it it there's been a lot of talk and discussion the best thing about this is that if you look at the presentation thank you so much for doing a wonderful job it really did bring about

UNKNOWN 3:07:49

collaboration and it's disingenuous to say you know we don't want you to just pass something but then on the other end to say it took months and months and months well with this I'm excited because it's a win all across the board supplemental material is important because it comes into the classroom daily weekly and teachers should have the independent decisions

UNKNOWN 3:08:15

and the creative licensing to be able to choose that and I think with with this and Angels the thing we have to remember is that 15-year-old student wasn't a problem she was a person and a student who was not given a warning on the material and that parent was not asked permission so when people say we already

UNKNOWN 3:08:40

had something that worked we didn't so that's why we're here today but I say that in a positive Viewpoint because it's time to move past the negative era and accusations were're in it for the kids and the bottom line is when they sit in a classroom we're responsible inclusion should never include abuse and I'm sorry but there's

UNKNOWN 3:09:09

some material that 15-year-old years don't need to hear I don't care what award it won it's not appropriate when you you look at Ed code saying our goal is to teach values morality light we're going to have different perspectives opinions diversity yes yes yes yes yes all of that OB obscenity 100 FWS a sex scene nope nope I think most parents across

UNKNOWN 3:09:37

the district would say I didn't sign up for that if you want to get it at home or elsewhere okay okay but on our watch we're trying to do what's best I am thankful that this group came together yes it did take months but that's what's awesome about the fluidity of the situation getting people on the same

UNKNOWN 3:09:55

page bringing the teachers in the directors in assistant superintendents in and then getting a phone call from somewhere else in the state saying I know you're working on this can you send it when you're done we're so excited and really isn't that the dream too to not only be the great District that tries to find that balance but also is an example

UNKNOWN 3:10:16

and can be an encouragement enouragement to others like that that's part of my vision as well so just remember though this took time it's a victory for everybody it really is and the thing I want to let parents know you can't elect board members and expect us to go and go and go and go and work and it's it's not

UNKNOWN 3:10:40

about Jen and Joseph it's not about Mrs barklay and Mr Schwarz doing all the things we need you we need you speaking we need you writing letters when you look at the core literature if there's a book on there that you have questions about Reach Out know what your kids doing write letters to the teacher to the principal angels in America that mom

UNKNOWN 3:11:02

did that the server bounced it back because the material was that bad so here we are today and I'm saying parents and I think Dr Koski would agree you got to do your part you got to make sure you know what your kids are reading it's important I had a parent reach out to me and I said well talk to the teacher and

UNKNOWN 3:11:20

principal they did she said I don't want my son reading speak I just don't and that's a parents prerogative but we can't do it all what we've come up with is awesome and I hope you all feel that way but parents you've got to be involved too and I think this like marriage collaboration of all the things

UNKNOWN 3:11:39

came together so really congratulations to tvusd because I think we've landed in a better place so so thank you for listening to that thank you to everyone that put in the work to protect the kids thank you m wor we have any comments for Mr Schwarz or Mrs barklay uh no I just wanted to thank uh the

UNKNOWN 3:12:00

people who worked on the this uh project uh I really need to take take time to read it and digest it myself see if I have any suggestions or uh other ways to deal with it but I appreciate all the hard work they put in thank Mr Schwarz M barklay thank you sorry I'm fighting a cold and a touch of pink eyes so keep my

UNKNOWN 3:12:26

distance from all of you tonight no hugs sorry um yeah I mean I will agree with you Jen I hope we're ready to move past this because um this policy as was stated has existed um for a really long time all of these procceed have existed the Ed code has existed um and it's all been here and

UNKNOWN 3:12:52

it's fantastic and I think that it was great to revisit it maybe as Mrs D mentioned you know create some um just graphic depiction so people understand it better but this is the same process that has existed so when employed I think it's fantastic because we I 100% believe in parental rights I 100% believe there should not be pornography

UNKNOWN 3:13:19

or inappropriate materials in school don't don't misunderstand me I agree with that but there but it is subject to interpretation it's subject to interpretation by teachers by parents every person on the street you could have them read the same thing and everyone would have a different opinion about whether it's valuable or not or or whatever and that's the beauty of living

UNKNOWN 3:13:40

in this country is that we do have that freedom and so I appreciate this because what I you know and I said my kids have gone through this district there have been some materials that they've been given that I have gone back to the teacher and gone now can you explain to me why we're reading this what's the value of it and

UNKNOWN 3:14:00

we've had conversations and and this is a really great process for that um and if there are inappropriate materials in the libraries then by all means bring them forward and let's work through the process I have absolutely zero issue with that um and I appreciate the work that has been put forth do I think we needed to add

UNKNOWN 3:14:22

the language the specificity to board policy 6,000 I don't because I do feel like that was already covered but this process that has been polished up or just Revisited is great and I know that the staff have put a ton of time and effort into it and I think it will um strengthen the relationship between parents and teachers and the trust so

UNKNOWN 3:14:45

that they can have those conversations if parents have a question please reach out to your teacher I if something happens with the server there's lots of words that get blocked by the server words that seems strange that are even being blocked but that's just counted there are very strong firewalls at schools may make a phone call send a

UNKNOWN 3:15:01

generic email reach out to the teachers these are we just all talked about what fantastic caring Stellar teachers we have in our district they want to talk to you they don't want your child to feel uncomfortable in class they don't want you to be worried about sending your kid to school no teacher wants that no Union wants that without kids and

UNKNOWN 3:15:22

parents working together and students and teachers all working together this District doesn't exist and won't succeed so I hope that we can move forward from this as you as you mentioned Jen let's put this to bed put it on the website make sure if you have a question or an issue go through the process absolutely reach out to your teacher reach out to

UNKNOWN 3:15:44

your principal and and you know let let the process work let the Ed code take effect um and again thanks to everyone who who put in so much work I know it was a ton of time and work and collaboration and and I think we have some good products and and Refreshers um to this procedure so thanks thank you Mrs

UNKNOWN 3:16:08

barlay so I have much to say and I'm not going to rush this because I want to put this to bed too and here's how I'll start it's one of my it's my favorite novel ever from my favorite um novelist Theodore dovi he's a Russian novelist and he writes the brothers katov and in this story Ivan the intellectual was an

UNKNOWN 3:16:31

atheist and he was much older than alosia or Alexi there's two names throughout the book it's the same person and he was a younger theist Monk and Ivan is trying to one up his brother but really he's trying to situate the context of the problem of evil so clearly um to the reader one of the things about dovi is he had a profound

UNKNOWN 3:16:53

philosophical and psychological insight into the human soul when you read his book you think he's talking to me even though he wrote in the late 1800s and what he does is he gives a story about a boy who alleged a general who uh witnessed a boy allegedly throw a rock and it hit a dog's paw some trivial

UNKNOWN 3:17:12

thing and then he um has the boy stripped naked overnight and you know as a form of torture and then the next morning he sticks a pack of dogs on the boy tearing him to shreds in front of the mother now when this is done this is a horrific Act of evil and I ask my students and I go

UNKNOWN 3:17:30

what's evil about it what like like what's wrong what's what's the most disturbing thing about it and it takes about five minutes of my students going back and forth using the Socratic method and they all agree it's not because it was an adult male or female it it because it was a child a child that had innocence that was torn apart from the

UNKNOWN 3:17:49

mother so doeski slams through your soul and you get this it's a real problem of evil now that was situated in the context of of a god being all loving all know all knowing I'm sorry all powerful all loving and evil existing it's called The Logical problem of evil but what I do is I try to sit situate this so that

UNKNOWN 3:18:09

you can understand this Salient feature that I'm going to push forward and why we needed this policy so when you direct harm towards the innocence of a child sometimes you cannot get that back once a child is exposed it's over and so hence um pervasive profanity obscenity vulgarity pornography and erotica it's a very serious issue it's it's it's

UNKNOWN 3:18:37

something that I I put in my heart and soul to and I think the committee to m wora m deis um Dr valz Anna tolia Joe Bal there's a lot of of work um that was done and it's important because I read I read off of a book um called push that was in our shop uh chapparel Online Library it wasn't

UNKNOWN 3:19:04

just angels in America it was it was a part of our library and I said you know what let me investigate for myself and I hear the argument that you have to read the whole book and I hear the argument that it's subject to interpretation but make no mistake about it when somebody subjects this kind of stuff or the

UNKNOWN 3:19:22

possibility of this it does not make us a better district and once they do that it enters into the realm of grooming let me read this and this is highly controversial people are going to get triggered I don't care I a board member that represents the majority of voices in Tula that voted me in and they voted

UNKNOWN 3:19:42

me in so that I could Safeguard children's innocence while they're getting a good and safe education TVD let me be clear here's a definition sexual grooming is the action or behavior used to establish an emotional connection with the minor and sometimes a child's family to lower the child's inhibitions with the objective of sexual abuse it can incur in various settings

UNKNOWN 3:20:07

including online in person through other means of communication so let's just have that as a context I want to read to you I want to read to you a few pages from push very first page it's about it's about a it's about a girl named Precious let me situate the context and I'll be quick I'm only going

UNKNOWN 3:20:30

to read parts of three pages here page one I was left back when I was 12 because I had a baby for my father okay baby 12-y old let me go to another page page 21 and if you have yeah there's no there's no minor yep there is a minor in here those two miners over there if you're offended by this

UNKNOWN 3:20:50

language father please have them step out it's going to get graphic really fast good I keep eating till the pain the gray TV light and mama is a blur and I just fall back on the couch so full it like I'm dying and go to sleep like I always do almost almost go to sleep it's the pain in my shoulder keep

UNKNOWN 3:21:16

me from totally coning out this time I feel Mama's hand between my legs moving up my thigh her hands stop she getting ready to pinch me if I move I just lay there still keep my eyes closed I could tell Mama's other hand between my legs now because it smell filled the room mama can't fit in the bathtub no more go

UNKNOWN 3:21:32

to sleep go to sleep go to sleep I tell myself Mama's hand creepy spider up my legs in my God please thank you God I say as I fall asleep this is the innocence of a child being taken advantage of this is in book that was online in the chaero library it was sitting there for many months and I read

UNKNOWN 3:21:51

it off because I said it's time to take a stand which we did in December long before that Mrs WMA brought us to our our attention we formed a subcomittee we we've been working tirelessly ever since one last page I'm going to read from SE uh page 57 I think my mind a TV set smell like between my mother's legs

UNKNOWN 3:22:12

I stupid I ain't got no education even though I I not miss days of school I talks funny the air floats like water with pitches around me sometimes sometimes I can't breathe I'm a good girl I don't boys because I'm pregnant my father me and she know it this is a book about a father raping his daughter having a child and

UNKNOWN 3:22:30

doing repeatedly in front of the mother this is absolutely disgusting this is not subject to interpretation ever in our school district if you as a teacher think if you want to pull this and say Joseph there's this trauma informed approach where somebody like Precious that was raped and it's horrifying right somebody like that that comes across this book it

UNKNOWN 3:22:54

might help them heal let me just tell you something about that as a teacher you are not a licensed therapist you can do that crap on your own time in your own house thank God this book is no longer in our library it was actually weed did to be clear it wasn't it wasn't it wasn't removed because of the buckets

UNKNOWN 3:23:20

that we just expressed about core literature supplemental material and Library material was weeded because it had never been checked out somebody actually pulled it from the library I don't care how it's out it's out thank God this book right now online in our library at shop Rell to be clear in the destiny server call number 30676 k published 2014 this book was

UNKNOWN 3:23:48

read off inside of this District it has pervasive Mater pervasive material what is pervasive it means it's throughout the book it's not a one-off it's not like Odus Rex the Greek tragedy which we want to keep where it talks about a prophecy that was given to a young man where he was going to kill his father after having sex with a

UNKNOWN 3:24:06

mother and you might be thinking oh my God pull that out he had sex with his mom no there was no pervasive sex acts described what about David committing adultery with BBA Joseph oh my God there's adultery pull it up no there was no pervasive sex acts described so it's a fine-tuning calibration that the sub commmittee had

UNKNOWN 3:24:26

to endure so that we keep Classics but we have a filter tight enough where we remove this garbage that I just read off of from push angels in America and so to be clear this is how serious this was when I asked legal this was many months ago I said um you know can you give me um the definitions give me a

UNKNOWN 3:24:49

second I'm going to read these to you and this is the craziest thing about this I asked legal I would like to be clear so that we don't have any ambiguity any vagueness in these terms and I'll ask Mrs deis about this later at the supplemental material because when you presented this online I didn't see the paragraph above it but as a

UNKNOWN 3:25:06

subcommittee we decided that the paragraph would go above it so I said okay to be clear I teach logic and logic Rises and falls on terminology and definitions you have to have different defs to the best of your ability so I said General legal will you please provide me five legal definitions for Prof profanity vulgarity obscenity pornography and erotica as these were

UNKNOWN 3:25:28

sent to me it was flagged by our district email a definition for these five terms were flagged it had to be sent through my private email I'm not making this up this is how serious this is so if if if legal counsel gives me five definitions that are flagged by our server but the book B itself that has

UNKNOWN 3:25:47

grotesque amounts of pornography and vulgarity and obscenity profanity erotica all of it wasn't flagged in it's sitting in a library it just shows you the Brokenness the Brokenness of our system hence why the community has voted to have board members in here to stop and pull the eere and make stuff happen these five legal definitions will be at the level of a subcommittee with

UNKNOWN 3:26:16

parents teachers that are involved when the mechanism gets instit or when the mechanism gets pushed in place this isn't a board member we don't go around saying pull this book call that book it's up to the parents now the parents have to say I don't want this or I do want this or I'm concerned and if it

UNKNOWN 3:26:31

goes to that level these definitions will be considered I'm going to read them to you because again I want to put this behind us I actually want to move on but I just want to express the hard work we've done and the intricacies and the importance of this profanity grossly offensive language that is considered a public nuisance and in no way promotes

UNKNOWN 3:26:47

the legitimate educational goals of the district vulgarity language that lacks restraint sensitivity and refinement that in no way promotes the legitimate educational goals of the district Pico Case established that we must have a process by which inappropriate content is removed obscenity US Supreme Court VA Penal Code taken as a whole that is to the average person applying contemporary

