possible case student discipline matters a student admission and public employee appointment high school and junior high assistant principals the board voted to appoint patricia vega jeter as assistant principal at cal aero k-8 effective february 4th 2022 by unanimous vote of 5-0 with bridge cruz gagne nancy for voting yes no further action was taken which requires public disclosure

leading the pledge of allegiance tonight is our student representative esther kim everyone please stand up put your right hand over your heart i'm ready to begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and jesus for all please be seated

we are now at item 1c comments from our student representative esther thank you miss kanye and good evening everyone it's great to be back on the dice and i actually have a lot i want to talk about today so i'll get started right away i want to start by introducing an incredibly powerful program that we can implement in all of our schools

over winter break i was able to have a conversation with some of our district parents who might be here today about special education students and ways that we can promote inclusivity in our schools and one of our strategies that is currently in place at chino hills high school and we're also working to establish at ayala is a best buddies

program the best buddies is an international foundation that creates opportunities for one one-to-one friendships integrated employment leadership development and inclusive living for individuals with intellectual and developmental disabilities and part of their organization is a high school clubs program that helps these students connect to school culture so in cvusd we're looking for students or faculty members who are able to start

a best buddies club at any of our elementary middle or high schools so please visit the best buddies international website for guidance on starting a club or please contact me for more information with the beginning of the semester in overwhelming absences from the new covet variant our students and faculty place face long periods of instruction instructionless time and subsequent

learning loss at chino hills high we're working to implement a virtual tutoring program situate our new mental health counselor and collaborate with counselors on post high school prep workshops to give students the knowledge and experiences they need to guard their well-being and grow although the pandemic pushed us into challenges yet again our students and schools are giving incredible work to

bring communities together again i also want to share some great opportunities for youth to get involved in the decisions that shape their schools and their communities if you're interested if you're interested in exploring a career path in law or politics or if you just want to learn about how important decisions are made your local state or national

senators and assembly members might be open to high school student internships you can also apply for internships in any field that you want to explore you just have to reach out first another great avenue i participated in was the student advisory board on education and legislation conference by the california association of student councils every year the organization

holds two conferences where students can propose solutions to issues affecting the education system to the state board of education and state legislature to create a real impact in fact i recently caught great news that my proposal from last year was taken into action by the california department of education so if you're interested in learning about more opportunities like this

upcoming scholarships and resources as well as the latest district news including summaries of board meetings like this i will be releasing all of that on a new student board member instagram account it's at cvusd sbm cvusb cvusdsbm on instagram so please be sure to follow and encourage your students to follow as well and lastly i'd love to give a huge shout

good evening president gagne school board members superintendent enfield district cabinet and community members and guests first i'd like to say thank you to all 1154 of the act unit members that participated in the sb 328 late start survey we'd also like to thank the district office for including a.c.t leadership in the sb 328 task force a.c.t recognizes that the need to delay

secondary start times did not originate from the chino valley district office or the board of education and that your decision is a response to the state's law states law we empathize with the students parents act csea and champ members that will need to adjust their schedules because of this new law act does does request that the school

board honors the work of the task force and the work of those that responded to the survey as you make your final decision next it's been a very challenging month since returning to school from winter break i believe that all of cvusd staff have been stretched in as we've navigated through this most recent wave of the coven pandemic i

would like to acknowledge every cvusd employee at this time for stepping up in the midst of difficulties to ensure that our students receive the best education we can provide our a.c.t members our csca brothers and sisters our administrators and our district office personnel have all stepped up to this most recent challenge and i'd like to express my deepest

gratitude and appreciation for everyone who's weathering the storm and speaking of appreciation act would like to acknowledge and express our appreciation for all our school counselors most people recognize the primary role of a school counselor as helping students to make academic and career plans for their future but we know there is much more to a counselor's role than that

they regularly work one-on-one with students that are experiencing problems with their peers they educate and counsel students on topics like bullying drugs social media mental mental problems and other personal concerns our counselors are on the front line with our students and we want to want you to know that they are greatly appreciated and loved thank you for all that you do for our

cvusd students and we hope that you enjoy your appreciation week just a couple of other items over the past several board meetings we've heard from several act members about covet testing and mandates i would like to notify the board and the community that we have consulted with the district regarding testing for all educators and the district's response

has been that they will continue to follow all state county and local health and safety guidelines which at this time does not include testing a fully vaccinated individuals lastly act is in the beginning stages of receiving feedback from one from our membership on the issues addressed in the lcap we recognize the importance of the lcap as a means to make sure that our lea has

more authority than the state to invest its resources in a way that best fits the needs of our students families and employees and also the community we look forward to sharing our results with the district and the board in the future as the district continues to gather from uh feedback from other stakeholders we would like to formally request that the

