Okay, this is a call to order. The regular meeting of the governing board of education is called to order by myself, Dr. Joseph Kamrosky, at 4:00 p.m. on Tuesday, June 9th, 2026 at the district office conference center. I think we have a comment on the approval of the agenda. Well, that was fast. Um just wanted to say before you get into the approval of

UNKNOWN 0:00:46

the agenda, which I know you usually approve the agenda for both closed and open right now, that there's a glaring omission on the open agenda. The action item the information items that Dr. Kamrosky, you promised in the last meeting and motioned and had approval that would be brought to the open open session agenda for dress code and the social media

UNKNOWN 0:01:10

athletics policy. You said that those speakers would be given the I'll wait till you're done yawning. Thank you. Um you said that those speakers would be given the opportunity to speak. If you intend to, as Dr. Anderson said, push that off to the public general public comment session, if there were people who were going to speak on both 7 and 8, would you give

UNKNOWN 0:01:32

them Are you paying attention? Thank you. Would you give them 3 minutes on each of those topics in general public comments? What if they also had a general public comment? I'll wait. Thank you. What if they also had a general public comment? Will you give them 9 minutes to speak? How are you planning to handle it? I think that when

UNKNOWN 0:01:55

you guys discuss the approval of the agenda, you need to discuss the omissions that you promised would be on this agenda as well as how you're going to treat their comments. Thank you. >> Okay, do we have any uh changes to the agenda? >> Dr. Komorowski. >> Mr. Arce. >> I'd actually uh like to ask the board

UNKNOWN 0:02:20

for a few changes. >> Okay. >> The first is there is an agenda item in action uh and that's uh agenda item number 25. That's an approval for a job description, dual language immersion teacher. Unfortunately, there was an error that was made in uploading the uh job description that we agreed with TBA on this particular uh matter. We'd still

UNKNOWN 0:02:49

like to fly the position and fly the position pending uh board approval of the job description, specifically because we have agreement with TBA on this particular job description. Um but the job description that's up uploaded at this time to the board agenda uh does not have the revisions that were done to this. So, I'd like to pull the item and bring it back on the

UNKNOWN 0:03:09

23rd. >> Okay. Any other? >> I have one more, Dr. Komorowski, in consent. number two, the warrant list. >> That'd be four. >> I'm sorry. Item number two in the warrant list? Oh. >> Item four, >> Okay. >> which is the warrant list, specifically, and I'm I'm sorry, I'm trying to find the actual page number. >> And also, Elena, would you mind pulling

UNKNOWN 0:03:47

it up, if if possible? Yeah, that way we could see. >> Dr. Kaminsky, this is under page 12 of 18. Um item number two, document B3012058. Uh this is for independent consulting regarding a special project. It's related to uh database work that's being done by a consultant. And uh PO amount that's listed there, and I'd like to

UNKNOWN 0:04:21

pull that item from the warrant list at this time. >> Uh sorry. Uh Mr. Arace, can you read off the document B number? That'll I can zone in better. >> Yeah, it's item B301 2058. >> Got it. 90,000 independent contractor Finger Lakes. Okay. >> Yeah, my recommendation is approval of the warrant list uh where they strike through of that item

UNKNOWN 0:04:47

at this time. >> Okay. Got it. >> Thank you, Dr. Kaminsky. >> Welcome. Any other changes to the agenda? >> I have one. Um I would like my item for legislative and qualitative immunity um added to this agenda because it was based on a collective binding vote at the May 12th meeting postponed uh to this meeting, and I do not see it

UNKNOWN 0:05:20

anywhere on the agenda. I appreciate the note that I got from you regarding this, but you are basically saying in your note that this item was withdrawn. That is not correct. The item was postponed, and based on a collective binding vote this item should be on this agenda. So, I'm respectfully asking that it be added right now.

UNKNOWN 0:05:46

>> Okay. Um is there a second? Yeah, and by the way that was legal. The note that I gave you so >> Can can I ask questions? Can we add an item to the agenda or do we need to give the public a certain amount of notice? >> We in fact do but we can we can take an

UNKNOWN 0:06:02

emotion in a second just to be official. Actually no, it's a point of order you actually can't add it. Okay, so Is there any other changes to the agenda? >> want to say one more thing. I'm going to submit for the record a Brown Act violation to Mrs. Velez or to Dr. Velez. I want this added to the record

UNKNOWN 0:06:23

regarding a demand for curing correction pursuant to government code 54960. >> going to read off a whole document >> No, I'm just going to read off what it's regarding. Excuse me, I'm speaking. Brown Act violation failure to post properly postponed agenda item at June 9th, 2026 regular board meeting. That's all I have to say on this. >> Dr. Kamarowski, we can cure and correct

UNKNOWN 0:06:44

that right now. I can move to put it on the next agenda. And then it will be corrected. >> Well, it's awesome because we have legal right here. So we can get into that later but yeah, I'm >> So so I can motion to put it on the next agenda and then we've corrected it. >> Actually, I'd like to consult with our

UNKNOWN 0:07:01

attorney when we go into closed session. >> Okay, we'll do that. >> That'd be more prudent. Okay, um So that's that's not going to happen and we have the changes that Mr. Arce had and I'll just Yeah, we'll take a motion a second to approve the agenda. >> to comment on. >> Are are you going to make a change to

UNKNOWN 0:07:23

the agenda? >> Well, I'm going to comment on something that should be on the agenda and it's not. >> We want to know exactly what you're going to comment on that because we don't have to this isn't time to start you know, chatting about the agenda. >> I'm not chatting. I'm playing what you said. I'm not chatting.

UNKNOWN 0:07:41

>> All right, so to be clear, dress code item number seven and item number eight student digital citizenship athletic communications and code of conduct ethics. So, here's what we're doing next meeting. We have five comments on dress code item seven that will be prioritized that those five people we know you are, you will speak first. And then on the item eight, we have

UNKNOWN 0:08:03

three people we know who you are, you'll speak first. You're prioritized next meeting. So, now we >> Thank you. >> Yeah, thank >> you Mr. Schwartz, that's perfect. I'm glad you actually did that because what I said was contingent on the autonomy of those two board members that are in subcommittee with dress code. And those two board member And so, what

UNKNOWN 0:08:20

I said was a formality. Those two board members at any time can pull agenda items. And that's exactly what happened. Now, on future agenda items, they can speak to this whether they're going to re-agendize it. I believe I believe Dr. Anderson's not. I believe Mrs. Wiersma's is. They can speak to that then. But, my comment [clears throat] was contingent

UNKNOWN 0:08:38

on that. Thank you so much. >> All right, I I don't see that. >> So, I So, I am going to I am going to I am I am going to submit for the record another Brown Act violation, demand for hearing and a new pursuant to government code 54960 Brown Act violations for these items. >> You're going to continue to be

UNKNOWN 0:09:00

unprofessional? Thank you, Amelia. >> Point Point of order. Something else about the agenda >> order. >> Yes, thank you. >> We're trying to approve the agenda, Mr. Schwartz. >> I'm trying to >> I'm ready to approve. Let's go. >> to approve. However, to promote I just like to quote from uh bio 19322 to promote a balanced agenda, individual

UNKNOWN 0:09:23

board members may submit up to two items for placement on any single regular meeting agenda. >> Dr. Anderson and Mrs. Wiersma, would you have liked it if I would have forced your item to be agendized Uh uh without your >> Doctor. >> Um you are interrupting. Point of order. Now, let them speak. Doctor Anderson. >> Let me just read this statement that I

UNKNOWN 0:09:44

sent to the public. Because there is currently no proposed policy change being brought forward on either matter, there is nothing specific for the board to discuss and act on at the June meeting. My understanding is that government code section 4954.2 applies to items of business that will be transacted or discussed at a meeting. Since these items are no longer being

UNKNOWN 0:10:09

brought forward for board consideration at this time, they do not appear on the board on the June agenda. To be clear, the board has not taken action on these items outside the meeting. Rather, the proposed items are simply not moving forward at this time. So, there is no board action or discussion scheduled. >> Thank you, Doctor Anderson, and Mrs.

UNKNOWN 0:10:33

Wiersma. >> No. No, you may not right now. You do not have the floor. >> after Mrs. Wiersma? >> have the floor. Mrs. Wiersma, would you like to reply? >> I won't be replying, but I do have a request for the agenda. >> Okay. >> I would like to reply to her. >> Mr. Barham, you are literally out of

UNKNOWN 0:10:50

order every 5 seconds. Let Mrs. Wiersma speak. No, you may not. Mrs. Wiersma has the floor. Thank you. >> I had a constituent request that we move number 18 to the top of action items. So, they are able to address that. So, that's a question for the board if we would like to agree to do that. That's

UNKNOWN 0:11:09

on the power lines. >> number >> Number 18. >> I I'll second that. >> Okay, I will Um we can do a motion and a second. I I I have consensus on it, but if if there's a you know, disapproval, we can take a motion and a second on this side of it specifically and then address the

UNKNOWN 0:11:28

two that Mr. Orsay >> What What about >> Moving 18 to to the top in the action items. >> of the action >> Okay. >> One other thing. >> Yeah. >> I had three different items on the warrant list I'd like to pull to talk to, but we can do that then. I can pull that those numbers now.

UNKNOWN 0:11:47

>> now so that we can give staff adequate time to maybe address. So what items? >> Okay. So number 14, number 19, and number 30. I don't see a lot of discussion needed, but I'd like to vote on those separately. >> Okay. >> might be discussion. >> All right, so they'll be pulled. So we have three things. We have

UNKNOWN 0:12:11

>> one? I'm sorry. >> 14, 19, 30. >> Correct. 14, 19, and 30. >> I don't see 30. I see the last one 27. Is it consent or action? >> Consent. >> Oh, in consent. >> Consent. Yes. >> And I have two more in consent. >> Okay. Mr. Barham, what are your two on consent? >> I agree with Mrs. Wiersma, and I would

UNKNOWN 0:12:32

like to add 29 and 33. And now I would like to reply. >> Okay, so before you reply, just so that I'm clear, we have items being pulled for consent. We have item 18 on action being pushed to number one. Then we have the two items for Mr. Arce. Um do you have another item to add or pull?

UNKNOWN 0:12:56

>> No, I want to reply to the doctor. >> to take a motion. >> I'm going to take a motion to approve the agenda and I'll take a second. >> I second. >> Okay. So do I get to reply? >> So we have >> Anderson. >> I move to approve the agenda. We had Dr. Anderson second and now finally, Mr.

UNKNOWN 0:13:12

Barham, what what did you want to speak to? >> only thing that I would like to say is that >> Before you read a speech off >> going to read a speech. >> Okay. >> It's going to be very quick. Let me talk. Okay. >> I want you to be professional. We're literally spending 15 minutes trying to

UNKNOWN 0:13:31

approve >> I have been professional. It's you that don't allow people to speak. >> You don't allow people to speak. >> Winn Bar, I called a question cuz we're just >> You know what? >> We need to approve the agenda and move on. >> So so so >> He's >> Let's try to keep it So there's a second

UNKNOWN 0:13:45

to call to question, and let's take a vote on that. >> So you're not going to let me speak. >> You got You got 20 seconds, Mr. Barham. You got 20 seconds. >> Okay, the only thing that I'm going to say is these items in question were approved on May the 12th. That is a collective binding vote.

UNKNOWN 0:14:04

By consensus, which is a collective binding vote, you postponed these things. So there's two collective binding votes, and the only way that those items can be removed is by a collective binding vote. Um I respect >> Linae, will you please call roll? We have a motion and a second to approve the agenda. >> Thank you. >> Wiersma.

UNKNOWN 0:14:28

>> Yes. >> Anderson. >> Barham. >> No. >> Schwartz. >> Kamroski. >> Yes. Motion adopted three to two just to approve the agenda. Announcement of closed session items in accordance with government code section 54957.7, the board will now meet in closed session for consideration of items listed in section E, but before we do that, do we have any comments in closed

UNKNOWN 0:14:52

session? >> Yes, we have one, Lindsey. >> We have one. We'll take Lindsey up. Here. Okay. You're good. >> Oh. Okay. >> I'm I'm so frustrated. I feel that you guys just waste people's time. Last meeting, you said that there were eight speakers that were going to come. >> If this is not related to closed session, that's your first warning. It's

UNKNOWN 0:15:38

got to be related to closed session. >> All these things that have transpired within the last 10 minutes will probably end up in closed session. >> That is not pertinent to closed session. >> about closed session. >> Tonight? >> Tonight. >> Be specific. That's your second warning. >> Okay. >> We've already approved the agenda. We're talking about closed session now.

UNKNOWN 0:16:00

You must be talking about closed session items. >> Can you please move that so I can see the closed session items and I will make my comment. So, there's many items in our closed session tonight that you all will be discussing. Many things that the public cannot understand and we will never know because it's behind closed doors. That's

UNKNOWN 0:16:24

a lot of items to have in closed session. Who knows why they're there? It's very frustrating that we have to have all these things that take away from our students in TVUSD. There could be money involved. There's employees that are, you know, you guys are going to be speaking about disciplinary action with students. All of these things affect students and it's

UNKNOWN 0:16:45

very frustrating as a public citizen when things get changed all the time and then all of the sudden it ends up in closed session. And I just have to say it's very disheartening. It's dishonest and I'm I'm very frustrated that you take time away from individuals that we have to rush here at 4:00 and you start so quickly that we don't even have the

UNKNOWN 0:17:08

time to have a a real conversation about so many other things. And it's like a dictatorship. It's like we're It's like we're forced and you're taking away from the public. I I bet you no wonder why there's so many things in closed session. It's really It's really sad and I I would love to actually see no items in closed session.

UNKNOWN 0:17:27

So, hopefully you guys can get there, get it together, and give public the time that they deserve to be able to speak to things when people pay money to be here, right? I mean I have a babysitter. Should I send you the bill when I think things are going to be on the agenda? And now you all of a sudden they're just

UNKNOWN 0:17:45

magically disappeared, but I bet you they'll end up in closed session so you'll all be able to talk about it. So, thank you so much and take care. >> Mr. Dedrick, in about a minute, could you let the public know why we have to have items in closed session to conduct business of the Temecula Valley Unified School

UNKNOWN 0:18:03

District and not in open session? Just in brief. >> I'd be happy to. There's There's certain elements of business that schools conduct that involves confidentiality, um employee issues, student issues, which are also confidential, and um litigation. And it looks to me like everything on this topic falls in your closed session falls within the legal um parameters for closed

UNKNOWN 0:18:27

session items. >> Thank you so much. So, this is correctly following the law. Okay, so there was an item in closed session number five and part of that was missing on the agenda. All of that paperwork is in closed session. We will be addressing that and that's item number five. And that's it. We're going into closed.

Okay, this is a call to meeting uh award there. Uh good evening and welcome to the regular open session meeting of Tmacula Valley Unified School District Board of Education, Tuesday, June 9th, 2026 at 6 p.m. The board has been in close session since 4 p.m. In attendance this evening, our governing board, myself, Dr. Joseph Kamaroski, Dr. Melinda Anderson, Mrs. to Jennifer

UNKNOWN 0:01:16

Wearsma, Mr. Steven Schwarz, Mr. Emil Baram, Secretary of the Board, Dr. Kimberly Vez, and the executive team will now begin to have the pledge of allegiance. If you have hats on, kindly remove them. >> Ready, begin. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation

UNKNOWN 0:01:45

under God, indivisible, with liberty and justice for all. >> Thank you. So, I'll start with fun fact. Um, you know, on the precipice of our 250 birth of our great United States, I'll read California Ed Code 223.5. Each teacher shall shall endeavor to impress upon the minds of the peoples of the principles of morality, truth, justice, patriotism. We'll just stop

UNKNOWN 0:02:17

there. A few days ago, um there was the Normandy D-Day invasion memorial. Um happened on June 6th, 1944. Um long story short, you never know who you're going to be talking to. Um especially, you know, members of the greatest generation. But long ago, um, I scanned a patient in a hospital and we were talking and he found out I was an

UNKNOWN 0:02:39

army ranger. I found out he was and he was much older. And he said, and I said, "Where'd you serve?" And he said, "I was on the D-Day invasion and I'm I was the point doohawk ranger." I was one of them. So, if you haven't seen Saving Private Ryan, just to give you a good visual. And as um I I thanked him for

UNKNOWN 0:02:54

his service and I said, "You were a part of my Ranger history. It was really awesome." And as my dad would say, to those who fought for it, freedom has the flavor. The protected will never know. So, God bless our veterans out there that fought for the freedoms that we have. Last, um, this is to Mrs. and Mr.

UNKNOWN 0:03:13

Sardinia and Mr. and Mrs. Moore. I am sorry for any pain you, your family, and your sons have experienced. This especially applies to the water polo boys at Tmacula Valley High School, even to the ones at Chapperel Great Oak. I'm an old school guy and some of my language could have been softer as it was meant to provide guidance and not to

UNKNOWN 0:03:32

condemn. I could have done things differently and I wish I had. My offer still stands to meet with you and the superintendent um and even if your son if you wanted to otherwise I ask you to please forgive me. Thank you. Okay. Items considered in close session for action in open session. E1. I call for a motion, a second to approve the

UNKNOWN 0:03:58

recommendation of the administrative hearing panel regarding the following student expulsion matter number 362825. Do I have a motion in a second? >> Moved. >> Moved by Mr. Schwarz. I'll second it. Len, would you mind calling role? >> Sure. Wearsma. >> Yes. >> Anderson, >> yes. >> Barham, >> Schwarz, >> Kamroski, >> yes. Motion adopted 5-0. Thank you, Len.

UNKNOWN 0:04:21

Readout of action taken in close session. Actions taken in close session must be reported to the public once close session ends. Today's close session began at 4 p.m. The board of education took the following action in close session. Dr. Melindi or sorry, yeah, Dr. Melinda, >> I was going to >> Okay, Mrs. Wma. It was moved by member

UNKNOWN 0:04:41

Schwarz and seconded by member Kamaroski to approve the notice of recommendation for immediate suspension without pay and dismissal and statement of charges effective June 10th, 2026 for classified employee number 366194. The vote was 50. It was moved by member Anderson and seconded by member Schwarz to approve the resignation agreement effective May 31st, 2026 for classified employee number 332262

UNKNOWN 0:05:14

and the vote was 50- 0. It was moved by member Schwarz and seconded by member Wearsma to approve the settlement agreement and general release for case number 202603 0249 and the vote was 5-0. Lastly, it was moved by member Anderson and seconded by member Schwarz to deny the request to cure and correct. The vote was 5. >> Thank you, Miss Worma. on to information

reports presentation of the 202627 LCAP and local indicators for the 2026 California dashboard. And I believe Mrs. Lash is >> Mrs. Brown. >> Okay. You I I thought it was Mrs. Brown, but you you threw me off. >> It was two of them. >> Okay. Both of them. Thank you. Okay, good evening. Uh, Mrs. Brown and I

UNKNOWN 0:06:26

are excited to be here tonight to present the budget and LCAP uh, in conjunction. We're going to start with looking at the local indicators and then we'll move on to the LCAP plan itself along with what's known as the BOP, the budget overview for parents and then we'll get into the budget items uh themselves. So to start and to kick us

UNKNOWN 0:06:44

off, the fabulous Lisa Brown, director of accountability and assessment. [applause] Okay. So, tonight we're going to talk about our local indicators which we have to report out each year and they get um incorporated into our dashboard. But just as a reminder, these are our state indicators. These state indicators are reported either through um state testing, which we just wrapped up um and

UNKNOWN 0:07:14

we're looking forward to our preliminary data coming in, but also these get reported through our cowpads process. So we're in the process of reporting this set of data to the state which gets reported out to the dashboard um each year. So tonight we're going to talk about our local indicators. These local indicators um are the teachers and

UNKNOWN 0:07:38

instructional materials as well as facilities, our academic standards, our family engagement, our local climate survey which we are mandated to give every year and then the access to broad course of study. So each year we complete a rubric based on the data that we have available to us. So if you look um 100% of our facilities are in good

UNKNOWN 0:08:01

repair. We have an excellent facilities and maintenance and operation teams that keep our schools beautiful. Instructional materials is also at 100%. So every student has access to their own set of adopted materials. teachers. We have 100% of our teachers who teach ELEL students who are correctly credentialed. And as reported on last year's dashboard, 89.2% of our teachers have a

UNKNOWN 0:08:33

clear credential, which is above the state and county standards. So all of this gets reported on the dashboard every single year as part of our indicators as well as a rubric that looks at the implementation of academic standards in the following areas. Professional learning instructional materials improved improving instruction, the implementation of the standards and individual meeting individual teacher needs. And they're in

UNKNOWN 0:09:05

a variety of areas. So we look at ELA, EL, math, CTE, health, VAPA, and world languages. As it relates to the rubric itself, we reported this year full implementation in sustainability for those areas. In NGSS and social science, we reported full implementation and full implementation in identifying individual teacher needs. If we look at our school climate survey,

UNKNOWN 0:09:36

we had just under 18,000 students complete the spring survey in grades 3 through 12. We had 1300 staff members and roughly 1300 families complete the survey in the fall. So you can see that in grades um in school safety in grades three through five, 80% of students reported a positive favorable rating. 77% in grades 6 through 12 and parents

UNKNOWN 0:10:05

reported a safety rating of 84%. Each one of those items is up from the year prior. School climate again each one of the student groups reported 76 and 72% favorable rating. Parents also at 76% for school climate and staff at 70%. Students in grades 3 through 5 91% grades 6 through 12 87% and respectful relationships as reported by parents was

UNKNOWN 0:10:42

up three at 76%. All of these are great metrics for um and truly a reflection on the hard work of our teachers and our administrators at the school site as well as district staff. So when we continue to look at how parents want to receive communication, one of the questions that we do ask is what form of communication

UNKNOWN 0:11:06

do they prefer? And overwhelmingly again this year they like They're paid for out of the learning recovery emergency block grant because when the May revise came around, um the original allocation of LREGB was higher than what the state gave us. And so the state is now giving us that original allocation. So we have an extra $1.7 million that we weren't guaranteed.

