I'd like to move to move uh motion to move item R to after item N which is public comments to after student comments. I'll second that. Okay. Um do we want to call roll or just say that there's not a consensus? Okay. Uh they want to move public comments from the end to the beginning. I'm going to address that

UNKNOWN 0:02:06

though today. So, um, okay. Schwarz, no. Wears, yes. Kamaroski, yes. Barham, no. Anderson, no. Okay. Um, all right. Then the other request that I have is regarding the exact same thing. It's regarding understanding general public comments on the agenda. I was actually asked by some community members to make this handout and disseminate it because they believe there's a lot of confusion around it.

UNKNOWN 0:02:49

So, I'm asking the board if I can take I feel like it would be valuable to take the time to explain to the public how to read the agenda and how to understand public comments versus general public comments in our agenda. And I wanted if know if I could have like 10 or 15 minutes after president comments to do

UNKNOWN 0:03:08

that. Sure. Okay. Shouldn't that have been agendaized? Um I had it under information but then I realized that we need people to understand how to read the agenda as we work through the agenda. And what it is is just explaining to people as before we start into the meeting how to read and understand the agenda. Where was

UNKNOWN 0:03:31

that under information and reports? I pulled it off of information and reports and I'm asking for board consensus because it's not really information and reports. It's really just educating the public on how to read the agenda because they come in and we have the agenda and people don't understand how to read it. So, I just want to take a minute to

UNKNOWN 0:03:51

explain to people how to read the agenda before the meeting starts. And I think like that should be allowed. It's just sort of a procedural. I think that needed to be agendaized and then something for people to see prior and read thoroughly before just adding it to the agenda. And you said a minute, but then you said 15.

UNKNOWN 0:04:14

So no, I said 10 to 15 10 to 15 minutes to go through this. The the thing that I have a problem with is when I brought forward the discussion for public comments and how to make it equitable for everyone including e- comments and splitting things. There was no discussion of that. So I I would be no looking at this for 15 minutes when

UNKNOWN 0:04:34

really that hasn't been brought back to thoroughly discuss as a board. Actually it's not for discussion. It's just for information. And I made this for you so that you can better understand how to where public comments versus general public comments do let's call the vote. Can I do that? Lenny, how can we vote on something that wasn't

UNKNOWN 0:04:56

agendaized? Going to do a motion or it could be in your board. She's making a motion and I'll second the motion. Well, I could How about this? Can I have an extra 10 minutes in my general board in my president comments whenever you want to do it? cuz I'll just read this for my president's comments. Can I I think

UNKNOWN 0:05:13

anything we do to help educate the public about how we do business is a good idea. So, can I please just have an extra give me 15. I think I just need 10 to for my president comments. I think the thing again I would have asked is that what we had talked about before and what I had asked be considered for the

UNKNOWN 0:05:33

public should have been part of this discussion because it was something I already brought forward. So, can that be brought back into this or is it just you making a 10-minute speech? It's just me making a 10-minute speech. Is that okay, Lenny? I don't think we need to vote on it. It's just approving the agenda. Do I have consensus to have

UNKNOWN 0:05:52

an extra 15 minutes for Can we call roll? Yes. Okay. Schwarz, yes. Wema, no. Kamoski, no. Barham, yes. Anderson, yes. Okay. Okay. I'd also like to before the approval agenda, I'm going to pull the warrant list just when we get to it just to discuss an item on it. Which one? Okay. The warrant list. No, it Oh, there's a

UNKNOWN 0:06:14

whole bunch in there related to water. Yeah. I'm not pulling the whole list to go through it, but what's that? Number three. Yeah, number three. Um, do you want to do that now or when we get to the consent? No, when we get to it. Okay. Yeah. I'm just giving you a heads up. Thank you for that. Um, any other

UNKNOWN 0:06:29

changes to the agenda? So, my heads up for consent, we'll be pulling 01 uh for discussion and further information for the public. What is it? 011 from the consent list, number item 11. Mhm. Okay. Anything else? I'm going to pull something off the warrant list number three. So, when we get to it Okay. When we get to consent, we'll pull

UNKNOWN 0:06:56

through. Is that water? Okay. Okay. Okay. I move to approve the agenda. Second. Yes. Wema. Yes. Kamaroski. Yes. Barham. Yes. Anderson. Yes. The motion was adopted. All right. So, in accordance with government code section, where's my glasses? 54957.7, the board will now meet in close session to consider items listed in section E. Is there any public comment for close

UNKNOWN 0:07:47

session? None. Okay, then we will go into close session.

UNKNOWN 0:21:52

p.m. the governing board will determine which of the remaining agenda items can be considered an active Act up before 10: p.m. and may continue all other items on which additional time is required until a future meeting all meetings are scheduled to end at 10 p.m. okay um I now yeah before I start I've asked um before we went to close session I asked

UNKNOWN 0:22:26

for additional time for board president comments um don't start yet because I have two okay um don't don't start the 15 minutes additional so start a three minute right now the first comment I wanted to make was I wanted I wanted to take a moment and express my appreciation for each of the board members and the unique

UNKNOWN 0:22:59

contributions that you bring to our meetings first I want to thank Mr Schwarz for his subtle but effective reminders to keep us on track especially when it comes to calling the question I appreciate your efforts to keep us focused and I'd like to ask that you help in guiding us when it's time to take a recess so that we can have a

UNKNOWN 0:23:18

smooth flow in the meetings Dr kamasi thank you for your skill in keeping the meeting moving efficiently your ability to subtly encourage PR progress is invaluable um however I'd like to ask that we remain mindful of interruptions ensuring that we allow all others to speak and keep conversations orderly Mr baram I'd like to respectfully ask for your awareness in managing the time when

UNKNOWN 0:23:45

making comments it's important that we respect all the time limits to ensure fairness to all members so I kindly ask that you adhere to the time allotted and be mindful when time is called Mrs WMA I appreciate your en enthusiasm and encouragement in our discussions I'd like to ask that we refrain from interrupting other board members and additionally I'd appreciate

UNKNOWN 0:24:08

it if we could avoid I'm sorry avoid encouraging disruptions or noise from the public is it can hinder the flow of the meeting and our and affect our ability to hear everyone's voice lastly as the board president I recognize that I too get caught up in the details and miss the time so I ask that you continue to

UNKNOWN 0:24:30

remind me if I inadvertently interrupt which I have and please feel free to call time when necessary as I tend to focus on reading statements and may not always be watching the timer I believe that by working together in this way we can continue to ensure our meeting remain professional efficient and respectful so thank you for your

UNKNOWN 0:24:50

cooperation with this all right and then the next thing I asked for an additional 10 minutes um 15 minutes so you can stop the timer now and if there's anyone here that hasn't received a packet this has been emailed out to the public and we can you can request an email or you can pick it up right now um but I feel like there's

UNKNOWN 0:25:17

a lot of confusion in the community and I want you to know why I need this additional time so go ahead and start um when I was elected board president I didn't have experience and we had attorneys listed to be hired part of hiring an attorney is an interview process so I called the attorney that was listed for a a lrr and I asked

UNKNOWN 0:25:37

questions like what is your specialty what do you work with most or and in that conversation that attorney voluntarily mentioned that I should move General board comments to the end of the meeting this is something I didn't have experience with and I wouldn't call it attorney counsel I it was an a suggestion from an attorney that we were

UNKNOWN 0:25:57

looking at hiring ing um so I did I moved them at his suggestion and then I've h i last meeting I gave all the reasons why Mr DeMarco recommended moving comments to the end General board comments to the end of the meeting um there's still a lot of confusion about General Bo board comments um some members of the public I had to meet with

UNKNOWN 0:26:24

them personally and they said they were under the impression that I had limited Free Speech or hindered all of G of public comments and they thought it would be a good idea if I explained how to understand if I explained how public comments work in a meeting so the if you have don't have one there is a sample agenda and this is last

UNKNOWN 0:26:48

meeting sample agenda it's the agenda from last meeting the highlighted highlighted in green these are the sections on the agenda where public comment is allowed 3 minutes per comment maximum 30 minutes allowed a breakdown of com public comments on this SE this sample agenda it used to it would have been 13.5 hours but because I added a section

UNKNOWN 0:27:13

for student comments um I increased the time to 14 hours of public comment that could be allowed at the last meeting um the other shift I moved public comment I I moved a section called general public comments from item o to item r on the agenda I did this at the suggestion of an attorney he wasn't giving legal counsel he just suggested

UNKNOWN 0:27:44

it and he gave me his reasons I thought they were valid I spoke with security about the reasons and I also spoke about some Administration and everyone was very supportive about moving General board comments to the end of the agenda um can you scroll up so allocating time board member comments we allocated three minutes for their comments totaling 15

UNKNOWN 0:28:10

minutes that is allocated on the agenda so the board member gets 15 minutes the president gets an an additional three minutes the teachers union used to have I think 10 minutes we brought that back their Spotlight each Union gets three 3 minutes each for a total of 3 minutes so I want to just summarize the public comment the time for the public to

UNKNOWN 0:28:37

comment that is allocated on this agenda is 14 hours remember it was 13.5 but I added a half hours so now it's 14 hours the total board comment time is 18 minutes and the total Union time is six minutes I just want to let people know the total time for public comment can vary depending on the number of

UNKNOWN 0:29:01

information and action items so this is just for last agenda meeting the last thing I want to say my first meeting after I moved public comments at the recommendation of an attorney we were considering hiring I received many threatening emails some emails said if you don't move public comments back to the first we're going to sue you that right there cemented

UNKNOWN 0:29:31

public comments at the end of our agenda permanently because if I move forward with people thinking that they can send threatening emails using bad language and saying I'm going to sue you then I've set a predent for the next four years that if you harass me via email I'll give in and I'll move the comments back um I even discussed moving comments

UNKNOWN 0:29:56

back like should I just move them back and when I talked to several professionals they agreed you can't move them back now because then I set the Precedence and I'm going to increase the number of threatening emails and hysteria around where public comments are so right now public comments will remain at the end because I really do

UNKNOWN 0:30:13

want to have four years of non-threatening emails um if there's any questions you can email me this agenda uh or these these papers have been emailed out to the public we can make them um available as well through the district and there's extras in the back so that's it Mr burm we now have items considered in closed session for action and Open

UNKNOWN 0:30:46

Session got it it was moved by member Anderson and seconded by member Schwarz to ratify the settlement agreement and release for classified employ empe number 135 547 effective March 3rd 2025 the motion to approve was adopted with a vote of 5 Z two it was moved by member Anderson and seconded it by member WMA to deny the claim for damages for LSD dated

UNKNOWN 0:31:19

February 27th 2025 the motion to approve was adopted with a vote of 5 to zero three it was is moved by member Anderson and seconded by member Schwarz to approve the settle them agreement for case number o ah 20251 0534 the motion to approve was adopted with a vote of 5 four and last it was moved by member

UNKNOWN 0:31:46

Anderson and seconded by member Schwarz to approve the final compromise and release agreement for case number KC the motion to approve was adopted with a vote of five to zero that's it okay thank you Mr baram um we now have recognitions and announcements do we have um no student Spotlight and is there anyone here from tvea or

UNKNOWN 0:32:15

CCA all right okay and we don't have any student comments l no all right we'll move on to the consent item the consent calendar um we did have some items that we were going to um but she's also comment no public comments okay can I ask lene to open up the warrant list and thank you and when you do please scroll

UNKNOWN 0:33:02

down to utility water when we get it on the right hand side forget what page page six yeah thank you and if you could zoom that please Len I I talked to Dr Woods before the meeting I don't feel comfortable voting in this section um one of the reasons why is if we look at Crown Hill Elementary School the utility

UNKNOWN 0:33:24

water is $20,000 but if you look at Helen Hunt Elementary 3000 and if you scroll down that list you're going to see 9,000 6,000 2,000 so Crown Hill Elementary School at 20,000 and then Tula Valley High School at 10,000 I mean this is just my ignorant question but did somebody leave the water on for a month or like some

UNKNOWN 0:33:46

there's the disparity and I I just want the district to speak to this and I caught this um you know today it was last minute but I still caught it so I think Dr Woods said a possibility of pulling these out of it but we'll see and then we go down to Eastern municip uh municipality and I'm guessing it's

UNKNOWN 0:34:05

just because it's Northern Taca so we have to go with a different water company and there that this um they clock in at much higher rates also than some of the other schools so if somebody at the district can speak to this and if not now maybe next meeting I just don't feel comfortable voting this in okay

UNKNOWN 0:34:21

thank you Dr Koski Mrs lash I know you looked at this real quickly this afternoon so it's the end of March This Is Us increasing existing purchase orders to cover our expenses for the rest of the year so this is not the total that we pay for the year we set up a purchase order back in July for every

UNKNOWN 0:34:40

single School site for their water bills for the year uh Crown Hill there was a typo so we didn't set it up for enough so the total for Crown Hill's budget aligns with other elementary schools of its size uh I think our projected total to spend on Crown Hill is 20 $ 6,000 for the year for water this is just one

UNKNOWN 0:35:01

incremental increase to make sure that we're covering our bills as they come du um so this is just a purchase order that we pay bills against right and so we have to increase the purchase order so that there's enough left so when we pay the bills as they come du the remaining balance is sufficient so all of these

UNKNOWN 0:35:22

are adjustments to an existing purchase order in order to cover the cost of the bills in fact we have energy managers who log our every single utility bill into special software that looks for anomalies such as water leaks underground that we can't see um which we did have at Summit Academy actually this year we had a water leak at Crown

UNKNOWN 0:35:44

Hill I think that was in um a memo to the board a few weeks back where we were losing I forget how many gallons a day but we can't rip up the campus until spring break so that work actually started yesterday to fix the water leut um Crown Hill or not Crown Hill chapparel so anyway we are monitoring um

UNKNOWN 0:36:03

all every single rate and every single water usage and it's how we find things that we can't visibly see sometimes um Great Oak for example we had to drain the pool um this year because we redid the pool and that came at a significant water cost uh but we are monitoring these every single month through our energy management department and this

UNKNOWN 0:36:26

again is not the cost for the whole year this is just the incremental increase to get us through the end of the year on these purchase orders so that's why there's differences in each one it's it's an increase it's not the total um but I'm happy to send you the total by School site if you would prefer I do a

UNKNOWN 0:36:44

couple more questions and thanks for the breakdown one is that why the disparity then between Crown Hill Elementary and the other two elementaries that are at 200,000 is just like a forgive me for using this language if it's uh you know for my brevity but is is it like a FasTrack pass where you're putting in money until you use it so that when you

UNKNOWN 0:37:02

replenish there's enough there and if that's the case why not have these match the exact bills why not have you know why the projected cost instead of the exact cost so if we did exact costs we would this would be on the agenda every single month to cover the bills for the month which we could do um but that's

UNKNOWN 0:37:20

not really how we operate for any purchase order at the beginning of the year we open the purchase order for the entire year so we en cumber those funds it sets those funds aside so we can't spend it on anything else and then as we move along through the year we adjust purchase orders up or down I um if we

UNKNOWN 0:37:38

think that we need more or we need less So This Is Us chewing up our purchase orders for the rest of the year so again with Crown Hill this is just a change to that on line item but Crown Hill for the year is expected to spend about 26,000 that's what the purchase order will be for um which is similar to like Abby

UNKNOWN 0:37:57

ranky is 28,000 projected Red Hawk is projected to be 28,000 French Valley Elementary is projected to be 29,000 so this is just the incremental increase um and Crown Hill like I said there was a typo in that individual line item so we're just TR it up for the rest of the year if there was a typo what's the

UNKNOWN 0:38:17

correct is you saying 26,000 total is our projected spend for Crown Hill okay and then what's the projected for Vintage Hills in Tula middle school and Tony Tobin because they're all set at 2,000 $18,000 difference yeah Vintage Hills is projected to be exactly 26,000 as well um total remember this is one increase of $2,000 we had already um

UNKNOWN 0:38:40

opened the initial um for Vintage Hills the initial purchase order that was approved back in uh July it looks like oh I'm sorry Vintage Hills um looks like it's about 16,000 for the year but again water is also dependent on the size of the fields and the irrigation that's set up on that individual School site so but yeah I can

UNKNOWN 0:39:07

get you that this is just in alignment with a projection of what we think we're going to spend for the rest of the year on this purchase order for the utility cost thank you is each site um there's 29 School sites and then is each site on a different time stamp of when there's projected an actual cost payout they're

UNKNOWN 0:39:26

not all uniform like all 29 we're going to project cuz then it would be more consistent here is that why it's different it's different because some of these sites have reclaimed water systems some of them have had uh leaks or uh projects that necessitate more water um so it just varies and then there is a difference between where some of these

UNKNOWN 0:39:48

are located on their rate per gallon it actually like Leia for some reason we're charged more at Leia Elementary for water on a per unit basis than we are some of our other schools and so it is something that we monitor to make sure those rates are consistent but each month but in comparison to other sites we're kind of at the mercy of what these

UNKNOWN 0:40:10

utility companies charge us perfect thank you yeah I would like a follow up on some of the breakdown but yeah thanks for the explanation sure I have I have a question piggybacking on Doc excuse me piggybacking on Dr koski's concerns here with the uh the PO know does the system itself the dispersement system will it allow you to

UNKNOWN 0:40:34

make a direct payment without increasing the amount of the purchase order so there are direct payments which we try to limit and you'll notice we list them separately on the agenda right there will there's an audit finding that will happen if we pay again if we pay bills that are not encumbered on a purchase order so the only direct payments we try

UNKNOWN 0:40:56

to stick to is employee mileage per DM things that we normally wouldn't put on a purchase order that are immaterial as well correct but um so those direct pays are normally at the very top of that warrant list but the law requires governmental organizations to use incumbrances which is US basically is safeguarding us to not overspend our

UNKNOWN 0:41:17

money which is why we do everything on a purchase order and then pay against that purchase order instead of pay as you go that's what I thought okay I have a question I have question on the warrant list so uh and I sent you this p0075 376 election services for 21,25 to so that was to run the that's to run

UNKNOWN 0:41:41

the elections in all four trustee areas correct I'm sorry correct and yeah it usually takes a while for that bill to come in okay yep all right and in area two my area it was more than the others so I'm wondering why that is is it because maybe I caused more trouble in that area why why is area 2 more more than

UNKNOWN 0:42:06

the other trustee areas I I think it's actual cost based on how many uh voting places voting places that are open as well as how many ballots they have to count okay and then in years past if it's within a certain percentage between two candidates they automatically recount them all of that time is built back to the organization

UNKNOWN 0:42:30

okay yeah well I think it's good for the public to know how much money these elections really cost the district itself it's it's quite a bit 291,000 and some change so that's all for that change yeah did someone pull item 11 yes I pulled number 11 the contract increase for Oak Grove Institute I know that Mrs deis and I spoke briefly

UNKNOWN 0:42:59

about it but there were a couple of constituents who had questions so I'm going to throw it to her so she can clarify what that contract is about yes thank you so uh Oak grve Institute is one of our non-public schools we're actually really fortunate that it is a non-public school that's located so closely to us sometimes with

UNKNOWN 0:43:22

our NPS situations and placement students have to travel or sometimes they out of state but I know I've been able to say in previous board meetings um that we do have times in Tula Valley Unified School District with our IEP process where the least restrictive environment for a student truly is a location and setting away from TV USD in

UNKNOWN 0:43:43

the event that through that IEP process and our collaboration with our families and our staff all of resources have been um exhausted in terms of making sure that the student is getting their needs met this particular Contracting increase often will come the end of a middle of a second semester in the anticipation that we have students who free an appropriate

UNKNOWN 0:44:06

public education offer their offer a fape will be an NPS or a residential treatment center like um Oak Grove so actually I was explaining to miss WMA this is a very high increase um it could have been a lot less we worked on it in our office today to double check that but with the potential of a couple

UNKNOWN 0:44:25

students um moving to Oak Grove without being their offer of fape and with some of the other services that we utilize for Oak Grove it's just like Mrs lash explained these encumbered expenses if they're not utilized um will remain in our un unspent um it's just opening up the amount for more so that we're not stalled in our ability to support

UNKNOWN 0:44:47

students if the IEP team agrees to this being the right placement yeah cool did I pull number 20 no yeah I want to pull number 20 as well does the board consent to have him pull that right now you could talk about it if he wants why not yeah I mean it's that's fine okay um it's relating to uh the pool heater

UNKNOWN 0:45:09

replacement at uh our three high schools and we went out for bid um we chose the lowest bid but I was looking at all of the bids and some of the uh companies that bid some the difference was uh up to 200,000 I mean I'm wondering how is it that we're putting uh these items out for bid these this these heaters out for

UNKNOWN 0:45:30

bid and some of these companies are coming in $200,000 higher than the one we chose so the question is you know from the from the lowest bid from the company that submitted that bid are we going to get a quality are we getting quality Replacements here can I can I hurry Intel I I actually did a a search

UNKNOWN 0:45:50

on all of the contractors and I did like I and the lowest two actually had the the better reviews okay all right go ahead Mrs lash oh I was deferring to Dr Anderson um no that is a great question and actually we asked that in Business Services as well it makes us very nervous when bids come in far apart

UNKNOWN 0:46:11

that's not typical but when we looked at the breakdown actually the we verified that the product that themselves that we're receiving is the same so the cost difference was in labor not the products um which is good news as you are I'm sure well aware the law requires us to go with the lowest responsible bidder which is what we're doing um but the