UNKNOWN 3:27:08

Statewide standards appeals to the perant interest that taken as a whole depicts or describes sexual content in a patently offensive way and that taken as a whole lacks serious literary artistic political and scientific value penina code 311a taken as a whole the materials do not assure the lessons the activity is meant to teach taken as a whole the

UNKNOWN 3:27:28

materials appeal to the puran interest and expose students to ideas that are inappropriate for their maturity level and taken as a whole the materials lack serious literary artistic political or scientific value pornography and erotica are here two more pornography depictions of a person personally engaging in or personally simulating sexual conduct that lacks educational value and exposes students to ideas that are

UNKNOWN 3:27:53

inappropriate for their maturity level last erotica depictions of sexual sensual or pleasure indicated to arouse sexual desire that lacks educational value and exposes students to ideas that are inappropriate for their maturity level it gets really subtle here because you can have erotica without pornography you can have the insinuation of somebody leading up to sex undoing a belt buckle

UNKNOWN 3:28:16

all these subtle things it's intended to arouse this is how psychotically twisted this is when it enters the mind of a of of a child when some people are busy about talking getting pornography out of this school there's another effort going no no that's all right we can have erotica no no that's gone too make no mistake about

UNKNOWN 3:28:41

it this lack educational value the five definitions that are illegally given they're a part of the subcommittee pushes out now it's up to the hand now it's in the hands of the um parent and if you want to test the system that we've spent hours laboring and and pushing forward now it's up to you and I rest my case like our work is done now

UNKNOWN 3:29:03

and we can we can talk a little bit more with um the subcommittee once we're done going down the line but I think now it's Dr Woods thank you I also appreciate the work of the subcommittee I had a chance to be a part of a couple of the meetings they were collaborative there there were great conversations there was not always

UNKNOWN 3:29:21

agreement in the room but we allowed a committee of teachers to work very hard site administrators worked on it District administrators worked on it our board subcommittee was there we all came together and pulled something together that's pretty complex and difficult to do as a result I have now received a number of phone calls from a couple of

UNKNOWN 3:29:45

districts that are struggling with the same issue and they can't wait until I share this information with [Applause] them I I just want to conclude by saying it's a process we're going to probably have to perfect the process a little bit I think as we go through it we will find a few glitches and we'll have to

UNKNOWN 3:30:09

continually work on the language and make it even more clear than it is now but we got to start somewhere we got to go through the process see how it works this is a process it's not arbitrary and capricious you can see it's very well outlined and we're looking forward to giving it an opportunity thank you Dr Woods now we're

UNKNOWN 3:30:29

open up a discussion between board members and the uh staff who presented I think we've said a lot but the only one thing I wanted to mention is that make no mistake it this isn't a refresh there were aspects of this that we had in place so I agree with my colleague but it wasn't a refresh the

UNKNOWN 3:30:50

rubric that we have is brand spanking new for teachers to help protect them and to guide them so that we're all on the same page so I just wanted to be clear on that because it's disingenuous to discredit any of the work not just for anyone up here but also for those that spent the time in the committee so

UNKNOWN 3:31:10

it is a creation on some level and I'm glad that we've landed here thank you Miss WMA one of the things I was talking to Dr Woods about we can get clarity from Dr valz or Anna tapa or Mrs deis and it's said if somebody goes um to the to the top level of Library let's say and say look this this

UNKNOWN 3:31:38

book is so bad I I actually wanted out of the district um is there a time is there a temporal stamp put on the book that let's say it gets Challen the book is temporarily removed so that somebody that goes to the library says hey this this book is being challenged by board policy blah blah blah so that everybody

UNKNOWN 3:31:53

knows how does that look and and then what's the time stamp on it do you want an answer the current language does not address putting a book in abeyance while a process is being run so that's what the current language says but in in cases where there's unbelievable able pervasive uh language and profanity um it is acceptable and we

UNKNOWN 3:32:21

would have to create some language to State this that you could say something like in those cases of extreme profanity or pervasive whatever term you want to use the superintendent and his or her or her design may put the book in a bance for 30 days while a process is conducted to evaluate the book Thank you I consent

UNKNOWN 3:32:43

to that right now any other board members I consent to the superintendent is design having that power over a book that might be challenged if that's the case giving the discretion of the superintendent um I that well I think it would need to go back to the committee because that is an opposition to what's in the current AR so it would have to go

UNKNOWN 3:33:04

back we're we're here live but it's an opposition to what's in the current AR so we'd have to bring it back as a new AR as a revision to the AR because that's not what the current AR it's not an opposition if there's no on it which he just said there's no temporal stamp so he said that go okay okay okay to be

UNKNOWN 3:33:20

clear all right there is language it does not say that you can put the book in advance so if we had consensus right now for us to have you make that clear so that it's not an opposition could we have consent on that right now no we'd have to change the AR which is a vote right well we have to rewrite the AR and

UNKNOWN 3:33:41

then bring it back as a vote because it's in the AR if I'm I you have to vote AR where it could be done behind the scenes in a subcommittee like we didn't vote any of this we worked on it for almost a year so I'm just trying to get clarity from Dr Woods because I hear what you're saying what would the two of

UNKNOWN 3:33:55

you think would be the best way to do this I guess my point Mrs deis is not to have to bring this back publicly right away if we can resolve this here that's kind of where I'm going um I think that we saw a lot tonight about committees that are in existence my my preference would be that we follow that as we

UNKNOWN 3:34:19

consider what it looks like with a timeline we don't necessarily even at this point Dr kroski have a timeline in terms of a committee that is committed to fully reading the work that's going to have to be a part of it to be able to discuss it academically in connection with other protocols and legislation connected to books being removed or

UNKNOWN 3:34:40

considered up for challenge so in recommendation of that I think it's appropriate for to consider what that language would look like as a next step for the committee and also looking at timelines um what the committee is going to use as their uh process and what they're going to use as their questions when they're discussing the book I think

UNKNOWN 3:35:02

that that should be considered in conjunction with that just in looking at a more specific timeline that I don't have the answer for today if I can just add in one additional thing I would be cautious and terms of changing an AR as it wasn't agendized as well um I do believe that most of the administrative regulations

UNKNOWN 3:35:22

that we have brought back that we have brought back um you are correct maybe have been discussed in subcommittee that would be my recommendation just to be clear on administrative regulation 131 12.2 it is number five um and I just want to read it so everyone understands the language um no challenged material will be removed from the school site

UNKNOWN 3:35:42

while complaint is being resolved pending resolution of the petition however um access to questionable material may be denied to a student of the parent or Guardian who submitted the petition this request must be made in writing so I just wanted to read that publicly um but that would be my recommendation to take it to subcommittee and being very cautious as

UNKNOWN 3:36:00

this not has not been agendized does that mean the work is continuing is that what you're you're thinking then that that would be a discussion for a further subcommittee thought I'm glad you read that out I hear what you're saying Jen I'm really glad you read that out Dr is cuz I wasn't um when I was asking Dr Woods

UNKNOWN 3:36:19

earlier I was trying to get all that clear before we got on the Das but part of me thinks well there was a lot of work done and if a parent wants to test the gear by putting something in motion we could deal with it then that it's it's over speculative at this point I was just you know trying to tie up that

UNKNOWN 3:36:37

little loose end if it was possible here which we can't do okay um very help and you might have been concerned about the timeline because sometimes it does take bureaucracy and many layers of Gears too long so I can understand that concern but I think as Dr Woods has said it's going to be fluid and troubleshooting it

UNKNOWN 3:36:55

and there's going to be fine tuning we're not saying it won't need some extra look so we'll go with that got it now I did have a question for U Mrs de I know when we talked in subcommittee for the supplemental material we agreed that when they see it they'll have our board policy above it if you look at the full

UNKNOWN 3:37:14

exhibit that SL was only the rubric if you go to the uh assembly and it's three pages it's on the first page the board policy 6000 as you requested is cited on that first page that's right maybe I forgot that there's a hyperlink right there that I'm is the page no it's not it it actually is posted as exhibit two

UNKNOWN 3:37:36

underneath the existing board policy for supplemental material okay what I showed you on the slide after this one is the second of a three-page document it I have an old copy right so after that conversation it's since been added if you go there now you'll find it and so obviously teachers and staff and whoever would need to see it would they'd have

UNKNOWN 3:37:56

that ability they'll they'll see it in its entirety okay got no further questions I'm really excited that this work's been done thank you everybody we have two public comments thank you lene uh for item number two elcap actions and services presentation and um what's the board think as far as timing we got two comments two three minutes

UNKNOWN 3:38:27

three not sure huh three three minutes okay three minutes all right first up is upnet Follow by Christie that was totally unnecessary reading my grandma wouldn't allow you in her living room but anyways coming to the topic at hand uh this is the lcap I just want to actually uh uh ask maybe Miss lash you can uh clarify later lcap is a portion

UNKNOWN 3:38:52

of the budget right for high need students not the whole budget or call okay oh okay no no I'm saying you can tell me later yeah address it later yeah and uh so so we're going to see the report I had emailed you about this already uh but about like the parent surveys that was sent out back in December I filled

UNKNOWN 3:39:18

out but I haven't heard any feedback I'm guessing that would be on the report right now and it would be valuable to know how many parents actually gave their input for uh uh the surveys and uh I was unable to attend the actual meeting because it was at 2:00 uh in February U I had written about this to

UNKNOWN 3:39:36

if it is possible to consolidate some of these meetings that the parents have to attend who work uh if they can be done slightly later in the evening more parents can attend uh we saw the lcap presentation and the Casp dashboard back in January which was uh pretty informative so after that dashboard we actually hosted a coffee with the

UNKNOWN 3:39:57

principal event last month at our school where we discussed the actual results for our site and how progress is measured in each area the principal answered questions on various topics like you know what is chronic ABS abscent ISM what is student discipline what are like you know how do we measure math and English reading scores and what

UNKNOWN 3:40:14

are the early intervention strategies that they use for incoming students with potential weakness in math and the in formal setting was very engaging and informative we were even able to discuss topics like the weight of school bags why are they so heavy we use Chromebooks like you know why are they so heavy and celebrating our school's recognition as

UNKNOWN 3:40:33

the California distinguished school was a highlight uh there were questions regarding the methods like you know how do we share these like one site yes it did get the award how do we share this these strategies and and uh uh like you know what was successful at that site so we can propagate it to other sites so

UNKNOWN 3:40:50

you know we can see that Improvement at all the sites and uh I believe like the principal answered that questions too like you know how they have the principal's councel and then how they meet and they discuss all these strategies and U so why I'm telling about this is I I've written to you already but uh if we could have like

UNKNOWN 3:41:07

these events at more campuses like you know parents can get involved ask questions it would be really nice and informal setting um uh even like at District level like you know maybe with you and the directors where like you know questions can be answered uh because it's like kind of like you know we say things and there's like you know

UNKNOWN 3:41:24

uh very little that you can um uh respond to and I'm looking forward to what we have in the report today for the stakeholders thank you thank you Christie I'm glad to see this on the agenda twice and that this board takes lcap seriously it is a lot of funding for our district I believe 23 million um

UNKNOWN 3:41:49

and it goes to students who need it the most it is critically important to our education system and any board member who downplays or dismisses this important presentation and this new position that's going to be discussed afterwards doesn't have the best interest of our students at heart the lcap serves as a Cornerstone for ensuring Equity transparency and Student

UNKNOWN 3:42:08

Success across our schools it empowers local communities parents and Educators to have a voice a voice and decision Mak processes by actively engaging stakeholders the lcap ensures that the unique needs and prioritize priorities of each School within our district are recognized and addressed the localized approach Fosters a sense of ownership and accountability leading to more effective and responsive educational

UNKNOWN 3:42:32

programs if you claim to care about parents rights and the voice of parents this should be the biggest day of the year for you this is where local control happens this is what helps our students the most um it places a strong emphasis on equity and closing the achievement Gap um it requires us to allocate resources strategically targeting

UNKNOWN 3:42:53

support towards students who are historically underserved or marginalized I have attended elcap meetings as a community member for years at the elementary level and most recently at the high school level and if you haven't attended one of these I encourage everyone to do so digging into the data not just for the State of California and our district but the

UNKNOWN 3:43:12

individual schools is eye openening and frankly alarm farming there are student populations who need individualized targeted interventions to help them succeed TVD is a number one District not because our averages are high and some are succeeding While others are just left behind we're number one because we truly look at all students making sure every single one of them have what they

UNKNOWN 3:43:32

need to succeed and each school is different this is individualized it promotes transparency and accountability by requiring districts to set clear goals measure progress and Report outcomes to the community this transparency builds trust and confidence among stakeholders something that our district is working on improving and it Fosters collaboration this isn't just a bureaucratic requirement it's a powerful tool for

UNKNOWN 3:43:57

driving positive change and improving outcomes as Schoolboard trustees it's your responsibility to ensure that the lcap process is robust inclusive and reflective of the diverse needs of our communities I urge the school board to take the lcap seriously and the new position and commit Comm to meaningful engagement with stakeholders use the lcap to create an educational system

UNKNOWN 3:44:19

that is truly Equitable responsive and empowering for all students every single one of them thank you thank you okay I'm just going to take a wild guess that we have a presenter we sure do I know Lisa Brown coming forward Dr maybe you can introduce oh just one that's right okay Lisa Brown yes thank you come on up

UNKNOWN 3:45:00

okay am I on okay uh good evening thanks for having me back to present our lcap uh we are going to look at our proposed actions and services as it relates to um our next lcap which begins uh July 1 so we're going to take look at our educational partner feedback as well as those actions and services as a reminder

UNKNOWN 3:45:19

these relate directly to new updates through legislation but also to our dashboard and our Casp data which was presented to you in January I believe um so some of the updates to lcap um through new legislation this year which is different from previous lcap cycles and some of these are really important because they are going to lend itself to

UNKNOWN 3:45:43

new actions and services that we are required um to provide to our students so the first one looks at unduplicated um pupils including long-term English Learners so we are a district that has more than 30 English Learners and more than 15 what we what they call ltels long-term English Learners these are students who have been English learners for more than six

