good afternoon the regular meeting of the governing board of education is called to order by myself Jennifer WMA serving as the board Clerk and assuming the responsibilities of the vacant board president at 4M on Tuesday July 23rd 2024 at the district office Conference Center rooms A through C approval of the agenda are there any requests for changes to the agenda I will take a

welcome to the regular Open session meeting of the Tula Valley Unified School Board of Education on July 23rd 2024 at 5:46 p.m. the board has been in closed session since 4 P.M in attendance with the governing board we have Mrs Allison barklay Mr Steven Schwarz and myself Mrs Jennifer WMA secretary to the board Dr Gary Woods superintendent Mrs lenee anos bar
executive assistant to the superintendent and now I'd like you to rise for the Pledge of Allegiance it will be led by our assistant superintendent of Human Resources Frank AR thank you everyone please place your right hand over your heart ready begin I Alle to the flag of the United States of America and to the Republic for which it
stands one nation under God indivisible with liberty and justice for all thank R items considered in closed session for Action in Open Session E-1 a I call for a motion and a second to approve the recommendation of the administrative hearing panel regarding the following student expulsion matter a number 39125 suspended expulsion do I have a motion on the floor moved moved by Mr

approve approve the notice of recommendation for immediate suspension without pay and dismissal from employment and statement of charges for certificated employee number 1 33577 the vote was 30 it was moved by member Schwarz and seconded by member barlay to ratify the settlement agreement and release for certificated employee number 11 12899 effective June 21st 2024 the vote was
30-0 it was moved by member Schwarz and seconded by member barklay to ratify the denial of the claim for damages ym dated May 14th 2024 the vote was 3 it was moved by member Schwarz and seconded by member barlay to ratify the approval of the settlement with mg NDG claim number 62484 2 the vote was 30 it was moved by member WMA and seconded
by member Schwarz to approve the settlement agreement for case number 20245 0375 the vote was 30 it was moved by member Schwarz and seconded by member WMA to approve the settlement for case cvsw 220 6798 the vote was 30 moving on to public comments the governing board welcomes public comments this is the time for Open Session public
comments public comments are allowed up to a maximum of three minutes per comment in the order received to a maximum of 30 minutes per item for comments on agenda items or non-agenda items for consent agenda item topics a limit of 3 minutes will be allowed from one speaker unless the item has been been placed on the published agenda in
accordance with the brown act there shall be no action taken no discussion will be made regarding Personnel issues in open session all public comments are an important part of the board meeting and are given careful consideration by the governing board are there any remaining public comments on any agendized items this evening and which items sent on all right seven on public three
consent and two on info six on info six on info all right for the consent calendar all matters listed on the consent calendar are considered routine comment oh all right let's go right to public comments how long would we like to give all together seven so three minutes yeah sure all right so three minutes per speaker first up is Gary Audi followed
by David Sola Dr Woods uh board members staff I'm girotti and people have called me the bike guy um I know like I'm some leader of a bike gang um actually I would prefer safety guy I care about our community specifically our students and many of them bikel to and from school and to friends houses and around
town we've all encountered or heard about unsafe ebike Behavior pedestrian safety and cycling crashes and I really want to change that this year I've been working to help coordinate safety programs with an emphasis on ebike safety in collaboration with tvusd staff City staff Tula PD school resource deputies CHP and bike Tula Valley's Youth and caught with your helmet on
divisions we are developing a bike education focused permitting program ultimately this program will provide safety information to students and their parents give School administration a better means of connecting with parents of student cyclist and provide law enforcement with a platform to proactively communicate with youth cyclist while giving them a means for holding cyclist accountable to District rules city ordinance
and laws I would like to thank all the staff and volunteers who have worked on this Safety project and would like to give major kudos to both Michelle Bowers who has held the process together in transition here and Deputy stamatelatos for heading up the education and enforcement aspects of this program I encourage the board to continue to
support joint efforts as a great as this joint effort as a great example of what we can accomplish for our students when we work together thank you thank you David Sola followed by Andrew Enriquez thank you board members distinguished staff my name is David Sola and unlike Gary I'm just a guy my wife and I first moved to Tula in 2011
when I was serving my eth year on active duty in the Marine Corps all four of my children have attended grade school here in Tula and my wife and I made a conscious decision to buy our home here in Tula because of what was once a prestigious School District we've seen many of the policies change and the
players change along with them today the board must comply with the law it is not only the board's role but their obligation to comply with the law without Pride or Prejudice the outing policy must be rescinded to bring us into compliance and further action is required to to help parents understand the districts and by extension the staff's role in
teaching our children if your children came home with a broken leg or an open wound you'd quickly take them to the doctor and follow the doctor's assessment you trust the doctor's experience and take their recommendation for helping your child heal as much as you love your children I know you would not be able to Unbreak their legs and I would hope that you
would not try to stitch them up yourselves if my child showed up to school with these same sorts of injuries I know without a doubt that every teacher at my Children's Schools would step up and get them the help that they need my children have grown up and are growing up in this school district their teachers and
School staff do an incredible job when my daughter was facing bullying at school which was negatively affecting her it was that very School staff that followed existing policies and procedures and let us know so that we could get involved understand that this is the way the system works our teachers in staff has exper have experience identifying issues and are trained on how to address
them we need to praise these professionals not only for teaching things that we are not qualified to teach but also for dedicating their entire professional careers to the growth and support of our children the policy needs to be rescinded not just because it's now against the law but because our teachers are already prepared to help children when they need it and as mandatory
reporters they have a sacred and legal obligation to protect our children from every Potential Threat and every potential injury including the ones that we can't see thank you thank you Mr Sola Andrew Enriquez followed by Gan femia good evening ladies and gentlemen uh the First on on my agenda is Art is uh board policy 50201 like my the person
behind me had had just talked about uh I want to advise the board that it is now illegal for any classified employee to uh engage in in that policy uh CCA and uh our chapter has a very strict policy about abiding by the law so I hope that this gets rescinded unanimously uh because it is the board
policy itself is now considered illegal my only concern is that uh the classified employees are protected and they do not have to do what the board had currently added the next thing that I wanted to make the board aware of is that I will be speaking on two other agenda items and one of my Transportation uh members is
going to be speaking to the board on on another item and uh I will share their concerns at that time but it has to do with um I think a little bit of respect and a little bit of contacting csca on why some of these agenda items are on here so thank you with that have a great
evening and I'll talk to you in a little bit Molina good evening everybody my name is jeene FIA I hope you're all having a great summer um but even though it's summer tonight we're going to have a short math lesson I hope you don't mind it'll be quick our our summer this year started with a recall election in
November 2022 we also had an election and both events decided who would be Schoolboard trustees but the decisions are not the important thing to notice it's not the results that you should pay attention to it's that almost 50% almost half of our community wanted different results so let that just sink in for a minute almost half of our community wanted in
both these elections different results a Tula Schoolboard trustee represents all the people people trustees don't work for just the folks who paid to get them into office or just the folks who voted for them they work for everyone a trustee manages assets to educate Tula children not just the normal kids not just the gifted kids not just the struggling kids all the
kids some of you may think you know what side I'm on and that I'm not talking to you but think again I'm talking to every cting truste and to everyone who wants to be a trustee if you walk into this job with a closed attitude or a political agenda you are wrong if you walk into this job
having already decided the policies and actions you're going to take in the first meeting you are wrong look at the math half of the community disagrees with you you don't know why they voted for or against you people have all sorts of reasons for voting the way they do and if you assume that you know why they voted you will be
wrong so don't assume listen to all of them discount the extremes on both sides please but understand that listening and working together are the keys to doing your job well understand that listening and working together are the keys to building our community and educating our students thank you thank you Daniel Molina followed by Vasquez good evening board and staff
members I to am up here because I would like to know what our plan is as a district uh now that ab1 1955 is passed into policy would like to know if we considered the impact that this is going to have considering the climate of our district uh how it's been considering uh the chairman of assembly education committee was quoted in saying