UNKNOWN 0:46:32

unique thing about the pool heater replacement and I have to give a huge shout out to my director of Maintenance and operations Mr Jason Osborne is that he found this on Bill financing option with um Southern California Gas Company where we buy the water heaters and pay for all of them and then we submit and there's like a um a rebate system where

UNKNOWN 0:46:53

they will reimburse us up to $775,000 for these projects and so essentially we front the money but we will be getting all of these reimbursed um which is amazing news and I will take no credit that was uh his idea his application and we were approved for $775,000 awesome amazing see very good you brought it up yeah thanks for doing your research I'm

UNKNOWN 0:47:19

like checking with the Better Business Bureau and Google reviews I did it okay is there anything else um Dr keski did you want to leave um the items off for now or do you want because you pulled pulled items from the warrant list how do you want to proceed with those I comfortable I don't feel comfortable voting on the water until I see more of

UNKNOWN 0:47:41

a breakdown I I would like to pull it I just want to get clarification are you asking me to not pay the water bills or can I pay them without a purchase order to pay them against I just don't feel comfortable voting on this but we can discuss it right now as a board I understand I'm asking for the direction

UNKNOWN 0:47:58

of the board is are you asking me to not pay the water bills or are you asking me to pay them without a purchase order if we move in this direction I'm not comfortable moving in that direction it's normal practice that we encumber the money I think we just need a board consensus on how we want to

UNKNOWN 0:48:16

move forward do we want to pay the water bills and then can we can you um it's not normal practice meet with Dr Koski and go over and provide him all the detailed information and if you see any discrepancies can you um bring it to the board I'm fine with that okay me too okay so we'll we'll keep everything on

UNKNOWN 0:48:34

the agenda so um let's see I move to approve consent items 1 through 20 that were not pulled for separate action or table which is everything right now second okay Len Sports Yes whereis Man yes krosi yes Barham yes Anderson yes all right okay so the next items are action items do we have starting with um item let's let's

UNKNOWN 0:49:13

do action items one at a time um so for action item number one do we have public comment no okay um Dr Woods yes that these were the two items we presented at the last meeting dealing with uh who can sign a contract adding our assistant superintendent and also creating an environment where I can uh provide a

UNKNOWN 0:49:34

design KN uh to sign contracts when needed both updates to policies I'm going to make a comment okay we're open for debate open for debate it's not really a debate or comment yeah it's um two minutes one of the things we decided uh behind closed doors was we were going to make a concerted effort as a board uh before we

UNKNOWN 0:50:00

agendize any item um in terms of policy to give it a first read or a second read so that we have time as a board to process what's being proposed and it will also give the community a chance to engage um and some of these items will be trivial and some will be more um significant or controversial

UNKNOWN 0:50:27

um but if we can agree after a first read that it's you know not uh that it's insignificant and we can always vote on those things right away but out of respect for each other we're not going to just agendize items we're going to bring them as reads so that we can talk about them as a board and um and it

UNKNOWN 0:50:47

gives the community a chance uh for process and engagement Mr B and you're referencing because this is a second read yeah because exactly because Dr Woods brought this as a first read last time which I thought was a good thing okay is there any other no I was going to call the question all right um I move

UNKNOWN 0:51:10

for a second reading and approval of revisions to board policies do I have a a second second Len Schwarz yes WMA yes Koski yes Barham yes Anderson yes the motion was adopted unanimously okay let's see amendment to administrative is this yours as well yes Dr Woods okay it is this item came to you oh I'm sorry to interrupt do we have

UNKNOWN 0:51:40

any public comment on this okay this item came to you at the last meeting I asked to postpone the meeting I had a couple of matters I wanted to resolve that you're aware of in close session I resolved all of those matters I'm now excited to present the amendment to the administrative confidence non-administrative unrepresented and executive salary

UNKNOWN 0:52:01

schedules okay um I'd like to start with comment on this this includes principles yes okay I just want to opening debate on this yeah we're going to open debate can I start yes you may okay two minutes um I want to point out to all the board members that we are now um looking for four principles um in our district and that I

UNKNOWN 0:52:26

I've at least four principles um we lost a really good one this weekend um to retirement and I just believe that we need to be competitive um with salaries so I'm concerned about the The Filling of these four vac vacancies I want um what's the word I'm looking for qualified and competitive Sal and compet but I want

UNKNOWN 0:52:53

qualified administrators so I'm just is going to urge people to support this so that we can have qualified principes hired um and that we can compete with other school districts when hiring these principles and that's all I was going to say is there any other debate or comment no debate um having worked closely with our assistant superintendent excuse me and many of our

UNKNOWN 0:53:18

principles I feel it's well deserved that we pay them adequately to attract the best people we can and to reward our cash for the great work that they've done for us in the past I appreciate every one of them for how hard they work for our schools and our kids I would thank you all individually Francisco Nicole Nicole and

UNKNOWN 0:53:40

Kim is there any more comment or debate I have a few comments okay first of all I want to say that I definitely appreciate RTV USC management I was glad that we could pass through raises for our teachers CS AA we are grateful for what you do I do want to say and this is a caveat For Thought

UNKNOWN 0:54:02

here at the deis and in the community um I do have a problem when it comes to matching tvea and CA identically when it comes to bonus money and here's what I'd like to present I do believe if you've looked at the numbers the 1% came across the board for teachers C CA and what I would have

UNKNOWN 0:54:29

liked to have seen for us as a group is to not have taken the million doll in bonus money and kind of poured it like gravy over the entirety of the organization not because I'm not for absolutely thanking and paying those who do great work but because I do believe in meritocracy I do believe in looking at things frugally and understanding

UNKNOWN 0:54:53

that there is some disparity there are individual contracts that are offered when you look at our principles and I agree with our president in saying Their Stars they I would say 1% and more because I know they shoulder so much in the trenches um but when you look at the entirety of the group and then you go to

UNKNOWN 0:55:15

Cabinet my thought is really that should be separated they're different contracts and further we've not had the opportunity yet to do our superintendent review I think that should always come first it's actually the job of the president to ensure that that happens and to me that makes sense to go through that before just kind of giving the raise and

UNKNOWN 0:55:37

then the bonus money um what I would propose here and I might be standing alone in my principles with it but I would like to give 1% across the board what I would appreciate is the board taking the extra time to look at the bonus money and the need for 100,000 for bu the FI trips the girls stunting in

UNKNOWN 0:55:58

sports there's so many things that could be done and I think it's worth having that conversation thank you um Mr Barham yeah um Mrs weersma I agree with you on first of all the superintendent review the issue is is what criteria are we basing that review on because we really don't have anything in place I mean we

UNKNOWN 0:56:23

have something we what was that we have another old well we have something but it was yes it's an old document but it was this what the superintendent himself put together were his own goals so we're basically reviewing him on his own goals we need to and we are going through this right now in our accountability subcommittee where we are trying to

UNKNOWN 0:56:49

bring accountability in a concrete measurable and quantifiable way to all of the members of the management team from principls all the way up to the superintendent so his goals that he made for himself are very qualitative so it would be very hard to review him right now but we are in the midst of putting together that plan and it will be ready

UNKNOWN 0:57:16

and it will be ready to vote on in July and at the end of the next year then we can review the superintendent on um measurable concrete and quantifiable goals as well as the rest of the management team time I'd like to separate out the superintendent from The District staff and then evaluate him because one of our

UNKNOWN 0:57:40

most important job duties under csva guidelines is to evaluate the superintendent and I and and this is no secret to members of the community I voted to bring Dr Woods on I like Dr Woods but I won't give him a raise until he's evaluated and that's just me being princip I under csba guidelines even if it's under old standards I emailed Joe

UNKNOWN 0:58:02

Dr mlay in March of 2023 and I looked at the guidelines in my opinion they're so General it's easy for us to set this up next meeting look at it Go in close section or close session look at the generalized um guidelines that we've had that in my opinion are outdated and evaluate him then give him a raise if we

UNKNOWN 0:58:21

do it backwards in terms of accountability I'm sorry I I'm just principled enough that I don't want to do that and I think it's an easy evaluation because they're outdated then we we evaluate him on his new goal standard well actually as a board we come up with those and and he may have created those goals on his own

UNKNOWN 0:58:40

but we as a board have to approve okay how do we want to evaluate him and if we agree with his goals then we do that for next year but this time I I think you can't give somebody a raise unless you evaluate them and that is our he's our only employee and this is our highest duty is to be able to evaluate them in

UNKNOWN 0:58:58

terms of the assistant superintendant I thank them for all their hard work and this is again transparency to the public because it's in the newspaper one is being investigated that investigation's ongoing another one got the highest award in the Riverside so I'm splitting the difference there and leaning on the side of rewarding all four assistant superintendant because you can't pull

UNKNOWN 0:59:18

one from the four so that's a shout out to Dr bz with getting this outstanding award so my thought is to increase the rest of the district and hold off on the superintendent next meeting go into Clos session if we have to go in an hour early I'm fine with that then the public knows yes they' have

UNKNOWN 0:59:43

evaluated was that a motion is there a second second lene there a motion was made to take this into closed session next me Schwarz no WMA yes kroski yes Barham no Anderson no no so then I move to ratify and approve the administrative confidential classified non-administrative and executive salary schedule was there second okay L yes WMA no kroski sorry can you

UNKNOWN 1:00:23

repeat that motion Dr Anderson did um is it the one that I okay yeah so your I'm sorry I should have clarified the motion to move to close session next um meeting failed and then but this is a motion now to uh everyone still has two more minutes on action item number two did you want to make another

UNKNOWN 1:00:44

two-minute comment before we move no just clarification so now the new motion is to give the raises to everybody in in item two um right including the superintendent can can I make a comment and then I'll open it up for everybody else's th this motion is to ratify and approve the salary schedule so um I've looked in I I know that like Nevada and

UNKNOWN 1:01:11

and UT time familiar with the salary schedules um I feel like the salary schedule can I I might want some help explaining this do would it be Mr aray that you can explain how the salary set schedule Works sure the salary schedules for classified and certificated staff for example um on the classified side have a salary range and so um it's

UNKNOWN 1:01:38

something we call the range and roster and it's got steps 1 through 7even and then a longevity step on the certificated side typically it's got a step and column um and those are aligned with degrees um levels of lure along with longevity um with administrative staff it's typically just steps that represent years in that particular position and so

UNKNOWN 1:02:05

all of the salary schedules we typically take forward at the same time in that they are not based on evalu evaluation or performance they're simply um uh raises that happen as a product of the cost of doing business the cost of making making sure that um the salary schedules don't encroach uh amongst each other and so some of the conversation

UNKNOWN 1:02:33

that's being had right now related to the evaluation of the superintendent for example that's a matter that could be separated out as it pertains to the superintendent's contract and that is something that's yearly uh reviewed by the um Board of Education so I hope that helps explain some so I I have a point of clarification Mr R can you want to

UNKNOWN 1:02:54

open my time up point of clarification I think Mrs L was finish answering do you want to go I I just wanted to add that most of the contracted employees which includes everybody up here at the deis it says that we move to the next step July 1st every year pending a positive evaluation so that may be what you are

UNKNOWN 1:03:13

thinking of when you're saying evaluation that's moving from one step to the next a salary schedule is for the position being held and the compensation for level of Education resp responsibility uh and attracting and retaining employees typically in at that level okay real quick so this is salary schedule correct this is salary schedule which is different correct so point of

UNKNOWN 1:03:37

clarification Mrs lash or Mr R legally for example Mrs lash we couldn't pull you out of that salary schedule based upon performance yeah based on performance within your contractual duties we couldn't pull you out separately so right now uh the item before you is the uh part of that administrative confidential is the executive cabinet salary schedule right

UNKNOWN 1:04:09

right if you wanted to attach anything as it relates to Performance that's something that you can have a conversation about during the evaluation process right I think the difference is when we're looking at the salary schedule and giving the 1% and then the bonus money on top of it that's where I had some qualms because I understand we

UNKNOWN 1:04:30

want to be competitive absolutely I'm not for the idea with the bureaucracy and raising the position and it's the position and it's not the person and the Merit I would love as a district to get into that realm I think it's where we need to go in education where we're compensating people but we're also looking at that aspect it's important

UNKNOWN 1:04:48

that we're talking about bonus money and the other thing that needs to change is we have people in the cabinet who actually negotiate salaries and so forth and really benefit because I know we don't like to call this a me too but in a sense it is so what you have tvea and CA benefiting from then comes back to the cabinet when

UNKNOWN 1:05:08

we just blindly again pour the gravy over the entirety of the organization and that's where I think we need to do it differently and I think we have given multiple good reasons to wait on Dr Woods it's not that we don't want to give him a deserved look and pay but I wish my colleagues would look at that

UNKNOWN 1:05:27

and go it's worth another meeting to wait and discuss that because that's that's mediating this let me go um I I then let me start the timer no I'm good I'll wait for the vote yeah I I am with you on Merit and tying performance to a a contract to contractual obligations but that's not where we're at right now as

UNKNOWN 1:05:54

and and we talked about this in close I don't want to go back to the previous board stuff cuz we agreed that we wouldn't but this wasn't set up for that by the previous board we're new here and all I can see is quite frankly I'm just going to say Dr Wood's working his ass off okay this

UNKNOWN 1:06:14

man works so hard the progress that he's made and what he's done is is from what I can see from my uh working with uh previous superintendent this man deserves a race okay and if we want to separate that out for next time within our subcommittee and accountability which we're working on I'm good with that but I've been here

UNKNOWN 1:06:38

three months you know I all I can do is go by what I've seen in the last three months you guys have been here for more than that um but he deserves a race and and they all do I mean I'm here every day for hours working with these people these people are fantastic we're making progress here and we're not denying that it's the

UNKNOWN 1:06:59

1% in the bonus that's what I wanted to talk about as a group I get it and I with you and I'm with we can we can talk about that and pull that out but not this time we've got to do it next time when we set up our accountability systems and we're in the midst of doing

UNKNOWN 1:07:14

that because if we do it this time I it's not fair that's how I see it thank you I'm I'm I'm hearing all this and I still think it's a formality yeah you might say he deserves a raise I might think he does too but as a board we have to execute in my opinion an evaluation we have not done that but

UNKNOWN 1:07:33

based on what so so I think that we have an idea consens call the question we're gonna call the question um I move to ratify and approve the administrative confidential classified non-administrative and executive salary schedules 2024 through 2025 effective July 1st 202 for second the name Schwarz yes WMA no kroski no Barham definitely yes Anderson yes and on the upside we will now be

UNKNOWN 1:08:10

competitive with hiring for new principles okay item number three um review board compensation this this is your opportunity now to discuss if you want I think the grand total is about $10 okay may I speak yes um last year at the end of the uh semester we received a petition from the students uh to have a student board

UNKNOWN 1:08:43

member uh we had a committee a subcommittee here work on that process uh last month Len sent out the applications to our high schools and I want to read a letter I got from one of our high school schools this past week I released the applications for the student board representative in doing so I also personally recommended a few of my

UNKNOWN 1:09:06

students to apply however their response was not positive and this is why I am writing this email in speaking with them they shared several concerns first they expressed how embarrassing it would be to sit and be associated with the board of adults who seem more focused on their own social and political standing than on the current issues campuses are facing

UNKNOWN 1:09:35

additionally they fear potential backlash from their prospective College admissions due to this association with a school board that has had negative national attention the students who have shared these concerns with me have paid close attention to the board meetings and are astonished by how unprofessional the board appears when discussing relevant issues this overall led to the students

UNKNOWN 1:10:03

expressing to me that they wouldn't apply for this position due to the concerns expressed above I vote no on a pay raise for this board so I actually responded to that letter as well and I wish I had the copy of it here to read to you because I read back and I wrote back and I said you

UNKNOWN 1:10:27

know what I understand but here's the thing our students need to know life is messy and you get into an arena where you have conflicting worldviews and thought you're going to have debate you're going to have conflict have we always done it right no we haven't but what I encouraged him to do is let these students know to take it on because

UNKNOWN 1:10:50

life's going to be full of challenges and yes there's been some negative around the country but you know what there's been some positive as well and people who have looked at decisions that this board has made and said how did you do it with the flag policy where are you at now it's been an encouragement as well and I know when Dr Woods and I

UNKNOWN 1:11:09

talked about bringing a student on I mentioned I want them to be protected I don't want them to be pulled from the right from the left that's important to me as a student but I will not advocate for shielding them from real life situations and discussions that need to go on on in fact I think this is a great

UNKNOWN 1:11:27

place to bring them in for a number of reasons and so I also told them hey if these students have questions I would love to come in and talk to them answer some of their concerns talk to them Inspire them challenge them because life is tough and if you want to stand up for what you believe in it's not always

UNKNOWN 1:11:46

going to be easy and if a student comes to this board I know we'll treat them correctly but we're not going to hide from them the fact that debate is messy I'm just gonna say that um my son was on the debate team for a long time and uh I agree with Mr Schwarz and the person that let wrote the letter

UNKNOWN 1:12:11

and I think we need to do better and be more professional call the question was miked up are you going to speak Mr bar oh I agree with that we need to do better as a board and I've also been approached by students thanking me for defending their innocence in the school system and empowering parental rights I've also

UNKNOWN 1:12:37

been approached by 20 to 30 students for defending uh girls hockey the last meeting and I understand that a student wants to sit on this board in my opinion it's an honor because there is iron sharpening iron up here and it and you know in the previous past two years it's been a cultural Battle of parental rights um you know reducing political

UNKNOWN 1:12:59

and social activism and that just comes with the territory but especially in Tula when we have a valley that has predominantly traditional Family Values so the student has to know when they come in here you you might be faced with you know hearing difficult board situations but that shouldn't hinder you that's just a part of this political

UNKNOWN 1:13:16

process and this this influence that we have over the community it matters and that's why we're sharpening each other on the days including today in close session all of us did that very thing so I would encourage the student who wants to sit here and quite honestly if his student is that disparaging no problem let's rotate it monthly and get multiple

UNKNOWN 1:13:36

students up here and then you have more of a diverse you know population of students up here so that's my thought on that yes call the question you want to read it um yes I move to approve a 1% increase to the governing board of educ ation stien resulting in a $10.35 per month per board me member

UNKNOWN 1:14:01

increase effective July 1st 2024 do I have a second um okay Len call roll Schwarz no WMA yes kroski no Barham no Anderson one the next item how much public comment do we have six only six okay we take a five minute recess please before the comments thank you I second is that five minute recess okay five minute

UNKNOWN 1:14:52

recess thank you all right we'll resume the meeting um Can someone step in the back and uh grab Dr Koski oh yeah sorry please all right we're going to move on to the last action item um this is the resolution supporting ab89 um Mrs WMA I'll turn this over to you oh before I believe public comments before I start we have a

UNKNOWN 1:21:09

six yeah go ahead first up is Josh Shirlene followed by Nan my sinc serious apologies the restrooms were closed like a FY yay getting older uh so the policy for the and assume this is the transgender okay on the surface of the resolution and the ab89 that is based upon on the surface I actually agree with it but when you look more closely it

UNKNOWN 1:22:06

becomes clear this is not the right solution every trans person I've spoken with and I reached out to many in our community spoken with about this uh issue they genuinely care about protecting girls they want to ensure that the fight for lgbtq rights does not silence or overshadow the voices of the girls were're trying to protect however this resolution

UNKNOWN 1:22:31

oversimplifies a complex issue in its Simplicity it becomes cruel it opens the door to political transphobia by normalizing restrictions on small vulnerable and already marginalized group in our society let's be honest about the facts out of more than 500,000 College athletes less than 10 are transgender women that was from the president of the NCAA this isn't an epidemic it is a rare

UNKNOWN 1:23:03

and highly individual individualized situation but this resolution treats it as if it were a national crisis and that it's misleading at best what's worse is that this resolution was written with no public process no committee review and no invitation for Community input it bypasses the very Democratic Values we claim to hold it wasn't crafted to solve a problem it was crafted to score

UNKNOWN 1:23:29

political points it's performative it's a solution in in search of a problem a better approach would be nuanced and centered around fairness one idea that a trans person gave me is that trans girls who have been on hormone replacement therapy HRT for more than 12 months are physiologically more similar to girls who aren't transgender and could fairly

UNKNOWN 1:23:55

compete in contrast trans girls within the first 12 months of HRT might be restricted for playing contact Sports another important factor would be at the age at which HRT began starting younger often results in Greater physicological parody than with other girl with the other girl athletes this issue deserves a thoughtful inclusive dialogue a committee with broad Community

UNKNOWN 1:24:21

involvement should guide this process not a one sentence bill that reduces complex lives to a political slogan it feels more like political theater than a genuine attempt to protect girl Sports this bill hasn't even made it out of committee up in Sacramento so why are we rushing to publicly support a resolution that may not even survive legal scrutiny

UNKNOWN 1:24:47

thank feia I am here tonight excuse me in support of the rights of all students to participate in school sports in a manner that aligns with their gender identity it is vital that our schools Foster an inclusive environment that respects and honors the identities of transgender students California Assembly Bill 1266 enacted in 2013 supports this fundamental principle

UNKNOWN 1:25:46

by allowing students to participate in school programs and activities consistent with their gender identity ab1266 explicitly states that a student shall be allowed to participate in sex segregated programs including Sports based on their gender identity irrespective of the gender listed on their records this law was expected or established to ensure that all students have equal opportunities to engage in athletic

UNKNOWN 1:26:23

activities which are critical for their physical health their Social Development and overall well-being it is important to recognize that participation in sports can significantly contribute to a student self esteem and sense of Bel uh belonging for transgender students being able to compete in line with their gender identity is just not a matter of fairness it is an essential aspect of