UNKNOWN 3:46:10

years and we will have to include a specific action and service for this student population and to address their specific academic needs in the classroom we do have to take a look at a comprehensive um assessment of our current actions and services and how effective they were in producing the desired outcome as it relates to the metrics that were

UNKNOWN 3:46:40

reported in the last three-year cycle so in the last three year cycle we reported dashboard data we reported seal data we reported a variety of Common Assessment data that we have in District and we have to use that data to look at our actions and services that are currently in elcap and deem them effective or ineffective and provide a

UNKNOWN 3:47:06

reason and if we're going to keep the service we H also have to provide what change or tweak or modification to the approach that we're going to use to get a different desired outcome in the next threeyear cycle if we provide a action or service that relates to a districtwide service or action we are going to have to tie a specific metric

UNKNOWN 3:47:33

to it so for example I'm going to use I don't know let's do literacy service um we love our elementary literacy Specialists and so that is something that we provide to all of our elementary schools so what metric are we going to use to specifically tie literacy to a metric to look at Effectiveness over the next threeyear

UNKNOWN 3:48:00

cycle so it's a direct correlation to the data that hasn't been um done in past lcap Cycles we will have to provide a specific action or service for every um student group who had a red dashboard indicator and this is for not only the district dashboard but for each site's dashboard so we get a district dashboard but every site gets its own dashboard

UNKNOWN 3:48:31

and so for every student group who fell within that red indicator which means that they didn't make progress from one year to the next as it relates to Casp we need to take a look at what action and service are we going to provide that directly meets that group's need and then as it relates to technical assistance or differentiated assistance

UNKNOWN 3:48:54

we also have to provide um a summary of the work that the district is undertaking to address our groups that put us into technical assistance Tula is in technical assistance for two student groups homeless uh Youth and Foster youth um and they have different different indicators that qual qualified US for differentiated Assistance or technical assistance the term kind of

UNKNOWN 3:49:21

goes hand inand so for foster youth it was language arts math and our suspension rate and for homeless it was chronic absenteeism in our suspension rate so we are going to have to provide a summary of the work that we're doing to address those specific um needs for those student groups so there's a lot of nuance to how we're going to use lcap

UNKNOWN 3:49:50

moving forward to address all of our student needs and you have to remember that it's really data driven so remember the purpose of lcap is for local control and local agency to develop a set of goals services and actions and leverage the pot of money that we have to improve student outcomes so the pot of money that we currently have for the the 2425

UNKNOWN 3:50:15

cycle is roughly $23 million um give or take some change and so what student groups are we truly targeting we're looking at our foster youth our socioeconomic disadvantage our English Learners with the addition of our ltels um and all of our student groups in the red so if you click the link there the county has provided a very

UNKNOWN 3:50:40

nice overview of all of our students who fell within the red either on a school dashboard or on the district dashboard and currently our three goals are to refine instructional opportunities um respond to the diverse needs of students through a system of support and reach out to families and community members we did survey um a variety of community members we gave a

UNKNOWN 3:51:07

individual feedback form to that went out to all um parents within our district and staff members within our district but we also provided opportunities for committees to provide input when we're looking at providing input on the lcap we want to ensure that everything starts and stops with students centered focus at the desk but also that we are looking at not only our

UNKNOWN 3:51:35

Casp data and Casp data we can we can compare our castp data to anybody else's CP data in the state right we can say Tula Valley continues to be the number one performing School in Riverside County in language arts math science um and our English Learners we can say that we continue to outperform the state in every single

UNKNOWN 3:52:03

area but when you're looking at the dashboard we are now comparing ourselves from one year to the next and so it's really an internal reflection and it's important that we look at both how are we performing against others but how are we performing against ourselves and what changes do we need to make to ensure that we are continuing with the

UNKNOWN 3:52:27

cycle of inquiry each and every day um to make the best educational and instructional decisions for students and that really looks at what are the performance and opportunity gaps that need to be addressed are we getting every educational Partners um feedback that we possibly can are we proposing actions and services that do address the data and then how are we using our

UNKNOWN 3:52:55

resource or our bucket of money to get back to students so let's take a look at our educational partner feedback for the year so we did send an indiv individual survey this is one of the first times that we've done this in this District um we had roughly um 130 responses 73% of those were parents 21% represented both the parent and

UNKNOWN 3:53:25

staff perspective of tvsd and 6% were staff only um every single one of our school sites was given a dashboard presentation just like the ones that the board received so we took individual dashboards for each School site and we gave that examp exact same presentation to each of the administrators at the site and the administrators at the site

UNKNOWN 3:53:50

held two committees so they had to hold their um Community advisor partnership committee or a School site Council if they are a title one school and they also have to hold an elac committee meeting where they present that presentation walk their parents through the data in the dashboard as it relates to the school site and submit a feedback form

UNKNOWN 3:54:22

on lcap and the actions and services so every school did that for both their elac and their Community advisory or their School site Council so we also had several principles that kind of took it a step further and they wanted to present their data and ensure that their teachers had a voice in this process so they presented their data either at a

UNKNOWN 3:54:45

staff meeting or through an instructional leadership team and they also were able to submit feedback so as a whole we had over 250 responses but some of those 250 responses actually represent committees where a multitude of parents teachers um community members had a stake in the input so what did they say some of the greatest impact um of services that they

UNKNOWN 3:55:19

mentioned in their survey were Elementary our literacy Specialists our Behavior assistants our social workers counselors and staffs our technology services and materials and you're going to see some Trends as we work our way through the grade level bands um for math or for Middle School we saw our math specialist our Ela Specialists our educational assistants social workers

UNKNOWN 3:55:42

counselor staffs technology Serv and materials and at the high school level math Specialists the intervention specialist social workers counselors staffs Avid and CTE and Technology services and materials so on the opposite side you're going to see the least impact as rated by our educational partners and I'm going to talk about the nuances of a few of these so at the elementary middle

UNKNOWN 3:56:09

school and high school level you're going to see K12 Insight the public library system Center and translation services you can add to it at the high school level a busing route there are some nuances to these things and so I want to point out those nuances K12 Insight is our platform that we call let's talk by law we are legally

UNKNOWN 3:56:30

mandated to have a Reporting Center for parents and students to have an anonymous way to report bullying or instances at school and this is our platform to do it so while it may not have the greatest impact on daily instruction it does have a means of operation within our district and is legally required so there's some nuances

UNKNOWN 3:56:56

there right our public school um or the public library center there's also been some nuances and I'm sure if you went to the special board meeting last week this was agendized I believe um we've had trouble filling this position in partnership with the city but when fully operational and functioning it does serve a purpose for our students um and

UNKNOWN 3:57:20

for our families in the community who are looking for services um beyond the school day and that tutoring support translation services again it all depends on who fills out the survey and who is utilizing what services correct translation services we are legally mandated to have translation services for our families it is a important function of engaging all

UNKNOWN 3:57:46

families in the educational um process of school and so those Services while some of them are embedded in lcap are also serve an important function and then the busing route this is a specific busing route to Tula Valley um from the west side of the freeway and so this is an underserved student population that just needs to

UNKNOWN 3:58:13

get to school and this is one way that we help them to do it so these are the proposed actions and services as a whole for the 2425 school year and you're probably thinking to my to yourself like I don't remember what was in there and what wasn't in there from last year so let's take a look at the proposed changes so

UNKNOWN 3:58:40

in blue you'll see the additions that we we are as a district proposing based on educational partner feedback um and looking at our data so intervention specialist you might know this better as math specialist at the elementary school level um we are proposing moving them from the learning recovery block grant to elcap um we are also proposing an

UNKNOWN 3:59:11

additional intervention specialist which would allow us to accommodate some staffing needs we're proposing an increase of a02 FTE for um an Ela specialist to better serve our El students at the middle school level we are proposing moving our eight instructional coaches that serve a variety of roles including language arts math science um and our elementary technology well actually our K12

UNKNOWN 3:59:46

technology and how we're embedding technology into rigorous instruction on a daily basis we're proposing moving some of them from elog Esser into lcap we're proposing an additional kosa a counselor on special assignment to work specifically on chronic absenteeism and some of our social emotional needs as it relates to our special populations we are proposing the addition of special

UNKNOWN 4:00:19

or sorry professional development in the areas of language arts Math Science and special populations part of this money is being moved from both the general fund and title 2 and into lcap you're going to see that science is an addition that hasn't previously been in lcap but science is about to become a dashboard indicator so in preparation for becoming a

UNKNOWN 4:00:46

dashboard indicator we want to make sure that we are providing the collective efficacy for our teachers to have some professional development in that area and really address the specific needs of our students we are proposing an lcap director of special populations and a corresponding tosa which is an addition to elcap this director would look specifically at our students who are in

UNKNOWN 4:01:14

the red on the dashboard and how we can better serve them instructionally in the classroom um and really looking at how are we closing the achievement Gap to meet their specific needs and ensure that they are making the same growth and gains that all of our students are making we're proposing moving Panorama which is our legally mandated um survey that we have to give

UNKNOWN 4:01:41

to students um in family and community members teachers throughout the year um it also serves as a student data system in which all student data is housed and visualized for teachers so that teachers can see how their students are doing and are regularly checking up on student performance and then we are also proposing this name still needs to be

UNKNOWN 4:02:09

ironed out I'm waiting on SWS to help me out with that but student um support services and outside counseling services to be moved from elog to lcap so we do have additions of into lcap of nearly $4.2 million um which is great because a lot of these are coming from one-time funds where the pots of money are eventually

UNKNOWN 4:02:35

going to run dry what we are proposing removing from lcap and I want to be very clear that by removing these two Act actions and services from lcap it doesn't mean that the action and service stops it still continues but from a different Buck bucket of money so we are proposing moving the vapa teachers and the instructional assistant from the

UNKNOWN 4:02:56

elementary level from lcap to proposition 28 and we are proposing moving the additional bus route to TV or to tbhs from lcap and into General so you can see that we're reallocating there's a number there just over a million dollars out of lcap and into mostly proposition 28 so where does this money actually go because I think it's important to kind

UNKNOWN 4:03:27

of visualize who are we spending this money on and how is it affecting again students at the desk so nearly 90% of the 23 million dollars is spent on Staffing classified and certificated teachers and classified staff that are in the classroom doing the work day in and day out providing instruction for our students 4% is proposed to be spent on staff

UNKNOWN 4:03:55

development again for that Collective efficacy research shows that if our teachers all have the same knowledge and the same buyin and believe that all students can achieve that that is the number one indicator that you're going to have increased student performance admin support is 1.8% site allocations is 2.1% and software Services materials and supplies is 3% so again when we're looking at the

UNKNOWN 4:04:34

through line and how it stops and starts with students and how we're using our data and our instructional partner feedback we want to make sure it starts and stops with students and it's going to have the greatest impact on them so with that we can take any oh sorry one more slide to the finish line here so

UNKNOWN 4:04:55

where are we going in the next three months we're going to continue to elicit educational partner feedback now that we have our proposed actions and services out there um we'll complete the lcap template we'll submit it to rcoe because we want to make sure that it's state compliant before we bring it to you for adoption um and then we'll hold our

UNKNOWN 4:05:17

public hearing on the 11th and the board adoption hopefully on the 25th as a reminder it does have to go simultaneously with the budget so you adopt the lcap first the budget second and they have to go back to back so with that questions yeah I just have one question lison thank you for the the uh presentation um have we determined which

UNKNOWN 4:05:49

particular group needs the most focus and have we allocated the resources equitably so that group gets the most attention uh just for example when I taught in New York uh our we had a similar thing it was third grade literacy and if your third grade literacy wasn't up to par you were on the warning list so we concentrated on

UNKNOWN 4:06:17

third graders but we concentrated on that group that was close to passing so that we could get our school into the right position so are we again I'm sure you've you know you've thought this through but which group have you determined needs the most focus and are we allocating the resources specifically to deal with that problem yes

UNKNOWN 4:06:48

sorry it's an interesting question because you have the site level data and the district level data but if you look at both site level and District level data one of our student groups that needs some extra support is our students with disabilities so it's one of our it's one of our student groups that over time um is furthest distance from

UNKNOWN 4:07:09

standard and typically finds the data in the the red more often across more school sites than any other student group so the proposed um tosa along with the director of student populations would be a strategic Focus not only on students with disabilities but also our long-term English Learners as well as some of the other specific like nuanced

UNKNOWN 4:07:37

groups where where teachers might need more professional development in order to differentiate the level of instruction in the classroom but also a strategic focus on how best to support those students um instructionally to close the gap okay couple questions um who and I'm sorry if this is a repeat who is currently focusing right now on these spe specific minority

UNKNOWN 4:08:15

groups has it Fallen under curriculum assessment testing who's whose watch Whose baby has it been in terms of where we've been for the last few years so I will say the data that was shared with all of our board members goes back to 2016 that data in regards to all of these populations that we're talking about has been a collaborative effort

UNKNOWN 4:08:43

our ed services department has worked exceptionally hard on all of these subgroups in collaboration with um Crystal fielstra who oversees our English language learner program along with BR Hilton who oversees um our students with disabilities so it is very much a collaborative effort so there has not been a very targeted very specific focus on these particular subgroups but

UNKNOWN 4:09:07

as as Lisa was talking about we've heard from our educational Partners including our teachers and our principles that this is a real need to be able to how can we centralize and really look at these populations which OD really do need more and better in some cases to help bring them up to base really to standard um as Lisa is shared so it's

UNKNOWN 4:09:29

really been a collaborative effort across the board but I think the one piece that's missing is the targeted piece so thank you for answering that um here's a follow-up question so I I I took some time this weekend to talk to several different perspectives because I think that's always helpful to do so for me I was really trying to dig deep so I

UNKNOWN 4:09:54

mean we know that evidence-based strategies apply to everyone but there's going to be differentiation in the classroom for sped for example you know they need um something different um but whether it's like the think pair share philosophy or if you mix our eel students um with Asian and white students I mean strategies should work across the board

