I thought we would have it. I put it on as a future agenda item last time because I thought we normally the data is released

>> Good evening, everyone. Welcome. We have a very distinguished group of students to recognize here tonight. This is our favorite part of the meeting. Mr. Mike Marble, you're in charge. Thank you, Dr. Woods. Governing board, executive cabinet. Um, I'm really excited to be in this new role and one of the things that I'm really excited about is the recognitions that we get to
do. And what a better way to start with than these particular students who are here tonight. So, I want to bring up Tina May, who is our counselor on special assignment, who works with us here at the district office. Tina is amazing and she's going to tell you all about all these students. So, please welcome Tina. [Applause]
>> Good evening, governing board and executive cabinet members. My name is Tina May and I am the counselor on special assignment for Tmacula Valley Unified School District. And it is my privilege to recognize a group of our outstanding seniors who have achieved an elite level of national recognition from the National Merit Scholarship Corporation. Since 1955, the NMSC has on has been honoring the
nation's scholastic champions and encouraging the pursuit of academic excellence. Tonight we shine a spotlight on our own TVUSD brainiacs who have received either a national merit letter of commen commendation or have advanced to semi-finalist status. The semi- finalists will continue to move forward in the pursuit of qualifying as a finalist and hopefully become a scholarship recipient. Tmacula Valley
Middle Schools and high schools host an annual event known as college and career kickoff, often referred to as CCKO. Um, the students are given the opportunity to explore careers and colleges and the PSAT is offered as an option. We just finished this event last week on October 9th and I do hope some of you were able to see it in person.
The students being recognized tonight began this process last October when these students took the PSAT in October of 2024 during RCCKO. Of course, of the 1.3 million juniors nationwide that took the PSAT last October, about 34,000 of the high scores were designated as commended students, and just over 16,000 representing less than 1% of the nation's high school graduating seniors
were named semi-finalists. We are incredibly proud to recognize our high scorers and wish the semi-finalists well as they advance into the next steps of the scholarship process. We are celebrating 15 commended students and six semi- finalistes finalists tonight. We offer a our heartfelt congratulations on this accomplishment. Students, when I call your name, please join me here at the podium and then
follow Mr. Marvel's previous instructions. So our semi- finalists are Alexander Samal from CHS, Divi Nadamo, from Great Oak, and Matthew Dit from Tmacula Congratulations. It was moved by member Anderson and seconded by member Schwarz to appoint Dr. Michael McTaskny as assistant superintendent of student support services beginning December 1st, 2025. The motion to approve the motion to approve was adopted unanimously. The board voted to reject demands to cure and correct pursuant to the Ralph
M. Brown Act. The vote was unanimous. The vote uh the board voted to appoint trustee Kamroski and trustee Wearsma to consult with staff and council regarding potential claim against the district. I have the honor of introducing tonight's student spotlight. Each month we have the opportunity to highlight our amazing students from our schools who remind us why we do what we do. Just a friendly reminder, our spotlight speeches are limited to three minutes. From Chaparel, we have Genevie Hua, Colobby Kramer, and Kaden Twist. [Applause] Good evening, Superintendent Woods,
board members, and cabinet members. My name is Genevie Hua Chapperel, ASB President. >> And I'm Colobby Kmer, ASB Vice President. Thank you so much for having us tonight. We're so so excited to share what the Puma family has been up to. >> On October 2nd, we hosted the middle school leadership conference at Chapperel. Leaders from TV and Great Oak
joined us to mentor and inspire the next generation of student leaders across TVUSD. >> It was an incredible day of collaboration and growth for all eight middle school leadership classes that joined us. That same week, our performing arts department put on the fall play six with shows on October 2nd, 3rd, and fourth. The cast and crew absolutely crushed it.
On October 3rd, our football team faced off against Vista Muretta in a high energy game, and we won 28 to 20. >> And on October 7th, we welcomed college reps for the CSU road show from Chico State, Cal State Dennis Loss, Calstate LA, Cal State Fullerton, and Soma State. This gave students the chance to explore their futures and ask questions about
admissions and campus life. >> That same evening, we celebrated our volleyball and water polo senior nights. It was a great night and send off our incredible seniors filled with cheers. >> Just two days later, seniors gathered for our senior breakfast and college kickoff day. It was a morning of delicious food, good laughs, and excitement as we looked ahead to life
after high school. Seniors attended various workshops and gained important insights for their future. >> Friday we had an away game against Miraa Valley. Our football team put up a great fight. Unfortunately lost. Yesterday our girls flag football team won against Mesa Mir Mesa 8 to zero claiming the title as Southwestern League champions. >> And this week we launched our dodgeball
inter murals. Students formed teams and got hype preparing for games with their friends. It's going to be a fun way to build a community on campus. >> Thank you again for your time and your continued support of our students programs and campus culture. >> Now, please enjoy this short video highlighting our recent events. Hello, everyone, and thank you for having us back. Here's what's been going on at Great Oak this week. Last week, we had our pink game where we had our
students band together against breast cancer during our halftime show. We were so excited to recognize over 30 Great Oak families that have been directly affected by cancer. This week, we're excited to honor our first responders at our red, white, and blue football game. Last night, our girls flag football team qualified for CIF after winning a playoff game 13 to8. During this month,
we're excited to host our French exchange students for two weeks. They've loved Great Oak the last few days, and we're excited to keep showing them around SoCal with our academic letters. this week. Ceremonies. This week, students with a 3.5 GPA or higher are being recognized for their outstanding scholarship. Our ceremony is 3 days long and will recognize over 700 students for
their scholarly efforts. We're excited to announce our October student of the month, Sophia Shams. She is a full IB diploma student and an academic decathlon. This senior is so involved and she's constantly pushing herself hard in the classroom. We're really proud to have her represent our school. Our cross country team raced at the Clovis Invitational last week in Fresno.
Our boys won the varsity race and our girls had a really strong showing in the sweep stakes race. We are excited to watch them continue their strong journey to state. We were happy to be hosted by Chaparel for our middle school leadership conference and Orange Vista High School for an area F middle school leadership conference. Our students have
been focusing on being the one to give back to the community this month through operation through operation Christmas child blood drive and stuff the bus our new canned food drive. How will you implement this into your month? Tomorrow you can go to Jersey Mike's on Tmacula Parkway and all regular sub subs are just $4 and all the proceeds will come

here tonight. October has already been off to a crazy start. It's always a busy time of the year. We're very excited to share a few highlights. I'm Kenzie. And I'm Megan. We had our homecoming golden games festivities this past week with our rally homecoming game and the hungry games themed dance. Our homecoming court or golden games tributes had a blast
being a part of the festivities and being honored for the great students they are. Our senior homecoming royalty Kobe Craig and Brooke Pena were announced at the halftime halftime show. It's been such a treating all of the court. The crowd came dressed in camo for the homecoming game or so they say. We just couldn't see anyone. We want to
give an extra shout out to all the performance groups, parents, volunteers, staff, chaperrons and supervisions, administration, our wonderful custodial team, all the athletic teams, guests, and especially ASB. Without these amazing groups, homecoming wouldn't have been possible and as great as it was. TVHS athletics have been on fire. Ryan Lopez, our top cross country runner, has been setting records and always with a
smile. Our girls volleyball has clinched back-to-back league championships. They've got a few games left in league and then moving on to some intense CIF play in division one or two. Girls tennis is six and one in league and fighting for a league championship as we speak. Vo boys water polo is also playing at this moment for a chance in a
league champ for chance in league championship in their carousol play. Last week on Thursday, our college and career kickoff where we had workshops, PSAT, ASVAB testing, and our senior panoramic photo. Go class of 2026. We looked good out there and our gold all of us together. As part of the morning, our ninth and the tth graders attended
the TVHS TED talks where we plea where we were pleased to have six speakers, each sharing their goals and motivations. The amazing group included two of our very own students, Alexisman and Cooper Steel. Mr. Stuck, our ceramics teacher and TVHS alumni, shared his story. This the panel was rounded out with our athletic our athletic trainer Miss Sarah and Golden Bear
graduate uh Mayor Kus. We are we appreciate all of them sharing. This week is our fall music series. This evening or this evening it's band and orchestra with some fall festive tunes and then on Thursday our choir. The Golden Singers host their concert. Coming up at the beginning of next month, TV's drama production is putting on their fall production, You Can't Take
It With You, a real classic. Tomorrow is our annual fall blood blood drive where the students get a chance to save lives by donating blood. This event is a great for students to give back to the community and earn a special cord for graduation. They also say that students who donate in high school are three times more likely to become a
lifelong donor. It's helping set a great habit. Our amazing ASB team and some of our very own kinesiology and patient care students are helping to make it happen. This Friday we have our pink game where the football or football takes on King High School. This week, ASB is selling limited edition pink t-shirts to wear to all of our home
sporting events in October in support of breast cancer awareness. The future Golden Bear cheerleaders will be joining our current cheerleaders on the sideline, leading the crowd in chance and performing then and performing and then during halftime, the Golden Valley Regiment will be showing off their marching show. It's always an amazing production >> time. >> Thank you and we'll see you next month.
Go Bears. >> Thank you. Thank you, TV. And now is the time to recognize the important school organizations that support our students and staff every day. From our teachers association, we have President Edgar Diaz. [Applause] Good evening board and staff. I can't just bring my yoga block every single time. All right. Well, good evening board and staff. TV is ready to continue
discussions with the district on contractual matters uh with our joint ad hoc budget team convening tomorrow and bargaining team on Friday. We're ready to talk about the issues affecting safe and effective student learning environments in TmAcula classrooms. We hope to immediately settle the leadership stipens where teacher representatives set and implement site goals for instruction. uh it's now
October and we hope that can come to a conclusion. Employees have also been asked for previous two years to complete five plus hours of training. Now before it used to be done under outside of class time. It's also greatly increased over the last couple years uh where a module is added and if you have to go on
a field trip another module's added if you coach another module's added some of them have like a 15 minute or a five minute thing but if you actually take the time to read the slides they're much longer. While TUSD has moved them to mostly in contract, they continue to be clustered in the first weeks of school where there is an incredible amount of
work to do. Setting up classrooms, getting to know students, setting up instruction, meeting with colleagues. Uh we are in favor of a practical common sense solution that would split them up, make it very clear to teachers when each module is due so they don't have to be rushed towards the beginning of the year. Another priority is to have time
carved out for primary teachers to deliver the new reading evaluation tool. It's starting in January and conducting one-on-one assessments takes time away from whole class first instruction. Be able to get that set now so they can plan for January and February would be fantastic. I also happen to gather with some colleagues across Riverside and Sanernardino. Uh many of them well
they're all teachers or across them some and I talked to one in Corona and one to in the desert and I discovered that many districts provided all TK classrooms with a healthy budget for materials this year since that is their curriculum. They don't have textbooks. uh they use play things to be able to work and live and and uh co collaborate with all the
students around them. Uh TBS did do that with new classrooms this year and they did that with the first implementations of TK, but walking through classrooms even the first few weeks of school, I noticed that there is a glaring difference from classrooms that were outfitted this year to the ones initial year. So there's some classrooms that don't have the same access to materials
as in previous years and in this year. So we demand that actually all students get equal access to instruction for all students. And if we can do an audit of what we need to patch those classrooms up, that would really help our teachers be with like the classrooms that are right next to them. Uh we look forward
to TV issues do move moving many teachers provided with temporary to probationary contracts. Uh it seems like I come here each year for you to commit to them as they have committed to the students of our valley. Many of them move their families and having to having to wait to be offered an extension of a contract in the spring does not respect
their dign dignity. Uh districts are allowed to have a certain amount of uh temporary contracts for people who are um on leave or need or have temporary work. We happen to have most of our funds continuing. So TBSD needs to do the right thing. Thanks. >> Thank you. Crumator for the chapter and today I am um joined by the chapter president Jennifer Crump. It is an honor to be here with you tonight. At the last board meeting there was a comment suggesting a delay in negotiations. I want to respectfully clarify that CSEA negotiations with TVUSD have been ongoing since March of 2025 and both teams have been meeting
regularly and making steady progress toward a fair agreement. We understand that negotiations can take time, especially when both sides are committed to meaningful discussion and problem solving. Our team remains focused on reaching an agreement that supports classified employees and the students we serve every day. In addition to negotiations, we are aware that some of our members are experiencing safety
concerns at their sites. We take those concerns seriously and will address concerns directly with human resources. We will advocate for our members to ensure they feel safe and supported while fulfilling their duties. Their work often happens behind the scenes, but it is essential to the daily operations of this district. Thank you for your time and for recognizing the important work our