that the reason for 1955 was specifically because of uh the Tula School District what is our plan to address the parents who have concerns what is our plan to address the parents make them feel comfortable and confident in what our teachers are doing and discussing in the classroom I understand that this is a contentious uh issue and I understand
that some people call it an outing policy I personally believe that this ab1 1955 is a direct attack on parents and I think this will be this will result in chaotic results that we will see come forth over the next couple of years and the policy makers are saying that it started here so what is our plan
to ease the climate as we come into this next school year what is our plan to deal with the possible uh increase in disenrollment that we could be facing um I I I for one would like to know and I would like to hear some explanations and a plan um because there are board members here who were the catalist for
this Pro Newsome board members board members who uh called it outing policies who stated that parents in our district are abusive to Children um which is an appalling claim but now it has impacted us at the state level on top of that there's current a law there's currently a lawsuit that was filed against the state in order to repeal ab1 1955 so I
would like you all to consider that also uh as you take action on our parental rights policy that was passed earlier this year that's all I have I'll be speaking on another agenda item later thank you very much thank you um I just want to issue a point of order and clarification I can make one brief statement just so
everyone in the room knows AB 1955 BEC state law in January of 2025 thank you next up is John Vasquez followed by upne hello board members um I'm here to urge you to not comply with ab1 1955 I believe parents are responsible for their children and they should know what's going on with them with their children at the
schools um and basically uh I think um that that's basically what I have to say here so I'm not really a public speaker but I disagree with I if you do the math on everything 50% of people voted barely 50 it's not too far in between but we I'm here just I'm just a normal guy I care
about the children I care about the school district care about teachers and all that but I just I would like to come together in unity and and speak for the parents that don't come here that are out doing their work and stuff because I know I've been around here enough to know that there's a lot of the school people
here and they and they have their talking points but I mean it's difficult for everybody to get out and speak so I just felt like it was my duty as a parent as a citizen around of the town and stuff to to stand up and speak so once again I'm asking you to not comply with that I'm not a lawyer
either but I'm going to check into it and see there the states or cities they should have some kind of say and stuff they don't have to I don't once again I'm not a lawyer so I don't know that but I would like to find out because we should be able to stand for right things and it's just about kids it's
about parents and some of the stuff that they don't want to talk about is being taught to young kids that shouldn't be exposed to that kind of stuff we should have Reading Writing math just things that were good that's what I was brought up with and I seem to have done good and I believe America is good and
so I'm just here to say you know think about that it's it it's something but I and I would like to come together on it do it that but anyways and I'm speaking for the people because I talk to like a lot of the young men that work with me CU and I talk to them and they don't even know what the things
that are going on they think they're you know their kids are getting taught just normal stuff and that they're not going to that the they're not going to get notified on big things in their kids' lives they just don't understand so anyways I'm here to speak on that and anybody out there watching guys come on come on down and speak your mind to your
kids and I believe we're all responsible for them and we should have the right things being taught and done that's it and thank you very much thank you last speaker upney good evening everyone um at the last meeting there seemed to be some confusion so I'm going to talk to certain points the first one I'd like to
speak to is what makes an effective Schoolboard trustee and the second one is the process of recalls so I would like to clarify the few points an effective Schoolboard trustee focuses on student achievement values public education respects diverse perspectives acts with dignity maintains confidentiality engages in professional development understands the distinction between board and staff roles and recognizes that the authority resides
with the board collectively coming to recalls there's some of the strongest tools of direct democracy available to Citizens as California Constitution Article 2 Section 1 States all political power is inherent in the people government is instituted for their Protection security and benefit and they have the right to alter or reform it when the public good may require we
underwent a lengthy and a challenging process to recall a board trustey due to his unprofessionalism and fiscal irresponsibility to provide context on the difficulty of this process the data from 2011 to 2021 shows that only 15.5% of local recall attempts succeed and 75% of petitions do not even make it to the ballot to be clear the trustee
was not recalled because of his conservative or Christian beliefs but due to his ineffective performance incompetence divisiveness discriminatory Behavior unprofessionalism and fiscal irr responsibility to quote Ralph Waldo Emerson let me never fall into the vulgar mistake of dreaming that I am persecuted whenever I am contradicted most individuals do not use technical loopholes to regain power for personal gain however the recall trustee
consistently demonstrated a lack of decency we should let the voters decide if they want to trust someone with a history of breaking trust and abusing power I suggest we move past this topic instead of targeting and tar targeting marginalized students and Educators discriminating against different groups each week and creating division within the community we should focus on the
main role of this board supporting the academic success and safety of our students at TV usds since I have 40 seconds left I'm going to talk on another topic teachers have been answering difficult questions for ages kindergarten teachers when kids see babies being born around them they ask them the question the teachers direct them back give them the answer are
appropriate for their age and they direct them back to their parents to find out like you know more about it so all these problems teachers have been handling like other issues we are targeting Like A specific group that oh my God what will happen if this is there if you if the child so usually laws are formed when somebody does something
wrong look about like B I don't know what happened in ble California where they had to pass a law where you can't work out thank you [Applause] all right we're moving on to the three consent speakers welcome we're glad you're here first up is Andrew Enriquez followed by upne good evening ladies and gentlemen this has to do with consent calendar
item number 80 the contract that the district is looking to uh entering with him it it's called the agreement for comprehensive Transportation training and mechanic Services the problem with that is CSA was not notified that this was going to be brought up as was promised by the human resources assistant superintendent when these types of items are brought up
so to my surprise when I read the agenda on Friday afternoon and I saw that this was on there um I have some concerns the language on here is very vague and there's a potential a very big potential that some of this language The Way It Was Written would cause problems with an article 18 which is a transportation article on how
extra Duty could potentially be given to our employees it also potentially could affect the bidding process on how routes are going to be given out and how routs are going to be structured the next thing is that it affects article 710 the extra Duty article within our contract we have the right under the education employee relations act to B to bargain
impact and effects of things that will change the structure of how we work we didn't get that option you are being given a contract to vote on that caca had knew nothing about that will directly potentially impact our employees our transportation employees there's concerns this thing we are putting basically I'm telling you that we're putting in a aband a bargain
and that we are also doing a cease and desist by our labor rep Miss Valerie Holland if the board and I have to be very honest with you if the board chooses to pass this then that could potentially open you up for an unfair Labor practice because this is within the scope of our bargaining absolutely because it affects
our transportation department I understand that there might be some concerns and getting into a contract with him at unified but look at it from our perspective the language is very vague on how often the district will Implement some of these things like activ Services which is uh uh field trips or fixed home to school routes automatically we look at that and say oh
my gosh what's going to happen to some of our drivers we look at the driver training and instructor Services we only have one driver trainer we should have two we just recently gave them a give gave that uh uh job description AR raise we still can't get one so you know and then we have we have to have this discussion
about uh our mechanics and the mechanics that are going to be doing services on the road the language like I said is very vague it was not brought to our attention and again this is something that we have a demand to bargain because its impacts and effects which is guaranteed to us again under the education employee relations act so I I urge you guys to
vote no or put it on hold until we sit down and have a discussion with the district thank you thank you Mr [Applause] Enriquez next up is upnet followed by Mark um I am talking to the consent calendar item five the warrant list I again see two items for Board of Education uh legal fees for $10,000 and
$20,000 these are two items are specific to the board of education and not for special special education facilities or the superintendent or hrd could you please provide more information on why the board requires so many legal Serv services without context it might give the impression that our school board is excessively reliant on legal counsel I have been unable to identify any legal