UNKNOWN 4:10:21

so that's one question is kind of what's been done there and then would there also be the flip side and I think you mentioned this with principles they're the boots on the ground right so they know their classes and a lot of the Dynamics that are within the student body and so we want accountability there and we know they're busy there's

UNKNOWN 4:10:41

assistant principles and there's interventionists doing they're amazing things so we always want the services that most touch the student right so is there anything you can comment in that way like am I thinking correctly that strategies apply across the board obviously understanding you're going to make some nuanced changes because you need to and you want to but

UNKNOWN 4:11:05

I think where I'm going with this is with the surveys for example I'd love to see them I'd love to see the feedback and and what was shared because with the perspectives I got over the weekend it just took me thinking in different directions of we have so much talent and collaboration that goes on which is incredible so for me well maybe I'm

UNKNOWN 4:11:26

jumping ahead and need to wait for the position um I'm just looking at all those factors knowing we want accountability for principles and help we want all of these students to get the services right we're going to try for Equitable resources knowing you might not always hit that just right but but that's the goal because these students are just as important as anyone

UNKNOWN 4:11:48

else right everybody so what would you say to that as far as the strategies or any any like looking back at what you've done collaboratively and how it translates to goals moving forward and then a new position so I kind of go back to John Hat's work which is what gets you the biggest bank for your buck when you're looking at student

UNKNOWN 4:12:14

performance levels and how to move students and his work says that where you get your biggest bank Fearbook is collective teacher efficacy and the way that you get Collective teacher efficacy is by someone or a position typically a director assistant superintendent a principal assistant principal bringing a group of teachers together and get getting them to buy into an

UNKNOWN 4:12:45

instructional routine concept um movement for lack of a better term where they all believe that students can achieve in the classroom and that Collective efficacy has been deemed the number one factor in student performance so to provide strategic professional development velopment and have a specific person spearheading that movement for our kids is essential to getting our underserved

UNKNOWN 4:13:25

student groups moving in the correct direction and we some might say that there's a lot of us directors and we we hear right that um there's a lot of administration but when you look at the pot of money for lcap and where the money is going less than 2% is spent on administrative services but this one person gives our district the

UNKNOWN 4:13:57

opportunity to truly create some collective efficacy as it relates to these special populations and our students with disabilities our long-term English Learners um our foster youth are homeless and provide teachers with strategic strategies that really allow them to better serve the students daily and this is something that we haven't necessarily had as like a pinned Point person in our

UNKNOWN 4:14:30

district I think a lot of us have been doing a lot of things to try and get at what this particular position could be able to do for our kids one last question I want to know if this is true or not with California distinguished School recognition does that now fall on the aspect of closing the student

UNKNOWN 4:14:55

achievement Gap because what I've heard and correct me if I'm wrong is that in the past you would apply and it was that was given out much more readily whereas now it is about which I think is a good thing if it's true it's about closing that Gap and I think we had one school here in the district but but that was

UNKNOWN 4:15:14

news to me and I just thought that would be interesting to know if that is the case and those parameters changed so this is this is interesting right because you can get California distinguish school and still have student groups in the red on your dashboard sure and so yes I believe please don't quote me but it's been a

UNKNOWN 4:15:40

while since I looked at California distinguish school like criteria but I believe it is focused on closing the achievement Gap and really CL like focused on closing um those student populations the Gap in the student populations um and we did have one School site that was named California distinguished schools because they were able to close gaps um so that was the

UNKNOWN 4:16:06

notable yes Benchmark which is awesome it it's great yeah um but it's so nuanced and I want to be very careful because I don't want to that particular school still has students with disabilities in the red on their dashboard and so how do we continue they've done they're doing amazing things but how do we at the district office continue to support all

UNKNOWN 4:16:38

the amazing things that the principal and the assistant principal and the teachers and the classified staff are doing on that campus and support in this case students with disabilities moving out of the red um and closing the gap between standard and so there's still work to be done always yeah thank you um I'd just like to one add one additional thing um

UNKNOWN 4:17:06

and Miss W I appreciate you asking the question about like how has it worked um I've been a a lifelong um in special education my entire career almost 20 years um our special education population um in this District along with some of the other subgroups outperform the state considerably um but we can do better and so I think the

UNKNOWN 4:17:25

collaboration that's taken place over time we've seen some gains from that but we're not closing the Gap so if we continue to do do the same thing again and again and again we're going to get the same result our foster youth our homeless um our English language Learners our students with disabilities they deserve reserve a focus and I'm

UNKNOWN 4:17:44

really excited about the lcap this year um Miss Brown has put a ton of work into it because it is very targeted to move a lot of these populations forward we've seen them pretty stagnant since 2016 as I shared I've shared all of that data with all of you um our students deserve better um we deserve to spend

UNKNOWN 4:18:02

the time spend the energy to really Empower not only our teachers in the classroom but Empower our principles with the right information and the right instructional practices that are really truly researched based based on their specific subgroup to help move them forward and close the achievement Gap it might be important to note also that our enrollment in totality is

UNKNOWN 4:18:24

declining but our number of special education students has increased significantly over the last three to four years I think we were around 14% special education we're closer to 177% we have not we yes we are providing the teacher in the classroom the instructional aid but this position is to address the data for that Collective efficacy to tie that thread or that

UNKNOWN 4:18:48

string Al together to address the needs of the increased population significant increase in population of our special education students and I I just want to add one thing on that as well that um being assistant superintendent supporting our special education populations and S SWS also within student Support Services has the opportunity on on a daily basis so

UNKNOWN 4:19:14

to support the student groups that are um addressed in this um conversation that one of the things we say um in a Tula Valley Unified School District especially when we have our new teachers and administrators who we have an opportunity to work with and train is that we are all teachers of English language Learners we are all teachers of

UNKNOWN 4:19:35

our students uh with special education needs we are all teachers of all students and so our students that we're discussing ing are receiving at the same level the amazing instruction with the same high expectations that we have for all students in order to do that with the right amount of supports and resources in place so that every student

UNKNOWN 4:19:58

in our district has the ability to realize their greatest version of success is to have specific and intentional levels of focus that provide that continuity as uh Lisa was talking about that Collective efficacy but harness Miss WMA the same talent that you were addressing that we've seen in our classrooms in a way that's intentional and focused for the long

UNKNOWN 4:20:22

term and I go back to these student groups who are my passion every single day as all of ours especially in my department and we look at what elcap is requiring of us with these metrics that are going to be put in place for the specific measurement of the data that Lisa is bringing up here and having an

UNKNOWN 4:20:40

ability to harness that with more intentional Focus now that we've seen what that talent and differentiation looks like is exciting on behalf of my department as well thank you for your presentation it I know how complex elcap is and to you it's like you can just come up there and talk about it like you do it every day

UNKNOWN 4:21:05

or something but you know for us there's a it's it's a really deep subject that um our understanding I I know just scratches the surface so we appreciate you interpreting that for us um and what I do really love about this discussion is that we're talking about and giving a voice to a part of our student population that doesn't always have that

UNKNOWN 4:21:31

um a lot of these groups that we're that we're talking about that have have not um you know that are in the red or that you know we in technical assistance on which I I understand that means that we really need to show some improvement because we don't want to get in trouble you could say um that's what

UNKNOWN 4:21:56

that means if I'm not if I'm correct that that's what being in technical assistance means is that we got to really do something now and so I appreciate that we're that this lcap is um that our surveys reflect that and and I do know I don't know if you saw it Jen on the Friday um memo it has the link to

UNKNOWN 4:22:18

all the responses so you can see every single individual response I was reading through them and I'll relink them this Friday as well it's it's great because it's literally every single response is there on that on that link um and I think what I see you know in layman's terms the not terms the non educator terms is that um what we need now is a

UNKNOWN 4:22:41

leader in this area and someone to hold to create um the process and the accountability for for students that are falling into the red and that may maybe need that that extra boost to make sure that we are keeping up and bridging that Gap um and I think it's critical because if we're talking about um achievement for all kids not just

UNKNOWN 4:23:15

certain kids not just kids that are able to have parents who are involved because not all kids can and it's not because the parents don't want to it's a lot of times because they can't they're working two and three jobs to put food on the table and they're working long hours and they can't make it to to parent teacher

UNKNOWN 4:23:30

conferences so I think it's critical for us as a district to embrace those kids and give them that voice um and give them um those opportunities and um I really do just appreciate your summary and all of the information you gave us today I think it's really important and I know it's deep and long and and and a lot so we

UNKNOWN 4:23:54

appreciate you summarizing it for us and I hope that people don't fast forward through this part of the meeting because it's it's so long and involved because it really is important and it really is the you know the meat and potatoes of what um what this Board needs to do and what we should be focusing on so thank

UNKNOWN 4:24:10

you I just want to say thank you as well any other comments okay we can move on to information and reports number three mission statement and board priorities and I'll hand this over to Dr Woods see where we go yeah I wish it was 8 in the morning we were all fresh and ready to go but it's 10 o'clock and we're brain

UNKNOWN 4:24:34

dead should we it but it's a very important conversation it we I think the direction will get at the end will be pretty quick I hope yeah okay right okay show me the next slide all right we started with this document uh last month we talked about the priorities uh that were established in 2018 but that was six years ago and it

UNKNOWN 4:25:00

was a very different six years ago with the pandemic right in the middle of it there's no doubt that we all understand that it's time for the board to continue to discuss what's important to the board this document uses priorities and I had a chance to show this document to a group of our esteemed teachers and very

UNKNOWN 4:25:19

few of them really even knew much about the document there's nothing wrong with the document the language is fantastic but it's time to look at this a little different way and and I know that's what we worked on uh about a month ago so Mr Evans I think you have the next slide you know what can I

UNKNOWN 4:25:37

insert one thing very important we had four comments for the lcap so I just wanted to bring attention to that because we don't want to usurp them I'm so sorry I didn't mean to interject but I don't those those there were four those those are going to wait till the action item okay I just wanted to be

UNKNOWN 4:25:53

sure so that they know because there was a question people are waiting Noe we're getting to that action item nine thanks for being patient out there so yeah as we move on to the next slide go ahead Len to the next one or I can see if the clicker here works all right there you go um what we wanted to

UNKNOWN 4:26:08

do was we had a great conversation last time I was up here talking about our mission and vision and going through some of our board priorities so what we wanted to do was take all that information from our last discussion and really put it into context and so what we did was if you looked at the the 2018

UNKNOWN 4:26:25

document had six pillars we identified it and actually put it into four which made more sense with our priorities um it also uh we added the the addition of leadership which talk I think Joseph you talked about adding leadership as a big part of one of our pillars that was going on so we did was we took all of

UNKNOWN 4:26:43

those comments from the last one and we tried to implement it and we also noticed that from the 2018 document that theal piece wasn't present there so we really wanted to make sure that all of the pieces that we talked about and that we had agreed upon were in inserted into the document as well as from that six

UNKNOWN 4:27:01

pillar large document made it much more user friendly we're trying to make it much uh aligned with what was going on with the document and where we were moving forward in terms of those categories of care experiences opportunities and now we have leadership um with that I'll uh kind of summarize like I was pretty excited to hear the

UNKNOWN 4:27:19

word Elevate used many times tonight throughout the different uh levels of uh organization and people talking I think that it's already become a buzzword but I think that you'll see that these pillars will talk about elevating um you know like I said each one of those categories and I think it does a great job in not just identifying the

UNKNOWN 4:27:38

instructional and the academic but also connects to making sure those students have they feel safe when they come to school do they have nutrition do they have a way to get to school do they have experiences are we preparing them for the job market are we making sure that we're um being intentional about them really moving forward with their social

UNKNOWN 4:27:57

and emotional um health so I think that what we did was Encompass everything that was talked about from the board and as well as uh honored those 2018 priorities and just taking all of that together and making a usable document so this piece would be the more um detailed piece from from board priorities that we're actually uh relabeled uh board

UNKNOWN 4:28:17

values because we really feel that it has more meaning priorities seem to be more Logistics where values it means that who we are and that's what we're about so the four categories are there and this would be our new internal document which is really Geared for telling um you know having the board follow those guidelines with that so Dr

UNKNOWN 4:28:37

whz I don't know if I missed anything on that okay next slide so the the external piece would be this graphic that's right in the middle we've got all this data on either side that gets us to this point one thing about um uh strategic planning the external piece has to be simple it has to be one page you cannot have two

UNKNOWN 4:28:58

or three pages people just aren't going to read it this thing represents a lot on one page there's even a logo down there of a hot air balloon which has a whole another conversation around it but I'll be working with uh I got some great feedback from teachers I'm going with a group of students tomorrow I have

UNKNOWN 4:29:19

leadership next week and a group of parents uh a number of parents uh next week who will also sound off a bit on this graphic looking at it giving me some ideas but right now we've landed on this graphic as representing what we believe is important as a board and of course as a district and so with that we wanted to um getting

UNKNOWN 4:29:45

down to those pieces that we added in everyone's input as well as a 2018 document we wanted to get back to that conversation which we started last time that kind of giving you some options we did say that we have been utilizing the first uh mission statement kind of as a as a district with the we Elevate

UNKNOWN 4:30:00

experiences opportunities and each other but what we wanted to do is provide some other options I know that there was energy and and and a desire to kind of see that move forward but we also want to give some other options for you guys to take a look at to maybe give some input if that wasn't something you

UNKNOWN 4:30:14

wanted to move towards or if it is we tried to give you guys some um options in terms of moving forward with what our mission statement might be so we're looking for direction for this from from you and I'm here for questions and anything further thank you Jimmy this is awesome I've been advocating for this for quite a long time and we're now I

UNKNOWN 4:30:34

think the hardest part was the the values part that we discussed last time and it was my thought is um to generate multiple mission statements and maybe we pick one tonight and then you know next meeting a vision and it would be just so incredible and then you know possibly Dr Woods can attach his goals he's done

UNKNOWN 4:30:52

over 70s something site visits over 150 interviews and all that is embedded into the goals which can be embedded into the Mission Vision Values which can you know it sets a direction for the district the functional role that this plays is the values mission and vision statement have a functional role directed to the lcap budget why we prioritize what we prior