And from our PTA, we have Stephanie Moli. Good evening. Across the Tmacula Valley Unified School District, PTA is playing an essential role in connecting families, educators, and the broader
community. Their work is a cornerstone of the strong parent engagement that defines Tmacula schools. When parents are involved as volunteers, advocates, and partners, students achieve more, teachers feel supported, and our school communities thrive. PTAs also raise crucial additional resources. PTAs often organize fundraisers, volunteer programs, and enrichment activities that the schools would otherwise be unable to provide. Whether it's field trips, arts
programs, reading sport tools, assemblies, or staff appreciation, these are things our students experience because of PTA efforts. These contribute in visible and meaningful ways to our children's day-to-day learning. Moreover, PTAs and Tmacula don't just support individual schools. They help build the district-wide network. The Tmacula Valley Council of PTAs has been operating for over 30 years, helping to
coordinate, communicate, and guide units across the district. That kind of coordination helps ensure best practices, shared resources, and consistent standards of parent involvement across all of our schools. PTAs help ensure that our schools are not just buildings where children learn, but communities where they thrive by bringing together parents, teachers, volunteers, and leaders. They strengthen our schools, enrich our students
experiences, and sustain the quality that Tmacula Valley families expect. In short, PTAs remind us that education is most effective when it's a shared effort. Their dedication exemplifies what makes Tmacula Valley a model of collaboration, community, and care for all students. On behalf of the parents and volunteers who give their time and hearts to this work, thank you for your

unanimously. Mr. Barham, you pulled number 25. >> Mrs. Lash, can you elaborate on this firm? I mean, this this firm is new, right? >> Uh, yes. So for the first time actually uh TBUSD is going to try a what's called a design build approach to a construction project. What that means is that we're going to hire a firm to do an
assessment of TVHS to basically determine like architect services upfront that then we're going to move forward with a different design build process for TVHS. So this is to select a firm to build those specifications around the modernization for Tmacula Valley High School. So yeah, it's the first time we've approached a facility project in this manner. We're really
excited to try it. >> Okay. So do they I'm just curious. Do they do a feasibility study? >> No, this is this is um the committee has gotten together for Tmacula Valley High School to determine what we would like to do on that campus. We would like to replace the old portables down below. Uh the S's I believe they are. Um and we
are looking to update the emergency management system on that campus. We're looking to potentially, if we can afford it, replace uh add HVAC to the mini gym at Tmacula Valley High School. This is an architect that will put together a specification. So when we go to bid on that project, we're going to bid and the uh construction management company and
the architect are going to come together as a package deal to and that's what makes it different in this um scenario. >> Typically we go out for an architect and separately we go out for a construction management company and then we become the person that kind of manages two relationships. This is them building specifications for when we go to bid on
what exactly they're going to build when they come in and they come in as a package and they already work together through the entire process. So this is and the person who does those specifications cannot also be the architect that then bids on the job. So this is architecture services essentially um or design services I should say based on what the committee
has decided that scope is and the board has approved to then design what that modernization looks like. >> Okay. So you see this as being more costefficient than what we've done or we don't know yet. >> Well it's not about it's probably going to be a similar cost. It's just a different process. Um it will take longer upfront. the design process when
you do this is going to take longer upfront, but then we imagine the construction process will take less time. So, we're hoping that uh we've heard a lot of good things about this type of um process and it will reduce most of us that have been involved in construction pro um construction projects over the last few years.
There's lots of time slips and changes in budget and that's because uh you separ contract those two things separately and you find out a lot as you go. This kind of finds out a lot beforehand so you go really slow up front but then you it's to build efficiencies on the back end. >> Gotcha. Okay. Thank you.

pursuant to Government Code section 54953, Subdivision C3, before taking final action on an employment agreement for a local agency executive or a salary or benefit increase for a current local agency executive, the board must provide an oral summary of the salary and/or fringe benefits for local agency executives. Local agency executive is defined by government code section 3511.1
subdivision D1 through3 as the chief executive officer a deputy a deputy chief executive officer or an assistant chief executive officer of the local agency in our district. We consider the superintendent, assistant superintendent, and any other administrators and managers who are department heads and or uh employed by an individual contract for consideration of the board. Tonight is a contract for
an individual who is a local agency executive within the meaning of the law. Accordingly, for the contract, we will read the following information into the record. The position of the local agency executive, superintendent, >> assistant superendent. assistant superintendent. That's okay. Uh the term of the new renewed or amended employment uh contract between the district and the executive, the new salary to be paid to
the executive, and any other elements of uh compensation listed in the contract, such as TSA contributions, health and welfare benefits, car mileage stipens, cell phone allowance, and any other district paid benefits. Accordingly, we provide the following information. The Tmacula Valley Unified School District has offered Michael McTasty the position of assistant superintendent subject to the terms and conditions of
an employment contract commencing December 1st, 2025. Dr. Mccas McTass salary is to be paid $230,417 subject to potential increases in the future. And Dr. McTasty shall be entitled to 12 days of leave of absence for illness or injury with full pay. Dr. Dr. McTasty may acrue and accumulate sick pay as allowed by the education code. Dr. McTasty shall be entitled to
22 working days of vacation with pay in addition to holidays as defined in section 37220 of the education code. Dr. McTasty shall be entitled to mileage reimbursement for district travel in his personal vehicle according to district policy and IRS regulations. The district shall reimburse Dr. Mctasy for all actual and necessary expenses incurred by him within the school of his
employment in accordance with applicable district policy. The district shall pay Dr. McTasty annual memberships in the Association of California School Administrators and any other organization approved by the board. Dr. Mctasy shall be afforded all of the health and welfare benefits of employment which are granted to the district's administrative personnel, including the district's health, vision, and dental insurance plans, except as
otherwise set forth in this agreement. The district shall pay on behalf of the assistant superintendent all necessary premiums for a term life insurance policy in the amount of $250,000. The assistant superintendent shall select a beneficiary or beneficiaries entitled to the $250,000 of insurance proceeds. Dr. McTasy upon separation or retirement from the district may continue enrollment in the

represents cowardice. Public discourse and disagreement are essential for democracy, but they must be rooted in honesty and accountability. Anonymous accounts that operate like troll farms, like Charlie Kirk mentioned, troll farms erode trust. They damage reputations and they distract from the real work of improving our schools. There's an individual responsible for an account that has shown through their actions that they
are not defer fit to serve on the district committee. Those entrusted with roles that shape policy and represent our students should exemplify transparency, integrity, and respect, not secrecy online and hostility. I've been called names. U my appearance has been made fun of. I've been accused of being a drug addict. And so I am going to ask that the community member that

And this is what is causing the division in this community. I can welcome this woman. She has been a harsh critic of mine. Okay? I trust the fact that she will be able to
come in, okay, and be professional and be collaborative because she's very knowledgeable and she will do a fine job on this committee. I'm aware of the social media um tension. I'm aware of the politics, but I chose her because she has a sped kid and she is definitely passionate about her kids, especially the person with the IEP. So, uh politics aside and all that,
I'm I'm sure she agrees 100%. But we can we can take it to vote. I mean, >> I'm going to be fair to this committee member and the other committee members. And um I think sometimes the intentions aren't what they should be. So that's why I want to work with someone that actually and you haven't helped me with the neutral flag policy. I've I said how
I've been trying to come up with ideas like how can we have more neutral classrooms so we don't have conflict with parents and it is across the board. Um it it's not just certain flags. It's like I've brought up Mr. Schwarz, if you don't mind. Um, I don't think free Palestinian flags would be appropriate in the classrooms. Um, I think more

So, I wanted to ask a couple of questions during that presentation um because we have passed up an opportunity to have DARE here. We have passed up an opportunity to do above the influence for middle school students. So possibly
um I've been told no on this for I don't know how long, but I'm definitely open to revisiting it. I don't know what that looks like yet, but was hoping a few questions would clarify that for me tonight. >> I I would not have time and I removed myself that from that committee. meeting I've said, Mr. Schwarz, I'm just going to make a comment to you. Every meeting I've said, we need to work better together as a board. We now have Mrs. Wearsman and Mr. Barham that are willing to work together on a committee. And having one board member on eight committees is not balanced. So, I think this is going to be better for the kids

I actually came earlier today to read the letter I emailed but for once you guys got your act together and moved into close session fast. Congratulations on discovering efficiency. Unfortunately, that meant the door was literally closing as I
walked in. A little grace would have gone a long way, especially with the rain and the fact that my kids get out of school 30 minutes before this meeting across town. So, since you didn't let me speak before you discussed my letter, let me say it now. What I put in writing outlines serious constitutional Brown Act violations from the September 17th
and 30th meetings. I was warned and removed for protected speech while others shouted and interrupted and heckled without consequence. That's not order. That's selective enforcement. and it's retaliation against a community member for daring to call out discrimination. Let's be clear. I'll wait if you want to get off your phone. Oh, he knows he's being talked about. Let's be clear. When someone is removed
for defending transgender students and those who mock or misgender them are defended, that's not neutrality. It's bias. It's a violation of the First Amendment, Title 9, and the Brown Act. And it's the same behavior this district was already warned about in its ACLU settlement last year. All I asked was that you admit those removals were unlawful, apply your
rules consistently, and get some actual training on constitutional rights and non-discrimination. That should be controversial. I'm over here. You can't preach about respecting the public while silencing the people who hold you accountable. The community sees it and the law does, too. These cure and corrects are getting more and more frequent. I think just about every m meeting is triggering something
that's I see a thread about what's causing them. I'm going to say it bluntly that people's skin is too thin. That as elected board members, you kind of have to take it on the chin when somebody's up here defaming you or they're trashing you. You have to sit there, unfortunately, and just take it. Dr. Kamaskki, when you were the board
president of the last uh board, I thought you actually did a quite excellent job in being respectful of the public and and their opinions. I think that when we silence people either from the podium or from the crowd, it leads to having to do cure and corrects. So I know that I have been told on different accounts by different reasons, take my
hand out of my pocket, stand behind the podium, stay on topic. Josh, I've been I think every single one of you that has sat as president has had to uh rail me in. And you've been right just about every time. I think Jen, you you're right. You're right. I'm omitted. Um you don't have to like what the people
at this microphone say, but when people aren't listened to, they get angry. When they get angry, they get violent. I would rather somebody stand here and yell to you versus them doing something evil out there. I would rather hear their their protected first amendment opinions publicly. Partly just to know where the constituents in my community, what their
thinking is, what they believe is. If they don't have the chance to say it, I don't have a chance to learn from them. And as a board, it's hard because people do defame you. They do make up things just to get under your skin. Please rise above. Understand that you don't have to like people's opinions, but we should listen.