UNKNOWN 1:26:55

their identity and mental health I ask the Tula Valley School Board to uphold the principles enshrined in ab1266 and to continue supporting the rights of transgender students to participate in sports that correspond with their gender identity it is imperative that we cultivate an inclusive and Equitable environment for all students allowing them the opportunity to thrive both in and out of the

UNKNOWN 1:27:30

classroom thank you for considering this vital issue I trust that the board will make a decision that reflects the values of fairness inclus inclusivity for all students in our district Jean Gan femia followed by David glasses good evening my name is Gan femia I'm speaking tonight because I'm concerned about the board's Focus as a longtime Tula resident a

UNKNOWN 1:28:17

taxpayer and a parent of three tvusd graduates I expect you to be focused on improving student student learning that's all improving student learning anything that distracts you our District staff or our community from that goal should not be on your agenda this resolution supporting ab89 is a distraction it it does nothing for student learning it does not address a

UNKNOWN 1:28:50

pressing issue in Tula schools it is purely political iCal I've attended school board meetings for the last two years and I know many other people have attended or watched them I ask you all do we need any more political statements in our meetings or in our district do we need to stoke more division in our community over the past 5 years the

UNKNOWN 1:29:16

California legislature has introduced an average of 2,270 bills each year do we need to spend time deciding whether to support or oppose them we do not this resolution is a distraction and I urge you to reject it please stop wasting time on distractions instead spend your time on other things like figuring out how how to support our teachers so that our math

UNKNOWN 1:29:44

scores are improved or making special education classes more safe offering academic clubs to middle schoolers are using the master facilities I'm sorry the facilities master plan to help you with future planning and there's so much more there's a lot to do here we have real issues to work on please stop the distractions and focus on student learning thank

UNKNOWN 1:30:14

[Applause] you David followed by Jennifer good evening uh I just wanted to comment really quickly on this I don't want to get into um talking about the the trying to protect our girls I've got three girls here and obviously uh I'm not going to get go back and forth on this type of debate I would love to

UNKNOWN 1:30:38

see them protected as well but I want to ask you what your jobs are because is there a legislative committee I know you've been forming a lot of committees lately Mr baram but do you all have a legislative committee I I didn't think so uh do you does csba have a legislative committee and that's their job right to to talk

UNKNOWN 1:30:57

about this sort of stuff and you have voted for your delegates to go up to csba and and do that for you correct what are we doing you just said we want to stop political activism and in the same breath try to push another political topic and what is it going to do are our kids more safer because of it

UNKNOWN 1:31:20

because you said tacul tacul Valley said it we better we better listen to them we have a process you're not following that process that's not your job thank you thank you Jennifer followed by Dr ner good evening members of this board have put forth a policy to endorse a piece of legislation that will likely crash and burn ab89 is Bill A's way of

UNKNOWN 1:31:56

trying to feel important while creating a fervor that the bill hasn't even made out of committee this is a distraction but for sake of the kids I'm addressing it for the Williams Institute at UCLA 6% of Americans over the age of 13 identify as transgender this includes male to female female to male the numbers are so low that crafting policy on this is a

UNKNOWN 1:32:17

solution in search of a problem and therefore government at all levels it's an overreach girl Sports don't need saving girl Sports need support not all trans people are obvious and there are many cisgendered women who have been accused of being trans wrongfully does this mean the district will be performing genital checks will there be a subcommittee formed to determine who

UNKNOWN 1:32:38

has a vagina again girls need support not jens's genital checks navigating adolescence is hard enough without the Schoolboard crafting policy a small subset of the population targeting a small subset of the population and othering them this is bullying pure and simple in a bad look for this district and city as a whole this is common sense thank

UNKNOWN 1:32:59

you thank you before before anyone in the public um continues to speak I'm just going to ask that we all um avoid personal attacks on the board members um who submitted this item it is going it's I've seen it on social media um and I just don't feel like personal attacks are appropriate so I'm going to ask

UNKNOWN 1:33:22

please you can save those to um general public comments at the end good evening everyone Dr NV here I rise today in full support of this resolution and assembly Bill 89 because fairness in girls Sports is not a political issue it's a matter of basic Integrity biological reality and equal opportunity it is that simple ab89 affirms what tile

UNKNOWN 1:33:58

9 set out to protect over 50 years ago that female student athletes deserve their own space to compete to grow and to win on a Level Playing Field let's be clear this resolution is not about exclusion it's about protection it protects the investment safety and scholarship opportunities of young girls who Train Day in and day out often from

UNKNOWN 1:34:26

the time they're very little just for the chance to compete we're not asking for special treatment we're asking for what is fair and what is Right ab89 does not bear anyone from participating in sports it simply preserves the Integrity of girls divisions ensuring that no athlete is forced to compete against biological advantages and let's not make any

UNKNOWN 1:34:54

mistake here they do exist that undermine years of hard work as a father of daughters and as someone who committed to equity through truth not ideology I urge this board to adopt this resolution send a clear message to Sacramento and stand up for the rights of our female athletes let's show our girls that Ula values fairness and

UNKNOWN 1:35:22

stands up for the future thank you thank [Applause] you okay that's it um three minutes did you want to read your um so let me ask you this first before we get started so Dr kraski and I both brought this forward how are you going to split the time I'd like to have a full four minutes I don't I don't motion um let's

UNKNOWN 1:35:52

just have consensus what how I'd like to read through what I have which is probably two and a half minutes okay would you like three minutes okay is can I get a board consensus on that all minut okay um and you're starting Mrs W okay yes I think it's really appropriate during women's History Month to acknowledge the fact that title 9 of the

UNKNOWN 1:36:19

federal education Amendments of 1972 was enacted to protect women wom and to give them equal and fair opportunities with both academics and education under President Biden radical changes were enacted allowing biological males to be in women's locker rooms and compete in their Sports robbing them of equal opportunity safety privacy and fairness now that President Donald Trump is back in office he actually reverted

UNKNOWN 1:36:51

back to the original Title Nine and he's requiring states to comply with it or risk being sued or lose funding so what you actually have is a state and federal guidelines that are not aligned that's a problem now let's look at California we're not in federal compliance and somebody mentioned this back in 2013 it was governor Brown who

UNKNOWN 1:37:19

approved ab1266 which allows students to utilize the bathroom and locker rooms of their preferred gender identity and participate in a sex segregated sport or activity of their choice subsequently the California inner Scholastic Federation or CIF created bylaws to allow for the same ideology this is within our subject matter jurisdiction as board members so it is important and we are interested in

UNKNOWN 1:37:49

protecting the safety and the privacy of our girls here in 2025 we have a boy who recently competed as a girl securing the triple jump by 40t which was 8 feet past the first runner up a biological woman the point is that the Press is saying he's or she's made history setting the nation's highest mark for a

UNKNOWN 1:38:15

female in the outdoor long jump and will likely be crowned a state champion so I'm sorry but in my mind this is an absolute travesty not only for this young woman but for her family and the years that they put in oddly enough the law has never been challenged until now ab89 is an important opportunity for us to say as a district

UNKNOWN 1:38:42

absolutely we support this bill and we have every reason to do so it's not a legal liability we're not making change on our campus right now we're standing up for what's right local officials have a lot of power to send the message to Sacramento Sacramento needs to hear from us I was just recently there they told us in a School Board conference you make

UNKNOWN 1:39:03

a difference every city council and every school board across this state should pass this resolution and support [Applause] ab89 Dr kosi all right thanks yeah the context that we find ourselves in at tvusd is that we just took a stand to say girls field hockey not biological boys competing in girls field hockey just imagine just imagine just imagine

UNKNOWN 1:39:31

the the downfall and I know one person said yeah uh what is it uh less than 10 in uh NCA I don't know if you meant NCAA or NCA but all it takes is one all it takes is one if you're a father of a girl who competes for years and years and years trying to refine the skill of

UNKNOWN 1:39:47

winning in Fierce competition to take a biological boy to just take that to shreds and that's despicable I'm sorry sorry that is wokeness and the days of wokeness are gone from the president to the top down and our functional role as a school board yes unfortunately sometimes outside of curriculum and MTH scores and reading and writing and all

UNKNOWN 1:40:07

that yeah sometimes we do have to take a stand on social and political issues that divide our community I was elected to represent the values of the parents of our community and they don't want this here and this is the irony of all ironies Governor Nome quote this is a recent you know podcast did with uh Charlie Kirk I think it's an issue of

UNKNOWN 1:40:26

fairness I completely agree with you on that it's an issue of fairness it's deeply unfair I mean imagine me and Governor Nome agree what we do we do on this I'll take the diplomacy where I can get it so then on top of that um and this is directed at you Dr Melinda um you know Jen quoted the ml uh MLS

UNKNOWN 1:40:47

Martin Luther or um MLK Martin Luther King about an athlete right now that's being represented in lawsuit by um advocates for Faith and freedom who's representing our school district pro bono well you were endorsed by Kate Sanchez I don't know if you know the advocates for Faith and G Freedom gave that language to her on the assembly

UNKNOWN 1:41:04

level and in your um in your quote on social media you know for you know your endorsement you said I'm beyond excited to receive the endorsement of assembly woman Kate Sanchez a passionate leader who's made such a positive impact on our community her support means the world to me and reflects her shared commitment to building a broader future I would ask

UNKNOWN 1:41:23

you to stand with her as she fights in the assembly level and if people don't know the functional role of local control we have an ability to make a stand and it's not just us there's going to be other school districts making a stand and when that happens the assembly has more ump to pass Us in and cross the

UNKNOWN 1:41:38

line of Republicans Democrats Independents to where all of them say you know what we do want to make this stand and that's how important this is so let me see how much uh 30 seconds yeah this is um you know AB um ab1266 this is over 10 years old in my opinion it's Antiquated times have changed like

UNKNOWN 1:41:58

I said from the president down from the governor down from the school board local control up and if this passes will you stand on the right side of History I urge you to vote Yes with us and stand with these girls and protect them it is fairness and it's about safety as just give me a second because I get nervous I get

UNKNOWN 1:42:33

nervous if I don't write things down second um so I do want to I have a friend here tonight that helped me work hard for the one endorsement that I actually worked for and that was from Kate Sanchez and um she has something on her social media that I I think says how most of us feel um and the last thing I'm going to say

UNKNOWN 1:42:58

is um my undergrad degree is human zoology with the human biology emphasis and I did my senior research on sexual dimorphism and um I've stayed current in these topics and I look at all the research coming out of um Europe and other countries um and I'm a little bit of a utilitarian myself and I believe in the greatest

UNKNOWN 1:43:22

good for the greatest number thank you I have three quick points I want to make on this and I'll try to keep it brief number one I support this idea in theory as I do not believe biological boys can compete equally with biological girls on that basis I personally will always support our female athletes number two this bill is flawed and discriminatory

UNKNOWN 1:43:56

because it provides no solutions for a segment of our student population this bill will have no effect on tvusd at this point in time as there are no trans athletes competing here in tvusd to my knowledge this bill does not provide a solution only a ban and I am not a fan of legislation that attacks instead of

UNKNOWN 1:44:16

creating Solutions CIF and the state could create a playing field that supports trans athletes but that's not what this bill does nor does it even suggest it it only bans and I am not a fan of that way of thinking when it comes to supporting our entire student population number three David on your point as a member of the csba

UNKNOWN 1:44:40

legislative committee we will be discussing this bill in Sacramento on Friday we have delegates from all over the state csba will talk about the bill and we will decide whether how we want to support it not support it take no position support it with amendments that is the role of csba it is not the role of individual school boards to support

UNKNOWN 1:45:06

as Jean said there are thousands of pieces of legislation if we talked about each one we would be here forever number uh the resolution is simply political in nature I resent it being presented here tonight we have no business doing this at this local level as we are now going to discuss every bill in the state senate and assembly

UNKNOWN 1:45:29

last week was csba lat legislative action week I was on the call with both state senator Kelly sardo and a representative from Kate Sanchez's office that was the time to share our opinions on legislation that csba legislative week I participated I don't recall any of my other fellow board members being there we're spending time money and energy to send a letter nobody

UNKNOWN 1:45:57

will read or consider in Sacramento at the end of the day it does nothing for the students of T tvusd if you want to fight Sacramento go and do it on your own time and your own dime and through the proper channels this sets a bad precedent for this board I will like for all of us to commit to

UNKNOWN 1:46:18

stop using our money and time to fight personal political agendas by putting on a show like this that accomplishes nothing for our students I also would move to table this so that we can actually talk about it in Clos session and decide whether or not we want to bring it back for discussion time there was a motion there was a motion made to T

UNKNOWN 1:46:48

table the item is Mr baram going to speak um we have I want to address his motion and then we'll go to or do we want do you want to speak first or do you want to address I would rather do all of debate if we could normally we would uh it's okay okay go ahead all right so as a board

UNKNOWN 1:47:08

member I believe in evaluating every proposal objectively even though I was clear on what my position would be when this item was posted I felt it was important to discuss it with Mr Schwarz because I value our collaborative approach and shared commitment to working respectfully and civil ultimately I know that our mutual shared focus is on what is best for our

UNKNOWN 1:47:39

students that's it Dr Anderson can I make a 10c comment um first let me address Mr Schwarz made the motion to table do I have a second but we each have an opportunity to talk two times more if we could do that before headed into the motion first I'm going to ask if there's a second to table there is no second I'm sorry Mr

UNKNOWN 1:48:06

Schwarz okay um I would call since we've all had a chance to talk I'd call the question you want to call the question call it I I just have another 30 second comment I know in the parliamentarian rule we decided twice would be appropriate um usually if there's debate are you guys okay if she takes another 30 seconds take your 30 second of course

UNKNOWN 1:48:31

thank you the one thing I want to point out is a couple years ago when we passed the critical race Theory resolution it was to be sure that in the future we would be prepared when we look at ethnic studies and things that would be vitally important with aspects of what could come into the curriculum and I will say

UNKNOWN 1:48:49

without a doubt looking back I'm thankful that we did do that because where we're at now two years later is a result of the foresight that we had at that point in time so I hear I hear okay thank you I'm just in call time because that's not related to this can I just comment on that yeah that's why we're in

UNKNOWN 1:49:08

litigation on critical race we're going to call the question out call the question wait I I asked I asked for 30 seconds oh 30 seconds sorry well and if it's related please yeah I know it is and to be fair we do have equal opportunity for each and every student in this school to play sports competitive Sports at the most awesome

UNKNOWN 1:49:26

level but that means biological boys with biological boys biological girls with biological girls and unfortunately that's not supported right now by CF and that's why they're being sued and we want that to be supported so the solution Steve is that if we support at the local level and the assembly bill passes California Ed code 22 1.5 changes

UNKNOWN 1:49:47

that is the solution then we protect these girl Sports time Mr Schwarz did you have anything else no I don't either I call the question okay I move to approve resolution 2024 2525 supporting ab89 ensuring fairness in girls inter clastic sports do I have a second Len Schwarz based on my own personal beliefs and have being a father of a girl and a

UNKNOWN 1:50:14

grandfather of a daughter I'm going to vote Yes but I have grave reservations about supporting this bill WMA yes kroski yes baram yes Anderson [Applause] yes and I I do know like when there's so many people that support us as individuals in the community and sometimes it's hard to go against our constituents so I just want to recognize

UNKNOWN 1:50:47

that um we're going to move on to information and reports number one okay okay um so the first item is hiring a parliamentarian and we have two comments first up is Josh shirling followed by Dr ner financial and being Frugal with their money um when it comes to a parliamentarian I know Jen this was something you put on there I'm I'm not

UNKNOWN 1:51:38

opposed to it like if it makes the meeting run better if you think it's going to help uh I think that might be the worth of money I would just caution the way it's written uh is you're asking uh Dr Woods um to be the parliamentarian and I would really caution against that I don't know if Dr Woods is certified

UNKNOWN 1:51:54

with the American uh Institute of parliamentarians I don't know if you have studied the Roberts Rule of Order newly revised 12th edition the American Institute of parliamentarians standard code of parliamentary procedure second edition joint code of uh professional responsibility for parliamentarians I'm not sure if your uh certified to be a parliamentarian and on top of that I

UNKNOWN 1:52:13

don't know that you would want to be the referee for for this board so uh if you want to bring somebody in for uh a meeting or two uh I just wouldn't task he his job is hard enough and complicated enough he works for you he shouldn't be trying to run the meetings and playing babysitter and uh referee at

UNKNOWN 1:52:32

the same time so thank you thank you sorry about the confused look but I get where you're saying thanks D good evening everyone I want to speak on the proposal to bring a parliamentarian to assist with board proced procures I support this motion not because it's an ideal solution but because right now it's like putting a tourniquet on a hemorrhaging process it

UNKNOWN 1:53:01

might might buy us some time but we need to be honest with ourselves about why this is even necessary a parliamentarian is supposed to guide the board on rules etiquette and proper procedure that assumes the leadership just need a bit of technical Direction but what we have here isn't a small misstep in protocol it's a systematic dysfunction caused by a President Who

UNKNOWN 1:53:32

simply does not know what she's doing under Melinda Anderson's leadership this board is decended into procedural chaos motions are cut off M sentence members time for general public comments cuz I said anyone that attacks and that was I didn't want them attacking you Mrs where's Sports so I'm calling um point of order and I'm going to save your comments to

UNKNOWN 1:53:57

General Public comments you're going to silence descent again oh no you get to you get to talk I get to thank you um next so that's it can you add that to General Public comment thank you give him a warning what give him a warning okay that's your first warning she can email me I'll give it to her

UNKNOWN 1:54:30

um uh Mrs WMA are you ready do I estimated that you needed five minutes is that enough time okay so first of all I want to note that the Tula city council has an attorney and they have a clerk who serves as a type of parliamentarian role each and every meeting both for closed and for open and

UNKNOWN 1:54:48

honestly when I look back to 2022 when I started on the board had we had that at least a consistent attorney or a parliamentarian I think we would have avoided some of the chaos and expense it's something now two years in that I look at and I think can be important because the role of a parliamentarian is

UNKNOWN 1:55:06

to guide the meeting with proper procedure and etiquette while remaining a neutral Observer an evenhanded impartial approach to facilitating discussion protects the Integrity of the process we all know we've had difficult nights we all know it's easy to be emotional quite frankly I've been in that chair I know it's tough veterans who have done it for a year or two will

UNKNOWN 1:55:29

tell you it's very difficult to run a meeting formulate thoughts um and keep everything neutral that's why I think it might be beneficial to look at bringing one in I've looked at the research and the money it could be anywhere from $50 to $175 an hour we could also get an attorney who's well versed with that as

UNKNOWN 1:55:51

well that is another option because here's here's the situation we have had items agendized out of order there have been specific individuals who have given extra time when others were not and I know to our president's credit you did mention that at the top of the meeting Mr baram I've done this before but you actually addressed someone in the

UNKNOWN 1:56:12

meeting with an apology and that could be looked at as a brown act so that is something uh that also happened we had an item an action item for the last meeting that was on the agenda moved to information and then it disappeared and I just feel like things weren't clear and it's really important to have motions clarified so that we know that

UNKNOWN 1:56:35

there's understanding of what's on the table and what we're voting on and honestly the last meeting I think if we'd had a lawyer in the room specifically in discussion with the civility policy he would have stopped Dr Anderson you several times because you you can't mention open investigations there's things that open us up to liability here at the district and we

UNKNOWN 1:56:57

all have to be concerned with that if you've got a parliamentarian who's neutral no skin in the game he's not emotional or she um I think that could really be helpful and my thought is why don't we give it a three to six month run it could actually alleviate some of the stress of our president who then

UNKNOWN 1:57:14

doesn't have to divvy out minutes in time and this person didn't get the extra time it it just becomes um difficult uh Mr Schwarz actually recommended bringing a parliamentarian forward last summer and I looking back think it was a missed opportunity once again I think if we had had that in place um there was a meeting in August

UNKNOWN 1:57:34

that went down with chaos and a call to question where there was no consensus but I was lost there was chaos in the crowd the mic was cut the meeting was ended and we would have had a parliamentarian or attorney say uhuh whoo that crap wouldn't have gone down that way and I'm sorry for using that word but it is what it was and we would

UNKNOWN 1:57:52

have had somebody help guide me and the entire board um so what I am proposing is that we do the research for several individual bids there is a gentleman in San Diego who gave me a call I didn't have the opportunity to speak with him but he's done it for 20 years and he does it for Boards of every kind so I

UNKNOWN 1:58:11

would love to at least get a bid considerate maybe we have it for three months and we learn along the way which is helpful but then have the possibility to have that neutral person and really guide it and throw it back where it needs to go with the meeting so that's what I have to share I don't know if

UNKNOWN 1:58:28

anyone else has additional thoughts but that's where I'd like to end it or at least make the motion for the superintendent to look into getting maybe three bids a motion okay thank you who wants to go first no one I want to speak okay I want four minutes oh please take three I'm going to give you three I'm going I'm

UNKNOWN 1:58:50

going to get I'm going to get through it as fast as I can is he wants four minutes I need you just start and talk fast I need board consensus if I'm going to give him four minutes who this is a parliamentarian would would say it's board consensus okay so do so it's board consensus thank you they would

UNKNOWN 1:59:12

also say we can't talk to the audience so just to say just say you're talking to the audience stop don't do that so just take three minutes from a budget perspective we are experiencing a state of deficit spending this means we are spending more than we are taking in our revenue or what we take in is determined