board grant a.c.t a seat at the table during the writing process of the lcap act has requested to be part of the writing process since the inception of the lcap and we believe that the inclusion of act in the writing process will only strengthen the prop the final product that's all i have for tonight thank you for your attention this evening school

potential counselors the care they took provided a very talented pool of candidates at this time i would also like to recognize following people for devoting time to the interview to interviewing candidates to ensure we had the best people supporting our community dr sherry johnson dr isabelle brennas dr eric dalstrom shelly mcreynolds christine dalstrom eunice costagnos jennifer darnell

and gerardo torres working with this team to hire over 20 counselors was a remarkable experience and i look forward to hearing how this support helps our community additionally i'd i'd also like to recognize dr sherry johnson for her help in leading a team to develop a menu strategies the schools can use with the counselors to help best support

our students champ members we have a meeting scheduled for next friday february 11th at 6 30 a.m via zoom we would love to see you all thank you and have a good evening thank you we are now at item 1e comments from the audience on items not on the agenda pat are there any requests to speak on

non-agenda items 16 as there are 16 speakers we will take 16 speakers at this portion of the agenda should there be more speakers than 16 we do have a very full agenda tonight we will take remaining speakers at the end of the agenda i just want to make that clear everyone can be heard we're just going to take the first 16 that are in

now and we'll come back to anyone else who may submit a card later i do want to note before i read the formal rules here i thought our last meeting was much more positive and productive please refrain from heckling shouting making noise while people are speaking everybody here is here to comment on something that they are passionate about

and so please give people the respect at the podium i will also note that it has been very hard to hear names being called out when people are being called to speak and so i would also request that even if you do agree with a speaker and want to provide support if we are to keep things just

calm as calm as possible it would be easier for speakers to hear themselves and we can efficiently get through everybody's comments and make sure everybody's adequately heard speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be accepted during consideration of that

item once the board has commenced deliberations on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during this time on the agenda as it reserves specifically for public comments individual members may respond during board comments at the end

additionally the board does its best to support the public's right to address its elected officials it is also important that the board conduct its business in an orderly and fair fashion as provided in board bylaw 93-23 in the event that an unusual amount of speaker cards is submitted for any item the board will hear up to 30 minutes of

comments in the case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted further this bylaw states in part individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board directly if there are no further

comments a speaker will be considered to have relinquished his or her allotted three minutes this means the speakers cannot donate their time to another speaker which in effect can give a speaker more than three minutes the exception is when there's non-english speakers that require a translator or members members of the community that are disabled that require accommodation

freedom to express myself over a mandate that the governor has enforced when to give when the governor does not even follow his own mandate it is unethical to be stripped of my rights you board members are put on the board to protect my rights as a student so protect them do not forget what you were put on the board to do thank you

good evening uh president garnier board members staff and also fellow residents what i just heard from president gagne i appreciate that we are following 93-23 tonight in the bylaws uh i might add i really hope that if we go over the 30-minute limit because there are a lot of topics that we do get on to the other business at hand so i'm eager

to talk about the uh the redistricting when we get to that so thank you thank you parent advocacy of chino valley followed by assemblyman kevin kiley followed by kelly allen so great things are rarely achieved by just one person usually they're accomplished by a group of people and when everyone is committed to the overall goal teams move faster and

they're more innovative and more successful successful teamwork is essential for anyone attempting to complete anything successfully here's the thing many of us in the community have are done with the abuse for our children we don't play maliciously we have proven to can you continue to do what the elites have not done that that um that's pretty that's protect our

children sorry this is very emotional for me because i am at my line tonight we actually draw the line here tonight okay we're officially putting no laughing we're officially putting our school district to include our superintendents oh matt i love you guys our board members principals and staff and any other person that comes in contact or makes decisions affecting our children

on notice immediately tonight we are letting you know we do not consent to the masks the coercion to do things that they don't want to do and the harassment that was already done that's the that's to say the least we're done okay too much damage has been done we allowed it to protect the others but when are we all gonna stand up and say

enough the kids are hurting it's tonight it's right now everyone is on notice starting now our children will no longer wear a mask we have to cut we come to remind you that our kids have a right to a public education and it's against the law to deny them of that we must hold the line and say no

together every parent that's with us reach out to us we have the next steps we will continue to be there to support our community and to support our school district we love you guys trust me we do this is hard as heck this is not easy we have always and we will continue to do that for our children and for our

school district what happens next is also in all of your guys's hands okay you have the tools you have the information that allow you to work in the best interest for the children you can join us you have a chance to stand up and protect the children let's figure out a way to move forward we've given you