UNKNOWN 0:17:38

And so we are going to pay for our professional development days with that extra money or the initial money that we should have gotten depending on how you look at it. Um goal number five looks at decreasing chronic absenteeis chronic absenteeism and student connectedness to school. the actions and services remain the same as well as goal number six which really looks at

UNKNOWN 0:18:00

connecting with our educational partners and our families those actions remain the same. So when you look at LCAP as a whole this year, we um our concentration dollars is roughly uh $23.5 million. But when you add in the LRGB funds as well as the actions and services paid for out of general funds, the total expenditures in LCAP for 2627

UNKNOWN 0:18:29

is just over $29 million, which is 5% of our overall budget. And with that, I'm going to hand it over to Lash. [applause] Okay, I'm back. Uh before we start talking about the budget, I would just like to start by acknowledging um our executive director of business support services, Kevin Brain, who's here tonight. Him and his fiscal services

UNKNOWN 0:18:54

team did a phenomenal job carrying this budget over the finish line, making adjustment after adjustment after adjustment. and also my uh admin assistant who does a lot of compiling the report and the presentation, Julie Solano. So, thanks to all of them. So, the theme of the May revision um are I've I'm showing in these five buckets here. Overall, personal income tax is

UNKNOWN 0:19:18

higher than originally anticipated. And what that means is more money for TVUSD, which is really great news. that uh money not only eliminated the state's deferrals, but it also came with a suggestion of more one-time discretionary funds to TVUSD, which we'll talk a little bit more about on the next slide. It also came with in May a proposal for paid pregnancy disability

UNKNOWN 0:19:42

leave, which would allow for an additional 14 weeks of leave in addition to existing leave for employees. Yes. [applause] about a decade late for me but um very very uh good thing. The last thing it does is it provides a historic uh contribution or increase to special education funding which is uh also phenomenal. Um the the last thing the

UNKNOWN 0:20:13

May revision did uh the only bit of bad news on this slide is the the governor continues to propose underfunding Proposition 98 to the tune of 3.9 billion dollars. That's money that's due to school districts that he's planning on withholding and potentially settling up later. So um that's unfortunate. So to talk about COLA, um the statutory cola is that 2.87% 87% which the state

UNKNOWN 0:20:38

is going to be able to fully fund for 2627. But something uh that came out of the May revision that was not in the January proposal is what the governor's referring to as a super colola. The super cola or augmentation is 1.44%. Now an augmentation is not something new. We've seen augmentation before. However, this is the first time we've ever seen

UNKNOWN 0:21:00

an LCFF or a COLA augmentation proposal with strings attached. The governor made it very clear that Super COLA is being given specifically to pay for the 14 weeks of paid pregnancy disability leave. And so we're not certain uh if it will cover the amount of the leave, if it will more than cover the amount of the leave. And the reason why that's

UNKNOWN 0:21:23

hard to quantify is we have really good data on maternity leave. And so we could kind of quantify or estimate what that might be. We don't have a lot of data on things like miscarriages and things like that. So, we have built into the budget some expenditures and we'll see how it goes. But the good news is the 1.44% is

UNKNOWN 0:21:41

ongoing and so the total cola of 4.31% has been built in to the budget in the multi-year projections. That equates to about $4.5 million to TVUSD. It was not in the January proposal. It was in the May revision and we did include it in our revenue budget. We also budgeted as an estimate about a half a million

UNKNOWN 0:22:02

dollars in expenditures for that paid pregnancy leave. We're going to see how it goes and adjust as necessary. The learning recovery block grant um Mrs. Brown just mentioned that $1.7 million. It is highly restrictive and it was built into the LCAP um plan and as part of those expenditures for professional development as she mentioned special education in January the proposal was

UNKNOWN 0:22:28

$999 per ADA. Then the governor came back in May and said let's make it an additional $1,340 per ADA. We built in the January number into the budget. That's that equates to about $9.8 8 million in ongoing new revenue for our special education program. Um if the May revision number comes to fruition, it will be another 8.4 million. So we'll keep you posted on

UNKNOWN 0:22:53

that. And the last thing that was proposed in January and also propo proposed at the May revision is that one-time money. Um the name of the grant is the student support and professional development discretionary grant. Say that 10 times fast. Um, it's also known as SpudBug. I hate that name, but I'll use it because it's shorter. So,

UNKNOWN 0:23:15

SpudBug, we received $7.7 million in one-time SpudBug money this year, uh, or 7.5 million. The proposal in January was to give TVSD potentially another $23 million. But the reason why we didn't build it into the adopted budget is there's been significant disagreement between the governor, the senate, and the assembly as to not only the dollar amount funded, but also the allocation

UNKNOWN 0:23:40

method. There's been proposals to make it based on uh a district's unduplicated pupil percentage, which would significantly decrease the amount of money that came to TVSD. So until we know the dollar amount and the allocation method, we're not really able to quantify and build that into our proposed budget. So with that, here's a snapshot of our multi-year projections, revenues and

UNKNOWN 0:24:02

expenditures. Um you can see that we are uh still deficit spending. We have made some adjustments to the outy years that we'll talk about later in addressing the budget deficit. But the other thing that happened since we last spoke about the budget was we have settled compensation for 2526 and we have built in that compensation into this multi-year

UNKNOWN 0:24:24

projection. And you can see our we are spending down our savings account but at um at a very moderate rate and we are still planning on addressing that deficit spending in our uh the outy years. So looking specifically at revenues, you heard a lot about LCAP tonight. Remember, LCAP is embedded in the LCFF sources. That's where that

UNKNOWN 0:24:46

money comes from. And those uh LCFF dollars are adjusted by not only COLA but projections for these two positions. We're expecting it to generate about $250 to $400,000 a year in ongoing revenue that would relieve the general fund contribution for um transportation. Not only that, not only would it be a cost savings to the general fund, but it will also

UNKNOWN 0:28:02

provide better safety and more accountability for our kiddos who ride buses. So, this is overall a fantastic opportunity to go out for uh to implement a new program. Okay, so speaking of contributions, our routine maintenance uh contribution for next year is anticipated to be 14.3 million. Our deferred maintenance contribution, this is that commitment of 1% is about 4.3 million, but I know

UNKNOWN 0:28:29

there's an agenda item on the budget later connected to the bond uh proposing to double this contribution for deferred maintenance. The transportation contribution from the general fund is 4.9 million. And then lastly, special education contribution from the general fund is 57.7 million. Remember, if uh we receive an increase in our ADA funding for special education, that contribution

UNKNOWN 0:28:53

will go down. So, when we look at our ending fund balance, the story to tell here is uh down at the bottom. We uh we call it our state budget uncertainties, but that's really our rainy day account, our savings account. You can see right now we are projected to spend that down. And so, we're going to spend the next couple

UNKNOWN 0:29:13

years addressing that budget deficit. We've already made strides as we've talked about. Um, but we'll continue to kind of chip away at that. But it's really important. There's a lot of unknowns still before we can make those decisions. So, by just in the next week or two, we're going to know about the governor's actual adopted budget. So,

UNKNOWN 0:29:33

how much inetime funds we'll receive will be known at that point. Um, any more money for special education will be known. And then we base all of this on our projected enrollment for next year. That has a direct impact on our funding. So by first interim, we'll know what our actual enrollment and unduplicated pupil percentages. And then lastly, the

UNKNOWN 0:29:56

California economy, which of course we're tied so directly to. So once all of those things kind of come to fruition over the next few months, we know we're going to require further reductions in the new year. but how much and how quickly is still to be determined. So, we'll be on the lookout for all of those things. So, with that, we're happy to

UNKNOWN 0:30:16

answer any questions you have either on the LCAP or the budget. >> Thank you, Ms. Lash and Ms. Brown so much for that presentation. >> I just want to understand that the audio is out right now. I Nobody needs to call or text or email. We know it's out. We're currently working on it. um they're working on it

UNKNOWN 0:30:36

in the back to get it back up and running right now. So, thank you both for working on that. >> Any questions from the board? >> No, just congrats. Good job. [applause] >> Mr. Mr. Bar, um I would like to say as always, Lisa, thank you for an honest assessment of our strengths and areas of continual focus. And to Mrs. Flash, thank you for

UNKNOWN 0:31:05

ensuring resources um are targeted towards student needs. And I do want to point out I think some pretty extraordinary things as far as our results are concerned. um that 0% of our students are without that everybody has access to instructional materials and in addition to that we have 0% um misassigned teachers uh in terms of English learners and the reason I want

UNKNOWN 0:31:35

to point that out it it's it's interesting because today on Instagram um a trustee posted an agenda of a special meeting over in Mya And there were like five or six items on that agenda where they were dealing with teachers who are misassigned. And when that happens or there's credential issues with teachers, then we have to approve when a teacher doesn't have a

UNKNOWN 0:32:01

credential in a certain area. So the fact that we're we're doing so well in that area is I think something that that needs to be highlighted. Um, our student outcomes remain strong as a testament to our teachers, our classified staff, um, our district leadership, um, we're doing very well. Um, and as a result of that, I can say with

UNKNOWN 0:32:28

confidence that the alignment of district goals, measurable outcomes, stakeholder feedback, and fiscal resources reflect a coherent strategy designed to support positive outcomes for our students. And that's what we're in this for. So, I thank you for the presentation. I thank our teachers. I thank our classified staff. um everybody who contributes to the success of our teachers or our of our students. Um

UNKNOWN 0:32:56

congratulations. Thank you. Okay, we're on to two nutrition services update written report. Are there any questions from the board or comments? >> I have comment. Um, >> okay. >> Our director in nutritional services, he is an innovator. >> Um, he's I, you know, he's taking me around and he shows me there is Mr. Brad himself. He shows me his operations and

UNKNOWN 0:33:39

u he's coming up with new new things all the time. um in terms of recipes and this farm-to-school program, his farmers market. Um and the fact that you're planning on centralizing operations, I think is great. Um but the thing that I want to point out about you that I think is so extraordinary is it's hard to manage a food budget. I

UNKNOWN 0:34:07

mean, restaurants fail because they don't know how to manage a a food budget. And you do it so well that you have all of this extra money left over to do something that a nutritional services director just would normally wouldn't be able to do. You go to the California Department of Ed and you say, "I have all of this extra money and I

UNKNOWN 0:34:30

want to spend it on benches for tekkers or shade structures." And I just think that that is it's it's so commendable. And I and I want to commend you for your your work in innovation and how you manage a budget because I think it is it's it's pretty extraordinary. So, just want you to know that. >> [applause]

UNKNOWN 0:35:00

>> Dr. Les >> Brad, I just want to thank you. You we kind of tasked all of so many of the individuals and directors in our district to think big and bold and do something pretty incredible and I remember when you presented this to me. Um just truly impressive thanks to you and your team and I'm really excited to

UNKNOWN 0:35:14

see where you're going to take us. Thank you. >> You um item number three, safety and security update written report. Are there any questions or comments from the board? >> Oh, we have a That's right. public comment. >> Jennifer San Nicholas. >> While I appreciate the efforts and changes that Mr. Pastor has made on our campuses to keep our kids safer, I have

UNKNOWN 0:35:44

to ask what we are doing to keep our kids safer from the people who are supposed to be trusted adults. trusted adults that have been harassing and sexualizing our students in person and on social media. Mrs. Wearsma, there are videos of you at two different graduation ceremonies grabbing at students that did not want to be touched. It happened repeatedly with you

UNKNOWN 0:36:00

yanking on arms and trying to shake hands over and over again. It has been seen on live feeds from the ceremony. Also, we haven't settled the issue of speedogate and the way members of this board compared upstanding student athletes to adult film actors and exotic dancers. For this reason alone, people should not be allowed near children when they say

UNKNOWN 0:36:18

things like this. So, explain how that makes us more safe and secure. I noticed that watchd dogs is listed as part of the safety and security update, which is great. Despite becoming a watchdog over a decade ago with my husband, I'm not sure it made the campus less vulnerable, but it it was a great way for parents to

UNKNOWN 0:36:34

be on campus and involved. I am concerned that two of the spokespeople for the program in this district have gone on social media and sexualized children. One sits on this day as the other just made a video about how girls body parts are distracting. So again, how are the girls safe and secure in this scenario? [applause] >> Okay, any comments or questions from the

UNKNOWN 0:37:00

board? >> This is where smoke. >> So speaking of watchd dogs, I do want to say that we increased from five to 11 schools. So I thank Mr. pastor for the work that he's done there. I think it's been a wonderful thing to see dads on these campuses and as Lisa Brown mentioned, our family engagement has gone up and I really think that Watchdog

UNKNOWN 0:37:22

is one of those programs that's helped that because it creates community and it's a real opportunity for all of our kids to be encouraged and I know that these dads take great pride in volunteering. So, thank you for doing that. I also appreciated the emphasis on door compliance. As I read through the packet, I thought that was important. I

UNKNOWN 0:37:41

like the fact that signage will be updated. Um, it talks about emergency management radio systems in place. Upgrade, integrate, protect, and I hope that parents out there know that Mr. Pastor is working hard to continue to improve those things. I thought it was worth noting and I appreciate uh just him looking at every aspect that he can

UNKNOWN 0:38:04

in this entire district to see what we can do to make our kids safer. So, thank you, >> Mr. Bar. Um I've had the privilege of working with Mr. pastor very closely on uh safety and risk assessments at some of our schools and I am so impressed with your vision, Mr. Pastor, for safety. Um what a find that we have in

UNKNOWN 0:38:33

you. Um what you're doing in terms of strengthening uh perimeter security um acts as a a deterrent to uh suspicious activity. You clearly demonstrate a proactive safety culture and I love the fact that you embrace um our culture at TBO TBUSD of continuous improvement. In other words, we are very safe. Um but you are always looking uh to make sure

UNKNOWN 0:39:03

that we are optimally safe in every way and I have enjoyed working with you. I think that you are a fantastic person. So I just I want to say that. Okay. >> Thank you. [applause] >> Anybody else? Miss Dr. VZ just Brian. Thank you. You have come in. You have taken this job with Gusto and done so

UNKNOWN 0:39:29

much um not only working with the city but working with our amazing SRDs, working with all of our school sites and incredibly responsive in what you do. So again um and thinking big and bold and kind of moving us forward. So, thank you, Brian. >> Dr. Kamaskki, can I just make one more statement real quick? I'm sorry.

UNKNOWN 0:39:46

>> I'm gonna I'm gonna go first real quick. >> Okay, go for it. >> Uh, Brian, just wanted to thank you. Um, really glad you're at the helm of our safety and security here and all the staff with you, Jess, Michelle. There's just too many to name. Really happy to be on the safety committee with you. Always talking with you, updating.

UNKNOWN 0:40:03

Um, yeah, thanks a lot. [clears throat] and we'll see you Tuesday at the city school board meeting talking about safety all over again but with city this time. >> I just real quick it take 10 seconds. >> Mr. Barum, >> I just also want to commend because I didn't get to do it at a couple of meetings ago. U Mr. Darling in the

UNKNOWN 0:40:23

transportation department. I really that was on the agenda and I really appreciate working with you uh and Mrs. lash with the uh with city officials to try and figure out how we get our kids um safely to school um and reduce traffic at the same time. So, it's been a pleasure working with you and I commend you, sir, for uh your efforts as

UNKNOWN 0:40:45

well. >> Okay, we have two public comments on item four, governance breakdown, minority board member rights, and legal compliance concerns. take those comments. >> First up is Danny Molina, followed by Lindsay. I have some significant concerns regarding the agenda item addressing governance breakdown submitted by Mr. Schwarz. First of all, I'd like to address the complaint about his time to

UNKNOWN 0:41:28

speak being reduced to two minutes. This meeting is not intended to be a podcast for board members. This meeting is for the public to address you and then we wait for your decision on the agenda items. Last meeting, you caused the scene about public comment not being heard. But let me remind you what happened when you were part of the

UNKNOWN 0:41:45

majority at the September meeting last year. >> How many minutes? >> One. One. One. >> One. [clears throat] >> One. >> Just kidding. I know. >> We've got one. Okay. So, we have one minute for each comment. >> In that video, you're holding up a one and not even entertain the idea of more than more than that for the public. But

UNKNOWN 0:42:11

here we are today where you have to waste valuable time to hear you complain about two minutes for deliberation. In fact, several of the concerns you bring forward in the document are actually restrictions we didn't see until you were part of a majority, like limiting access to legal counsel, uh, time limiting on deliberation, etc. One of your issues you're complaining about is

UNKNOWN 0:42:33

only being allowed to agendaize two items. Sir, you didn't even submit two items for today's agenda. Why do you put the community through this political theater? More importantly, you did not have to submit this letter with the accusation of minority discrimination, which in my opinion is the most egregious attempt to play activist from your elected position. I'm assuming you

UNKNOWN 0:42:55

mean majority minority two to three, and I hope you're not claiming minority status as a Jewish man because the people you're accusing of discrimination in that case are probably the most supportive Gentiles of the Jewish community in this entire room. Your support for marginalized people is not a free pass to masquerade as an oppressed victim. What you have done here

UNKNOWN 0:43:18

seemingly is actually deeply offensive to those who have actually felt discrimination. Since nobody else will point that out to you today, I feel deeply deeply obligated to please do better. >> what's so interesting is this gentleman who just spoke talked about time and I'm going to refrain to you when we talk about governance breakdown, Dr. Kamaroski. So you mentioned that um just

UNKNOWN 0:43:52

to be clear and I'm reading it from the transcript that we have three items more. We have dress code number seven. We have eight student digital citizenship athletic communications of code of conduct and one more we have 12 demands to cure and correct. Um and you as I continue going on that uh student uh we have five comments on dress code.