Yeah, I think you prepared for three, but I know you, Joe. >> Okay, I'm going to talk fast. You ready? >> Um, it's my pleasure to be here. As was
mentioned earlier, um, I am reporting out on the direction that the grading subcommittee has provided us. Part of that direction was to start with our math department. And I've made two report outs on what the math department has been doing, the work they've been doing in terms of getting their grades calibrated, ensuring that their grades are not inflating uh but instead they're
accurately representing what students know and are able to do in relation to the standards of mathematics as informed by the framework. We're doing the same work with our Spanish team right now. Um I think it's important just to recognize that um we have Spanish courses in all three of our uh traditional uh high schools across the district. We have 18
Spanish teachers in the district at the high school level. Um I work uh specifically at least two times a year over the past two years, three times a year um working with them on our internal curriculum because we're in the midst of building our internal curriculum um as a response to the change to the standards. Uh the
standards are changed in 2019. Right after that we had we went out on distance learning. We came back after that, had some focus in some different areas, and we're now really intently focusing on rebuilding our Spanish internal curriculum, excuse me, based on the internal standards. So, this work, and I don't see the clicker up here. >> Thank you. Um, this work that I'm
reporting out on tonight is in um the context of all this other stuff that we're doing with our Spanish teachers. To make four minutes, I'm going to talk about the fact that what I've just said, we need to make sure that our grading in Spanish effectively communicates what students know and are able to do in relation to the standards.
The standards break down, the new standards break down in the in three areas. the ability to communicate using Spanish, knowledge of the culture, of the language with which they're learning, and their ability to connect with the traditions and the ways of that particular of the cultures that utilize a language of Spanish. The communicating part breaks down into our ability to
read, write, speak, and listen using the Spanish language. Um, this particular document helps to kind of see as we talk about grading, what are we grading? We're grading these things. So, in the past, you can see in that middle column, um, what we asked teachers to teachers to evaluate their students on on the far right side is what we're asking them to
do today as a result of the new framework and the new standards in Spanish. Ultimately, to make that short, we're asking students to authentically use the language now, whereas in the past, they were learning more about the language. So, what's in Spanish grade in TVUSD? We're focused on courses Spanish 1, Spanish 2, and Spanish 3. If you look on
the far left hand side, our gradebook categories, they this is not what every single gradebook looks like. What I did was take information and distill it down into rough windows or ranges. And so roughly a Spanish grade in Spanish 1, two, and three, 50 to 75% is based on assessment. assessment can be written tests, tests that test students ability
to listen in Spanish, their ability to use the language and speak in Spanish, and then their ability to write in Spanish. And so all of those fall in the assessment category, um, assignments and participation in practice. You can see where that breaks down in within those ranges. Ultimately, what we're having conversations about right now is do those particular breakdowns of a grade
allow a teacher to authentically evaluate what students know and are able to do in relation to using the language itself. Um, we are having conversations about retakes. We are having conversations about what we do with late work and absences and those types of things. And those conversations have been fruitful. Um, because I'm going to move right to the last thing which is
important. Um we revisited two major pieces um last Friday. Um we will meet again in spring um in April to pick up this conversation. Two of those pieces was one what do we think um is the D-grade needed? Would it would be helpful in evaluating students to come back bring the D-grade back in in evaluating students ability to use the Spanish
language. Um I met with eight of the 18 teachers. It says nine up there, but one was absent. Um, and out of those eight that were representing their departments, they were um, emphatically do not bring the DGA back. Their rationale behind that, and again, it was only eight of them. It was not all of our 18 teachers, but their rationale
behind it is moving from Spanish one to Spanish 2 to Spanish 3 requires a base knowledge and a leveled ability to use the language. And the concern is if we were to move a a student from Spanish one to Spanish two, Spanish two to Spanish three who had earned a D, they don't believe that's proficiency. They don't believe it's enough knowledge in
the language to be able to progress to the next level. They believe that a student should have to retake that course again in the key parts of the course before moving forward. That then bleeds into very briefly conversation about grade inflation. um they really are working hard on evaluating students authentically, not counting things that are just busy work, so to speak. Um so
that they aren't inflating the grade, so that they're accurately moving students from Spanish 1 to Spanish 2 to Spanish 3 as they're able to show their proficiency with the use of the language. >> Thank you. Are there any questions? >> Thank you. Okay. Yeah. Go ahead. >> Is it is it fair to say that when you're assessing the D-grade across the
district that there could be some subjects, some grade levels where teachers are saying we want the D-grade and that others are saying no or as a across the board right now provisionally with me. Is it is it one or the other where a majority of the subject and teachers say no, we want the degrade. Where are we at?
>> So the work of the committee so far has directed me to have conversations with the math department and with the Spanish department. in those two very targeted discussions that we've had where we've pulled in representatives from the teams. >> Um it's been emphatic uh in it's been clear that there is not a desire in those two groups to bring the degrade
back. That's not to say that there isn't a teacher or two within those departments who wouldn't like to continue potentially exploring it further. >> Got it. But the vast majority are saying that um we should leave the grading um table the way it is right now. >> And that's yeah and that's primarily in the high schools the comprehensive high
schools. >> So um that has only been the high schools because in all our other levels in middle school we have the D >> right. Okay. So three high schools outside of Ranch of Vista or is Ranch Vista included? >> Um the three traditional high schools. And has there been a survey done with teachers or side admin?
>> We have not surveys. We we've used a representative voice from each one of the courses. And again with math it was just algebra 1, geometry and algebra 2. >> And then in Spanish, Spanish one, Spanish 2, Spanish 3. So each site had a rep of each course >> on our conversation. >> Okay. And I will provide um an introduction to this. We had a a hefty topic to cover in the time aotment and so we strategically put some infographics in that we have shared with
the board over the last couple weeks so you would have opportunity and time to look at them. Um I will reference them just in a brief introduction and then open it up for any questions and I have my student welfare and success team here this evening um and they can come up to the podium to assist. So I am proud to
share the work of the student welfare and success subdivision within student support services. Every day our team works to remove barriers to learning by providing direct interventions, supports, and educational lessons that help students make better choices to develop positive strategies and to stay connected to school, especially in their academics. From enrollment to attendance to wellness and behavior systems, our
mission in SWS centers on ensuring that every student has access to the tools and relationships that they need in order to thrive within this department. Our our efforts are woven through key areas such as social emotional learning, foster youth, support, and discipline. And while these three are not the only uh sub subd departments in a very robust
uh area, they're the three we'll focus on this evening. And all of them reflect our commitment to student academic, behavioral, and social success. So our social will you have discipline up first? Oh, we'll go social emotional learning first. Yeah. Thank you, Len. Our SEAL team provides tiered support ranging from classroom lessons to individual support to help students
build emotional regulation, coping skills, and school success strategies. Their work um aligns with the California Education Code and emphasizes early intervention, tiered systems of support, and other means of correction, which are all required of us. Through datadriven plans and family engagement, SEAL services help students strengthen self-management and resilience across all grade levels. Again, with the intention of getting them closer to that
academic success and performance. Our next information item tonight is under foster youth support. So, our foster youth team made up of our foster youth liaison, site administrators, LCAP counselors, and our staff collaborate regularly to provide consistent check-ins, progress monitoring, and community partnerships that uplift academic and social success for our foster youth. New for the 2526 school year, TVUSD is one of only four
districts in Riverside County partnering with RCOE on a Konigo pilot offering foster youth personalized academic coaching and incentives for progress. We're really proud of that work that's going on. And each student is paired with their point of contact who monitors their goals, celebrates achievements, and ensures success for district resources. Um and lastly, our topic, another one that's not small is
discipline. Um we see discipline as being a positive thing. Having discipline is a positive thing as well as needing discipline response. So our discipline framework emphasizes that through prevention and intervention and re-entry support rooted in board policy 5144 and education code 48900.5. The data shows that while suspension and expulsion rates remain low, our focus continues to be proactive, especially
through restorative practices, counseling, parent student conferences, and positive behavior interventions. This approach keeps students engaged in learning while ensuring safety and accountability and solutions centered on academic success across all of our campuses. So this evening we have included for you and the public these infographics highlighting these three areas to provide a visual snapshot of the work being done across TVUSD to
support our students success. And we want to thank you for the opportunity to present this information item and my team and I are happy to answer any questions that you may have. I have a question about KIGO. Am I pronouncing it >> properly? So, this is a pilot through Riverside. How many students do we have plugged into this? And I know I didn't
know in looking at the graphic and I had to dive a little deeper to see that it's it's got that AI component. So, I mean, foster youth aren't always on the right side of the digital divide, either for access or having somebody to help them through that. What What's been the communication from the county in terms of that point of contact they have? Is
it weekly? Is it twice a month? How are they checking in so that they're not kind of left? >> That's a great question. Um, we're glad you asked it. Uh, because we do have Dr. Dico can come up and provide us with that information. And before he speaks, I just want to say that the level of oversight and involvement with the
foster youth uh uh parents and guardians is is there. So I'm going to hand it over to Dr. Duro. >> Uh Miss Deas. U so currently right now we've actually grown since this infographic was even made just because of the transency of our foster youth students. So our pilot's actually consistent of 28 students at this point over the three uh sites uh Bella Vista
Middle School, Chapperel High School, and Tmacula Valley High School. Um as far as it pertains to our check-ins, this is actually being conducted on a weekly basis for our district. Now, the other three districts uh that are coming on board on this pilot, they're able to build their structure of support however they see fit. We've decided on a weekly
structure to meet with our students, check in with them how it's going with this uh tool that we've been uh gifted from the Riverside uh county office of ed um to see how it's uh utilized in the classroom and as a support for the students. >> Yeah. Thank you. Absolutely. >> So, Mrs. Davis, how are we do? You know, we have a
defiance law that was put in in which it's difficult to suspend kids when there's defiance. How are we doing with with that? >> I'm going to ask Mr. Capgro to come up and finish what I forget, Mr. Capgro. But overall, we do have a law in place that 48900K, which is the ED code violation for defiance, willful defiance and
disrespect, is no longer a suspendable offense. However, that's why it's so important that we draw on and utilize the other means of corrections that we have, which could be translated sometimes as not doing anything, but it's very much the opposite in how we respond to and get students back on track. So, I'm going to hand it over to
Mr. Capgro. >> I don't know if there's much more I could add on to that, Mrs. Deas, but uh no, um that's exactly it. We really work with our social workers. We're working with our uh PBS TOSAs, our intervention admin at the middle school level to make sure that kids are making the appropriate choices that they understand
um their consequences in terms of why, you know, want them to understand why they committed that action, but also to reflect on why they shouldn't be doing that again and how to make more appropriate choices moving forward. But right now we are very limited in terms of what we can do because 48900k is that ed code violation. We cannot
suspend for that at any level. For a while it was we couldn't suspend at high school but now we can't suspend at any level. >> Can I piggyback on that with an additional question? So high school students it looks like reviewing this material we've got Saturday schools. >> Yes. >> Why not for middle school? Where is the
tension point with that? I know it's rough that there can't be suspensions granted sometimes for willful defiance because >> some students know that, right? And it's meed out in ways where there's not always strong enough consequences or that sort of thing. So, middle school, why no Saturday school? We've talked about it and we right now there's just
not the number of discipline cases at the middle school to justify a full Saturday school in most cases. We've talked about if we could possibly piggyback at some of the high schools for that. So, for example, could a feeder middle school go to a high school? We've just not implemented that, but that has been a discussion that
we've had in the past, but we have more discipline cases at the high school. So, it makes more sense um for us to have those students come in and we're actually able to collect on our ADA when the students do go through Saturday school as well. >> You're welcome. >> I don't know if you're a part of this,
Jess. Someone was talking to me about PBIS intervention. >> Could you just give someone a give a quick update of what that is? >> Sure. Um it's ran a little bit different. Are you talking about the high school level? Yes. So at our high school level, we have intervention tosses and PBS tosses. Our PBS tosses at the high school level right now are
working. Again, they work they're kind of that level where a student has a discipline referral. They're not reaching the level where maybe we're going to send them up to their counselor or to a social worker, but just kind of that initial intervention of again, how do you make more appropriate choices? You know, have them reflect on their on
their actions. Perhaps they hold a restorative circle. They're trying to make sure that they're reflecting on what occurred and again we go back to pre how do we make sure that we prevent that action from happening again. So that's a lot of the work they're doing right now. Since I'm I'm going to say you know one of the big things that
obviously at high school that we have right now is our the drug issue that's occurred. Um RUHS is not there. I do want to say we had a hund I pulled the stats for Tmckla Valley High School and Chapel High School for 2324 and for 2425. We had 117 students go through the RUHS program and we had no repeat offenders.
So right now we're looking to see what can we do to address our drug issues at the high school level. I know you'd mentioned that as well, Mrs. Wma. Right now, one of the things we looked at is the Stamford curriculum as well as we're also looking at Y vape as well. Um, that's one of the thing some one of our
PBS at the high school is actually working on right now. Um, Dr. met with us and we're looking at the respect program down at San Diego. And one of the things that we're trying to do is we're piloting a program for next semester over at Great Oak to see if we could have our PBS TOSA kind of work
hand inand with our SRD there so that they could have put like a drug prevention program utilizing the Stanford curriculum there to kind of mirror what that respect program is going to look like. But again, that's just the initial stages right now. >> You're welcome. Can you comment on what the drug possession primarily is? Are we talking
vaping, marijuana? It just would be interesting for the community to know. Is it >> so consistent? >> So, if vaping is a nicotine product and a drug possession is going to be usually typically it's concentrated marijuana. Those are the two main things that we find. >> And I would just like to add to your question. Uh Mr. Schwarz and Mr. Dr.
Kaepernicker did a wonderful job answering it through the examples of our other means of correction and how we need to offer intervention services as well for things like um drugs and alcohol possession and use that multiple things can be true. Sometimes with PBIS or restorative practices there's a concern that that is another way of saying that students aren't uh receiving
consequences or there's not interventions being in place. Um but that's not the case. we can be utilizing restorative practices where we work to get our students back into campus in effective ways where they can get back engaged with what they've missed um at the same time that there are effective and appropriate consequences being delivered. So I appreciate the PBIS
question and Mr. Kaeperno's answer because it just shows how there's not one way there's a lot of approaches and a lot of resources needed in order to respond effectively. And to piggyback on that, I think the thing with intervention or the pubastosis also is students start to rely on them as a resource. So a student might be
escalated. They might feel like they want to, you know, for example, there might be they're feeling agitated. They might want to get into a fight, but rather they're utilizing that PBS TOSA as somebody that they can go to. It's a trusted adult for them now on campus to access. And we feel that we've been able to prevent a lot of things from
happening, which is harder to measure because they have access to that person as well. Thank you. >> Thank you. [Applause] >> All right. Do we have any public comment on board discussion on the board advisory committee? >> Two comments. First up is Caroline Hoffman, followed by Upnate. >> Let's not pretend this is about neutrality. It's about control. Our
community advisory committee guidelines already make it clear. These committees don't make decisions, don't direct staff, and don't hold power. The board does. The board already decides who gets to serve, what the committees can talk about, and can dissolve them whenever it wants. You already hold all the cards. But apparently that's still not enough. Now you want to control what the
committee members say as private citizens, too. Because if one of us dares to speak out, sign a censure, or call out bad behavior, suddenly we're biased and unfit to serve, please. That's not neutrality. That's intimidation dressed up as policy. Let's call this what it is, a warning shot. It tells every volunteer, every parent, every teacher, speak up and you're out.
It's a message that says you can serve, but only if you stay quiet. That's not democracy. That's damage control. Advisory committees are supposed to bring the community voices to the table. Now the board wants to decide who even gets a microphone. You're trying to turn citizen committees into PR shields. Smiling, silent, and powerless. Well, some of us aren't here to smile and nod.
We're here because we care about accountability, transparency, and truth, even when it's uncomfortable. Especially when it's uncomfortable. If this motion passes, you won't be protecting neutrality. You'll be protecting yourselves from criticism, from accountability, from the public. And when that happens, this stops being a public school district and starts to look like a private club. And for clarification, when I was calling for a
point of order, it's because I didn't think that you should be discussing removing somebody from the committee, uh, parent before this was discussed, and you didn't even want to hear why I had a point of order. You just told me I wasn't allowed to. You hear me, Melinda? Okay, next speaker is Upne. I appreciate that this topic has been
properly agendaized rather than coming up with unprofessional outburst at community members during unrelated items which honestly proved why the censure resolution was needed in the first place. I am speaking for myself as I sent an updated document that removed Mr. Audi's name. Dr. Woods confirmed it could be replaced before posting, but Dr. Anderson didn't allow it due to past
issues with late changes, which I understand. Since the item was postponed at the last meeting, I couldn't correct it sooner. So, I want to sincerely apologize to Mr. Audi for being caught in the middle and thank him for his decades of service to Tmacula and congratulate him on his well-deserved induction into the great Oak Athletics Hall of Fame. I trust the corrected
attachment will be in place when the item returns. To be clear, this censure isn't personal. It's about conduct, professionalism, civility, and respect for students, staff, and public. Those aren't partisan ideas. They're community values. Archbishop Desmond Tutu said, "If you're neutral in situations of injustice, you've cho chosen the side of the oppressor. Our code of conduct does not call for neutrality. It calls for
respect for different perspectives and professionalism. And if neutral just means agreeing with you, that's not neutrality. That's confirmation bias. The word you're looking for is objectivity. making decisions based on facts, not feelings. I have always done that, even when it made me a target. Even Dr. Kamroski wrote to me six months ago, and I quote, "I actually like it
when you present facts and arguments. Some of them can be very persuasive. I have no problem compartmentalizing. I can call out bad behavior and still evaluate every issue on its merits. That's what this board needs more of. Focus on students, not graduates." And finally, trying to silence a private citizen for calling out misconduct comes dangerously close to crossing the First
Amendment lines. And attempting to postpone this item indefinitely simply because it's critical of a board member conduct isn't exactly Brown Act friendly. This isn't about partisan values or political activity. It's about expecting the bare minimum standard of professionalism when serving as a trustee and representing this district and community. If you really want to see civic-mindedness, I would invite you to
come to our committee meetings. People disagree respectfully, work collaboratively, collab collaboratively, stay focused, and get things done. That's what genuine public service looks like. Public trust isn't being lost because of the community. It is being lost because of how this board conducts itself. The call is coming from inside the house. Thank you. Okay, thank you. Um, so I put this on
here. I I am being fair. I called out someone on the right and someone on the left that both want us that are serving on committees and um I you're right. I can use a better term than neutral, but I think it is a discussion that we need to have regarding our committee members. Um, is there any board comment
regarding >> if and when the censure come resolution comes back. I know how I'm gonna vote because he can say what he wants. That's that's how I see this. We have to afford people the right to speak. Okay. um without restriction and I believe I mean that committee is running very well and as a private citizen on that committee
they have a right to hold this board accountable and that's how I see it. Um compartmentalization is the operative word. It's just like the special ed parent. She may be a harsh critic of mine. The question is, is she able to come in and contribute professionally and collaboratively? And we have to allow people an opportunity to do those
things. You have to stop trying to silence people. even the even Mrs. Wearsma's choice on this committee, you said to me on the phone, "We need to get her out." And I said, "No, we are not going there because you don't like this woman because you've had issues with her." And I said, "We're not going there. We are
going to give everybody a chance to come onto this committee to act professionally and be a a good collaborator." And that's exactly what she's done. That's what all of the members have done. So, you have to stop this behavior because it is about control and silencing and you are taking this board straight to hell. Are you done? Okay. So, Mr. Barham, what
you said was not true. I did have concerns about Mrs. Wearsma's um what was that? Um, actually point of order. Will you start my time again? Mr. Barham, you interrupt more than Don't Just a minute. This is not my time. This is parliamentary procedure. You interrupt more than any other board member. You take away board members times and then
you cry that your board your time is taken away. So, Mr. Barham, do not interrupt. >> Are you ready? >> Okay. I had concerns about Mrs. Wears um the person that she suggested and I talked to my concerns with Gary Woods and I was assured that she was a good board member and I've been told she's an
excellent board advisory and I have not broached the subject since. And since we're talking about the board advisory committee, I still haven't nominated someone to the board advisory committee. So, let's be honest about that. I nominated Jack Guerrero, but then I found out that Joseph nominated Jack Guerrero. So, let's talk about honesty. You have two sitting board
members because I didn't have someone to nominate. And so, you nominated someone for me. And I still I was told the man's name over and over again. And I was reminded today in a meeting with um see she's nodding who was my >> Alex Duvos. >> Alex Duvos is my person that you nominated. So Mr. Barham stop you.
You're like stop. Um I don't want to I said fair is fair. If we're going to give the previous board me or the the member of the community a chance, I actually wanted to give a chance. I wasn't trying to remove members at this time. I wanted to have the entire board have the discussion. What are our expectations? These aren't
we're these people don't hold us accountable. The word you just used is they hold us accountable. They actually advise us. So I wanted to have the discussion about public people in the public and what our expectations are when they serve on committees. And I think that's a fair conversation for us to have as a board member. And if
the if the board decides the consensus of the board decides that they have unlimited free speech, then that's the consensus of the board. And I don't have a problem with that. Just as far as contractual um you know point two members of the advisory committees shall conduct themselves in ways that reflect mutual respect for different perspectives, work
collaboratively and refrain from making any personal attacks on any committee member, board member or district staff member. I take it personal when I see this reprehensible false language endangering students. I'm endangering students. That is a personal attack because it's it's untrue through inflammatory r rhetoric and hostile actions publicly public uh verbal attacks on community members from the bordis when someone interrupts me
from speaking and gets kicked out two meetings in a row. I beg to differ. I do take this personally when a board member is screaming getting kicked out while interrupting me. What the heck is this? I mean this is gaslighting times 10,000. that I'm being hostile and I'm publicly attack. It's just it you can't make this stuff up.
But it says refrain from making any personal attacks. Now, does that mean when the personal attack comes through a a censure which does nothing? Emil's right. It does nothing. And and and we have a first amendment right that's protected here on the deis. If it does nothing and it's a personal attack to me, what's the point of it? You know,
and we can talk about as a board. Do these two board members come off because your names are on it. I could care less whether he wanted his name off off or on. Regardless, it's on here amongst 80 other people and I'm going to take advice from those two committee members who want to publicly censure me and it
does nothing and it's in a personal attack. So, it's in direct conflict with this language. So, I'm up for board discussion on this and we can go one of two ways. Hey, behave. No personal attacks in the future, but yep, I welcome the censure and that's a contradiction. Or number two, you're removed from the board because you had a
chance and then you got hostile towards a board member and this is called reconciliation and the board has authority over this committee. >> Okay. >> It's called contractual language. >> Is there any addition would Mrs. Wearsma your lights on? Did you want to come? >> So I have to say from the beginning this was a concern of Dr. Kamroski and I when
you introduce another layer layer of bureaucracy you you do encounter additional problems. Um it it's not apples to apples to talk about the mom who is going to be on the sped committee versus an advisory board where you have had people involved in the past recall efforts. One sued the board, one reported me to the grand jury. Um it it has been
problematic and there's a point where I wish we could kind of dig deep and find more of the regular people out there who are willing to come forward and be a part of committees so that the 80 people aren't the same 80 that we look at and go yeah three years ago they were doing some of the same kind of stuff. Um so
that's unfortunate to me and that's what I saw in forming this particular advisory council initially. Maybe there can be a solution because I understand the mixed bag that people have a right to freely speak. Should they be an advisory council member and this actively resisting a board member? I don't think so. I don't think that's best practices.
But on the other hand, when we talked about forming this, I think we talked about a group of 10. And I think if we went back to that and we kind of watered down the teams and the people who were chosen, maybe that would be more effective. So I don't know if that's part of the solution. I could
easily remove two people because of the things that that I've pointed out, but I don't know if that's the right answer. And um to end my 18 seconds here, I want to say Janette Chun, you have been an outstanding advisory council member. I'm so proud of the work that you've done. She has a great deal of wisdom. Same
with Jack Guerrero that Dr. Kamaroski uh appointed. And I love the fact that they speak into this. But I think there's still an issue we need to work out. >> What you want after me? >> You know what? You could I've sat with this group for four hours. They are objective. They work in a collaborative way. They've been
passionate. They want to work hard for this community and this board. You're right, the superintendent can nominate up to, you know, several members. Honestly, the configuration that currently exists is working really, really well. And I think you'll hear tonight from Gary Audi a little presentation on how they want to help the board make a difficult decision. Uh unfortunately I was only able to sit
in for part of the meeting because uh it was uh Yam Kipur was beginning that night. So I was able to stay till about 5:30. Uh I was really impressed with the people who were there. Uh everyone was respectful, committed. Uh we listened to each other. Uh Jack Guerrero, never met the man before, was amazing. amazing uh perception of the issues when we
explained some of the things to him in terms of measure y money and how much money was left and I don't think he understand that even though there is money in the pot it's already committed to something so there might be $40 million in pot a but that money is already out there for something else so uh so far I've only been to one meeting
but I thought it was great >> I would just like to add. I think we're missing the point. Dr. Woods, many months ago, you actually said if any of these members got political, you personally would remove them. This is political. And this is in reference to code of conduct. That's the missing the point here. People in a subcommittee could do
work work. That's not the point. The point is the code of conduct. And the code of conduct, I just read it. Nobody's addressing. Refrain from making personal attacks on any committee member, board member, or district staff member. So if you want to address the point, I'm willing to listen. But that is the point. It's their code of conduct

