of students throughout our district. We will now continue with open session business meeting, but before that, you got a minute or two. Anything you want to say? Uh, I'd first like to thank the students for electing me. And I'd like to thank the governing board and the superintendent, Dr. Delez. Uh, I've worked with her since December now, since the first board meeting I came to,
and she's been a monumental, she's had a monumental impact on this path in my time here. I'd also like to thank all the board members for accepting me as the TVSD student school board member and I'm really looking forward to being committed to student education and working with all of you guys. Awesome. Thanks. [applause] Dr. BZ, does he officially take the
deis? Does he officially take the deis right now? Yeah. I wanted to make one board comment. So, um, Miss Nathan Barry, I wish that this room was full right now so that you I you deserve a packed room. Don't worry, you'll have one coming eventually within the next year, I'm sure. So, I want everyone to know that rep Nathan Barry's reputation really does precede him.
Team, an outstanding longpool um defender. Okay, good. And someone who always brings a positive attitude and a big smile. His coaches speak highly of him, both his ability on the field and the way that he leads his teammates. They describe him as a leader, a competitor, and the kind of player who's a friend to everyone. I don't know Nathan well personally, but our paths
have crossed through lacrosse. My son Carson has shared coaches and many of the same friends, and I've had the chance to watch Nathan play for both his high school and club team. And I can tell everyone here and I hope you spread the word that he is a tremendous player. But what has impressed me most is even more is how consistently people speak about you. Um
your teammates respect you as a leader and as a friend and your coaches um often point and with the way that you mentor those around you. Um, Nathan, that's exactly the type of reputation people should want. Uh, we're excited to have you representing the students of our district. I know you're going to bring the same leadership and positive attitude to this board
that you bring to your peers. And finally, I'd like to congratulate Nathan's parents. You've clearly raised an exceptional young man and a tremendous represent representative for our community. And now is um you are going to be honored. Please lead us in the pledge of allegiance. Mr. Barry, please stand. Place your right hand over your heart. Ready? Begin. I pledge algiance to the

Chapter 3: Board president comments Okay. Yes. Trying to trying to get to the Okay. [clears throat] board president comments. Um, it is with great sadness of heart that I let you know that [clears throat] we had campus security. We had a member
um pass away. Um, he was killed by a drunk driver on Rancho California Road. And I say that because it's just a shame that we lost a really awesome person that was a man of integrity and well-loved at Chapperel High School. He has a beautiful wife, um, 14year-old son and three-year-old daughter. He was less than two weeks
away from his 40th birthday party. I'm sure comments will come up later. Um I just want to give a moment of silence for David Herd and um you know opportunity to anybody wants to pray but I'll give the moment of silence now to honor him. Thank you so much. Uh any prayers um with you know if anybody want to reach out to the family
and friends and surround your love all around the the the herd family and even the students at Chapperel that were closely integrated with him and that loved him as a staff member. And um I had another announcement, so we're going to leave it and we're going to honor um David tonight by saying nothing more. Um thanks David for all that you've done for the district.
[applause] Chapter 4: Closed session report Okay. Report of action taken out in close session. Uh actions taken in close session must be reported to the public once close session ends. Today's closed session began at 4 PM. The board of education took the following action in close session. Dr. Anderson. Okay. I forgot my glasses, so we'll see how I do. Um, item 2 A. It was moved by member Schwarz and seconded by member Barham
to ratify the final recommendation and order regarding the notice of recommendation for immediate suspension without pay and dismissal from employment and statement of charges which is unpaid 3-day suspension beginning Monday July 20th 2026 through Wednesday July 22nd 2026 for classified employee 1000882. The motion was approved unanimously. Five 50. Um item 3B, conference with legal counsel, anticipated legal g uh litigation. It was moved by member Schwarz
and seconded by member Barham to deny the claims for damages for EC comma CC comma and CC received on July 17th, 2026. The vote was unanimous 5. It was um the motion was adopted. Um item 5A, conference with legal counsel. It was moved by member Barham and seconded by member Wearsma to approve the compromise and release agreement for case number 202601

accept the settlement agreement. Um, that's all it said. Vote. The vote was 50 unanimous. Chapter 5: Mobile device policy debate Thank you, Dr. Anderson. Now we're on to information reports. The first reading of the new board policy 5131.8 mobile communication devices. This is for information only. We can take comments from the board. And going forward, I'm going to ask the student school board member, Mr. Barry,
you have first dibs at all comments, moral deliberation. So if you if you Oh, we have Oh, we have a public comment. We'll get right back to you, Mr. Barry. All right. General general public comments. The governing board welcomes public comments. This is the time for open session public comments. Public comments are allowed up to a maximum of three minutes per comment in the order
received to a maximum total time of 30 minutes per item for comments on the agenda items or non-aggenda items. For consent agenda item topics, a limit of three minutes total will be allowed from one speaker unless the item has been placed on the published agenda in accordance with the Brown Act. No action shall be taken. No discussion will be made regarding personnel issues in open
session. Also, pursuant to education code 7054, the public comment process shall not be used to show support or opposition for any ballot measure or candidate for a political office, including candidates for the district's board of education. All public comments are an important part of the board meeting and are carefully considered by the governing board. And we have one on the mobile, Christy Mccclure.
Hi. Um, I want to begin by saying that I think we all agree that cell phones can be a significant distraction in the classroom. Um, I know they're very challenging for teachers and for some it's been just an absolute nightmare. Um, I appreciate that you're trying to address a real problem. Um, I'm one of those crazy parents who sort of supports students having cell phones. I'm sorry. Um, as you consider this new policy, I'd like you to keep two things in mind. First
is safety and security. Um, as a parent, I want my child to have her cell phone on her on silent, put away during class time, but available in the event of a real emergency. God forbid there's ever an active shooter situation or another serious incident. I want to be able to locate my child. I want her to be able to to reach out. Um, in fact, during the chemical spill at the high school when the students were on lockdown, I got a text from my kid letting me know that she was safe. She was
in a classroom for hours having fun with a great teacher. Um, even sent me a picture with a mask on that were distributed to the students. It was it was it relieved me. I didn't reach out to the school. Hundreds of parents reaching out to the school distracting from managing the emergency um can be taken care of when kids can contact their parents and let them know they're okay. Um,
so that type of cell phone use can actually help in an emergency situation. Um, my second point is about consistency. Um, if schools believe students should not have access to cell phones during the school day, then we need to stop requiring them to use them during the school day. Student IDs are digital. Five-star app for checking in and out. Um, quizzes, other apps that are part of
classroom instruction are frequently used on cell phones. teachers are having students pull out their cell phones. It can be a mixed message. Um it can undermine the very policy that you are trying to enforce by cell phones being bad, but also cell phones at times being an integral part of student education and of the school day. Um so if you could just keep these things in mind
while you're evaluating policies. Um I know it's a tough and difficult one, but safety and security is important to us and also being consistent with students. Thank you so much. [applause] Chapter 6: General public comments All right, we're on to Mr. Barry if you have any comments. Yeah, I'd like to personally say that I am an advocate for option one in the proposed policy after reviewing it. I think that the students should be able to use their smartphones and other mobile communications devices on campus
during non-instructional time. Um I think it's absolutely important for safety reasons, but I also believe that the vast majority of students are responsible with cell phone use uh on campus, but safety is absolutely the main concern for the students regarding this issue and many feel that they should be able to use their phones on campus in case of an
emergency. So I feel that the students should be able to maintain their phones on campus for these reasons and then leave further rules and jurisdiction up to the school sites specifically. Thank you. Any other board members? Mr. Bar. So, Dr. Veles, question for you. So, there's two options in this policy right now. So, we'll have it pulled up for you.
So, there's two options. So, which which this is a first read, but which one are you recommending? So I think obviously for the board's discussion um I will say and I can I I'll start here. A lot of our school sites already have some things in place. They've been actually working on a lot in the past year to really put some things in place. I would tend to agree the option is
uh the best option is um not having cell phones during instructional time I think is absolutely key. during non-instructional time. Um, based on some of the public comment and comments I've heard from community members, there is a level of concern about prohibiting the use of phones during non-instructional time. So, um, I would tend to agree with Mr. Barry actually. Okay. And
so would I. I mean, as a former teacher, when I was in the classroom, um, unless I authorized the phone coming out, the phones never came out and the phone came out for the student to use, um, for instructional purposes. Um, so, but I totally get it. It's like we need to have our um, I believe our policy should reflect the fact that safety is a concern.
if anything happens on campus, uh parents want to hear from their kids and and that that's reasonable. Um and I think it's up to um the administration and the teacher in the classroom um as to how they are going to utilize um cell phones if at all um for instructional purposes. So that's my take. Thank you, Mr. Barum. And I also want to recommend real quick since you
uh were talking giving your perspective, Mr. Barry, would you mind gathering info from the high schools in the secondary working with Dr. Vez? I'd love to. The first read you can bring back as a second read to the board. That'd be great. I'd love to work on that. Mr. Barry, you and I can work together on maybe a survey or something we can do from a student perspective
and work with Dr. McTazznney on that. But I think getting student voice would be exceptional. Yeah, I think this is an issue where that applies. So, absolutely. Thank you, Mr. Mrs. Go ahead, Jen. I think that the most important thing that we can do is the idea of consistency though I love following districts and seeing the feedback when students go phone free and
that is admirable. I would love to see that. I don't think it's feasible considering some of the things that were mentioned here. I remember Mr. Barum and I actually talking way back when as to how good it would be bell-to-bell to be sure that the phones aren't in use. And to me, that would include if a student gets done with an assignment, not having the leeway or the permission to go to their phone. That's what I would love to see. If we're going to have phones,
why don't we embrace that bell-to bell? And if a student has some free time, let's read or let's do something scholastically, something having to do with the class. That would be the thing that I would ask of our teachers that we can all be of one mindset there because then I think people will appreciate moving the needle and doing better.
Mr. Schwarz, thank you. I'm probably I was the only one. And I was in the classroom on 9/11 when cell phones were just coming into use and it was fortunate that some kids had their phones cuz they were able to get in touch with their folks. And uh having visited our schools a lot um I don't see
phones out a lot and and I agree with what uh Mr. Barry said, and I know um having spoken with our principles, um having them available is important, but having them put away is more important when they're not in available for instructional time. So, having them around, god forbid, if there's an emergency, is important, but generally they should be away and not in use uh during school
time. Thank you, Mr. Schwarz. Dr. Anderson, I just have a question. Is there going to be an AR for for this? And then will that be consist? I think that consistency across all stu school sites is important. Um so that you know great oak they're not doing one thing and chopell they're not doing another. Um, and I would I am with option one as well cuz I'm a parent and for me it's not always
an emergency. It's like, oh, I forgot my shoes. And I don't know how kids go to school in their socks only, but that's happened before. Um, so I am for option one, but I just want to if it's okay, I'd like to see the AR. Um, and just make sure that's consistent. And do you guys know how
this is going to look? Are we looking at like I've seen different classrooms where they have like a shoe holder that they're putting phones in. Is that kind of the direction that you're going? So, Dr. Anderson, I can answer that. Yes. Most of our school sites at the secondary level um are using kind of those little pockets that put phones in. That is not 100% consistent across
every classroom at the secondary level, but I will say that the school sites do have some kind of practice and procedure in place. With that said, I do think over the course of the next month before our next board meeting, we can put together ad an administrative regulation after bringing our secondary principles together to have part of this discussion. The reason I'm singling
out secondary is because this isn't really a problem at the elementary school. Um, but I'd like to pull together principles to be able to help make that and develop that AR something that's practical for their sites. Okay. I just wanted to see continuity across all school sites. Thank you for answering that. It's a good question too because the ARs usually come out after the board
policy and when we're gathering that information out Mr. Barry and Dr. Vez with school sites we might have differences in how we nuance that board policy and then the AR trickles out especially at high school versus middle school level. Um me Oh, you could start. I thought my time was going. As a professor, I can tell you that when students walk in with their phones in my class,
it's not even possible to get their attention. It's it's just an extreme battle. Um, and I'm definitely leaning towards one where students have an autonomy on campus, especially they they have a social life. They love to get on social media. I'm all for that. But instructionally, get those things out of their hands. I mean, just so that they can pay attention and learn. School's already hard enough. It's already hard enough uh, you know, depending after lunch or a hot day for
this for the teacher to get them to focus and the competing phones. And then I've heard students, you know, the teacher says, "Hey, I need that phone." And then they whip out a burner phone and then another phone. I mean, these students, they're on it. So, it's going to be very curious how that AR gets rolled out. And that's my uh sense of humor there. Um, but visiting all the
high school sites, my favorite was Great Oak High School right there at the door. You put the phone in that pouch and there's like 30 pouches on that door, whatever it is. I like that method. But um yeah, I want the students to focus. I just don't think they can do it with technology in their hand in the classroom when it's their phone. Um so I'm looking forward to see what the
board comes up with and Mr. Barry and Dr. Vez for the next board meeting. Great. Thank you. Okay, now we are on to general public comments. Do we have any? Looks like we have very few. Thank you. And I did read the disclaimer. We have three public comments so we can take them all. First up is David Sola followed by Christine Masa. Chapter 7: Action items: Textbooks
Good evening board. Uh I just want to take this time to talk about um or talk to Mr. Nathan Barry really quick. There are tons of other things we could talk about from the agenda, but today I think it's really important that we acknowledge that uh you've gone through quite a bit to get up here, but um I do want to point out that the amount of students that supported
you was absolutely insane. Two out of every three students said, "I want Nathan Barry to represent me up there." Young man, that's not a small feat. In any political race, in any type of election, you'll never see numbers like that. It just doesn't happen. Um, as a young man, I know that we're often looking up at our dads and saying, "I'd really love to hear my dad tell me that he's proud of me." You don't have to question it, man. I'm telling you right now, your dad uh is
incredibly proud of you and what you've been able to do. So, I'm going to leave you with two quotes. The first one is, if you've ever seen the uh Broadway show Hamilton, uh George Washington tells uh a young onfire, excited Anthony Hamilton, uh young man, uh winning is easy, but governing is harder. And you need to hear that because
from where you sit, it's easy for us to come up here and throw all sorts of things at you all and uh continuously criticize. But it's really hard to work with people across disagreements. And I think you're getting a really awesome opportunity in front of you. But you got to remember that this is hard. It's supposed to be hard. If it wasn't um if it wasn't hard, everybody would do it.