services attributed specifically to the previous board did some reporting requirement change as these don't seem to be typical expenses for most School boards another item that caught my attention was the force1 security services for the TMS voting location for $1,000 uh is this also a typical because I could not find anything for security services for prior uh election I thought
R's responsibility is to hold the elections not for the school board thank you thank you um Mrs lash I'm going to call on you for a point of order and clarification with the legal issues I know you could make a short statement so if you could speak to that I know that would be helpful all right we'll finish the public
comment and then we'll go back and have that discussion last up is Mark honorable members of the board I appreciate the opportunity to address the proposed agreement with Hemet Unified School District regarding transportation services as a concerned member of the tvsd transportation department I urge the board to prioritize internal improvements before exploring collaborations with external entities currently our transportation
department faces significant challenges including shortages of drivers trainers and mechanics these challenges have affected our ability to maintain optimal service levels and meet the needs of our students and Community to address these issues effectively I propose that tvsd takes proactive steps internally we need to implement robust recruitment strategies to track qualified Personnel enhance our training programs to ensure
our staff is well preped prepared and streamlined operational efficiencies to improve Service delivery it is crucial for tvusd to retain control over our transportation services to maintain local oversight and ensure alignment with the unique needs and values of our district by focusing on internal improvements we can strengthen our capacity to deliver reliable and highquality transportation services to
our students before considering any external Partnerships I respect respectfully request the board's support initiating these proactive steps within tvusd this approach will allow us to optimize our resources enhance Service delivery and demonstrate our commitment to fiscal responsibility moving forward our vision is to build a solid foundation within our transportation department addressing areas that require Improvement and leveraging our strengths
this strategic approach with position us to effectively serve our students in Community without the immediate need for external collaborations in conclusion I urge the board to prioritize internal improvements with inter usd's transportation services let us take proactive steps to strengthen our operations before exploring potential Partnerships with Hemmet or other external entities thank you for your attention and
you all right that's all the public comments so can we throw that to you Mrs lash just to briefly discuss the warrant list item with legal would you like to pull or table an item as well within the consent list having heard the comments I mean if we're going to discuss it don't we need to pull it for
discussion okay so that's number five warrant list okay and I'd like to pull 80 as well I think that would be wise that sounds good do we need to vote on pulling it like a motion formal motion okay all right I move to go ahead and pull number five and number 80 do I have a motion on the floor
second did you f you first and you I'll move it Mr second all right all in favor say I I I I all right motion carried three Z okay so in regards to the um warrant list it's a good time as a reminder to talk about what this agenda item is so as a public entity we're legally
required to encumber funds as a school district and what encumbering funds means is we're setting aside those dollars so that we don't overspend and so we do that via a purchase order or a contract so it's very typical in July that you will see purchase orders or contracts on the agenda on the warrant list and what that says is this is
potential spending during the fiscal year we're going to set the funds aside via purchase order or contract but it's not actual spending it's just we've it we set a budget we encumber the funds meaning we set them aside but we don't pay $1 unless services are rendered so I know uh attorney fees has been a question we set up contracts with
attorneys if you'll recall June we took the contracts to to board we had those contracts board approved so then the next step is to encumber those funds through the contract process on the warrant list and then this way throughout the fiscal year as the Board needs uh or the district needs legal advice we're build in 15minute increments I believe um and so we don't
spend any money unless services are rendered so what this action item does is just encumber the funds it's the authorization to util uh utilize those contracts that the board approved but it's not actual spending does that make sense so in layman's terms it's a holding tank it's there if available but hasn't been spent right up to this point
correct and there's no obligation necessarily in like those open purchase orders to use them at all great any other questions I actually have a followup question if I committ ask can we take that are we is that allowable if she has a follow-up question all right not normally so let's go ahead and a very short question okay
super short super short we did not renew the Contra contract for orac and half why are they still on the so we can't have um that's not on the agenda to discuss so that's not something we can we can cover tonight as a as a um what is on the agenda is a payment for Orbach and huff and sometimes what happens is
we have we don't receive Billings until July or August for services that were rendered in June or May and again this isn't necessarily a commitment to pay them but sometimes we open a purchase order in case those invoices come in we will have uh an ability to pay them against encumbering funds again so uh as a point of order
now that we've uh discussed item 80 uh I would like to move to vote on it or to table it one that was it five uh oh you want to do five okay I mean five I'm sorry so I would move to vote on uh item number five moved by Mr Schwarz second seconded by Mrs barklay all in favor say I I I I right
number five passed 30 Z on to number 80 any discussion for that one questions so I can describe what the contract is and then I know Mr R I can hand it over him for for the impacts and effects conversation um so this is a reciprocal contract every it's the reason why it's in consent is because it's recurring in nature every single
year we contract transportation services um that are above and beyond what our own employees are able to provide in fact we hear very frequently about the cost of Charter um buses and we avoid those at all costs but there are instances and this isn't just for bus drivers but you can see it's even for driver Trainers for vacancies and things
like that so they do have a very large transportation department we do have an absolute legal statutory obligation to provide transportation to our students um and when in the event that we are not able to we can rely on these contracts to provide those services and it's vice versa if there are students that fit within the routes of tvusd we can have
our staff accommodate Hemet Unified also for their transportation needs that are above and beyond what they're able to provide or just make more sense for us to provide from the bargaining perspective I I do want to share that any impacts and effects that this has on employees cssea absolutely has a right to demand to bargain and we would have no problem
with agendize it at our next negotiation session at this point however this is simply a um bit of a renewal of a contract so reupping a previous agreement uh I think with less districts than previously agreed upon uh um and I should also say that um I do continue to hold myself accountable to be committed to giving uh our CCA president ah heads
up when I know that Transportation items are coming to the agenda unfortunately there are times that I'm not aware that an item was on the agenda uh with that said we are absolutely willing to continue to negotiate any impacts and effects related to that and just like we talked about with attorney fees this is just a a a contract in the event that we
need these services this is no commitment to write out the gate use Hemet Unified but just like with an attorney if we need them we have the a contract in place and the ability to utilize them but this is a recurring item that we have utilized services for historically without violating any collective bargaining agreement so this is just a renewal of those Services
should we need them so in light of these things uh and honoring the comments that we're here tonight Mr R I'm hearing you say it would be fine to table that until August have further discussions and so forth and come back my recommendation would be approval of the contract with the understanding that we will negotiate any related impacts and effects at our next
negotiation session so there's no issue that couldn't be negotiated with this pass of the renewal again if it impacts or it affects our employees um it's definitely something that's subject to bargaining and we could do that at the negotiation stable and do you see it problematic to wait is there a clear definitive the reason school starting yeah exactly I we would want this in
place with the beginning of school uh there was mentioning of driver shortages and needing to hire staff so if there's a vacancy that we cannot accommodate we're going to need these contracts in place to transport our students okay other questions I mean because and I think you've said this but if we don't have a contract and there's a day where we
don't have enough we are not not able to reach out to someone else because we don't have the ability to pay them without a contract in place okay is Hemet UniFi the only other District that we contract with just out of curiosity this is the only one that we have for this coming fiscal year um we have
filled a significant number of vacancies and have had great success with that uh um converting uh van drivers to bus drivers I think we've had at least 10 so far so we've filled a significant number of our bus driver vacancies so at this point we're hoping that him is the only one we need we have used Lake Elenor uh
in the past and I believe yeah I believe there have been others but as of now we are hoping we're thinking that we'll just start with Hemet and see how it goes okay other questions no I would just say with the assurances that uh Mr R gave that he will negotiate any effects on our employees with uh CA then