UNKNOWN 0:44:15

I was one of those item seven that will be prioritized of those five people. We know who you are. I am one of them. So are you going to all lot me more time tonight? Do I have that additional time tonight? I don't think so. And then we have complaints about time over here. So, let me just jump into what I want to

UNKNOWN 0:44:29

say. When it comes to this breakdown, it's very frustrating that people take a lot of time out of their days to come here. We make arrangements. I have a child. I pay to be able to come here and that time is taken away. So, when you create an agenda, Mrs. Wearsma, Melinda, you put two items on an agenda. It was

UNKNOWN 0:44:49

approved at the last board meeting and now they're magically disappeared. People take time to make those comments. I would have appreciated it being on this agenda tonight and you motioning to postpone indefinitely or what have you and at least be transparent that they were coming back. That is what you had said and it's very disheartening and disingenuous that I have to take the

UNKNOWN 0:45:10

time to come here rush here to give that when we've allotted our times for ourselves. It's it's very frustrating. So it's ongoing. All I'm asking for is a little bit of trust. There's no trust when we hear one thing and we see another. Just be honest. You put two items on. If you really don't want to hear what the

UNKNOWN 0:45:37

public has to say, then just remove it at the next meeting. At least place it on the agenda and do that. I would have more respect for the both of you if that were the case. And for you, Dr. Kamaroski, your tonality when people come up here, just be consistent. If somebody's not on track, just ask them kindly. Change

UNKNOWN 0:45:56

their tone, change their tonality. The respect will be there. Give respect. You'll earn respect. It goes across the board. So, all I'm asking for is regardless of individual viewpoints, the community expects our elected officials to work collaboratively, follow through on those commitments like you did at the last meeting, and focus on the business of serving students. I encourage this board to prioritize

UNKNOWN 0:46:21

that transparency, accountability, and professional governance practices so that attention can remain where it belongs on student success and the long-term health of the district. And when it comes to governance, even though I disagree, you wanted to amend and move an item up to the power lines to the front for time's sake. To me, that has nothing to do with our students, even

UNKNOWN 0:46:41

though I can't stand that and I hope it never comes to pass. But again, prioritize our students. >> Oh. >> Oh, gotcha. Okay. Mr. Schwarz, uh, this is a number five, first reading of the revisions to the Oh, sorry. Sorry. Governance breakdown. Mr. Schwarz, you're the presenter. >> Thank you. uh president, members of the board and community, staff, teachers,

UNKNOWN 0:47:10

taxpayers, I need to place on the record a serious concern about the constitutional and statutory infirmities created by this current governance structure. Since the adoption of 9322, we've seen a pattern of selective enforcement and ad hoc application that has not been applied even-handedly. That kind of inconsistency is not mere procedure. It goes directly to fairness, due process, and the integrity of our

UNKNOWN 0:47:40

public deliberations. The practical effect has been to silence minority voices, not religious minorities, board minorities, and prevent full discussion of issues that are central to our duties as elected officials. When debate time is reduced so sharply, when agenda access is arbitrarily constrained, and when procedural rules are enforced selectively, the board is no longer functioning as a deliberative body in

UNKNOWN 0:48:10

any meaningful sense that creates serious legal exposure under California open meeting principles, public governance requirements, and first amendment concerns. I want to be clear, this is not a theoretical complaint. There are numerous examples since this bylaw was adopted where the rule has been applied unlevenly depending on who's speaking or what position is being advanced. So my request is simple.

UNKNOWN 0:48:36

Restore equal and reasonable debate time. Apply procedural rules consistently to all members. Ensure fair access to council within the scope of official duties. And bring back a governance process that is lawful. And I would urge all of you to read bylaw 9200 which states the duties and responsibilities of board members and they all have equal responsibilities and

UNKNOWN 0:49:02

duties. Thank you [applause] >> Dr. Anderson. >> Um I didn't prepare comments but I would like to address I do think this board can do better with government governance. When I was board president, I agreed the majority was unfair to the minority at that time, which was a different two board members. And now it's still a little bit unfair.

UNKNOWN 0:49:31

And I really think that we should schedule a governance/brown act special meeting in the very near future so that we can have a more detailed discussion about is there a way to do better as a board. I right now I do stand behind the limits because we only have a few hours. Um but I do agree that we we could address it as a board

UNKNOWN 0:49:56

and see if we can do better. I think a Brown Act slashgovernment special meeting would be the way to do it. >> Thanks Dr. Anderson. Anybody else? Uh, Miss Wman, >> originally when there was a new board majority 18 months ago or whenever that happened, I know Dr. Kamroski and I kind of reeled because our time was really cut back and

UNKNOWN 0:50:24

that was something you all decided to do. The funny thing about that is now I look at it and it was actually a blessing in disguise somewhat because I do think people would talk for too long, myself included. And the new the new guidelines have made me think more succinctly and to try to organize points accordingly. So I just think it's ironic

UNKNOWN 0:50:45

at this point that this is where Mr. Schwarz is coming from because you were a part of kind of that clampdown from the beginning. But really, I do think it's been helpful, and I think there's a little bit of wiggle room for sure, but there's been such a high level of dysfunction that I can understand the president wanting to minimize debate and

UNKNOWN 0:51:05

time and and all of the things because the public only has so much time to be here and to speak to things. So, that's my opinion with this. >> I have no comments. Uh, Mr. Mr. Barm, >> um, so I will talk about breakdown in governance. I mean what happened today is a perfect example in the breakdown of

UNKNOWN 0:51:25

governance because we have no consistent application of the rules of governance since February 24th. Um we have board members unilaterally taking items off of agendas. Okay, with a collective binding vote. That is the issue here with the water polo boys and the digit the digital communications and the dress code policy as well as my item on legislative and qualified immunity. That

UNKNOWN 0:51:55

was another issue. So we have governance issues because we have a board president making up his own rules and two people over there that just go along with him. That's number one. Number two, suppression of time to adequately deliberate on issues before the public. Two minutes is just not enough time. Four minutes when we were uh last year,

UNKNOWN 0:52:24

that's adequate. You cut it in half. How can you deliberate on budgets, um student achievement issues, um you know, uh bond issues? How can you deliberate in two minutes? It's absolutely impossible. And in addition to that, putting being limited to two items, two agenda items per meeting. I put nothing on this time because I had nothing to

UNKNOWN 0:52:49

put on. But in the past, if there's something pressing, okay, that that the community needs to hear that is beyond two items. I feel we should be able to put those items on. And I'm going to quote Dr. Kamroski back in 2025. As an elected official, we should be able to agendaize what we want. And yet, what

UNKNOWN 0:53:11

has he done in 2026? Because it's about suppression of the voice. That is what this is about. And that is what he did. And that's it. We need to restore good governance. [applause] Mr. Schwarz, you can speak for your two minutes. Yes. Uh just highlight a couple of things. Uh one is the inability of board members, certain board members to talk

UNKNOWN 0:53:38

to legal counsel. I have made four requests in writing to talk to legal counsel about issues that are pressing whether they're fiduciary, governmental, uh parliamentary and been refused every time. The absence of consistent adopted procedural rules. I'll call a point of order. I'm denied. Someone else calls a point of order. Oh yeah, you can speak. Uh increasing

UNKNOWN 0:54:07

reliance on ad hoc unilateral determinations by the board president, giving him in a policy the power to suspend the parliamentary rules as he sees fit. What do we need? Restoration of reasonable debate time. Revision of agenda setting limitations. Equal access to legal counsel for all board members. Adoption and consistent application of clear procedural parliamentary rules. Guidance from council that prioritizes

UNKNOWN 0:54:40

legal compliance over expediency. And again, I'm going to urge all of you go to the board policies and read board policy 9200. That is the basis of everything. Every board member is equal and should have equal rights, opportunities to speak, to agendaize and not be shut down. Thank you. >> [clears throat] >> I'm grateful that one of the functions

UNKNOWN 0:55:13

of the board is to provide direction and three of us want these meetings to run smoothly uh with professionalism in a timely manner and I don't have unilateral actions. These are three members of the board majority that that have decided the way these meetings are conducted right now. So I'm grateful Okay, we're on to the next item. Item

UNKNOWN 0:55:45

number five, first reading of the revisions to the board bylaw 9124. Attorney [clears throat] Yeah. Any questions and comments on this first read? I will I will say this, [clears throat] it'll be brief. Over a year ago, I thought, you know, it might be helpful. And I even mentioned Huff general legal counsel said another school district, he

UNKNOWN 0:56:17

let all board members contact him. I mean, they had guidelines. He said often, you know, um questions could be answered within a couple minutes and often he wouldn't charge, but he was, you know, he worked with board members. they had a policy set up for that and I was shut down completely by three members of the board. So I find it ironic that we're

UNKNOWN 0:56:37

here and a couple board members are complaining when I had raised this very issue and they mocked me for raising it. So nevertheless we're here Dr. VeZ and myself put this on to further discuss it and we're willing to talk about three members of the board providing direction and this is a first read but we're open with guidelines. That's all I have to

UNKNOWN 0:57:00

say on the presentation. Any other board member want to comment? Unless unless you want to, Dr. Blaz. >> Um, Dr. Kamaroski, I'll just add this was a request of multiple board members to kind of look at a revision of a policy. So, I did work with Dr. Kamaroski on this um to come up with at least a first read to gather some input

UNKNOWN 0:57:22

from other board members in terms of where they'd like to land. anybody >> if there's no >> Dr. Anderson, >> if it if there's no opposition with any of the board members, can we take action on it today? >> I have some comments I want to make. >> We can we can do >> My thought is depending on where the

UNKNOWN 0:57:45

comments are. My thought is to bring it back for a second read so that we can formulate things and maybe have the superintendent work on it with legal just in case we have to. But if it's unanimous, you know, I might be in agreement with you, but I wanted to be more prudent. >> Yeah. If it's [clears throat] unanimous,

UNKNOWN 0:58:00

I think we could just adopt it because it was on the last meeting for people to read. >> At this time, I also want to suggest if anybody does have revisions, you're more than welcome to email myself and Dr. Kroski with any of those changes that you'd like to make. Um, just out of um, safety precautionary purposes, this has

UNKNOWN 0:58:22

not been run by legal and so if there is if there's board direction to do so, I will do that. But this was a a draft that Dr. Kamaroski and I came up with. >> Mr. Barum. Okay. So, the first thing I would like to say is going back to January of 25, I propose the current attorney policy.

UNKNOWN 0:58:44

The legislative intent of that policy was to curb legal expenses. That was the only intent. The intent was not to restrict board members from having access to attorneys. Dr. Anderson went that route and used that policy to restrict board members from attorney access. But when I brought that and anybody can go back and listen to the tape, my purpose in that was we had

UNKNOWN 0:59:15

runaway escalating legal costs by a board president who just was calling willy-nilly and we had hundreds of thousands of dollars of legal cost. I wanted to bring in a check and a balance. That was the intent of the policy at the time, not to restrict uh board member access to attorneys. So, I want to clarify that point. Number one.

UNKNOWN 0:59:39

Number two, I'm okay with this policy outside of this that if we have voted on items in the past or we are going to be voting on items on a a specific agenda that I have access to an attorney to talk about those things. That is not clarified in this policy. Um, the enumerated purposes in this policy are

UNKNOWN 1:00:04

very restrictive to me and defensive. I want to be able to talk about if something is on the agenda and I want to speak to legal about it that I should be given access to that. whether it's special ed, whether it's a budget uh issue, whether it's a civil rights issue, I should be able to speak on

UNKNOWN 1:00:27

those issues freely and not be denied in any way. So, I would be looking for a for an amend, not an amendment, but another provision, another purpose um added to this policy. [snorts] >> We have a clarifying question from Dr. Anderson. >> Can I ask you a clarifying question? Would you be willing to write your amendment and submit it to Dr. Valz so

UNKNOWN 1:00:50

we can see it clearly? >> I've already written it and I will submit it. >> Okay. Thank you. >> All right. I'll do my second uh two-minute comments and then we can wrap this up. Um just to be clear, Mr. Barum, supposed to be a smooth item where we collectively get insight move to, you know, possible adoption.

UNKNOWN 1:01:11

But when you sit here and lie about me calling willy-nilly racking up $100,000, I'm just going to let the public know it's a lie. I treat Mr. Barham like CNN. If you take the opposite, you're probably right. And your repeated unprofessionalism up here with your lies, I'll challenge it every single time. That's all I have to say. And you

UNKNOWN 1:01:30

can submit your uh revisions to the board. Okay, we're going to move on to the next one. Item six, demand secure and correct cease and assist letter. We have one comment. >> Jennifer Sichlas. >> So, I see Hurricane Chelsea is wasting taxpayer time and resources again, though that is her right under the law. I find it interesting that a Florida

UNKNOWN 1:02:00

resident gets all this attention. However, when I submitted a similar claim last fall when Mrs. Wema blocked me on social media. I was told it was within her right to do so and basically suck it up. So what is the rule? Is the board expected to follow the Brown Act or they only expected to follow the Brown Act when the person issuing a cure

UNKNOWN 1:02:17

and correct is an ally of the board majority? Just curious. Can I just want to make this comment again? When we have a cure and correct on the agenda, it doesn't mean that we are curing and correcting. When I was president, I think I had over 20 and we only cured and corrected one time, but each of those gets put on the agenda.

UNKNOWN 1:02:44

So, this is on the agenda, but we are not curing and correcting this. Um, when you will see these, we have it's Brown Act warfare right now. So, you're going to continue to see these show up on the agenda. Because they're on the agenda does not mean that we are taking legal action on them. So, I just want everyone

UNKNOWN 1:03:04

to be clear that um just it doesn't we did not cure and correct this. >> How many general public comments do we have? >> Nine. >> Okay. So, three. >> Yeah. Three >> on what? What? What? General public comments. >> Okay. Nine. >> Nine. >> Okay. Are we going to Are we done talking about the demand to cure?

UNKNOWN 1:03:31

Correct. >> Oh, I didn't know. Did you want to talk about it? >> Yeah. >> Okay. Sorry, Mr. Barham. Two minutes. >> Yeah. I uh I just want to say in terms of this person, I have no words. I really have no words. And There is no injury to this person. It's harassment. That is how I view it.

UNKNOWN 1:04:04

And the fact that we have to deal with the continuous stuff [snorts] that she puts forward from 3,000 miles away is just like I said, I have no words. It's like that's it. I I could say a lot more, but I won't. >> Mr. Schwarz. >> Yeah, since I I'm sorry. It was the best laugh I've had in a couple of weeks when

UNKNOWN 1:04:42

I got the QR incorrect. Um, the person assumed, and I'm not going to mention their name, that when I mentioned somebody from another state that I was talking about them. There are a lot of people from other states. It's just it's just I have to go along with a meal. It's just funny that people have nothing better in their lives to do than

UNKNOWN 1:05:08

to watch a schoolboard meeting 3,000 miles away and that's their entertainment. It's really sad. We should be getting paid for this. [laughter] I mean, I'm going to go to Actors Equity and ask if I could get on the on the salary scale and get paid for, you know, these things because it's so entertaining to some people. It's not

UNKNOWN 1:05:29

it's not funny when it's a real violation. And I don't want to diminish anyone who who thinks that there's a real violation and they file a cure and correct letter. That's totally within the scope of what what should be done. But this is so frivolous and so silly and we have to actually waste time paying an attorney for their opinion to

UNKNOWN 1:05:53

to say no, it's stupid and it's a waste of time and we're probably going to get two more now. Sorry. Okay. Any comments from Dr. Anderson? Mr. Worman. All right. We're moving right along to general public comments. I believe we have nine at three minutes a piece and I'll read this off. The governing board welcomes public comments. This is a time for open

UNKNOWN 1:06:15

session public comments. Public comments are allowed up to a maximum of 3 minutes per comment and the order received to a maximum total time of 30 minutes per item for comments on agenda items or non-aggenda items. For consent agenda item topics, a limit of three minutes total will be allowed from one speaker. Unless the item has been placed on the

UNKNOWN 1:06:33

publish agenda in accordance with the Brown Act, there shall be no action taken. No discussion will be made regarding personnel issues in open session. Also, pursuant to education code section 7054, the public comment process shall not be used to show support or opposition for any ballot measure or candidate for political office, including candidates for the district board of education. All

UNKNOWN 1:06:55

public comments are an important part of the board meeting and are carefully considered by the governing board. Late, >> first up is Christy McCclar by Jennifer Catalano. >> Apologies. I usually have something prepared. This is a little off the cuff. Last week was a big deal for many of us. We had students graduating, end of school, promotions, families that maybe

UNKNOWN 1:07:27

are no longer be at the same school or maybe even leaving the district, saying goodbye to favorite teachers. It was a big deal. It was emotional. And the last board meeting, none of you talked about students during your closing comments. Not one of you. Dr. Valz did and Melissa Chai did. The meeting was spent bickering. You guys were bringing up

UNKNOWN 1:07:48

petty, stupid stuff on the agenda. I'm sorry, but this has been four years of this. My child's entire high school career has just been incompetence. just stuff on the agenda that has nothing to do with students, with success, with managing the budget, with improving facilities. There are so many good people in this district, like incredible district, award-winning, the

UNKNOWN 1:08:10

staff at the district level, the teachers, the everyone, everyone on down to the people that are ensuring our students can cross the into school every morning without getting hit by a car. I mean, it's an incredible district and you guys every month are bickering and mean to each other and disrespectful and not doing your job. And it was a big

UNKNOWN 1:08:31

deal this last week. It was a big deal at the end of school for many of us. And you all behaved like people who don't care. The way you vote, the way you treat this room, this agenda, this public are people who don't care about public education. You might say you do. You might say you like teachers, but the

UNKNOWN 1:08:50

way you vote, the way you act, what you put out on social media tells a very different story. And we are so sick of it. My child was protesting her freshman year. Friends of hers were part of a lawsuit. Students were part of the May versus Kamaroski lawsuit that have long since graduated, not the union. Students who I know long after all of this

UNKNOWN 1:09:12

started. You have to do better. You have to start doing your jobs. I know that you too care about public education. We can see it in the way you vote, what you put on social media, the way you were attending events. Stay with that. Remind yourselves of that. My mom gave me advice when I was a child and other kids were acting out.