everything we gave dr anfield everything we have no secrets no hidden agendas you guys have everything that we have we don't work that way we've been telling you for nine months we want to work on something to protect the children you have it let's move forward it's going to take brave boldness to protect our children but they're hurting

and they need us now more than ever the line has been drawn we will say no more masks we won't allow this crap no more we need to stand together work and move as a unit there is legal loopholes i know there is okay you're also breaking the law thank you please work together thank you thank you

assemblyman [Music] assemblyman kevin kiley followed by kelly allen followed by cindy feusi good evening my name is sonia singh as most of you know assembly i'm obviously not assemblyman kylie i received a statement from him today that he has asked me to read on his behalf dear parents of chino valley i wanted to send a brief note of encouragement to

you and thank you for the tireless for your tireless efforts for nearly two years you have fought for sanity and common sense as politicians have imposed harmful mandates and restrictions that negatively affect your children during that time your efforts have resulted in many victories the first was the fight to get our schools reopened after governor newsom attempted

to close classrooms for months on end parents and local governments pushed back then on october 1st of last year newsome announced his student vaccine mandate proudly declaring california as the first state in the nation to adopt this requirement four months later we remain the only state new york michigan illinois and every other state regardless of political leanings has rejected this

mandate families are leaving public education in droves school boards are passing resolutions of opposition parents are banding together and fighting back many californians who accepted previous mandates are seeing with fresh eyes what has been going on all along the best part is it's working newsom is starting to walk back his student mandate stressing the personal belief exemption allows plenty of latitude for

families to make decisions it's a clear sign he's looking for a way out as parents fight back like never before it also means any attempt by the legislature to remove the personal belief exemption might be dead on arrival despite these victories there is still much more work to do i encourage you to stay involved stay engaged and

time has come to say no more we have been patient for various reasons but that ends now the actions at last week's game made it clear that there is absolutely zero reason to make our children mask at school anymore the blatant disregard for rules that are that they put in place make clear to make clear that to the politicians

masks are just for us and not for them for over a year our children have lived with masks on their faces have not been able to see expressions from their friends or kindness in their teachers smiles they're struggling with learning difficulties extreme mental health issues speech delays aggressive behavior we have stood by because it didn't seem to bother them

even though their learning loss wasn't improving or their hope was slowly slipping away last year all they wanted was to go back to school to go back to normal this isn't normal the masks are bothering them and they don't even know it as a district you are responsible for the well-being of our children while they are at school you are responsible

for deciding what procedures are followed to comply with the cdph guidelines i ask you tonight to use common sense deciding how to handle the hundreds of children who will no longer be wearing a mask in contradiction to your own safe return policy you have always allowed children to be masterless while eating indoors because it's common sense let it also be common sense that any

child who doesn't want to wear one who may be struggling with learning loss mental health social detriments reading ability or language learning be allowed to be masculine as well anyone who is afraid of getting sick can wear an n95 mask or get a vaccine and protect themselves because they have that option now our struggling kids don't have options

nothing will change until we decide to stand up and push back the cdph continually makes decisions based on political pressure let's give them some let's come together and fight for the well-being of all of our kids the time has come to say no more masks tonight has taught us that creative solutions exist if you are a teacher

own face farce mandates you are 100 percent participating in destroying this country from within look up the world economic forum bill gates crowe schwab see what they're saying openly it's out there research it divide and conquer follow the money greed and control take the time and connect the dots we're being sold out to the elite in china

you've been advised about our constitutional and our inalienable rights by many of us you have been given a copy of the constitution you have been told what a real leader is and what a sheep is you have been cited many statistics about the harm of these masks and then vaccine mandates and yet you follow along like sheep

why you are complicit in murder and maiming of people have you asked yourself why all of us are fighting so hard against the lies the breaking of laws the coercion every time fouchy biden cdc nih fda open their mouth it's a lie and the truth eventually comes out after all the censoring by the media big pharma calling the shots

good evening board and dr infield um i'm kristy salazar and i'm here in opposition of the mask mandate i've been telling my i have four kids to adult age to high school and i've been telling the all the kids stop wearing the mask they don't work doctors are coming on the news they're telling us they don't work

our politicians aren't wearing them the people who make the rules are not wearing them um they they go on and make a announcement that oh i was just being courteous and i took my mask off for a picture and then next thing thing you know a video of governor newsom's running up and giving a hug to magic johnson without a mask on

so you can't believe a word the guy says and i wanted to share with you guys a story that um sorry it made me really emotional to hear and it's about my daughter she's a freshman at ayela and she's had a really tough time these last couple years so you know not just the pandemic she lost her