a famous Marine Corps general named Chesty Puller. Chesty Puller is one of the most famous Marines that ever lived. And in one battle in Korea, he's he's being told by one of his men, "We're surrounded. They're to the north of us, they're to the south of us, in front of us, behind us, to the side of us." And Chesty Puller looks up at his uh worried friends and says, "Good. Now
they can't get away. From where you're sitting, young man, they cannot get away. You do what you feel is best for the students and you do what you think is right. They've put you in that position to make those decisions and they won't be able to get away from you anymore. Thank you. [applause] Next up is Christine Masa followed by Sarah Bell. Thank you. First, I'd like to say congratulations,
Nate. I'm sorry I was late and I missed it, so I'm gonna go back and watch the replay. Um, good evening. Um, I'll wait till Dr. Kowski is paying attention. Thank you. So, I submitted a public records request because I wanted to understand how this board nearly doubled its own compensation a few months ago in secret. After reading every document, I got 186 pages that
the district produced. I didn't find the answers. I only found more questions. Education code 35120 says a governing board may prescribe compensation up to the statutory maximum. And then board policy 9250 also says that trustees may receive the maximum compensation. Neither says trustees must receive the maximum compensation. Yet, the records show HR emailing each trustee and saying, "Please
confirm by replying to this email that you would like to receive the revised monthly compensation amount of $2,000 per month." Notice what wasn't asked. No one was asked what amount the board believed was appropriate. No one was a No trustees were asked if they wanted less than the maximum. No one asked whether that compensation should remain unchanged. The only option was yes or no to
$2,000. If the board had discretion, where was that discretion ever exercised? The records contain no board resolution, no public vote, no written legal opinion, no explanation of the legal authority for increasing the board compensation without public board action. Three different trustees have independently told me that you, President Kamaroski, explained that they were to take the maximum compensation and it did not have to be voted on publicly. Now, I've emailed you five separate times asking you to identify the legal authority for those
statements and you have never responded. In addition, you've blocked me on Instagram, so you won't answer anything there. So, how am I supposed to get answers from you if they're not in the public records? you won't reply to my emails and you've blocked me on Instagram. The records also show one trustee who repeatedly asked whether the pay could be made retroactive so that
she could receive additional back pay. At the same time, teachers were waiting for their 2526 cost of living adjustment and our athletes and activity programs need to rely on fundraisers and donations just to help pay coaches and keep programs alive. So, this isn't about whether board members deserve a change to their compensation. It's about whether the public deserves transparency as to how it happens. The records provided by the district don't provide that information. And
I'm going to keep asking these questions until I get my answer. Thank you. [applause] Sarah Bell. Hi. Um, good evening to the board. Um, I just wanted to speak a little bit on the actual campus experience of students with cell phones because I didn't hear it in the conversation. Um, but Dr. Vez did touch on it and since I am a substitute teacher and I have the opportunity to
go to many different school sites, I can tell you that in middle schools, um, phones are typically not an option. Um, particularly the middle school I subbed at the most, they weren't allowed to be visible or out. and there were um consequences for having them out. You know, they would get it taken away by the teacher and administrator. Um I'm not saying kids didn't sneak it, but I I
just so you know that it's already in place. Um but the high school is quite the opposite of that. Um they rely on what's called a five-star system. And when I'm there, I see students coming in out of the office. Obviously, I'm glad that you asked Nathan to look into this because he could tell you more about it. Um, but when they're coming in late from an appointment or returning,
um, they they need to show their phone. They need to show the five-star app. If they need to go to the bathroom or anything where they're not in on their regular schedule, um, they need the phone. So, I just want to make sure that you understand. Um, not that I would be opposed to either policy, but one is not realistic for policies that we already have in place. Um, so and another thing
is if students need something or parents choose to drop something off for a student in high school, it's not like elementary school. They don't call the classroom. There's thousands of students. So they they expect the student to have a phone. Um, and I know this because I have a non-verbal student who can't respond, who doesn't have a cell phone, that doesn't text. And so whenever
I need to bring something to him, they do have to call his classroom and they make an exception. Um, which just goes to show how flexible and amazing our TVUSD staff are that even though they're not supposed to call the classroom, they will do it for a student in need. Um, but again, students are expected to communicate with their families on their phones. So, they do need them. I agree. Of
course, they should not be out during instruction time. And I just again welcome Mr. Barry. I'm glad you're going to be advising him. Please listen to him. We cannot create policies in a vacuum. um we need to listen to the needs of you know our school administrators, our teachers and the students and find out how we can improve um because of course many
of us students and adults have um are tied to our phones and so I think it's important but I think it's important that you really make a policy that is applicable to the way our school policies already are ran. Thank you. I'm sorry we have one more public comment. Lindsay, [applause] we have one more public comment. Lindsay,
okay. Good evening. So, one year ago to this month, this board rejected a partnership with Riverside University Health Systems. Some trustees even called this a Trojan horse. Totally fine. But after 12 months, I expected this board to come back with something undeniably better. [snorts] Instead, you've come back with something that costs more and delivers less. The RUHS proposal would have placed certified alcohol and drug counselors on our campuses
providing assessments, individual counseling, family meetings, treatment planning, and ongoing intervention by trained professionals. And it would have cost this district nothing. Tonight, you're asking taxpayers to spend more than $37,000 on two contracts that simply do not provide that same level of care. Care Soloulless is not a treatment provider. It connects families with outside resources. Rise and Recover is a 9-week virtual substance abuse program
built around online lessons, videos, quizzes, and certificates. Students who need actual treatment are referred somewhere else. So, I have to ask, does anyone honestly believe a teenager addicted to vaping is going to quit by clicking next on a computer screen? That's not intervention. That's bureaucracy pretending to be intervention. When you're talking about addiction, the goal shouldn't be to satisfy a policy. The goal should be to save a child. Recovery doesn't happen by
clicking next. It happens through relationships, accountability, and trained professionals sitting across from students. Trusty Wearsma, I've heard you speak about getting students off screens, even with the phone policy tonight. Yet, here we are supporting a 9-week virtual drug intervention program. If screens aren't the answers for educating our students, why are they suddenly the answer for substance abuse? I don't understand how those two positions can both be true. And what
disappoints me most is this. This is the result of 12 months of work by the drug subcommittee chaired by uh trustees Anderson and Wema. So after a full year, the best this committee could produce was a referral service and a virtual program. Last August, several community members who originally opposed the RUHS partnership. They changed their minds after learning what
it actually offered. They recognized the value of having certified counselors on our campuses. So, I have to wonder what those same people think tonight. After 12 months, we've replaced certified counselors with referrals in a computer program. More money, less care, fewer services. I don't believe that's progress. I believe that's lowering the standard of care for students facing one of the hardest challenges they may ever experience in their life. So I'll
leave you with this. If the RUHS proposal wasn't good enough a year ago, can anyone sitting on this deis honestly say these two contracts are better? Because I just certainly can't. Thanks. [applause] Chapter 8: Action items: Operations Okay, we're on to action items. Number one, new textbooks. Protest and change effective Python 125 specific or 125 specific ways to write better Python holds essentials of human anatomy and
physiology the Americas and authoritarian rule. Um do we have any discussion? Um Mr. Barry. Oh, Mr. Barry first. Oh yeah, Mr. Barry. I was just going to say I heavily support adopting these new textbooks. I think that these textbooks are fundamental to student education and that students absolutely deserve to have access to materials that provide them with the knowledge necessary to be successful in their classes. Uh these textbooks
uh sorry specifically protest and change the Americas and authoritarian rule were also unanimously recommended by the secondary curriculum history/science committee and the secondary curriculum council as well. Um the test for the IB class has also changed. So, I feel that students need a textbook that matches the current course design as an outdated textbook could ultimately harm students prepping for their exam. So, with that, I think it's vital that these textbooks are passed uh for the progress of student education. Thank you,
Mr. Barry. Dr. Yeah, I had a quest a request um I had a family emergency I've been dealing with all week and I was not able to review all of the books in detail. There's one that I want to pull for discussion at the next meeting. Um I met with um Mrs. Davis earlier [snorts] about it and just don't have time to review it. So I wanted to know if we could approve all the books except number one until I have and then if we can have discussion at the next meeting regarding that one.
I'm looking for the board just to help me out because I I really need just a little bit more time. Number one, protest and change. Yeah, I I need to review that. You might you might have consensus. We'll do we'll do comments. There's it's a three-pack. You have you have the other two books. Those will go through, but Okay. Okay. So, gotcha. Um, did you want to ask Dr. Veles or just
continue on with the comments and then we'll go if she's okay with it. I looked for the blessing. It's just I need more time for that one. Dr. Anderson, I I think I would rather the board be fully equipped with all of the information to make an informed decision. So, if you are suggesting moving that one book to the August date to give you and any other board member that needs more information, I'm perfectly okay with that with the other two going up for a vote tonight. Okay.
And then can I ask if we if uh we could set up one more meeting just Okay. Yeah. Thanks. Okay. Thank you, Dr. Anderson. Any other board comments? Mr. Mr. Schwarz, is there a time frame that we have to approve this book by? Um, Mr. Schwarz, I can go ahead and answer that question. The way the course is structured, um, this particular book would be in the spring. So, we do have some time to have some of that conversation. Thank you for that question, Miss Wisma or Mr. Barum.
Okay. So, I will go first. for me. I have I'm on the secondary curriculum. So, I saw this um back in May 27th. Uh I saw all the books. [clears throat and snorts] I reviewed two out of the three on the protest and change. I brought that home with me. I I'm flagging it for a specific reason and this actually buys me time because Miss Worman, myself,
we already hopped on the phone with Mrs. Deis. We're willing to talk outside of this. Um, but I have concerns. Um, Len, would you mind pulling up? My concern is the wheel of power and privilege while she's pulling that up. So, basically the textbook um, it reproduces Sylvia Duworth, Wheel of Power and Privilege. In other resources, it could be known as the Wheel of Power and Oppression. um Sylvia Duxsworth wheels it adapted um from the Canadian Council for Refugees
anti-opression framework. You can go to her website. It's in the link right below that wheel. Other sites use her wheel in a training platform that can talk about anti-racism, white privilege, privilege and racism, things like that. But just looking at the wheel, [clears throat] my concern is that it has gender identity, identity politics, and some CRT embedded into it. Those are those are
those violate my conscience as far as me voting in the values. I don't want that to be uh put forward to the student. And to be fair, if you look at um in the book, I can read it to you. Sorry, Lenny. I should have given you there the picture, but off to the side of that wheel, there is an exercise
that says um reflect on your identities and write a paragraph and what this means about you regarding the identities of identity, power, and privilege. Do you agree with these identities and your status? Um, things like what key insights did you discuss? What other what other Wow, that was really quick. Anyways, I'm not comfortable voting this in, so I'm glad to push it off. Yep, Mr. Bar.
So, I'm I'm on the secondary council with you and I reviewed the books and I saw this same thing and I kind of figured that something might come up with regard to this. So I want to make some comments. Um the question before us isn't whether every page because it's one page in this textbook reflects every family's beliefs. The question is whether this textbook is academically appropriate for an international balorate history course.
This is an IB elective, not a required history freshman class. Students are not assigned to this course. They choose it. IB is designed to mirror the expectations of college level coursework where students regularly encounter ideas they may disagree with. Whether you agree with this framework or reject it, understanding it has become part of modern social science and history. Teaching students that this framework exists is different from requiring
students to believe it. IB students should be capable of evaluating competing ideas, identifying bias, critiquing historical interpretations, and reaching their own conclusions. I don't want students shielded from ideas that I disagree with. I want them equipped to challenge them with evidence, logic, and historical knowledge. College will not protect them from controversial ideas. An IB classroom should teach them how to
analyze those ideas, not simply avoid them. We need to approve this textbook because it meets the academic rigor expected from an IB course, but I'm willing to push it off to discuss it. [applause] Miss Wman. So, a couple of things in addition to the wheel. I as a woman looked at what the book shared in terms of the traditional family. And the thing that bothered me is that it didn't cover things
fairly. I didn't feel like there was equitable representation. Um there were for example there was a radical claim in the book that called the family unit an engine of inequality and it wasn't challenged and I think it's important for our students to learn from different perspectives but it definitely had more of an ideological leaning and I did look at other books that
covered some of this same subject matter but were quoted as being less ideological and balanced. So, how can we cover these items and still be concerned with that? For example, a conservative woman like Phyllis Schaffley are treated as superficial footnotes or caricatures. I know who Phyllis is because I grew up in a more conservative family and her uh newsletters would
come to our household. So, I knew who she was when I referenced this and there was definitely not a balance. The text also ignores why so many women fought to protect protect traditional family law, including preserving a husband's legal duty of financial support, protecting women from the draft, maintaining workplace safety protections. It omits the traditional and conservative
worldview that child rearing and the family preservation are essential and noble pillars of a healthy civil society. I really think in a lot of ways it creates an illusion of debate here in the textbook, but it's more of an echo chamber and you can't show three variations of the exact same progressive ideology um and call it diversity. It's single spectrum storytelling. So for me,
I would like to look at this and say, how can we cover these topics but do so in a balanced way? I think it's missing in this text. Thank you. I'm going to ask that we have two more minutes. um added on. Yeah, Mr. Schwarz. Uh am I correct? Uh Joe Bowick, can I ask Joe Bowick a question?