UNKNOWN 4:31:12

prioritize and I um anyways I'm I'm really really excited thanks for giving us these four possibilities but this is really kind of us and I had no agenda I just wanted us and I knew we would be able to come together all four of us is divided as we are sometimes I just thought this would be fun and and it has

UNKNOWN 4:31:32

been more fun than it has been painful I'll just maybe somebody disagrees it's fine but um I'm excited and I kind of like number three pushing leadership to the top but I mean I'm open to any what do you guys mean I think for succinctness I love number one um because I also love each other that's I think my favorite part of

UNKNOWN 4:32:08

number one because it's not I mean you know when we get into the other diagrams and the other lists it lists all of the things those four areas but I do just love that first one because it includes each other and it does just keep it nice and short it's a mission statement but it's also kind of a tagline because I

UNKNOWN 4:32:32

think we get much deeper into it into that last slide with the graphic the one pager which I also love because it's I would even challenge us to maybe like pair that down a little bit but because it's still like you said it's one page it's a lot of words on one page so um but I do love um I do love the

UNKNOWN 4:32:53

first one probably the most and mostly because it says each other what if it was the first one because I noticed two three and four have the word student in it what if it was the first one that we Elevate student experiences opportunities and each other Cates what about adding to that which I know you like the leadership

UNKNOWN 4:33:12

word I do like leaders that's what we need right now you know and we Elevate experiences opportunities leadership and each other and I would concur with you I like I like the each other it's more personal yeah I think you're right I like that and I do think I mean I don't think we need Stu the word students in there

UNKNOWN 4:33:33

because I think we don't only and we are a school district the students are number one don't get me wrong but we Elevate our staff we Elevate our families we Elevate the community so I love I just love I don't know well I don't mean to in inject but I just do that going on that please with that I

UNKNOWN 4:33:52

just think that part of of getting this point I think that Dr K what you're going to is trying to get everyone swimming in the right direction and there is a point to saying when we say we Elevate and leave it kind of broad without the specificity is that our maintenance crew is elevating they're not necessarily directly involved with

UNKNOWN 4:34:09

students or that our um nutrition Serv and some sometimes we have so many people in this organization that do so many things it's really hard to you know not that we're all about students generally but it doesn't always mean that the direct contact sometimes we have amazing some some of our uh custodians work at night and they don't

UNKNOWN 4:34:27

even see students so it would be we want everyone to buy into the mission regardless of which where you are in the organization that's part saying is this the this is the most inclusive yes that is correct it is the most inclusive and I feel like everyone can rally around that Vision if you said students specific like I said there may be parts

UNKNOWN 4:34:46

of the organization that obviously they know we doing this for students but wouldn't have that same connection because that's really not me we want everyone to embody what this is and embrace it as their own good call good okay so I just want to throw this in there because I'm still fighting I feel like a WWF wrestler getting in

UNKNOWN 4:35:07

there one more time we Elevate student leadership experiences opportunities and each other I think it's a wonderful compromise to have student in there and tie it off with that nice little tie at the end and each other including everyone especially csca workers you know teachers all of us District staff I'd rather throw in leadership and leave students out not because it's it's not

UNKNOWN 4:35:29

so much about them but because of what we just said but that's just my personal opinion I love it being more inclusive I love leadership we're agreeing somebody write it down we agreed on one write it down I love it so oh boy yeah I I think it's important what Allison said and uh I agree with what Jen said also

UNKNOWN 4:35:51

um when you're part of an organization you want to feel that you're recognized and uh no matter what you do whe When I visit schools and and I see a school is really clean I make an effort to go over to the custodian and say thank you because we appreciate what you do or go into the lunchroom and thank the the

UNKNOWN 4:36:11

people who work there for taking care of our kids or the guys who cut the grass and the guys who fixed the lights and whatever they do and I think everyone needs to know that we appreciate that yeah we have a day we're having a day for classified staff we're having a teacher recognition day but if part of

UNKNOWN 4:36:33

our statement is we value what you do and everyone I think that's really important and um yeah I think it's I think it's a good idea I like it so do you think we could say we Elevate leadership experiences opportunities and each other leave out student yeah each other includes students because I do like leadership as well and I think it should be the for

UNKNOWN 4:36:56

can we put leadership later because if you put leadership first when you read it out loud it sounds like you're saying we Elevate leadership experiences okay okay you know what I'm saying so we Elevate even though you're having a comma in there as would be gratic correct but when you're reading it out loud if you put it a little bit later in

UNKNOWN 4:37:12

the sentence so maybe we Elevate experiences opportunities leadership and each other Jimmy I know you want to say something you know you see in my face no I I just wanted to clarify that remember like it kind of is like a funnel so if you're talking about like the the documents you saw earlier it's like very you know Broad and we're getting more

UNKNOWN 4:37:33

and more and more specific really we're hoping just like if you think of Nike like just do it right we're hoping that we Elevate and up itself could actually be the point where everyone can latch on to so if you're looking at it goes from Broad and funnels all the way down to the idea where would hope that something

UNKNOWN 4:37:50

like hashtag we Elevate on different platforms like that would be something that's going on so understand that regardless of what you guys land on it's still that point of of understanding less about the exact verbiage on this and in fact mission statement is actually the mission is more for us to understand internally and is not necessarily as externally focused we the

UNKNOWN 4:38:11

we Elevate should be the external Focus that people would just like we did for Nike as consumers we know just do it right we don't necessarily know their V mission statement so this would be a little bit more internal Focus than even the tagline which would be we Elevate would be external so you're saying experiences is kind of broad

UNKNOWN 4:38:29

opportunities come within those experiences and Leadership because we're differentiating you know something that we feel is important especially internally and each other each other in the boardroom each other on a campus I would even I would even say that the we part would be leadership because in if we together are doing something then we're leading at all levels of our

UNKNOWN 4:38:49

organization so in fact when we're talking about we that could be actually the first point of our pillar is we itself means that we as a leadership group will be doing these things so like I said it's up to you the the semantics aren't as important as understanding of what it is is more important I like it

UNKNOWN 4:39:06

clear I like we Elevate and I appreciate that Jimmy I really do but we'll see what you guys think I I like we Elevate experiences opportunities leadership and each other I really think it's it's good to have it explicitly stated and maybe it directs towards our vision statement of leadership in the future you know when they graduate what do they going to be doing

UNKNOWN 4:39:28

outside the school district while they flourish some leadership capacity as you know flourishing citizens or whatever but that's just my thought and we I love leadership just per again just my personal thought I like it a little shorter without it but I you know it's late my eye itches it's whatever Jen does this have to stick in concrete

UNKNOWN 4:40:04

tonight like No in fact we could meditate on it and bring with the vision statement next time it I mean it's act we can we can combine we can mle it yeah okay because I do like the leadership aspect but you know I think you're right fresh eyes fresh brain like if we can continue to mle that would be good too

UNKNOWN 4:40:20

at least we got the exposure up here but we're like pretty close on that one so close we hope the next time is an action item so we can literally make a decision and move on sounds good great work thanks Jimmy thank you Jimmy thank you and to be clear next time we're going to do the vision so

UNKNOWN 4:40:45

okay okay um now we're on to action item nine we have comments I'm not sure if we have the same remaining amount for those of you in the audience that wanted to comment out that on this thank you so much for your patience how many do we have L we have three you want to do uh two or three minutes you guys decide

UNKNOWN 4:41:01

three minutes like we were oh yeah we we did three on the earlier action items okay so the first Speaker sorry first up is Steve camp followed by upney um my my lcap uh Speech is not going to be that peachy uh basically I think in 2013 and 14 the elap was basically hijacked uh by the current uh

UNKNOWN 4:41:31

director and one of the things I think that people need to understand I know that there was 250 responses and we talk about Community um stakeholders and this there's I think there's what 1,200 teachers uh I don't know how many parents um but to only get 250 responses I mean we should I will tell you this most teachers can't even tell you what

UNKNOWN 4:41:51

lcap is they don't they don't even know what it stands for what the abbreviation is you ask them lcff they don't know that and I'll tell you why because a lot of time administrators don't talk about that a lot of times from my perspective within um a teacher and and I've been involved in elcap when I was with the

UNKNOWN 4:42:06

elcap committee I I I understand it and uh one of the things is I think we throw out a lot of these buzzwords and all this other stuff but the reality is there's a disconnect between what's going on at the district office and the site level and most teachers have no idea at the end of the day we usually

UNKNOWN 4:42:21

get a presentation okay we've got $10,000 how do we want to spend old computers there's no discussion and it's been hijacked that's how it's been since 2013 14 I think when it first got um instituted um so anyways I will say this uh you know you talk about elac and deac we mentioned that go go to any site and just check out what

UNKNOWN 4:42:41

whatever elementary school middle school high school and take a look at their elac and deac minutes see where they're posting some of them are 20122 2021 it's not updated and so I think this process has been hijacked this particular position uh when we think about lcap if we're going to spend $200,000 on a position we're taken away from lcap

UNKNOWN 4:43:01

Services as I'm as as I read through this job description we have um directors of instruction um technology one we have director of curriculum instruction and assessment three of them director of assessment one we have a director of sped we have a director of information management system back there all those people can take care of this job and save us

UNKNOWN 4:43:24

$200,000 so that we can use that money to actually give services to kids whenever we're I don't understand why we're even creating directorial positions right now when we know the way the state of California is going with money and so to me this is kind of careless um there was I have so much written here but there's no way I'm

UNKNOWN 4:43:43

going to get it down in there but but I really think we do need to look at the stakeholder input because as teachers I I know that that you know that goes out but why don't we take one day where we just get the teachers at a staff meeting and say hey why don't you guys take a

UNKNOWN 4:43:54

survey on what you know about elcap how it serves you most people don't know that most people most teachers don't ask them just sayy what is El Cap stand for I don't know local control countability plan does that ring a bell probably won't answer it but I really think you guys need to look into kind of how this

UNKNOWN 4:44:11

is is being addressed how the monies are being spent and consider all the stakeholders because right now it does I can tell you most people don't know what's going on thank you speak Follow by Emil baram so uh from the lcap results shared in January it was evident that the most vulnerable students including English Learners Foster youth students with

UNKNOWN 4:44:39

learning disabilities and potential Al homeless students are struggling the funds were specifically allocated to enhance the students outcomes Dr Woods I really appreciate your patience and response to the comprehensive 8-page document that I sent to you in January encapsulating a lot of uh issues and this was one of them and the issue of possible administrative overspending has

UNKNOWN 4:45:01

been raised so I did look into it and what are the details of the general funding formula and I discovered that there are Ed codes 41400 to 4147 which vent such an issue the school district faces penalties if they exceed a specific ratio which is 8 for our district which is a unified district the district must complete a worksheet

UNKNOWN 4:45:20

annually where and uh will uh will be penalized If the ratio is exceeded this is like a way to control bureaucracy that we don't have too many directors basically and I haven't recently checked this but would this role also contribute to that ratio if even though the funds are not coming from the general fund um in the list that I had provided you

UNKNOWN 4:45:41

there was a suggestion of inclusion of a success advisor role um uh which would be focusing specifically on the students and serving as a point of contact for foster students or students facing unique challenges like you know parents with limited English proficiency so while I'm glad to see this uh item on the agenda so that our most vulnerable

UNKNOWN 4:46:01

student populations can get help I'm curious if this roles responsibilities will also include being available on campuses to interact with the students in addition to curricul work or if their communication would be strictly with the teachers I didn't see this explicitly in the job description but it could uh potentially fall under observation and feedback duties for uh our special

UNKNOWN 4:46:22

populations student curriculum implementation uh would it be beneficial to include this like you know that you will be going on site visits and so on and what would be the initial duration uh of the contract for this individual because our lcap cycle is I believe 3 years are we going to do it for three years or one year just in case it's not

UNKNOWN 4:46:39

working out then uh we can swap it uh like you know we can look for somebody else who will um um and uh additionally I had also inquired like you know for um method of success because we are actually um not comparing different segments of student populations like you know we are uh uh comparing all of them

UNKNOWN 4:46:58

in the same group we're not comparing them to each other or any of that so like how they're doing within the group are they making improvements like what measure are we going to be using because we cannot use the same measure as a a student like you know if somebody has a learning disability we can't use the

UNKNOWN 4:47:13

same measure so what measure would we be using and uh has the board already approve that that rubric like you know what are the academic achievement measures going to be for uh the students and could you kindly address these questions as you discussed further thank you thank you ml baram Emil baram here thank you first I'd like

UNKNOWN 4:47:43

to commend the district uh for coming up with some proposed Solutions uh to meet future elcap goals and closing achievement gaps with regard to special populations this is important for student achievement and academic growth particularly amongst English Learners special ated homeless and Foster youth which are seriously trending in the wrong direction while there are other populations that are holding Ste uh

UNKNOWN 4:48:07

steady but still trending negative some questions to think about as you Embark upon discussion with regard to approving this new position in relation to the Past lcap cycle um whose responsibility at the district level was it to ensure targeted intervention for special populations effectively took place and that resources were allocated effectively did this not happen if not why not and is

UNKNOWN 4:48:35

this why you were creating this new position in relation to the past lcap cycle whose responsibility at the district level was it to ensure evidence-based strategies were implemented in the classroom through site support and professional development did these things not happen or just not happen effectively and is this the reason for the new position in the past lcap cycle whose

UNKNOWN 4:49:02

responsibility at the district level was it to identify and monitor curriculum and instructional needs uh specific to special populations was this not happening or just not happening effectively and thus the reason for the new elcap position how about data collection and monitoring student achievement for these populations at the site should be in the last cycle various lcap

UNKNOWN 4:49:27

administrators uh intervention Specialists Ela and math Specialists and other support staff were paid out of lcap funds what responsibility do these individuals as well as site administrators bear for not reaching lcap goals why are these very smart people with current District support not able to reach lcap goals to me this is the real question and while covid

UNKNOWN 4:49:51

learning loss is part of it how long do we use CO as a reason for not progressing in the right direction the point is is this position an efficient use of P of taxpayer dollars it seems as as if these lcap responsibilities are being siphoned off from other district and site administrators who should have uh been competently