I can't even put into words how I feel about what you've done here tonight. It's It's Yeah, go ahead and smirk. Okay. Because it's really despicable what you've done. Okay. So, point of clarity, these uh
these members of this committee can pretty much do whatever they want, but as long as they behave inside the committee, that's the scope of this language. other chiming ins, we can move on. But I I disagree. I think code of conduct applies directed towards a deis member of the deis. And here's why. Because this could happen again in the future. So, let let's go back to members of the public serving on committees and our expectations for them because I I guess if it's me being attacked, I
don't want that member of the What was that? Yeah, go ahead and start two minutes. So, so just to clarify, um I it is a difficult conversation we have to have like obviously I I didn't want um who your recommendation for the sped committee because I felt like they had behaved similar. Um I think that we can
this is an important conversation for us to have as a board regarding committees and community be behavior. the recommended motion that I made and and we can consider I think we should consider this and I also think we need to bring back right now the sped committee's dissolved. So if we um bring back that committee with the public
member I would like to include them in this. Uh the motion is that the board direct the superintendent and I I've been trying to transition because right now we're half we've got 50/50. So I've been trying to transition to Kimberly because we only have a few months with Gary left. Um and so anything that I think is

So we can change it from neutral to objective expectations. But people keep saying I'm trying to censor or stifle free speech. I actually just want better decorum in our community and
in our boardroom because sometimes free speech doesn't mean outlandish unlimited free speech. Like I really would like to see everyone raise the bar, Mr. Baram, and just bring more professionalism. Um, I I don't have a problem with the board decided and I openly accept having the parent of the sped teacher on the committee. I think that we should have our next superintendent

there's an argument to give to that there is the other side so no pressure Dr. Vez, but looking through this and setting a trajectory for the future, I do think is important because there has to be some standard and expectation I think it's weak to say it's not applicable. Whatever they do here and whatever resistance they bring and
however they're campaigning actively against board members, it is a problem. It just is. So, we have to be honest with that, but I'm hoping you can help find the right solution. >> Okay. Does that include just in the committee or does that include outside the committee? So any clarification, amendments or enforcement provisions are needed to prevent

Do I have public comment on the master board calendar? >> Okay. All right. Let me pull. We do have a master board calendar. So, I get three minutes. Um, I've talked to
the I've talked to the cabinet and to the superintendent several times about having a master board calendar because none of the board none of us know what the other are doing. Yeah. But but we don't know what the other person is doing. And I found out that committees are not on the master board calendar and meetings are not on the master board
calendar. Um, I I had a specific meeting with the cabinet and addressed the master board calendar and I also addressed board policy 9200. No board member can act as an individual. Steve, you know that one. What is it? um that one board member cannot act alone on behalf of the board. So, one of my concerns is there are a lot of meetings
going on that that the rest of the board and even the superintendent is not aware of. Um and so we need to have a master board calendar and I would like all meetings, all committees to be put on that calendar. I set the example and this is for the public. Um I don't usually meet with the public. Rarely I
do. Thank you for those of you that have invited me to coffee or breakfast. But what I realized I need to do is to make sure that my meetings are at the district office with a cabinet member. So I set the example. I put it on the master board calendar. I wanted everybody to know if I'm meeting with
the public who I'm meeting with. I do believe in transparency. Um, so I'm asking the board for consensus to have a master board calendar that includes um that all the trustees district related events. This doesn't include going to football games or things like that, but I want trustee meetings with district staff. um and that it be a
requirement that those meetings be incorporated incorporated into the board governance handbook or pro procedural according to bylaw 9200. Um so do I have any questions about this? >> Why I don't understand >> why why would you want to do that? I don't get it. >> Because we have >> sincerely I don't. >> You know why? >> No I don't.
>> Tell me. I want to know >> board. We have an un I mean I'm being attacked for trying to find more balance and I really do feel true to myself. I really do feel as an like true to being an independent. It's not balanced. We have some board members meeting on a daily basis and some meeting I think I have my weekly
meeting with Woods. It says I meet with the athletic administration. I don't meet with them. So I we use a usually do a phone call. So I'd say I'm in the district office three to four times a month where some board members could be there on a daily basis during the week and even multiple meetings in one day.
Um and I don't think that that is balanced. And if it is the way we want it to go, I do believe that all the board members need to be aware. I I don't have anything to hide. I know that you don't have anything to hide. Let's just put our meetings on the calendar. >> You think I have something to hide? No,
you shouldn't be opposed to putting all your meetings on the calendar. >> You know what I mean? Sometimes I'm here and maybe I'm meeting with Dr. Woods and I think of a question or maybe two and I want to go see Mrs. Deis if she's available. So, I go over there and knock on her door and she lets me in if she's
available and we may have a conversation for 10 minutes. I don't think that that's something that I need to put on a calendar. It's like fifth grade. What does the board think? >> I was thinking like if it's over 15 minutes that it should be on the calendar so that we know that people are meeting. >> I would think if you schedule a meeting
with someone then it should be on the calendar. I think if it's just ad hoc, for example, uh I was in um HR the other day and I happened to be there about something personal and I happened to see Mr. to RSE and I asked him a question about something but I I didn't anticipate that I was going to HR to
have a meeting with him and you know it lasted for five minutes and we left. So I think if we schedule a meeting for example like when uh Emile and I were meeting with Mr. Bywig about grading practices yeah that should be on the calendar or if I scheduled a meeting with Mrs. day is to talk about the
budget that should be scheduled. But if you just happen to talk to someone for two minutes, you can't schedule that because >> Yeah, I agree. >> Do you know what I'm saying? >> It It's kind of like >> Yeah, I could hit I'm agreeing with you. >> That's all we're micromanaging everything. If it turns into um if it turns into a meeting, I mean it