I would vote to approve it but I just want to make sure that that's understood all right with clarification there and understanding discussions can continue um I'd like to call for a motion to go ahead and pass number 80 on the consent list moved moved by Mr Schwarz second seconded by Mrs barklay all in favor say I I I I motion passes
30 and now we'll go back to the remainder of the consent list so items one through four and then we'll take six through 79 and is that the end oh and then we've got 81 through 84 just a very light list tonight so all right so those are the numbers uh give me one second here all right so with those specific
groups do I have a motion to go ahead and pass the remaining items on the consent list moved moved by Mr Schwarz second seconded by Mrs barklay All In favor say I I I the rest of those pass with a motion 30 thank you okay so we are going to move on to the action items the first is the
curriculum adoption the creative curriculum for preschool is there any discussion right from the top on this um I mean my only comment would be that I think think we were we've been informed all along the way in our Friday updates about the process and I think it sounds like it's been a really thorough process and um I appreciate they were
able to provide me with a copy and which I want to be in preschool it looks amazing the online I mean maybe I'll just hang out there I don't know but the on and the online portion was extremely robust very impressive how they can create lesson plans and I mean I think about when my kidss went to preschool it was like
nothing like what these kids are able to access and the resources for teachers were it was incredible anyway I got really excited looking at it but um and it sounds like a really great process and and a lot of people were involved and it was available for public viewing and so I'm I'm excited about it I think
it will be um a good a good um a good move and appreciate all the work that's gone into to that process so so it's good to be a little for sure I really appreciate Amy Paradise sending me um not only the link to get onto uh what was available online but then also to get a sampling of the material uh I
loved the Thematic approach covering letters music movement libraries toys games numbers outdoor life I especially liked the book um water princess I actually brought that oh so such a great book it's the story of Georgie badil and she's an African model who talks about the importance of clean water and how the people in her Village Walk for four
miles a day to get to that and so I just thought what a great way for education to teach diversity and history what's going on in the world to create empathy compassion all those things so I love that the other one I I noted was llama Lama red pajama so much fun to be in PK and uh again it was great to read
through these particular items and I wanted to thank Amy because we had a discussion online about the fact that um as Mrs barklay mentioned there are great sections very robust um they have intentional training experiences so as I looked through all of that there was one thing that i' just like to throw out there um there are sections like buried
treasure knowing our friends writing poems and it goes on and on making lemonade all of that I would really love to see how about exploring America that was one thing that I thought if this curriculum committee what might want to consider looking at some resources for the littles books on mentions of heroic characters uh very basic Civics right
we're talking four-year-olds but patriotism love of country Johnny apple seed what's a flag what are the colors that sort of thing so um I would love to see that and I think there was positive discussion revolving around that you're not too young to start learning about all of those things um one other mention or actually question that I had for this
particular committee uh it was different right there was a preschool curriculum committee which is different from our elementary curriculum committee is that right yes Miss wman that is correct this is considered a small um adoption um and that is really only centered on um students who don't necessarily go through the entire system so in this case because it is a small adoption
we're talking less than 100 students and so the process is very different and not necessarily outlined by board policy I would like to say though with the guidelines that were established um with Miss de's assistance earlier in the fall in regards to curriculum adoption I want to thank Miss Paradise our director for early childhood education because she
really did go back to that document use it as a resource to ensure that she was soliciting parent input and trying to follow some you know some of those guidelines especially for such a small adoption um I know the email went out to over 400 parents I think you got very minimal responses however I know she really did her due diligence to do that
and one more comment with M Miss Miss WMA I was talking to miss Paradise about some of the um information in the email about the patriotism and things like that we do have things within our established preschool foundations that we will revisit with our preschool um Team to make sure that we're adding some of those things in great y all right
thank you I appreciate everyone's work on this any other discussion okay since you mentioned the books did you read the book about the shoes I didn't read that one I saw all the titles okay I was laying in bed crying last night that book oh my gosh it was so yes emotional I'm sure the little preschoolers will

Christine MSA good evening ladies and gentlemen I am here again to inform the board that board policy 4030 board policy 4218 the dismissal and suspension disciplinary action have to be negotiated with CCA as it is embedded in our contract under article 22 22.1 the right to discipline before the first reading this should have been brought to our attention so
you would be fully aware of how the terms and conditions are to be changed and how we were to understand those terms and conditions one of the outlying terms and conditions is a section in there about specifically classified employees with regards to releasing from probation the language has changed the one that you'll be reading tonight that says that they can be released without
cause now now to give you a little bit of history on that being released without cause generally is what's what we understand to have been done when somebody's released from probation however the district has a long-standing practice contacting csca giving the employee a uh evaluation and telling them why they're being dismissed so there is a practice currently that they
give cause for termination or for lease from probation some of the language in here specific Al says they're being released without cause that is a change of practice that is a demand that is a right for us to bargain that type of effect so I'm giving you a heads up before the the whenever the adoption takes place say this this is the first
reading um and then there's also a section in there uh that talks about uh employees that are egregiously charged so we need to know what the the term District agrees what egregious is and then they will be moving forward if it if an if student is a witness to this that it will go before an administrative law judge and the administrative law
judge will give a binding decision currently we do not have binding arbitration within discipline in our contract so there's another change these things need to be bargained because it directly affects our contract and here we are again another issue that needs to be bargained I I don't know what to tell you you we went through this process
with 50201 as it was a change to the discipline process potentially when it was adopted and the a policy was adopted so I'm asking you guys to find out why we weren't heads uped on this why we haven't sat down and talked about it and if the the reason is this was only the first reading we still need to make sure
that you guys are reading things that are going to be current so it's not happening again and just to let you know we have a bargaining session on the 27th of August which is the next day here Kaiser we having your second reading and there's not going to be enough time because it's a short bargaining session a half a day
so board policy 4030 uh non-discrimination discrimination and employment but the biggest one because both of these are this is referen is 4218 specifically referenced in article 22 with regards to discipline all right thank you Mr Enriquez we appreciate it next up is Christine Masa followed by Jean femia hello board and staff as I was reading through the proposed changes to
board policies I was surprised there were no proposed changes to policy 50201 the parental notification policy now that ab1 1955 has been signed by the governor the changes made to the policy in August specifically subsections 1 a and 1B will be a violation of state law as of January 2025 why not be proactive and take care of the policy change
now with regard to policy 9323 I believe there are measures board members can take to ensure the meetings are not prolonged so they organically end before 10:30 and should be included in the policy such as one not riling up outside agitators on Instagram and discouraging those who have no vested interest in TV USD from taking up valuable speaking
time two putting a time limit on board member comments just like public comments and not allowing 8-minute Meandering self- serving and in some cases slanderous diet tribes vetting all agenda items are properly placed on the agenda running the meeting according to the brown act and Robert's Rules of Order and as a port and vo or Jen you
cannot respond to public comments your job at that time is to listen and not to speak I'd also reiterate the point that board members not be able to abstain from voting be excuse me abstain from voting because they haven't done enough research search or they just don't want to vote its members have a duty to vote on issues before them don't waste
everyone's time I'd also like to suggest regarding board policy 5131 do2 about bullying be extended to apply to parents of students as well as students of staff and I can provide examples of why if needed Mr R has them and with regard to the remaining proposed policies I fully support policy 9150 regarding student board board members and policy
4218 the addition protecting an employees's private exercise of personal beliefs and activities um including religious political cultural social or other beliefs or activities or lack thereof and that those won't be grounds for disciplinary action against the employee like suspending a teacher um I support that our student our staff and our teachers are able to express those things privately thank you