UNKNOWN 1:09:32

And she'd say, "Christie, don't lower yourself to their level. You guys are here because you love public education. We all see it. We see the way you vote, the way you act. Stick with that. Ignore all the petty stuff. We're just so tired of it. We are exhausted. We have had four years of a crap show and we just want you guys to

UNKNOWN 1:09:54

start governing. Maybe just start with putting together the agenda competently. Just a normal agenda. Follow the rules. Just getting the agenda done. I think there's probably half the room could put together an agenda better at this point. Start there. [applause] [cheering] >> Good evening. Um, I've been up here a couple times talking about our fabulous literacy specialists. So, tonight I'm

UNKNOWN 1:10:30

here to speak about the literacy support um, and the decision not to fill two of those literacy positions for next year. Um, while I understand difficult budget decisions must be made, this is parti this is a particular cut that comes at the expense of students and student achievement. It reduces support for the students that need it the most. Next

UNKNOWN 1:10:52

year, the district is changing three full-time literacy specialist positions at my school, Alamos, at Abby Ranki, and at Summit Academy. and they are now going to be split into two into um two positions where they're going to be serving two different schools. The decision appears to be based on these schools being among the highest performing in the district. However, we

UNKNOWN 1:11:13

are also the largest schools in the district. As a result, six of the elementary schools will now have only part-time literacy specialists. What does that mean for students? Currently, struggling readers receive intensive intervention four to four and a half times a week at 30 minutes a session. Under this new model, many students will receive support only two days out of the

UNKNOWN 1:11:38

week. Research after research shows that early literacy intervention is the most effective way to prevent reading difficulties. Studies show that intensive, targeted, daily, small groupoup instruction accelerates reading proficiency and closes the achievement gap. Effective intervention should take place four to five days a week for at least 20 to 40 minutes to be effective. Most students receiving intervention are

UNKNOWN 1:12:05

already working to make more than a year's worth of growth. How can we real realistically expect these students to get support only two days a week? Even our current states that teachers must provide intervention 4 days a week for 30 minutes. How can uh excuse me, yet most of our most vulnerable students may now receive less support. And I will

UNKNOWN 1:12:32

tell you something, the students that are receiving the in-class intervention are still the same students receiving the literacy support from our literacy specialists. So, they are getting a double dose at the tier 2 level. Um, I also want to point out that the district maintains um a reserve well above the 3%. While I understand the need for

UNKNOWN 1:12:53

fiscal responsibility, I believe there are other ways to address budget concerns without reducing student services. we could save significant funds by limiting legal expenses, which you guys all use to the tea. Um, and I know it's a very um tough decision when budgets need to be cut, but I respectfully ask the board to consider to reconsider the decision and to look

UNKNOWN 1:13:17

for budget reductions elsewhere. Our literacy specialists provide critical services and they need to be kept at all of our schools. Thank you. [applause] Next up is Sarah Bell followed by David Sola. >> Sarah Bell followed by David Sola. >> I'm sorry I can never hear over the clapping but okay. Good evening board members and staff. Um, tonight my comment is for the board

UNKNOWN 1:13:58

as well as every TVUSD employee who has contributed to the success of our special needs son, Carter, who received his certificate of completion last week at Chapperel High School with the class of 2026. Um, thank you to Mr. Arce um, who at the graduation ceremony himself nearly had to catch him as he struggled to navigate off the steps of the stage. Um once he

UNKNOWN 1:14:22

finally did make it to shake your hand and receive his certificate, um it was truly a heartwarming moment for our family. Um this journey with TVUSD began when we moved to this area in 2009 when he was just 2 and a half years old. Um maybe everyone is not aware, but special needs students are given the opportunity

UNKNOWN 1:14:43

to begin their programming through the school district at age three. So, this was an important time um for us to find a school district where he could thrive and TVUSD um was where it's at. He also attended a special he started at the special needs program um preschool and it was at Helen Hunt Jackson at the time. Um again, not sure everyone is

UNKNOWN 1:15:04

aware of that, but that program also had a peer buddy program. And so our little guy who, you know, wasn't even walking yet, had his his buddies to help him, you know, walk up and get his sticker or whatever was happening that day. Um, it's not to say his educational journey um was not without some challenges or

UNKNOWN 1:15:25

concerns, but as parents, we were always able to work as a team with the staff and collaborate until our students needs were met. The decisions that the TVUSD board made over the years benefited our student and supported the staff who work every day to help him achieve his goals. So to all of our special education staff, please know how much your efforts

UNKNOWN 1:15:46

are appreciated and how much we appreciate as parents when the board um takes care of that staff. it's the instructional age, the therapists, the transportation staff, obviously the nurses and administrators as well um made the difference so that he could achieve this milestone. And so my hope is that the actions of this board will keep this in mind and act on the behalf

UNKNOWN 1:16:08

of all of our students. Our family will never forget the joy of seeing our son grow and succeed in this district. And it's also one of the reasons you see me here month after month. Um, and why I'm invested in this district. Um, I know what's possible when students, families, and staff work together. My hope is that

UNKNOWN 1:16:28

we can return to a district that all of us, parents, the students, the staff, and the community members can be proud of. And thank you to Mr. Barham and Mr. Schwarz earlier um for speaking on our behalf um for the removed agenda items that we weren't prioritized on. Thank you very much. [applause] It's been so long since I've been able

UNKNOWN 1:17:00

to speak for three minutes. I almost wasn't sure what I was going to do with this extra time. >> [laughter] >> I want to talk really quickly about transparency because although Mrs. Mccclure came up, Miss McClure came up here and said, you know, we're tired of this. You may only see that as half of the community, but you know what? The

UNKNOWN 1:17:17

entire community is tired of corruption. Every level of governance has this corruption that is just so deep it's like almost impossible to get rid of. And what you what you forget is that transparency helps to clear that up. So, when some of you are making some backroom deals to move agenda items and get them off of the agenda, that's not

UNKNOWN 1:17:37

transparency. And an email is not an actual public meeting where you're supposed to handle that business. So, I I highly implore you to stop doing that. Be more transparent because otherwise you just look corrupt. Um, Dr. Kowski, you you apologized after 40 days, 19 hours, and 10 minutes. So, I want to talk to you really quickly about what 40

UNKNOWN 1:17:56

days is. And I'll and I'll use some terms here that some people can understand. Uh Noah's flood came down in 40 days and 40 nights and reshaped the entire world. Moses received the ten commandments during 40 days on Mount Si. Jesus fasted in the wilderness and withtood every temptation in 40 days. The risen Christ appeared, taught, and

UNKNOWN 1:18:14

prepared the disciples to carry the faith forward. All in the 40 days before the ascension. Goliath taunted Israel for 40 days before David brought him down with one stone. And yet it still took you 41 days to just muster up a simple apology. That's unacceptable. The public has only so much time to be here and speak, Mrs. Wearsma. You just

UNKNOWN 1:18:36

said that a little while ago, so I'm going to take this last minute and 20 seconds to talk about what the public feels. And when you do something wrong, the only way for you to move past that is to acknowledge it quickly, handle it quickly, and assume the accountability for yourself. This none of this would have happened. None of the 250,000 views

UNKNOWN 1:18:56

that we got on social media would have happened if all you said was what you said tonight. I shouldn't have done that. If I could have done it better, I would have. And I'm sorry. But now what you need to do is look at all the people that supported you through your mistakes and don't look to them for comfort.

UNKNOWN 1:19:13

Don't look to them to validate what you did. Look to them and say, "We need to be better." Because that's what I tell people that support me when they do something wrong. We need to be better than that. And it's hard to be better than that. But I'm not afraid of hard. And if you're not afraid of hard, you'll

UNKNOWN 1:19:30

do the same thing because these people are continuously harassing other people, including Mrs. Sardina, by the way. That's how you say her name. If you really felt that bad, you probably would have got it right. >> They are harassing her because of your actions. That is absurd. >> So before you look out here and find enemies, look at the enemies within and

UNKNOWN 1:19:51

look at the enemies that are inside your circles because they're making it much harder for you than you're making it for yourself. Thank you. [applause] >> [applause] >> Mike Brewer, followed by Todd Breeze. Last time I was up here, I had a challenge for the board members to stop acting like children, but apparently that's just not possible. You can't do

UNKNOWN 1:20:32

it. You can't do it. The one thing I will say is that you all moaned and complained about students being on their screens. But yet every board meeting I attend, the three of you spend almost the entire meeting looking at your screen when people are up here talking to you. And it's disturbing. And it doesn't say it. It says leaps and

UNKNOWN 1:21:01

bounds about your character more than it does anything else. Your job up there as board members is to take care of TVUSD. Not yourselves, not your political situation, not your religious side. It doesn't matter. None of that counts. I've been to every board meeting since the two of you have been elected. Not one thing, not one thing have you

UNKNOWN 1:21:36

voted on as a board member has directly impacted all of the students of our district. Not one. No, you haven't. Not one. You can say whatever you want, Jen, but not one has directly impacted it. You might think that it's directly impacted it because you might think that, oh, well, that's actually going on in our district. The problem is is that

UNKNOWN 1:22:01

you can't just do a walkth through and go, hey, it's going on in our district. You have no clue as to what's going on in our district. because you're not involved in our district like the teachers, like I am every single day with the students every single day. We see what's going on. We know what's happening. But you sure as heck don't.

UNKNOWN 1:22:26

And for you to sit up there and go, "Oh, you don't know what you're talking." No, no, no. That's ridiculous. You sit up there and you roll your eyes and people stand up here and talk and instead of being a board member, instead of doing what you're supposed to do, which is to listen to your constituents, to listen to the students that come up

UNKNOWN 1:22:48

here and speak to you and say, "Hey, this is wrong." Instead, you go out and call them names and you ridicule them and you make them feel like crap. And you wonder why students are struggling. And then on top of it, we go back to the whole thing about making sure that students have the opportunity to speak to people so that they can

UNKNOWN 1:23:11

maybe work out a problem. No, that's a problem for you because you guys don't want to let our students actually talk to a counselor because you feel it's the parents job. Well, if the parents can't help, they need someone else. >> [applause] [cheering] >> Well, I don't know if I can compete with that. Um what I want to talk about is um our

UNKNOWN 1:23:54

former student um student board member Melissa. Um you did a great job [applause and cheering] and I'm just going to quote what you said at our last meeting if it's okay. >> Please direct your comments to the board. Thank you. >> Okay. All right. [laughter] said, "There's always like without fail some sort of argument or something that

UNKNOWN 1:24:24

I feel like causes a lot of conflict or political polarization that has truly nothing to do with education or any of the other matters that are important at this hand of this in my opinion. Instead, month after month, I return to this seat and watch hours of pettiness, personal attacks, accusations, dysfunction, and unprofessional behavior. All it does is create more conflict and

UNKNOWN 1:25:00

draw more attention away from the issues that matter most, which is the students. Um there's a new um elected one and I want to give him a little shout out. Nate Barry. >> I I only can hope [applause] that when his time is done here that his speeches will be a little bit different. Yeah. >> And um I also wanted to point out um I

UNKNOWN 1:25:31

was wondering if I could wear a David Sol shirt if that's okay for next meeting >> because right here you're wearing Kamaski. I I was understanding that you can't bring up politics here whether it be national whether it be board members but I guess it's okay for that. I guess Riley's okay. >> You're the one making the public

UNKNOWN 1:25:55

comment. It applies to you, sir. >> What? >> It applies to you, sir. You were one You were the one making the public comment. You can't advocate for a a political candidate. >> I can wear a shirt, though. >> While you're making a public comment, >> but I can wear one. If I don't make a public comment, I can wear one. I can

UNKNOWN 1:26:14

wear David Sola here. >> It's okay. >> You just can't advocate verbally on public comment. Thank you, sir. Next up is Daniel Molina, followed by Edgar Diaz. [applause] >> Danny Yeah, sorry. Danny Molina followed by Edgar Diaz. >> Good evening again, board. Thank you, Mr. Schwarz for clarifying that. I spoke to several people and that's not how we

UNKNOWN 1:26:55

read it. So, I appreciate you clarifying that. Um, I want to say happy men's mental health month. Happy PTSD awareness month. And given that topic, you know, I'm not going to speak too much to this. Dr. Valz, Mr. RS, I've sent you guys an email. Um, and I feel obligated to speak to this because the issue that happened at the last meeting

UNKNOWN 1:27:18

that we discussed, um, yeah, I this is a significant issue. Okay, I did nine years in the Marine Corps. When I got out, I struggled a lot. There's no reason why I should be coming to board meetings and being harassed by a specific teacher so much to the point where I have to stand in the back with

UNKNOWN 1:27:40

my back against the wall just to be able to try to focus. I'm giving my last public comment and I could barely even look up. And um I think it's just it's a little ridiculous. And my my my 15-year-old daughter wanted to come to the meeting today. I had to tell her no. at a fear of one of them bombarding and harassing

UNKNOWN 1:28:00

her, berating her. I understand freedom of speech is allowed and acceptable. Harassment is not that. Intimidation is not that. Attempts to bully, attempts to block people at the front door from coming in, that is not protected public speech. So with the email that I've sent you, I now realize coming to this meeting, it is significantly worse my

UNKNOWN 1:28:25

comfortability to effectively participate in the board meeting because of the one staff member we have here. With that being said, I would like to address something that I hear a lot. I meet with teachers, we go have coffee, they talk to me about something that we don't talk enough about. I understand that we have parents in the district who

UNKNOWN 1:28:47

point the finger at teachers. I am somebody who advocates for teacher and parent relationship, positive and effective teacher and parent relationship. And I would like to address that and I think there are parents in the district that need to come together to address this issue. I think a lot of our teachers feel like they cannot uh govern properly or or

UNKNOWN 1:29:12

support certain policies or do certain things in the classroom effectively out of fear of the parent blaming them for maybe the disrespect of a student or the difficulty of a student to sit down and be quiet and follow the rules. So, I don't know how we go about this, but I would like to speak more with you, Dr.

UNKNOWN 1:29:34

uh to address this to get parents more involved and more understanding that it's not the teacher's fault. So that's all I have to say for now. Thank you very much. [applause] Next up is Edgar Diaz followed by Lindsay. My apologies. I didn't hear the my name on the run on the runup. Um, Edgar Diaz with the Valley Educator Association. I

UNKNOWN 1:30:14

want to let you know that TVAC CTA has been providing advocacy across the state. Much of what you heard from Nicole Lash happened through hundreds of educators hitting California halls with the governor and the legislators there lobbying to make sure that they fully fund Proposition 98. You heard with Lash that three billion is now being withheld from funds which does not provide the

UNKNOWN 1:30:37

support that our students need. We compound that with we are patiently awaiting the verification of signatures for the extension of public school funding that should be done close to the end of this month that would preserve $40 million for TVSD funds uh in just a few short years. If we're talking about what are things that can unite us, what

UNKNOWN 1:30:57

are things that we all support? We are here all for public education. Why is it that we're not hearing more about how we can get more funds for our classrooms to fully staff them and to make sure that students and teachers have to be able to succeed. One of those things is making sure that we can retain teachers that

UNKNOWN 1:31:14

are here and to draw people to be an educator. Educators on medical and pregnancy leave have to pay their own sub when they're out of class. So, you're in the hospital or you're recovering from uh pregnancy, you have to pay that person to be in your classroom. Pregnancy leave that is in the proposed budget will help our

UNKNOWN 1:31:32

educators. It will help preserve their leave days for when they actually have a medical in illness or a condition. As you can see from that right now that adversely affects the females that we have working in education. Special education funding a federal mandate where only half of it is funded by the federal government through IDIA is out

UNKNOWN 1:31:50

of control. California is investing into our classrooms with an increase of $8.4 million to our district. It provides an opportunity for us to be able to support our students and our staff by doing something here in Tmacula that we need to accomplish. But all of this is not a done deal. We all need to be able to

UNKNOWN 1:32:07

contact our representatives and contact the governor to make sure that they're held accountable, that our schools are funded at the level that we need to be able to help our students be there academically, emotionally for success. California has invested into making sure that student teachers are now earning 10 up to $10,000 for the year. Before they had to do that for free. I had a student

UNKNOWN 1:32:30

teacher who had a family worked at Chili's at night, went to school in the middle, and then work for me for about 3 four hours a day to get quality educators. This kind of stress that is added onto educators. We built these budgets. We built these situations in California that lays the stress on educators. It diminishes their health.

UNKNOWN 1:32:49

It removes our professionalism and all we're doing is saying you handle more every single time there's a shortcoming. All this serves as to discourage public school educators from joining the profession and from staying in the profession. We can do better in Tmacula. [applause] Okay. So, I want to ask a question and my question is where are our

UNKNOWN 1:33:25

subcommittee updates? It has been 10 months since I've heard a subcommittee update on the drug subcommittee dress code was supposed to be last month and that one's it's just gone. So, I know that we hear it all the time. There's a lot of work being done behind the scenes. That one is extremely important to me. drug subcommittee. It has been I

UNKNOWN 1:33:47

think 10 months now since there has been any work done on that committee and one month after um I mean you were tasked Mrs. Where'sma with finding us an alternative uh regarding theou you know you you guys all denied our uhs's services yet there has been not one alternative in 10 months. So dissolve the subcommittee appoint someone else to

UNKNOWN 1:34:11

work on it. I don't understand what we're doing here. There are kids that need these services. It is mandated for intervention services for these kids and unless you speak to it, we don't know what is happening. So if you know something and there is things going on behind the scenes, put it on an agenda and give us the update. I would love to

UNKNOWN 1:34:35

know what's happening. As far as dress code, I know that not a lot of people got to speak to that. there was a lot of concerns in regards to um you know I saw uniform in there there and it just seems like there's an enforcement issue but just having an overall discussion would have been nice. I believe Mrs. Wesme you

UNKNOWN 1:34:52

mentioned it' been 2 years since we had received an update regarding dress code and it would have been very nice to hear the board discuss that but I really got to go back to theou because Dr. Dr. Kamaskki specifically tasked you with finding a direct alternative if you guys were not going to use RUHS and to my

UNKNOWN 1:35:12

understanding I come every every month there's been nothing done there and I have to know why what is happening so I'm going to put the pressure on it you guys are in these committees to work you remove certain board members from committees because you don't want them to do the work yet no one else is doing the work who's on those committees so I

UNKNOWN 1:35:32

kindly urge and ask You do the work in the open, not behind the scenes. Give us the updates. You tasked her specifically, Dr. Kamroski. Where's Are we What are we doing? We need something or at least loop us in. Give us something. There's a 100% success rate using RUHS when we've used them in TVSD. That is not to confuse from them potentially

UNKNOWN 1:36:03

relapsing outside of those services, but children that have used these services in the past, which we had, had a 100% success rate. I don't know anywhere else that you could go and get that sort of data. That's all I'm looking for is some statistics and some data of what you have done. We got to move the needle for

UNKNOWN 1:36:22

these kids. Mental services are needed and enough is enough. [applause] Okay. I thought we had one more. We don't. >> Okay. >> Jenny Sharp, >> thank you. I apologize, Len, for giving it to the wrong person. Apparently, I'm very scary. They had to reput the thing over here. I heard I was very scary and intimidating. Um, so I'm up here to

UNKNOWN 1:37:02

clarify some things that were said earlier. That man who came up here and talked about um having PTSD, well, guess what? He gave me PTSD. I didn't follow myself out into the parking lot and scream at myself. He's twice my size and his little minion was there filming the entire thing. for him to get up here and

UNKNOWN 1:37:20

say that I harass him and intimidate him. I'm I mean, unless he thinks Allison's also a teacher because I know he, you know, blames you for everything also. I don't know. But this is absolutely ridiculous. And I'm talking to all of you. The fact that you let that man on a school with children after all of you watched him chase me out into

UNKNOWN 1:37:39

that parking lot and saw the and saw the the video of what he was doing, chasing and cussing at me, and we let him around children. That is a problem. Melinda, am I interrupting your scrolling >> because you're not looking at me at all. >> Well, yeah. You know, you could you could pay attention. I mean, you think

UNKNOWN 1:37:57

as as a fellow female, you might care that men like that who also disparage women's bodies and say that they can't possibly show a piece of skin or else his children won't be able to learn will do better, raise better boys. Are you kidding me? This is absolutely ridiculous. And for him, I I wasn't even planning on speaking. That's why it came

UNKNOWN 1:38:17

up late. But I will not sit by and let myself be lied about publicly, especially when it's on film. This is absolutely ridiculous and he should not be allowed around children. Thank you. [applause] >> Hi everyone. Action item 18. We move that for those of you that are just getting to the meeting. Give me one second. >> Yeah, let me just read this off.

UNKNOWN 1:39:00

Resolution 202526 uh51 of the board of trustees of the Tmacula Valley Unified School District opposing the SDG& Golden Pacific Power Line project alignment near school facilities. Okay. So, how many comments again? Four. >> Four. Okay. First up is Lisa Sleman followed by David Sola. Good evening board president and trustees. My name is Lisa Sleman. I am a

UNKNOWN 1:39:29

resident of trustee area 5 and to TVUSD employee working in trustee area 3. I first want to thank the two trustees who took the time to respond to my email regarding the proposed Golden Pacific Powerline project. I appreciate your willingness to engage with community members and listen to their concerns. Tonight, I'm asking all five trustees to stand together in support of our

UNKNOWN 1:39:51

students, families, and neighborhoods by formally opposing this project in its current proposed form. This issue extends beyond politics, ideology, or jurisdictional boundaries. It's about protecting the environments where our children learn, grow, and thrive. Parents throughout our community have expressed concerns about the project's proximity to schools and residential neighborhoods, and many are looking to this board for leadership and advocacy.

UNKNOWN 1:40:19

I understand the school district may not have direct authority over the approval process. However, this board does have a voice. The former resolution on the agenda tonight opposing the project would send a clear message that TVUSD is committed to putting students welfare first and ensuring the concerns of our families are heard by decision makers. To the three trustees who did not

UNKNOWN 1:40:43

respond to my email, I respectfully ask you to join your colleagues and vote yes in the resolution tonight opposing this project. Your support would demonstrate unity and share our community that when student interests are at stake, this board can come together with one voice. I appreciate your service, your consideration of this request and your commitment to the students and families

UNKNOWN 1:41:05

of Tmacula Valley. Thank you, [applause] >> David Sola, followed by Danny Molina. It was really great that uh city council meeting to see a bunch of people that wouldn't even say hi to each other in the streets aligning on on this subject. So, I'm glad that we can talk about something that we actually do have in common here. Um it's in all of our best

UNKNOWN 1:41:30

interest to push back against this this project and I I appreciate everyone that is engaged and involved on this. But I'm going to say this because I've said this before in the past. Resolutions, they don't really do that much. Yes, it's a symbol. It talks about our position formally. But what we need from you is way bigger than that. It's more

UNKNOWN 1:41:53

than just voting to say, "Yes, we have a problem with this. We condemn this. We don't want this here. It's about showing up regularly and doing something more to make sure that this doesn't happen." because I mentioned this in in a video that I made, but um you know there's standards for school site selection right out of Title 5 and it says

UNKNOWN 1:42:14

specifically that you can't even consider building a school unless it's a certain distance from these power lines. So if you can't consider building a school, why are we just going to like we're just do a resolution? That's not going to stop them. We know that CPU does whatever they want. A resolution is not going to stop them. We need you to

UNKNOWN 1:42:34

be advocates for us. You'll go to Sacramento. You'll go to all of these other things to fight your culture wars. Are you going to fight for TmAcula or not? Because it's not going to be justice resolution. You got to show up and you got to do more than that. So, take my word for it or just don't.