We're here to be true to the constituents. So, we have to keep that in mind. And each one of us are free agents. We have to have some
level of autonomy. I'm not opposed to committee meetings, site visits, all of that being on a calendar. I think that's appropriate, but honestly, we are each elected officials and we don't owe one another our schedules. So, I I think we have to be careful of that. Here's the nutshell. I think it's trying to find that balance. Balance is not being in
the district office every day. Balance is not micromanaging everybody else either. So I think that's the thing we have to pull back and realize we can't usurp every committee as individuals. Neither can we continue to constrict other board members to a place that doesn't make sense. So I do want to say and I have to point this out. I'm sorry
I've said this before, but this is all a part of the December decision where the three of you decided to put somebody in a leadership position without experience. And this is kind of what we're reaping at this point. It is what it is. Hopefully the community will be gracious and understanding because I do think we're going to pivot and get
better, but I would really hesitate to start incrementally figuring out how to put meetings on a calendar. I work a 50our a week job. I try to do as much as I can for this district, be on committees I can serve in. I can't do it all. And for those who are retired, that's great, but you shouldn't be here
every day either. We do need to figure out the balance. And again, Dr. will probably help speak into that as we move forward because we're almost to the end of this year. We are not elected to direct district staff. We're elected by a majority of the board to direct the superintendent, our only employee. So my concern is the objectivity with the
master schedule I like because it's not about what I want to do. It's about what a a school board member ought to do and I don't think we ought to just have free range because now it applies to all five of us. Now imagine all five of us showing up. Hey, >> you know, let's get some coffee. Hey, I
want to go talk to Brian. Hey, I want to go talk to D. Hey, I want to go talk to Lash. That's so that I agree and I don't want to attribute something to you that's um falsely stated. So, I'm glad you you made, you know, clarity with your hyperbole. >> So, I agree with you and and now the
question is, uh, what's the temporal time stamp? Like, what are we talking 5 10 15 minutes to where it's agendaized? >> Can I I would like my two minutes because I didn't get it. >> Can I have two minutes? >> Okay. Then all of a sudden there was resistance that I had to ask on the deest to get permission to meet with Brian to talk about a respect program. anytime um the assistant soups including myself at this point have a meeting with a board member we always schedule it and it's either it's either through Miss McDow or it's through Len and whether or not we decide to put that on the actual master calendar I think can be decided at a later time but those are all
scheduled anyway. Um, but we do actually have a master calendar that has the majority of of the items on. But I would like us really to think through the fact that are if there are items that are discussed in these meetings like the subcommittees, those absolutely should be because there's been board action on those. Those actually should be on the

like they're overly eager, but literally behind closed doors are like literally um I'm being overwhelmed because I want to respect the district's right to not be overwhelmed and I don't know how to tease that out, but I'm wondering if that's happening. Yeah, sometimes that's why we ask you to go through a little bit more of a process
because we are aware that that particular person might be a little uncomfortable. So, as long as you're transparent, set it up, put it all together, we all know what's going on, we usually can work through that. All right. >> I'd like to add one other thing. If we're going to have any kind of process, and I agree with anything official, put
it on the calendar. Let's not get into the ridiculous. Um, if in 2026, we know that there's seats that are up and there's that time period between the election and swearing in and so forth, I would also say those are official meetings. And I think there was a bunch of stuff that went on that I wasn't privy to. I don't believe Dr. Kay was
privy to. And it became an issue. Who was meeting for coffee? Who was there for three hours? Who was there for two? And it just felt like by the time December hit, there was a skewed perspective because Dr. K and I didn't know what the mentality was. And I'm not blaming anyone. I'm just saying if if we're going to go into this realm, let's

Dr. Vez, I'm honored to have been selected as the spokesperson for the new superintendent's board advisory. I'm here to introduce our team and our function. As you know, the purpose of this team is to support the governing board in an advisory capacity based on the direction of the board and our superintendent. We meet monthly and I can tell you after
our first few meetings that this team is a reasonable representation of our community's diverse views and needs. The beauty of this team is though our perspectives can be quite varied, we are united in our mission to assist our governing board with information ultimately impacting decisions that are good for TVUSD students and our community. I'm impressed with our team's motivation
to learn about the inner workings of our school district and the team's aspiration to celebrate our differing viewpoints. while collaborating for the good of students. As this team's spokesperson, I would like to introduce you to the members. And unfortunately, um, many of them couldn't be here tonight. We have as mentioned earlier um Jack Guerrero, Janette Chung, Alex Duvos, and Upnit
Dollywal and our liaison assistant clerk um board member Schwarz. We've quickly agreed that our top priorities are fiscal excellence and instructional focus. In regard to FIS fiscal excellence, we've we've been exploring a potential facilities bond. Our group has selected member Jack Guerrero to take the lead due to his experience and knowledge in finance as well as his resume with
bringing these types of propositions to the public. Jack has already met with Nicole Lash to begin the process of better understanding TVUSD's fiscal needs related to a potential bond. Our team will work diligently to render a recommendation within three months. In summary, as a team, we're excited to ser serve our school district and our board in an advisory role on these priorities

We have a uh a public comment on number seven draft agenda. >> Josh Sherling. I do not believe we have good
transparency when it comes to how things get agendaized. As a member of the public, I'm not sure what the exact process is. I know that I have actually had the privilege of having something agendaized and approved by the board. I thought that was pretty cool, but it seemed a little ad hoc to me. Um, so I do actually have I'm a solutionsbased
guy who actually do have a recommendation on this. Um, I think seven days before a meeting, I think a an agenda should be emailed to all of you as a PDF. You can add a simple yes or no uh column to each item. I think for an item to be agendaized, two people on the board should agree.
I don't think one person should have unilateral control on what makes it onto the agenda. I think for balance though for to keep bad thing bad ideas off of the agenda. I think that if three members vote against an an agenda item they can veto. It only takes takes just like when you do a motion you have to
have somebody that it think that would be a good process for all the agenda items. If there's something that two of you can agree on, you should be able to put it on the agenda. If it's a very bad idea, the other three, if you can agree to to veto it, you'd be able to veto it. I would just love to see uh a process
that also lets the public know earlier what's going to be on the agenda. We're only given a few days, a lot of times to try to construct public comments on very complicated items. A school board president can legally circulate a draft agenda to other board members as this is a routine practice that helps board members ensure that items are properly agendaized. Informational communication is permissible as long as the feedback to the president from board members is not communicated to other members. The key here is whether the communication is informational, not a
deliberate exchange to form collective agreement outside of a public meeting. The best practice is for the schoolboard president to direct the superintendent to distribute the document. When using an intermediary like the superintendent, the communication should emphasize again that the items on the agenda are properly agendaized by name and category and not the judgments, opinions or viewpoints of other board members.
That's all. Is it my turn? Can I go? So um to the community member, most of these um agenda meetings were actually done with two board members. Steve Schwarz sat in one and Mr. Baram has sat in most of the others. When I stopped that practice um and kind of pulled away because I we were getting into trouble with um future
agenda items, items being put on information. Um, I felt like I was being pressured and then last meeting I asked for the board to have a conversation and tell me how are we going to do this? I think it needs to be fair. Um, the attorneys and I have had long conversations with it because at times we've said we're only going to put
things under information and then at other times we've said we're going to put them under future agenda items. So, um, one thing that we have to be concerned is, uh, is this going to be a Brown Act violation? And we've reached out to both attorneys and they said we need to be very cautious with this. Um, the second thing is we do need to make a
motion and we'll have to change our bylaws. But I do think that this is because I stopped inviting Mr. Barham to the meetings. And I am going to point out, Mr. Mr. Barham, you showed up to the meeting on Tuesday and refused to leave and you had to I had to ask security to escort you from the agenda
meeting and that is the truth. You wouldn't leave and I understand >> I was scheduled for that meeting. >> I have disinvited you because it's not in our byines. >> You did not disinvite me. Took me this long to realize that I really need to stay true to being neutral, independent, and if the board decided last meeting. It's the consensus of the board. It's not my
decision. Um, it felt like the consensus of the board was to push things off into um information items and future agenda items, but I I don't think obviously we shouldn't do that anymore. So, it's what the consensus of the board wants. >> So, then my thought on this is I'm just going to be traditional. This has worked
for previous board presidents, even myself. Somebody wants to agendaize something, if it's within the 7 to 10 day window, they want it on action versus information. I'm working andor you're working with the superintendent. Where do we put it based upon their wants and needs and I leave that in the hands of the president. That is why the
oneif extra power is given to that board president based upon five board members voting. You agendaize the meeting. I'm not going to add these extra layers of bureaucracy. It's stupid simple. You just have a request from a board member. You talk to the superintendent. You agendaize it. Done. That's just my vote. >> I think that's what we should do. And I
do think that there was too much shuffling around. Mrs. Wearsma, I know your stuff got pushed to secure your agenda items. >> Sorry, I had a little five extra seconds, but to be clear, I definitely want it better than it has been in the past. If a board member wants it, we are duly elected. Any of us could agendaize
something. If we want it on action, it should be on action unless unless a lawyer or the superintendent says, "Hey, it's best not placed there." It's so complicated to lead and I and I know that from the months that I had. So, there needs to be teamwork between the board president, possibly the vice
president or clerk, whatever it is now, and um the superintendent to get it right. And if legal needs to look at it, get it done so that there's not mistakes and that we're pulling things off. Everyone knows I've had a problem with how these meetings have been run. I have some grace and sympathy because I know it's a lot. Um but yes, I think it's
correct to put additional um pressure of sorts on the superintendent, legal if needed. Um Josh, I appreciated your comments. I will say there's not really unilateral control. Um because we each have the ability to put something on the agenda. There's two ways to do it. We can mention it in future agenda items and have some form of consensus. Then we can
do it, as Dr. Kamroski mentioned seven days out. Again, we're autonomous as board members, so we should have that ability to do that. And I'm going to count on experience in December stepping up with a new superintendent to make this better. Um because it has been a mess and we need to get out of the Brown Act violations, the cure and corrects,
um not allowing people to have their First Amendment right at the podium. All of that matters and we're going to do better. Can I ask a question that both of you brought up the seven days out? Should we start having the agenda meeting on a Tuesday? We'll talk about that later. Um, but that's something that's something that I
think we should have. >> I would say that's up to you as a board president whether you want to gendize it Tuesday, Wednesday, Thursday, Friday. >> Okay. Well, I'm going to work on that. So, one other thought is there are boards who do like twoon- ons or they they take one trustee or a couple and sit down with the superintendent and
there's this thing called forecasting that happens at district offices. So, I don't know if in that process then people can be kind of privy or have a heads up. It can't go to the public that way. It can't be out there for seven to eight days. That's just not smart and it's not viable and not everybody's elected. So, we have to be streamlined.
But that's a possibility of what we could talk about to just >> okay >> get it clarified and make sure when it hits it's right. It has to be right when the public sees it. >> Okay. And I think you're going to see it's going to get better for the next two months. Um the next the last thing
is um the investigation into the TBUSD board president. Mr. We have >> two public comments. >> Two public comments on this. >> First up is Greg Langworthy followed by Caroline Hoffman. So here here's my comment on this. Um, one of the things that that um we've been talking about is how you communicate with each other and then how
you get to the bottom of what you may think someone else has done. Um, Joseph was kind of talking about that just a minute ago that he maybe came to a false conclusion, but um, the temptation is always when you hear something maybe to accept it and then because you really don't want to talk to that person
because you're mad at them or or for whatever reason, you don't get the other side of the story. And that can lead to a false accusation can lead to going down the attorney route when it's not necessary because so many of these issues like the one you're talking about with Melinda. What I did is I talked to
Emil, I talked to Melinda, I get him on the phone, they're both willing to talk and I got the other side of the story and I don't think this accusation really holds weight. But I came to that conclusion not because of a feeling because I've tried to put the pieces of the puzzle together and I I kind of know
a lot of the pieces of the puzzle because I've talked to a lot of the people that are involved in this. So that kind of is a hard thing to do. You know, love your neighbor. That word is not a feeling. It's an action. And the first characteristic of love is patience. And patience means you are willing to call the person, sit down
with them, talk to them, listen to them, get the other side of the story. And even though you may feel angry, you got to be patient and and try to work it out before you get to the deis because when you get to the deis and you start making accusations, you're talking to people who don't have the pieces of the puzzle
and then they're going to jump to conclusions. So, I really think this is an example of conflict resolution that that policy that I brought up. The first step for conflict resolution is who are you upset with let's talk to them just the two of you and see if you can resolve it. Maybe there's some misunderstanding before you get to the
deis and then start talking about things that may be a misunderstanding rather than a a legitimate accusation. And after my due diligence, see, as a community member, I'm responsible to do the same thing. If I hear something from you guys, I can't just run with it. I have to try to get both sides of the story and make sure the report I'm
putting out is correct. So, that would be that's my comment here. I think this issue doesn't really need to go to an investigation. I think it can be something just worked out between the two of you. You know, there's been a little conflict tonight between the two of you, and I think this can be worked out between the two of you. Thank you.