and I hope you'll take all these into consider thank you Mrs MSA Jean femia followed by Daniel Molina hello again I am pleased to see the changes in board policy 1330 use of school facilities the changes say that the district should encourage and assist Community groups who want to use school facilities for reasonable purposes even on days when school is not open I
remember when schools were an integral part of the surrounding neighborhood and you could go jog on the athletic track after school you could play basketball with your kids on the school grounds you could take a woodworking class or language class in the evening when families and individuals have regular interactions like this with their neighborhood school they feel a
connection they have a real stake in making sure that the school is well-kept and everyone is safe there people who use the school will help care for the school I noticed that the new policy mentions entering into agreements for joint use of facilities I'm sure that the city of Tula would be interested in agreements like that and I hope that you will
pursue them I encourage you not only to pass this revised policy but to really take advantage of it let's build community by bringing people into our schools more often I'm also happy to see that you're bringing back the student board member position when we had student board memb in the past it's been helpful to hear the points of view they bring from their
fellow students it's good for the students and it's good for the board everybody learns a lot so I encourage you to pass board bylaw 9150 as well thank you thank you Daniel Molina followed by ml baram good evening again um first I'd like to talk about uh board conduct um today we already had somebody stand up and shout out their unsolicited opinion
and just stand up and ask a question and while that's not a problem when this was a packed house and people did that breeded a lot of Chaos in this room and it it wasn't allowed and none of us wanted it I think at one time Mr Schwarz even stood up and I was agreeing with him and he thank me for agreeing with
them to calm the room down so even though there's not a lot of us here I would like it if we just kept the standard straight across the board um I'd appreciate that the other thing I wanted to talk about is bylaw 9270 conflict of interest so we just recently had a recall election that cost the district a
lot of money and um I think there was a lot of conflicts of interest and I would urge you to consider everything inside of that portion of this for example uh TVA funded a lot of the recall and if you speak to a lot of people in our community teachers who left tvea during the recall they will tell you that they
felt like that was inappropriate how is that not considered a conflict of interest there was a large significant amount of money donated by the CEO of the TCI curriculum that we hired and we brought on to the recall how is that not a conflict of interest this is essentially taxpayer dollars that are going in to these organizations and
these groups that are then being funneled in to recall a legally elected board member I mean we keep hearing this concept where this board seat isn't political but it's on my political ballot in November so it very much is political and I would like you all to consider the wording in the conflict of interest portion specifically because
the first sentence says the board a desire to maintain the highest of ethical standards now ethical standards is Def as principles that guide a person's conduct and promote fairness good behavior and Trust now how can we be talking about this when we've had board members colluding with the pack in order to initiate this recall how does that promote fairness good
behavior and Trust when we sit in this seats we're supposed to be completely unbiased and like Jean said earlier we're supposed to represent everybody the entire community so I would urge you to reconsider the verbiage in there and I would like to see something that keeps board members working as a team and makes it so board members cannot go off
and then essentially work against our entire system uh that kind of tore it down over the past year and a half that's all I have thank you very much have a good evening thank you Mr Molina ml baram followed by upate good evening folks good even board Dr Woods executive staff my name is Emil baram um I want to talk about uh student
discipline tonight teachers are having a lot of issues all across the country with student discipline um and I've been out in the community talking to a lot of people and there are some discipline issues here in Tula as well we have discipline policies but it seems as if from the feedback that I get from the community that we're not following through with
consequences when students um violate the rules in the schools it seems as if the philosophy is and I've seen this before in my own experience that if a teacher sends a student uh to an administrator they're back in the classroom in five minutes um and like I said I've seen that from my own experience um before retiring in
2021 so My Philosophy has always been from all of my years of experience is that consequences deter behavior that is not acceptable in a student but after that consequence okay is uh is executed there is restoration and there is forgiveness um and there is a clean slate and I would urge uh with your discipline policies in general because
they're going to come out and we're going to start a new year we need consequences and the community is asking for consequences um I spoke to a woman today she uh her her home is right up against uh one of the middle schools and and she is she told me some of the things that these kids are running around saying
with her Elementary age kids in the uh in the house because they hear it I can't even say what it is here I can't even speak to those things but the teachers on the on the on the on the grounds say stop saying those things near that fence because we're going to get complaints instead of saying stop saying
those things and reprimanding those kids for saying those things and this is not the only thing that I hear there's disruptions in the classroom and if you you have to hear the same things that I'm hearing and if you're not then you're not connected um but we need consequences we need consequences we need restoration we need forgiveness because without consequences
to discipline no behavior is going to be deterred thank you thank you Mr baram last up is upne so the first uh board uh bylaw that I'd like to talk on is 9150 I'm really pleased to see this agenda item um of a student board member I have been impressed by the various student speakers who have spoken eloquently on
the issues that affect them this is an excellent opportunity for adults to demonstrate to students how to practice civility when disagreeing with someone this will be a great opportunity for for these students to represent their peers voices and participate in their local government it should be done swiftly so multiple high schoolers can experience this uh the I had a quote the best way
to predict the future is to create it so giving these kids this opportunity would really help them become better leaders for tomorrow and uh there is the board bylaw 9124 I have some concerns about the policy of individual board members seeking legal council as pre mentioned previously I don't see a need for contacting lawyers IND visually for
board members of board matters unless absolutely necessary our legal expenses are already high due to trustees contacting the legal council frequently there have been instances of poor judgment in this area previously so I recommend that the board engage lawyers only when there is a majority agreement uh the next one I have is the conflict of interest the uh board bylaw
9270 and I am going to be presenting the other side of the argument there was a pack that funded and got certain board members elected one has left one has been recalled and there was a lawyer that donated to that pack and then suddenly the board passed a policy and then the same firm gets hired without any discussion and they're granted a
contract we don't know how much they're going to end up with I'm talking about Advocates of faith and freedom if somebody isn't catching my w so then we have another board member who was being recalled who who's uh who uh uh prior political operative campaigned for him and the political operative husband has a contract with the school district that
is definitely a conflict of interest maybe not directly I think the language needs to spell it out it is really unfortunate like it used to be common sense to avoid this kind of a quid broo but it is unfortunate that we have to sell out these instances but please consider these past scenarios where the recall board member has shown a lack of
Integrity when you're writing this new policy and thank you for giving me the permission to ask a question that clarified uh really well and uh I would suggest like you know somebody said this to me a long time ago this is a quote from Jungle Book a courageous heart and a polite tongue will carry you through the jungle you
can really get a lot done that way thank you thank you very much could could we take like a short break because I know we can't take breaks now anymore let's take a five recess thank you for the reminder we'll see you in 5 all right recess is over we're going to go ahead and move forward thank you for your patience
tonight now uh we are going to head into the section where we talk about all of the policies this is an information time um or a sun shining where we know many people have had the chance to read through it and look at it for a first read we won't be voting on anything tonight um but what I'd like to throw
out to my colleagues is is there a particular policy that you'd like to talk about I know we won't go through all 20 but I'm I'm opening the floor for your thoughts no just the one I pointed out to you about how many meetings we have mon I think 14 meetings per year is better than microphone uh 14 meetings per year is
better than 14 meetings per month so that was just I guess I guess it typo so I already told lene about please not 14 me I if I could just say quickly um I've looked through most of them and most of them are uh designed to bring us into line with either Ed code Ed law or csba
policy and I would appreciate if anyone has anything that they want to you know talk about you could email me or we will bring it back when we vote on them we don't want to really go through everyone tonight unless there's something that someone thinks is really particularly that needs to be talked about thank you yeah I was just going to say that I