UNKNOWN 1:59:32

by student attendance in the seats there are two types of deficit spending one is structural the other is cyclical we are structurally deficit spending because our funding is currently not dependent on economic conditions it is because for example more students are being homeschooled families are moving out of state young families are moving to places like mene hemt or par or Paris

UNKNOWN 2:00:03

because housing is cheaper however the inflationary cost to keep the lights on and everything else we spend money on to ensure Student Success do not go away and if the state economy takes a downturn which is quite likely in the coming months we will be experiencing both structural and cyclical deficit spending because the state tax base will

UNKNOWN 2:00:29

shrink we are in the midst of a tropical storm now if we experience both structural and cyclical deficit spending simultaneously then we are in the eye of the hurricane we don't want to lay people off raise class sizes like several districts across the state because they continue to de deficit spend at some point deficit spending becomes unsustainable our rainy day funds and

UNKNOWN 2:00:59

our reserves for economic uncertainties Whittle away now let's talk about the parliamentarian in my opinion this is a want and not a need but as I said last week I'm okay with wants however we have a philosophy of zerob based budgeting in this District if this is something you want go through the request for qualifications process like you just

UNKNOWN 2:01:26

outlined Mrs WMA obtain a dollar amount and come back to this board with something you propose we take away so that our commitment to a three-year balanced budget to our Tula taxpayers remains intact if you go through this process and it makes sense in terms of what you want to take away I Can Vote for This to accommodate you hey you on

UNKNOWN 2:01:51

the time challenge accepted thank you for that I felt like that applied to kind of the bonus money and then I'm going to comment can I make my comment yeah we have Mr Schwarz I did propose getting a parliamentarian and it was at no cost I surveyed all the high schools I asked every principal to talk to their staff

UNKNOWN 2:02:11

to see if we had someone on staff who was qualified who knew enough about parliamentary procedure to volunteer for the job we did not get any um volunteers or anyone who felt they were capable when I requested it it was because the board was in a state of chaos and I felt we needed it and I have

UNKNOWN 2:02:32

to say uh Dr Anderson I think you've done an admirable job as a first year board president and keeping things rolling so I don't really think we need a parliamentarian anymore okay thank you um I'll go quick I have been looking for a parliamentarian the whole time and um we've talked to different attorneys and I do have um like a few quotes there's

UNKNOWN 2:02:57

one that's 65 an hour for his prep time and then it's $125 an hour to be present with the board um or to advise us individually so those are the fees that we're looking at and I do want to consider one example of parliamentary procedures we were sued by the ACLU and I think that cost us around

UNKNOWN 2:03:18

$75,000 and I believe a parliamentarian would have prevented a $75,000 lawsuit because um we could have just used parliamentary procedure instead of um incurring like I don't know it was something to do with like posters um there was another one that I think that the teachers union sued us and that one we lost I don't know how much that was

UNKNOWN 2:03:40

someone said around $37,000 so if if we feel like we're at risk and I'm trying to be very careful and we do um I I do refer to um there are times that I'll say uh ask I'll ask Dr Woods to ask um councel if if we can do something a perfect example was me trying to move an item from Open Session

UNKNOWN 2:04:02

to close session and then not being able to get back where I'm asking the questions so that we can do it right and avoid lawsuits and I do believe until another board member can show me um their Robert's Rules of Order um I I'm trying my best but I would support a parliamentarian because this is super fascinating and I could talk all day

UNKNOWN 2:04:23

about it with people um so I'm not going to oppose it um that's it okay um I'm for quotes uh real quick because I'll I can keep this in time but you said 65 an hour and what else you you mentioned another charge 45 minutes this is just one example and you have another example so we're look I think we should

UNKNOWN 2:04:45

get the bids and then it getting the bids will be good I'm guessing about $10,000 for for a to really function well with a parliamentarian all right but just 65 an hour and 140 65 is for them to review our documents um and 125 is for consultation so is that per hour here per hour okay so for me I'd be open

UNKNOWN 2:05:08

for this but U because I hear the tension points you're raising Mr baram yeah fiscally responsible I understand what you're saying um but I mean I would just like to see some quotes and I might be open this is a first read so I will I will support this the other thing is just a point of clarity when you talked

UNKNOWN 2:05:24

about um being sued yeah two people sued First Amendment they claimed First Amendment violation they were represented by ACLU that was never a First Amendment violation it had nothing to do with parliamentary procedure it had to do with legal putting a word up there for the objective expectations just so the community knows and instead of possibly disrupting the room it was

UNKNOWN 2:05:43

actually disrupting the room so that wasn't parliamentarian in nature okay I just believe Parliament is a way to control the um disruptions should we call the question oh there's no question so is there a consensus to do what's the term RFQ an RFQ it's RFP RFP RF there's consensus for an RFP and then we'll discuss it when we see how much it actually costs

UNKNOWN 2:06:12

sure okay thank you um the next item is electronic voting for board meetings can I speak I'm the one to agendize it I'd like first we have a public comment oh okay and then we'll do um Dr Koski will present and then you comment sure okay sorry Josh public comment Josh you want to sit up here with us I'll be

UNKNOWN 2:06:34

happy to I'll go get my recliner from home you got to run next time around um so Dr karaski I know this is something that I think you put on there and I just want to let you know Dr Dr Mari I've actually um I researched this I contacted the company Shore the company that makes your microphones you

UNKNOWN 2:06:52

guys have the mxw microflex complete wireless system uh I contacted the technical team to ask them about the voting that you guys can do right there at your little microphones um their technical team said that you actually uh you can run third-party software uh that uses an AMX a ceston or an Extron interface I I say this for that anybody in the community

UNKNOWN 2:07:16

that actually knows what these mean cool um but you're going to have to to pay for a third party to develop the the software to be able to put it up here and it becomes uh kind of a balancing act between what are you going to get for your money versus the analog lenee who's I think amazing I don't think

UNKNOWN 2:07:35

she's missed a vote I think she's very efficient and the other part about it is uh it's auditable if there's if you miss press on your little keypad who's to say that the mistake you made was legit if it happens here we can rewind the video listen to the audio almost like the Space Balls uh rewind to now now if

UNKNOWN 2:07:58

anybody gets the joke um so I would suggest this isn't a great way to spend our money I did Dr karaski I really did do diligence to try to find out uh if I could do it just to try and help so I because I I understand trying to modernize I do uh and I don't disagree I

UNKNOWN 2:08:17

just don't think it's worth the money Len does too good of a job so thank you guys thank you um Dr karosi I assumed five minutes would be okay yeah and I won't even need that okay okay this is no stranger to the community I've been pushing for this last year um and and I've asked Lan a couple times and we we just couldn't

UNKNOWN 2:08:40

get quotes finally you know I'm like hey Le is there a way can Len is there any way we can get quotes the two Salient feature this provides to the community is one that is is that an exp odites the meeting yes Len is awesome but it's it takes two seconds to be able to click a screen and and the

UNKNOWN 2:08:58

second salent feature out of Expediting the meeting is that it actually would create a snapshot up above so that the audience at home watching it online could just see who voted what it's very very simple social media posts whatever snapshots accountability um I'd be open to Joshua's request Joshua please email the whole board if you get a quote software

UNKNOWN 2:09:17

Hardware whatever cuz what I'm going to suggest is and I don't have a quote quot is that we just like the last item send out an RFP bids 3 four five get some quotes up here I'm down for the most rinky dinky cheap possible way to vote electronically it doesn't need to be rocket signs but that's that's what I

UNKNOWN 2:09:36

want like I said expedites the meeting shows um transparency to the public real fast and uh digital media that's it thank you Mr Schwarz yeah generally uh I did some research also Josh generally there are three ways that votes are taken on a chamber floor manually electronically or a combination a manual rle call is a traditional formal method for taking a recorded vote

UNKNOWN 2:10:03

the clerk orally calls each legislator's Name Records the members vote and then tallies the number of eyes and nays the following Chambers use a manual voting system Arkansas Senate Missouri Senate Colorado Senate New Hampshire Senate Hawaii Senate and House New Mexico senate Idaho Senate New York Senate Kansas Senate Ohio Senate Kentucky Senate Vermont Senate and House California Senate and the US Senate if

UNKNOWN 2:10:35

it's good enough for the United States Senate and the California Senate calling orally is good enough for me thank you I mean I it's can I add 10 seconds I forgot to say one thing oh Absolut absolutely many school board I hear what you're saying Mr Schwarz many school boards in city council do electronic voting I feel like we're behind the

UNKNOWN 2:10:58

times it's just something that we can use to expedite like I said would the board be opposed to um would you would you be interested in gathering some financial information to present next time okay well we could direct the superintendent to that's what if we get consensus Emil has a comment I'm sorry I sorry okay from a budget perspective we are

UNKNOWN 2:11:24

experiencing a state of deficit spending this means we are spending more than we are taking in our revenue or what we take in is just is determined I need three minutes by the way lene is determined by student attendance in the seats there are two types of deficit spending one is structural the other is cyclical we are structurally deficit

UNKNOWN 2:11:46

spending because our funding is currently uh not dependent on economic conditions it is because for example more students are being homeschooled families are moving out of state young families are moving to places like meni hemtt or Paris because housing is cheaper however the inflationary cost to keep the lights on and everything else we spend money on uh to ensure Student

UNKNOWN 2:12:13

Success does not go away and if the state economy takes a downturn which is quite likely in the coming months we will be experiencing both structural and cyclical deficit spending because the state tax Bas will shrink we are in the midst of a tropical storm now if we experience both structural and cyclical deficit spending simultaneously then we are in the eye of

UNKNOWN 2:12:42

the hurricane we don't want to lay people off raise class sizes Etc like several districts District across the state because they continue to deficit spend I'll give you an example and where I used to I'm going to break it up in Santa Ana there are teachers into their sixth year of tenure that are being laid off because that

UNKNOWN 2:13:04

district has deficit spent itself to where it can't sustain itself anymore because they don't know how to say no as a board and that is the truth we don't want to do those kinds of things to our people at some point deficit spending becomes becomes unsustainable our rainy day funds and our reserves for economic uncertainties Whittle away thank you I would like to comment

UNKNOWN 2:13:32

okay two minutes so I want to say again with the Tula city council they do use it I think it's great for Expediting the meeting uh Mr Barham because you read through that again I would like to just say that that in looking at the fast bonus money and and the way we spend for the future I think looking at little

UNKNOWN 2:13:56

things like this will make the difference because as mentioned if you've got a parliamentarian to prevent you from being in a lawsuit it's important if you have something like this which maybe is more than a need but it expedites the meeting provides transparency and ease for people at home again I think it's appropriate to at least do the research on it it just

UNKNOWN 2:14:19

becomes a little disingenuous to give a million in bonuses and say you know this extra 10,000 is going to put us up a creek I think if we can be effective and look at all of these things together come back with numbers and then consider it I think that's the fair and right thing to do so thank you Dr kroski for

UNKNOWN 2:14:37

bringing this forward I I need my extra minute I didn't get it okay um then everyone will get an extra two minutes I don't have anything to say no no you don't need time okay two more minutes I need one one minute okay so let's talk about the electron IC uh voting system in my opinion this is a want it's not a

UNKNOWN 2:14:56

need but as I said last week I'm okay with wants however we have a philosophy of zerob based budgeting in this District if this is something that you want Dr kamasi you just said you would go through the process obtain a dollar amount come back to the board with something you propose we take away so that our commitment to a three-year

UNKNOWN 2:15:15

balance budget to our Tula tax pay payers remains intact if you want to through this proc process and it makes sense in terms of what you want to take away I Can Vote for This to accommodate you okay and so real quick I have 20 seconds left and I just want to point out to the super about the

UNKNOWN 2:15:33

superintendent I think he's going on a trip because of Tula middle school if I'm not mistaken Mr superintendent uh because of their uh California distinguished School award what did you do you gave up another trip that was budgeted because you believe that we have to all be compliant with zerob based budgeting is that not right thank you there you go thank you and

UNKNOWN 2:15:55

thank you for giving up your other trip um um are you going to speak because I'll speak after you then no um you get to speak again for me yeah my my thought is to get consensus to direct the superintendent to direct District staff to get quotes that's that's much easier some of these people are well more

UNKNOWN 2:16:13

experienced than I am and getting the quotes I would say two to three or maybe even four by next meeting do I have consensus because that's what I'm I would agree I I would rather have I like what Emil said where if you could just bring us something like I I I have I did Jen has a a rough estimate I have a

UNKNOWN 2:16:35

rough estimate so we at least know where we're headed could you bring us at the next meeting could you bring us some rough estimates before we is that going through the process I want to go through the what is the process of buying equip okay so we'll do so I don't think Joseph would lead an RFP I think

UNKNOWN 2:16:51

that's what I'm asking is that superintendent okay so you want an RFP if you if you're directing the superintendent to go through an RFP just to get quotes I mean that's what it is okay then we have consensus for an RFP for um electronic voting equipment and even specify the cheapest possible I mean that's I mean yeah that's okay an

UNKNOWN 2:17:10

RFP okay um do we have consensus that's me and Jen yeah we no we do have consensus we have all everyone and then sorry Schwarz to he said no so fine we have four um the next is the first reading of revised board policy 413 31 staff development and that's Mr baram and Mr Schwarz um who's going to start do you

UNKNOWN 2:17:37

want to do three minutes each or I don't think we need it no we don't need the just put it up yeah I don't think we need just three minutes okay um minut yeah three minutes that's good so um this is a first read uh to revise staff development policy um we did have some Community input into this so I believe

UNKNOWN 2:17:56

that we're going to we're going to uh correct some grammatical erors yes and uh thank thank you Jane yeah wherever you are yeah our community writer yeah uh so we're going to we're going to do a second read on this uh next time but essentially what is the reason really for bringing this forward is so that the

UNKNOWN 2:18:17

board can develop a relationship with staff development we know what's going on particularly in the areas of uh conference and travel and Dr valz and Mrs deis I don't know if you know this because I didn't get a chance to uh talk with you on this but um the plan is is on the board calendar which Mr Schwarz

UNKNOWN 2:18:38

and I are going to bring back before we end for the year there's going to be a place for each of you okay on that uh calendar um to report back on the prior years uh staff development in terms of what happened inhouse but more important uh what happened in terms of Staff Development when it relates to

UNKNOWN 2:19:01

conference and travel so that we we can get a sense that we're getting the biggest bang for our buck there and uh but basically that's the essence of this this remediation if you guys want to speak to that so Mr Barham I thank you actually for bringing this forward um I did have a conversation with our amazing Miss

UNKNOWN 2:19:26

Anna sear over there who did kind of give me all the information I've read the um the board policy um and so tomorrow actually missas and I are meeting to kind of go over how we will do this internally like what that will look like in gathering information from our school sites and our departments to be able to prepare a presentation that

UNKNOWN 2:19:45

we actually thought we could do jointly um because I know a a big piece of this is how it impact student learning how it impacts the classroom and the good work that's happening so we will work collaboratively on that and I know it's coming back for a final approval in April um so we'll be ready to be

UNKNOWN 2:20:03

basically present how we will be able to support this so okay I was going to give you each You in September and Mrs deis in October for 15 or 20 minutes to do that but if you want to do it together sure that's that's great I do think Mr bar we can probably do it together because there is some crossover and I

UNKNOWN 2:20:21

think we've worked collaboratively the last year a lot on the Strategic plan work Schwarz is that yeah just briefly uh I was on the bridges uh committee which included people from the district parents and teachers um and another board member and I know the teachers went through heavy staff development and in the beginning they were overwhelmed by the amount of

UNKNOWN 2:20:46

work that was required for this program but we've visit visited schools together Emil and I and Melinda and I have visited schools together and they love it and so the the feedback of the staff development is not only do the teachers love it the kids are enjoying it the parents are enjoying it and we're seeing real progress and that's the kind of

UNKNOWN 2:21:09

stuff that we're talking about we're not talking about keeping track of what people do it's kind of like when I go to csba if I see something that has to do with um CTE I bring it back and give it to Mrs Rick and if I see something that has to do with a financial thing I give

UNKNOWN 2:21:28

it to Nicole if I see something on Special Ed I give it to Mrs deis it's just kind of keeping everyone in the loop I mean if we're going to go to these things and people are going to go to these things there has to be some benefit and and what we're trying to do is make sure that there is benefit of

UNKNOWN 2:21:46

people going uh to conferences and what we're doing and especially for the teachers I know as a teacher sometimes I'd go to staff development and say really I think I heard this before sometime can we get to something new and now that we have so many new things going on it's really important for our teachers and our students that the new

UNKNOWN 2:22:07

things are productive well said okay thanks so I have a couple of thoughts but did you want to go first I don't have any comment on this one so you're welcome to okay so I understand and appreciate it's a first read and there were just a couple of things that I looked at that I would like to point out

UNKNOWN 2:22:29

um some of this I like um the question that I have especially in regards to professional development and conferences social emotional development and learning is in here several times we all understand that that's kind of a code word for a lot of things obviously we want our children to have the support that they need need the one thing that I

UNKNOWN 2:22:53

think we need to be cautious about in terms of professional learning is that seal can be filtered through critical theory and a lot of times it's about equity and not equality it'll get into some of those things with Dei Theory maybe you don't see it so much in the classroom but professional learning it's really really important that we're

UNKNOWN 2:23:17

careful about that because now with this new administ ation to receive training in Dei and to call it social emotional learning presents a problem and I have a letter here from the US Department of Education Office for civil rights and I'm going to pass that down as well as a flyer that talks a little bit about social emotional learning and again I'm

UNKNOWN 2:23:39

not throwing the whole thing out or discounting all of it I'm just saying we want to be very careful that that's not where we're taking our teachers our money and our time because it will get filtered back into the classroom uh we have Panorama and it's going to talk about that here we actually have that woven into lcap so we're there for three

UNKNOWN 2:24:01

years but what I would propose and perhaps I won't be here but when the board looks at that again I would look at possibly going another another direction there's some invasive surveys in my opinion we do give parents the ability to opt out which is great so they can choose but there's just a lot of Trends in that Arena that make me a

UNKNOWN 2:24:20

little nervous um to flip into the good things about this oh this is for the sped group so if I can have just an additional minute um for professional learning it's to advocate for them um I just want to say there's been an ask for flexibility for instructional assistance sometimes everybody goes into professional learning and they would

UNKNOWN 2:24:39

love to see three and a half hours where they work with the staff okay I would just love that to be woven into to hear them got we got you perfect okay thank you I'm Schwarz no never mind yeah no I I I want to talk can I say 10 seconds since I didn't have yeah go for it I

UNKNOWN 2:24:57

actually think you brought up some valid points because I've been looking into um current research coming out about social emotional learning and we as a district we need to proceed very cautiously in that area um I don't have an opinion on it yet but I I my Spidey senses are tingling a little okay yeah I mean I I I

UNKNOWN 2:25:18

agree however I have been participating in the trainings on social and emotional learning in this district and I don't see any evidence of critical theory being interwoven into these trainings whatsoever in fact I find them uh I find them really good I mean not only from the perspective of what can be done to help students who are having difficulty

UNKNOWN 2:25:44

in the classroom from a a behavioral standpoint but also in my own fa family it it's you know some of the strategies that are being spoken about um in these trainings you know are helpful both in the classroom and in the family setting so you know I haven't seen any evidence of and I understand Mrs wiersma's point on in Panorama and

UNKNOWN 2:26:10

the surveys and I think that that's something to look out for but at this point in time when I participate in those uh trainings myself with administrators and teachers I don't see any evidence of uh critical theory being woven into these trainings at all so I would agree with Mrs Worman Dr Anderson's concern um I understand what you're saying Mr

UNKNOWN 2:26:37

baram about critical theory and it might be that you could have Dei without critical theory so I mean I just I have a concern as well so I'm up for the exploration this is another example of iron sharpening iron on the board but it seems like it three of us agree well we have to have evidence though we have to

UNKNOWN 2:26:54

have evidence that's why we're give you an example but we'll talk behind the scenes about it uh just for a second uh it's my understanding that um this Administration is closing the Department of Education so I don't think we're going to get anything out of there anymore so it's kind of like up to the California State Department of Education

UNKNOWN 2:27:17

and the Riverside County Office of Education to give us guidance from now on since the Department of Education I heard Linda McMahon this morning say it our job is to dismantle it and to put it away so from now on we're going to get our Direction within the state and within the county not from the federal government okay so I'll just ask as

UNKNOWN 2:27:40

board members we all keep open minds on this subject including the Department of Education I think that's something that we're just going to have to roll with and and work as it happens okay the next are we good to move on to the next item okay I just want to say one thing we have to be evidence-based here yes that

UNKNOWN 2:27:57

that to me is very important I agree we have to be evidence-based we can't just make assumptions because of what we think is going on out there so can I make one more comment then ahead we got to be careful with being evidence-based so I think like let's let's just be careful there let's all keep open minds

UNKNOWN 2:28:16

and I because I see evidence-based being thrown at me from two different perspectives in medicine all the time from I could even say like Dental filling material two competing companies have evidence-based that theirs is better so let's just be careful I'd like to comment too I mean I understand the Department of Education federally being shut down but I definitely don't trust

UNKNOWN 2:28:37

the state of California and that's why I ran for this office and okay let's and I definitely don't trust T Tony Thurman superintendent public construction we're going to stop right now the subject matter jurisdiction of the board because we're talking about in the state can we save this for general public comments okay I need a recess right now

UNKNOWN 2:29:00

let me just take a recess do I have five minutes five minute recess thank okay I called a recess because I couldn't hear and I wanted a minute for everyone to take a breath so is there any other comment okay let's move on to I would just say to specify my last comment no we we talked in private totally it's