Dr. Mr. Schwarz, can I ask you maybe to direct it to Mrs. Davis, too, because she is very Did the curriculum council approve this book? Uh yes, the social studies curriculum council and then the CBSD curriculum. Is it used in other IB classrooms? Is this what what is used in IB classrooms uh across international balorate? Yes. Yes. Okay. So here again I want to go with
the experts and the experts have decided this is the book. I I'm not talking about my own personal opinion. I'm not talking about my political values. That's not part of this discussion. What I am worried about is what happened the last time we had this issue about a textbook. The governor got involved. I don't want to get back in that kind of situation where where we
are chastised from the state because we're being provincial. This is not a question of personal political values. This is a question of is this the proper book for this class? And if you don't want your child to take IB, then you don't put them in that class. And if the parent doesn't want their student to use that book, the parent can say no,
we have those policies. Correct, Mrs. Deis? So uh I I I looked at the book uh in passing but if this is what's recommended by our professionals that is what we should use. It's not up to us as individuals to put our political opinions into pol into selecting curriculum material. Not our job. Thank you. I'm going to ask the board for permission to have two more minutes. Um, do I have consensus? Got it from Mrs. Worm. I want to bring it back. I consensus. You
give consent. We have consensus. All right. Um, if you like to go, you know, I I just want to say this. Regarding the two minutes, if we all take two minutes and we bring it back and there's no changes to the agenda, then we should forgo debate. We can have future debate because it might significantly change from now to then. You know what I mean? Just you know,
all I want to say is this. You Dr. Kamaskki along with Mrs. deis you worked on board policy 6000 which is controversial issues and there's there's definitely elements of controversy in this wheel but that policy was designed by you okay and Mrs. deis and others to give teachers guidance on how to approach instructionally issues of controversy. So if
we're not going to trust the teachers to adhere to the policy, then why even have the policy? I mean, you you all worked on that for months. So this is about context. And again, I mean, we've had these issues over and over again. I understand that some families might not be comfortable with that wheel, but at the same time, it's a co it's an elective. Students are electing into it. It's a college
level course. The book is appropriate for um a college level class such as this. Um and we have to be if if students are going to defend their faiths, okay, and their belief systems, we have to expose them to alternative thoughts and alternative frameworks because that's what critical thinking is all about. And it's up to the teacher. It's up to the teacher in the classroom,
okay? Overseen by administration that these issues of controversy are treated fairly, that they're balanced, and it's about trust. We have to start trust in our teachers because these issues keep coming up over and over and over again. So that's all I want to say. Could I jump Mr. Barry. So, I actually have some kind of an anecdote here. My peer Jack Callahan and I, we
had the opportunity to attend American University summer civics camp. And in this camp, we read a lot of material that we didn't always agree with. Uh there was debates between William F. Buckley, a staunch conservative, and FDR, who was very known as a very liberal president. Um, and we had respectful debates about it when presented the content. And I think that that's what the
aim of this textbook is for. I I understand your uh your concern, Dr. Kamoski, and you too as well, Mrs. Wearsman, but I'm respectfully going to have to disagree. I think that um it presents students with an opportunity to challenge ideas that they don't necessarily believe in um while also presenting alternate perspectives um on other issues as well. I think it like Mr. Barham said,
it develops critical thinking skills um along with the fact that all the experts approved it. So, I think their opinion is valid and I think that we should uh approve this these textbooks uh you know to allow students to be up to date and um pass the test properly. So, that's all I have to say about that. Thank you. [applause] Thank you, Mr. Barry. Okay. So, yes.
Um Oh, we'll give him my Oh, yeah. Okay. So, yeah. Uh for me, yes, I did develop the controversial issues policy and this one hits close to the heart because it's not some are going to say it explicitly teaches some uh CRT, some say implicitly. I literally campaign against this for so for me it's a breaking point, but there are other options. And one of the things I want
to press on is students are asked to locate them themselves. Oh, to give context to this is in regards to the women's suffrage movement. There's always context. We don't have enough time to lay all that out in two minutes, but I would say students are asked to locate themselves on the wheel of this uh power and privilege, but they're not asked to question the framework itself.
They're asked to assume that it's uh present and then how would you interact, you know, inside of it, but I I can um challenge the conceptual clarity behind the framework all together for me and I'll just say it like it is. I just think it's poisonous. So that's me. That's my viewpoint. It's literally on my campaign card. It's something I ran against. But as a philosophy or professor,
I teach my students to evaluate competing ideas, not simply to adopt one on not not to adopt a conceptual cleanse. Notice what you don't see in that wheel. You don't see judging somebody by the content of their character, which I firmly believe on. That goes back to the ancient Greeks and Aristotle. Really, what it does is elevate identity groups more than individuals person uh
personal experience, desires, and motivation. And that's my breaking point. Again, I will not vote for that section, but there are alternatives and I can't wait to, you know, meet behind the scenes. Um, but I believe that the dignity and the worth of the individual is very important. So, a couple of final points. First of all, I do want to thank the secondary curriculum council for looking at our material. I respect the work that they do. I know Mrs.
Deas was so gracious to give us her time today. Really valued that conversation. I do think as a trustee curriculum choosing it is our highest priority and certainly we take all of those things into account but when you say your values really aren't relevant well they are because the community voted us in a very specific way and I was transparent about what I believed in. And so
when I look at this book I want balance so that Mr. Barry, there is that student who can speak up because they feel like it's not so leaning one way that they can confidently assert how they feel. My own daughter went through the IB program years ago and I kind of discussed this with her. She found it interesting because we did talk as she went through the program,
but she didn't see something like this and she had a very clear inclination about how she felt with this and also wanting to see balance because sometimes you'll have a student sitting in their seat and they need to hear a little more than a text that that leans one way to speak up. Students aren't always confident enough. And again, that comes back to the teacher, right? If the teacher is presenting things in a balanced way, that makes all the difference.
All we have to look at right now is the textbook. Every teacher is going to teach a little differently. So what I did is I looked at a book where it covered some of these same things, but it was known for more political neutrality or an ideological basis. And I think we should all agree to that. It's not to preach one or the other, but to have that level playing field where different items are discussed and yet not saying we can teach anything we want under
this controversial issues policy and kind of leave students in a lurch not really receiving balance. So I think we're good to wait on this and continue to talk about this one book before making a decision. All right, Mr. Schwarz or Dr. Anderson? Okay, moving on. Um, thank you. So we can take a vote. I think it's a great program overall and I'd love to hear a report and update about it uh about its successes and potential shortcomings. uh towards the end of the year. And then secondly,
I'd recommend a report update for the T-AP program, which is the new suicide awareness and prevention program. Uh I've met with Dr. McTazznney and my peer Jack Callahan on multiple occasions, and we've discussed the importance of this issue at schools. Uh so I'm really excited to see that he used some of our advice and ideas uh to create this program. So
I'd love to see an update and report on that later in the year uh ideally, like I said, during the spring semester just to see how effective it was and how it helps students. Thank you, Mr. Barry. during the year outside of what is required by law which is the LCAP so we get academic uh feedback and student achievement data um twice a year but Dr. I'm asking can we like fit in a couple of mini academic dashboard like uh feedback mechanisms in between? Is that possible? Okay. So maybe February I don't know when you do the superintendent progress report maybe in February. So if if the
board has if the board moves forward with that if you have consensus from the board I would probably offer two times a year. once in probably November. And what's the reason for that? Well, I have several reasons. And one is we have had meetings go till 1:30 in the morning and we're moving these to written reports anyway. The other is um I noticed we had Jimmy Evans give a report. It was about 20 minutes plus public comment. made it almost 40, but I would say half of everyone in that was there in the room that
night got up and left right when he stood up. And um I also noticed people talking and being disruptive. So I think like the these reports are for us and for the community and people who really care like me. I read through I read through them in detail. Um, but I also think it's important we're we're kind of pushing them anyway so that we can stay on track and I don't
think we're going to limit debate because we can still ask questions to the presenter. But um I everyone knows I also watch the the YouTube channel and people will log off when these reports come up. So I think the people that want the information will have access to it um and we can have our meetings be um more productive and not be here till 1:30 in the morning.
Miss Wman. Okay. Um, I happen to agree with you, Dr. Anderson, on streamlining uh written reports. I think it's a pretty good idea. Um, I really am glad that you, Mr. Barry, mentioned suicide, especially suicidal ideiation. It's horrific. If a student contemplates that, so I'm really glad you're all over that. It's a big deal. Um, for me,
um, I'm just looking at February 2027, the facilities report, facilities master plan. Um, we have that publicly on our website, but I told Dr. VeZ this last week, hey, since four members of the board voted for, um, ballot language, bond language to go to the ballot, I wanted the master's facilities plan publicly available to where the community
can look at all 29 school sites and see where that money would go so that it's real simple, as simple as it could be. Because right now, it's not necessarily like that. So, I'd say in the next week, be on the lookout for that to be public so that if the bond [snorts] passes in um November, at least the community would know where that money would be allocated towards and you know, and and I and I mean specifically the $215 million 29 school sites. So, be on the lookout for that.
I wasn't planning to talk about that, but I saw that right here and I thought I've already asked Dr. BZ to update the website. Um I'm good with everything else. All right, we're moving on. I would like to be here when you're organizing the next board. I think honestly it's kind of a big issue because everybody else here has to work too. Um, so why are we pushing this to a different time slot where
almost none of the public can come? I understand last year was a bit chaotic, but I think that's kind of necessary in that big of a debate. You need to have the public actually speaking on what they want to see from this board in those major decisions. So pushing this to a point where very few will be able to attend whether or not they want to. They have to go to work, they have to go to school. Uh my peers that I was sitting with in that December meeting, they wouldn't
be able to come either. So it's a point of why are we kind of excluding the students, excluding some of the community to move this to a different date. That's all. Thank you. Thank you. Um, the rescheduling of this meeting to 9:00 a.m. would significantly limit public participation
as many community members such as myself will be at work or dropping off their children at school or attending school themselves during that time. Additionally, trustee area 3 will have a newly elected board member who will be sworn in at that meeting. It is premature to change the meeting time before that board member has the opportunity to participate in a decision that will affect the
board's future meeting schedule. I respectfully request that the organ that the that this board meeting remain scheduled for the evening to maximize public access, encourage community engagement, and ensure that all elected board members have the opportunity to participate in decisions regarding the board's governance. So, I respectfully ask, why is it that on the December meeting when you'll have new board members sworn in, why are you changing it? I don't know why. So,
I'm I'm waiting. I would like to hear your answer. Um, and I just think it's fair to the community at large that we allow people to have the opportunity to attend, participate many of our parents' work, including myself. Um, and so I would I'm I'm I want to hear your decision or your reasoning behind this, but I encourage you to keep it as it stands. Thank you. [applause]

Good evening. Um so this action item discusses improving efficiency and using district resources wisely. So for that I thank you Dr. Anderson and I appreciate you putting an item on the agenda with the focus on students and the wellness of the district. However, I'm concerned that this agenda item focuses on the number of complaints wanting to point
out the cost to the public of these complaints on time and district resources, including many items on the agenda tonight regarding contracts with attorneys, investigators, and software needed for PRA requests. but without asking why. Why are so many complaints being filed? If the board is genuinely interested in reducing the number of these matters, it should begin by examining its
own governance, compliance with applicable laws, and the public conduct of each board member. This includes compliance with the Brown Act, the manner in which members use their social media accounts, instances in which board members publicly identify themselves and speak as a TVUSD board member when they do not have the authority to speak or act as of the board as a whole. One individual member
cannot do that. You have far less ability to influence whether members of the public choose to exercise the legal rights that are available to them. But you do have the ability to look at your own reflection and decide why. Ask, let's find out why are these complaints. This simply was not an issue in previous boards. The increase began in 2022 following the banning of
a CRT policy. Those actions resulted in a lawsuit costing the district, costing students and staff millions of dollars. Formal complaints, Brown Act complaints, public records act requests, and litigation do not simply appear on their own. They arise in response to decisions, actions, and conduct by the board members and in their government capa official capacity. You have the
greatest ability to influence your own actions. You cannot reasonably expect to reduce complaints and requests without first examining whether your own actions have contributed to these increased requests. And I won't speak to it separately, but I fully support the PRA software that's on the agenda tonight. Um having nothing to do with increased requests. I know that that process is
quite cumbersome and the amount of that software is very minuscule as in to our budget as a whole. So also on that I fully support and ask that you guys support that as well. Thank you. [applause] And just as a point of clarity, I'll let you go first Dr. Anderson, but as a point of clarity, um the district has in fact not paid millions of dollars related to the CRT lawsuit. That's
actually being worked out in court and that is not point of order. This is a point of clarity. Point of order. October 28th is the date. That's a false statement. I I told a community member I I used the word troll. I used troll account that ignited a a Brown Act complaint. We have board members up here and I we can't police oursel right now. So I want to say we have board members up here filing Brown Act complaints against our board. One time since I have been on this board have we had to cure and correct. Nothing else has been cured and correct,
but we've had I wouldn't be surprised if we've had 50 Brown Act complaints. So, not only I see the problem is us and that's why I think a board advisory committee could help review things when we call the public names because you know we had the woman in Florida every time someone thought it was funny to call her a name. It cost our district several hundred dollars because she immediately
filed a Brown Act complaint. She immediately and that happened for months and months and months. So, we are all guilty. Um it it just keeps going on. So I'm not disagreeing that the board needs to be accountable. We do have a problem too of AI being used to um file public records requests. So the records requests are starting to be hundreds and hundreds of pages of information that we're
trying to figure out how to gather. And that's where the um where who put that on uh was it Oh, there we go. Michael M. Yeah, we've been talking about this. So, I've been meeting with the district of Yeah, there's things we can do as a board. So, I'm agreeing with you and that's why I think a board advisory committee would be helpful because then maybe if we all have our own peer on that board,
they can help us see what we can do better. If you want the second two minutes, you could have now. You're the presenter. I'll wait and see if people want to argue with it. But if I my other thought was if people didn't have a member, we could just bring back the original committee and approve each member. But we'll we'll see how it goes. do you think that maybe it's maybe down the road if something comes up it would be more advisable? So I I will say this. I'm all about community input. I think that's really important. I think if the board advisory committee is to be reinstated, I think it is absolutely essential that this collective board give me and my staff direction in terms of what that
task is. Um, and Miss Dr. Anderson and I have had the discussion. There are a lot of things related to complaints and lawsuits and attorneys and stuff that cannot be discussed with um with board advisory members. As long as there is clear direction from the board about what our conversation is to be with them and what that outcome is, then I would be in support of that.