UNKNOWN 4:50:13

executing these duties in the first place and moving students in the positive direction not negative by creating this new position El elcap money will be distributed to new administrative oversight as opposed to being allocated to the classroom where it matters I might be persuaded but not right now in light of upcoming budgetary constraints efficient use of taxpayer

UNKNOWN 4:50:41

money is important to achieve optimal results I look forward to it thank you okay we are on to discussion of new administrative job description director instructional practices for special populations I think we should go one at a time maybe and then enter into discussion if we want to unless we just want to take this to vote should probably discuss I'm assuming I

UNKNOWN 4:51:16

think we probably all have a little bit of in I'm assuming to yeah I just late so I was like dramatic pa okay whoever wants to go first you were hoping we're all allowed to talk as long as we want however it is late um yeah I mean just just repeating what I what I had mentioned before that I think it's

UNKNOWN 4:51:35

really important we need a leader guiding this um I think that um you know like Dr valz said if we want to see a different outcome we got to do something different and I think this position um is a great step in that direction to really further Define and have more accountability around these outcomes because I think they've been

UNKNOWN 4:52:01

you know generalized within elcap but it hasn't been someone's sole responsibility and I think that's what's going to really move the needle for these populations um and I I agree I hate to see a topheavy organization I hate to see um you know money not well spent however I think that we um we saw I believe Mrs lash a while

UNKNOWN 4:52:27

back we did the study comparing our admin to neighboring districts and we were quite actually quite light compared to other districts are similar size so I don't think we're in that danger and as was mentioned I think we have to kind of certify that we're not over that we're not heavy admin um and that that's never been a problem um but I really think

UNKNOWN 4:52:52

with this lcap money it's very specific it's not um it's not general fund money it's not taking away from something that's existing I think it's going to be really important just from you know the research I've done into the lcap and and the test scores and where we're at and the feedback we've got en that it's all

UNKNOWN 4:53:12

all the data put together is leading us to this conclusion that we have to have someone leading the charge on this um where it is their sole responsibility so um I feel like this is a good a good move in the right direction thanks m marlay m WMA so where I am at well first of all let me just say those three people who

UNKNOWN 4:53:38

stayed and commented each one one of you probably some of the most constructive valuable three minute speeches one after another that I've seen in a while thank you for sharing your perspective that was that was good where I'm at is I want people to understand for me right at this point it's certainly not about wanting the best in the services and for the

UNKNOWN 4:54:04

academic Gap to close for our foster children these minority groups our special education students um we all want that I think though enough good questions have been raised tonight about looking at some similar aspects uh upnet I don't know if I'm saying your name correctly she thank you but first of all someone like that who's serving at the

UNKNOWN 4:54:29

campus site is such an example I think that's great and I think she mentioned metrics accountability assessment there were enough of you with your commentary what I did in myud and what I'm hearing here that makes me want to put a pause not not to say that maybe this position isn't exactly what we need but I I just

UNKNOWN 4:54:48

feel like there's other things to be evaluated we do have the talent I know it's been collaboration perhaps it's that point person but I would love to get more stakeholder input as Mr Campos mentioned I think that is valuable and I think what I gathered through the weekend is that there is kind of a general lack of

UNKNOWN 4:55:07

understanding in various Pockets that we could address and I think that would help me in being confident in saying $200,000 job times three years 600,000 with fiscal issues and um you know people always asking about that end of it for us with taxpayer money we want to do the best so make no mistake it's not about not wanting all of these kids to

UNKNOWN 4:55:28

be where they need to be but I want to do a little bit more research on my end I didn't know it was going to be on the agenda till Friday I did what I could do but I feel like there's still more and and that's where I'm at I want to continue to investigate ask the right

UNKNOWN 4:55:43

questions get the input read through all the surveys which thank you for for pointing that out I didn't get to that um and then I think I'll feel better about creating another director's position versus knowing it's an interventionist or it's boots on the ground it's a principle it's people it's services for the kids that's just how I

UNKNOWN 4:56:00

feel in looking at um the context of the conversation thanks M WMA Mr Schwarz uh I think Lisa in her presentation pointed out why we need somebody to be the head of this uh program U somebody who is going to lead people do staff development pick the programs that are be going to be the ones that work and do the training for

UNKNOWN 4:56:30

the people in the schools uh we're talking about a person who's going to be less than 1% of what we're talking talking about spending and uh out of a $23 million budget when we're talking about $200,000 um when we if we have the right person who fits the criteria that we need uh that's going to be someone who's going

UNKNOWN 4:56:59

to direct us in the right way otherwise are we just going to have everybody doing their own thing you know is everybody going to be doing whatever method they want using whatever materials they want so I really think that we need someone expert at the head of this program to make sure it works constructively and benefits our uh

UNKNOWN 4:57:21

English language Learners our foster youth our homeless kids all our unduplicated students I think we need someone who's an expert to lead that program thank you Mr Schwarz yeah there was there was some there was some interesting gold nuggets with each speaker I'm with Jen she said it before me going to say the same thing for me it raises more

UNKNOWN 4:57:48

questions the way the state looks with the budget I'm going to exercise caution I actually don't want to take this to vote tonight I'd rather table it for the next board meeting what's the rush we're almost done with the school year more questions can be asked more more more insight can be gained we can sit down I

UNKNOWN 4:58:06

liked a lot of the questions that the first speaker wrote or sorry the second speaker wrote and and I'm I'm just not in the position to vote on this but that's just my thought is to table it for next meeting if not we can go to vote so just based on what we've said here just a couple of quick questions

UNKNOWN 4:58:24

maybe we can get clarified um number one what is the timetable because I know that that was presented that we have to like get it done we have to put it to the county we got we have to bring it back and it's kind of a tight timeline um so that's one question secondly um maybe we can hear a little bit more

UNKNOWN 4:58:48

about the fiscal impact Mrs lash I don't know if I didn't ask you this before I apologize but if you had any any thought on that because that has been brought up quite a bit and then also the piece about metrics because I feel like the metrics are well established within the ELC cap but maybe if there's someone

UNKNOWN 4:59:06

that can um speak a little bit to are established metrics for this position or is there going to be accountability and because I do worry about the timeline we might not have that long to discuss it maybe that's the first question okay I'm gonna have Miss Brown come up real quick because I know she covered this in part

UNKNOWN 4:59:23

of her presentation um we do have to have this present we do have to have our lcap to rcoe by next month so I I appreciate what you're saying Dr kroski um I'll have um Lisa kind of address what that timeline looks like for us um because this was actually our last opportunity to be able to present um

UNKNOWN 4:59:41

this information prior to sending it to rcoe so will you will you briefly touch on timeline sure so we go through a process called Fastpass with rcoe and so we write our lcap as a district we submit it to rcoe and they go through a very rigorous process to make sure that we are meeting all the state mandated

UNKNOWN 5:00:01

components and nuances of the lcap itself using our funds correctly making sure we have contributing actions and services is making sure that we're addressing all of our student populations in the appropriate Manner and so um there has to be like a little bit of a leeway between that process because they provide the district feedback and should we have some changes

UNKNOWN 5:00:27

that need to be like tweaked and some nuances that have to be addressed I'll give you an example um last year we wrote the elap and we had to insert some actual like research based um citations to support some of our lcaps actions and services and so I had to do some research on my end to go

UNKNOWN 5:00:49

and hunt down those citations and insert them after the Fastpass process um Mrs lash and I also have a process and deadline for posting the lcap and the budget as it relates to um the public hearing so it has to be out I believe 10 days before the public hearing um As A draft copy for uh public viewership um so there's a lot of

UNKNOWN 5:01:19

like timelines that we have to meet in order to bring you an lcap that can be adopted in June prior to July one what's the drop dead date I'll speak to just for Staffing for a second normally historically we've brought All Staffing changes in May that way the board gives us authorization to build those into the budget that then

UNKNOWN 5:01:46

you adopt in June so if we change that timeline that's fine but just know you're going to be reviewing Staffing alongside the budget simultaneously in June it gives us very little time to if you say in in June at the adoption of the budget these this is what we want to see with Staffing then we have to run

UNKNOWN 5:02:06

back and try attempt to change the budget at that point in time so normally we get direction in April for the elcap we bring you all position changes in May for for consideration and then all of those are built into the budget which then gets adopted in June um so we can we can definitely uh bring this back if

UNKNOWN 5:02:29

but we would I think still be including it in our lcap plan that we submit to our Coe pending board board approval because and to speak to answer your question this kind of ties into the fiscal component of this we are expected to get $1.3 million more in lcap funds next year and another two million in the

UNKNOWN 5:02:49

following year so yes I love that we are all speaking the same language with regard to the budget that's the unrestricted general fund the lcap we're actually getting more money and the state is saying you're getting $1.3 million more what are you going to do to address your data this isn't the only thing that we're adding you saw a whole

UNKNOWN 5:03:09

slide on all of the things that we're adding that are specifically to address data the component that this specifically addresses is our special needs population they're saying how are you addressing this dashboard specifically and staff's recommendation is uh this position we've heard a lot about accountability from the board with regard to site administrators and we heard that loud and clear but

UNKNOWN 5:03:37

accountability doesn't come without support and so this is our solution to a the dashboard and be accountability and support to our sites to address that specific metric but there's a lot of things new things that we're doing to address all of the data and so to make sure to to kind of put a bow on this we are not taking money from the

UNKNOWN 5:03:59

sites or anywhere else to hire an administrator this is all levels of support additional support in addition to what we were already doing and so um again from the fiscal lens we have to spend $1.3 million more next year than we did this year to address the data so to piggyback on that with the troubleshooting you had mentioned

UNKNOWN 5:04:22

submitting things to rcoe pending board approval that that in a sense is you moving forward on some level while working on some backend things like just this pause with this conversation super helpful so where I go is okay with what we heard today with additional questions with addition stakeholders with reading and reviewing that's where I would like

UNKNOWN 5:04:43

to go not to make anyone panic but to go this is to go here whether we get the extra million or not to me is the wiser way to do it and then bring in more skin in the game with people because that's how we'll get to even better a better place with that position and accountability and talking about it I

UNKNOWN 5:05:02

just think that's the more I don't want to say just way to go but I just feel like that that's where I personally am can we submit to Riverside County it that way with a pending board approval I mean we submit every year to Riverside County pending board approval right because we submit in May and then we

UNKNOWN 5:05:26

bring it back to you in June so in essence we do that every single year um I think the the difficult part in writing a plan for me right as the author um is making sure that as we're writing the plan we're we're checking like all of the different nuances that lead itself to a full and complete plan um

UNKNOWN 5:05:53

stakeholder input is important and actually if you look back over multiple years this is the most stakeholder input that tbsd has like ever received so I know that 250 doesn't seem like a lot um but part of that 200 50 represents a variety of committees that may be 10 20 people or more big um and so and for the

UNKNOWN 5:06:21

first time ever we gave an opportunity to every single teacher every single um staff member to provide an individual um survey response 130 of them took the opportunity um some didn't I the timelines are important I also kind of want to address the metric issue so when you're looking at a metric something for this particular position you you are going to need to look at our

UNKNOWN 5:06:54

dashboard so for better for worse we're that is the measure of accountability that the state of California has um for our student population so one of the metrics that we're going to need to look at for this position is the dashboard Bo itself um it is the indicator that says that we need an action and service of

UNKNOWN 5:07:15

this nature but we can couple it with other metrics so we can couple it with an i ready metric that is a diagnostic that all of our students K through 8th grade take three times a year we can couple it with a common formative assessment or a common interim assessment um that we have strategically placed throughout the grade level so

UNKNOWN 5:07:38

there's lots of different ways that we can measure it and we can work with a variety of stakeholders to determine what that metric is um but we are kind of looking at some timelines that we're going to have to address I think it's also important to state that this is not the only account accountability measure we're going to be

UNKNOWN 5:08:04

presenting this is a piece of it our subgroups are not moving let's face the facts we need to do something but we need to do other things too for example in the summer we've already set up individual meetings with each of our principles they will be coming in front of our group our leadership group and presenting their

UNKNOWN 5:08:25

action plan on how to help us move these various groups through elcap and one of the things that each individual School site has at their disposal is what we call site allocation through oap so they have a pot of of money based on the number of unduplicated students at their School site where they get to use that

UNKNOWN 5:08:45

pot of money to determine with their educational partner group how best to meet the needs of those unduplicated students at that school site so um I believe one of the parents in the audience talked about going to one of those meetings and looking at the data and then that group informs how those site allocation funds are used so while

UNKNOWN 5:09:10

there's District accountability and District um Services there's also site accountability In Site Services yeah I I just want to emphasize that this is a unique approach it is 1.8% of the overall budget it's a minimal ask and to get things to move it takes people it's the people it's Mr Schwarz in the classroom it's it's that connection you make with a kid that gets

UNKNOWN 5:09:40

them to move and that accountability piece is being worked on as we speak it'll be I think the first time we've done this is that correct that is correct Dr Woods and I I appreciate you bringing that up I think this is one piece of a larger strategic plan for next year as you stated to move all of

UNKNOWN 5:09:57

these groups um but our sites will be looking at us as an ed services department and as TVD District leadership how are you going to help me move these subgroups otherwise it is 100% dependent on their their okay I don't like making decisions under duress I I I don't I kind of learned in life like to try to step back I I really

UNKNOWN 5:10:31

appreciate the ongoing conversation we've had what about the additional piece that was mentioned in the comment about getting additional input I know we've had a survey done and it was good because as you mentioned that's more than we've gotten in the past so that's a good thing but what about the additional questions that were raised by all three I mean Mrs

UNKNOWN 5:10:55

lash to i s excuse me no no I understand excuse me we're not talking to the audience thank you so so the the one thing I want to Circle back to again and again I'm not negative on this it's again when push comes to shove and people want to advocate for what they really think needs to happen you start to see things

UNKNOWN 5:11:16

pop and people talk and you know instead of it that like that's what a governing board does we are we are providing oversight and that's what I want to make sure that we're doing and that's why I asked about the date like what are we up against if we come back in a month if we can still get the same thing