UNKNOWN 1:42:49

Whatever you're going to do, you don't listen to me anyway. But I'm going to fight for it. So, hopefully maybe that makes you all some better people and you'll fight with me. Thanks, [applause] >> Good evening again. I appreciate the board for putting this on the agenda. I've been uh speaking to this at length. Dr. K, I appreciate you for showing up

UNKNOWN 1:43:26

to that meeting. Um, I found it comical when uh I think it was Brendan Kalfus who brought up the EMF effect and everybody in the room started cheering and clapping because when you talk about it, you get booze. I think that's interesting. Um, but um I just want to speak to this to the people watching at home to be aware of what's going on that

UNKNOWN 1:43:48

we do not have to comply with anything SDG& sends us. there is a gray area that people are bringing up about them having to have access, you know, um if they claim imminent domain. Well, that would require a letter from the state. A letter from SDG& doesn't do anything. So, uh to the people of Tmacula who are

UNKNOWN 1:44:10

dealing with this coming down your backyard. Um there is a group on TM uh Save Tmacula on Facebook and I also was informed that the city council um has put information out on their website uh for any details and I think starting in July they will be agendaizing this item every month. So any uh community member can go and speak to the power line

UNKNOWN 1:44:38

situation and give your opinion. And uh that's it. I just wanted to speak to this and thank you for agendaizing this. Appreciate you guys. >> Good evening, President Kamaroski, members of the board, Superintendent Veles, and members of the community. Um, Save Tmacula is here. My name is Aaron Dornan Leudo. I am a TmAcula resident and a member of Safe Tmacula, a

UNKNOWN 1:45:07

community effort working to help residents become informed, engaged, and coordinated in response to the proposed Golden Pacific Power Link project. I want to thank the board for bringing forward this motion opposing the proposed route through our community and for standing with the students and families that you serve. As a parent and resident, my greatest concerns are safety, wildfire risk, and emergency

UNKNOWN 1:45:28

evacuation. Tmacula has already experienced the realities of wildfire, evacuation challenges, and increasingly dangerous fire conditions. Any infrastructure that could complicate emergency response, evacuation efforts, or access to schools deserves careful scrutiny. I'm also concerned about the potential impact on students and schools. The proposed corridor would place major transmission infrastructure near educational environments, raising questions about student safety, emergency planning, wildfire

UNKNOWN 1:45:58

preparedness, and exposure concerns. The CPU identifies schools as highly sensitive receptors when considering EMF mitigation measures, underscoring the importance of careful review whenever transmission infrastructure is proposed near students and school communities. I would respectfully encourage the board to consider securing additional expert support in this effort, including professionals with specialized knowledge of utility regulation, environmental review, wildfire risk, EMF mitigation

UNKNOWN 1:46:27

standards, and the CPU and Kaiso processes. These proceedings are highly technical and communities that have successfully influenced infrastructure sighting decisions have often relied on expert guidance to ensure local concerns are fully represented and effectively advanced. This issue will require coordination, persistence, and a unified voice. Save Tmacula looks forward to working alongside the district, the city, and other stakeholders to help

UNKNOWN 1:46:54

educate residents, coordinate community engagement, and support efforts to protect our schools, families, and community. Thank you for your leadership and for your commitment to the students and families of Tmacula Valley Unified School District. And here it is. [applause] [snorts] Okay. um if you wanted to start my clock. Um I did speak at city hall. We went from 3 minutes to 1 minute, but I you

UNKNOWN 1:47:27

know um I think it was a great unifying moment for the city as much as we disagree on things and a member of the community just spoke um that think, you know, maybe thinks this is the way. I think this is a really awesome opportunity to educate the public um on what we can do as citizens, how we

UNKNOWN 1:47:43

can get informed, how we can take this complex puzzle and simplify it for people. Um so it's a two-prong argument that I'll propose I did at city hall at least. Uh but I'll start out by saying more than 40 years, for more than 40 years, hot air balloons have been woven into the DNA of our um city. And I would

UNKNOWN 1:48:01

say that our city and I said this to city hall that I think our city is in a low altitude aviation city and we have so many hot air balloons. I mean just today probably 10 to 20 have you know traversed the skyline after sunrise. Um and and on yearly 4,000 to 10,000 flights. So uh it's a huge deal. Um

UNKNOWN 1:48:23

we have we have different u you know flying patterns from wine country. I don't know how they'll close they'll get if those towers were uh erected, but basically this first prong I would just say that California, you know, public utilities, CPU around the fall or the winter 2026 coming up soon, they're going to submit this to SECA and then

UNKNOWN 1:48:44

that's going to require analysis of physical impacts, tourism impacts, land use compatibility. And this is where I was encouraging the city to get FAA involved because we're a a lowaltitude uh flight city. And I think that the FAA might be able to put pressure on the CPU to stop San Diego Gas and Electric from possibly claiming eminent domain. Ladies

UNKNOWN 1:49:05

and gentlemen, I was at the city hall. SDG& were the most embarrassing I've ever seen in my life at presenting anything to the city of any sort of substance. If you were there with me, you saw the same thing. It's absolutely embarrassing. It's because they literally don't care. I'll defer to my colleagues on this and then on my second

UNKNOWN 1:49:22

round I'll talk about the health health impacts to children and why I condemned it as a school board member especially being close to Veil Ranch Middle School. Anybody else? >> Actually, I just want to thank the public for their comments. Um I appreciate I needed that feedback from everyone because I wasn't quite sure where I stood on this. Um, so thank you

UNKNOWN 1:49:48

for clarifying. Um, I appreciate your comments >> as a response. >> It is great to see the community unify behind this and I'm sorry that we have to battle it, but it was heartening to see so many people show up at city hall and I know that Dr. Kamroski took a lot of time to go to think through it to put

UNKNOWN 1:50:16

together the argument and advocate for us not just as a district but as somebody who has this as his expertise. He's done his doctorate work. He understands what we're facing. So I think somebody mentioned the fact that why is this on the agenda? Because it doesn't help our kids. It does actually. We've sat down with staff and listened

UNKNOWN 1:50:37

to them concerned. when you look at Veil Ranch, when you look at the project and the possibilities, we absolutely are fighting this. It's why it's on the agenda. And I really appreciated the fact that um you know, Dr. Kay and I could talk about it with staff, too. So, yes, let's run with it together because they need people from every sector to

UNKNOWN 1:50:56

come and talk about this. And I'm hopeful we can have a seat at the table. Um, yes, there might be an issue of eminent domain and the state doing what they want, but we've seen this before where towns come together and unify for a very important purpose, and it is protecting the kids and the residents and talking about fire and the possible

UNKNOWN 1:51:16

danger. So, I'm happy that we're here tonight. Thank you for those of you who came to speak to this and we're going to continue to work towards a solution and trying to persuade the powers that be that Tmacula doesn't want this. and I think we can be successful. So that's what I have to say on this and I look

UNKNOWN 1:51:34

forward to continuing to fight the battle with you. >> Thanks, M. Worse. >> Mr. Schwarz. >> Yeah. Um this is not only uh dangerous for a community is in my backyard. I live in South Tmacula. I live a few blocks from Veil Ranch. So um unfortunately I was not able to go to the city council meeting. I was driving

UNKNOWN 1:51:59

my daughter to the hospital to have her baby. So, I was otherwise occupied, but I would have been there. I did email um my councilman, Matt Ram. I did email uh Zach and Calfus, and I spoke to the city manager, and I will be in this fight with you till the end. Whatever you need, whatever I can do, you have my

UNKNOWN 1:52:20

email, my address, just let me know. We got We're in this together, guys. No matter where you live in in this town, it's going to be dangerous for our community. It's going to hurt our businesses. It's going to hurt tourism. It's going to hurt our kids. And that's the future. And that's what we have to watch out for.

UNKNOWN 1:52:38

>> Thank you, Mr. Schwarz. Mr. Bar. >> Well, um, this is a no-brainer. I mean, we have there's there's so much at stake here and it's it's right here on the flyer where Save Tmacula um is spelling this out. I mean, it's wildfire safety. It's transmission lines cutting through neighborhoods behind backyards. Our property values are in danger. Um

UNKNOWN 1:53:05

homeowners insurance. I mean it's homeowners insurance is hard to get as it is and it's going to become even more possibly more difficult to secure or afford. Um how does this power line impact scenic views and open space peace and quiet health in which Dr. Kamaskki I'm sure is going to speak to because this is his area of

UNKNOWN 1:53:30

expertise and in addition to that what's the damage to the local economy. Um so again I mean this is a no-brainer. Um we need to fight against this. We need to unify as a community and again I'm not so sure how much a resolution can do. Um I'd like to talk to save Tmacula. I mean this is not

UNKNOWN 1:53:52

really my wheelhouse. I don't know how to deal with this really. I mean actively. So I'd like to act I'd actually like to speak with you about what I can do. Um so perhaps email me and uh we can set up a time to talk. Okay. Thank you. I'm probably going to make a video about this to unpack this even more. Um so

UNKNOWN 1:54:15

basically couple things to remember is what you're measuring. Um you have EMFs, you have elves. Just think of Lord of the Rings. You have MFS. So um and then you have RFS. Think of RFS like 1 billion hertz, gigahertz where you have um 5G towers. Think of ELF's extremely low uh frequency um such that these towers could admit it. And

UNKNOWN 1:54:40

then think just to simplify this if you can't remember anything else just think leukemia, DNA damage, cancer, blood tumors, brain tumors, oxidative stress. This is what would impact our children. Title five puts this tower at about 350 feet and we can just say that governing bodies you might have um state um you know national international there is no hard line on exactly what um our

UNKNOWN 1:55:11

children can't be afforded to be exposed to. So you have a national governing body but it's not governing it's just a suggestion. Your phone's on. [clears throat] So I'll just give it to you. Um in Institute of Electrical and Electronic Engineers, I recommend that you can't get exposure over 9,000 milligos. This is very important, not millatts. That would be

UNKNOWN 1:55:33

measuring RFMF. This is milligos. [clears throat] This is what we use to measure um the magnetic frequency and the ELF, the extremely low frequency. They recommend nothing over 9,000. [clears throat] Kids can get leukemia at 3 to 4 milligos. And just to give you an estimation, at 300 ft, our kids could be exposed anywhere from 2 to 4 milligos at

UNKNOWN 1:55:55

Veil Ranch Middle School. Just think about that. I'm going to make a video to expose this. And then think Switzerland recommends 10 milligos, Italy 3 to 10, Netherlands four. We are skyhigh 9,000. [clears throat] So it's absolutely unacceptable if you look at a governing body that oversees this. and the EPA was dysfun um I think we're going to Yeah, I'll let

UNKNOWN 1:56:24

you go. >> Yeah, we're going to recommend a subcommittee uh Mrs. Woram and myself with Dr. Vez and Mrs. Lash with district uh a district attorney so that we can act on this if we have to. I think our strongest and most powerful argument to the city is the health and welfare of our children exposed at Veil Ranch

UNKNOWN 1:56:42

Middle School. That is a powerful argument. I would love to get behind it. Ladies and gentlemen, I am well verssed in this research. Um it's tantamount to my dissertation that I dealt with 5G tower. So I would love to be a part of this if we get more consensus. Dr. Vas. >> So I just want to give a little clarity

UNKNOWN 1:56:59

in regards to the subcommittee. Um the adoption of the resolution tonight would actually um and the adoption of a subcommittee moving forward. This would support the district's efforts to participate as an intervenor in the California Public Utilities Commission proceedings as it's related to the SG and EG powerline project. And as an intervenor, the district would have the

UNKNOWN 1:57:23

opportunity to formally advocate for the interests of our students, our staff, our students and community as the project moves through the regulatory review process. So there is an advocacy piece to this. The first the resolution is a statement in terms of where the district stands and their feelings about the SG& power lines and then that will then create the subcommittee so we can

UNKNOWN 1:57:43

continue to advocate for our kids and our community. >> Yeah, Dr. Anderson clarifying question. >> Would any community members be on the committee or is that something the committee would consider or no? Is that separate because we already have community advocacy groups? >> I do believe it would be only board members at this time. >> Okay. Do we have consensus for the

UNKNOWN 1:58:08

subcommittee? >> We do. Dr. Anderson. All right. We have consensus from three board members. We have consensus from the other two. >> I'm I'm fine with the subcommittee. I would just rather take a vote. That's what I want to do. I don't want to do consensus. Let's take a vote. So, we have a motion and a second.

UNKNOWN 1:58:26

>> Anybody want to move? >> Move. >> The motion is to approve a subcommittee. >> Second. >> Yeah. Okay. Okay. >> We'll slow roll this. The the motion and the second is to approve this resolution and simultaneously to approve a subcommittee with Mrs. Worman and myself to work with Dr. VZ and Mrs. flash and an attorney to be able to u intercede on

UNKNOWN 1:58:50

behalf of the um school district. Um do we have a motion in a second? >> Moved. >> Moved by Dr. Anderson, second by Mr. Barnum. Len, would you mind calling role? >> Wema >> yes. >> Anderson. >> Yes. Barham, >> Schwarz, >> Kamaroski, >> yes. Motion adopted 5-0. Thank you, Len. >> [applause] >> Thank you board. I'm excited and

UNKNOWN 1:59:19

community. I'm excited to fight for the health and safety of your children with these god forbidden towers that shouldn't be here. >> Okay. So now, okay, thank um we are on to one notice of public hearing Tmacula Valley Unified School District SULPA annual service plan and annual budget plan for the 202627 school year. And I think we have one public comment.

UNKNOWN 1:59:41

>> Hey, >> Edgar Diaz >> question. >> Uh Mr. Barnum has a question before we do public comment. >> So, and for you too, Dr. Bless, for both of you, is there any way we can do an omnibus for some of these? >> What >> can we do an omnibus for >> if I don't have to read through? There's

UNKNOWN 1:59:58

a lot of reading. >> Well, thank you. I appreciate having an open hearing for the SULPA plan. uh would like to see if there could be an ability to publicize uh who is able to attend to help develop this plan. Can they participate when and how? Uh curious is how educators who provide programs are unaware of how the SUPA

UNKNOWN 2:00:26

plan gets developed and what kind of participation parents and educators can have as a SLPA plan is pushed forward. In the moment, part of our SEOPA plan allows an SLP, a speech language pathologist to have a 55 cap uh average across the SULPA. We found in Tmacula since we are own SULPA that people are average or there are people have way

UNKNOWN 2:00:46

more than their 55 cap. In the meantime, TBSD has known that the there's an interpretation from ED code that it should be a firm 55 cap across the average of the year for individual SELPAS not across the whole of all SLPs. And yet when it was brought to attention, we have not come to a conclusion as as about a month ago as

UNKNOWN 2:01:07

far how that how that's going to be implemented next year so that we can staff accordingly for the next year. Also there is AB560 which posted a recommendation that RSP initials be spread out across um RSP teachers either across the district or across the site. Although this was brought forward in bargaining, we have still not been able to come to any kind

UNKNOWN 2:01:29

of practical actionable plan for this next year. on what that would mean for our educators to make sure that not one site or one person throughout the site is having more initials to do uh on top of their cap. We also have the issue of middle school RSP SDC blended cap which before back in the day not few like

UNKNOWN 2:01:47

maybe like seven years ago an RSP teacher in middle school would have a 28 student case load that they would supervise they would monitor and they'd be able to work on throughout it throughout the throughout the day. Now they have 28 students in their cap and an additional three sections of concept classes that they teach throughout the

UNKNOWN 2:02:02

day which could have been an additional 30 students that they're working with also diminishes the time that they can interact and monitor with their 28 students on their class cap which again that means less services for students by a credentialed individual. How are they to monitor the 28 students in their case load? How can they provide support when

UNKNOWN 2:02:20

their time is now spent planning and grading for these concepts classes class? We're also looking to make sure class sizes that don't compromise safety for students and staff. We think that should be an important part of the plan. And always more support for our most impacted students uh in the form of staff, in the form of funds, in the form

UNKNOWN 2:02:39

of materials. Thank you. [applause] Unless there's any discussion, I'll call for a motion and a second to conduct a public hearing on the 202627 SUPA annual service plan annual budget plan at the governing board meeting to be held on June 23rd, 2026. Do I have a motion and second? >> Moved by Mr. Schwarz, seconded by Dr. Anderson. Any discussion? Len, would you

UNKNOWN 2:03:07

mind calling role? >> Wema yes. Anderson, >> yes. Barham, >> yes. >> Schwarz, >> Kamaroski, >> yes. Motion adopted 5-0. Thank you, Len. Number two, notice to conduct a public hearing for the 2026 27 local control accountability plan. I call for a motion, a second to conduct a public hearing regarding the local control ability local control accountability

UNKNOWN 2:03:31

plan for the 202627 school year. Do I have a motion in a second? >> Move. >> Second. >> Moved by Mr. Schwarz, seconded by Mr. Barum. Len, would you mind calling role? >> Wema, >> yes. Anderson, >> yes. >> Barham, >> Schwarz, >> Koski, >> yes. Motion adopted 5-0. Thank you, Len. Three, conduct a public hearing for the

2026 27 local control accountability plan. I call for a motion and second to conduct a public hearing regarding the local control accountability plan for the 2026 27 school year. Do I have a motion in a second? >> Moved. Moved by Mr. Barum. Second. Second. >> Second. by Mr. Schwarz. Conduct the public hearing. Here we go. This is the time and place designated

UNKNOWN 2:04:20

for public hearing regarding the 202627 local control accountability plan. I declare declare the hearing now open at 8:04 p.m. Do we have any staff to discuss? Nope. Is there anyone who wishes to comment on the 2627 local control accountability plan? A total of 30 minutes is provided so members of the public can address the board. Speakers are limited to three

UNKNOWN 2:04:44

minutes a piece. No comments. If there are no more comments, I'll declare a public hearing closed. Public hearing end time, 804 number four on the action item, notice of public hearing for the 2026 27 budget. I call for a motion, a second to conduct a public hearing for the 2026-27 budget at the governing board meeting to be held on June 9th, 2026. Do I have a

motion and a second? >> Moved. >> Moved by Mr. Baram. >> Second. >> Second by Mrs. Wearsma. Len, would you mind calling ro? >> Wema. >> Yes. Anderson, >> yes. Barham, >> yes. >> Schwarz, >> absent. Oh, very >> Koski, >> yes. Motion adopted 5-0. >> Really quick on conduct a public hearing on number three. We didn't do roll call.

UNKNOWN 2:05:33

Can I do roll call real quick on that? >> Roll call. >> It was number 10, page 10. >> The LCAP. We have It was moved by Barham and seconded by Schwarz, but we didn't do roll call. Oh. >> To conduct. Is that Can I do it really quick, please? >> Where's? >> Yes. Anderson? >> Yes. >> Barham?