I just need clarity on that piece. And I I just want to uh let's be real with each other. Nobody's going, we're not going to have unanimous consent to appoint anybody to this board. I guarantee you whoever I pick as my nominee will not get unanimous consent and the same for other people. So that part of it is is just ridiculous. But at this point, if the if the superintendent
doesn't feel she needs it, then I am definitely against reinstating it until she feels there's a need for it. Mr. Barum. All right. Yeah, I'm not going to vote for this. My vote counted last meeting. I'd like to let this go until after the next election with a new board and if they want to weigh in and Dr. Vez thinks there's an issue. So, I agree with Dr. Schwarz on that part and I'm just

So she can move and then we can see if we I think you guys should try me and see if I approve the people that you recommend because that's not the issue. That's not the issue. The issue is we can't hold ourselves accountable and we don't want the community I think that we need the community to have a to have a sit down and say
like what can we do better that and advise us as a board. But that's fine. That that was my idea. The second part of this was we can just approve the AI. So, we'll get to that next. But if you don't if you guys don't want to give it a chance, I guess. And just as a point of clarity, if I might, Dr. Anderson, I talked to Dr. Vez, we're not even sure it's legally feasible to ask the community to
get into a board advisory committee to discuss PAS. You there's a first amendment right and all kinds of other legal battles that I just don't know if it's possible. I don't think that she's asking that the citizens get involved with the actual details of the P or litigation. Am I right? Okay. This this is an operational issue. This and that's why I'm not going to support it
because this is again it's what I talked about in closed session and I'm going to say it very generally. This board continues to overstep. It's not our role to be involved in the operations of this district. That is for our superintendent and she is very well aware of the issues with the PAS, the Brown Act violations, the litigation, the UCP complaints. She is on top of it. We we talk
about this in our meetings just like she's on top of a bunch of other stuff. Okay? It's it's it's she knows what she's doing here and she's got the new uh the new system for the PAS which somebody mentioned out there. So, she's on top of this. We need to step back and understand our role that she's in charge here. She directs her staff. We're here to oversee. We're here to govern. We're
here to vote on policies that they bring forward. Um, so I question when you're done. Okay. Sure. I I just, you know, and and a lot of this too, Melinda, it's this is statutory. Okay. You know, we have to comply with these things within a certain period of time. Um but to to I would feel very uncomfortable in addition to that allowing pri I think Dr. Kamaskki said this somebody did
allowing the private citizen to get too close to this because you just don't know where it's going to go. But I understand what you're trying to say and I understand you're trying to help but I think that we have to understand our role and let the superintendent direct her staff to which she is doing to uh resolve these issues. So that's it. Dr. Anderson, you had a question. Yeah,
I just have a question. So we do know this has gotten blown way out of hand. We have so many and they're all related to us as a board. So you're saying Kimberly needs to or Dr. VZ needs to direct us individually as board members and I don't see her. Well, then my I agreed with the public
comment that we need to change our behavior and I gave my example. I have I have compl Brown Act complaints against me and when I look back at how I've handled things, it's simply been usually it's unprofessional behavior like n like I use the word troll account and that upset someone. So that's where I'm saying if we can't be reflective on our own behavior, maybe a board advisory committee
can look at this. And what I want them to do is see h not not the the details of the complaints, but the nature of the complaints because I think that they could advise us to do better. But if we're not going to go, we should not talk about and take board time. We should move on. If let's let's not like waste her. uh is Ms. Worma, she hasn't talked yet. Miss Worma,
go. So, what I'd like to point out is in our last conversation about this, we thought perhaps it might be best for a newly constituted board to take this on. I actually agree with Mr. Barham in the sense that Dr. BZ is making some changes. Um, Dr. Anderson, I respect the fact that you like the community engagement and I do as well, but this is also an election year and you can't get
away from that either. And there are legitimate issues and then there's latigious things that go on because we're in an election year and I'll leave it at that. So I would not wish some of this any of this on the average citizen. I don't think they have the ability to sit down and take this on on top of their own busy lives and it's why we're elected. So for this particular matter,
I think we should let this go, but definitely revisit the idea of what would that project be. I know Mr. Bar mentioned trustees don't have a role in an operational role. Well, they do. We just went through um the idea of the bond and the ins and outs and it was important that I was a part. So it does vary, but I think in the end the superintendent can make the call on this. And
it is helpful to know we're putting several uh different entities in place to take care of some of this. And Dr. Anderson, I agree with you that there are all things that we wish had been done or said differently. I humbly want to acknowledge that. But on the other hand, we do have to recognize when this board has passed something in a year gone by and we have a union come up
against us with a complaint and it filters into activist groups within the community. That's not something to take fault for necessarily, right? There's a there's a whole context here of people who have contributed to the chaos and that's the bottom line. And I think we could all do better. I think we should determine to do better, but we shouldn't cowtow either and think that it's all us
because it's not. There's a lot of things pushing on the school board. It's a difficult place to be and we're doing the best we can to get better. Thank you, Miss Horseman. All right. or assistant clerk, one of the board members, um because I think it should always be determined by the board, not the district, not the public. Um I don't know how we'd ask an attorney to give an an attorney approval. So, if anyone has ideas on what that looks like, in my mind, it looked like another board member, but other districts use this policy. I just don't know who they designate

What let let's talk about the function of the liaison. Why I you want a leazison. What's the function? Is that a fair question? Yeah. Just a third person because right now it's two people and
it's and so I felt like I came across a conflict where I had permission from one but not for from the other. And I personally believe there was a conflict of interest. So, I think a third person, if there's a conflict of interest from either the board president or from the superintendent, a third person could help. Or I mean, we've been going back and forth with majority minority.
I think last year I I the only time I was really asked for a permission to talk to the attorneys was usually board members fighting with each other, but there were a few times I should have granted permission and I was I was a Nazi about I just said no to everyone. So I think that that was a problem. It doesn't give the minority board members. I think we we would avoid a
lot of I think there's some problems we could have avoided or just Steve he had a question about he had a policy and nobody ever let him run it by an attorney. It kind of went dead. So I don't know. I just think if you guys don't want to do it I think that we need to be more flexible. That's all.
What I'm going to ask is if if everybody else wants an additional two minutes, you can have an additional two minutes. So can you cuz you wanted to collect yourself. I have no problem. So here you want to go additional right now. All right. Well, I haven't got gone my original round yet. I asked a question on her time. Okay. So here here's my take on this. I like the CSBA
policy. I don't like the leazison. And I'm going to tell you why. Because if there's a conflict, if there's a conflict and I have to state my reasons why I want to speak to an attorney, it's just like what you said. Another board member is going to know the reasons why I want to speak to the attorney. And what happens as a result of that is I lose my privilege. That's my problem.
And if I lose my privilege, anybody out here could do a P on you or Mrs. Wearsma or whoever the leazison is, and that would be an obligation to report to the public what my concerns are with an attorney. Go ahead. So, thank you for clarifying that. Another idea I had was just if we feel like there's a a conflict or a minority board member doesn't feel like they're
being listened to, they could ask general counsel, can I I feel like I need attorney, I feel like I need to contact you for this reason, XYZ. And then the general counsel can either say, no, that's a civil matter. Okay. And and we could have the general counsel be the third party. So, so you could say like I feel like this is an issue with XYZ, but I'm not given I'm not being
given permission to speak to you. You know what I want, Melinda? Here's what I want. I want to be able to talk to an attorney. I know Dr. Veles is not going to deny me. I know she's not. Okay. She's denied me several times. She She's not. Yes, she does. No, it's okay. I expect her to if it's
not appropriate. I want to be able to talk to an attorney and I want to be able to have either Dr. Vez or Dr. Kamroski say yes or no. Okay. What if they both say no? If they both say no, then they both say no. Okay. But I don't ant that's what I want. I want to be able to talk to an attorney.
Okay, that's fine then. Please. Yeah. I mean, let's let's the CS Let me let me Okay. But the CSBA policy that you put outside of the leazison because it's perfect. It's like, you know, you've added another CSBA. No, no, no, no. The leazison is not CSBA. I said, but CSBA has I I didn't see Well, no, it's the superintendent or a designate. That's different than a leazison, Melinda. Okay.
Okay. Here's here's what here's what I'm looking for. Okay. But at the the bottom line is this. I have an obligation to the people that I represent. I haven't been able to do that effectively because I've been denied counsel. I feel like to be quite honest, if I were if I were approved to have the counsel that I asked for, we would not be in the in the mess, okay, that we are kind of in
right now. Okay. Seriously. because I asked about constitutional issues, all of those things and were and was denied. So, at the end of the day, the principle is here. I have a constituency to represent and I am not allowed to do that. Okay? Because of people that are denying me for whatever reason, I shouldn't be denied. It's not right. Grant me the opportunity to talk to an attorney.
I'm not going to take advantage of it. And in addition to that, the legislative intent, Melinda, when we passed this policy back in 2025 was it was a cost issue. That's why we did it the way we did it. But I don't believe any of us up here are going to take advantage of that. If we need to talk to an attorney, we shouldn't be denied. It's a control issue and it
has to stop. It's not fair to our constituents. Can I ask what mess are you talking about? Yeah, doc. Dr. Mr. Anderson, just to be fair, nobody else on the board has spoken except your two board members. We're going to go through Mr. Schwarz and then because we might answer your questions. We got to engage. Mr. Real simple. I'm looking at the policy. I'm talking about what where it says
CSBA legal policy which ends with individual board members other than the board president may not seek advice from district legal counsel on matters of district business unless so authorized by the superintendent the board president or a majority of the board. That's where the CSBA policy ends. this other stuff about a liaison is not part of the sample policy as far as what I can
read and that's what I came to vote on. I think the new policy which makes it one person giving permission rather than the superintendent and the board president or a board majority which was the old policy was as Emil said it was restrictive. I have not spoken to a board attorney in the past two years. I've spoken to my own attorney and paid my own attorney because I have not been
able to speak to a board attorney other than the JPA attorney that was assigned to me for the one of the lawsuits that we're involved in. So, if the policy ends with the sentence I just read, individual board members other than the board president may not seek advice from district legal counsel on matters of district business other than authorized by the superintendent, the board
president, or a majority of the board. If that's the end, then I'm voting for the policy. I'm not voting for anything with that other liaison stuff. That's just another person who's gonna say, "No, you cannot talk to the attorney. Sorry, Mr. Schwarz, would you like another two minutes?" We all have four. We all have four. Mr. Versa, do you have anything to say? No, you go first.
This is a full circle moment. I remember Mr. Baram and Mr. Schwarz when you were a part of the decision to keep that's okay to keep your colleagues from getting in touch with attorneys. [laughter] It's ironic. Bad policy is always bad policy. We didn't agree with it then. You did. You've come to this point. You don't. So, I would be really
happy to land somewhere that seems to make sense. When I came onto the board in 2022, one reason why we brought on Jonathan Brener was because we didn't feel like the majority that was conservative and new had representation through an attorney and we brought him on for special circumstances. Then things changed. Now we're at a point where we're headed into another election.