UNKNOWN 5:11:36

done but have some of these additional questions answered answered and people heard that's what I'm thinking because you can't avoid it is a small drop in the bucket and it depends how people deal with 200,000 depending on which side of which issue they're on it's really funny to me sometimes it's no money at all and sometimes it's

UNKNOWN 5:11:55

everything and an atrocity so um I mean every dollar counts but again I just want to say one more time is it doable to be able to do a few additional things take in and absorb additional information come back in May without the entire bridge falling into the water and causing I mean I think we can do

UNKNOWN 5:12:17

anything right yeah there's a lot that you can do um I think in full transparency I will begin writing lcap um and we can always make additions changes um to that before before and after we submit it to our Coe so would there be room for for a subcommittee of sorts for just a couple people to to talk to to connect with a

UNKNOWN 5:12:44

few people to feel like there's an there's an additional layer of collaboration or discussion just so we've done our due diligence Dr k i I mean I don't know if you've changed your mind or if you feel similarly so don't let me overt talk but let let me just say this I mean I think what we need to

UNKNOWN 5:13:02

go all the way back to remembering is that this is the lcap and there's a ton of rules around it and there's a ton of guidelines around it and it's pretty darn specific and we have to respond to the exact specific data that the state has laid out for us with very specific action steps and we have had the best of

UNKNOWN 5:13:21

the best put their heads together looking at years worth of data looking at years worth of operational uh procedures that we've undertaken in the district you know really far above our pay grade here of what we can really understand and comprehend as far as all of the things that have put into achieving these goals and and this is what has come forward

UNKNOWN 5:13:45

and you know it's it's not as simple as you know what we're going to serve at the snack bar at the basketball game it's it's a very complex issue that I think has been I'm sure discussed and tossed around and and looked at very deeply by the best experts that we have here if we have additional individual

UNKNOWN 5:14:07

questions totally Val valid but I think for me even though I was generally in favor what Mrs lash said really like solidified it for me was that we have an additional $1.3 million and what we have to do with that is move the needle on these populations we have tried many things over the years to move that needle and

UNKNOWN 5:14:33

we just haven't done it yet so when all the best Minds came together what what they said is we have all these ideas we have teachers doing things we have these different procedures and and all of these things but what we need is a leader to put that together to have the accountability to direct these in a more

UNKNOWN 5:14:55

uh systematic fashion to get what we need out of it and we have to do it we have to do something with the $1.3 million because if we do reconsider this and come back and we go in May and we go you you know actually no no we're not going to do that well we definitely don't have time to go all the way back

UNKNOWN 5:15:16

to the drawing board and go okay let's reconsider everything we've ever done and reconsider all the different things we could do but we have to move the needle we're on technical assistance which really means like we kind of have we got to do something and it has to work this year and if we don't do that we're going to be in trouble so in my

UNKNOWN 5:15:36

mind we have the money that is specifically for this and we have to get it done and they have come to us with their proposed solution and I just think we need to respect their opinion and play it out and and let's do this this year and if elap comes back and it didn't work or maybe they're going to come back and go

UNKNOWN 5:15:59

it was medium or maybe they're going to come back and go you guys check it out we moved the needle we finally found the secret sauce but we have to do something and this is what all the Minds have come together to determine so two questions with the minds coming together one what has been that trajectory and timeline

UNKNOWN 5:16:14

has it been in the last month two months that's one and then number two in in the hiring of somebody who who sits on that panel is that you Dr Woods is that you Dr valz like how do you determine this very important position because from what I'm gathering we haven't had what's works the past has not worked for us

UNKNOWN 5:16:35

that's my point so we are like almost elevating this person to like a huge level of status and pressure I'm like who is this person so that would be my status but definitely pressure well exactly so I mean the reality is these are difficult not difficult groups but but you know that there are districts they their challenges and other

UNKNOWN 5:16:57

districts struggle and I did throw that out to someone this weekend who said yeah but let me tell you about a couple schools who are doing it so there are definite uh people that are moving the needle but that interview question like who makes that decision for this all-important directorship so typically what happens with a director position is

UNKNOWN 5:17:16

it's usually a four-phase process so a lot of times it it varies specifically on what position it might be but it could potentially start with um all of the ed services directors in a room um doing a first initial interview of anyone that wants to apply whether that's in District or out of District they will come in and do an interview

UNKNOWN 5:17:36

with the with the ed services directors the next level will be usually more targeted with perhaps the three directors that oversee um Elementary and I have two at secondary it could specifically be them and typically what we do in that case is we ask the um we ask the applicants to actually do a presentation for us it's 20 or 30

UNKNOWN 5:17:58

minutes that you need to do a presentation and tell me how you're going to move the needle for these particular populations what does our data currently say what's your strategic plan to figure out districtwide how you're going to move that needle so they do a presentation with um very specific ed services directors that are focused on being instructional leaders then what

UNKNOWN 5:18:16

happens is usually phase three um is assistant soups all the assistant soups sit in a room with the applicants that made it through that phase we we sometimes will'll get Recaps of their presentations sometimes we don't it depends on the um particular um position we're talking about that's probably one of the harder interviews to have with assistant sups in the room we have a

UNKNOWN 5:18:39

collected um real effort I mean even from a fiscal standpoint how are you going to appropriately use f our our funding to be able to move this needle and then usually the last very last stage um is the superintendent so it would go to Dr Woods so it's actually a very lengthy process I see Frank holding up his finger over there the HR guy I

UNKNOWN 5:18:58

just want to add to that Dr bz that because it's a pretty intense and time consuming process that we go through um timeline per perp purp is this is what we call hunting season we're in the middle of really recruitment this is because typically at February kind of March is where people start um resigning retiring those types of things and so

UNKNOWN 5:19:22

through natural attrition folks are out there uh looking at these types of pools and um there's interest and what we want to do is we want to be able to fly as soon as possible so that we can attract people at the top um of that pool that is correct thank you for adding that anden you asked a first question I don't

UNKNOWN 5:19:40

remember your first question it was timeline and I just want to remind us that lcap is a three-year plan this is year three so we do a complete overhaul establishment of the lcap and then every year after update it Based on data now because they came out with a new template this year it felt like an overhaul it felt like I asked Lisa is

UNKNOWN 5:19:59

this year one she said no this is year three um so we this is year next year will be year one right but starting year one this this person would be a year one technically a year one the hope would be year three which would be say it's 200 time 3 but versus because what you just said I went oh is this just one year

UNKNOWN 5:20:20

before you would decide or yeah my point is that we've been working through this specific lcap plan this is the third year and now we're building year one for next year but we've been Gathering data and having stakeholder input all year long um and I believe the slide that talks about proposed actions and services addresses all the stakeholder

UNKNOWN 5:20:43

input where it talks about what what stakeholders said were was effective and not effective if you look and you see what it says was effective we're going to continue to do all of those things or even add to what we're doing to make sure that we um are meeting that stakeholder input and it's not just set aside over here and then we just come up

UNKNOWN 5:21:02

with some other plan we're addressing all of that stakeholder input as part of this plan this is just just one piece to address one metric in a huge plan with a lot of data in it if that Mak so those stakeholders are are those 150 or 200 answer those those are the ones that you're referring to so there was a lot

UNKNOWN 5:21:21

of input they said the literacy Specialists are working and we're you know we're keeping those a a lot of sites um appreciate the site allocations we're we're we're continuing with that so I just want to make sure that you understand we did seriously take into consideration the input from our com Partners what do you education Partners well like one of one of the things

UNKNOWN 5:21:46

proposed by our educational Partners were our math specialists at the elementary school level so if you look in Prior lcaps we had math specialist at both the middle school and high school um but the elementary were housed in a different pot of funding that pot of funding that the elementary instructional Specialists is technically what they're called is onetime funding

UNKNOWN 5:22:09

that onetime funding runs out in a couple of years so in order to validate what our instructional Partners or educational Partners late are saying like we put them in lcap a because our math data shows that we need to continue with math but also because we value their input in that that is an important part of what they see value in at the

UNKNOWN 5:22:36

site level right so we want to make sure that we're including that as part of our plan so that's why you see a lot of those positions that were moved out of onetime funds and into elcap as response to that stakeholder input I just want to I want to call this the question do I have a second I

UNKNOWN 5:22:54

appreciate all the conversation there's a lot of really good golden nuggets here but I do want to call this to question this is giving can you give me your final synopsis or thought though because that my final synopsis is to table this or we can take this to vote and I'm asking I'm asking for a second I'm

UNKNOWN 5:23:09

calling to question we can easily take it to vote but that's my that's my thought are you calling to question to get a vote or calling to question to table it to table it but if nobody's going there then I'm calling to question I would call to table it because I want to review further information but that's just a me

UNKNOWN 5:23:27

and everything that we've done here has been very helpful so let's exhaust that possibility we have two people that want to table it do we have a third if not we're going to go to vote all right we don't have a third unless it's awesome I mean if we vote it down then it's out no anybody if we if we table it

UNKNOWN 5:23:47

there's no vote if we vote down anybody on the opposing side can always bring this back in May it's easy but if that's where we're going to go and we're going to take a vote it's easily can be you can table it to bring it back to may you can vote it and if it gets voted down it

UNKNOWN 5:24:00

can bring be brought to M be brought back in May it's getting late but the more diplomatic approach for me is to table it not take a vote but either way it can be brought back in May so if we table it it it's still going to be in the alabas sent to our Coe but it's provisional yeah I think

UNKNOWN 5:24:22

Mrs L alluded to that where we can still maneuver side by side and so that's I mean all right so what do you think Mrs barlay otherwise I called the question to Steve you look like you want to say something well you know I think it's kind of I'm going to say insulting to our experts who came did all this work and now we're

UNKNOWN 5:24:46

basically telling them you know what you said what you decided is really not important and if I were in lease's position I would be really insulted so I think um all the work that went into it all the planning and thought of revising this plan we should go with what our experts say and I don't want to table it

UNKNOWN 5:25:12

I want to take a vote so everyone's on the record for what they want to do just to clarify I'm not discounting anybody's credibility or work that they've done yes you did you said you want to interview more parents and what and what is that going to tell you okay Mr they don't have the expertise that Lisa has when she says we need a

UNKNOWN 5:25:33

director to direct this program to bring the the the educational uh issues into the schools so that we have uniformity going on and we're using best practices she's the expert we could have parents say well you know I think this or that and that's great but that's not the issue the issue is that we have someone who is in a

UNKNOWN 5:25:57

position of authority who is an expert in these issues doing staff development for teachers and making sure that our kids are moving so I want everyone to be on the record and take a vote just like every other issue do you do you second my motion then to call the question yes I second motion then we're going to take

UNKNOWN 5:26:17

it to vote and there is no further discussion we we've had a lot of discussion so we have a motion in a second to call the question now we're going to take a vote L would you mind calling rooll barklay so this is the vote whether or not we're approving the job description that's right okay yes I approved shortz

UNKNOWN 5:26:35

yes where'sa no kroski no mo motion not adopted thank you um Dr Woods I would ask that um you work with our our board to give ad Services some direction in terms of bringing it back next month and what that looks like uh because as of right now we don't have the appropriate actions and services in ELC cap to

UNKNOWN 5:26:55

support this these subgroups very good okay we're on to negotiations update Mr R I'll be very brief Dr Koski we met or we will meet with csca on Monday April 22nd and we met with TVA for a full day of successor negotiations on Friday April 12th during that session we discussed a variety of topics including Article 5 hours article 10 on leaves and

UNKNOWN 5:27:21

our next session with tvas on Monday May 6 and that's it for me Dr Koski thank you Mr R so we have board comments anybody anybody up yeah I'll be brief schwar Saturday I went to the math olympi at Great Oaks it was amazing seeing these kids and what they were doing um and it was really exciting I

UNKNOWN 5:27:42

just want to uh report two pieces in news that I saw today number one um there's an article in the Press Enterprise about uh the State education department telling Murietta that they could not enforce the policy that requires parents to be notified uh I think we should go Murietta has agreed not to enforce the policy I think we

UNKNOWN 5:28:06

should agree to do the same uh secondly there's an article about a lawsuit uh that was brought against the district uh according to the Press Enterprise the settlement calls for the district to pay the plaintiff's lawyers $755,000 to cover the legal costs and that's all I have to say Thank you Mr all right I'll try to go through this

UNKNOWN 5:28:42

quickly this month I had the pleasure of sitting in on the secondary curriculum Council where we discussed new course approvals for the principles of Entrepreneurship law and new society and dual enrollment art 100 stopped by Tula Preparatory where Julie Fuller head of schools and I discussed their growth facility additions current challenges and amazing opportunities for families loved being at Alamos with further

UNKNOWN 5:29:05

Elementary open house tried to shake as many of your hands out there as I could visit our classrooms say hello to teachers greet the junior ambassadors some of the Watchdog dads shout out to Mr vicory I went to the IC training at tvhs where we discussed emergency preparedness proper protocol procedur chain of command at our school sites

UNKNOWN 5:29:26

super helpful for me to learn about what's coming down the pike thank you Mr vicory for your leadership in that um speaking of curriculum I am anxious and would love to see where the boy in strip pajamas is and if it will come back we had a teacher come and really kind of share a couple heartfelt words and you

UNKNOWN 5:29:44

could see that she had some things to say and I know there was discussion behind the scenes of collaborating and talking about how to bring it back and I know Mr Schwarz this was of concern to you so I would love to see that and in addition I have heard at chaperel before covid they had this incredible museum

UNKNOWN 5:30:04

for the Holocaust and to bring awareness to it and it was across icular collaboration of folks in the art department and English and it tied in night and I just heard so many good things from students um well I shouldn't say students from the teachers who were involved and then I read comments in the newspaper so it was really a beautiful

UNKNOWN 5:30:24

thing and I think in this era that would be an amazing thing I know that's not my you know decision point but just wanted to throw that out and I think a teacher next month is going to come talk about that um as mentioned earlier in the public comments tvusd along with the CHP will host the Smart Start driver safety