UNKNOWN 2:35:11

just you know local control here that's what I meant yeah versus potential yeah thank you for clarifying that okay where are we at number four number four first reading of revised board policy bylaw 9124 attorney Mr BM I assumed you needed five minutes is that enough time okay less we'll just Okay one minute maybe um the purpose of this

UNKNOWN 2:35:38

amendment is to ensure all board members are aware of legal advice proposed as it relates to proposed board policy amendments resolutions Etc this practice will help prevent miscommunication will ensure consistency and legal guidance and will support the board's fiduciary responsibilities and I think uh I think this is needed because how many times up here have we said well

UNKNOWN 2:36:05

legal has said this or legal has said that or have you checked with legal and nobody knows one person doesn't know what the other is really talking about so it basically you know if someone goes to Legal it will be the responsib ability of the attorney to summarize what the discussion was and to disseminate that uh information in an

UNKNOWN 2:36:26

email to uh to the rest of the board so that uh we're all on the same page okay all right I agree one of my uh three points is always uh not wasting money and the question of legal uh there's also another side question that's involved in that if a board member gets their own opinion from a lawyer who's

UNKNOWN 2:36:53

not part of our board I don't know how how that works with our whole scheme in other words if anyone contacts an attorney it should be someone within our Network so that it's a person who's knowledgeable about our system and what's going on if I you go to random attorney to get an opinion and then bring it back

UNKNOWN 2:37:20

it doesn't really fit in with us working as a board so I believe when one of us gets in gets the uh permission to call an attorney it's someone who's part of our Network and then we are determined to come back and share with everyone what that what that lawyer said so we're all on the same page okay um I I agree with this I'd

UNKNOWN 2:37:47

like I think it'll help with a lot of confusion um my question is I brought up earlier that I have a lot of friends and family that are attorneys yeah so so I I do I throw out like what do you think of this what do you think of that but that's their personal opinion with mine that's not legal advice so I I think

UNKNOWN 2:38:05

it's not seeking um official legal counsel and I like this too because I still go back to and I I try to practice this is that um no one member what what is it 90 you quoted it that no B board member 9200 no board member can act alone like we have to I I'm practicing on getting more consensus and um working

UNKNOWN 2:38:28

as a board with consensus um so I like that so I appreciate that this is a first read and I wish we had started this way when we started talking about attorneys I still would like to see the paragraph amended that requires both the superintendent and president to give permission for legal contact I feel like Joseph and I have been turned down for

UNKNOWN 2:38:56

some legit purposes that we needed advice on and I will bring this up I mean for me to receive an email that says Mrs WMA it's the weekend this is not an emergency I will consult with Dr Woods on Monday my answer is no we need to start setting boundaries including respecting working business hours I think and I think it's good to talk

UNKNOWN 2:39:18

about this but you know last I checked we as trustees don't have established working hours I know we're all busy I have a full-time job you know I'm trying to parent when I can and I just felt like that was a real lack of understanding and I would love to see as a team the fact that we should hold each

UNKNOWN 2:39:38

other accountable we do want to do less but at the same time I think it's important to equip each other and to recognize that sometimes you're out of town we shouldn't be strapping our superintendent where he has to get your answer for that there are certain situations as happened that Friday night where I needed a 10-minute phone call that was a

UNKNOWN 2:39:58

continuation of something I'd already given permission for so for me it felt pretty condescending and I'd just like to do it differently understanding and respecting that I think this is a great policy to say if we get legal advice it should be summarized I told that to Dr Woods a couple weeks ago and when I had um commiss ated with our board attorney

UNKNOWN 2:40:21

I wished that I had had it it'll be additional money Mr baram but money well spent because in the end I think we're right to be on this track of wanting everyone to be knowledgeable and to have more bang for our buck with us all getting where that particular issue is you I'd just like one word to be added

UNKNOWN 2:40:46

to the front General legal counsel Orbach and huff represent over 100 school districts they are very good at providing General legal counsel especially when it's creating board policy bylaws resolution anything I've I've worked with David Huff for over a year and a half and he's very very good even if you disagree with he's like I don't know about that word it like this

UNKNOWN 2:41:08

and so I would say General legal counsel because that's our go-to on most important issues and then real quick let's make that Amendment so we have a motion to amend and add the word General legal council do we have a second is everyone unanimous that will add General yeah and then so we've added all it's unanimous okay and then the other thing is is if

UNKNOWN 2:41:32

if two board members are working on a policy behind the scenes or anything and they're Consulting with General legal counsel I don't know that we need to blowby blow hey everything you're doing with General legal has to go out with a oneway communication I'm actually fine with two board members working with General legal if they have to and

UNKNOWN 2:41:50

bringing their best foot forward when they agendize something I'm all right with that even if I disagree with what they agendize what I really agree with is in working with General legal counsel and not agendize things unless they've been looked at by David Huff because I think he's that good so to be clear I don't mind if two board members like I

UNKNOWN 2:42:09

said are working against working on something that I might not even vote on but I want their best foot to be put forward and not waste board time agendize things without having it been looked by by General legal counsel can can I get consensus on that can you be specific yes all policies that are brought forward should be looked at by David

UNKNOWN 2:42:33

Huff if they have writing like an attachment right here it's open-ended you know we don't have much like or on a couple information reports it might be that we're just starting the general conversation but if something is agendized with a lot of language it should have been looked at by David Huff that's how I'm being specific no no no no yeah no I mean I oh go ahead

UNKNOWN 2:42:53

go ahead unless Huff advises that another attorney to look at it because sometimes he does TH this is an opinion thing and I guess it's just because I've been working with different attorneys in different aspects from business attorneys small business attorneys estate attorneys um Financial attorneys that I understand the cost of making a phone call or sending a text message to

UNKNOWN 2:43:14

an attorney you're build minutes and if you make a an 11 minute phone call your build for 20 minutes so I believe that we should be very careful and prepared and when someone says I want to call an attorney we need to know why so we should write down I maybe we should amend it we need to have our and I

UNKNOWN 2:43:32

recommended this write your questions down so they can answer them specifically um I also because I've worked in an area with emergencies I've I've been in an office where we we had an emergency and someone actually passed away I don't believe that 9th :30 on a Friday night is the time to be calling attorneys or time to be calling the

UNKNOWN 2:43:53

superintendent to me an emergency is something that um needs to be addressed for like life and death otherwise I believe we should respect the normal business hours we shouldn't be calling uh I'm not going to call um unless I feel like it's urgent I'm not going to reach out to board members I will send emails and I always start I'm

UNKNOWN 2:44:15

sending this if I'm sending this on the weekend feel free to get back during normal business hours everybody knows that I do respect that we should work in normal business hours with very few exceptions and so far I haven't seen that exception and lastly I will look for board consensus and if I don't believe that the entire board is going

UNKNOWN 2:44:35

to give consensus for one person to contact an attorney then I'm going to say no until I talk to Dr Woods because these attorneys don't represent the individual board members they re represent the consensus of the board and I've made it very clear clear to the attorneys that we expect them to honor their contractual OB obligations and

UNKNOWN 2:44:55

that they are contracted with the board and with the school district and not with individuals so that is what I am using to um point point of clarification yeah point of clarification so I understand that in theory and would of course hope to respect their working hours but I will say over the last two years sometimes the only time I have to

UNKNOWN 2:45:17

talk with an attorney or somebody who needs to get back to my questions is at 8:30 at night like it was on Friday or the weekend because my 8 to5 dictates I am first and foremost an employee with another organization so I do think there needs to be a little leeway in understanding that if you own your own

UNKNOWN 2:45:34

business you do have some flexibility but there just needs to be some respect there and understanding we're not going above the pale uh hammering people at 11: at night but there does need to be some Flex time there because that's how I've accomplished I need to clarification sometimes if someone calls if someone calls the office in the

UNKNOWN 2:45:54

middle of the night they get an answering machine and we answer it the next day like sometimes not everything is an emergency and you have to respect the attorneys do not work 24 hours a day but someone like Mr hub's never had a problem talking at eight at night like I I totally understand that and would respect people the other reason isine

UNKNOWN 2:46:14

need consensus and I'm not going to reach out to people on the weekend so are there official TV USD working hours then is that what you're saying so 9:30 on a Friday night 8:30 don't 8:30 on a Friday night I'm going to tell you right now don't call me and ask to talk to an attorney cuz I'm always going to say no

UNKNOWN 2:46:30

I'm not going to start calling people so the email needs to be to you you need to tell us the parameters send it eight of four and can Gary can he make a decision if you're gone or out of town if I'm gone or out of town then the acting board president makes the decision and I've deferred these requests for

UNKNOWN 2:46:45

attorney I probably have 30 requests to talk to attorneys I've said no to can you imagine how much that would cost the district if I said yes every time someone wants to talk to an attorney and we are functioning just fine so it's just my perspective I've worked with attorneys and I've paid them out of my own pocket so when I make a phone call

UNKNOWN 2:47:03

even though it's not my money I kind of feel the pinch because I know it's going to cost the district and I at the very my very first month I accidentally made the mistake of acre a large attorney bill that I then negotiated with the attorney and he removed it and I'm grateful that he did that but I realized

UNKNOWN 2:47:24

we've got to proceed cautiously cuz I think it was like $6,000 that between you and I had we' racked up in attorney's fees and I was like whoa I'm I'm not going to make that mistake again and then the attorney was very kind to uh understand that mistake so we will going forward I mean if the schools are

UNKNOWN 2:47:44

burning down give me a call but other than that we need consensus as well cuz individuals should not be contacting attorneys on the weekend that's just my opinion I don't know I've been on the board for five years I think I've asked to talk to an attorney once and I don't I don't see anything that's that pressing unless it's something that we

UNKNOWN 2:48:06

do together and then if it's an issue that we all agree on then when I call you you'd say oh yeah I forgot about that I'm going to talk to Dr Woods of course you should do it and I know attorneys and my son is one he builds in 3 minute Cycles not 12 minutes you're on the phone for five minutes you're paying

UNKNOWN 2:48:28

for six and and attorneys like Huff have huge practices he has all those schools in aladina that burned down he's now dealing with all those things that are going on there about getting money to rebuild the schools what are you going to do with those kids where are they being educated what's going on with the teachers who's paying their salaries

UNKNOWN 2:48:50

who's paying their mortgages who's paying their medical bills so I know he's pretty busy and he doesn't want to be bothered with stuff that's not important that's really critical and I'm not saying that whatever Jen had to say wasn't critical I don't know I wasn't there but I think we have to be careful about doing things um that are not

UNKNOWN 2:49:11

really critical at the moment now go ahead I've worked with Huff for for over a year and a half there are times where you're not build so just let me tell you this not every single time you call or text you're build but otherwise I want to ask permission officially by consensus of the board if I can contact

UNKNOWN 2:49:31

David Huff regarding the civility policy because I felt like the last meeting it was never run by him and I felt like there was pressure against members of my family and I want to talk to him so I want to know if I can get consensus from the board you have mine I'm just confused about which I asked Dr

UNKNOWN 2:49:51

Anderson a day after the meeting if I could get consensus to talk to General legal counsel she said no and then but but she said then in another email I didn't say no I'm just saying you can get board consensus so I'm asking for it now I'm just concern what is the issue that about the civility policy and

UNKNOWN 2:50:08

outside of that policy everything and outside of that you wanted to run him run the policy by him I want to talk about what happened at the meeting on that night well I don't know and I feel like I feel like it's very important so I'm asking for consensus I was told to and I'm doing it right now

UNKNOWN 2:50:28

[Music] okay I mean I can give you my answer that I emailed I don't either want why not for transparency it's very clear it's very clear I'm asking for permission to talk to Huff about what happened during that civility incident he needs to review the video and I want him to talk to me and I'm asking for board

UNKNOWN 2:50:52

consent I'm looking hold on it's within our governing handbook that I can get the consent from the superintendent and the president either you two can give it to me now or I'm asking the board I'm well within my right it's within the subject matter jurisdiction of the board this is the perfect agenda item to do it under because we're

UNKNOWN 2:51:13

talking about lawyers I'm just going to read my email or do I have consensus to read my email to Mrs I don't I don't even know what we're talking about here okay so I've I've been receiving many requests to contact attorneys regarding the civility policy okay I've recommended that we first before we present a policy to them we do our best

UNKNOWN 2:51:33

to clean it up make amendments so we had several amendments made I actually told lenee to to change I was like change the language here and here I added a word and then I took off the spec I thought family is good enough I don't have to name all these family members but if I just say friends and family that should

UNKNOWN 2:51:51

be good enough um and then I so she has a copy of that amended and then Jen should be able to access that because it's in the Google file if not have her send it to you and then once we have so working with attorneys once we know specifically like what are our questions now I just want to call and talk to an

UNKNOWN 2:52:13

attorney about how I feel that doesn't represent the consensus of the board or the district that is a board that that is an attorney representing the interests of one board member so the email that I sent I she asked about contacting an attorney regarding the Civility and I had questioned about moving the civility from open to closed

UNKNOWN 2:52:33

and there was some debate about that so I asked Dr Woods can I ask an attorney if this can be in closed session Mr DeMarco said he has experience with the brown act so I asked him after getting approval and approving myself and I told Mrs WMA the policies have been provided to Mr DeMarco for consideration regarding their placement on the agenda

UNKNOWN 2:52:56

either in closed session or Open Session Mr DeMarco stated that he is in a hearing until Wednesday please be patient next after his review of the agenda placement question would you be comfortable with Mr DeMarco overseeing the review of these policies prior to adoption instead of Mr Huff the initial request was from Dr kamasi for Mr Huff to handle the review but it

UNKNOWN 2:53:22

seems logical for Mr DeMarco to take this task since he is already reviewing them in relation to the agenda please let me know your preference on who you would like to speak with regarding this matter Dr Woods and I will then consider the request additionally I have a personal policy when Consulting with attorneys to ensure that all

UNKNOWN 2:53:43

communication is clear precise and thoughtful to facilitate a more effective con consultation I kindly ask that you document any specific questions you may have this approach which I have found to be beneficial in both personal and professional interactions with law firms ensures that our discussions remain productive and ultimately more cost efficient for future reference I will be requesting that any

UNKNOWN 2:54:09

recommendations or counsel from attorneys be followed up with an email to Dr Woods he will then distribute the information to all board members for their review and consider ation so that was my reply to Mrs wman and that is my reply to you tonight and I didn't send this but I can forward this email to you right can I finish thank you for reading

UNKNOWN 2:54:31

that out all right you're biased but I don't trust your judgment on related to that incident you targeted you said board member spouse brother-in-law and then you were talking about agendize that for disciplinary action I I want to talk to General legal counsel regarding this situation I can't get more specific and I don't trust your judgment about

UNKNOWN 2:54:55

what happened that night I'm asking you to make it public Jen said yes I said yes do i Bard consensus if you're going to say no say it publicly my question is are you asking for general counsel for you or for the board to find out if those policies are constitutional or unconstitutional both so you want to

UNKNOWN 2:55:13

know you want the attorneys to review the policies and what publicly what you said what I said publicly that is a person you you you took that personal no no no you you mentioned four amendments and what you sent me in writing is different from what said board members here's the thing I don't have a problem with that

UNKNOWN 2:55:33

because I would my family doesn't care they don't even watch the movies or the the things my family's not going to my friends they're not going to harass you my family's not going to harass you I did not Target anyone specifically you asked if I was targeting someone I said no all board members should hold themselves to a standard now was I

UNKNOWN 2:55:53

specific yeah I was specific because we have been working with law enforcement to trace the IP addresses and confirm some of the fake accounts so I did get specific not because I want to Target people because I want people to stop being ridiculous so that was it you actually did consens hold on you minute did I say

UNKNOWN 2:56:16

Mrs wman you actually did Target me because what you did is you framed me with false allegations in that statement what I'm asking is for the attorney to review it because when I say we need a parliamentarian or a lawyer it's because what's spoken on the dayis makes a difference you mentioned several different investigations and projected out to this audience an aspect of guilt

UNKNOWN 2:56:37

and a possible discipline so I'm just saying that the lawyer needs to review it and if he needs to address this all I'm fine with that but Dr kroski is right you can't take away people's First Amendment rights you can't take a csba policy that's been tried and true and weave it into kind of a personal Vendetta or something that's emotionally

UNKNOWN 2:56:59

divisive like that that's why the lawyer needs to look at it and we deserve to have a part in that open conversation because there were other lawyers in the district that said or in the community that went oh my gosh I can't even believe some of that was said we need to deal with it so we can back up and do it

UNKNOWN 2:57:14

right okay so I just am going to say okay please let me know your preference on who you would like to speak with regarding this matter Dr Woods and I will then consider the request since you're consider it now or you're stalling me you've already stalled me through email this is it just say yes or no that's what I'm looking for this is a

UNKNOWN 2:57:32

public consensus I I was going to have me and me and Mrs wman on the phone but now that we've been forced into board consensus I'm going to say no I'll talk to the attorneys I I am very I'm very confus I don't know I'm confused I would like here's what I would like can you write down the questions no I do

UNKNOWN 2:57:52

not want to share it with the board because I don't trust the Judgment of one board member that is just plain the attorney doesn't represent you get your own attorney go the attorney represents the board and and you did not run it by General does the board give Mr does the board give Dr Koski permission just to

UNKNOWN 2:58:09

have a conversation Mr just by General legal counsel and I think it was Reckless and I want to make sure that David Huff here's what you said during the meeting and what you put in writing I just told you I send it to a a LR R and I asked if you guys would switch because they already have it but right

UNKNOWN 2:58:26

now he's not our general legal counsel so that's great with a a l r r but I want David Huff he's our general legal counsel and he is brown act all right you're just you're just spinning circles around this issue just I'm going to read the email one more time please let me know your preference please don't who

UNKNOWN 2:58:43

you would like to speak to I didn't say no but now that you guys no I'm not gonna I'm not gonna have the district pay for private legal counsel if you think that you I did not say it was Private I said I wanted him to review what you said pay for your own attorney the district can't pay times the

UNKNOWN 2:59:02

forments affect all of us though on the board that was something you brought forward do let's polish this up and send it to council for review along with the video he needs to review it log on and watch the video are you going to ask him to watch it can you make that it the whole world can watch I'd be fine with

UNKNOWN 2:59:20

that Dr Anderson if you actually said he could watch it 20 minutes in civility I'd be fine with that yeah what what is your purpose Mr BM asked you to write down the questions are you are you planning on suing me for attacking you because that is a private attorney get a private attorney come after me but we're

UNKNOWN 2:59:35

not going to spend Dr Anderson all right let's do consensus here my my no this is a problem just so the public no no I'm not going to sue you this is ridiculous what I want them to do is listen to what you said and then compare it to what you put in writing that's it okay because you want to make

UNKNOWN 2:59:55

this a bylaw that's it would would you agree to that have him review what you said live versus what you put in writing I think that's transparent to the yeah absolutely I didn't say anything illegal by being specific on who I want to stop harassing me and I think you have to realize the public can harass me as much as they I

UNKNOWN 3:00:18

really can't do about anything about it but I have a right to say as board members we should hold each other to a higher standard in how we treat each other on social media and in public so what I'm asking for is for the board members to elevate themselves a little bit and not engage in nonsense that's

UNKNOWN 3:00:37

what I asked for in those amendments I want it to stop I want us to stop being an embarrassment to the schools and the students and that's why I made those amendments because I want to say you guys we need to stop we can remove all the Amendments I stand by saying that in public because I've asked privately and

UNKNOWN 3:00:55

I've been told I can't control what other adults do I I've had that conversation with Mr woods and other board members and I did what I had to do in order to stop the nonsense so no I don't give consensus no no cons no can we move on please okay next item can we can can we move can we make

UNKNOWN 3:01:18

a motion to amend this policy yes if you would you like to make the motion to amend it now I would would you what do we on we're still on the lawyers I move to amend bylaw 9124 so that legal general counsel uh shall summarize to all board members any legal advice offered to the entire board or any

UNKNOWN 3:01:39

single board member second Schwarz yes WMA yes C yes Barham yes Anderson yes two public comments for the next one first up is Jennifer followed by Dr ner what is this one um removing tvusd from your public uh page or private page which I already did yeah my daughter did are we on we're on board communication right I have the right

UNKNOWN 3:02:23

okay so when it comes to using your social media some of you guys are really great at it but putting TV USD really makes it look like it's a tvusd account I I really do think you should have a personal account that you want to post certain things on and then you know some of you are great about just keeping

UNKNOWN 3:02:44

it to the district what's going on policies things like that or your visits that's excellent but then it just starts to get a little crazy so I wrote down just in the last two weeks just some screenshots that I had personally taken of some posts that should not fall under TV USD in your Instagram or your whatever

UNKNOWN 3:03:08

handle one was a reshare of a post that a board member made saying that Melinda and email do not belong email do not belong Ong in the board and criticizing them there were complaints about the public comments then there was a video celebrating the demise of the Department of Education there was a repost from Topia with a video full of

UNKNOWN 3:03:35

transphobic bigotry repost of child exploitation and transphobic meme another transphobic meme meme celebrating that Trump fired 50% of Department education employees most of whom are from the office of civil rights and that is who special ed parents rely on to make sure that our our children's needs are met another post celebrating Trump shutting it down um repost of a mean claiming people