UNKNOWN 2:05:52

>> Schwarz? >> Kamoski? >> Yes. Motion adopted 5-0. Thanks, L. I could have swore we did. Okay, now we're on four. >> And that Oh, we already voted that in. Five to zero because Mr. Schwarz walked in. Okay. Five. Conduct a public hearing for the 2026-27 budget. I call for a motion, a second to conduct a public

UNKNOWN 2:06:12

hearing for the 2026 27 budget. Do I have a motion in a second? >> Moved. >> Moved by Mr. Schwarz, seconded by Mr. Barum. Len, would you mind calling role? >> I'm sorry. We have one public comment on this. We're going through these so fast. I'm sorry. Edgar Diaz. Okay. Good evening. TVA looks forward to funding learning environments that are

UNKNOWN 2:06:40

built into the budget for next year, which includes resources and the people who serve our students to make sure we can be successful moving forward. when our California educators including TVA finally push the b California budget across the finish line in a couple weeks that provides additional funds that would be coming to the district. We look over we look forward to having a

UNKNOWN 2:07:02

productive way to build something here together where we can u keep cuts as far away from the classrooms and the people who directly serve students who can see that there are because we can see that there are cuts to student services from what was outlined earlier in the proposal from the LCAP budget and take some time oh actually and that could

UNKNOWN 2:07:20

also limit the time that counselors have in face-toface conversations with middle school students as the the middle school administrators who were there were the ones in the IEP meetings. We expect that though that burden will not come back to our educators, our counselors. Thank you. >> I call for a motion, a second to conduct a public hearing for 2026 27 budget. Do

review and consider the 2026-27 budget. I declare the hearing now open at 8:08 p.m. Is there anyone who wishes to comment on the 2026 27 budget? Total of 30 minutes is provided. Some members of the public can address the board. Speakers are limited to three minutes. If there are no more comments, I will declare the public hearing closed.

compensation and benefits May 15, 2026 between the Tmacula Valley Unified School District and the Tmacula Valley Educators Association CTA NEA. Do I have a motion in a second? >> Yeah, but it's you said number six. It's number eight. >> Just correct the record. >> No, >> I'm sorry. >> Well, let's see. because we bumped 18 to one and then we pushed two, three, four.

UNKNOWN 2:09:27

>> Okay. Sorry. >> Yeah. Okay. So, we're on number six. Do we have any public comments? >> Yes, we have one. Anaisa. >> Okay. Then I'll do the motion the second after that. >> Good evening. My name is Anna Lisa Buess and I am a fifth grade teacher at Nicholas Valley Elementary School. Um, I wasn't planning on speaking tonight, but

UNKNOWN 2:09:48

thank you very much for allowing me to do so. Um I'm a little bit concerned about the fact that our teachers compensation seems to be at the bottom um when we compare ourselves to other school districts and um I'm nervous that we're going to be able to retain and gain um new teachers coming into our district. Um the new generation of

UNKNOWN 2:10:12

teachers coming out are different than my generation. My generation was all about loyalty to a company, loyalty to your district, loyalty, loyalty to your job. And I feel that the new generation might have a more healthy perspective on work. They're loyal to themselves. They're loyal to the fact that um if things are not working for them, they

UNKNOWN 2:10:32

will find what does. And if we're not um increasing compensation for these teachers, I think we're our district is really going to um suffer as a result of not making sure that we have highpaying, well-compensated, good health benefits for all of our staff, including custodians and librarians and teachers and speech and language pathologists. Um, we all know that when you have

UNKNOWN 2:10:59

really highpaying positions, you're going to draw um from other districts. And so, please, please, please consider not only giving um yourselves raises, but making sure that we are compensating teachers and staff and custodians and everyone in between because it's really important. Thank you for your time. [applause] >> [applause] >> Okay. Item six, notice to conduct a public hearing of the Tmaca Valley

Do we have any public comments? >> Yes, Edgar Diaz. just [clears throat] it's been kind of

UNKNOWN 2:12:32

confusing to me because the public hearing is this public hearing, right? So like right now you're calling me for public comments before the agenda item. >> Okay. >> And I know for the last one it should have been fine. Okay. >> All right. So, uh, we are here as TVA behind me wearing black to demonstrate that when we engage in good faith

UNKNOWN 2:12:49

bargaining, we can come together to build a district that draws and retains educators and staff. Part of that is making sure that we are providing resources and the compensation available to draw people to come to TBUSD and not to leave TBUSD. Over the years, we've heard that we're not made out of money, which makes it important for us to work towards fully

UNKNOWN 2:13:08

funded schools by the state and federal government. The state funds a floor with Prop 98. We can be advocating to make sure that California is funding at a greater level. The federal level provides half of IDA or special education funding. That's half of the funds that they're supposed to provide. And yet we are not advocating at the

UNKNOWN 2:13:29

federal level to make sure those dollars come to the to serve the students that need to. We're we're settling for the crumbs that are coming to us from the state and from the crumbs that are coming to us from the federal government. That is what build us together. And what I mentioned earlier is as public people who serve public

UNKNOWN 2:13:46

education, we should be advocating for those dollars to come here. Otherwise, we are just working to figure out how we can band-aid something or as you call it a Mickey Mouse repair uh for a building or whatever it is that we're doing in the classrooms. We're not really investing in what we need to get done is to make sure that our schools are fully

UNKNOWN 2:14:05

funded. When we work collaboratively, we can build solutions to support students for success. And we must start by advocating for the people who are funding our schools at the government level. Thank you. [applause] I call for a motion, a second to conduct the public hearing of the tenative agreement article 7 compensation of benefits May 15, 2026 between the

UNKNOWN 2:21:24

27. I just have to read off all the titles. We'll take a motion in a second. Till then, we have two public comments and they're on items 13 and 14 collectively. So, we'll hear those first. >> Sure. First up is Ana Lisa, followed by Jennifer San Nicholas. Hi, thank you so much for letting me speak one more time. Um, I was looking

UNKNOWN 2:21:49

at action item 13 and um, I'd like to express my deep concern and disappointment regarding the proposed step and column salary increase for the executive level of the district director's assistance assistant superintendent. Um it's not about questioning the value of our district leadership. Um directors and assistant superintendents and the superintendent play a very important role in supporting

UNKNOWN 2:22:20

our schools. However, the proposed raises of about six or seven thousand dollars um is a serious concern about priorities and fairness. At the time when our district leaders are already compensated at the near top of other district school districts, many of our classroom teachers remain near the bottom of the regional salary rankings. The individuals who spend every day

UNKNOWN 2:22:48

directly serving students, building relationships with families, and addressing learning gaps, managing increasing complex classrooms, and carrying out the mission of this district are still waiting to see compensation that reflects the work that they do every day. Teachers are the foundation of students success. Without outstanding teachers, there are no outstanding schools. And I'm really concerned that the raises that the DEO

UNKNOWN 2:23:17

is giving themselves shows that we're serving two masters. We can't say that we're poor and we can barely give teachers a 2% cost of living adjustment, but we can give everyone at the top $7,000 raise for two additional days of work. Help me understand this. This is not a good look for our district. We can't serve two masters. We need to

UNKNOWN 2:23:44

prioritize the people who are in the trenches working with the students every day. I beg you not to allow yourselves this $7,000 raise. Thank you, [cheering] [applause] I'm speaking on number 14, the need for qualified educators. We would not have to put out calls like this if the current board majority treated our teachers with the respect they deserve.

UNKNOWN 2:24:16

TVUSD once had a stellar reputation as a district where educators wanted to work and families wanted to be. Unfortunately, that reputation has been overshadowed by the perception of a school board that creates unnecessary conflict and instability. We have seen record numbers of retirements and departures during this board's tenure, especially this year with the retirements. Experienced educators are

UNKNOWN 2:24:37

leaving and recruiting new teachers has become increasingly difficult. This should concern every parent, student, and taxpayer in our community. Rather than creating chaos and division and uncertainty, the board should focus on supporting the people who make our schools successful. Pay our teachers fairly. Stop forcing them into annual battles over compensation. Stop treating educators as adversaries. Professionalism, respect, and stability

UNKNOWN 2:25:00

should be the standard. Our teachers deserve better. Our students deserve better. and our community deserves leadership that stren strengthens the district instead of undermining it. Thank you, [applause] >> Edgar Diaz. I'm speaking on 13. Uh and uh part of it has to do with the when TBSD approached us in October and said, "Okay, our our budget, we need to

UNKNOWN 2:25:43

fix it. We need to work on furlow days. We need to work on what programs can we cut? What contributions? What are you willing what are you willing to do to let go of stuff for your students?" TVA was the one that said, "We're not going to do any of that. Our students need every single ounce of support they can

UNKNOWN 2:26:00

have." and our teachers need every support and resources they can be provided for six months. That's the way it went. Then we come to settle a contract and as we're settling a contract now we're here to say we're going to provide raises to everyone across even though it was the teachers and educators and classroom counselors and speech language

UNKNOWN 2:26:24

pathologists RSP teachers and SD teachers who had to come to a board meeting who had to organize at sites who had to bring send messages to you all on why this is urgent. When we look at governing a school district, when we look at what we need to do to provide services to our students, we need to think how are we

UNKNOWN 2:26:44

going to do this in a way that values the people who are doing that work so they don't have to be coming up here all the time. I don't remember once seeing a principal, assistant principal or assistant director or superintendent coming up here and saying, "We need a raise. >> Okay, I'm going to attempt to omnibus action

UNKNOWN 2:27:17

items 13, 14, 15, 24, 26, and 27th. I'm just going to read them all off the titles. If the board approves, we can um motion and second and vote these in. >> Can we pull 13 and vote for that one separate? >> Okay. So, I'll attempt 14, 15, 24, 26, 27. So, let's put those aside and deal with

UNKNOWN 2:27:42

14. Um 13, excuse me. Action item 13, amendment to administrative, confidential, non-administrative, unrepresented, and executive salary schedules. Do we have public discussion or excuse me, discussion on the U board? I think Dr. Anderson, you wanted to talk it. This has just been something that's been weighing on my mind. I just don't know if it's the right thing to do.

UNKNOWN 2:28:09

I don't know if I can postpone it or >> can't postpone it now. >> Yeah, I know. So, that's it. I just want to pull it. And >> what's the problem? Um the problem is I've had some of the same thoughts that the um public speakers addressed with the raise and it's a million dollars and we're cutting we're cutting teachers, you

UNKNOWN 2:28:39

know, at one we're trying not to cut staff. [sighs] So I know it's I I don't want to interfere with the bargaining process. I just want to pull this one separate. It's just one that's hard for me. >> But but what I have a question. What do you mean pull it? I don't know what you mean by that.

UNKNOWN 2:29:02

>> I want to vote on it separate, not in an omnibus. >> You said that. >> Yeah, that's all. That's what he wanted to know. And I'm just telling him this one is one that I want to vote on separate. >> Okay. Mr. Hman, >> my comment here is that I think in looking at the district office, it is

UNKNOWN 2:29:24

important to get a handle there on how much growth there has been. And I know that I've talked to Dr. BZ about this and it is hard because we're making cuts across many aspects of different sectors throughout the district. And I do think that we should talk about this. It's hard here because you've got several things lumped together and in the last

UNKNOWN 2:29:48

couple of years I've advocated for separating those because I've felt differently on each one. I don't know now with the bargaining process um where we're at with this, but I do think it's merited to have a discussion here at the Deis and get several opinions. Obviously, we're so grateful for everybody that works in the district, but we are a little topheavy

UNKNOWN 2:30:13

in the district office in terms of salaries and so forth. And what I would love to see is a split with these two items next year and an honest discussion on how evaluations are done and that we're kind of looking equitably at where cuts are made in more than one place. So, those are my thoughts. >> Any other discussion?

UNKNOWN 2:30:34

>> Yeah, Schwarz. Doc, could I ask Mrs. Lash a question? >> Mrs. Lash, Absolutely. Is Is this millions of dollars we're talking about? >> It's not millions of dollars. Let me pull up the dollar amount here. >> Thank you. >> While you're doing that, Mrs. Flash should be clear the amendments to the admin confidential and executive salary

UNKNOWN 2:31:02

schedules is exactly what TVA and CSCA received. There was also something else off of the public speaker. All admin is getting exactly what everyone else is getting. So I just want to make that clear too while Mrs. Lash was trying to answer. >> The entire cost the cost of the entire item number 13 is 547,000 in total.

UNKNOWN 2:31:25

>> Not millions of dollars. >> It's 547. Okay. What where does the 1 point? >> So that's ongoing and then the one time is 547,000. >> So total 1 million. >> Yep. >> Were was this was any of this negotiated with was any of this in negotiations? Mr. >> RC >> Dr. Anderson, >> I just want to clarify audience. Can you

UNKNOWN 2:31:50

please keep it down, please? Thank you. >> The admin admin salaries are not part of a negotiated negotiated item. >> Thank you. Okay. Do we have a motion and a second? Moved. Moved by Mr. Schwarz. >> So, can can you say the motion? >> I'm sorry. >> Okay. I call for a motion and second to ratify and approve the administrative

UNKNOWN 2:32:13

confidential classified non-administrative and executive executive salary schedules 202526 effective July 1st, 2025. It was moved by Mr. Schwarz. >> Second. Seconded by Mr. Barhamm Len, would you mind calling roll? >> Where's >> Anderson? >> No. >> Barham, >> yes. >> Shorts, >> Kamoski, >> yes. Motion adopted 41. Thank you, Len. >> Yep. Okay, here we go. 14 15 24 26 27.

UNKNOWN 2:32:49

I'm just going to read off the titles >> and we'll enact these in one uh vote with a motion in a second. I call for a motion a second. These are Yeah, I already said that. I call for a motion, a second to approve the declaration of need for fully qualified educators for the 202627 school year. And I call for a

I call for the motion and a second to approve the amendment to employment agreements for assistant superintendent educational support services, businesses support services, human resources development, and student support services between the Tmacula Valley Unified School District and Nicole Deas, Nicole Lash, Francisco Arce, and Dr. Michael McTazznney. Do I have a motion, a second to approve these

Barham, >> yes. >> Schwarz, >> Kamaroski, >> yes. Motion adopted. 5-0. >> Okay. And now we are on to item 16, consideration of bond advisory committee

UNKNOWN 2:35:00

recommendations regarding proposed general obligation bond ballot language and related communications. Do we have any comments on this? >> Five. Six comments on 16. [clears throat] >> Six comments. >> Okay. First up is Jack Guerrero followed by Jean Femia. Good evening, ladies and gentlemen. and I'm Jack Guerrero, member of the advisory committee, and I'm here on this occasion to speak very respectfully in

UNKNOWN 2:35:35

disagreement uh with the committee's recommendation to approve the bond measure. I sent a letter of disscent to each of you earlier this afternoon, and I'm going to read exerted material from that letter. My disagreement with the advisory committee is not centered on the question of whether TVUSD has legitimate infrastructure needs. Every member of the advisory committee understands that schools require

UNKNOWN 2:35:58

investment in classrooms and facilities. Rather, my concern is whether the ballot language provides voters with sufficient material financial information to make a fully informed decision at the moment that they cast their ballot. Regrettably, the current language omits several material financial facts that ordinary voters would reasonably consider important before approving nearly a4 billion dollars in bonded indebtedness. Specifically, the proposed

UNKNOWN 2:36:31

language fails to disclose that the bonds may legally carry interest rates up to 12% annually as per California Government Code section 53531 with estimated interest payments totaling approximately 168 million. That taxpayers are expected to repay debt over an estimated 30-year period. that total debt service is projected to reach approximately $382 million, substantially exceeding the principal amount borrowed. These are not

UNKNOWN 2:37:05

minor administrative details. These are central financial facts directly related to the long-term taxpayer obligation being created by the measure. The majority view expressed by the advisory committee was that such information is already disclosed within the more detailed tax rate statement. However, that argument overlooks a practical and important reality. The overwhelming majority of voters do not carefully study the extended bond documentation

UNKNOWN 2:37:37

contained in the sample ballot materials. What most voters actually read is the 75word ballot question appearing immediately next to the yes and no voting options on the ballot itself. That is precisely why the ballot question itself matters. Ladies and gentlemen, public trust in government is strengthened when institutions present the whole truth, not merely the most favorable or politically convenient

UNKNOWN 2:38:07

version of it. If we are committed to truly letting the voters decide, then we should trust voters with all material financial information relevant to their decision. The issue before us is larger than a single bond measure. It concerns whether transparency is treated as a governing principle or merely as a procedural minimum. Thank you for your attention. >> Two more things from Chelsea.

UNKNOWN 2:38:41

six. Next up is Gene Femia followed by Sarah Bell. >> Good evening everyone. On tonight's agenda, we have a school bond issue for the November ballot. The board's advisory committee has met for months with district staff, attorneys, and bond consultants. They've looked at the real district needs, and they've looked at voter responses. Four of those five committee members and

UNKNOWN 2:39:08

all of the experts they consulted now give you their recommendations. One committee member, Mr. Guerrero, disagrees with the wording of the measures summary. I'm hearing this disagreement framed as a question of transparency to voters. It's not. It's a question of purpose. Bond issues have a lot of financial details by their very nature. Following California law, voters will see all the

UNKNOWN 2:39:38

details in their voter guide. Everything is there. Everything. But the summary is limited to 75 words. The recommended sum summary that you have here explains the bond in standard language that California voters have consistently understood and supported. It states the bond's purpose, its amount, estimated tax rate, overall annual tax burden, and it requires citizen oversight, audits, and local

UNKNOWN 2:40:10

control. Adding more numbers into these 75 words. Without the room to explain them causes confusion, and based on actual election data from the past, it makes voters less likely to pass the bond. And that's the point. What is Mr. Guerrero's purpose in adding non-standard language that confuses voters? Well, on April 17th, he spoke to a local political group about how to stop school

UNKNOWN 2:40:45

bonds from passing. So, I ask you, new trustees, what is your purpose? Do you want to fix the old roofs and plumbing and the security alarms and all of that sort of thing? Do you want to modernize the labs and the tech that our students use? Do you want this bond to pass? If you do, please approve the

UNKNOWN 2:41:09

recommended resolution without changing any wording. Thank you. [applause] Sarah Bell followed by David Sola. >> Good evening board. Tonight's item is about more than the bond language itself. It's about whether this board respects the process that it created and respects the expertise that it sought. Will you fulfill the responsibilities that you were elected to carry out by

UNKNOWN 2:41:43

acting in the best interests of our district and its students? Will you put forth the recommended language for this bond measure? Respectfully, it is not this job's board to change the way ballot language is presented in the 75 words with access to additional information later in the packet. If voters wish to read this supplemental information, they have every opportunity to do so as they

UNKNOWN 2:42:11

had in previous elections. The board advisory committee spent nine months of meetings and consultation with experts that you retained. Those experts included bond counsel, municipal adviserss, and bond consultants whose professional responsibility was to ensure the transparency to voters to ensure that the language was legally sound and effective. The committee was asked to do the work. They did the work. The experts hired

UNKNOWN 2:42:43

provided the guidance, were asked to provide the guidance, and they did. Will you put forth the language they recommend? I'm asking the voters to pay attention to what each of you do next. There appears to be a performative contradiction. All five of you previously agreed that there is a need for these facilities improvements and stated that you're in

UNKNOWN 2:43:08

favor of giving the voters the choice by putting the bond measure on the ballot. But will you use the recommended language and make it viable or will you use unconventional ballot language because you actually want it to fail? I hope not. the voters of this district. Well, your duty is to govern in the best interest. I'm going to say that again because it's

UNKNOWN 2:43:38

that important. And now, the voters of this district should pay close attention to your decision tonight. Every member of this board has recognized this need for facility improvements throughout our district and has expressed support for this bond to be on the ballot. Unless you have identified alternative funding for the billion dollars worth of facility needs, I respectfully ask that

UNKNOWN 2:44:03

each of you approve the language recommended by the board advisory committed that you committee that you created and support the language by the retain experts you retained. Thank you [applause] David Sola followed by Edgar Diaz. A little over a year ago, I came here and I told you about the condition of those portables at Tmacular Valley High

UNKNOWN 2:44:33

School. And as usual, uh, you all kind of tune out when I start talking. So then you got this committee together and you put them on the assignment. And then they went and they told you Jack Guerrero in his own words told you there's a billion dollar over a billion with a B dollars worth of need in this

UNKNOWN 2:44:51

district. And also, we forgot to mention that we're four years behind actually starting to take care of those needs. 2022 is the first school on that list if you go back and look at it. And then Jack walked you through what that cost is on the individual taxpayer, the taxpayer, the $20 per $100,000 valuation and all the details so that you could

UNKNOWN 2:45:10

understand what this impact was. And even with that very modest increase on the taxpayer taxpayer, which also by the way is the lowest increase and the lowest tax burden on all taxpayers in this entire county and any comparable county in or any comparable comparable district in Orange County or San Diego County as well. The lowest possible burden on taxpayers.

UNKNOWN 2:45:33

And then he comes up here and tells you not if it has this language. So then how are we going to fix it? How are you going to fix a billion dollars worth of need? Because they reduced that need down to $425 million and then said, "Here's a bond for 215. Where do you think the rest of that money comes from?