mean like like Mr Schwarz mentioned that um most of the changes you can kind of see they're colorcoded so if they are required they're basically non-optional um and I think a lot of them came from our fpm the federal program monitoring that happens so when they come in the the people who give us the money to be a
public school have rules and requirements that we have to follow to accept the money and use the money and to be a public school um and as they come in they review all those policies and give us Direction on what needs to be in them what must be in them it's not really optional um so I think those
changes were in blue and those are what are required um one that I would not mind mentioning is the the student board members the 9150 um so I think the issue for this one is that we did receive a petition this is a required policy and we did receive the petition so now we have to do something
about it um so I read through this I read through the accompanying Ed code I looked at what a few other districts have done um one suggestion I would make to this board policy and you know staff can tell me if this is acceptable is that it's about halfway through there's a line that says student board members
may make motions that may be acted on by the board um except on matters dealing with employer employee relations um that's an optional one from what I understand in the in the Ed code it's it's not a shall it's a May um and I would think just because we're getting started on this maybe we would leave that out not
allowing a student board member to make motions at first since we're just getting used to this and of course we can go back and modify these at any time and and change that that would be one suggestion that I would make um then as far as procedure I looked at sorry I have a I have a Perpetual cough
so I've Adit in my mouth I apologize um the the district I found that had a really great procedure because we we actually kind of have to move on this because we did receive that petition I'm sure you can give more more light on that but we are under a timeline um but there is a suggested procedure and the
way that this one works this is from Powe um it's an application process um and we do have full latitude on how we do it from my understanding from what I looked at we can decide the procedure the board can decide um this procedure I thought was pretty simple and you know we definitely want kids who are want to
be committed to this it's not just something fun to put on your resume it's a it's a lot of work um and the timeline that they establish would basically be getting the word out talking to kids and nothing would happen no students would be on the board until next school year so I think more discussion can be had
about it but I think I I'm pretty sure we would be complying with the petition that was delivered but it would give us this full year to implement the procedure and not have someone on the board until next school year and it's basically an application process some interviews um and it's a committee the way they did it it was made up of you
know a lot of different people some people from the board superintendent you know you establish a committee to to decide um so anyway that would be my suggestion on that policy I know we have to do it it's it's required um but maybe take out the one the one line and then that we could proceed where we're
establishing the procceed procedure this year and I think they start accepting applications in like they're do the way they do it they're due in February and they determine it by the end of the school year and then they kind of work with the kids and train them over the summer and then they would start the following school year so on 9150 that would be my
recommendation um you know it would be nice to just take it a little slow on that one but I think we do legally have to move forward on it um can we talk about this do you have comments Mr Schwarz um yeah uh someone raised that during U board comments and it's not something that we cannot do we
have to do it um it's in Ed code 35 012 we must have a student representative uh depends on how many kids are in the district so it's either signed by 10% of the students or 500 whichever is less uh the someone made a suggestion when it was brought up that we rotated among the four high schools and let each
representative serve for three months um that's a possibility I don't I don't know that after three months if we want to just Chuck someone away and bring in another one I don't know exactly how we want to do it do we want to elect one representative for a year I guess we could work out all the details but it's
not something that we want to do uh that we don't have to do we do have to do it and I would like to see a student on the board I know Murietta has had one for a while and I will talk to um the people on the muetta board and um Dr Woods could talk to Ward the superintendent
there find out how they do it and uh I think it's really important I know when our kids come and give their comments before board meetings how impressive they are how much they work for their schools and I think it's important that we have their voice it's on the board so however we do it we we need to figure
out a way to do that and sorry just one more thing to add um piggybacking off what you're saying we can also if my understanding is correct we can try it out we can change our process we can even um at at some point if it isn't working well eliminate the position for a period of time so it's not like once
we do this it's done forever and nothing can be changed so we can always modify our our procedures um based on how things are going and possibly I don't know if we would form a subcommittee or or how we would move forward but it seems like we probably need to do something pretty so points well taken um you're
right we had 60 days I believe from the time of receiving petitions to start the process to be moving forward so all of that is true and uh you know in looking at this I I downloaded some some information and read through it this weekend and I am excited to start the process for student representation and I
love Mrs barklay what you said about taking the time to craft it appropriately and really think through some of these aspects because it will be a premier opportunity for tvusd so we want to do it right and be organized and know how to speak to things the research is good I've also talked to several trustees in Orange County who have seen
great success with it um whether it's one or four I'm not sure I know as a seated board member there's so much to learn I question one me in for a couple of months and rotating but maybe there are thoughts of having a four and they all come to the meetings but you have one behind the day for three months I
just think these are ideas that should be Meed out in a committee so I think that is a great idea um just so you know out there our listeners there's about 64% of the Unified High School Districts inali California have a student board member um what I would like to propose is a subcommittee process as you mentioned
because it'll allow us to sort through eligibility eligibility criteria the application and interview how the board will weigh in whether or not a student serves for a quarter semester or a longer period so these are all points well taken and then it's really important we get through the election as well we don't know what that will look
like we want to fully constituted board with representation of every community and then next year that would be a great opportunity for someone to step in it would give us a good thing to run for as a board to kind of set the pace do some things differently and know that we've got that opportunity for students and uh
we can make a difference with that so I I was going to say I'm on the ASB committee and I would um talk to the high school ASB uh people uh kind of throw it out to them to get some suggestions because they're the ones who deal with the student leaders in their school and again I would contact Viet to
talk with them see how they do it and you know we can come up with we can talk about it flush it out and agree on how we want to do it um but I don't think we should rush into it we don't want to just get it started and then maybe have to kill it so uh yeah Mr Schwarz would
you like to form a committee with me would would you be open to that or or barlay yeah sure yeah wake a work work together on it definitely we include um I I guess Dr VZ or and Dr Woods we can work on that I maybe bring bring in some of the PTA presidents or some of the high school
ASB people to meet with us or even some of the high school uh student presidents get their feed I I think it's important that we get the excuse me the feedback of the students themselves see how they what they think and how they want to be involved and and get their opinions and then we go from there not not a rush but
we want to make sure it's something that's going to work great y I think protocols parameters understanding the process would be great to go through and communicating that with students because people have reservations about this um so we're going to do it right absolutely okay do we need to vote on the sub all right got direction we're good all
right so are there other policies to that you would want to point out I know there's a lot and we'll take our time in this next month um I know somebody I think Mrs Mossa might have mentioned meeting conduct and that'll be an important one for us to sort through I did just want to briefly refer to this
because I heard from a couple of people tonight and of course we want to honor consistency in the meetings so we'll work towards that um this says without taking action board members or District staff members May briefly respond to state statements made or questions posed by the public about items not appearing on the agenda additionally on their own
initiative or in response to questions posed by the public board members or staff members may ask for a question of clarification make a brief brief announcement or make a brief report on their own activities so that'll be something further to explore I think as we've gone through the year there has been time where I wish we could make a
clarification because it's important um so that's why I went there tonight but I also the fact that it could open the door then to other conversations or things that roll out so um I I do have a desire for consistency with that and it'll take some time to go through this so just wanted to note that um I'm sure like I've done you've
done your homework read through um I I think it's important to keep in mind as we filter through this process and come back um that we who knows we may have four new Bo board members in December we don't really know um my perspective is that in being judicious and prudent there may be some things that would need