The pastor, Tim Thompson, was allegedly pressuring her by text to step down as board president. This is a serious allegation. If Mr.
Barham truly believes that's happening, the appropriate next step is not to vague public investigation motion. It's a law enforcement report. Because blackmail isn't an ethical concern, it's a crime. So, let's be clear. This motion isn't about integrity or transparency. It's about turning a possible criminal allegation into political leverage. There's no complaint on record, no evidence presented, no name victims or
accused parties, just innuendo broadcast into the public record to stir distrust. That's not transparency. That's recklessness. If the goal were truly to protect the integrity of the board, we'd handle this through the proper legal channels, quietly, professionally, with the facts, not speculation. Instead, this motion invites a circus, headlines, gossip, and political posturing. It weaponizes the concept of an independent investigation
to smear, not to clarify. This community deserves better than that. We deserve honesty, not theatrics. If we care about integrity, let's practice it. If we care about transparency, let's model it. Wearsman knows it's really hard to sit here and be attacked um non-stop every meeting. You guys have seen it take a toll on me. I was not endorsed by any pack. I I ran my own election by myself. So, a lot of times I do feel alone. I have a good support in the community of friends. Um, if there was
I mean I'm the question is what am I being blackmailed? I'm still sitting here. It's really it is hard to sit here. Um, but I I do it. Um, I think it's what I need to do for the next few months. Um, so that's my only comment is um, yeah, I have been harassed. My kids were taken out of school by
child protective services. Um, our business was doxed. My husband's employees were receiving emails. But, you know, I'm still sitting here and I'm not making any accusations against anyone, which I think is again the right thing to do. I don't want to get in the weeds with people. So, I would like to postpone this. Definitely, not indefinitely. Did you have a
comment, Mr. Schwarz? >> Uh, I don't know who knows what, but you know, we talk all the time. I talk with Dr. ran this in all the time and my concern for her is her health, her family and this school board. Third, those are my priorities in life. My health, my family, and then the board. Sorry. That's how I see the world. I
have spoken with her innumerable times and tried to encourage her to stay where she is and to deal with these issues. And my concern is who in this community is doing this to her. It was done to me. It's still being done to me. My family, my daughter, my wife. I've endured it. I'm tired of it. And I know she's tired
of it. And if there are people in this community who are harassing her, stop it. Grow up. Go pour your hate out somewhere else. Leave her alone. >> Well, thank you, Mr. Short. I I did commit to make one more comment because >> and I've got a comment when you're done. >> Thank you. And I know and like I said, I
think all the board members on here have been probably harassed to death. I'm not a victim. We're we're all victims of it. Um, there was a false accusation made against Bob Tyler and he has never ever made had any involvement in any of this. Um, if anything, having normal conversations about board business, I've expressed my frustration and wanting to quit. And the only thing
that he's ever come back to me with is, "Do not quit. The board needs you. The community needs you." So, I want to make sure that everyone knows that um whatever false rumors have been said about Mr. Tyler, he has only encouraged me as a board member um to hang in there and keep going. And I and I just think
that um the community deserves to hear that. Um Mrs. Wears. >> So, here's the thing. Serving as a school board member is tough. It's why a lot of people don't step up because of this. Dr. Kamaroski and I have lived tough for three years and I actually still love it. I still have joy in it because I know I've been called to it.
So, we can all take turns claiming victimhood and how much we've been harassed and all of the things. Believe me, I could give you a laundry list, but I'm not going to because I'm at a different point now than I was three years ago. And I'm actually thankful for the growth. I do want to caution citizens out there who are constituents.
We love you, but please be careful not to overly insert yourself in issues between board members because it can become problematic and you may think you're the peacemaker trying to solve all the issues, but you often don't see all the issues because you're not sitting in my seat or somebody else's seat. So, just have some discernment with that. I am totally against an
investigation and I think we're going to land as a consensus or even a 50 here. Honestly, the lawyers and the the independent third parties, they're usually the ones who benefit and we're talking monetarily. And I am speaking from experience and I appreciate Mr. Schwarz looking out for Dr. Anderson, but I will say when I was put on trial,
which felt like a witch hunt a couple of months ago and I came to this meeting and studied and deflected, I've been through it all and that's okay. So again, it's just part of what we need to do, but I'm not going to spend 10, 15, $20,000 for an investigation for someone to possibly be a decision maker to get
the results that they need that the district has to protect themselves. I'm not saying that happens every time. I'm saying I've watched investigations across the state. Sometimes it happens. It's pain, agony, and you think you're telling the truth and doing the right thing, and in the end, you don't know. So at this point, it is better to work
this out. pivot away from an investigation and stop each one of us saying things defamatory about a pastor, constituents, somebody running for office. Bob Tyler, he's fabulous. investigation. It could cost 20 to $40,000. You can't force members of the public to come in at all. um they're not district employees or board members. Um to be consistent, I voted in, you know, an investigation between two board members, but that was civil. This is different. And this also had evidence, apparent evidence stemming on, you know,
from a meeting that I wasn't invited to. It's none of my business. So, I don't want to bring that into it's like dirty laundry onto the deis. That's what I see it as. Uh with a private meeting that was held, people were invited. They were invited. They want to release the information to the public. They buy consensus in that meeting. They do
whatever they want. It's none of my business. And I feel like that none of my business is also none of your business, none of Jen's business, none of Steve's business. Seems like it was Dr. Anderson and a few other people. So, it's really dragged its way onto the day. So, Mr. Barham, I wish you wouldn't have agendaized it, but I agree with

Um, and it's a real quick comment, but I was talking with my daughter-in-law about the movie this the um Secret Life of Walter Mitti. Has anyone heard of that movie? and she was
explaining it to me that his life the reason his life is secret is he's not on social media and he doesn't share his life and occasionally I post but nobody knows what I have I nobody knows what's going on. I will sometimes share with members of the public my thoughts or feelings but now I'm I find myself
closing off more and more. So there's a lot of assumptions that are constantly being made about what I've done, what I've said. It's always hearsay. She said this. I heard her say this to this person. But um I thank you for your comments, Dr. Kamaroski, because nobody except Mr. Langworthy that's here in the room knows what happened at that
meeting. And I and it's it really is nobody's business. It's me just trying to um do the right thing and work with people in the community on a civil matter. That's all. I just want to make >> Good evening. Tonight I would like to discuss the closure of the Office of Special Education by the Department of Education and how it relates to TVUSD.
It was nearly a year ago that I addressed this board with my concerns about project 2025 and the plans for special education. While I was scoffed at, this closure means my fears have come to fruition and there will be no federal oversight ensuring our students with disabilities are receiving free access to public education or FAPE. This doesn't mean the district won't be held
responsible. There just won't be a step to keep a complaint from becoming a lawsuit like there was up until now. This board has railed on for almost three years about local control. Well, now is your chance to put your money where your mouths are. What are the five of you going to do to protect students with IEPs and 504 plans? IDEA and ADA
are still federal statutes and are still expected to be upheld. I trust the cabinet to do what is right. And thank you, Mrs. Lash, for meeting with me earlier this year. That was a great meeting. But the five of you in charge of are in charge of policy. And as scary as that is, how are you going to ensure that
federal dollars are allocated for SPED and not misappropriated if they come through as a block grant? Special education is not a place. It is in a classroom or a wing or a building. The goal for each student with special education accommodations is to be put in the least restrictive environment. Regardless of severity of disability, each child deserves an education that is
free and accessible. Prior to these laws being in place, children were institutionalized or heavily medicated and there wasn't much expectation for them. That changed with the laws like ADA and IDEA. It was the parents who came before me that fought for our kids to have FAPE. Closing the OCR is the first step to pushing SPED off to HHS
and the brainworms where block grants and anti-Dei measures will be in effect. And the possibilities of what can go wrong are endless. As always, the vast network of sped parents and I will be watching and I hope you do the right thing. Thank you, >> Greg Langworthy, followed by Caroline Huffman. So, I wasn't sure what my public comment
was going to be, but um I'm going to um what one of the reasons I supported Joseph for uh school board was because of his ability to make an argument. So, I'm going to make an argument for transparency and it's going to be from the scripture. Um, it's from John chapter 3 verse 20 and 21. Um, everyone
who does evil hates the light and will not come into the light for fearless deeds will be exposed. But whoever lives by the truth comes into the light so that it may be seen plainly that what he has done has been done in the sight of God. Now, why did I set up this meeting with um it was Jason that made that
accusation and and Melinda who was accused? Because transparency really protects everyone. Transparency is what proves integrity. I think Jen has said that a few times and it really does. So, if you're telling the truth, you don't really mind who knows it. And Emil, I think you you agree as well. you know, you seem to be you're a transparent
person, but um often times it's the not knowing that causes the division. You jump to conclusions, but if you're doing the right thing, you should be very transparent. And Jason, he came to the meeting and Melinda came to the meeting and Pastor Tim came to the meeting. And why did I decide to put that meeting out to everyone? because there was so much
confusion in the community. Well, what happened? You know, who was at fault? Well, let's just get the cards on the table. Let's let everyone know what happened and then, you know, Melinda had a chance to respond rather than just having an article in the newspaper without the rebuttal. And that was the problem with that accusation that came
out before um Melinda had a chance to respond. But it's just the principle that transparency really does protect us. it it um it kind of separates the one who's telling the truth or could be a misunderstanding. Oftentimes it is a misunderstanding, but you won't get the misunderstanding exposed unless you let everyone have their say. And often times
it's fearful uh because you know you you maybe not want someone to know something that you've done wrong. But it's really the the protection. Transparency is a protection. And this is what I think you guys are doing. You know, you are transparent up here in the dis. Most of us wouldn't want to be there because everything is exposed up here. But it is
a protection and that's why I had this meeting. So that's my argument. Thanks [Applause] >> Caroline Hoffman followed by. >> All right, we're going to go a little free form here. I'm just going to hit the highs. Melinda, you keep further dividing the board when you repeatedly say, "Look, everyone's willing to work together." That's literally what they
were elected to do. Emil, I was admonished for asking for credit. Oh, sorry. Emil was admonished for asking for credit, but crickets when Joe said, "I did that." Uh, keeping the letter Dgrade out of high school is amazing. As um had been shared before, a D doesn't mean someone is proficient. I will add that at the middle school, I was told
they socially promote. I feel this does a disservice that they don't offer course makeups and and such during the summer. So, come freshman year, not everyone is ready. I'm speaking from my personal experience. Melinda, you don't get brownie points because you are trying to silence someone on both sides. Um, Joe, I don't serve on a committee, so I'm not sure why you were bringing me
up. I assume it's because I live rentree in your head. Uh weird. Um how you know I'm happily married. Um but watching you throw a tantrum over the criticism was was fun. Um if your boss came and criticized you, would you stomp your feet and say you're talking bad about me. Melinda, when you're petty, um I I'm
here for it cuz it's Yeah. But uh saying things like raise the bar, Mr. Barham, it makes me laugh. But seriously, you said it during discussion about respect. It's messy. Uh Joe, do you want me to bring you a gold star? You seem um hellbent on getting recognition for every little thing. Um did you attend preschool? They give those out like
candy. I do question if the district staff feels empowered to tell the board members, "No, I don't have time when the little pop-ins happen." Um, Jen, this might be shocking news, but there will always be someone completely new who becomes president. You never cared when it was Joe. Um, circling back, you said that your words and your comments are free speech and
that they're not harmful. But what you don't take into consideration is the fact that you are sitting there, you represent the school district and you do have to follow the law. And discriminating against somebody because of their gender identity is not protected speech. So when you sit there on the deis and you repeatedly call a trans girl a him and and boy and saying
all this stuff, why why why can't you just say the student? Like why do you constantly have to belittle them? It is harmful. That's hate speech. And this child has to live in this world where a grown ass man is sitting there telling everybody, "Oh, you're not who you are." You have no problem with your sky daddy
telling him what to do, but you have a problem because somebody identifies different than you. All right. Thank you. Okay. Next, followed by Todd Brie. So, uh, I wasn't planning on speaking in the general comments, but one clarification. You mentioned, uh, somebody's on the left, somebody's on the right. Not that it's anybody's business, but I'm registered as a no
party preference. I always have been. I always will be. Yeah. Yeah. Just assuming somebody's intent or something is harmful. So, please don't call that out. Yeah. when you said one committee member is on the right and the other one is the left that's not being neutral you're making assumptions and somebody I do I am an automation engineer so I do have software written
that quickly captures certain uh comments or whatever when you post and somebody who doesn't uh go on social media you recently called somebody a volatile individual a mother in the strict and then you quickly deleted the comment. I have uh screenshots if you would like to refer to your social media activity. I don't have to look at it.
It's all getting automatically whatever sometimes uh when we uh are careful on I have exactly 16 posts on Instagram. This year I have been on a roll. I have like four posts total in the whole year. And why I wanted to come up is like in all of this like today also I think like about 75% of the meeting was your
personal uh discussions and how to run a meeting how to set the agenda. We are like way into the school year for that. I as a parent in the district I did have the opportunity to go as a volunteer and observe the career kickoff event and it was pretty amazing the amount of students moving from different places
and the staff being there directing everybody. No trash anywhere by the time I left. Even with like, you know, so many kids moving around. It was pretty amazing to observe. I see the principal every morning at drop off being there directing traffic available. I asked her a question and she pretty much answered it pretty quickly. It it has been like
high school is a very intimidating experience for students and the parents because there are just so many people. I think it has been a wonderful experience for me and my child. We've had two dances, no incidents, no nothing. And my we talked about Spanish grading. My daughter is in Spanish one this year. And the way the teacher teaches she is
also learning my uh native tongue Punjabi and she was able to relate. She's like you know what I know why I'm not learning. Our Spanish teacher told us this that we should like culturally observe the language, speak it, practice it. That's how we get better. You need to talk to me in Punjabi. So that was an amazing thing. And another topic I
wanted to speak on. I don't think I'm going to have enough time. We've been really worried about uh children's protection. There were 17 new laws that were signed into uh signed on Monday regarding AI and children's online protection and uh Mr. Evans presentation actually as uh addressed a lot of those concerns beforehand. I'm pretty amazed at what the district's doing with AI.