I don't think that trustees should be consistently denied a legitimate reason to contact an attorney. I don't think the superintendent should necessarily be on every call. There should be some flex time, but I think she should also have some jurisdiction there as well. So, I am open to trying to figure this out because I don't think someone should be denied like I was
for a year with some super legit issues. I mean, I could tell you the stories. So, I identify, but you all put those in place. So the grace needs to be that where can we land together where we all have some ability as an elected official to talk to someone in the matter of these issues because we're not lawyers and we do need advice. So I'm open. I don't know if we've landed on the right
policy yet, but I think we're going to get there. Would you like another two minutes? Not at the moment. All right. Could I jump in, Dr. Uh uh one second cuz I'm going to have Dr. Viza myself then we can get you full circle. So Dr. Anderson, I really appreciate you bringing forth the CSBA policy and bringing this forth for discussion. I would like to share one area of caution
um that actually struck me as I was sitting here to have a design be a board member where you have a board member requesting to speak to an attorney. you have the board president involved and then you have a designate and if that designate is a board member that could in some cases be considered a Brown Act violation. So I would be cautious in terms of what that designate is. I do
appreciate the attempt to try and resolve what I know has been an issue for quite some time. Um I am not opposed to the designate language but I just I am bringing a level of caution that if that is another board member that's three board members involved in a in one discussion. Okay. Okay. Mr. Barry, go after you. I was just going to kind of uh reiterate. I think that the changing
of the language to or rather than and I think that's a great idea. I think that's less kind of a blockage for board members, but I still think that the liaison isn't really necessary. I think that it's kind of almost seems to be defeating the purpose here. It seems like it would add another block um to contact attorneys. So, that's just kind of my perspective on it. So
I would just recommend that it keep the language the same. Just cut the le and language out in my opinion. What? Thank you, Mr. Bear. Okay. Um, you still got a minute and a half if you want. 2025 to December 2025, the legal fees for just um a AARR were $108,000 108 $272,000 93. Since I've been board president and since the superintendent Dr. has had that seat. Since January 2026 through June pending, we've decreased the legal fees for this one law firm down to 52 uh,15262 pretty much in half. So, this board policy has been working with the designation, but I am open
to the ORE. When I was um not board president, I've asked to speak to legal three times. I got shut down all three and I just was like, well, I I guess I have to move on. What what I would also ask though is has anyone on this board actually asked Dr. VeZ, your employee, hey, I have a legal
question. Can you get this answer for me? You you know what it is? Zero. Have you done it, Mr. Bar? You have done it. Sure. Yeah. I have asked her several times, Dr. Dr. Veles, what's going on with this? I don't know, Dr. It's It's happened more than once, okay? Because for some reason, she's either shut out, okay? And she shouldn't be, and that's one of the thing I I don't want to take
I want to respect my 15 seconds. That's why I have said so many times in the past, Dr. Valz is the one who should be talking to the attorneys. She's running this organization. It shouldn't really be any of us. I know you're going to disagree with that and you have your reasons. I get it. But again, I have so many times asked her, "Dr. Vez, what's going on with this? Dr. Vez, what's the
legality of this?" She's not a lawyer either. She can't answer me on a lot of things. Okay, I got you. So, what I would say is, but she can ask an attorney. That's what I'm that's my point is is you can convey a question to her, she can ask or even another question or multiple questions. I'm not sure the board has taken advantage of that. So to say except there's a conflict sometimes. Hold
on. I I get it. I'll get there. But to say that um you're denied or anybody's denied legal access, not necessarily if you ask the superintendent to ask a you know to answer a legal question, but we'll move on from that. So I'm open to the or I mean heck a year year and a half ago I was open to every board member having legal access under Huff and that got shot down. So like Mrs. This is where Smith said we are back here full circle and I'm going to take the other two
minutes. Thank you. We are back here full circle. But then if we allow the ore and the board and the majority of the board feels like this this releases some pressure to where people go, okay, I just want to ask one or the other. And if some of you don't trust being on the phone with the superintendent and you you want to ask me or the superintendent for permission, they're not on the phone. I get it. I'm open to it. I'm also open to all board members contacting attorneys. And I'll
just remind you though, the legal fees have been cut in half since board president, superintendent have been there. So consider the cost is what I'm saying. And then maybe we push this to next meeting and maybe we talk about what would it look like for each board member to have access. Would it be text? Would it be calling? Would it be Zoom? How much would that look like in a month? How, you know, what pressing issues? What attorney? I'm open to discussing that unless the board says no,
I don't want to do that. That raises the legal fees too much. You're right. You have decreased legal fees. Let's keep the trajectory. But I like the ore. I'm all on board. I will not vote for this though. I will not vote for a design or a third party. I So I just won't because I think our
policy is good as we have it. Mr. But if somebody Oh, sorry. But if somebody makes a motion to add or I can vote that in if we strip uh strip off the designate. My thought is to push it to the next board meeting, do more background research, and talk about what it would look like, unless all of you are against each one of us having access. I don't have a burning desire like I'm going to hop on that phone and start zooming the lawyers. That's not me. But it seems like a few
of you really do want access and I might be open to it. But let's discuss the physical the fiscal responsibility that we have and the legal fees and if you think it's prudent to do it, I'm on board. organic conversation. Yes, there was a conflict of interest and sometimes, for example, we are the employee to the superintendent. So, it puts her in a tough position. And I don't know if the board president is always going to approve that. So I did want to discuss contracts one time and I felt very uncomfortable asking Kimberly to approve that because I wanted when it was back when
we had all of the cabinet and all the contracts together. I had questions regarding negotiations and it took a long time for me to get attorney to get approved for attorney contact. I did not contact an attorney in the end. I worked with um Mrs. Lash to have those questions answered, but I still may want to contact an attorney regarding that. That is a conflict of interest. I think we could have David Huff. We should have our general counsel be the liaison. There might be a
time that a board member does feel like they're in the minority and they just want to call and say, "Mr. Huff, I have this question." And he can say, "That's not related to board business. I'm not going to answer it." or he can say, "Let me help you with XYZ." And maybe that would have helped with a lot of the conflict that we're in. So, I want you and Mr. Schwarz to entertain the
idea of having the liaison. I I use the word liaison. The policy uses designate, having the design be Mr. Huff. And then I'm done. I've talked too much today. Okay. It is Mrs. Wormmith's second time. I want to honor her two minutes. I'll make it short and sweet. I actually support the idea of David Huff being somebody [snorts] that we can contact again full circle. We did do that and he
was great to take a five minute phone call on and uh help individual trustees because again we're all elected. We should have the ability to be able to speak to legal without total gatekeeping by any superintendent. And Dr. does a great job. We've got a great relationship in talking about things and that's awesome. But there are other things that will come up and I think a trustee should be
able to have some autonomy and flexibility there. So I do like your idea with Mr. Huff. I like it. Then we could just approve the CSBA language and say that the designate is David Huff. I'm fine with that. Do I have a second? Uh can I can I interject something real quick? is that to have each board member or that's that's just to ask either or superintendent or board president
right for access and then it's huff but that's not saying that each board member gets a time per month right to be specific okay that's the motion can I can I just say one more thing just throwing this out if we use if we say that Huff is the designate isn't that kind of like a conflict of
interest because he's going to be billing us for I I don't think I think that he's been really good to say in the past. He has. I know what you're gonna say. Yeah. So, I feel comfortable with that and I do think our first I think it should be in order. So, if we want to clarify that it should
be the superintendent, board president, and then if Yeah, I agree. Uh I have a I have a caveat I want to throw in there. I I would still say table this to the next meeting. And here's why. Ask Huff for the legal fee breakdown. Texting, calling, zooming, how much for each, how much per minute, because money matters. And before we vote, like, hey, I want to contact the attorney. Well,
how and and and in what manner? I I think we should be prudent and look into the Can I also offer one suggestion? I do agree with Dr. Kamaroski about pushing this to the next meeting. Um, and there's two reasons why. I'd like to talk to David Huff to see if he is agreeable. And secondly, I do not believe that we should write an attorney name into a policy that the board is going to adopt. I think if that's the case and we want to use
um board general counsel, we would not use his name. We would use that term. Correct. I do think the policy I want to bring something back um if the board is agreeable in August. So, it gives us an opportunity to talk to David Huff. I think we should approve it and then amend it in August. I we've been through this. It could be that somebody doesn't want to talk to Huff on a certain issue. They want to talk to Demarco or Dedric. So, I'm open to that as well. Well,
the superintendent can approve that. I can agree and we should look into the fees for each one. And like I said, I think this has been on the agenda a million times. worked my last nerve. Um, your legacy will be all of the destruction that has happened during your tenure on this board. So, if you want to have everybody wear matching party outfits in 98° heat, then I guess that's your prerogative. But just let adults be adults. Miss Wma Caroline, bless your heart. That was very unkind. No, I wouldn't say that. But I I hear what
you're saying and this is where I'm going to go with it. Um I for a couple of years have gone to ceremonies and have been unsure myself what to wear. I do have a gown at home, but I wasn't sure. And so because I had questions and yes, I did notice a disparity um with what all of us
were wearing. True. But then what I did see was a picture of the Redlands board at their ceremony for their students and they had a unified look and it was a great banner. They had the same gown. I just thought it was wonderful that they were happy to be there. they looked together, linked arms, and I just thought we could do better. So, it's it's really I think we have to look at honoring
students, families, what we're projecting. I know that a couple of us have worn our own gowns and I think that's great. I know Dr. Kamroski has looked um very formal and and has represented his craft and what he's studied. I know Dr. Anderson, you have that as well. So, I'm not opposed to that. That's why I came forward with this saying, what can we do so that there aren't questions
for future trustees? What do they wear? How can we delineate if we had a special degree with a cap or um that sort of thing. So, I'm totally open to board discussion here. I'm not here to dictate a color exactly how a seal needs to look, but I I I would love it for my legacy to partially be,
hey, you know what? when the trustees go to a graduation ceremony for any of our high schools that we're looking our best and we're celebrating our students. And that's where I want to leave it in the hands of the board. Please give me your thoughts. What can we do that's reasonable in cost and still allows people a unique opportunity to personalize it if they want to. Oh, okay. Thank
you, Miss Wisma. Mr. Barry. Um, so I actually really like this policy and I think it's a great middle ground solution. Uh, I think it would look really nice and professional for trustees to wear formal academic regalia at our graduations. It's obviously a very big moment for students and their families. So I think it's appropriate to match the occasion. Um, my only concern here
is on the financial impact. It says yet to be determined. So I just wanted to ask where that would fall upon just because I don't think that taxpayers should um, pay for the regalia. I think it should fall on the individual trustee. So that was my only concern with it. Other than that, I'm in major support of this and I think it would look really nice at the graduations.
Excellent. Uh, Mr. Bear, uh, Dr. Anderson. Yeah. So, I just want everyone to know I'm a little bit upset. This policy is not a partisan policy. Jen is just trying to do something that would help the graduation ceremonies like look better. I I agree. like if someone's in a dress and someone's in a gown. And the reason I'm upset is because there's no reason for the public to continue to
be cruel. All she's asking is, "Hey, can we have a discussion if we can dress the same?" And I want to say thank you to Jack. I miss Melissa. She was a great example. And I'm really looking forward to having um Mr. Barry up here. The students do set it do a great job setting the tone. So, I don't
know why people think that that it's okay to be it's just gowns. She wants to talk about gowns and everyone's laughing and clapping and carrying on. I have mine. Dr. Kamroski has his. It's $100. She could get a we could get cheap ones for 50 bucks. And I think that the all she wanted to do was have the conversation. She didn't even say that we were going to pay for it. She just said
we're going to talk about it. So, I'm going to ask the public like I don't care if it's Mr. Barham, Mr. Schwarz, Dr. Kamaroski, or Jen. People are so cruel when they come to these meetings. It makes it really hard for me to show up every time. Thank you. Thank you to those of you that that give
actual feedback that we can use and take on and implement in the district. Mr. Bar, Mr. Schwarz, Mr. Schwarz. Yeah, I've been attending uh Great Oak graduation since I was elected. They gave me a gown which I wear which matches the students gowns and I wear my master's hood and I've been wearing it ever since I've done those graduations. Every teacher wears their gown and their regalia,
whatever they have. If they have a masters, they wear their hood. And Dr. Blaine wears her doctorate uh regalia and everyone looks professional. So I I don't understand why um a a different gown would be different than the one I wear other than maybe it would have the district logo on it if you guys want to do those. And then you have to do a different color for
every school because every school has different color. I don't know what color they uh Mr. Barry, what color they wear at Chaparel? What color gowns? We wear we wear blue chap. Okay. So, a great oak we wear black. The staff wears black. Um the kids wear red. Um I don't know about TV. What? Anyone here from TV? What color do they wear? Brown. Brown. So,
I I assume the faculty wears their own regalia. So, I mean, I don't I don't really care. It it doesn't make a difference to me. If you want us to have one with a logo, I'll be happy to pay for a black gown with a logo. I It doesn't really make a difference to me. Mr. Mora, when I used to attend the the graduations in Garden Grove, I wore a gown and I was hot there.
Okay, here [laughter] I'm burning up. All right. And that's why I haven't done it. But I understand the point. I do get it. I'm not going to dismiss it. Um, so Dr. Val's question. So, am I able to since I'm probably going to be at Chaparel if I'm reelected next year, um, can I get a blue gown from Tina? Yeah, that's a possibility. Yes. Yeah, for sure. Absolutely. Yeah. Yeah. I do
know that some of our sites do that and so yes, that is a possibility. Yeah. Yeah. And I you know, and if I have to pay pay for it, I I will pay for it. But I'm just thinking I mean they in Garden Grove, they would hand them out, say, "Here you go." And I'd take it home and I'd wash it and
I'd keep it till the next year. Um, so I'm okay with something like that. I mean, is that okay? I would agree. Maybe it's a sash that we have if the high school's going to give a corresponding color. That that could be a thought, too. So, I'm open to whatever thought is frugal and appropriate. I had Okay. Oh, I was just going to say um a lot of the site admin, they
usually just wear a standard black one and then they have their masters hood they wear it. So, I think maybe a black one with a TV tvd logo might look nice. I mean, that just just throwing out an option there just to keep it standard. I think that's actually a great idea if we all did black and then just had our board members sash. Okay. I'd like to weigh in here. Um, if a site wants to
provide a free gown to somebody, I'm all for it. Um, ladies and gentlemen, I earned my regalia. I'm going to continue to wear it. And it doesn't I'm sorry. It doesn't just represent craft and what I studied with a color designation of the hood. It's actually the color of the regalia itself represents that I graduated at Claremont Graduate University. Anybody that has a PhD, they will
have different color regalia if they get it from their university. And they're quite expensive. Mine was like $800 or $900 for the for the hat that you see in in in the regalia. It's a lot. The only reason I got it is because I'm tenured at Mount San Antonio and I graduate my students every year and I love doing it. So, I represent my colors. Everybody has a right to do that. I will
not wear a black gown that doesn't represent the school that I came from. Me, I think the best idea is a unifying stole. Maybe even a board stole. It could be white. It could be any other color with TVSD on it representing whatever. I'm up for that. that would unify all of us no matter what colored gowns we wear. And it allows the flexibility for people that earn their regalia to wear it. And ladies and gentlemen, I wouldn't be costing the district money because I already bought
my regalia. That's just me. I won't be voting this in to force a board member to dress a certain way, but if all of us agree that if a site wants to provide it for free or we get a stole that I don't know, we pay for, I'm up for that, too. But can I take one more minute after you're done? Yeah,
but I I wanna I want to see if I have something else here. Um, you know, my first thought is blue for um Chapperel High School, brown for Tmacula Valley, black for great oak, and then you merge it, but then it's going to it might look like an ugly colored skull after we're done. So, it might have to be a unifying color to represent all the board members. I don't know. Were it like a TDUSD stole that represents all of us with blue and those colors right there with the balloon that
simply unifies us all. I agree with Mr. Barham. If it's hot outside and especially if any one of us have a medical condition and we don't want to be in a robe, I'm not going to force that policy on somebody. It is hot out there, especially in my robe. It's really thick. Miss Roman. So, first of all, Dr. Kamaskki, I want to apologize. I don't I didn't want it to seem like I was minimizing anything that you have pursued. So, you know, I am I am your partner with so many things
and I think you should wear what you've worn and it's it's looked so professional and we've been so proud of you. So, I think that's good. Maybe there should be some choice. If a Dr. Anderson, Dr. Kamaroski have their gowns, great. Then let's have a a trustee have some choice. If that's the black gown and then perhaps we all do have a stole. So whether it's that black gown and that's your preference or you've got what you've worn with a stole that could be reasonable.