UNKNOWN 3:04:07

vote illegally another repost of the close of the doe Heritage Foundation repost of the doe promoting another transphobic meme repost of a child in a transphobic meme Van van video of transphobia political propaganda post claiming a uh candidate for governor can cancel taxes in California if he's elected which if you remember from your government class isn't how that works

UNKNOWN 3:04:41

another transphobic meme that was today and a meme claiming that faith and freedom lawyers are actually a Ministry which brings me back to the whole lawyer discussion why are we paying public funds to a Ministry thank ner hopefully I can speak now tonight we're being asked to consider a motion that on the surface sounds like a small

UNKNOWN 3:05:18

administrative clarification removing tvusd from board members personal social media profile but let's call this what it is a targeted Patty authoritarian attempt to silence and delegitimize dissenting board members this is not about protecting the district's image it's about trying to control the message let's be clear board members are representatives of the meula Valley Unified School District tvusd

UNKNOWN 3:05:53

that's not a branding Choice that's a reality when citizen elect someone to the board they're electing them to speak on behalf of the public within this District that includes the right to communicate with the public on issues impacting the district whether it's on AAS or on Instagram let's talk about what's really happening here the real issue what is the real issue

UNKNOWN 3:06:18

the real issue is that leadership doesn't like political opposition speaking with the authority of their elected elected positions that's not consistency that's censorship it's about con constitutionally questionable it's very questionable elected officials have indeed First Amendment writes the district cannot regulate lawful political speech simply because it makes them uncomfortable and public and the public certainly isn't confused when an elected board member

UNKNOWN 3:06:56

says tvusd on their profile that is in fact what they are so here's my suggestion instead of spending time restricting the free speech of board members why not spend time addressing the chaos dysfunction and silencing tactics that have become the norm in this board the policy is not about ethics it's it's not about Clarity it's not about anything else but control it's

UNKNOWN 3:07:22

about punishing those who dare to communicate directly with the public I oppose this Motion in its entirety let board members speak let the public hear from all their elected officials not just the ones who parot the board's leadership agenda this is America not Russia not China not North Korea and definitely not your private PR firm thank you thank you was there any more public

UNKNOWN 3:07:57

comment what turn comment turn the comments on talk about Free Speech okay I'm going to call point of order please point of order point of um so let's see I again give give me a second worri can I have a minute yeah I just want to present first oh go ahead one minute what you presenting I didn't go

UNKNOWN 3:08:26

discussion yeah I know but we didn't even get to speak on this no first I first I present it and then you guys get to debate it yeah okay okay I just needed a minute because I am I just want to flip through the page I know so I put this on the agenda for board discussion in consideration and

UNKNOWN 3:08:53

the reason I did that is when I attended one of the classes at um tvusd they it was regarding legal and they emphasized separating a personal account from um the professional account and not using the district name in um social media handles and then I've just received um feedback from the public that they feel like um that it misre

UNKNOWN 3:09:17

presents the district and since I learned about it I um asked when interviewing one of the law firms that we were hiring I asked their take on it and they said that it requires a board consensus and that they have dealt with this with other school boards before and that if the board agrees that they shouldn't be using the

UNKNOWN 3:09:38

tvusd um and their social media handle that um every board member should remove it and then um they said they did have to send a season assist one time to a board member um I actually agree with some of the stuff that um Mrs wman posts I I I don't oppose everything that you say I'm not trying

UNKNOWN 3:09:59

to hinder free speech um I saw that Dr kroski was posting soccer and I have no problem with what you're posting I just think that um I went ahead after I attended that meeting I changed it I think you're going to find it liberating there are many options you could be board member you could um come up with

UNKNOWN 3:10:21

other other things you be T trustee Tula trustee Tula School Board member that more accur accurately describes your position um without confusing the public um with personal um opinions and and I don't have a problem with when you say political opposition um I I don't know if people have realized that like I'm really not in political opposition with the other

UNKNOWN 3:10:49

board members um and I think I've made that clear many times so to me I just think it would be more professional and um it would help not confuse the public so that's the reason that I brought this up for discussion and I'm looking for consensus and then we can decide where we want to go there this is something we

UNKNOWN 3:11:09

talked about at csba for a long time because of lawsuits against uh board members who use TV who use their School Board um um abbreviation in their in their uh Facebook or Instagram or whatever account and then they block people so if you have your official designation as a board member say TV USD you can't block anybody you can't censor

UNKNOWN 3:11:39

them the only time you can censor people on your personal account is if it says this is a personal account and you don't have tvusd you can have trustee you can have board member you could have area two board member or whatever you want but if you have tvusd on your personal account you cannot block anyone you cannot uh keep

UNKNOWN 3:12:04

them off of it and we talked about this at csba because there are all kinds of lawsuits that have gone through the courts about it I already had mine daughter removed mine from my TV USD account and uh I didn't even realize until I learned about it at C at csba so I don't think it's a big deal we're not

UNKNOWN 3:12:25

censoring anybody you can post anything you want on whatever social media post you want you just can't make it look like it's official policy of the school district I have tvusd on my Instagram um I only post about Schoolboard stuff on it that's what I do um I don't have a personal account I'm not going to have

UNKNOWN 3:12:59

one um I've only been on Instagram by necessity since February of 2024 when I started to run um but I will say this in terms of uh it's it's really interesting because on my account every lie every half-truth every twist every derogatory thing ever said about me is still present never hidden always the truth never blocked and I engage with those people

UNKNOWN 3:13:42

and the people in here know that that's the truth um I can't say the same thing about other people on this board because they don't keep their comments open for engagement which means to me no transparency no accountability they block people that's wrong that shouldn't happen I've been blocked by people on this board myself I don't do those things I keep it

UNKNOWN 3:14:18

open and I ask this community especially some of the people that have come up here tonight be truthful yeah you smirk yeah it's it's really it's it's disheartening because we can't we're never going to be able to engage civil and respectfully unless until we stop the nonsense on social media it's it's a killer here so let's if we're elected

UNKNOWN 3:14:44

officials I'm going to commit to I don't block anybody open up your comments one more time open up your comments and let's be transparent with the public and stop hiding blocking people deleting comments it's it's not good okay all right that's it all right probably probably going to ask for full four minutes um ex then let's go two and so

UNKNOWN 3:15:13

that she can speak and then I'll follow up with two and then because I made I made Mr B do that I made him do two and then one it's much more smooth when I yeah well wait do I have consensus are we okay if you okay go that's thanks so basically you swore an oath on December 13th and you swore another oath

UNKNOWN 3:15:34

on September 17th one in person one in public and I'll just read it out I do solemnly swear to affirm that I will support and defend the Constitution of the United States and the constitution of the State of California against all enemies foreign and domestic and that I will bear Tru faith faith and allegiance to the Constitution of the

UNKNOWN 3:15:51

United States and the constitution of the State of California that I take this obligation freely without any mental reservation or purpose of evasion and that I will well and Faithfully discharge the duties upon which I'm about to enter so when you swear oath to the first or to the Constitution of the United States I'm just going to read the

UNKNOWN 3:16:08

first amendment and let it stand because our great forefathers of this country establish it in such a manner where they said Congress shall make no law rest respecting an establishment of religion or prohibiting the free exercise thereof or abridging the freedom of speech because that is what this will do or the for or the press or the right for people

UNKNOWN 3:16:26

to peaceably to assemble and to petition the government for redress of grievances people say this all day long it's a First Amendment right the district has no right to try to codify something in a bylaw because it's against the Constitution of the United States that we swore on it is one of those Supreme contradictions and the irony of all

UNKNOWN 3:16:46

irony is that advocates for Faith and freedom represent this board pro bono they represent districts who try to colleges universities schools anywhere where they try to to suppress People's First Amendment rights that's why they're called advocates for Faith and freedom so one member said it you know this isn't North Korea this is the United States of America the land of the

UNKNOWN 3:17:09

free and the home of the brave and on my account it is actually my personal social media campaign account so what this board is talking about this ridiculous cockamamy is that it would restrict somebody's ability to campaign we can post whatever we want on our social media whether it's TV non-tv USD I've known about this with brener a year

UNKNOWN 3:17:28

and a half ago with multiple lawyers I already know my rights I already know this is a First Amendment violation if you want civil litigation coming on this District you'll have it if you try to recommend this as a bylaw and that's just the bottom line and I take this extremely seriously because I served and was willing to die for our country

UNKNOWN 3:17:46

country to protect our Constitution and there's no way in hell I'm going to be told what I can and can't say I'm sorry on social media that is my god-given right that is my freedom and I'm a protected Citizen and I'm just going to let you know that what you're doing will be illegal okay and I I just think there's

UNKNOWN 3:18:05

confusion um I think we're just talking about changing the uh last uh social media handle from uh tvsu tvusd to right just a little First Amendment violation telling you not to say that okay put on social media right just a little thing okay okay next I'll be asking you for permission if I can make a two-minute video on my social media account I spoke

UNKNOWN 3:18:26

to Legal about this they've handled this before with other school districts so did you speak to General legal counsel David huff and did David Huff but we we can if if we we first we need to just have the conversation and get a board consensus Mrs wman so it's hard to believe that almost three years ago as a mom and a citizen I

UNKNOWN 3:19:08

stepped up to run for Schoolboard I chose my Instagram handle as my personal account to share my my life perspective and the campaign itself it's a place people know they can go to see my perspective and what I believe in nobody's required to follow me I've never made the statement that it's unofficial tvusd account I've always been transparent that opinions

UNKNOWN 3:19:37

are my own and you can read that within the handle and on the page itself I've always provided Clarity and if you look it up now you'll see that it is a 2026 campaign account and Dr krosi was right we do have the ability to share all of those things you know during your campaign our board president Mr baram I

UNKNOWN 3:20:04

know I sent out information about what you were doing was happy to promote what you were trying to accomplish in the community and I'll never forget when someone messaged me a note saying something negative about you and I took a screenshot and I sent it to you because I was concerned I wanted to have your back and I still have that text

UNKNOWN 3:20:27

that conversation and I know at that time you didn't mind that that personal account was helping you right and I won't read the whole thing but it you told me hey it feels good to know that you've got my back I needed to know that worst case scenario if I'm just to vote for you and Joseph with no substance at

UNKNOWN 3:20:43

least I'm better than the person prior and I wrote you back and I saidou know I I do support you though we don't know each other well I'm thankful for your willingness to step into the ring and to advocate for the children and families in Tula you are much more than a vote and I respect what you've achieved and

UNKNOWN 3:21:02

accomplished hang in there I'm roting for you that was one of the few conversations that I had um and I feel like at this point Dr Anderson a lot of times you haven't been a vote for Dr kroski and I and when you look at this it is true we feel like you've limited speech on the deis um obviously you've

UNKNOWN 3:21:22

limited contact for legal when with our experience we we should be given that respect and we should be able to reach out and now as Dr K mentions you do want to violate our First Amendment right by controlling the social media handle in two and a half years we are known across the state we have a great network of

UNKNOWN 3:21:42

people and I personally keep my comments closed because I've watched our people get bed and waste time and what I was told you either keep it open all the time or you just shut it and it's a bulletin board and we have perfect legal reasons to be able to do that and I have found for our people who kind of suffer

UNKNOWN 3:21:57

or feel like they've constantly got to beond that it releases them from it so there are a couple theories of thought with that but that's why I've gone that direction you have every right to make that request because of your First Amendment right and we have the right to say no this is the hill we're going to

UNKNOWN 3:22:16

die on and it is important that this community knows that we're there for a reason it is personal they don't have to follow us elections have consequences we chose this years ago and we'll continue on in this way so that's where I'm at right now and I appreciate having the time to discuss it I don't care whether you have tvusd

UNKNOWN 3:22:44

on your account or not okay I don't care um what I care about is as a board member that you're going to engage with the community now that's your choice I my choice is I engage I don't delete I don't block um I don't know what the laws are with regard to those things but in terms of that text that you wrote I don't give

UNKNOWN 3:23:14

a damn whether you have TV us on your handle or not okay and I'm I'm not going to make I'm not going to make an issue of it you're if if I'm asked for consensus as far as taking it off I just don't care okay but what I do care about is if you're an elected official I

UNKNOWN 3:23:35

believe you should be engaging with the community I don't believe that comment should be shut off um I don't believe that you should be deleting comments um those are my feelings and and that's how I want to represent myself how you two decide to represent yourselves is is is another story Mr Schwarz isn't on Instagram um but if you

UNKNOWN 3:24:01

can't take the heat then get out of the kitchen that's kind of how I see it um and again in terms of the community every rotten lie every disparaging thing that's ever been written about on my Instagram page is there for everybody to see so that's all I have to say I just want to point out oh sorry Mr

UNKNOWN 3:24:26

Schwarz didn't mean to interrupt I I just wanted to make you aware of what we learned at csba that if you do use the handle of the school district and you block people from or or re or remove comments there have been many lawsuits about it and you might I'm not a lawyer you might be putting yourself in legal Jeopardy I I

UNKNOWN 3:24:53

don't care what you're write and I don't care what people write on my page they can say what they say and and it doesn't really matter to me but I don't want people to be confused that this is a personal page or it's an official page of the district and that was the intent of what we learned at csba and I believe

UNKNOWN 3:25:12

that's the intent of this um policy that we're trying to get if you want it to be a personal page just say it's your personal page so I mean these are ideas what if we explore this further we don't take any action what if we get the uh I think we need to look into um getting the

UNKNOWN 3:25:34

actual um csba bylaws can you look into that and bring and then uh we'll just have the continue the conversation and then my request would be that we are all just in compliance with what the law is is that fair that we're just all in compliance with what the rules are and we does that mean that you would be asking General

UNKNOWN 3:25:55

legal counsel be to be in compliance because you could actually say hey we have we have disagreement on this will you actually look it it it it is is it their First Amendment right can they actually do this can they not can you contact General legal counsel yeah could before we spend money on General legal counsel maybe Emil's not going to

UNKNOWN 3:26:15

support the consent what if we bring the this conversation can be had over a few months it's not an emergency nothing's nothing no house is going to burn down can we can we discuss this with the actual yeah yeah so can we I'll do some investigating and I'll let you know what and we'll see what what the

UNKNOWN 3:26:33

actual Like rules are um the laws are discuss if we want to be make sure that we're all in compliance with it um and then take it from there and may maybe some people it's board consensus so right now I'm saying let's finish the conversation let yeah he Emil says he doesn't have a problem with you or Mr

UNKNOWN 3:26:52

Bar says he doesn't have a problem if you have tvusd so I just want to make sure we're in compliance are we okay just like exping it further yeah well when you mention laws can you talk to General legal counsel he specializes in the law okay can we talk to General if there's no consensus can we get it you you

UNKNOWN 3:27:11

didn't ask yes how about how about um can we talk to General legal counsel again I'm very cheap when it comes to attorneys after we have consensus if we're going to be in compliance but right now I didn't bring the laws so Mr Schwarz has said he'll bring what they have from csba I'll I'll do my own

UNKNOWN 3:27:29

digging what they and then we'll talk about being in compliance and if we want to move forward and ask each other to remove tvusd then we'll ask an attorney before we proceed with that if not we'll just leave it alone this is just a conversation that I wanted to initiate I vote to leave it alone tonight and let

UNKNOWN 3:27:45

it die that's right here on the floor I I think that would be helpful or getting or getting the attorney's advice a constitutional attorney could shut down any of the extra work in banter really they could give you a pretty short synopsis without wasting any any more time consensus to explore further at a future meeting well I already made a

UNKNOWN 3:28:03

motion to shut it down tonight a second I agree let's shut it down tonight no I meant I meant so that it does not go forward okay okay okay just to be clear so so motion to shut it down forever which would be postponed definitely table it indefinitely it's table agree there's two said no nobody else okay can't do I

UNKNOWN 3:28:26

have consensus to explore this conversation further on agenda okay do you want to vote to let this die right now and never talk about it that's right that that's not something that exists so BR okay Dr karaski would like to to postpone this definitely that means it's off the agenda that doesn't mean if we if we say

UNKNOWN 3:28:55

in indefinitely indefinitely indefinitely yeah yes that's correct I do not want this to come back at all especially when we're not talking to General legal counsel yes that that's the that's the consensus but I have to tell you when you postpone something indefinitely like I did with the attorney it gives people the right to bring it back at a future

UNKNOWN 3:29:16

whatever word you want to use I never want to see this again there's not such a motion there's no such motion so parliamentary procedure I mean you guys want a parliamentarian there's not a motion that says we're going to do this forever and ever and it's never coming back like that do you want to postpone it I I don't want this bylaw I don't

UNKNOWN 3:29:35

want this ever being a bylaw at all yeah okay whatever you want to whatever you want to call it you don't even want to talk to General legal counil about this no because I've already talked to other lawyers that are constitutional and specialized in litigation this isn't yeah okay so what are we going to do board consensus are we going to talk

UNKNOWN 3:29:53

about it again yes okay we're going to bring it back at another meeting we don't need to vote on it we're just looking for consensus this is an information item um don't know law that's really the issue so so we're just talking about it more we're going to bring back the law next time and see what we think and and you to be clear

UNKNOWN 3:30:17

are you going to discuss it with General legal counsel then before we bring it back no is that was mentioned I'm going to do it the third time we're going to talk about it twice and then the third time if we have consensus we'll talk to General legal counsel the legal counsel that I got when in interviewing the

UNKNOWN 3:30:30

attorneys that we're talking about this at csba were of the opposite legal opinion that you're presenting which is why the email thing will be very helpful okay report out of board subcommittees um Mr baram do you want to talk about uh our accountability subcommittee no unless we're going to have a report out officially I mean I I'm going to talk

UNKNOWN 3:31:07

about it a little bit but I wanted to give you the opportunity no we're in unison you want to talk about it yeah okay yeah I didn't prepare to talk about that's why but yeah we're in unison so you can you can talk yeah okay so the accountability subcommittee um in the next 30 days we're going to be um

UNKNOWN 3:31:24

unveiling the uh the basics of the program with our executive uh management team our directors um basically our philosophy of accountability in May and June we're going to start solidifying data um uh setting specific concrete and measurable goals in the uh areas in mathematics English language arts school climate and absenteeism that's what we have agreed to do to

UNKNOWN 3:31:56

start um in June our principles we will um the data from uh the State Testing will be in in June so that will give our um our principles an opportunity to set those measurable goals in those areas um in their strategic plans in June and we should be able to roll out this monster because this is a monster this is huge

UNKNOWN 3:32:22

it takes a long time to develop this kind of accountability system considering the fact that in tvusd we we we've never really had it formally so it takes it takes a lot of work here so Ashley to perfect this it it it takes years so that's why we're starting out with math English language arts school climate and uh absenteeism but that's

UNKNOWN 3:32:46

basically the P the plan and hopefully we can take action on this um in the month of July right before school starts go ahead go ahead what Mr baram said and um there's also safety there's a couple other things that wrap up in school climate we're going this is all going to be aggregated these goals attached to

UNKNOWN 3:33:07

principles attached to the directors assistant directors all the way up to Dr Woods this will be finally an official evaluation to where the board can say we're holding you you know as the CEO of the district accountable but in a good way because we've had buyin with the bottom up as far as principal directors assistant you know sups and we've had a

UNKNOWN 3:33:26

lot of work this is this is a lot of work includ including the board by the way yeah yeah yeah exactly that's correct and and there's a lot of Buy in but it actually holds the district accountable and you know like I said before as far as you know evaluating the superintendent this is this is massive okay because if you fail everybody

UNKNOWN 3:33:47

underneath you is failing somehow so it's it's accountability all over and the district welcomes it so I think it's really good in that sense yeah I think it's great okay Special Ed I love this one we actually had our first subcommittee meeting on family Partnerships this week um there were teachers um administrators um and we had one parent

UNKNOWN 3:34:11

representative there as well plus input from other community members members who are parents who were not at the meeting um that input was uh taken into consideration as well thank you very much um but the major topics that were discussed in terms of family Partnerships um were the transition meetings that take place as special education students transition from one

UNKNOWN 3:34:38

school to another from elementary to Middle to high school to postsecondary life and the second major topic that we talked about is how do we get more families involved participating in the many many many trainings The District offers in terms of the resources um that we offer them and their children and um from here I'm going to let Mrs D speak

UNKNOWN 3:35:02

to uh what she thought of the meeting and what next steps are thank you Mr baram and thank you for entrusting me with the opportunity to help um lead the subcommittee or at least facilitate it but exactly that uh our goal in this committee from the get out when we were establishing our focus and Norms was to

UNKNOWN 3:35:23

develop tangible um implementable results in ways that took the conversation to things that could be immediately done uh because if we're going to be spending the time to do this we want there to be action attached to it it was a really powerful meeting um I appreciated all the conversations and the feedback and just to reiterate what

UNKNOWN 3:35:43

Mr baram said and thank you Dr Anderson for being there as well is our community advisory committee is it's got a lot going on but we want to be able to increase our communication with our families to know what all of that is so along with the CAC um and it gives me a great opportunity to give a plug April

UNKNOWN 3:36:03

16th is our CAC uh resource fair and showcase at msjc we're partnering with maretta Valley Unified School District and things like that come out in our community connection and our staff connection so we really are encouraging our parents to look at that information and then also looking at the consistency in our transition meetings but most importantly the ways and means and

UNKNOWN 3:36:26

venues that we participate in uh parent communication so thank you Mr baram yeah and our next meeting will tackle the the top in the next meeting with regard to this sub special ed subcommittee we will tackle the topic of uh attainment and retainment of staff so that'll be next month okay do you Mr Schwarz so now we're going to move on to