I have currently a daughter who is attending this vet class over in Tmacula Valley High School. Um, I've been here in Tmacula Living since 91. So, so I'm pretty familiar with
Tmacula. It's a great city. Um, the problem that I have is I think we all been here for three and a half hours and we you guys went through some things and I don't know if you listen to news or not but um there's a major development in education that's happening right now that uh Trump administration is firing
almost all workers for the IDA. I don't know if you're familiar with that organization. It's the Individuals with Disabilities and Education Act that's been around since like the 70s. It replaced another act and um that is going to cause a lot of problems and I have heard no discussion at all in the three and a half hours. I've heard a
lot of drama, you know, and that's like I said, my first time here. I could have, you know, been watching Survivor, you know, waiting for Jeff Pro to come out here and like, you know, it's just so much going on here. I can't believe it. And I'm only my first time here. So, you know, I want to know what's going to
My daughter is autistic and I need to know what's going to happen. I haven't heard anything here about that. Not one discussion about Listen, hey guys, you know, there's something going on and That department might not be here tomorrow, but California and Tmacula, we're going to cover that for you. We're going to make sure that your child is
going to continue having education here. That's what I'm scared. I'm scared. I don't have any kind of future for my daughter if she can't get education. And I need the answers, but I don't get any. What you just heard is what it sounds like when the public loses trust. >> I don't believe that the current administration outside of Tmacula is doing the best for my autistic child or his. I don't think this is what good
governance looks like. When you are trying to control the behaviors of committee members, what they do on their own personal time, that's a that's an oppressive requirement because the vendagram of people who are willing to be on a committee is the same people who are going to be politically active. They're going to campaign for people they want. They're going to work on
recalls for people they don't want. You can't expect them to pick and choose supporting their their school district, being on a being on a committee, or being civily active in their democracy. Don't make them make that choice. Having good conduct in district run events, yes, they should be civil when they're in committee, but you can't expect them to behave nicely, politely
on social media. I actually like having comments at the end. It actually allows us to kind of go through the meeting and be able to make a rebuttal for some of the things that we've been hearing. I don't think the idea of putting private meetings onto a master calendar is a good idea. I think what will happen is if you if you all of
your site visits, you'll be graded as board members. Oh, this person did this many site visits or this person didn't do any site visits. like that will become part of the public discussion. The more you micromanage each other, the less you guys have the autonomy to do your jobs as representative of your trustee areas. When it comes to the
agendaizing things, I want people that voted for Dr. Kamaroski for Mrs. Weisma. I want you guys to bring their items onto the agenda. I don't have to like them. None of us have to like them. But they need to be heard. There should be no barrier for you guys to bring what your constituents want as issues. I
don't think having just one person because the other thing about the superintendent, he's the employee of the board. He's going to he's biased to support the president. So if you say this isn't a good idea, he's in a bad position to argue with you. So then it be does become kind of a lun unilateral power at least more than
the oneif uh that you should have and but every going back to this please stay off social media >> time Jennifer Catalano followed by Sarah Bell. >> Good evening. My name is Jennifer Catalano. Um I'm a first grade teacher at Alamos Elementary School. I'm also um for our TVA union. I'm the elementary rep. So, I listen to lots of teachers.
They reach out to me. It's a different role that I have not been in before, but um I learned a lot from different elementary schools. And so, tonight, what I want to talk about is um student and staff safety. Um it continues to be a pressing issue in classrooms across our district. We all want what is best
for students and for our teachers and this includes ensuring a safe and supportive learning environment for everyone. Um, TVA has launched a campaign to support special education and I stand here tonight to echo that message. Our students with special needs deserve fully staffed classrooms, appropriate resources, and learning environments that meet their unique needs. Likewise, our educators deserve
to feel safe and supported as they work and to provide a highquality education for our students. So, tonight I also um am speaking on behalf of general education teachers whose voices must be heard as part of this conversation. Many of these educators are experiencing frequent escalating violent student behaviors in general education classrooms. Some of the students are
throwing chairs, destroying classrooms, issuing verbal threats, physically assaulting peers and staff. Despite consistent use of interventions, behavior plans, and suspensions, these incidences still continue, leaving both students and staff feeling unsafe and unsupported. This level of disruption directly impacts classroom learning, students well-being, and teacher morale. The reality is that the current situation is unsustain unsustainable. General education teachers want what is
best for all students, including those exhibiting severe behaviors, but they also have a responsibility to the other 20 and 30 students that are in their classrooms who equally deserve a safe and stable learning environment. These students with significant behavior needs often require a level of support that exceeds what a classroom teacher can provide alone. At my own school, I have a teacher who
has faced repeated violent incidences. Even with administrative support, admin has been pushed into walls, hair has been pulled, and they have been struck in the head while intervening. Unfortunately, this is not an isolated insul incident. Similar situations are occurring in classrooms across our district. I even um talked to a teacher just this evening about a teacher that
was had to go to urgent care because a student in TK beat them up and there was nothing they could do. Um we need a more strategic and supportive approach. This includes ensuring proper placement for students who require intensive behavior support, increasing staffing levels, and providing meaningful meaningful resources to both general and special education teachers. No educator should
feel unsafe in their own classroom. Thank you. Thank you. >> Okay. Good evening board. Um, I came to speak about a concern I have with a fundraising that had resulted in some students being excluded from participation. But I need to address something far more serious. Mr. Kamaroski first amendment broadly protects speech including offensive and unpopular opinions. It does not protect
speech that becomes harassment or targeted bullying especially within a school or public institution. And when your speech is directed at a minor, it carries an even greater weight. Courts recognize that children are vulnerable. speech that threatens, demeanes, or endangers them, it crosses the line from your personal expression into unlawful harassment and criminal conduct. When an elected official further mischaracterize
the DSM5 to publicly imply or diagnose a student in this district and allege a mental illness on the DEIS, it not only spreads misinformation, it violates ethical and professional boundaries and puts any child you're speaking of that way at risk. It's not okay. what I came here to talk about as a longtime volunteer in this district. I'm
also a special need parent and substitute teacher. Um, giving you the background for the context of my concern is uh fundraising with outside companies that I've recently observed. Um, I do know how essential fundraising is. Um, in elementary I served on a PTO board and that board fully funded the kids field trips 100%. They weren't going on
field trips without us. Um, but as a sub, in the last couple years, I've seen ki kids kindergarten to eighth grade coming back to class after these assemblies and they're upset. They're crying. Their parents aren't going to be able to do the thing that night so they get the golden ticket so they could get the prize. Um, and they're told, even
the middle school kids, they're told not to fill that out themselves. They're told it has to be done by a parent. And so at one middle school this year, students have to raise $50 cumulatively to attend the celebration of the results of these fundraisers. This these fundraisers are important. They're meant to benefit all students. And so no student should be excluded
from the success of that fundraiser. I'm not here just to complain. I have a simple suggestion. I'm not suggesting we stop fundraising. Um let's just make it inclusive. Kick it off. Give everyone a little bracelet at the end. Let everyone celebrate. It might be much less elaborate than the event that you had to pay $50 to go to, but it would send a
far mean more meaningful message that every student belongs. And as my 17 years experience, when those students are connected to their school, they perform better and in socially, emotionally, and academically. sitting here waiting for him to yell at her. The bickering going on between them two, it's a waste of everybody's time. have have some common decency while you're up here and speaking to each other, but move public comments forward. The students probably like thinking, "What the heck is going on? I have homework. I've got other things to do."
But this is an embarrassment. And I and I say this as an employee here. Um so please consider that. Now, um AB932 was recently signed by Governor Nuomo. And if you don't know what it is, make sure that you guys uh take a look into that because it's basically well according well anyways it's about the transgender sports and uh locker room spaces. Now
that that's an issue because you have title nine with the Trump administration issues and here's here's what I'm asking me as a PE teacher. I have I'm caught in the middle of that. There's state stuff, there's federal stuff and I'm caught in the middle and I've never been trained. At one of the last board meetings, you guys talked about PE being concerned or
or talked to uh about the issues. We haven't heard anything anything. On November 1st, I'm asking you for our professional development. Please address it. Make sure for PE, I'm going to be honest with you. Professional development days, I almost want to call in sick every time because they don't pertain to me. It's just one of those things. I'm learning stuff that doesn't
mean anything. This means something. There's going to be lawsuits. You might as well hear what we have to say. So, please agendaize a secondary PE so that you can hear all of our voices, every one of them that deals with this issue because lawsuits are coming. This is going to be a Supreme Court case. So, figure that out. And and I please ask
that you guys have something for us to do that day because otherwise we're going to sit there and talk about who knows what uh tax Bloom's taxonomy or something. I'm like, who cares right now? That's not a big issue. Not my concern. Prism training, it's coming. I know you guys better be prepared for it, okay? Because I'm telling you right now,
teachers who are not going to who are going to refuse to do that training are lining up with lawyers. Lawyers are already lining up clients to make sure that we fight that. So, understand that's coming. So, when it rolls out, please consider what we're doing because there's a lot of us that are going to refuse to do it. Now, another thing,
board member autonomy. As a board member, you should be able to go wherever you want. And and I'll and I'll be honest with you, when when I as a board member, when I go walk in, I don't like going in into classrooms and disrupting the the instructional day because trust me, when board members come in and cabinet comes in, it's a
disruption. Do you ever do you ever have teachers walking into principal meetings and asking questions, hey, what are you guys talking about? What's on the agenda? Oh, really? It's a disruption. So, please give board members, I mean, what I do is I go and I see, what can we fix? I talk to staff. What do you guys need?
you know, does does that lock work? Is it is the door is it safe to get in here? Can people enter without, you know, whatever the safety of the school sites? That's what we should be doing as board members. We should make and we should not be figuring out where who's going where. I mean, I I I feel like I
can walk onto a campus, I'll give them I'll give them a courtesy. I'll say, "Hey, you know what? I'm going to stop by." But that's about it. I mean, you guys you guys you are entrusted. You are elected for these positions. If you want to go stop off at a campus, give them a little email. I'll be stopping by. You
don't have to waste people's time, but at the same time, don't try to put like handcuffs on what you're supposed to do as a board member. Thank you. >> Times >> Hi, good evening. I actually like board comments at the end because it forces me to sit through a meeting and actually know what you guys are talking about.
when I come make a comment, I can comment on what's appropriate. So, thanks for that. Um, I'm honestly disappointed by tonight's reorganization of the subcommittees, and I want to express my concerns regarding both the timing and the rationale behind these changes. I want to start by emphasizing that our 10 subcommittees which now are eight um well I think eight maybe nine I
don't know about the CRT maybe you dissolved it maybe you didn't you added two members on not really too sure but uh they play an essential role in guiding the district towards academic excellence safety and fiscal responsibility these committees exist to ensure transparency accountability and continuous improvement in how we serve our students and community with that said I want to make it clear that I
haven't heard consistent reports or updates from many of these subcommittees. If you're assigned to a committee, it is your responsibility to report out and keep the board and the public informed of its progress. Active participation and communication are fundamental expectations of trustees who commit to serving in these capacities. Specifically, I would like to understand why it was recommended tonight to remove
Emil from a lot of these committees on which he was serving. From my personal perspective and opinion, Emil has consistently demonstrated dedication to his role by using his time, knowledge, and experience to support committee work and district initiatives. His presence at the district should be viewed as a reflection of his commitment, not as a point of contention.
I hate to say this, but it's true. Melinda, you you currently serve on one committee, yet I haven't heard any updates or progress reports from it. And the same can be said for you. I I would love to hear out on what's going on with I believe dress code and and that's a big one. I hear it in my community.
People are frustrated with dress code and drug prevention. I don't hear anything about it. I believe it's important for trustees to fulfill their committee responsibilities and remain actively engaged. If time is a limiting factor, then perhaps it's worth reconsid reconsidering one's capacity to serve in these roles. I'm really tired of hearing that that it's if I don't have the time.
I can't stand that phrase. If you don't have the time, don't do the work. It's pretty simple. Furthermore, it's difficult to overlook the lack of connection some some board members appear to have with our schools. I question whether all trustees truly even know which campuses they represent or even the names of the principles leading them. That level of disengagement is
concerning and frankly disappointing for a board entrusted with guiding this district. This re reorganization felt less like a procedural adjustment and more like an emotional response. Particularly told Mr. Barham removing Mr. Schwarz from a committee that was nearing completion seemed unnecessary and discourteous. Each board member had the opportunity you all had the opportunity se to se select your
committee assignments and those decisions should have been respected. If the goal is to promote unity and kabala I can't even speak just please let's get back to school business that's it time >> good evening everyone uh I also appreciate that the comments are at the end of the meeting because I worked and I went to school after work today and
then I finally got to come here and speak to you all so does anybody here know I always come and ask a question first Okay. What the the stages of team development are forming, storming, norming, performing. You guys are like forming, storming, thunderstorming, a little bit more forming, reforming. Guys, we are never going to hit performing if you
don't set aside your ego and do the business of the district. Stop it. Just knock it off. It's embarrassing. Right. Um do so I want to speak really quickly to this comment about um the uh the the committees. Um did each of you have an opportunity be to be on every one of those committees? Rhetorical. Yes. Um some of you don't
have the time to do it and I respect that you're up there, but if you don't have the time to do something, you don't get to not do it and then like armchair quarterback that thing the next time that you get an opportunity to complain about it. Put in the work. If you can't put in the work, let somebody else do
the work. I don't care if Steve and Emil are at the school district every single day. If they are doing the work, who cares about anything else? That's all that matters. You don't have to make it personal. There's a lot of personal stuff that goes on, but you know what? Pressure is a privilege. You wanted this. You asked for this. And if you
don't like it, go away. There are other people that would gladly stand in your spot and take the heat. And you know what? We won't fold under pressure. Some of us are not built that way. So if you really want to claim to be here and do the work and care about everybody here, maybe you shouldn't think about
maybe we should cut down public comments because we spent all this time bickering. The only people here tonight that are speaking are people that show up all the time consistently. The people that come here for the performances are not here this week. You know why? Cuz you're actually trying to get some business done. So, if you're going to sit here and try
and limit my time, but give someone who flies 3,000 miles all three minutes of their time, pack sand. I'm going to keep coming and I'm going to keep showing up and I'm going to keep speaking out against those people. And if you're going to be railing against the for the first amendment when you're sitting there on social media, oh yes, my first
amendment, now you can't control what I say. You can't control what I say. You're sitting here trying to control what parents say that actually live here. You're sitting here saying that we can express ourselves outside of the business of the district. But Mrs. Wema, you know specifically that when you and I have to work together on something, we
can do that without it having to do with any of the other stuff. And I know I irritate you. But guess what? I'm going to keep irritating you cuz I'm going to keep showing up cuz I'm going to live here until my dying day and you will have to sit here and live with me. And you just got to ask yourself, is that
the way that you want to spend the rest of your time? Work together. Let's figure it out. answer my emails. >> Thank you. >> Thanks. That's okay. Um, let's see. And then the negotiations update. >> Yes, Dr. Anderson, we have a couple of upcoming negotiation sessions with both of our labor groups. We'll meet with CSEA on November 10th and November 17th.