UNKNOWN 5:30:43

class from 600 to 8 at James L Day Middle School um yes Kate Sanchez has been a supporter of the program so if you're interested in meeting your assembly woman she'll be there parents you might get a certificate that your kid gets that night that can give you a discount on your insurance rate so I know we can all use that um one thing

UNKNOWN 5:31:03

that I'm gonna end with here that I am super excited about for all of us and we've had some good moments tonight um is about a program called above the influence that I would love for us each to check out I know with dare that fell flat you know there were teachers colleagues who felt like that wasn't the

UNKNOWN 5:31:24

right program there was a question of money again it was 5,000 you know and money is money so what I discovered with Dr Woods is this program that's out in Orange County that looks to be an amazing option so I know Rusty spoke about that tonight and he's not here but when I heard that I was like oh you're

UNKNOWN 5:31:45

gonna miss it I'm super excited about this chance to check it out and it's different from dare and where they really focus with these fifth and sixth grade students is let's talk about the drugs that you might see versus all the things you know it's the marijuana the Vapes the alcohol some of those things and then what they do is talk to kids

UNKNOWN 5:32:04

about the science and their brains so I know we have a three minute spot just to roll on ABC7 because I don't want to keep talking I want you to hear from the kids and um the people who have implemented it and then just know this is a free opportunity for us where they have said they'll come train our people

UNKNOWN 5:32:21

and free is good as long as the qualiity there so just check it out and this is what I'll end with drugs and alcohol can be a difficult but essential lesson to teach students Philip Palmer shows us the SoCal Solution that's keeping kids above the influence fifth and sixth graders at Delo Middle School in Mission Vio are

UNKNOWN 5:32:44

learning that poor choices early in life can lead to long-term struggles with addiction we never ever ever take prescription medicine that is not prescribed to us by our doctor in January of 2021 the Orange County Sheriff's Department introduced a new substance use prevention program above the influence has a streamlined six we lesson plan focusing more on what

UNKNOWN 5:33:06

substances kids are likely to see instead of a broad-based approach that teaches them everything they might see kids aren't going to see a psychedelics at a young age they're not going to um see cocaine or Methamphetamine in high school and what we want to do is ultimately um increase their perception of harm that drugs do by talking about

UNKNOWN 5:33:26

the ones that they likely will see that exposure is more likely to be Alcohol Tobacco marijuana or prescription medication above the influence first tries to connect with students so it's more likely they will listen to what is being taught and the message is direct and based in research because young people don't always get that Clarity away from the classroom they talk about

UNKNOWN 5:33:47

like brain um research and how the brain is developed fully at 25 so it's giving the students the um knowledge to know that you will have these decisions to make but let's wait a little bit longer until 25 so it gives that background of just like the science of um being smarter it's not just why bad there's

UNKNOWN 5:34:09

many more reasons to when it started why is it bad how is it bad and all that stuff we're learning the reasons like why not to smoke cigarettes cuz it has 7,000 chemicals and seven of them can cause cancer it just doesn't say oh it's just bad but there's an actual explanation about it this new approach has been so successful the Orange County

UNKNOWN 5:34:31

Board of Supervisors has set aside $1.3 million to above the influence to expand the program and impact more students research shows that a dollar spent on prevention saves over uh twice as much uh down the road so it's a significant investment that plays out in the long run above the influence has already reached 3,000 students across 37 Orange County schools

UNKNOWN 5:34:57

and other law enforcement agencies have expressed interest in adopting the new curriculum so again shout out to Dr Woods for seeing that spot um I'm really grateful for that and it just kind of renewed my hope that this might be something for us to further explore so um hopefully you all will be interested in getting that info reading

UNKNOWN 5:35:17

about it and uh it won't incur a lot of expense so I I would love to see something like this happened and I will say that the sheriff that I called and talked to said hey you're the first one that's called since the spot and we're so excited about tula and all of that so anyway that's that's that um we'll we

UNKNOWN 5:35:37

see moving forward how it goes thank you m WMA Miss barklay okay thanks um I had the chance to attend one of my favorite events of the Year empty bows which is a fundraiser um for Community Mission of Hope hosted over atula Valley high school and it's such a great partnership and a great way to um to see all the

UNKNOWN 5:36:02

students create their bowls performing their music and then we all get to go and you know contribute to this to this uh wonderful charity here in our community so it was a really fun event um really great performances um by quite a few students they're just so talented um so that was really fun um I was able

UNKNOWN 5:36:24

to attend our city committee meeting which I think was was referenced earlier um and you'll probably see there was the agenda was posted and I think the minutes will be posted but we got a chance to um Joe and I are on that committee we had two of the city council members there and then we had the

UNKNOWN 5:36:42

cabinet and um City staff and it was a really really great opportunity to talk about um things that we can address together um The Joint use agreements the library tutoring program um ebikes skate parks the srds all of those things were um were discussed and um I think it was a really productive meeting and our plan is to do those a little bit more often I

UNKNOWN 5:37:07

I think we haven't had one in several years I think Co kind of got way so um yeah so we're we really had kind of a renewed um commitment to to continue those meetings and then of course it is stunt season I have to mention it and I do have to thank Dr Woods and Mr aray who came and attended some stunt

UNKNOWN 5:37:30

games and yeah got to see my daughter in her full dancing glory on the sideline but um yeah it was really fun and stunt season don't don't worry if you haven't gotten there yet there is still time tomorrow night Great Oak games go from 5:30 all the way till 8:30 so pop in check out this new sport um and it's a

UNKNOWN 5:37:52

lot of fun and the girls work really really hard and have really big muscles so support our student athletes thank you Mrs barlay okay yes I miss the the bowls event I really really really wanted to go I was going to call l n give her 20 bucks say can you please get me a bowl cuz my bowl broke last

UNKNOWN 5:38:14

year the turquoise one that I so coveted and now I'm just going to maybe schedule a site visit and go right in there and say can I just get a bowl and buy it right now they got to have leftover bows it needs to be blue maybe kind of slightly turquoise I mean I'm pretty sentimental all right okay all right

UNKNOWN 5:38:36

that's that's great um yes and and earlier so I got I got a bunch but I'll be quick um because I had a Diet Coke and I'm slightly more awake I'm into fifth gear um the purpose of reading push earlier was it's disgusting literature I don't I don't really liked reading that purpose of doing that was to give an illustration of how a book

UNKNOWN 5:38:57

could trigger five definitions all five and just say look this this isn't supposed to be in our district on those lines I heard a couple parents complain to me this last week about let's just say pervasive profanity in the classroom forget the school books now the Core Curriculum and the supplemental material let's talk about high school students cussing really

UNKNOWN 5:39:17

really bad frequently the F-word the s word on and on and my thought is you know it's hard to I mean I'm I'm a teacher but my students are or a professor my students are 18 and above but I I I I pretty much regulate that nobody's cussing in my class but if they did I'd say hey let's let's not do that

UNKNOWN 5:39:37

or like if my chess club or philosophy Club sometimes students were cussing left and right and I was like hey I to the club president hey no cussing in here and it takes a little bit of Courage because some teachers feel really uncomfortable to say hey no cussing but what I'd like to do is ask the teachers throughout the district

UNKNOWN 5:39:54

maybe to reach out and say are you having this kind of problem in your classroom I want to advocate for you maybe we could do a workshop or maybe bring something up at the next board meeting but I want to discuss that it's not a latch on to board policy 6000 but specifically Ed code 48900 you know a pupil shall not be

UNKNOWN 5:40:15

suspended or sorry a pupil shall not be suspended from school recommended for expulsion unless the superintendent of the school district or the principal of the school in which the pupil's enroll determines that the pupil has committed an act defined pursuant to any of the subdivisions and there's one and I'll read it to you it says committed an obscene act or

UNKNOWN 5:40:36

engaged in habitual profanity or vulgarity so there's habitual profanity going on in the classroom I know this and I'm not trying to say let's be legalistic and say you need to be disciplined you need to leave the class but it h if it has to come to that level to re-calibrate our school district it's it's in line with my concern about this

UNKNOWN 5:40:55

is not good for us as a school district to allow this to happen so I'm asking teachers to come forward and share your opinions whether we need to do a community survey throughout the district which I would love I want to hear teacher feedback is it happening at the middle school level is it happening at the high school level and maybe Empower

UNKNOWN 5:41:11

teachers to say look all it takes is for you to say let let's let's just stop this in the classroom and do it again and again and eventually I think your classroom will be recalibrated am I telling the teacher what to do no I want the teacher feedback but I think it's a problem and I think it's getting worse

UNKNOWN 5:41:26

so that's just my thought we can we can get feedback throughout the district now and emails if you want to reach out or we can bring it up at the next board meeting and I'll talk to Dr Woods behind the scene but I would I would like to mitigate this pervasive profanity in the classroom it's not good for um us as a

UNKNOWN 5:41:44

school district and it's not good for an educational setting the joint city council meeting with Mrs barlay you're right it was I I loved it we had a fleet in there there was 23 people in that room it was a a very um very productive meeting uh we found out that our organic C CR and and R are out of compliance in

UNKNOWN 5:42:05

the district with our organic waste and trying to recalibrate that we had uh Jason Osborne Dr Woods and we had uh Patrick from the city we're in engaged in Dialogue on how we could get that under wrap so that we could be within code we uh we discussed the ebike problem um class one two and three wearing helmets injuries and you know

UNKNOWN 5:42:26

more advocacy on the campuses to um help protect um students to be more safe we talked about skating I wanted to get skateboard ramps at Ranch of Vista High School see what the board thought and previously we had worked on this Mrs lash was in the meeting as well and she brought up that there was an insurance

UNKNOWN 5:42:45

issue with the city and one of the city lawyers said yeah yeah we just can't do that so I got my answer to that but the good news is the skate park with the city that I actually advocated for two years ago with Zach way before I was a school board member we were way in line with this it went from a $1 million

UNKNOWN 5:43:03

skate park to a $3.5 million skate park it's going to be mind-blowing and I just can't wait the demo will start in January and the 6 to eight months after that it should be done and so then I said okay can we have skateboard clubs biker clubs and scooter clubs from the high schools and possibly the middle

UNKNOWN 5:43:19

schools using that during the day if there is a club and the city was all in board with that so just wanted to throw that out there um also the city's going to have um other skateboard areas while the um Park is being demoed so just a shout out to all the people we got probably thousands of

UNKNOWN 5:43:39

skaters scooters and bikers within our school district so that's exciting times where we'll have um modular ramps and it might be over on pel Road near the uh other part of Oldtown off to the left there yeah um the city meeting was really awesome a lot of good work there really uh smoothly ran by Zach I went to

UNKNOWN 5:44:02

the superintendent council with Dr Woods really excited to hear all the teachers in fact I was jealous that I couldn't be in the groups with them you know I took a you know absolute back seat listened to their ideas got a lot of feedback and they were talking about the Mission Vision Values and they were talking about the Elevate and they had a lot of

UNKNOWN 5:44:17

good input so that was really exciting to be a part of that I visited Tel Elementary Dr hubard Mrs Scott visited Rancher Elementary um Mrs Hernandez Mrs burrow those were cool site visits um and then last two board meetings ago I um it was in the consent item and then it was going to probably be an action

UNKNOWN 5:44:44

item with the student emblems in the school district here in the district office again this isn't about me this is about student pride and student spirit in here to me and I'll say this and I've said it many times this is embarrassing this is a bare district office we need Student representation all 29 schools emblems in here now one of the

UNKNOWN 5:45:01

counterarguments was Joseph that's just way too much money we're facing a State deficit and all or you know the budget fine Dr Woods has looked at a cheaper version of that to where we can still get this in here and I'm going to Advocate to have this put on at the next board meeting to where the board can

UNKNOWN 5:45:17

decide that either way I like Jimmy's idea he had polished nickel we've even thought about maybe the School site designs their own emblem of course they all have their own mascots but if they have a you know input into it to where it gets in here whether it's the $6,000 ones where it's polished nickel or whether it's a little cheaper I don't

UNKNOWN 5:45:37

care I'm going to push for it because I think it I think it would really um Live It Up This District especially since we do so many Rec um recognitions in this room so many hundreds of students pass through this room and they'll be able to say that's my school right there that's my school right there so I'm excited for

UNKNOWN 5:45:54

that I'm going to push it forward and get um board input and we'll see what happens again I'm only one board member but I just want to thank the people out there that stood here all night it's a long night and that's it for me I'll hand it off to Dr Woods yeah I'll be real quick we have eight weeks left this

UNKNOWN 5:46:11

is a a very very B busy time lot of events uh we have a major testing uh State Testing going on we have open houses we have graduations and all kinds of other things happening um just take it one day at a time we're going to get there but we got eight weeks to go I want to point out a couple of things I

UNKNOWN 5:46:31

thought were really impressive uh at Abby ranky we hosted about 40 or so teachers um they were there at Abby ranki to look at some best practices in terms of uh education technology and that when I see signs of that in a district I know the district has their act together when you're learning from others and others that are

UNKNOWN 5:46:53

doing well within the district that that's just a clear sign that we're coming together we're trying to do our best for each other we're here to support each other I just really appreciated seeing that I also want to point out something that's not uncommon but last night for example we had an a an incident that we were working on and

UNKNOWN 5:47:12

our team was working on it almost uh up until about 10:30 at night and nobody asks for uh you know an excuse not to be there uh we were all pitching in and talking to each other making sure we covered the basis um we have site principles involved in these uh on occasion uh teachers sometimes have to

UNKNOWN 5:47:32

get involved um but I was just really proud that that we had such a fine group working on an issue last night until 10:30 and nobody was complaining they were all doing their best they knew it was important to get the work done and I really appreciate that thanks Dr Woods do we have anything for future agenda items from any board

UNKNOWN 5:47:54

member or any staff member that we should be aware of uh I mean could we just go ahead and put that elcap position back on the agenda for next month just say it now we got one board member we got two board members we got four board members yep all right it's going back on the agenda item um any other U Future agenda

UNKNOWN 5:48:25

items okay are we sorry one more question are we doing the fa are we back on the facilities schedule to see that in May okay great okay um with that announcement of the next meeting the regular next Open Session business meeting of the governing board of education is scheduled for May 7th 2024 the meeting is adjourned on April