a fully constituted board there's representation from all communities so I know as we study and read through that that can play into it and then we'll have opportunities to meet with Dr Woods or with staff so I'm looking forward to that that to that this month so we can continue forward and and I I hear what you're
saying but I do believe correct me Fe wrong we do have to get these approved next month because that that was required by the federal program monitoring is that true yeah on some of them that is true some of them yeah we're looking at that and we have a spreadsheet that we can give you that kind of lays that out we did pick the 20
most time sensitive board policies to bring to you this time yeah can we um just agree we'll we'll do or due diligence this month we'll go through them if we have any thing that's critical that needs to be revised we'll come back and I don't want to sit here and go through each one and and spend have a
meeting till 1:30 in the morning let let's just agree to take our time study them at home go through them if we really think that something is outrageous or not right we can talk about it but if we're following the law and the Ed code and csba directives we pretty much have to stick to what we've already gone
through so um I think uh going through them seeing all the corrections was really helpful and and beneficial to making sure that our policies are up to date so let's um leave it till we come back next week and vote on them I mean next month and vote on them and if we have any real critical issues I would
call you during the week or during the month and go over them with you make sure we smooth them out or talk to staff if it's something that's falls under cabinet uh Direction I want to thank those of you who came and shared your thoughts tonight and if you're listening out there and you want to give us your
perspective please email us go ahead and do that because um I think that's important so thank you all right are we moving on to negotiations update Mr R thank you Mrs G most of our combined TV us TVA negotiations teams have actually been enjoying a well-deserved break this summer uh successor negotiations will resume when school starts again in
August and we look forward to continuing our collaborative efforts with TVA at that time our next negotiation session with CSA will be held on August 26th we look forward to discussing ongoing bargaining topics along with any concerns related to the transportation item approved tonight and we want to reiterate once again that we care deeply about all of our employees including our
transportation staff thank you Mr gisma thank you all right it's a quarter to8 we are on to board comments Mrs barklay Mr Schwarz everyone's looking at me I guess it's my turn um yes I actually was able to go out and do um Summer School site visits I appreciate Dr Woods and all of the staff who um who helped arrange that um so we
went over to tvhs and we got to see um I was surprised there were quite a few students participating in summer school and some of them you know at the high school level are there for credit recovery they need to make something up to make sure they graduate on time but some are there to get ahead so they are
there taking more advanced classes so they can not have to do that during the school year maybe take an extra elective or and whatnot and so there were quite a few students on campus and the staff were all um super excited to be working in the summer no they really were um so it's great to see them and then um I got
to see where our students in special education were were receiving their um their summer school programs and they were they were just fantastic and it was so fun we got to participate in some activities in one of the classrooms and the kids were very excited um to be there with our friends and their teachers um and then we went over to
Alamos Elementary and saw um some of our other students in special education the the elementary kids and I saw two of my really good little friends in their classrooms it was so exciting they looked at me like what are you doing here you are never at my school but it was really fun to to see that um and the
really dedicated staff it you know a lot of a lot of teachers and take that summer break which is very well deserved and the ones who are willing to come and work all summer um a huge thank you to you because we could not serve these students with with special needs or our our high schoolers without teachers that are willing to
take on those extra jobs so um I know that the parents and in the district really appreciate the efforts of those teachers um I also got to go visit the athletic facility not gymnasium athletic facility at chaffel High School that's being built if you haven't driven by it I don't know why cuz it's huge it's right there Winchester it's going to be
beautiful they're coming right along it we have a dance room weight room a huge snack bar I'm excited about that a gym um and my favorite part is going to be the cut metal mural on the outside by the street it's going to be very striking and really just a showpiece for the community and um it's going I mean
the rumors are it's going to be open for spring Sports so we'll see no promises no promises but there are rumors about that um but yes it was wonderful and I really appreciated um Mrs lash and Mrs pre for um making the time and and I know a couple people stayed late so that we could we could go
but they were very kind um and it was awesome um and I also just wanted to there has been a lot of talk tonight about um the new assembly Bill and a board policy that might be in in Conflict um and I think there is going to be a letter going out we received some direction from CDE regarding a
complaint um on that and so Dr Woods is there yeah that's correct there was a complaint filed with the CDE they rendered a decision a determination they sent me a specific letter um there is specific language that needs to go out regarding board policy 50201 specifically 1 a 1B those two items have to have language attached to it we'll send that to
students parents and staff members by Thursday yes okay so just so the community knows it's not that we're not addressing that it's just being addressed through a different route currently um and then you know we'll proceed after that so anyway thank you and hope you guys are having a great summer were you following me around cuz I was at TV twice for summer
school um it it was really amazing I want to thank God I I Joe B wasn't there because he was busy I want to thank Tim man who's the assistant principal at uh Veil Ranch for showing me around um as as Allison said some kids were there for credit recovery and some were there for advancement and J own class
as many of you know I am I I was a Spanish major so I love to visit our Spanish classes and speak in Spanish it kind of keeps me in the loop and refreshes my memory I also visited uh Summit to see what's going on there again I'm going to impress upon everybody please try to make a a plan to
visit that school it is just beautiful uh same thing I did visit chap to see what's going on there it's just crazy construction uh I want to welcome I have two new principles in my trustee area I want to do welcome Dr Amber Lane who is going to be the new principal at Great Oak High School I know she was here but
she's not here anymore uh welld deserved uh I want to welcome Amy ricken to the district office who I know her experience is going to be phenomenal for us I also want to welcome Carolina paa who's going to be the new principal at Tony Tobin and I want to welcome Dr Manny granielle to Tula elementary school I know they're
going to love him there he's going to do a phenomenal job I also want to congratulate our own Jimmy Evans on receiving his award for communications I know we're going to display it prominently when we get it and we show it to everybody um as far as student board members something that we're going to need to deal with and uh hopefully
we'll work it out so that we do have a student representative real soon um I I heard the gentleman talk about not complying with laws uh that's not something we do on the board sorry we we do have to comply with every law and not uh disregard them uh we have to protect our students and our teachers and so I
know there's a big hubub about that bylaw we have the passage of ab1 1955 which goes into effect in January we got the letter from the Department of Education about it Dr Woods is going to send out letters to everybody and um let them know what's going on and uh I just want to thank everybody for being here I
know it's a summer and I know everyone's like can I take a rest but it's important that you guys stay involved we we need to see you here and hear what you have to say and please reach out to us if you have something you want us to do send us an email get in touch with us
so we can work on the issues that are important to you so have a great summer I will see everybody when school starts in August in closing tonight I'm going to share my perspective on ab1 1955 many of you are familiar this was a gut and amend bill that was rammed through California state legislator just just recently that Governor Nome just
signed into law and in my humble opinion continues to question local control and stripping parents of their god-given rights though a 2023 rasmon poll stated that about 60 62% of Voters in California regardless of party supported the idea that if a child wants to change their name pronoun gender or the bathroom they're using that this should be shared with parents along with any
major change in a child's physical mental or emotional health or academic performance there should be no secrets between schools and families I know Dr Woods and I discussed that this past week we agree I'm sure many of you do parental Authority is Paramount it is well protected by the 14th amendment in the US Constitution and a variety of
Supreme Court decisions truly we cannot let parents be assumed to be the abuser and there are mandated reporters in place place to help those who need extra care as needed this policy was never about outing a student as the Press some elected leaders in the union have mistakenly asserted and yes just for clarification because I'm here to speak
some truth the California teachers union was a major supporter of the bill you can do the homework and research the question is also important to know that a Riverside County Superior Court judge judge Kean he weighed in on this and he found that the parent notification policy is not discriminatory because it applies equally to cisgender and transgender
slash gender nonconforming students so that was a win for this board and the decision made by a prior conservative majority what parents need to know is that this legislation that Nome just signed is being challenged there could be a stay there could be an injunction it could eventually be found unconstitutional in federal court that is an unknown at this