Um I was going to start with the student board member tonight. >> Okay, sounds good. U hi guys. There isn't that much I have to say that I haven't already discussed during the
past few meetings, but I'll reiterate that I'm eternally grateful for the support that I've received in this role. All of the feedback I've received has helped me be uh better represent my peers. It's nice when our meetings go smoothly and we're all on the same page, but I'm glad that our community is always comfortable enough to speak up
when we have disagreements. As usual, I would like to remind everyone in this room to remember the people behind the policies. It's easy to argue isolated ideas and get lost in politics, but we need to ground ourselves. I appreciate the passion that is brought to the table by monthly, and it would be much more efficient to redirect that passion
towards immediately bettering our district. If anyone would like an update on my role, I've been participating in monthly student board member training sessions with the CSBA, which have been really insightful. I'm making my way through the curriculum, but I also get to meet other student representatives on school boards across the state. I've learned a lot about how other districts
organize their student trustees and how to respond in special circumstances. I was also recently invited to speak at the summit academy as a part of their you can make a difference series. I'm very excited to talk to the third graders about my experience in civic engagement later this month. And finally, Dr. Woods will be hosting our first meeting for the superintendent
student council soon, and I'm looking forward to being a new addition to that valuable process. As always, thank you to the community and my fellow students for trusting me with this responsibility. And I hope you all have a wonderful night. [Applause] Um, Mr. Schwarz, do you want to go next? As the senior member of this board, I've
been here for five years. I've lived through the lows and through the highs. For two years, I sat through boring board meetings. And then after that, everything changed. As a school board trustee for the last five years, I believe we've lost our way. We're slowly reverting back to the dark, reckless, and chaotic days of board meetings of years past. I want to
remind our community of those days in order that we do not repeat those same mistakes now and in the future. In December 2022, the CRT resolution by Kamaroski and Weisma was passed without any review by the district legal team as they passed it the first night they were sworn in. This resolution was struck down by the California Pellet Court this
year as three judges unanimously deemed the resolution unconstitutionally vague. The estimated cost to the district for this lawsuit will be between one and a half and $3 million. In August 2023, Kamaraskki and Weisma, while ignoring legal counsel and cease and desists, passed the parental notification policy. In July 24, the California Department of Ed ordered the district to notify the
public that the policy was discriminatory and uninforcable. In August 24, where we defied the order at a legal cost of $27,000, money that should have been spent on our students. In November 24, the P the PERB public employee relations board ordered the district to resend the policy. As part of this order, the board flag policy, which was passed without legal
consultation, was also rescended, costing the district $70,000 of hard-earned taxpayer money. October 17, 23, the board unilaterally changed terms for the union president's pay in violation of contract terms costing us $40,000. Between May 23rd and July 23rd, the board led by Kamaroski and Weisma rejected a social studies curriculum causing us $300,000 in legal costs. As we examine the extraordinary stakes with
regard to the future of TVUSD, we cannot all agree that engaging in culture wars turns the focus away from the essential responsibilities of a school board. Culture wars create a tense and hostile environment for everyone, especially the children. The financial costs of these conflicts estimated in the millions of dollars should have been spent on our students. We need to redirect and need
to do it quickly. Tmacula community, do you want more of this chaos and reckless spending? Get involved and make your voices heard. Thank you. [Applause] >> Mrs. Where's Did you have >> So 2026 campaigning has begun and just remember there's always more to the story with context. So stay tuned. In terms of looking at the district in the
past couple of weeks, I want to give a shout out to all the pinkout games. It's been a lot of fun to see you out there on the field and as a cancer survivor out five years now, it's been a blessing and thank you for reaching out to me with invitations. Uh, on another note, I had a great time attending the TVHS
girls field hockey senior night. Thank you to Jim Vale and crew for keeping me in the loop of what's happening and how things have transpired since the board voted to keep the sport. I also enjoyed attending a parent advisory curriculum meeting regarding the pilots for our middle school and high school math curriculum. Super helpful to discuss. Uh, there is a place that the state
wants to go with framework. I'm always looking at the old-fashioned drilling and killing and are we doing enough to make sure kids know their facts before we discuss the big picture. So, I felt like I could contribute to that discussion. And um Mr. Barum, I hope you're there next time because I know you've got some math sense. Um in terms
of today, it's the National Remembrance for Charlie Kirk and I am going to mention him because it would have been his 32nd birthday. And you know, this day has been designated to honor his contributions to contributions to civic education and public service. I actually had the chance, and I don't know if Len has the photo, but to go to Great Oak a
couple weeks back and see the table for TPUSA rushed with 50 students. So awesome to see the patriotism and just have questions answered. And I learned tonight uh and I think that's Jake at Great Oak and then Colby, he's also starting a program up at Chapperel. I think that's awesome. there is a club for everyone and I do support that as
well, right? But to see these students want to carry on the legacy is exciting education. So, let's briefly talk about it. We have some great CASP scores and I know the district will talk to that in the future here. Just wanted to give a quick shout out uh to French Valley. You had an improvement 5.33% in English,
almost 2% with math. Great Oak, you went from 76.75 to 81.28 English. Congratulations to those Great Oak students. Um, what else? Abby Ranki saw 72.36 to 7645 in English. Math, they also increased 5.25%. And again, I'm just giving you some randoms I picked out. There was a lot of information to take in. I also want to give a shout out to our charter, Tmacula
Valley Charter School, who improved 7.34% in English, 9.22 in math. Um, it's exciting to see that. I do celebrate the good. And I also want to say I advocate for comments being split, some at the front, some at the back, to accommodate all of you. It's what I have fought for from the beginning. And I think these
are changes we need in 2026 is um Dr. Kamaroski. >> Thank you. Yeah, I'm for uh parents speaking in the beginning and and at the end. For a while, I was all for parents at the beginning, but I think split is good. Um, just wanted to read a quote uh usually falsely attributed to Einstein, but it's really from a sociologist,
William Bruce Cameron. Not everything that can be counted counts and not everything that counts can be counted. It's just a deeper layer of things that we talk about on the board district. I was going to apply that to the investigation tonight. I'm glad we're not going to see that. But it's even deeper than that. So, I'll let you think
about it. Bob Tyler, he's an upright attorney who loves God, family, and country. And I strongly maintain that he's a person with full integrity. There's been false claims about him. They're despicable. Um, there's a lot of what Mr. Schwarz said that is falsely attributed to uh Mrs. Worman, myself. I won't even go into it. You can talk to me privately if
you want to. I kept my promise to the girls field hockey teams. I said I was going to at least watch two games. The other day I watched JV and varsity at Tmacula Valley High School. Go Bears. It was pretty cool. I learned a lot about field hockey. Um homecoming game at Tmcca Valley High School this last Friday. Um I brought my
son and Donna and Mike really made sure we were taken care of and they had a Hunger Games halftime show. I love the Hunger Games. I'm thinking whoa. They had like uh what is it called? Rallies. And when when the couples come out, if you've seen Hunger Games, you have to look at it. Really cool game. Um and
then Bears won. Student of the month. Um Sally Meyers um always puts on these incredible events. So I just want to give a shout out to Sophia Cooper, Gina, Kaden, and Zachary from Great Oak High School, Tmacula Valley, Ranch Vista, Sudan, Susan Nelson, and Chapperel. There was more, but they're not part of the TV family. So I'm really excited
that all of you got that award. It was really cool listening to your personal testimony. These are the gems that I know it was like the hunger games up on the deis tonight, but these are the gems that some of the people in the audience don't get to see behind the scenes that we get to see. We get to go to games. We
get to talk to students. We get to talk to sped teachers that are struggling. And there anyways, a lot of gems. Um AB495. Yes, it was signed into law months ago. I was on the phone with District Attorney Mike Hester and Cha Sheriff Chad Biano just to just to prime the pump like, "Hey, I know we have
local control. If this thing gets passed, I want I want to put this on your radar, talk to Dr. Woods." Um, I think that we have local control to where nobody will be taken off unless they're on the emergency contacts list, but I'm going to do my due diligence behind the scenes to still investigate this and go over it with a fine tooth
comb. So, that's my pledge to um constituents out there. to the gentleman that spoke about sped, we love you and your kids and and and all the other sped um parents with kids. So yeah, I I know that the department of education might in impact us financially. So I hear you. We'll be looking into that. I'm also for
the teacher when he's talking about the sports and the locker rooms and the training for PE teachers. I mean literally 1,000% I agree with you, Mr. Campos, with everything you said. tonight was rough and we need to get our act together here. Um, and I will say not with all the chaos that we have been through with all the people from the outside coming in. If you look back at the last three years, not one signature initiative from the past three years has survived legal scrutiny, improved education, or was financially
responsible. The behavior of some trustees in the past and now in the present, I'm afraid to say during meetings online and at protests reflect the same old tired patterns of impulsivity and divisiveness. In most cases, the rule of law has been ignored. Fiscal restraint has been abandoned and local control has been abused without collaboration. So where do we go as a board, Dr.
Anderson? As a district, our job is oversight to ensure all students all students are represented, safe, and educated optimally. Talking to attorneys day and night has failed us in the last three years. Policy development from the board level downward instead of the other way around has failed us and cost the taxpayers dearly. Are we going to stop being secretive and
deceptive and unafraid to collaborate as a board moving forward? Are we going to prioritize policies grounded in law, collaboration, and student success? When are we as a board going to stop speaking to our neighbors in disparaging ways in order to win culture wars the courts will eventually decide? When are we going to find common ground amongst our neighbors and friends here
in Tmacula? I know it can be done. I've experienced it both personally in the community and professionally on this board. This district deserves evidence-based leadership and not political theater. Let's stop with the nonsense, please, and get back on the right track focusing on the three S's. schools, students, and saving money. Thank you. [Applause] >> No, I just
I just think that for someone to say, "Let's get back to board business and the three S's and then have these votes of no confidence." And I mean, it takes the whole board to focus and move forward. And I have to say for the most part I think that we're doing it. I I'm surprised um by some board members and how
they were not political and I'm surprised by others how they claim that they're they're back to business but then there's all this nonsense. Um, so I don't know. Um, I actually don't have comments. >> Gary, why don't you go? >> Sure. As Mrs. Wearsma pointed out, our state test scores are starting to trickle in. We will give more information in
November, but as of today, the Tmacula Valley Unified School District is the highest performing school district in Riverside County in English language arts, math, and science. And what I'm most excited about is our subgroups. some of the groups that are really difficult to move. We saw some scores today that our subgroups have climbed 20 30 points this year in a
given category. So that's a testament to the strategic planning we've been doing, the principal work, our teachers work, our parents support. We're doing pretty darn well and we got to remember that. future agenda items. >> Mr. Schwarz, >> uh, our responsibility is to the students, families, and taxpayers within our district. While others may have strong opinions, our decisions must
reflect the needs and priorities of the community we were elected to serve. We've heard from many voices, including some from outside our district. I want to be very clear. This board will not be diverted from its mission by individuals or groups who are not part of the community we serve. I've done some research on Ed Code. Uh could you give
everyone a copy? And I've written a an AR and a board policy on speakers. Uh this is goes along with ed code uh 35135 145.5 allowing reasonable regulations to be set by a school board. So I'm going to put it on the agenda for the next meeting. The order of speakers will be as follows. one district students
followed by parents and guardians of district students followed by employees of our district followed by residents of Tmacula and followed by non-residents time permitting government code 54954.3 public comment must relate to matters within the board's jurisdiction comments must relate to the business of our school district. National political issues or unrelated policy debates are not permitted. So, I've done the AR,
I've done the board policy, took it from CSBA, I've given everyone a copy. I'm giving it to Len to put on the agenda for the next school board meeting. Thank you, >> Mr. Mr. Schwarz. And what I would respectfully ask is that we at our next meeting in November and Dr. Woods um
already kind of laid the groundwork for this. I would ask that ED services um do a presentation on our CASP data. Um I would also ask for about a 15 to 20 minute presentation. There is a lot to be proud of in terms of the work that's been done with strategic plans, moving student populations, and I really think
it's important that the board see that as well as the community in terms of the work that's done. So, I would ask that that be agendaized instead of communications for our November meeting. >> Okay.