UNKNOWN 3:36:52

fiscal budget priorities do you want to speak to that at all oh I was going to talk about uh yeah you're on the you're on the subcommittee with me yeah I know we have we're on a lot of subcommittee oh I'm sorry uh we're on a lot of subcommittees um I wanted to talk about dual immersion it's

UNKNOWN 3:37:11

something that we've talked about before I have uh talked with several of the Spanish teachers in the high schools about it I've also spoken to some Elementary School people about it um we're just in the beginning stages of thinking about how we would implement the program uh we need Personnel we need people who want to volunteer their

UNKNOWN 3:37:31

children to be in that kind of program uh and I am more involved uh right now with the daac but uh I think we will get together on dual immersion and talk about uh establishing a program I don't know when but it's in the future because we've had I've had um a lot of requests from high school teachers whose whose

UNKNOWN 3:37:57

kids are Hispanic but have lost their native language and and they find that the um Regular Spanish classes are not for them they're too advanced and they need to basically go back to what we do with kids who were by who are come in speaking only one language so it's it's something that's in the in the process

UNKNOWN 3:38:22

but um we haven't done too much yet and thank you for being patient because as a new board member and jumping in as board president I've had a lot but this is on my mind I think about it a lot so thank you for being patient and I hope the community knows that we both are invested in it is there another okay

UNKNOWN 3:38:40

yeah we got a couple more sorry um fiscal budget uh priorities board prior parities so Mr Schwarz and I have participated in School site budget meetings um this entails budgeting for staff based on enrollment special education Athletics how much discretionary money a site receives um that was a great process it was a great process I want to thank Nicole for

UNKNOWN 3:39:04

including us because I was unaware of how complicated it was when someone said to me the budget process I I just thought we're talking about the district but when we sat with the with the principal and all the all the staff of the school and each one was pitching for what they needed and everything was basically based on enrollment yeah you

UNKNOWN 3:39:26

don't have bodies you're not getting the money yeah and there was two dozen people two dozen people there oh yeah the room was full of people some who I didn't even know yeah and professionally collaborating and going back and forth in terms of building this budget it was for grade Oak High School um but this gives us an idea so that when the budget

UNKNOWN 3:39:45

comes before us in June we know how this budget is being built so basically the next step is to uh start participating in Department uh budget meetings like uh educational Support Services um Student Success and Welfare all of these budgets are based on necessity um but what's interesting here's here's the caveat here is that each budget meeting by

UNKNOWN 3:40:09

school or department they have want lists oh yeah they have want lists so there's the needs and that's how we're developing the budget but then they say I want okay and what's going to take place at the very end of this process is everybody every board member here has um given some input um privately because we don't want to violate the brown act as

UNKNOWN 3:40:36

to what our board priorities are so that when we get to the want list Mrs lash and department members and department leaders we'll have those board priorities so we can siphon through we can't say yes to all the wants no so the wants will be based on what the board priorities are academic Excellence student safety and belonging Community engagement and

UNKNOWN 3:40:59

transparency financial responsibility and resource allocation so we're going to have a very good sense of how this whole thing is being put together so that when we come back in h June to vote on this budget we're going to know what's going on yeah and there are also some critical things that pop up that emergencies like shade structures or water leaks and or

UNKNOWN 3:41:25

things that fall apart or air conditioners that don't work uh those things are not wants they're needs and and that affects everything else so e even though every school has its list of what they need and what they want it could change based on you know you never know what's going to happen yeah okay last one for me grading subcommittee we

UNKNOWN 3:41:47

will meet tomorrow first meeting on yes Mr Schwarz and I on the 26 topics to include I mean this is this is myself I don't know if you've thought about this uh Mr Schwarz but you know we're going to pretty much just look at high school only what is our path towards grade calibration how is an a b or c grade

UNKNOWN 3:42:08

determined by subject area don't go how is an a b or c grade determined by subject area is it by examination is it by projects is it by homework how are each of these components weighted is there grading practice consistency by subject area across the district where do teachers administrators stand on the no D policy by subject area that is very important

UNKNOWN 3:42:37

it's not just overall it's by subject area that I feel is very critical does great inflation exist and to what extent which has been suggested by a few if so what mechanisms can be put in place to curb it those are the kinds of questions I'm looking to answer what do you think well you know uh as someone who who taught for many

UNKNOWN 3:43:01

years I'd sit with my colleagues in the same department and we talk about well how do you count homework how do you count attendance how do you count class participation um and and there are so many things involved and and some of it is is kind of aerial and some of it is very uh statistic and you can see what

UNKNOWN 3:43:22

it is and so but some of that is kind of like not measurable in terms of numbers but only in terms of observation so that's important for us to talk to teachers about how they're doing it to make sure that nothing is getting left out of the picture that everything is included and that's why these con it's the

UNKNOWN 3:43:44

conversation are important yeah I mean to just check yes and no boxes to me I mean this could be a really great thing for our district if we if we do this right and I'm I'm looking forward to it yeah me too yeah it's going to be great and uh that's it okay we're doing the we're doing the real work

UNKNOWN 3:44:03

here is there any other subcommittee reports back okay all right the last information item is a discussion of let see here did everyone leave um is Mr Diaz here or Mr Diaz is in the back oh I can't see him oh he's standing up okay um this is a discussion of a of proposed ideas surrounding staff conduct and I just

UNKNOWN 3:44:35

before I read what I've written down um you can go ahead and start the time I just want to I just want to explain what inspired um the thoughts on this so we all kind of you Emil you make reference to your teaching degree I I was a general dentist for 20 years before I retired and um I have a huge belief in

UNKNOWN 3:44:55

referring to Specialists um so it's just an idea that I have and I know that there are there are times that um we ask our teachers to take on a lot so like in in dentistry um general dentist can do a lot we can do root canals we can do extractions we can do a lot but it's my belief that the

UNKNOWN 3:45:15

experts are the ones that are best to handle those things I do have friends that um are General dentists and they can do great extractions but I I I do think that sometimes we don't know um who the who the best of the best are so I'm a huge believer in referring to Specialists um and that's what kind

UNKNOWN 3:45:35

of inspired these thoughts is like putting things in the hands of specialist and qualified people so if you see me and you have an impacted third muler and it's horizontal in the bone you're going to go see um one of our local oral surgeons to have that removed um so in the spirit of referring to Specialists I've thought a lot about

UNKNOWN 3:45:55

um assembly bill um 1955 it has some good language about um qualified Professionals in it um in my mind that's the specialist so I'll just kind of read my my statement the in intent and purpose of like discussing ideas for um a possible policy or something um regarding staff conduct um about sensitive topics so um I know that it is a subject that is

UNKNOWN 3:46:23

important to all of us as an a board and um I think that it is important that we create policies and procedures to provide our staff with guidance on how to best respond when having discussions about sensitive topics that might be outside of their area of expertise um why do I think that we should do this I

UNKNOWN 3:46:43

do I I think staff should always provide a safe and supportive environment for the students um while making sure the sensitive topics are addressed by qualified professionals so you'll see me use the word qualified professionals um over and over um we want to ensure that the district abides by California um Bill 1955 while providing our staff with

UNKNOWN 3:47:05

guidance on procedures to follow when students initiate discussions that are sensitive in nature and I we haven't quite yet defined sensitive topics we have ideas about um mental health and different things like that um and then the goals would be to see a policy and procedures developed that provide staff Direction on who to contact which would be our qualified

UNKNOWN 3:47:35

um sorry like I keep saying want to say Specialists so I'll just keep saying Specialist or qualified professionals our Specialists um so I I think that um we'd like to see a policy and procedure developed to provide staff Direction on who to contact and how to contact these people when um these types of situations come up um we do have numerous qualified

UNKNOWN 3:47:58

professionals and um again in my mind Specialists that are specifically trained and qualified to support students with these types of matters um I think we always want to make sure that our instructional content discussions are always age appropriate and tailored for the developmental need needs of our students um I think that the staff needs to know how to refer students to

UNKNOWN 3:48:20

appropriate resources um that's something that like as a dentist I need to know who who am I going to refer to and I I inform um my patients on how to get there um and we want to adhere to assembly Bill 1955 which is um something I've been studying more while also ensuring that we have abide by federal

UNKNOWN 3:48:42

law so the next steps I'd like to propose um that the cover governing board provide direction to the district um to work with staff and the association to um consider like I said my my idea of specialty referral within the district on this type of policy um and um that's it so what was the I had one more point

UNKNOWN 3:49:14

oh okay we could we could do one I don't think we need to do SUB commmittee okay okay all right so um Mr R I kind of talked to you about this idea and how to um also last last meeting I asked you like how do we sunshine this can we sunshine this yeah and I and I heard

UNKNOWN 3:49:38

that part of the goal right now is to provide uh the district Direction on yeah achieving such policy so I think what we would likely want to do is make sure that the associations are aware that we look to Sunshine something along these lines in our reopener process and then um bring it to the negotiations table to see if there's anything any

UNKNOWN 3:50:06

interest related to impacts and effects and develop a policy with those goals and objectives in mind yeah do I have any board discussion no I think it's important having been a teacher and having students sometimes come to me with issues that I didn't really want to get involved I would refer them to the school psychologist or the guidance counselor or the assistant

UNKNOWN 3:50:33

principal or somebody because I really didn't want to advise them and give them the wrong advice and it really especially with things that are personal it's better as a teacher to be separated from that than than to than to participate in that discussion so I think it's a great idea that we are looking out to make sure that we're

UNKNOWN 3:50:54

meeting the needs of the kids and whatever they are they're reaching out to someone and and I think as you said they should be referred to the specialist the people with the best knowledge of how to deal with it rather than the teacher handling the situation Mr bar since you're Googling yeah I mean I'm I'm sorry it's okay I just because I concur with

UNKNOWN 3:51:17

you I mean as a classroom teacher um I always felt like I I from the first day of school I set boundaries that I'm the math teacher don't come to me with personal issues um I just didn't feel like that was my job um but it did happen sure I mean kids came to me um and with issues of sex with

UNKNOWN 3:51:47

pregnancy with divorce I mean they were very personal things and I always listened I I just didn't feel like it was my place to offer advice in those areas and this was 2018 in Prior and for myself I couldn't get to the classroom phone fast enough to call the counselor and say you know that this was going on

UNKNOWN 3:52:14

with this this kid now I know we have we have laws now that we need to consider and it's not the same but you know there's teaching responsibilities and there's there's uh you know there's professionals that are licensed and qualified to handle these types of sensitive issues that to me really shouldn't be in a teacher's hands but

UNKNOWN 3:52:44

you're not going to really stop that either I mean some teachers are going to go and take another step maybe because yeah yeah but it yeah but not qualified so I think that we need to like develop some kind of a a policy here with our association and uh I think it's really important for the benefit of

UNKNOWN 3:53:06

our kids that we do this I just want to add I'm not talking about being a mandated reporter if a student comes to you and says they're being beaten or abused exactly or something like that or suicidal or yeah well there's a there is a suicide policy where we notify the parents yeah but as mandated reporters uh we're we're we have to report things

UNKNOWN 3:53:28

like that but uh as Emil was saying there are certain issues that we really don't want to get involved in because you don't know what's behind the question and it's best handled by a I've seen teachers overstep and get in trouble yeah you know so and and again the idea is my brother is a um PE teacher and he's a

UNKNOWN 3:53:51

coach and um he's at a school district where he had um a student that approached him with something he didn't know how to handle and he was kind of at a loss and he has it's not that I don't believe that that people have bad intentions it's just that again sometimes I made the the the reference to root canal stick with uh

UNKNOWN 3:54:14

third MERS there's times that um my my int I've had it happen in practice where my intention was to extract a tooth that I thought I could handle and uh I couldn't and then I broke it off and I had to refer it to the specialist anyway so it's good if we have a policy in place if if my off yeah so if my office

UNKNOWN 3:54:34

were were to say like um Dr Anderson's not going to be allowed to do any extractions that might have been a better policy consens okay okay so do we have consensus then to uh oh yeah yeah can you give us two to three sensitive issues that may be discussed in class I think I think Emil just gave

UNKNOWN 3:54:52

some good ones he had I know can you so I like divorce maybe death mental health issues um pregnancy drug abuse um what about gender ideology sexual sexual expression and all that yeah is that all sexuality absolutely I don't think that um sexuality should be T discussed by Math teachers so um I think there's a lot of mental

UNKNOWN 3:55:16

heal I want to talk about I don't want to we're not yeah I I feel like we want this to be for the teachers not for yeah well the reason I asked is there what if there's a teacher that says well this is a safe space and I'm going to talk about this with students how are you going to

UNKNOWN 3:55:32

deal with that that is the litmus test we don't want to talk about that right why not this is transparent to the public I know that but we don't want to get we don't want we don't want another we don't want another unfair Labor practice charge that's that's the issue here let the association and the district I have an idea and and we have

UNKNOWN 3:55:51

two teachers that support it we are trying to work on the language we need to Define I keep using the word specialist but qualified professional so we need help defining qualified professional and I have sensitive topics that include sexuality divorce mental health we haven't defined these yet these are ideas they might end up in it I mean do you have throw one out there

UNKNOWN 3:56:17

Mr Schwarz do you have any drug abuse drug abuse is a good one that one homelessness homelessness um lack of lack of even lack of food who who is a teacher is going to help the kid who's starving and bring sure they get food yeah I bring up my brother because he it was a wrestler a female wrestler that

UNKNOWN 3:56:39

came to his house and and him and his wife she wanted to talk about personal items and I feel like we should have they live in a small town so the kids run around and go to teachers houses but like the whole intent is we want to develop this and yeah it's going to include sexuality CU I don't know why we

UNKNOWN 3:56:58

would leave there's no reason we would leave sexuality out leave anything out no so so I if those if those are things you want included then we are absolutely planning on including them but we're not we're going to leave this to the association and the district to go into subcommittee to develop the policy that's it okay I

UNKNOWN 3:57:21

don't want to say anything more I feel like yeah I don't want to say anything we can present these ideas these talking points that that we need to negotiate here okay and that's all because we're going to get oursel in trouble if we keep talking and if we like present a policy ahead of time so we're open I can

UNKNOWN 3:57:41

see your frustration but I want accountability and transparency to the public so to simplify you're saying that the union and the district will create the policy correct yes or or begin negotiation that correct actually no I don't know I have to ask Mr said Association so I just want it to be clear how does it how does it work

UNKNOWN 3:57:58

because I don't know just like last meeting how do we sunshine how does it work if we want to create a policy I don't like we're we've kind of laid out our ideas do this again so how do we do it sure I think uh to ensure that we engaged the association in decisional bargaining and negotiating the impacts

UNKNOWN 3:58:19

and effects that such policy uh could have I think we Sunshine it as part of the reopener we put together a subcommittee that takes a lot of those ideas and I will represent the board in terms of Direction provided by the board and then we start crafting some type of board policy relevant administrative regulation and I keep the board informed

UNKNOWN 3:58:43

on the proc progress and as soon as uh we've got a um Fair policy that represents those needs we bring it for board approval okay so we're trying to do this um this is new for me we're going to try to do it please don't try to like impose anything that would lead us to failure like I don't

UNKNOWN 3:59:05

know how how it goes I ask Mr R all the time what do we do this is a process and at the end of the day Dr go through the process we have to go through the process but if you don't like the final product you'll vote no or we'll kick it back I mean we can do those things but

UNKNOWN 3:59:25

you see what I'm saying it's like I know what you're looking for but I don't think we should say much okay let them develop the policy if we don't like it we can always kick it back to them okay and that's it's it's a negotiation bottom line and this is how we got in trouble before and that's why

UNKNOWN 3:59:42

we want to do the process correctly and the best thing to me is we have three consens consens we do have a consensus to Sunshine and so then just keep me posted on the next no I need five minutes okay we have we have three and he's gonna go no we're done we're gonna go on we're moving on

UNKNOWN 4:00:07

to uh general public comments at this time just be patient it will happen I promise promise for general public yeah the governing how many how many comments we have 10 comments okay the governing board welcomes public comments this is the time for Open Session public comments public comments are allowed up to a maximum excuse yes one step at a time

UNKNOWN 4:00:37

public comments are allowed up to a maximum of 3 minutes per comment in the order received to a maxim imum of 30 minutes per item for comments on agenda items or non-agenda items for consent agenda item topics element of three so we do you have the first yeah don't forget Dr n yeah did you add first yes

UNKNOWN 4:01:00

he already had one first up is Dr Eduardo humeres followed by slim what public comments yeah general public comments 10 10 yeah we're all right we're okay huh my name is Dr kis um I would like to begin sure it's on sorry is the microphone yeah I think so first I think that uh the move to have the public comments at this time is

UNKNOWN 4:01:36

more like a and I'm a science teacher to a scientist it's more like a selection process uh from the evolution point of view because you have to be until almost 10:00 I know you might not have uh the approval to go back to the beginning because we all have families and go work I know this is your job but uh somebody

UNKNOWN 4:01:58

who's speaking now at this time I would love that this public comments me earlier that's my my take and um before I begin my my I wrote something here because but before I begin uh I I I'm not surprised why the student don't want to come it's too much drama this is sometimes like a telon if you're familiar with Tel Nolla

UNKNOWN 4:02:24

from Mexico it's a tel Nolla sometimes that you just can't follow it I made a speech but my speech is kind of uh I have other things I could talk right now but it's really hard to follow you guys it's really uh there's some it's terrible but I will say I come from a family with a strong academic

UNKNOWN 4:02:48

background and who values education my father is a chemistry professor who was returning from an international scientific meeting the last time I visited him last year he's 92 years old and he is an inspiration for all his master and PhD students my life has been academic so I I know what acade academic environment looks like and what Educators should focus on the

UNKNOWN 4:03:13

students all the students I'm hopeful that with the new Schoolboard members Mr B Dr Anderson this Focus will prevail and I have seen this I have I have seen a positive attitude from you both to bring Civility and accountability into our meetings reaching out to other board members and listening are crucial to the success of the board m board uh school board's

UNKNOWN 4:03:40

objectives and therefore have a positive impact on on our students having said that I'm here today because something caught my attention during the last uh Workshop meeting a board member stated that the recall of Dr kroski was a waste of time and that's far from the truth I participated and a lot of people from uh different parties and different

UNKNOWN 4:04:08

religions and there was an amazing group that participated in that and that was not not a waste of time what made the recall waste of time was Dr Kowski lack of ethics and not accepting what the people in his area voted for and I live in your area he turned a democratic process which is the right of the people from

UNKNOWN 4:04:35

any political views to use into something obsolete because I would think who's going to be recalled again if you know you can be candidate take it like this imagine if a teacher is fired and he applies for the same position again during the same school year would this teacher be allowed to apply no you show you character when the

UNKNOWN 4:05:03

opportunity present itself in front of you and forever Dr Koski you will be remembered as the first school board member to be recalled my second matter on uh Dr karki while we were discussing the ab89 did I hear you correctly say that uh advocates for Faith and freedom gave Kate Sanchez the language for ab89 did I hear that I just want to genuine

UNKNOWN 4:05:56

fact check before I say what I'm about to say is that reasonable okay sorry sorry that's what I heard um my problem with that is that if advocates for Faith and freedom gave a language to do to Kate Sanchez or to representative to put in AB Bill 89 we don't even know if it's constitutional in but the inference not an accusation

UNKNOWN 4:06:23

the inference would be that they gave us our district the language to write the resoltion that you wrote it will probably be challenged in court um so then we've hired advocates for Faith and freedom to represent us in court to fight the fight that they got us to go fight that sounds like a firefighter arsonist who starts a fire

UNKNOWN 4:06:51

gets on the firet truck to come put it out um what it also sounds like is taking a lot of taxpayer money and funneling it to lawyers now I've heard rumors from the community that the contract is written that their pro bono as long as the case goes to the Supreme Court but for it to to get there this board has to vote to

UNKNOWN 4:07:16

continue the fight up to the Supreme Court and if we don't vote to fight it to the Supreme Court we're on the hook for all of the legal expenses hundreds of thousands of dollars I've got a California public records act request to get my hands on the actual contract that just reeks of corruption that they give us the resolution to vote

UNKNOWN 4:07:46

on we get sued we hire them I think that's is that what happened with the CRT thing did they write that resolution for us did we get no no okay it just feels like um financially there's a lot of this going on because those lawyers are here in Marrietta and this is just I'm a I'm I'm not a Insider I don't know

UNKNOWN 4:08:12

what's going on but just it as a reasonable person it seems really fishy that you'd made a statement that they gave her the language and then we're probably going to get sued um it doesn't sound like good governance you can see the Hat I'm just looking for boring and good so um thank you thank you can I offer a point of

UNKNOWN 4:08:38

clarification no we have to wait until the very end of public comment like no no no you can't no not it is parliamentarian rule that if you know the answer to something you can correct it but I can wait no we're going to wait till the end of public comment okay Jennifer followed by Dr n okay um kind of made comments here as

UNKNOWN 4:09:04

the meeting progressed I'm going to be scrolling um first I wanted to thank Mrs deis for the meeting we had a couple weeks ago that was great um and I would like to thank uh Mr baram Mr Schwarz Dr kroski and Anderson for addressing my concerns in regards to sped and the shutdown of the doe um you guys were

UNKNOWN 4:09:24

great about following up with me and and um I know it's still a big concern in the sped community and I will be continuing to have questions and be in touch but I thank you for your openness um as for the ab89 endorsement I'm disappointed but not surprised the handful of trans kids in this District heard each one of you I know Dr Anderson