And I know it's hot but I think our ceremonies are at six o'clock. So I mean I've kind of adjusted to heat. I I we're all hot but I still think we should be in a gown of sorts um to look good. Dr. Vez has something she might want. Mine's red, black and white. It's mostly red. And Dr. Vez has
an idea. For our suggestion, what we our staff at um pretty much all of our high schools wears black. They wear black gowns. And so my suggestion would be black gowns of which the school sites can provide. With that said, if the board is looking at doing stoalls, um we can come up with a couple of work with Mr. Marble. we can come up with a couple of different options for an embroidered
um stole for all board members to be able to wear um for graduation. Um we can bring back that next month so the board can make a determination and we can do it from there. Can I just clarify one thing? So if like Dr. Karaski and I we have our doctorates, we can wear ours. Anyone who doesn't
have one, the district will provide and then the district will provide a stole that matches all five of us. Is that what you're saying? Yeah. This Chapter 14: Support for education is Mr. Barhams resolution 202627-1 of the board of education of the Tmacula Valley Unified School District in support of public education. and I want to say first that I recognize that parents and families, they have choices and I respect those choices. Our family has made a choice other than public education for a different reason. Um, we all have different reasons why we might put a kid in a charter school, why we might put a kid at Lynfield, why we might put a kid in our public schools. Um,
so I do respect that and I do respect the choice. However, okay, however, I worked in public education for 25 years. I worked in great schools. I worked with great teachers. I have I've I've worked actually in three different school districts and I did I haven't worked in this one, but this district is the best. And and that's why I wanted to put this on because not only do I support public education
because I've seen what public education has done for thousands of my own students, but I see firsthand what we turn out here in TVUSD and it is exceptional. and I support this district wholeheartedly. Um, I love this district. I love the people here. I love the teachers. Um, I love the classified. I mean, people work together here. And it really is. It's It's not that,
you know, it's just like Dr. Woods used to say, there's a car and there's a bunch of moving parts. We're always going to have things that we need to to do better at, but we do a great job here. And I want to put this resol resolution on uh to support public education, but particularly TVUSD Obviously in the resolution there's a lot here that we all support and as I read through it and
I thought through the last three and a half years I did think there were a couple of additions that we could add here to the resolution. So Len, if you're able to put that up on the screen. I thought about it. I have your resolution here pretty much as written, but what's highlighted and you can stop right there, Len. Thank you. I brought in the parents of course because obviously
education is our teachers and our staff and all of the wonderful people that work for us, but parents are just such an integral part. And I feel like if we're going to pass a resolution, we've got to bring them in. Whereas parents and legal guardians possess a fundamental right to direct the upbringing and education of their children functioning as primary partners with the district
and all academic and educational decisions. So obviously these are things that we know. But if we're going to celebrate the things that we know, let's consider adding these items. Ensuring that decisions about our children's education and the stewardship of public funds remain transparent, find fiscally responsible and locally controlled. A complete and rigorous education requires instructional materials and classroom environments to maintain academic integrity, age
appropriate content review, objective historical truth, multi-perspective critical thinking. So, I just thought these things were important. Um, Len, if you could scroll down a little bit. I think this enhances what we have here. So, I'm not here to criticize what's on the docket, but just would like for the board to consider this that the board is committed to safeguarding, promoting meaningful parent involvement, ensuring transparency and curriculum, which I know we aim
to do, library holdings, instructional resources, um, academically balanced, again, focused on critical thinking, grounded in factual historical sources. This just gives it a little more context, and I'd love to hear from everyone else. So, can I ask a clarifying question? So are you are you are you attempting to amend the resolution? It would be a suggestion yes for us to consider
bolstering the resolution and others may have thoughts and I don't mind but [snorts] again I want to be consistent because I we haven't been allowed if we've made motions to allow other people to amend our resolutions. Did you make a motion when I was in the bathroom? No, I haven't made the motion but this is this is on the table. So that's why asking her and I'm perfectly
fine with it and I wanted to hear discussion first before formally bringing the motion. I'm perfectly fine with you attempting to amend this and I I want to discuss it. So great. Okay. But our commitment as board members is to public education to support public education and I'm 100% be behind the uh resolution and I don't see anything wrong with including uh the changes that Mrs. Wema put in. Um, okay. So, we're on item 11 and we have a comment. You said yes. Okay. Christine Masa, I this this is just um more of a curiosity because there really wasn't any context on the agenda as
to why this testing was necessary, only a lot of, you know, opinions about EMFs. So, I'm just really curious as to why we're doing testings on um EMFs at batteries at Tony Tobin because we've already spent thousands of dollars on EMF testing on cell towers, which already showed us that there was nothing harmful coming out of the cell towers. I presume these batteries produce a much lower
level of EMFs, although I don't have a bunch of letters after my name that tell me I know that, but I do have the internet. Um, so this kind of seems like superfluous spending. Um, my research shows me that these batteries produce fewer EMFs than a Bluetooth device. So, I'm I'm really curious as to what is happening here. And granted, this expense is only about $6,000,
but I know I've been waiting for more than two years to see a coaching stipen come through around this amount, and you have yet to approve that, and I think multiple schools could benefit from that. um as well as our women athletes. And I'd rather see that expense approved first. Thanks. [applause] Okay. And uh thank you. Just as a point of clarity, I added this uh behind the scenes. Thank you, Mr. Osborne, for putting this contract together. And a point of clarity,
it's not $6,000, it's $3,000. I'll read to you. Um on Wednesday, June 10th, I received an email. Dear Dr. Kamaroski, after listening to your passion, educated comments about the proposed SDG& utility lines at the NAS last night's board meeting. I decided to speak up about what you see in the attached picture, Len, would you mind pulling the picture up? Um, I took a similar I forgot that she
sent me one. I went over there and I took one cuz my son was doing baseball practice next to it. So, that's what you're looking at is a Tesla battery. It's within 25 to 30 ft of uh that building and there's five classrooms there. going on with her email. She said, "This is a Tesla battery that was installed just outside the classrooms at Tony Tobin. My colleagues and I were concerned when we
saw what was being constructed three to four years ago. We expressed that our cons um concern to our administrator who shared that everything was according to standards after he checked with some district office, someone in the district office. A few weeks ago, there was a Tesla there was some Tesla employees on top of the battery unit performing maintenance. I called out to them and
and I asked if they would have located the battery there and the response was a quick and emphatic no. He then said that there should be a block wall separating the battery from the classrooms. Right now there's only a chain link fence. The tech then added when they explode the fire goes straight up and not to the sides. This was apparently meant to provide reassurance. What is not visible in the
photo is the wind sock at the top of the fence. I can only guess that this may be the indicator for the direction of the EMWs and is very concerning. So basically um this employee reached out uh Mrs. Beth Grant uh she reached out and what's my time? Just asked the board for an additional two minutes so I can Yeah. Ba basically with this um ELF is extremely low frequency like 50 to 60
hertz. Think of 5G towers like in the billions of gigahertz. It's it's way different. And yeah, I'm going to ask for do I do I have consensus for two more just to give an educ. So basically an ELF is a species of the genus. The genus is EMF. It covers a wide spectrum. RF is a type of EMF that
comes off the 5G towers. We're not even going down that path. These are ELFs. They're very low. These are the exact things that we voted against on that resolution for the SDG& power lines. That's what the concern is. And so I basically looked um I got feedback. They're approximately 15 to 30 feet away. They could they could come within one milligos to 3 milligos. And at 3 to 4 milligos,
which is the same as.3 or point4 microtesla, it depends on what you're looking at. That's the conversion. You can have leukemia, brain tumors, and Alzheimer's. Those are the side effects of interest. And I just want to say out of the safety of the students and the staff at that building, all five uh classrooms and multiple points in each classroom would be tested to make sure
even though industry standards say it's safe. Um I'm just going back to the teacher feedback. She's hearing what an employee of the test is saying. I wouldn't have put it here. That causes concern for them and multiple teachers in the building. I ran on reducing EMFs. Just it's my background research. So, I'm like, "Okay, um, what can we do?" So, I reached out mi to Mrs. Lash, Dr. Valz,
um, the crew at AT&T we used last time, Andrew and Brad. They're really awesome, really nice folks, and they'll do the measurements. And the um, the industry standard here is pretty skyhigh. There is no national um, legally binding standard. What you'll get is you'll get, how much time do I get? You have 20 seconds. um ILE E or IKNERP electronical electronics and engineers or you'll
get internal commission of nonionizing radiation protection. They allow up to 2,000 up to 9,000 milligos but at 3 to four milligs we could have childhood leukemia. We just want to make sure it's safe and if it's not I've run out of time. If you guys give me uh 3 to four milligos could put us into the range where there's been studies um with childhood leukemia. We just want to make sure we're not there and if we had to miticate it, put a brick wall up. It might ease the tensions
unless they're completely safe. We just want to measure first. I think it's a low cost. What's the board think? Yeah, Dr. Anderson, you're you're talking about cancer. What about an explosion? Do you think that there's a risk of fire that too? When when I read that off, it's it's like wait a minute. Well, the explosion goes upwards, it's like, wait a minute, explosion. So, um, we can do measurements. We can also behind the scenes entertain a brick wall so that the teachers feel
safe. You hear that word explosion? It doesn't sound too settling near students, especially, you know, young like that. It's nobody wants an explosion. So um so then my last minute 30 that I want that was my concern. I I have zero knowledge in fact what you're talking about it just goes right over my head. I have no idea what you're talking about but I do know that parents are concerned and for me the risk of explosion when I see that I don't know but I'm not comfortable with
it. So I do support the testing. Um, and well, if the board provides direction, we can we can vote this in, have them measure it. I want to go out there with Jason Osborne like I did last time, just because I geek out on this stuff. I think it's really cool. But we could also entertain an possible expense of a brick wall and what that would look like with Mr. Osborne adding to this

dismissing the concerns and I absolutely want to make sure that the kids and the teachers are safe. I just want to make sure we're using the right company and maybe we should do some research about maybe there are other companies that are more able to do this kind of work. I don't know why we're rushing to this particular company. I'm not against the testing. I think maybe we
could do a little research to see if there are other companies that are more experienced or more knowledgeable about it. I don't really know anything about them. The only thing when I looked up online, I saw they do mold uh renovations if you have a water leak in your house. So, I don't know that they focus on this. Maybe there is a company that's better at it. I don't really
know. But I definitely don't want to dismiss the concerns of the teachers and the parents. So I I don't know about their rating or how good they are at what they do. You know more about it than I do. No, I appreciate that. Um there's there's a bunch of household devices, microwaves and all that, but when you start, you know, relaying the feedback to teachers, it's like it it definitely I
think the camera that or the device that they use to measure the 5G towers, it's been a while. It's either 20 to $50,000. It's really expensive and I think it's easy for them to measure it. They're cheap. They're nice people and I learned a lot from them. We used them last time. It's I don't know, Mr. Bar. Okay. So, I did some research because I had to. It's not my wheelhouse. Um,
but I ran that contract through every AI platform. Perplexity Gemini Claude chat and there's issues with the contract and it's not that I'm my family. We're EMF is we believe that there's something to that. Okay, we we talk about that. So what I found was the following. First of all, this contract is written for a private residence. It's not written for a district. So, that's the first thing because
they they want us to uh they reserve the right to file a mechanic's lean against the building. Well, this is the district. I mean, you can't file a dis a mechanic's lean against a public entity. You can file it against an individual house. So, that's one thing. Second is every AI platform Dr. Kamaskki with the Tesla battery with this took pictures put it in said that this is the wrong
test. Every single one did that there are other if you want to test the safety of this of these batteries. Okay, that there are other things that need to be tested to ensure the safety. It's not the EMF. Every single every single one said this. Okay. and and I can give you what those things are, okay, if you're interested. Um because I'm not against this. I just want to make sure that
the contract is written right, that we know what we're testing. Um and I think one of the I think Christine said something about $6,000 and she's right. I mean, in that contract, it's well, it's three, but it could go up to six. So, I would want to say something like [music] I get another two minutes, right? Because you took four. Yeah. Yeah. Not to exceed, you know, 3,000 or 3500.
Okay. So, I would want to put that stipulation in because if I mean the loggers themselves, every AI platform said if something goes wrong with the loggers, they're 1,500 bucks a piece. We're responsible for that. So, and in addition to that, this is really important. The last thing, there has to be some kind of benchmark that we're testing against. So, who determines the benchmark
because if there's not a benchmark that we're testing against, then we can say anything about what the results are, what the results are. So, somebody has to make a determination. That's and and and quite honestly and it has nothing I know this is your area of expertise. You study this. I think it has to be somebody else besides yourself so that we can have something objective to measure
against here. Okay? Because we don't want to start building block walls if we don't have to. I mean block walls I mean they're expensive. So, you know, the contract is defective in some ways. We need a cap. I think we and it's like I said, every AI platform that I that I put this on, took the pictures, put the contract through says that measuring EMF is the wrong thing.