UNKNOWN 2:45:52

We don't get the grants if we don't do the bond. They can't match us if we don't have the money." So, you can sit here and say, "I'm not with this language." But the language that you're choosing, which has already been called out by other people, is a poison pill. You're purposely putting language in a bond, not for

UNKNOWN 2:46:11

transparency, because believe me, I'm all about transparency. I hope the voters know everything about the people and the things that they choose before they come up here and make a vote. But if you're not going to put it in the voters's hands, you don't get to talk out the other side of your mouth and say, "I care about what the voters

UNKNOWN 2:46:25

think. Let the people vote." You're not letting them vote because of language. And it's not like you're using the standard language. You're picking and choosing specifically what to put in this so that it dies. And then what? That billion dollars worth of need doesn't go away. You still have to fix it. I'm willing to put whatever I I'll take

UNKNOWN 2:46:45

the $40 uh increase per $100,000 valuation, which wasn't even on Mr. Guerrero's slide deck, right? If it means that we can get the schools taken care of and get the students environments and where the teachers are working fixed and up to date, we do great as a district, but we're really going to have to answer to the voters if

UNKNOWN 2:47:05

we don't pass this. And then we're going to have to try and fix it for the next 10 years. Make the right decision. Get this thing passed tonight so that we can move on. You don't have a lot of levers you can pull to take care of these schools. This is one that you can pull tonight. Thank

UNKNOWN 2:47:21

you. >> [applause] >> In your consideration today, I want you to think about the healthy and safe learning and working conditions that you provide to your students and your employees. Mr. Mr. Kloski, I told I heard you talking about safety for students earlier today with power lines, but imagine being a special education student that has to go to a portable

UNKNOWN 2:47:59

with a handle that continues to break off the wall because it's been repaired over and over again. Don't we need to do something about these portables that have been there for decades that are falling apart where people are getting unhealthy because of the odors that come out of it or the animals that get trapped underneath it? Don't we need to think about how do we

UNKNOWN 2:48:26

provide the learning environments where students can succeed? Everyone goes to summit and they look at it like, "Oh my gosh, awesome. I wonder if we could do more." But here you have an opportunity that will honor the students, provide the environments for employees to be able to serve those students and to honor the voter the voters of

UNKNOWN 2:48:49

this community and your constituents. As an educator, we are told to provide high expectations for what they can do, for what students can do. We're able to provide the same thing to adults. provide them the information. It is their job to go research just like I don't know what every position a candidate I choose for is going to vote

UNKNOWN 2:49:10

for. But I have to rely on what they share for a bond. Are we going to be a school district that is going to disrepair or are going to be one that is going to continue to provide the facilities that enable education to occur at the highest level? When I first started here, I came from the Bay Area, serving some of the oldest

UNKNOWN 2:49:38

schools around. A lot of schools here were shiny. They were new, just a few years old. 26 25 years later, they're a couple decades old and they need some love. Are we just going to continue putting paper on top of a roof to m make sure that there's no water coming through and stopping leaks before they happen? Are

UNKNOWN 2:50:01

we going to actually go through and replace the AC system so in August when we get hit with a brick with 100 degree weather that we can actually maintain classrooms lower than 80° and I'll tell you at a middle school after lunch very hard to do and you also get an odor coming from bodies. We have an opportunity. Let's take it.

UNKNOWN 2:50:24

>> [applause] >> last speaker, Lindsay. Okay, so I want to say thank you so much to the bond advisory committee for dedicating approximately nine months to study studying this bond issue. The committee was created by our very board to review information, hear from experts, evaluate all options, and bring forward a recommendation. community members volunteered a significant amount

UNKNOWN 2:50:54

of their personal time and effort to participate in that process. According to the letter that was um in this agenda, this action item, the committee unanimously agreed that the district's facilities needs are real, urgent, and substantial. Throughout the process, members heard from bond council, municipal adviserss, consultants, district staff, and other subject matter experts. After months of meetings and

UNKNOWN 2:51:17

deliberate deliberation, four out of the five committee members recommended the proposed ballot language. One question I continuously have to ask is why are we potentially weighing the opinion of one individual board member over the recommendation of the other four committee members that you all chose. The purpose of an advisory committee is to gather the information, deliberate it, and provide the recommendation to

UNKNOWN 2:51:43

the board. If after nine months of work, the recommendation of the majority can simply be disregarded in favor of the opinion of a single member, then it is fair to ask what value the board places on the committee process it created. The board certainly has the authority to make the final decision. However, if it chooses to reject or substantially alter

UNKNOWN 2:52:03

the committee's recommendation, the public deserves a clear explanation as to why. Transparency is not just about the final vote. It is about explaining the reasoning behind that vote and demonstrating that stakeholder input was genuinely considered. I also continue to hear references like I did tonight of an ordinary voter can or cannot understand what exactly is an ordinary voter. The

UNKNOWN 2:52:28

voters of our community, our district, parents, teachers, homeowners, business owners, retirees, and taxpayers. We are fully capable of reviewing 75 words of information and making an informed decision for ourselves. Give the voters the facts and trust them to decide. That is all I need in order to make an informed decision. This is more than a bond measure. It's about whether this

UNKNOWN 2:52:52

board values the time and effort and recommendations of the very community members it appointed to the advisory committee. When volunteers dedicate nearly a year to a process, the public should have confidence that their work matters and that their recommendations will receive min meaning meaningful consideration. And just to piggyback on that, $8.33 a month approximately is well worth it

UNKNOWN 2:53:18

to me as a voter to invest in our schools. Okay? Maybe $100 a year. to refer to that cons instead of an obligation and as a tax burden. Respectfully, that is not a burden for me. Losing thousands of dollars in equity on my home if our schools deteriorate, that is where you're going to hurt me in my own pocket. Thank you

UNKNOWN 2:53:39

very much. [applause] >> I've learned a lot in this process and I want to say as the vice clerk and liaison to the advisory council, I want to say for the record that I disagreed with the fact that the dissenting opinion was edited and then ultimately withheld from this agenda. Mr. Guerrero did read aspects of it tonight. It's true he didn't submit the

UNKNOWN 2:54:23

edited version because he ultimately knew it would be rejected by the majority because a colleague told him that. >> Of course, a disscent a minority descent doesn't have a majority. That's the literal definition of a minority report. So I think we've done a lot of things well within this process, but I was disappointed with that. A committee's duty or an advisory

UNKNOWN 2:54:53

council is to provide this elected board and the entire community with the entire landscape of facts and disagreements. In my personal opinion, it's the only ethical way to do business, especially when dealing with millions of dollars the public will pay. I'm glad he could read part of his statement tonight, but honestly, it should have been in the

UNKNOWN 2:55:13

public record. You have a majority opinion. You should have a minority opinion published and in the record, and I think that was wrong. I believe that we do need to tell the voters we're borrowing 215 million, but it is only half the truth. Really, it should include the full debt service at nearly 383 million. In an era when families are struggling,

UNKNOWN 2:55:38

the ballot language should, in my opinion, my personal opinion, explicitly disclose the 30 plus year timeline and the actual total debt service. Then let's fight for it. Let's argue why it's worth it. I was for this bond, but I'm also for total truth and transparency from top to bottom. The bottom line is when people sit at their dinner table,

UNKNOWN 2:56:01

60 to 70% don't read the entire pamphlet. We are obligated to give it to them in the ballot language. >> Thanks, Ms. Wooman. Any other comments? Yes, Mr. Schwarz. >> I find it insulting Mr. Guerrero's comments that he says that the people of this community are so ignorant that they can't read what's in front of them. That

UNKNOWN 2:56:23

is insulting. >> That is insulting and it's a disgrace to talk to the people of this community like that. I've been in those portables. They're around the corner from my house in Pora Valley. I've been in TV where the rats are running through the roof. I've walked in other schools where the conditions are deplorable. We need to

UNKNOWN 2:56:46

support our kids. We need to support our staff. They need decent working conditions. Our uh custodial people have to stop trying to patch up these buildings that are falling apart. I recommend that we take the language that is recommended by Mr. AI uh Mrs. uh Dwali and I don't see the other is oh and and uh my friend uh Alex Duvas we

UNKNOWN 2:57:15

take their recommendation vote on it and give the voters of Tmacula the chance to vote to keep these schools going forever. Thank you, [applause] >> Mr. Barum. Any comments? >> Sure. Um, I want to thank the board advisory committee, Mr. Audi. You led very well. Okay. This group, it's a tough group. Okay. But thank you very much for your service. Thank you, uh,

UNKNOWN 2:57:48

Upnit and Alex and Janette and Jack. I mean, you all sat there together for nine months and uh you know, everybody knows how I feel about this. I taught in portables like at TBHS and it's it's hard. You you can't teach in those things. I mean, so they stink. The roofs are are are falling down. Um I

UNKNOWN 2:58:16

remember teaching summer school in a portable when they when the air conditioning went out. It was 105 degrees. This was in Orange County in Garden Grove. I mean, you know, we have to invest in our facilities. We have to invest in our in updated learning environments because learning has changed. And >> we need the state matching funds. That

UNKNOWN 2:58:44

is critical. If we don't do this, other districts are going to benefit. They're getting the money. We need them. We I mean it's it's it's we have to give the voters the opportunity and if a voter wants to research that is going to be their prerogative. They have every um opportunity to do the research. So, you know,

UNKNOWN 2:59:10

you know, I'm going to vote yes, of course. Um, but we need to invest and if we don't, we're not going to break ground on anything. If we get something passed in in uh 28, we won't break ground till 29. We'll we'll be so far behind. So, it's time to uh get off the pot and and allow the voters the right

UNKNOWN 2:59:31

to vote on this bond. [clears throat] >> So, want to say thank you to the board advisory committee for your work. I was skeptical at first. I thought it was too much bureaucracy. I was against it. Nevertheless, you've done a lot of work. I've learned a lot about this work and our community. Uh, of course, thanks Jackrero for your wisdom and

UNKNOWN 2:59:54

understanding and helping me. You were my representative. And I see Mr. Dvos here. Thank you, Mr. Audi. Thank you. Sitting right in front of me. So, my skepticism diminished when I found there was a need for the community. That's been conveyed. And I'll speak to that more on the next item, but just thank you for the work. It was a lot and I you

UNKNOWN 3:00:11

know I attended one of the meetings um with you and there was a lot of iron sharpening iron and going on in there um some compromise that I saw that I appreciated. So with that I'll be voting uh this item in. Um I call for a motion and a second that the board approve the revised proposed ballot language recommended by

UNKNOWN 3:00:30

the board advisory committee and direct staff and legal counsel to prepare the related resolutions, ballot materials and supplemental documents for future board action. Do I have a motion and a second? Move it. Mr. Schwarz, >> second. >> It's getting late. I can't. All right. Dr. Anderson seconded it. Len, would you mind calling >> No. Anderson? Yes. Barham?

UNKNOWN 3:00:52

>> Absolutely. Yes. >> Schwarz, >> for sure. Yes. >> Kamoski, >> yes. Motion adopted. 41. [applause and cheering] Item 17, consideration and adoption of resolution number 202526/42, ordering an election to authorize the issuance of general obligation bonds and resolution number 202526/49 committing general fund revenues for deferred maintenance. I'll um present this since my name's on it. Thank you

UNKNOWN 3:01:24

Dr. Vez with working me. Thank you Mrs. Lash working with me. >> We have one [clears throat] public comment. I'm sorry Dr. >> We will take the comment first. >> Daniel Molina, >> we got to go to death. I need a point of personal. >> You got time to pour on this. >> I don't do anything like that.

UNKNOWN 3:01:49

>> Thank you very much, board. I just want to reiterate, I sent everybody an email about my opinion on this. I don't think um this needs to be a situation where one side stonewalls the other. I think that um to be honest with you, I don't care about what ballot language we use. I think that it's important to remember

UNKNOWN 3:02:10

that you voting this in is putting this on the ballot for Tmacula to vote on. I appreciate Jack Guerrero's uh passion and zeal and his work. I really do. Um however, at the end of the day, it's your decision. And I just want to point out it's going to take four of you to vote this in. And we've all agreed that

UNKNOWN 3:02:35

we want this bond. Um, so the email that I sent you guys, I'm sure you all read it. It was lengthy. I talked about however you needed to sort this out in order to pass the bond. Um, I am all for. I think that as far as the ballot language goes, we've talked enough about the second version of the ballot

UNKNOWN 3:02:56

language where if people are tuned out to not understand that second language, I mean I mean you guys can put it on your social media. You guys can you guys use social media for everything else. You can do a video and talk about the 30% or whatever the details are. That is the conflicting point here. I think that

UNKNOWN 3:03:17

it is very silly for us to be arguing and disputing over certain verbiage. So, however we need to work it out, I really do appreciate the general fund being used. I think that that's very important for community to see the district also has buyin on money being spent. Um, so we want this on the ballot. Your vote

UNKNOWN 3:03:42

doesn't make it happen. Your vote just gets it on the ballot. And I don't want this division that we can't get by on this day to impact our ability to allow Tmacula to vote for what we need. I mean, I I think this is kind of silly and I'm sure we're going to work it out and see um how you guys deal with this

UNKNOWN 3:04:03

now. So, I'm for it. Please just vote it in so we can vote this when it comes election time. Thank you very much. [applause] Thank you. Okay. So, I made I made this motion, but I'll unpack a little bit. My my representative Jackaro, he wanted three items over the course of nine months and he wanted a detailed master

UNKNOWN 3:04:34

facilities list, which you know, I eventually saw now with with M. Mrs. Lash, you know, and and before with the workshops. Three points of contention were legal interest rates, $20 per $100,000 assessed value, and 35 years estimated language. Those were the three, maybe a little bit more, but those were the the real big three. My breaking point at the

UNKNOWN 3:04:57

last workshop when I made the motion was legal interest rates. That wasn't on there. I was not going to vote this in, but lo and behold, two weeks later, there was iron sharpening iron in that B board advisory committee and legal interest rates was added. So, two out of the three big heavy lifting items I would say that Jack Herrera wanted got

UNKNOWN 3:05:15

put there. And then on and that's on appendix B on appendix C on on number one. It's pretty close up to the top. And this was the other stickler for me which is approximately 30 years from the date of the the election. So that went from 35 years estimated on the workshop language that we had to now which is

UNKNOWN 3:05:35

estimated 30 years from the date of the election. And so I thought there was a there was a concession made by the board advisory committee and it it made my skepticism go down somewhat. And so Jack said that even though he's in disagreement with this bond ballot language because I talked to him on the phone, he said that

UNKNOWN 3:05:55

if there was a bond ballot language go to ballot, this would be the best in Riverside that he's seen and totally better than what Myrietta had just passed because of the language. So my skepticism is reduced and I believe it's reasonable for the voters of Tmacula to see this language on the ballot with the appendixes and get explanations from the

UNKNOWN 3:06:14

district and even myself. So I move to approve resolution number 202526/42 ordering an election to authorize the issuance of general obligation bonds establishing specifications of the election order and requesting consolidation with other elections occurring on November 3rd 2026 and resolution number 202526/49 increasing the general fund commitment for deferred maintenance from 1% to 2% of annual expenditures contingent upon

UNKNOWN 3:06:45

voter approval of the November 2026 general obligation bond measure. Do I have a second? >> Second. >> Seconded by Dr. Anderson. Now, I'll if the board doesn't mind, I'll I'll go again, but I'm only going to use about 20 seconds >> and then I'll let the board >> go ahead. >> So, on this one, uh the district

UNKNOWN 3:07:05

contributes $4.4 $4 million a year to facilities and and the structures that of course we need maintenance on and you know HVAC units, shade, they're just a bunch. The district spends $4.4 million a year and I wanted a push from the district to where if they had more skin in the game and they wanted the well, let's say

UNKNOWN 3:07:25

collectively we as a board wanted to burden the community then I wanted the district to be burdened a little bit more so there's more buy into the community. So then a community member has this ballot show up at their house, they'll say, "You want my taxes increased? $20 per $100,000 assessed value." Um, if that's the case, if the

UNKNOWN 3:07:43

community member knew that the that the district was going to pay now $4.4 million more, which is 8.8 million a year, I think it's reasonable and that's why I made the motion as such and I sat down with Dr. Veles and Mrs. Lash and it's affordable by the district. So, with that, there's a simultaneity, just to be clear to the voter, and there was

UNKNOWN 3:08:07

a mistake on the agenda item. It said 1.5 in here. Um, it's it's 2%. So, a 1% increase. What that would mean is if if we got the votes um in November 3rd, on November 3rd, if we got the votes with this ballot, simultaneous with that would be a prrated amount that $4.4 million would kick in for the district

UNKNOWN 3:08:28

to start spending towards this. And then the next year would be a literal $4.4 million increase. So 8.8 total. So not to confuse anybody, but the district will not contribute that additional $4.4 million until voters vote this in if they vote [clears throat] it in. If they don't vote it in, there's no additional increase to 4.4 million. Okay. So it's

UNKNOWN 3:08:52

my motion is second is simultaneous vote with the language the way it is and 8.8% 8%. Um, if if the ballot passes on November 3rd, that's that's it. Sorry, my 10 seconds. I I guess it was more than that. >> You make the motion. >> I made the motion and we had a second by Dr. Anderson. >> Let's vote. Let's vote.

UNKNOWN 3:09:12

>> Well, Mrs. Worma has a comment. >> I'm going to continue to be the dissenting voice here, but I do appreciate the fact that Mr. Molina said we have had extensive conversations throughout the district. I think that's great. I think the community will continue to talk about this. I want to say I respect my colleague Dr. Kamroski

UNKNOWN 3:09:31

uh wanting more skin in the game with a district commitment. I do also recognize the next board can change on a dime the stroke of a pen or a vote and reig on that. So I would ask that if this goes through that in the future voters look at that and hold the accountability for the skin in the game because um it's

UNKNOWN 3:09:50

important. It's important that people are doing their part, but because the ballot language in my opinion is not what it should be, I'm going to be a no vote. >> Thank you. Lana, would you mind calling ro? >> Yep. >> Nope. You want to go vote? >> Wema. >> No. Anderson, >> yes. Barham, >> yes. >> Yes.

UNKNOWN 3:10:12

>> And Kamaroski, >> yes. Motion adopted. 41. [applause] Okay. Uh, action item 19, resolution 20252644, adopting a conflict of interest code and revised board policy 2300. I call for a motion, a second to adopt resolution number 20252644 and the res revisions to board policy 2300. Do I have a motion and a second? >> Moved by Dr. Anderson, seconded by Mr.

UNKNOWN 3:10:44

Schwarz. If there's no comments, Len, would you mind calling role? >> Wema, >> yes. Anderson, >> yes. >> Barham, >> Schwarz, >> Kamaroski, >> Did you get Mrs. Worman? >> I didn't hear. Okay. A motion adopted 5-0. >> 20 resolution number 20252645 year end budget adjustments. I call for a motion, a second to adopt this, >> unless there's any discussion.

UNKNOWN 3:11:10

>> Moved. >> Moved by Mr. Schwarz, seconded by Dr. Anderson. Len, would you mind calling ro? >> Weman, >> yes. >> Anderson, >> Barham, >> Schwarz, >> Kamaroski, >> yes. Motion adopted 5-0. Thank you, Len. 21 resolution number 202526/46, transfers of appropriations for 2026 27 school year. I call for a motion a second for this. >> Moved second.

Resolution number 202526/47 temporary loans from any fund to any fund in the new in the 202627 school year. I call for a motion a second to adopt this.

Motion adopted 5-0. And now to 23, which is completely herculean in nature. And I have to read this out, ladies and gentlemen. >> Do we have any public comments?