UNKNOWN 4:09:46

you applauded Steve for voting against his supporters and while I'm disappointed and I'm sure his supporters are too I'm confident he won't be getting death threats from us um tonight you guys brought up uh seal and Dei and Mrs WMA you said you don't believe in s just to clarify you said won't be getting death threats CH

UNKNOWN 4:10:07

won't yes okay yes keep going oh yeah I know better than to say it on him um you said you don't believe in equity you believe in equality the sped classes you say you love run on Equity Equity is making sure the voiceless have an iPad to speak for them Equity means speech and occupational therapy for the kids

UNKNOWN 4:10:26

who need to get past a lisp or need to expand their speech or can't write or tie their shoes if things were equal those kids would be tossed in general Leed and would be lost in the system Equity is making sure Title One schools have resources that the wealthy schools have saying you don't want Equity is just not just showing your privilege

UNKNOWN 4:10:45

it's screaming it from the rooftops and as for the parliamentarian debate I can tell you right now anyone who has served on a PTA board could be your parliamentarian as we have received hours of training on this hours and those of us who have served on many boards have had hours over the course of many years any I don't think you need to paid

UNKNOWN 4:11:07

I know you don't need need a paid parliamentarian because when you say something like that oh it could only be $10,000 I again think back to my time as PTA president at a title one school mind you and field trips cost $5,000 per grade level just to take those kids on a bus that doesn't count the tickets to the

UNKNOWN 4:11:25

zoo or whatever that that is and that's why a lot of times the lower income schools just go to the farm Because by the time we pay that $5,000 we can't pay another $5,000 for Zoo tickets um that could also be transportation for the girls field hockey team because their parents are driving them right now all the money

UNKNOWN 4:11:47

spent should be benefiting the students not yourselves not your lawyers and personal slights are not a reason to call an attorney personal issues require a personal attorney paid by you personally don't take the money from the kids because you're holding a grudge thank you thank the raran ism has no place in our schools or our community history has

UNKNOWN 4:12:27

warned us the tarianism doesn't arrive overnight it creeps in slowly the erosion of democracy doesn't start at the national level it starts in local institutions it can start here in this school board and if if we the people allow it to here it will spread to City Hall County government and Beyond what Emil and Melinda Anderson are doing has

UNKNOWN 4:12:51

no place in America let alone a school board let's talk about the reality we're facing they silence descent heck Melinda just silenced me today because she can't stand us mere moral speaking our peace they pushed public comments to the very end ensuring parents have to wait all night to be heard meanwhile they prioritize the teachers union giving them the first

UNKNOWN 4:13:19

word while we the taxpayers the very people funding this District are ignored and recently Melinda moved to amend a civility policy with amendments designed to punish board members for expressing opposing views or if they cannot control certain people like their family where is that item now Melinda suddenly gone from the agenda when it became inconvenient they manipulate

UNKNOWN 4:13:51

power let's start by the words you use today you will find it liberating said Melinda Anderson I encourage everyone to Google and to see which dictator used these words they removed Dr koski's agenda agenda item after he worked tirelessly with District staff instead of collaboration they sto it and formed the subcomittee without him Melinda lied to the field hockey parents promising a

UNKNOWN 4:14:18

meeting and she wasn't present on the Das Jennifer wo who spent over a year defending and building the parental rights policy with pushed off this very committee when you guys took over then we saw you refuse to work with Jennifer on the drug awareness subc commmittee they abused Faith to justif ify the rule email stood us this very day and told us

UNKNOWN 4:14:46

that God not the V is put him in his seat think about that now we as people have a choice we can let this slide or we can send a clear message we did not accept authoritarian rule in Tula if imil and Melinda refuse to respect the Democratic process then we the people must demand their resignations this is our district our

UNKNOWN 4:15:10

community enough is enough thank you David hey board staff good evening good to see you didn't make it earlier today I didn't know we had a a spotlight we usually only had it once a month and since it was the second meeting of the month I didn't plan on being here at the very beginning so it's had a meeting

UNKNOWN 4:15:38

from 4: to 6 anyways first I'd like to recognize all our teachers who did open houses on Thursday going to bring it back to students and teachers who were doing the work right before they're going off to spring break for many elementary teachers that means preparing for months to get art projects and writings on the wall to display so that

UNKNOWN 4:15:55

would be a positive environment for students and parents to come many elementary teachers have their students guide them around and show them all the different work they've done how they've progressed showing them little profile books of how they did in August compared to how they're doing now uh as after spring break we tend to focus more on

UNKNOWN 4:16:13

State Testing and a bunch of other little things that come across and wrapping up the year which happens really fast uh especially in elementary middle schools and high schools as they trying to close out grades uh another part I'd like to mention is that the tenative agreement that you passed at the last board meeting was ratified by

UNKNOWN 4:16:31

our membership right before spring break we had 820 of our members which is about 62% of membership voted on it 94% approved it and so that got to move forward I'm sure you heard the news in Clos sessions which was a big move for us to be able to accomplish right before the break uh and lastly I know there's a

UNKNOWN 4:16:54

big conversations about wants and needs in the budget we have over a hundred temporary teachers here in the district they're all wanting to stay committed to tvsd as they I brought it up this last time uh the district did send out a message from hrd hey we can't we don't have anything for you yet but in the

UNKNOWN 4:17:11

meantime you know what they have to do is start applying for positions in different districts they have to apply to pools so that they can cover themselves in case some a contract doesn't come back for from the school D district for classrooms for next year so when you're looking at what's happening over the next month know that there's

UNKNOWN 4:17:29

about aund something teachers who are waiting for a contract to come to them because they've already spent a lot of time with our district PD learning our different programs and want to stay connected to the communities that are there and so I want you to when you stop stop by to schools and visit go talk to a teacher who has a temporary contract

UNKNOWN 4:17:46

and ask them how are you doing and how you like tvsd I'm sure they're going to tell you that they love to be here another year and theyd love to received a um a probationary contract thank you thank you David followed by Allison good evening again I just want to say that when it comes to my kids

UNKNOWN 4:18:11

I'll wait here until I turn to dust if it means that I'll get y'all to listen and in some cases I might have to do that since I can't seem to get an email response back from some of you what I want to talk about is really quickly time and how we spend our time I also take pause when I get my

UNKNOWN 4:18:30

bills but I really do appreciate Dr kroski taking a look at some of our expenses that looked a little crazy and bringing those up and I appreciate that we always have an answer for those questions time should be spent that way paying attention to the details that's what you're up here to do if you put half as much effort into the details as

UNKNOWN 4:18:51

you do defending your social media accounts our kids would be in great shape for the future they should be spent on things like when you're in a curriculum committee paying attention to the curriculum so that whatever is in that curriculum cannot possibly cause offense but no let's spend it talking about social media you're listening in but only to reply you're not listening

UNKNOWN 4:19:15

to understand you got to start doing that all of you if you're going to tout a law firm's abilities they should probably know who Jim Crow was if they're going to make arguments about racism I love that we're spending time trying to support our girls but here's a fact for you the single biggest threat affecting all of our young ladies on our

UNKNOWN 4:19:37

sports teams is the funding that they get and how it's 50% of what their counterparts on the on the boys teams get you really want to address the the disparity and the inequity that's where you need to look it's in the details not on your social media Pages thank you Allison followed by so my comments are regarding today's

UNKNOWN 4:20:18

meeting most of the things um uh we spoke a lot about meritocracy I would like to remind people that most of the people on the Das on this side are here based on Merit and the people around here are here because of the will of people so I I I would be very careful when we keep on

UNKNOWN 4:20:39

talking about Merit and I'm kind of very surprised that after being some people being two years on the board do not understand the difference between what a compensation is and what a pay pay scale is a pay scale is for a position not a person compensation is what is given to a person I'm really surprised after having like a cola issue and all of that

UNKNOWN 4:20:58

we're still getting into this over and over again um then we also had a uh really uncivil uh discussion again about like investigations being mentioned or insinuated I I would remind everybody when we mentioned some point some point out somebody that applies to all board members equally when you're saying somebody's under investigation everybody it does apply so when we ask the lawyer

UNKNOWN 4:21:23

whether we can do it and when we mention Personnel matters in open session we should ask them that too then we again after two years we still do not understand how a purchase order works this is not unique to the school district and we have had this discussion multiple times on why the legal why the legal purchase

UNKNOWN 4:21:44

order is here that's I think Mrs lash has gone over it over it multiple times for legal bills and then there is like a lot of mention of First Amendment rights I'm going to send you the copy of the First Amendment lawsuit since it Bears my last name as to why it happened it's not over a single word it was because of a very

UNKNOWN 4:22:07

dictator dictatorial president throwing people out of the audience I will send send you all the copy so you can read it there are affidavit attached of multiple Witnesses whom this happened to it's not about a single word so all the champions of First Amendment first amendment is towards the government First Amendment free speech is there time and manner can

UNKNOWN 4:22:28

be regulated I cannot get up in the middle of the night and say like oh I have a brilliant idea I need to go knock on a board member's door that is not public time in place that's not the time and place to put out your views and when we talk about Free Speech you guys are all

UNKNOWN 4:22:41

government offic offals you have rights uh your first amendment rights as individuals there's nobody stopping you from expressing your personal opinion then social media I'd like you to be very careful when you post comments when people say like oh I talked to you about the vote and my mother-in-law heard that you said that then somebody sends a picture of two

UNKNOWN 4:23:01

people at Starbucks who met together it is a brown act violation so be very careful what you guys post on your social media your personal social media accounts thank you Riley all right so it's nothing specific I want to speak of but just a few tiny things so the first thing with the social media is that I think Steven

UNKNOWN 4:23:34

Schwarz um you might be mistaken with uh board members and other politicians getting in trouble with using it that is when they use the logo or they try to imitate that they are are a part of the district so if you say you know I'm a candidate running for office I'm endorsed by TVD and all the staff there

UNKNOWN 4:23:49

that's legal if you post the trademarked logo that's illegal but you cannot control a board member Melinda from typing on their keyboard five characters on their keyboard you cannot stop them from doing that so yeah so it's I mean it's TVD also you're responding back to me when Jen tried to respond back to somebody you instantly shut her down and

UNKNOWN 4:24:06

had like some type of seizure about it and then now you're responding back to me so it's just a bit odd and then um let's see the other thing with ail um Emil you were saying you don't want to get in legal trouble talking about you know preventing teachers from talking to students about you know uh sexuality and

UNKNOWN 4:24:22

you know penalizing the teacher for that and holding them a cannibal and stopping from them stopping them from talking about that because you don't want to get in trouble and it's like you don't want to get sued from the state for hundreds hundreds of thousands dollars or millions of dollars are you putting a price on the well-being of children here

UNKNOWN 4:24:38

are you saying I don't want to pass this policy because it will make the district get less funding or get us soon it seems like you're putting money first instead of the children and gez like if you do the numbers like a lawsuit let's say $750,000 there's probably 75,000 taxpayers in the in the district $10 a taxpayer to save children come on a it's

UNKNOWN 4:24:58

really not that much it's not like a100 million lawsuit or something okay and then uh yeah that's all I had to say and then also somebody mentioned girlss get half the sports funding is boys and that's because girls are girls and boys are boys so just thought I'd throw that in there that girls don't tend to do as

UNKNOWN 4:25:15

much physical activity as boys do so I think that's kind of common sense so and also I'm being interrupted Melinda and one of your campaign promises was to keep a the 30 more seconds for you since the public interrupted I did that for the board well that's that's essentially all I had to say but it it's ridiculous

UNKNOWN 4:25:35

people interrupt a lot so I I would appreciate if you could uh stop them sorry I got distracted I can add 30 more seconds you're good and then also when we had that 15 minutes on what was that uh Q7 you were looking at the timer counting down so you could finish your point at the last second so that Dr

UNKNOWN 4:25:53

karowski Cann notot respond to your point you did that on purpose am you were looking at the timer to try to stop Dr K from responding and you were abusing Melinda's time policy so it's it's a whole mess up here it really is a whole mess so thank you thank you who next okay Mr it's just quick Mr R do you do you need the

UNKNOWN 4:26:25

negotiations update did we already do what I'm hearing I'm hearing we're done totally up to you yeah I think we've been updated so would you like it would would you like to go over just a quick update for the community thank uh we look forward to a couple of additional negotiation sessions we will actually meet with CSEA on April 18th with TVA on

UNKNOWN 4:26:54

April 14th and I think you may have heard throughout the discussion today I want to inform the community that the district will be going through the process of sun shining articles in the collective bargaining agreement for negotiations at the next board meeting and that's the community update thank you okay um now we have board member comments and we'll go in voting order so

UNKNOWN 4:27:21

did we start with Mr Schwarz yeah I don't have too much it's been really quick since the last meeting I did have the uh pleasure of going back to T Elementary School where I read to the second grade students to read Across America and um I promised them a treat because those kids were so wonderful so I brought some ice cream for them the

UNKNOWN 4:27:41

other day it's not a big deal but they were so appreciative that somebody reached out to them to give them something special and it's something that teachers do all the time and I still consider myself a teacher um I will be uh giving a scholarship award at Dollars for Scholars a personal award to a future teacher which uh I

UNKNOWN 4:28:04

decided I thought it was really important for me to do personally so I have selected the students from about 50 um applications that I got and I don't know who it is cuz they're um they don't give their names so hopefully I'll get to meet the student at Dollars for Scholars and congratulate them it's not a big deal but it's a big deal for me to

UNKNOWN 4:28:27

try to help a young person who wants to be a teacher um uh the grading practices tomorrow we will be meeting in subcommittee I just want to correct what uh Riley said about tvusd I was not warning anybody I was just trying to let people know that what we heard at csba was if you use tvusd in your

UNKNOWN 4:28:57

Facebook or Instagram account there are certain rules you have to follow and if you don't follow them you can open yourself up to Legal um ramifications and I was just hey everyone could do what ever they want I took my TV USD off my other Facebook page and anyone's welcome to come on it and and comment and say whatever they want um that's it

UNKNOWN 4:29:23

I'm done Mrs weith so a couple of things I do believe in the governance handbook it does allow for a point of clarification or to correct the record if there's legitimate questions even within public comment there can be a short statement the statement that I was going to offer is the fact that faith and freedom did not

UNKNOWN 4:29:46

write that resolution so I'm happy to talk with you afterwards if you'd like more information but they're not responsible for what we passed tonight um and it is exciting because that particular bill it looks like it will be heard next week so you can track that watch California legislation um I would encourage you as a parent to reach out

UNKNOWN 4:30:09

to the committee make a phone call every voice matters so I think it's important that we're all advocating for that I found it interesting tonight um that somebody again mentioned the importance of an earlier time he's leaving and it is late for public comment and I think we've heard that from both sides of the aisle so I'm going to bring back my idea

UNKNOWN 4:30:32

to the next meeting in the hopes that we can accommodate everyone and I also like the idea of ecomment because I've talked to numerous people who are just so busy they could take 10 minutes and write an email and if they knew it was read into the public record or a part of it I think they would appreciate that um I am

UNKNOWN 4:30:52

looking forward next month traveling to Washington DC I know some of you have reached out to say hey can you ask these questions and I will um for example we know the department of Ed is changing right um people have asked are students going to lose their breakfast and lunch I've looked through information to point to the fact fact that the Department of

UNKNOWN 4:31:13

Agriculture will likely take that on IEPs special education we want those children to receive the services and I'm going to find out if it is indeed going to be moved to the Department of Health and Human Services pel Grants from Grants and scholarships I believe are coming from the Department of Treasury I even asked Mrs deis in an email if we

UNKNOWN 4:31:35

have that hope going back to special education if funding comes back to the state can we get it allocated where we need it I hope so I hope we have more local control we have families that have moved here for the services that we offer and I know in talking to um uh Cindy in the union she said it's

UNKNOWN 4:31:54

not tenable what's going on right now we have a lot of people that need the help but we've got turnover with assistance you know we need to continue to hire people give them training hopefully hold on to them so I'm hopeful that maybe we can look at that in being a positive for tvusd um last week I know I only have a

UNKNOWN 4:32:12

few seconds here I was able to attend the California policy Center conference really good we talked about math we talked about how important it is to Advocate as a school board at the state level and talked about uh some different ideas academically where we can really encourage our students and our staff to give everything they can to move forward

UNKNOWN 4:32:32

in this next year thank you um Dr kosi okay um I'll Echo what Mrs wouth said we're going to csba the Washington Trip got a bunch of questions some of that I'll direct Dr Woods for help with and possibly Mrs lash can answer she might have already answered some of these but yeah it's a serious thing um Department of Education

UNKNOWN 4:32:54

will have an impact on the state we want to know you know is that positive or negative um I'll do my best to get some of that info also at Washington and one of those items is agendized on a csba workshop and it talks about the dismantling of the Department of Education how that might have impact sped so do as much as I can there um I

UNKNOWN 4:33:14

finished the ASB tours with the middle schools which was awesome the last one I did was James Day Middle School I didn't know he was a uh two Star General in World War II and I also didn't know that the middle school was that their mascot was the Dolphins but it didn't really sound the greatest so they changed it to

UNKNOWN 4:33:31

Defender I I actually approve that especially when you got a two-star general for the school it was an amazing uh ASB tour um the Highlight was the trouble tones that I got to listen to uh with Mrs Landrum they were awesome and um yeah the two students that gave me the tour it was awesome uh with me and

UNKNOWN 4:33:48

um Dr Woods it's late at night I'm an early bird my mind's not uh awake right now so I think I'm trying to think if there's something else left yeah I think that's it for now thank you Mr bar first I have visited visited all 29 sites in tvusd teachers administrators classified I appreciate your warm hospitality and

UNKNOWN 4:34:19

allowing me to participate in all of the great things I see in the service to our students next I wanted to comment on the letter that was received with regard to the students who don't want to participate on this board I am disheartened by what is happening in our schools if we cannot inspire our students to engage with governance and

UNKNOWN 4:34:43

take an interest in the work of this board than we have failed though we often say it's all about the students the culture in this boardroom over the past two and a half years suggests otherwise a place where students whether in the spotlight or wanting to participate in governance a place where students feel disconnected rather than welcomed in addition teachers who once

UNKNOWN 4:35:09

collaboratively worked together on some of the campuses have been divided because of politics this division has not served our students well we have incredible students many of whom are going on to attend top universities across the world but I often wonder when they look back on their time in tvusd will they feel a sense of pride in their education and

UNKNOWN 4:35:36

Community some of my favorite stories are of alumni like our mayor who graduated from tvusd and return to raise a family and serve this community this is the Legacy We should strive to preserve we must collectively own this challenge it is time for a healing we need to create an environment that encourages homegrown talent to stay and

UNKNOWN 4:36:01

Inspire new talent to join us as a district we struggle to attract experienced talent because of politics and our reputation Professionals in a variety of areas accounting purchasing teaching Etc say no thanks to our networking efforts as a res as a result our students are not supported optimally in response we need to make the following commitments to our

UNKNOWN 4:36:33

students and the tvusd community that we will demonstrate professionalism and respect in all board meetings that we will remain focused on issues that directly impact students and not politics that we will engage on social media and in our Communications with an assumption of Good Will toward our staff and students and that we will regularly reflect on our actions and strive to be

UNKNOWN 4:37:00

better with each meeting if we as a board and Community can hold ourselves to these standards I believe we can foster the healing we need and rebuild the pride our students deserve to feel in tvusd w three minutes job thanks um okay I'll just make one quick comment um just for the public that is concerned about the legal ramifications

UNKNOWN 4:37:25

of approving the um action item number four um I did ask that um Dr Woods send that to General legal council um because I noticed the language was similar to the CR2 res resolution and so that was not voted on irresponsibly that we did run that by um legal counsel and um he stated that he did not see any problem if the board

UNKNOWN 4:37:52

ended up um approving that that was also sent to um the other legal councel that's um in lit defending Us in litigation to make sure it wouldn't affect any um ongoing litigations so um I I know I I'm I'm told that I'm irresponsible um a lot lot but uh that's that's already been cleared through legal to make sure that we didn't put

UNKNOWN 4:38:16

the district in Jeopardy by approving that um resolution and that's my only comment Dr WS thank you on behalf of our classified certificated our administrative team I want to thank the board personally for the 1% on schedule 3.8% off schedule raise that you have provided these people work extremely hard and we see it each and every day even during a difficult budget

UNKNOWN 4:38:50

cycle I just want to thank you for digging deep I saw you do that as a board and I know you appreciate and and respect what I also see each and every day so thank you as Dr kroski mentioned our ASB tours have been interesting because we go on these tours and we see it from the students perspective Ive and I I have to

UNKNOWN 4:39:13

say uh it's been interesting even for me a person who's done this for 35 years when you tour a school with an adult you see certain things when you tour a school with students student leaders you see something a little different so thank you Dr kroski for making sure that happens I learned something and finally all of you here on the deis all of you

UNKNOWN 4:39:39

in the audience our staff many of them are home now today our students our our families I want you to have a wonderful relaxing beautiful spring break you all deserve it I think we do too a little bit up here thank you all right thank you Dr Woods and we are is there any future agenda items I I feel like we had something but

UNKNOWN 4:40:13

it's so late anything okay um any future agenda items okay I don't know if it's an agenda item but Dr Woods and I have a surprise okay wait waiting surprises right Dr Woods you got me the Ferrari yeah so we uh we don't have to go back to Clos session um so the next meeting the next regular Open

UNKNOWN 4:40:41

Session business meeting of the governing board of education is scheduled for April 15 2025 this meeting is adjourned on Tuesday March 25th 2025 at 10