But there are other things that we can do. Okay? And we have to have a benchmark here so that we know that if the results come back a certain way, then we can we can uh take the appropriate action because otherwise it's just we're we're just out in in in the blue here thinking whatever we want to think and making conclusions that uh we want to conclude and possibly wasting taxpayer money. I don't want to do that and I don't think you do too. You do either. This is a safety concern. So, let's let's wait and let's figure out what the test should really be. And I'm all for it. Um, and I'm in support of the contract and and doing the readings because we put these battery packs in for safety purposes. We actually have Tesla batteries at four of our schools. Tony Tobin
is just one of them. And this is when we have electrical power outages, which usually happen peak heat in the middle of summer. This continues to keep it's a backup battery so that we can keep kids in school and not send them all home when the power goes out which has happened multiple times just in my tenure here. So that's what they do. They are s here to serve a purpose of safety and
we did lots of research before we installed our very first one. Uh to somebody's point um it it is my understanding is it is similar to having a microwave in the staff lounge. And so I I have no concerns with getting the reading and what's going to come back. And if it provides some um ease for our community and for our staff members, then I'm I'm all for it. I know Dr. Koski, you tasked the subcommittee 10 months ago with finding an alternative and um this is the alternative and quite frankly I'm just really disappointed. Care Soloulless is not a mental health treatment provider. It does not diagnose, assess, provide any therapy or offer crisis services. Instead, it provides a website, referral coordination, care companions by phone and email, staff training and assistance connection connecting families with just outside
providers. Yet, we're being asked to spend $26,681 annually. Plus, here's the kicker. 10% of reimbursements generated through its EHR EHR billing service. Before approving this contract, I would like to know number one, what measurable outcomes has carolus produced for TVUSD? Two, how many students and families actually have used the service within the last year? Three, how many were success successfully connected with treatment? How many referrals resulted
in an appointment? and how many never found care. What metrics does this district use to determine whether it this contract is successful? This is where it gets really interesting. The contract also allows care solist to receive student information through a quote unquote warm handoff process. What information is shared? How is parental consent obtained? Very important. What safeguards are in place to protect student privacy beyond what's outlined in the contract? Um, I'm curious about this 10% reimbursement fee. Uh, this would be a great question for
Mrs. Lash. How much does the district anticipate paying beyond the base contract and what is the projected total annual cost? I hope that we can explain why this paid referral service is better in value than RUHS. Um, as far as rise and recover, um, it's a virtual 9-week program. Um, every deserv every student deserves access to meaningful inter intervention, but I don't know
that this is the best use of our dollars. Nine weeks of virtual curriculum completed outside of school hours. There's no face-to-face counseling. Um, I don't see any evidence presented that this particular program produces better outcomes than other available options. So, before approving another contract, we need to talk about how this is going to be measured. what are the success rates? Um, I don't understand why we're spending money on web- based curriculum when
we want to move away from web-based curriculum. I thought that was the whole point um of getting off screens. We don't like being on screens yet. We want students to go through a screenbased program to help them with drug and alcohol abuse. I really believe we could have done better here. I asked that maybe we split this by annually. I don't know if we can split contracts into bannual.
Maybe just do six months of adopting this to get something in place. maybe have Mr. Barry get on the drug subcommittee and let's maybe provide some better options instead of taking this annually. I [snorts] thank you. All right, Miss Wma, as you may well remember with this, we didn't have a contract last time on the agenda. So, this was the first time all of the board members were able to view it. Lindsay,
actually you bring up excellent points which I agree with. I was wondering if maybe you had seen my cliff notes because you and I have some of the same concerns. It didn't actually come from the committee. So let me go through some things. My goal is to ensure that this contract aligns with the past and current policy directives of our board specifically regarding our commitment to
parental rights, local control, and avoiding state tied funding pipelines like CYBHI. Care Solus has done a great job for us in terms of referrals. We have always relied on that to plug students and their families into options so that they can get the care that they need and that remains vitally important. This however is a little bit different and I will say I have concerns because
I think we need to resist the ongoing trend of transforming educational institutions into state reimbured mental health billing clinics. Some of the concerns here is that in the contract carolus design is designated as a school official under furpa which automatically allows the sharing of student directory information without prior parent consent. Um, currently Care Solus waves all liability if sensitive student or family data is accessed or stolen in a breach. I think we need to
preserve our family's rights to a public court if there's any issues and I don't think the contract carries that. We have to maintain standard school safety background checks. So, that would need to be changed. We need to keep our legal jurisdiction local. And then um I think that it's important to have an annual board evaluation and not just check the boxes for a 4-year agreement. So this
is something that I think we need to question and pair back and streamline before the board waves this through because it is going to cost us money and we can still have care solless refer but this is another level and maybe I'll have another two minutes but that's the crux of it. Mr. Barry, do you have com? Okay, Dr. Anderson. Yeah. So, I think people are confused. Jen's not confused,
but I think people don't understand what this is. This is not a treatment provider and it's not for drug treatment services only. A small percentage, but a lot of this is for mental health care services. So, if a family doesn't know and the school no longer can um provide those services, we have a referral process versus just saying, "You guys are on your own. Sorry, we can't help you." This this gives families an option of like you could go here, here,
or here. Um, and I think this is a good time. I I believe the public needs to be educated um correctly and maybe you should speak to someone in the cabinet so they can clarify because I don't believe that what is being said is that the person understands really what's going on with this. So, the contract is being worked on. We've already discussed it um with cabinet. So the contract is one thing, but this this is not just drug treatment services. This is like the third line of
defense if we can't find a solution for families, not just with drug treatment, but with other things as well. And I do think it's a good time to point out since we're talking about career solus, I brought this up before because we talked about compliance and I'm going to say it again and and um Dr. Dr. McTazznney can help me with this. We have never been out of compliance with any laws
or regulations. Carololis is a referral program, but when it comes to because you keep bringing up Riverside Unified Health, um we are not out of compliance with anything. It also didn't function the way that the pre the public presents it in our district. Um it wasn't our first line of defense for people that were vaping. We already used Y vape and we kind of mirrored Great Oak because

because I've never really explained my process with Riverside Unified Health that I spent a lot of time not just with um people in at Riverside Unified Health, but also with Chuck Washington's and office and I I tried to get I had Jen, she actually met met with several people as well. So, it's not that we just brushed this aside. Um, and I've requested numerous times to be on the
committee. And I want to point out that you did say something like when she did not want Riverside Unified Health, I supported that. And when the committee looked like it wasn't going in that that two board members were not on the same track at that meeting, I requested again, can I be on the drug committee? And I I've shared with the drug committee. I have personal reasons. I have family members that are ad drug addicts um and whatnot and I'm very invested in this
committee. So the last thing I I do want to know if anyone wants to share with me where they're getting the information that we're out of compliance like I don't know who told you that. So some people to communicate with the audience. Some people said we're out of compliance. Dr. Anderson you're not allowed to communicate with the audience. So, so I want to know if
anyone has ever been told like that we have a 100% success rate. Riverside Unified Health adamantly denied that they ever track that or that's even possible. So, if anyone wants to reach out to me, I'm still trying to figure out where the information misinformation was seated in the public and then spread throughout the public because it was stated in board meetings numerous times and that was misinformation. Um, if that's the best we can do, I guess I'll have to live with that. Again, it's like I I really do believe that our students need to see somebody person. Um, but I've talked with uh Mr. McTazznney
and I mean, there's a couple of things that I struggle with here and one of them is the 50 bucks that we have to pay. We've talked about it. Um, what if they don't finish the program? We've paid $50. Um, and we talked about splitting it, but I agree with him that we should just pay the $50,
but he's going to keep track of who's finishing this and who's not so that we can evaluate it next year because I think we need that data if we're going to renew them. Um, and uh, one of the things I think that we need to focus on here and Mr. McTazznney and uh, or Dr. McTazznney and Dr.
agree. We have to equip our own counselors and they are equipped, but I think that we need to continue um with possibly looking if we're going to go virtual. Why can't we go virtual with um recovery programs and train our own counselors so that they can interact with our students um on the virtual material that they'll be receiving. And I think that that would be
more beneficial than paying the $10,000 and and referring it out because our kids, they like their counselors and they should and I and I think our counselors are doing a great job and if they're developing relationships with with our kids, as I know they are, I think that they're going to be more impactful um than a virtual program. So, I'm looking um Dr. Vez and Dr. McTazznney that we
can move forward in that uh direction but I will vote for it and uh but I would like the data um as we move forward so that we can evaluate this and I would also like to know the curriculum as well that they're going to use. If you could get that for me that'd be great. Can I Okay. Any other
comments? Uh Mr. Barry. Yeah, I have to agree with Mr. Barham here. I was going to say that I'll be supporting this agreement because I believe there are students facing substance or alcohol abuse struggles need resources as soon as possible and I don't want to turn down a solid option. Um, but I must say that I do have concerns and reservations about the program. Not only is Rise and Recover
Alliance a brand new program that only launched in July of 2026, but it's purely digital um, which is a major concern for me. I believe that the students deser deserve in-person counseling or clinicianled interventions. Um, there's also no requirement in the contract for the provider to report back to the district on genuine results or completion rates, which is an area of concern for me. Um, but I think that our students deserve a substance and alcohol abuse program that is proven
to work. With Rise and Recover Alliance, there are no peer-reviewed studies, independent published evidence, or any thirdparty evaluations verifying how effective the program may be. Uh, largely due to the fact that it's very new. So, I think going with something that's trustworthy trustworthy would be a better option. Um, with that though, I'll still be supporting this so that students
have some version of care, but I definitely have areas of concern regarding the effectiveness of the program. Thank you, Mr. Barry. Uh, Miss Wisma. So, Mr. Barry, I appreciate your points and Mr. Barham, I hear you as well. I I would not be opposed to looking at how we can equip some of our own counselors. I think with Rise and Recover, what I love about this is it's local and
they have a track record of really being invested in trying to help students and people recover. I want to remind everyone too that through Car Solus or other vendors, we will plug students in where they need help and the hope is that parents will know as well. So obviously you all know I'm not a fan of just virtual anything. I don't think any of us are. But we feel like this is a layer with
oversight and as a pilot that can be looked at by Dr. McTazznney and others to track it. I'm all for that and agree we should evaluate the data in a year. But again, I think this this aligns with the fact that again we want to be focused on academics. It's not as though we have 600 students that need help. Every student's important. We want to help every single person that needs it. But I think we have in place what we need not just for compliance but to go this direction knowing
um the district will be carefully watching it and then if we can evaluate other things like a counselor great like let's look into that too. The state of California has a real agenda focused on community schools. My personal thought with that is you have to be very wary. The state wants to take care of soup to nuts. That's not their job. We need to rely on families. We need to partner with them. do what we can as a district but have those safeguards and parameters in place. That's
why I've held the line and others have too. But I think we can continue to dialogue to make sure our students are taken care of and that's truly the heart of what I wish to to do while I'm still here. Thanks, Miss Wa. Any other comments? Um, no. Just just to clarify more, the drug committee, we looked at this as like a three-step approach. Um, one since the majority of the students are caught
vaping, we chose we thought why vape through University of San Diego is that US? Yeah. The U developed by the UC system that does have the data to support it. Um, the next is this is this is a pilot. We negotiated the rate down. Um, and this is for other offenders that aren't vaping. Um, the 10%. I personally know students that fall into that 10% so I am very invested with how this is
going to look how it's going to work out even was sharing tears with you guys today because you know wondering what's the best thing for the students um the third step approach is I completely agree that some kids need counseling and that's where Ker Solus comes in whether it's counseling for su suicidal idea ideulation um or drug and alcohol abuse. Care Solace will help put our families in
contact with a variety of services including Riverside Unified Health so that they can um receive that one- on-one. It doesn't necessarily have to be during math class at the campus. Um that's the approach that we've taken as a drug committee, just to clarify for everyone. Um so Riverside Unified Health is still available to our families. Um it's just not available
on site and it could be through that's that was wasn't that included in some of our notes or I think we talked about Riverside. I keep looking into Mr. McTazznney. Um was there did I miss anything? I want them to know that I will always stand up for student education and achievement and that I am here to serve them entirely. My goal is to always look out for the best interest of
students and fight for the progress of education in this district. I'd also like to acknowledge the two other candidates that ran against me. I'd like to congratulate them on their campaign and I hope to work with student leaders like them in the future. Next, I'd like to thank Mrs. as Chapperel admin and two amazing students that brought a concern to my attention. Previously,
Chapperel was the only high school in the district to not have a Cal D class. The students that want to take this class are very educated and committed to their education. Summer Moses and Noah Legsa from Chapperel reached out to me and demonstrated their concern about this. I got in touch with Mrs. Deis and we set up a meeting with the students to voice their concerns. Shortly after, Mrs. Miller
and Mrs. Taylor, two administrators from Chapperel figured out a solution that we learned that and we learned the great news that CalD will now be a class at Chapperel. This is a huge success and I hope that students Thank you. I hope that students from any school with any concern will reach out to me so that I can help address student issues. Uh I'm also excited to announce
that I will be directing a student ran committee this upcoming school year. Earlier in the year, I told Dr. VZ that I had an idea for a direct student relations committee to address major concerns in this district. I gave a presentation about my ideas and then she gave me the final project product called Pulse. Pulse will be a student-led committee that brings in students
from secondary schools to build leaders and bring issues on campus forward. I'm super excited to get started on Pulse and I'll be sharing the results from each Pulse meeting with the board. So, I want to give a huge thank you to Dr. Vez for helping with this and bringing one of my ideas to life. Lastly, I'd like to recognize David Herd, the beloved campus security guard at Chapperel.