And item 14, I think it's Mrs. Wesma who pulled it. >> What did you pull? >> 14. >> Snorkel. >> Yeah. >> Okay. So, number 14 and also 19 I'm going to speak to briefly. I'm not going

UNKNOWN 3:17:41

to hold these up, but I did want to pull them just to speak to them. I I know that Dr. Veles and I have talked about this, but in terms of the screens, I can't believe I'm saying this, but I'd actually love to follow what LUSD is doing and very much eliminate screens for kinder and for first grade students

UNKNOWN 3:18:00

very minimally for second. So, what what I want to be on the record for saying is when it comes to snorkel and magic AI, I know technology is not going away. I understand we have to work with it, but my opinion is we need to utilize it as little as possible with the youngest just for their their developing eyes,

UNKNOWN 3:18:18

writing with pencils, the tactile resistance, the screens are going to we all need to do our part, parents, schools, whatever we can do to make sure our kids are developing uh appropriately. And I think they all have too much screen use. So that's just what I want to say on this part is let's vote it through. But then parents, make sure

UNKNOWN 3:18:38

you're talking to your teachers and aware of what your students are doing at home. Um because I think it's the way we get better with education. >> All right. Thank you. Um do we have a motion? A second to vote in contract. Snorkel >> moved. >> Second. >> Moved by Mr. Schwarz, seconded by Dr. Anderson. Len, would you mind calling

UNKNOWN 3:18:57

role? >> Weisma, >> yes. >> Anderson, >> yes. Barham, >> Schwarz, >> Kamoski, >> yes. Motion adopted 5-0. And item 19, contract for renewal magic school AI. Mrs. Wma, >> I believe I covered that in conversation just prior. So, it's it's the same. I would just like to be sure we're using screens less with the youngest students.

UNKNOWN 3:19:20

>> Okay. Thank you. Do I have a motion, a second to adopt this? >> Moved. >> Moved by Dr. Anderson. >> Second. >> Second by Mr. Schwarz. Len, would you mind calling role? >> We smith. >> Yes. >> Anderson. >> Schwarz. Yes. >> Oh, sorry. I went out of order there. Barham, >> yes. >> Schwarz, >> Kamroski,

UNKNOWN 3:19:37

>> thank you. Motion adopted 50. Thank you, Len. Item number 25, legal services annual review agreement, Orbach and Huff and Henderson, 2026 27. I'm not sure if Mr. Schwarz or Mr. Barnum pulled it, but you have the floor. Whoever wants >> I pulled it. >> So, I mean, I actually want to talk about all I'm just going to do it all at

UNKNOWN 3:19:55

once. Um, >> 29, 30, and 3. >> 29, 30, and 33. Um, I have issues with some of these law firms. Um, Adams, I mean, from my experience, I think he does a good job. He's steady Eddie. Fagan, I've dealt with steady Eddie. I actually have the biggest problem with AALR, who's not on here, who I think

UNKNOWN 3:20:29

gives terrible advice and puts our district uh exposes our district to liability. Um, Huff knows the law. I think that we have some law firms that acquies to board leadership and I think it is very dangerous. Um my predecessor used to say I have five lawyers because if he didn't like what one said he would just go to

UNKNOWN 3:21:11

the other and until he found what he wanted to hear. I don't operate that way. I want a law firm to tell me what I need to hear, not what I want to hear so that this district can be protected. And that doesn't always happen. Particularly, in my opinion, with AALR, who is actually being dismissed by a,

UNKNOWN 3:21:35

you know, just recently dismissed by a community college because they give poor legal advice. But in terms of the others, like I said, Adams, Dean, steady, Fagan steady, Huff knows the law, but I actually think could do better. So that's my two cents. >> Any other comments? All right, I'll call for a motion a second. >> Just Mr.

UNKNOWN 3:22:04

um this whole IPC issue which was brought up um a couple of last meeting or the one before and I'm getting all kinds of emails from uh people who are telling me that their districts are dropping them because of similar issues. And I've had I've had concerns also. I've dealt with Dean Adams. I think he's a good man. I've had

UNKNOWN 3:22:31

some disagreements with Mr. Huff also. So, I don't know. Uh I know these are all lumped together, but I'm not happy on generally with the law firms that we have representing us. Now, >> I call for a motion, a second to adopt 29, 30, and 33. >> I I want to do these separately. >> I would agree.

UNKNOWN 3:22:57

>> Okay. Uh we'll we'll vote um 29 legal services annual agreement Orbach and Huff and Henderson 2026 27. Uh call for a motion in a second. >> I'll move it >> for which one the number 29 >> 29 orbach and Huff. We have a motion a second. Len, would you mind calling roma? >> Yes. >> Anderson? >> Barham?

UNKNOWN 3:23:21

>> Schwarz? >> Kamoski? >> Yes. Motion adopted 5-0. I've always liked David Huff. Um, excellent lawyer. [gasps] >> Uh, >> you need to use it more. >> 30. Legal services annual renewal agreement. Adam Silvin and MC Nali LLP legal services agreement 2026 27. Call for a motion and second to adopt this. >> Moved. >> Second. >> Moved by Mr. Bar, seconded by Mr.

UNKNOWN 3:23:48

Schwarz. >> Len, would you mind calling ro >> no >> Anderson? >> No. >> Barham, >> yes. >> Schwarz, >> yes. Kamroski. >> No. A motion not adopted. 3 to2. I call for a motion, a second. Item 33, legal services annual renewal agreement. >> Bagen Friedman and Full Frost LLP 202627. Do I have a motion? A second.

UNKNOWN 3:24:15

>> Moved by Dr. Anderson. >> Nobody wants >> I'm sorry. [snorts] Which one are we on? We're on 33. We have We have a motion from Dr. Anderson. >> Second. >> We have a second from Mr. Barum. Len, would you mind calling roersman? >> Yes. >> Anderson? >> Barham, >> yes. >> Schwarz, >> Kamas, >> yes. Motion adopted 5-0.

UNKNOWN 3:24:40

>> Now we are on negotiations update. Mr. Arce, >> just a quick update. Dr. Karoski. Uh we meet with CSEA on June 29th and we'll continue bargaining with CSEA and we'll meet with TVA upon uh certificated or most uh teachers return to the classroom in September. That's my update at this time. Dr. Kamas, >> thank you. Board comments. Anybody?

UNKNOWN 3:25:12

>> Miss Worman? >> I'm actually going to ask this time to go last. And I'm actually going to ask if we can each have an additional 30 seconds. So 3 minutes 30 seconds. >> Can I I'm I'm okay with an extra 30 seconds. I I don't think I'll need it and I'll go >> All board members get 3 minutes 30

UNKNOWN 3:25:36

seconds. I don't have a problem. >> Okay. So first I want to thank everyone that stayed for these board comments. These are some of the this is the one time I want to make board comments. This matters to me a lot. Um I have to read them. Tonight I want to speak about something simple but powerful and that is kindness matters.

UNKNOWN 3:26:04

On Sunday my family and I boarded an an Alaska Airlines flight from Lhoui, Hawaii to San Diego. When I got on the plane, I realized that our seats had been reassigned by the airline and my children were no longer with me. I was stressed and frustrated and honestly, I was very curt with the flight attendant. All while people were trying to board

UNKNOWN 3:26:25

behind us and the situation felt chaotic. But that beautiful flight attendant stayed calm. They took the time in the middle of all the chaos to help my family find new seats that worked for us. They even found a way to give my son his own row. That small act of patience and kindness meant so much to me. And then almost immediately

UNKNOWN 3:26:47

after helping me, another passenger began speaking to the same flight attendant in an incredibly rude and demanding way. But again, the flight attendant responded with patience, dignity, and kindness. During the flight, I sat there thinking about the beauty of kindness. This flight attendant had long, gorgeous blonde hair, perfect makeup, and a very fit physique. But that is not what made them

UNKNOWN 3:27:11

beautiful. What made them beautiful was the kindness in their heart. The flight attendant was also transgender. And there is a phrase that some people use in the transgender community about whether someone passes, meaning whether others see that person is the gender they identify with. That attendant would be someone that most people say passes. But what struck me most was not their

UNKNOWN 3:27:34

outward appearance. What struck me was that this person reflected the kind of beauty that matters most. Grace under pressure, patience in a difficult moment, and kindness from the heart. I have been very clear about my beliefs. I believe strongly in protecting girls sports and that students should compete based on biological sense sex. But I also believe just as strongly that every

UNKNOWN 3:27:59

person deserves to be treated with dignity. Tonight I have heard people in this room call each other names, mock each other, smirk, clap, and laugh at the pain of others. That is not who we should be as a community. We can disagree. We can debate policy. We can stand firmly for what we believe. But we do not have to be cruel.

UNKNOWN 3:28:22

I hope we can all take an example from one of the most beautiful people I have encountered in a long time. That Alaska Airlines flight attendant who chose patience when others were frustrated, dignity when others were rude, and kindness when it would have been easier not to. Kindness matter, and our community needs more of it. >> Thank you, Dr. Anderson.

UNKNOWN 3:28:50

>> Mr. Schwarz. [clears throat] It's been a long year, a very long year. I I want to thank a couple of people who were sitting here. I want to thank Mike and Dana for inviting me to visit their class and interact with their students. Um, I think I'm going to put my name back in the subpool and start working

UNKNOWN 3:29:16

again. I want to thank uh Mr. Huff, not the lawyer Huff, but the Mr. Huff who works at Great Oak, who before he came up to give his speech, turned around and shook my hand and thanked me for representing his school and the students there. It's my honor and my pleasure to do that, David, and to to count you as a

UNKNOWN 3:29:38

friend. It's really important. Um, I did do the great old graduation. I was fortunate to hand diplomas to friends, children. Christy, to your daughter, to Jenny Sharf's daughter, Rowan, and to other people who I didn't even know their kids. I knew them as adults, and then I got a whole bunch of emails from them thanking me for handing their

UNKNOWN 3:30:02

diplomas to their students. Um, I also went to um, Red Hawk and attended the promotion ceremony there. And I also went to Gardener and did the promotion ceremony there. I was fortunate to uh see Jen Long and Rachel Bolan, friends of mine, for a long time, and be able to congratulate their kids. Um, I sat with Dr. Valz last week and we

UNKNOWN 3:30:29

talked about test scores. And test scores are a big deal. They're a big deal in a lot of ways. They're a measure of skills that our students have learned. And I was happy to say and see how well our teachers have prepared our kids. Not how well our kids have done, but how well those of you who teach them have

UNKNOWN 3:30:54

prepared them to do well on those tests. And I thank you. I hope you have a great vacation. Hope you relax with your families. Re uh renew your energy. And I will see you all in September. Thank you. [applause] Mr. Bar, I want to take a few minutes to reflect on what we've accomplished and what I stand for because results matter

UNKNOWN 3:31:24

and this community deserves to hear them. On student achievement, I have worked to strengthen accountability and goal setting mechanisms across this district because our students deserve measurable progress, not just good intentions. And I mean real accountability, including something as fundamental as superintendent goals. Setting goals for our superintendent is not a novel idea. It is standard practice in school districts across the

UNKNOWN 3:31:51

state. It is governance 101. Yet it took over three years. Three years to get it done because our board president and vice clerk could not find it within themselves to prioritize what have what should have been their very first acts in leadership. I pushed for it. I insisted on it. And I am grateful to have worked directly with Dr. VeZ in a

UNKNOWN 3:32:14

collaborative and productive process to finally get it done. That delay was not an accident. It was a reflection of misplaced priorities and an absence of focus on what actually matters, student outcomes. I have championed the integration of artificial intelligence in our classrooms, knowing that preparing students for tomorrow requires embracing the tools for tomorrow. Together with trustee Schwarz and

UNKNOWN 3:32:40

Assistant Superintendent Mrs. Deis, I helped bring forward our dual immersion program, expanding opportunity, honoring the rich diversity of our community, and giving our students a powerful academic and cultural foundation that will serve them for life. I have worked closely with assistant superintendent Mr. Arce to reduce the numbers in our basis waiting list integrating CTE opportunities to give more student

UNKNOWN 3:33:05

access to the programs they deserve. I helped introduce golf at our elementary and middle schools because opportunity should not be reserved for a select few. I also supported the introduction of Code Ninja's coding and robotics as an after-school option for principles because every student deserves a pathway to discover what they're capable of. And I am proud to have supported the

UNKNOWN 3:33:28

introduction of the Constitution test for our eighth graders because civic understanding is not optional. On special education, I pushed for stronger hiring and training practices because our most vulnerable students deserve nothing less than our very best. But I didn't stop there. I spearheaded collaboration efforts between the district and our educators and I championed the the creation of a

UNKNOWN 3:33:51

specialed subcommittee working hand inand with assistant superintendent Mrs. Mrs. Deis and Dr. McTazznney whose dedication to our special ed families is evident in everything they do and I am proud to say that even TVA will acknowledge that the district and our teachers are making real tangible progress in special ed. I want to recognize Assistant Superintendent Mrs. Lash. I have had the privilege of

UNKNOWN 3:34:16

working and collaborating with her to establish sound budget priorities that ensure taxpayer money is spent wisely and responsibly. Our community works hard for that money and they deserve a board member who fights to protect every dollar on safety. I have been an active participant in improving school safety, working directly with our director of safety and security. Let's learn together.

UNKNOWN 3:34:44

The majority on this board has put forth policy after policy and not one of them has survived legal scrutiny. We need to focus on our students completely and totally. Thank you. [applause] >> Okay. Just wanted to give a shout out to all the students that I got to see um shake hands with at graduation. TMS. I love uh Mr. Morton down there when he

UNKNOWN 3:35:12

plays uh Journeys uh Don't Stop Believing. It's just the most epic song. I love uh watching and celebrating with all the students. Um and then Tmacula Valley High School. That was awesome. Uh thank you Donna for inviting me to dinner before that. Um had a lot of fun there with Dr. uh VeZ. Um shout out to David Schlottman. I'm

UNKNOWN 3:35:36

really stoked that John from French Valley Elementary is going to be joining you this next year. Um, fellow skater. Just got to throw that out there if people don't know. And me and John are really pumped for this new skate park. So, um, loved the graduations at Ranch Vista, the adult school, and those parents are next level. They

UNKNOWN 3:35:56

literally celebrate more than you've ever heard any other high school because of the journey that their students go through. It's it's incredible. It's a sight to see. Um, secondly, I want to give a shout out to the um the rep from Save Tmacula Power Link, uh, Aaron Dornan Louise Lu Luo. Sorry, I'm mispronouncing your name. If you could please reach out to me, send

UNKNOWN 3:36:18

me an email. Jakeoski tvusd us or just Google the uh, email. I'd love to meet with you and get involved. Um, because that's it's it's not only getting involved, it's a passion of mine. I've spent a lot of years in research with a coralative um field with the MFS and the 5G towers, 4G towers, 3G towers, on and on. So, I'd really love

UNKNOWN 3:36:39

to get involved with you. Please reach out. And then for the bond that was voted in tonight to go to about any community member, if you have any questions, please feel free to reach out to me. I'll hop on the phone, meet you in person, break down this complex. A lot was agendaized. So, can help simplify that for you. So, if you want

UNKNOWN 3:36:57

to meet with me and the superintendent or just get a breakdown of what that means for you, um, when that ballot comes to your doorstep, you can reach out. Um, outside of that, hope everybody has a nice night. I know there's a lot of information tonight that we, you know, I I sped talk through just to get

UNKNOWN 3:37:16

through the meeting and get us out here uh at a reasonable time. So, thank you for your patience. That's it for me. Congratulations to the 2,287 seniors who recently graduated, as well as our special ed students who received a certificate. It was an honor to be present for the Puma ceremony at Chapperel with a color guard, amazing

UNKNOWN 3:37:40

vocalists, inspirational speakers, and administrative leadership. A huge shout out to Principal McFed and the very first historic eighth grade class promotion at Summit Academy in French Valley. Led by incredible student speakers, I was deeply impressed with their talent. As they head into high school, they're entering a phase of life where they will encounter a massive variety of world views, backgrounds, and

UNKNOWN 3:38:04

opinions. My biggest hope for this promoting class is that they continue to develop not just as great scholars, but as leaders who have the strength of character to show mutual respect to everyone they meet, even when they disagree. Congratulations to the promotion class, and I wish you the absolute best. Lastly, I want to recognize our 86 retirees for their

UNKNOWN 3:38:26

incredible 1,876 combined years of service to our students, schools, and community. Special shout out to Miss Celibbe. She was my youngest son's kinder teacher and she's always been a joy to see in the halls of Alamos. Happy retirement to you and the rest of the crew. In closing, I'm going to talk to Trusty Area 3. I want to tell you that it has been an

UNKNOWN 3:38:50

absolute honor to serve you. From day one, my focus has been entirely clear, advocating for a back to basics approach to academics, maintaining neutral classrooms, and protecting the hearts and minds of our students. This journey has taught me profound lessons about politics, people, about my own strengths and my weaknesses, and above all, the absolute necessity to pursue truth

UNKNOWN 3:39:13

though, no matter the personal cost or loss. Tonight, I'm officially announcing that I will not be seeking re-election this fall. [applause] And I knew a shout out would go out, so I'm asking you to hold your applause. Instead, I'm going to joyfully pivot to focus on my family, my day-to-day work, and exciting new projects ahead. While I am stepping

UNKNOWN 3:39:36

back, the mission does not stop. I wholeheartedly believe the current union endorsed candidates vying for these seats are not the right people for the job. Look at the track record of the union leadership. They opposed the resolution against critical race theory with a lawsuit. They consistently blocked our initiatives prioritizing parental rights. They fought the policy decision to designate only the American and

UNKNOWN 3:40:01

California flags in our classroom. Then there was the recall shenanigans where if we wanted to do a superintendent evaluation, we couldn't because of all the chaos. The union leadership has repeatedly generated that resistance to common sense policies. And I'm hopeful that someone out there in the community will hear this call that they'll take the baton and they'll run with it. We

UNKNOWN 3:40:22

need moms and dads up here on this day who are beholden to the community, not to Sacramento or the CTA agenda, but for everyone here, including those who clapped. Make no mistake, I'm not checked out. I will continue to vote my conscience and serve this community faithfully until the next board member is sworn in. It has been my greatest

UNKNOWN 3:40:43

honor to serve. I do apologize, Miss Sardinia, for the mistake that I made on social media. I've regretted it. I've thought better of it and I want you to know sometimes I'm running on fumes and I'm doing the best I can do but I'm sorry. Thank you to this community for your trust. Thank you for your belief in

UNKNOWN 3:41:00

me and may God bless your families this summer. >> Thank you, Miss Wma. We have superintendent's comments. Dr. Vez, >> before we conclude tonight's meeting, I want to take a moment to reflect on what's been an extraordinary time in our district. Over the last week, we celebrated graduation ceremonies at four of our of our high schools, and we

UNKNOWN 3:41:24

watched thousands of students, and I think you called out the number exactly, thousands of students walk across the stage and into the next chapter of their lives. These moments are among the most meaningful in public education because they represent years and years of hard work, perseverance, growth, and support from families, teachers, and staff. To our graduates, congratulations. We're

UNKNOWN 3:41:46

incredibly proud of you and we're so excited to see what the next chapter be holds for you. I would like to extend my deepest gratitude to our 3,499 employees. Every successful school year is built on the dedication of remarkable people who show up every day for students. Whether in the classroom, on a school bus, in the cafeteria, on a

UNKNOWN 3:42:09

playground, in an office, maintaining our facilities, supporting technology, ensuring student safety, or providing countless other services. Our employees make TVUSD experience possible. This is a special place. Thank you for your commitment, your professionalism, your unwavering dedication to the student, students, and families we serve. And thank you to the board this evening. Your approval of compensation in in the

UNKNOWN 3:42:36

of the compensation increases reflect a continued commitment to investing in the people who make this district successful and what makes it special. Thank you as well for your support on the bond measure which represents an important step in preserving and enhancing our schools for future generations of students. Finally, I want to acknowledge the advocacy on behalf of our community

UNKNOWN 3:42:59

regarding the proposed SDG& power line project. Regardless of where you stand on the issue, I appreciate the board's willingness to listen to residents, engage in thoughtful discussion, and advocate for this interest of the students, families, and communities we serve, and we stand handinand with the city of Tmacula at this time. As we close out another successful school

UNKNOWN 3:43:20

year, I remain incredibly optimistic about the future of Tmacula Valley Unified School District. Together, we continue to demonstrate what is possible when a community comes together with shared commitment to students. Thank you, and I truly wish all of our staff that is off for the summer a very safe, restful, and welldeserved summer. [applause] The next regular open session business

UNKNOWN 3:43:50

meeting of the governing board of education is scheduled for Tuesday, June 23rd, 2026. And before then, don't forget to watch a World Cup. Go USA. The meeting is adjourned on Tuesday, June 9th, 2026 at 9:44 p.m. >> Wow, 9:44. >> That's pretty good. >> Thank you, >> Joseph. Thank you. Thank you for everything.