point it is currently unfolding obviously if it's officially California state law enacted in January of 2025 we will speak to it with changes as needed we are not above the law in the meantime as I mentioned the former majority pass this policy for very important reasons it's to protect our parents and our students we will keep you
updated and just know you will always have the ability to ask questions so you will see a letter go out but understand the law does not go through and that's if it doesn't get held up somewhere in January of 2025 moving on the California teachers union and Tula Valley Educators Association did pour tens of thousands into the recent recall of our board
president they have a constitutional right to do so all citizens have a constitutional right to organize for this purpose I also have the right to give you the Fallout and the facts the Tula Valley Educators Association received $ 49,7 126 in donations to put towards the recall campaign spending $177,450 4 according to their 460 form $336,600 of that came from the
California Teachers Association before the June 4th election another interesting note that someone hid on tonight the CEO of the TCI social studies curriculum donated $10,000 to the recall efforts through the one Tula Valley pack when you consider the interwoven relationships of teachers activists the curriculum industry sac all the things it's actually amazing that this recall only succeeded by a
little over 200 votes someone brought up a conflict of interest in looking at policies I think all the way around we should look at these things so those are up for discussion here's the Humdinger on top of all of this Dr K Rosy's recall election subsequently following followed by placing that seat on this November's ballot so area four will get to vote
will cost taxpayers UI the district somewhere around $160,000 now because the one Tula Valley pack didn't do their homework with due diligence the fact is that he could turn around and run and win again in November we don't know I'm not advocating for that you figure it out do your homework to mecula but the issue is after months
of chaos and duress throughout our communities school campuses all the dollars spent he could be back okay not only that but the one Tula Valley pack has denounced the Riverside Office of Voters for not following the spirit of the law we're not supposed to follow a spirit we're supposed to follow the law they were derelict in examining the
particulars in a responsible and transparent way while projecting that the ROV is to blame throw in another $75,000 for the seat Danny Gonzalez abdicated after consistently being hounded by some some of the groups you can understand why he went the way of Elon Musk and took his family off to Texas next I'm going to speak to a
couple of lies that are being discussed on a Tula podcast designed to work hand inand with the pack and malign opposition lie number one that my goal and others like me is to defend excuse me lie number one that my goal and others is to defund and tear down public education this is emphatically false I believe our schools are a vital
part of the community on a local on a county and on a Statewide level we have so much work to accomplish for the good of all of our students and though we are well-funded as a state we don't always have the best outcomes we're ranked 37th in K through2 education according to the US News and World Report I believe some of this can be
attributed to trenched establishment interest the collusion with Sacramento and Union power etc etc etc further it looks like our governor may be putting billions of dollars in federal education funding in jeopardy with his recent attack on parental rights it's furpa so while you're pointing at me and people like me our state continues to lose families walk in the neighborhoods
you'll hear it we're losing them to homeschooling Community pods char schools private schools and I totally support parent choice parents need to evaluate that but who's destroying and dismantling public education I'd make a case that it's not me okay at the same time Progressive organizations are busy filing recalls all over the state of California against people like me for refusing to adopt and
stamp the status quo this while running resistance weaponizing lawfare creating chaos and then claiming to be the victim The Playbook is is the same everywhere so here's what I have to say to you Tula look at your local government candidates city council Schoolboard all of them do your own homework look at who's endorsing whom where is the money origin
originating where's the money Trail because that will usually tell you something I'm not going to tell you who to vote for you do it you can help make our community stronger we all have a part to play lie number two I just have two the idea that I'm a Christian Nationalist and therefore a threat look I love this country I'm a
woman of faith I am not a cult member who supports the idea of capturing Society through authoritarian means so stop with the religious bigotry on your recent podcast you apparently alluded to the fact that we're on opposite sides so I'm the enemy in essence gentlemen you have made this season partisan not me while I'm accused of being a fascist I've heard it
all Nazi and that I'm controlling others it's interesting to me to examine the network and connections of groups like the one Tula Valley pack the state and local union different groups throughout Tula bike Tula Valley it's an intertwining of people positions and power they're intrigued by ideas that will transform our schools our communities Transportation all in the
name of collective good climate change 15 minute cities all the things so I'm just telling you again do your research with the 15minute city look it up to me restricting restrict restricting a level of Freedom into a 15-minute area of tyranny doesn't sound like a good idea for students our town or who we are as Americans and I know
I'm talking the big picture here but when you vote on a local state and National level it all matters it sounds a lot like a new world order with Solutions rooted in socialism and control I'm not looking for that control I'm not the individual looking to take over I'm fighting for Freedom I'm fighting for parents so join me I have a vision of
where we're going to go and I'm excited about a new board that will be in place in December and we'll work together you can already hear it we've got a lot of common thoughts and that's exciting it's not about making teul boring again it's about the idea of competing academically with the likes of Irvine and Powe it's about
holding the line on policy and pivoting to include new goals in the realm of Education here's what I do believe now that you've heard the lies every single student deserves the opportunity to pursue great things at tvusd they all deserve to be elevated I have the joy and I have the Peace of Mind knowing that I am honored
to be a part of this I have't done it I have not done it all right but I'm honored to be a part of this we've got great stuff going on and look if we can all watch a former president get shot jump up and encourage people all over the world to fight for what they believe in so can I so can you
it applies to all of us we need the inspiration and the courage whatever your values are whatever your beliefs are get involved get in the community make a difference this is the time to do it and with Civility and with decorum and with debate I'm here to do that so God bless you and your family as you
kick off a brand new school year it's right around the corner and I am rooting for you we are excited for what this next year will bring so just remember in closing and I know this was long but this is one of my very few opportunities to address the community that I love okay as I mentioned get involved
volunteer and remember America is the place Freedom Reigns and Liberty will never die so go vote in November vote for your community and vote to save this country thank you [Applause] okay I would like to call forward Mr Jimmy Evans and jod Mueller these two represent our outstanding Communications Department they were recently invited to Seattle Washington where they received
uh a number of national awards first time I think in the district's history Jimmy I know will say a little bit more I believe there was a golden Achievement Award for the high-i program I know that was a big one there was also uh a couple of Publications and digital media excellence awards in your in the video Publications you do and the
newsletter that's done weekly so on behalf of the Tula Community this is a big deal it's a national award please tell us about it well first off I want to thank obviously Jody next to me here we are a mighty Department of two and so we uh we try to do a lot to cover everything within the district um I think that
starting two and a half years ago in my current position it was about really creating a window into what we know is happening here because a lot of Awesomeness was happening but not a lot of people knew about it so our goal coming in really was just kind of opening that window and showing the community and our staff everything
that's going on here and that's so amazing and really what we cover in terms of the newsletter videos can only happen if the events and things are happen happening are amazing you know you only can do so much with a a video or or publication that that's not awesome so it really comes uh just to show what the awesomeness that's
happening around the district and so we're very excited to do that um in terms of the um Awards and so forth it's it's really about um making sure that the community knows what's happening we want to make sure that people are engaged we want to make sure that people are excited and on top of that we want
to make sure that our staff and our students are proud of what's going on here and you can't do that unless you really show the community and show um parents and students all the the stuff that's happening so I think that it's opening that window once again and really just sharing what's happening so we want to thank everybody for this and
we want to encourage everyone to follow us on social media and continue to follow us I know that we get somewhere between 25 to 30,000 views usually on our newsletter and um just like we encourage people here at the board meetings to get involved a great way to know what's happening in our district is to really uh catch up on our newsletters
and uh I know that uh you know jod really helps out a lot with our s'more newsletters and tries to do everything we can to make them really amazing along with our videos so just want to thank you and also thank you my partner in crime over here miss Jody Mueller um we appreciate for obviously the recognition