His passing is a tragedy and David was a genuinely great man. He was always kind laughing and in a great mood. He would laugh with students, joke with them and had a powerful impact on many students lives. Uh whenever I wore a Raiders hat to school, David would always see me and say, "Nice hat, man." Uh a different time, my lacrosse team and I needed to get our gear from our cars, so we asked David to let us out. Not only did he let us out, but he walked with us and asked us
about our season and how we've play how we've been playing and even offered to get us free tickets to the San Diego Seals games through his wife. I feel that these stories and moments highlight the type of man that David was. He was always committed to students and taking the time out of his day to build connections. He will be deeply missed in our community. And lastly, I'd
like to give one big thank you to the community and to the governing board for letting me work up here. and I'm super excited for this position and can't wait to work on everything with you all. Mr. Schwarz, uh I want to talk a little bit about uh last year um what Mr. Barham and I accomplished together and what we're looking forward to for next year. Um,
in our visits to schools when we talked especially in the middle schools and the high schools, they told the math teachers were telling us that the incoming ninth graders from many of the middle schools needed remediation because their math skills were not up to snuff. And we had an idea. We went to Dr. Veles. We talked to her about it. We thought that maybe we could institute a summer
math institute for eighth graders to get them back up to skills. Um, she agreed. We sent out letters. Mrs. Deis told us, I think we had over a hundred parents sign up their students. Uh, do Mr. Barham and I visited TVHS. We visited the classrooms where the students were working and it was really successful. The teachers were happy, the kids were happy and hopefully it's going to push them
up enough so that we don't have to worry about them falling behind because if you see what's in the a lot of times you see in the newspapers kids are in college and their math skills are really really deficient. So that's one thing that we uh did together. Secondly, uh in cons in concert with the city council and RTA, we develop a new bus route for the students who are going to be coming
from that development behind city hall up on the hill. It's going to transport them to school and it's going to be something new for the parents and the kids. It's going to save them a lot of money and a lot of commuting that we don't need any more traffic in the city. So I want to thank Emil and
uh Zach Schwank and the RTA people for doing that. Um another thing we worked on was dual immersion along with Dr. VZ and Mrs. Deis um and um um Mrs. Wedell and guess what? 80 people decided they wanted their kids in this dual immersion program and there are enough for two classes. It's going to start at Tmacula Elementary this year. Uh can't wait to see how it goes and hopefully as
they go up through the grades, other schools will catch on and be able to implement these kind of programs for kids. Anyone who is truly bilingual in the society has an advantage over everyone who was not. Um we also talked about the small dashboard and we spoke to Dr. VeZ about it today. We're going to be able to report back sooner on the progress that the kids are making. Instead of
that one big one a year, we're going to have two smaller ones a year to report back on test scores and progress. Not just test scores, but all the great things that are going on, CTE and so on. Mr. Bar or Mr. or Miss Wman, Mr. Barry, you did an amazing job tonight and I just want to thank you. I'm sure
your parents are very proud. You should be. I am so excited to hear what you're going to bring forward in terms of student activities and interests and I've just seen your heart sparkle. So, thank you for being part. This was a great meeting for all of us. Actually, as we wrap up the evening, I also want to thank you for mentioning David Herd. I remember meeting him on your campus
and just loved what he emanated. His energy, his love for you as students. I cried when I got the news. It's just so tragic. Um, I hope maybe you can take to your friends that you can look at this whole thing and and look at the fact of the decisions that we make every day are so important.
Don't drink and drive, you know? I mean, this is like that message that you can take to your friends because I know my kids told me stories now of when they would drink at parties and yes, no, my kids aren't perfect either. And it just it's so heartbreaking like nobody's promised tomorrow and we've got to do our best to encourage one another to do what's right. So I hope
you can take that message to your friends um as we remember his legacy and I am praying for his family. Uh on a personal note on July 4th I had the great privilege of walking alongside our TVUSD contingent in the Oldtown parade. It was [snorts] really special actually to see our superintendent um and and cabinet members lead the way and to see people hug them as they went down the street. It was cool. It was so neat to have the bus and we had cooler weather that morning and the kids
were excited to be on and you know that's not an academic piece but it's like an elevation thing. It's an emotion thing that's important for the community and I loved capturing the excitement with the kids and just the pride of the cabinet. So that was awesome to be a part of that. Um on June 29th I attended the premier leadership meeting of Save Tmacula. Many of you
have heard about that. A coalition of citizens, business owners, local leaders united to resist the San Diego gas and electric's plan to run those extra high voltage transmission lines through our community. And I have loved being a part of this, not because of the topic. I I hate the topic, but I love that there are so many people united. Doesn't matter how you voted, what you think. Um it like we're all thinking the same with this. And so as a schoolboard member,
I know Joseph and I are committed to continuing that. Um we do have concerns about student and staff safety, environmental impact. We want to secure a seat at the table with the discussions in any way that we can. So, our eyes are on that. We want the community to know. Uh, in closing, as we head into this new school year, I hope that we can remain crystal clear in keeping our campuses safe, engaging our parents, providing every student a highquality academic

Mr. Bar, Nathan, Mr. Barry, A++ tonight. I mean, really great job, great insight. Your input was really valuable. Um, I I like listening to you. Um, so great job. Um, okay. So, like Mr. Schwarz said,
we visited this math camp. We went to TVHS. It was really awesome because the teachers were telling us at the very beginning that those kids didn't want to be there, but the completion rates were really fantastic. very few kids actually dropped out over the four-week period. And I think the reason that they didn't drop out was it was the teachers because just in going from
class to class and talking to them, they were very motivating. Um they were creative. They had the kids engaged and I'm really hoping and I think we're going to track those kids, right, Dr. VeZ? We're going to track them to see how they're doing. But this whole math camp was really successful and that's that's what we're supposed to be doing and and I was really quite happy to
be part of it with you. Um I want to talk about our specialed task force. We are making progress. The teachers are happy um that are on that task force. Um we're making pro uh progress with uh parental communication with training with hire uh staff hires. Um so I am very excited considering what the past has been with special ed um you know there's been some some bumps in the road
um that I think under the leadership of this cabinet and you Dr. Veles that we are finally moving I think in the right direction. So um I'm happy to have like started that with the special ed subcommittee and then having it move on to this task force. So, I mean, that's been very important to me. So, we're we're moving in the right direction there. Um,
I actually think we had a very good meeting tonight. I I I and and I think the reason that we did was because we got to ask questions of each other. It wasn't so restrictive. You know, you're here's your two minutes, here's your two minutes. It's like, you know, we we let ourselves relax a little bit. And I think that that really helped. I mean, I didn't get everything that I wanted
tonight. I don't think you guys got everything you wanted tonight, but we were communicating and we were asking questions. And I think that that we need to maybe consider um for our next meeting because we don't know how this board is going to transform, but let's have it be like this for the next four or five months. And let's relax the rules a little bit. let's let's change the bylaws
so that we can open ourselves up and talk. And I just think it was so much better because of that tonight. We we we relaxed and I thought it was a great meeting. So, thank you, Dr. Anderson. I'm glad that everyone had a great meeting as well. Um I want to thank the board for being patient with me. I have been on four hours of sleep for several nights and I've been in
the pediatric ICU with my niece. Um I look at her and what she's going through. She's going to be a junior. I don't know if she'll make it to school this year. I look at my nephew. Um my sister's going through a divorce and I see what he's going through watching his mom cry herself to sleep at
night. I think the kids have a lot of hard things and I think that um well, I'm glad everyone said something positive because I really think that right now I've been incredibly disappointed in this board and the harm that I think we're causing the students in this district. People think I'm singling them out. I'll single myself out and I'll say all of us together don't think we've done a good job this year at protecting our students. And um Mr. Mr. Barham, you referred to a mess that
were created that we've created and I'm I don't lose sleep over myself. I I have no stress at all. I'm seriously concerned about the students in the district and how that mess is going to affect the district and the students. Um people bring up legal fees. One of my biggest concerns is we're going to see legal fees go up and I lose sleep at night thinking about the question I asked Dr.
Veles to answer earlier and I'm going to bring that question back again because I think that what's happening is actually going to harm the students and the families more than anyone else in this district. Um, so I'm glad everyone had a great meeting. I um again I'm really concerned. I'm not concerned for the district. I'm not concerned for myself and I'm not singling anyone
out because I've had hard conversations with two of these board members regarding the water polo and I respect their apologies and taking accountability. I know that was really hard. Um I didn't have those p conversations in public. I had them in private. Um, but I do have a lot of respect for Mrs. Wearsman and for Dr. Komoski for publicly apologizing and taking accountability
for what you did because I know that's hard to do. I've had to apologize and it's very embarrassing, especially when I cry and I apologize. So, I just am going to be honest. I usually don't make board comments, but my heart is really heavy. I hope as a community that we can work together. I talk about being cruel to one another. I think the comments we make, some of you give me such great
insight. Um, so I I hope that we can keep the the comments positive. So, thanks. Thanks, Dr. Anderson. [clears throat and cough] Okay. Oh, yep. First and foremost, Mr. Barry, great job tonight. Well thought out and engaging questions that are all student focused. Really loved it. Um, yeah, should be proud of yourself, especially first time on the board. It was it was really good. Um,
I just I'll make a few comments. Um, the one on the contract to do measurements at Tony Tobin. Um, I'm just glad somebody reached out raised concern. Um, and I acted on it. One of the reasons why is just in Lera Ranch. Um, and my daughter used to live there for a couple years. those toxins in the soils and that huge fallout with city. Um I have the name written down.
It's on a separate page. Anyways, there's health concerns. Uh you have um I believe was a saroma that children were getting. And I just thought about that. It's like if somebody raises a concern and a school board or a city board or whatever don't act on it and then something else comes out, you would regret that. So for me, it's just it's better to do measurements. Um, it's not a hill I'm going to die on, but somebody raised concerns and I thought, you know what,
it's it's not that much money. And yeah, I'm glad we acted on it. We'll see [clears throat] that where that lands us. I was also thinking about the um Chapperel um security uh David Herd. And one uh one thing that I heard was that he had significant crackdowns on students that vaped, which I thought is awesome. And so my thought there is think about it. If you're a student
and you want to vape at any of the four high schools we have or even the middle schools, you know, maybe you think twice and you say, you know what, I don't want to vape and I want to do this in honor of Mr. Herd with his legacy that he laid down to protect you. And so he's in heaven
looking over you. You want to vape? How about no? And then you honor him. I think it would be awesome. Think about that. Um, with that being said, I I I'm glad we um had a more smooth uh board meeting tonight. Um, yes. And I will leave it with this. The teacher that raised a concern on the Tesla battery, she had Aristotle in her signature. And I thought, yes. Um, my dissertation
was in neoistatilian virtue ethics. And anyways, I want to read off the quote. Educating the mind without educating the heart is no education at all. Aristotle. That's it for my board comments. But before I begin, um Nate, uh Mr. Barry, congratulations on your very first meeting. I know almost all the board members have acknowledged it, but what a successful meeting it was. So congratulations to you very much.
Um so before turning to the excitement of the new school year, I along with so many others on the board and and even for executive cabinet um just want to acknowledge the heartbreaking loss of David Herd um our campus super supervisor at Chapperel. Um I know he deeply cared about our students. He supported his colleagues with quiet strength and made a lasting difference on the
Chaparel campus every single day. His passing has deeply impacted all of us across TVSD, reminding us that we're much more than a district. We're a family that grieavves together, supports one another, and leans on each other in times of sorrow. Our thoughts remain with his family, his friends, and the entire Chaprael community as we continue to honor um his memory. In just 15 days,
our campus will be open again, and they're going to come alive with nearly 28,000 students. As we prepare for that exciting first day of school, I want to recognize the incredible work that's taken place throughout the summer, all in preparation for one very important moment, welcoming back our students. Our summer school and extended school year um programs kept learning going
all through the summer. Um hundreds of students continued um building their academic skills, receiving specialized support, and preparing for a successful school year ahead. Thanks to the teachers, the classified staff, the administrators and support teams who chose to spend part of their summer really investing in our students. Another highlight of the summer was participating in the TmAcula Tmacula's Fourth of July parade and I know Miss Wema talked about that and our partnership with the city. I'm grateful for the strong collaboration we continue to have with our city,
but my favorite part of the morning wasn't just the parade itself. It was watching the joy of the students on the bus hanging outside the windows. I'm sorry, Mr. Darling. Um, but they were hanging outside the windows just waving their pom poms and just super excited to be part of something that actually is the first time we've ever done the Fourth of July parade as a district. So I
to everyone, Miss Deas, for helping to organize that and get us really going. One of the other highlights of my summer was being able to join our coordinator of facilities and construction and development, Scott Casper, for one of my walk-in talks. Scott handed me a bright orange construction vest and for about an hour I actually looked like I knew what I was doing. But I quickly
realized it's probably best to leave it to the experts. We walked through Margarita Middle School and what struck me the most wasn't the concrete steel or the construction itself. It was imagining students filling those spaces. I pictured students performing in the new amphitheater that's being built, collaborating in the modernized 12plex, designing and creating in the CTE robotics space,
expressing themselves in the new dance room, and learn and learning in an updated special education classroom. We also have new scoreboards going in at Chapperel High School and Tmacula Valley High School. And we have new shade structures coming at Bella Vista Middle School and Tmacula Valley High School. So with that, in just 15 days, our campuses will be open. We're ready
to excite to invite everybody back and I cannot wait to see you all. Thank you. [clears throat] Okay. Um future agenda items. I do want to present something. Proposition 98 rem uh remains one of California's most important commitments to public educa. And by the way, this is something that Dr. of and I will bring forward in a resolution next
board meeting. Um, Prop 98 remind uh remains one of California's most important commitments to public education and is foundational to the financial stability of districts like Tmacula Valley Unified. For nearly four decades, it has ensured that schools and community colleges receive a constitutionally protected minimum level of funding while allowing the state to invest more with when resources permit. In 2026 27, that guarantee is approximately 128.1 billion.
The Tmacula Valley Unified School Dist TMC Valley Unified School District. The reliability of Prop 98 funding directly impacts our ability to recruit and retain outstanding educators, support students with special needs, maintain staff and welcoming schools, invest in innovative academic programs, and provide the resources our students need to thrive. When constitutionally guaranteed funding is delayed or reduced, and I'm sure everybody knows why with our governor, even temporarily,
it creates uncertainty that affects staffing decisions, student services, long-term planning, and ultimately the educational experiences we provide in nearly 28,000 students. That is why statewide education organizations oppose the governor's proposed uh proposal to defer 3.9 billion in Prop 98 funding, approximately $643 per student. Prop 98 reflects the voters's expectation that education funding will be protected, transparent, and delivered to schools as intended. Dr. Veles and I will be bringing forward a resolution affirming the
TVSD support for Prop 98 and urging the state to fully honor its constitutional commitment, California public schools. By doing so, we are advocating not only for students across California, but students, families, educators, and community we proudly serve here in Tmacula Valley. And you'll see that next uh item on the agenda. Any other future agenda items, Mr. Barum? Yeah,
Dr. Vez and I talked about uh I don't know which meeting, Dr. Vez, was it uh September, I think, right? Title One analysis, like how we're doing, how we're spending our money, and are we successful with those funds? So, yeah. Thank you. some parents have reached out and said that every once in a while they go to a football game, it gets skipped. So, I think maybe if we Yeah, it's it's been on accident. I don't think someone's been doing it on purpose, but the parents have reached out and they would like it to make sure that we have that consistent. Okay, great.