grandmother to cancer we've moved she moved schools a lot going on and she's struggling so i asked for accommodations at her school um with her teachers because she has some anxiety during class and during and during testing so uh they sent a notice to all six teachers and only one of the six responded and that same teacher her history

teacher approached her after school one day and um he just was giving her some suggestions of things that she could do to help her feel better and she for the first time had seen him without his mask on this is you know more than halfway through the school years a month into the second semester and she told me mom

this is the first time i've seen my teacher's face and he is such a kind man and she's like this entire school year i didn't realize what a nice person he was because i've never seen his face that's traumatic our kids you know freshmen in high school have never seen their teachers faces this mask mandate needs to stop you know

our kids are hiding behind them these kids at school wear masks because they're ashamed of how they look they share drinks they're not afraid of getting coveted they just feel insecure and they put a mask on and that's ridiculous and it's harmful and it needs to stop so whereas my two adult kids haven't worn masks for months just like

me my little ones they're scared they don't want to upset their teachers they love their school but i am going to encourage them every day be brave take off that mask you will not be in trouble with me thank you [Music] byron gonzalez followed by julie santosola followed by heather perry yes siri excuse me excuse me decorum

decorum everyone has a right to hear their name be called and speak everyone has their time at the podium i'm trying to make sure anyone who gets up here gets the respect that the last speakers had if i need to adjourn the meetings if you want to have conversations that's fine i don't want to do that because we're all

here to get the business of the district done and we're here to hear to hear people during public comment mr gonzalez i apologize continue 2020 was the year the dormant tyrants were finally exposed we were able to see the difference between the dictators and those who truly respect our constitutional rights within the past two years gavin newsom has shut down our

diners but was caught in the french laundry dining inn closed our schools but had his cool kids attending in person in private schooling just recently he was caught taking a picture with magic johnson masses in a stadium some people would defend him saying that he just took off his mask for the sake of the picture but it's clear that he

has an incon consistency of not following his own rules in 2020 the los angeles county health directors shut down indoor outdoor dining while being caught in the same day outdoors dining when all of the salons were shut down with mass mandates being enforced nancy pelosi was speaker of the house was caught in a salon mask list and chicago

democrat mayor laurie lightfoot mandated that people no longer go to a barber in chicago then she was caught with a barber later explaining that she needed to get a haircut because she's in the public eye over and over we keep hearing people say or officials our public officials say listen to the science yet completely ignore the science when it comes to a

baby in the womb a heartbeat with its own dna that will never be seen again once it's murdered by planned parenthood or when suddenly a man thinks as a woman or vice versa because feelings and to those of you who say that gender and sex are different you're wrong because the words were only recently changed in 2013

in the dsm-5 changing gender identity disorder to gender dysphoria this is a what george orwell will call newspeak now to now the reason the language is being changed is because if you control the language you cr you control the minds of the people think think i'm wrong let's put it to the test what if mike tyson suddenly self

identifies as a woman would he then be able to fight women would you call him brave and beautiful for finally expressing his true identity as he completely beats women to a bloody pulp think that won't happen well sorry to disappoint you it already has fallon fox a brave and beautiful man self identifies as a woman in mma and has

dominated the females even to the point where he broke the school of his opponent tamika brandt's now to those who are you who are listening to me and agree with me don't let this continue to happen and speak up because if we don't if we let them have an inch we let them have an inch they have taken a mile and

now that they have a mile they want the rest of the country now here's what i'm here for no more mandates for the students or the staff no more sticking things in our noses every week no more face diapers and gendered restrooms thing plain and simple i don't want men or boys in women's restrooms or vice versa and i'd also like to thank james

on andrew cruz for supporting us and standing at you for opposing these tyrants thank you thank you [Applause] julie santosola followed by heather perry followed by nicole vicario good evening um i do have three children i know most of the time i come up here and talk about my middle son with his health issues but my youngest

he has environmental allergies and asthma always had always has [Music] it's really hard to watch him every day come home get in the car sneezing runny nose watery eyes mom i can't breathe yes i have him on ingenuity but my child was suffering with edge annuity to the point as far as math where he wasn't getting the extra help

so he is on campus one day a week or every day i'm sorry for one class every day a week he is now excelling he went from an f student to an a student however he did say he says mom i have a hard time hearing my teacher i can't understand what he's saying behind the mask same thing as with the other kids

he's never seen his teacher's face he said to me the other day mom he goes this is not fair he goes i don't wear a mask anywhere else nobody else wears the mask anywhere else he goes it's my choice what i want to do i can't breathe but yet i'm being forced to do this in class i'm not going to pull my kid off of

campus when he is thriving and he needs the extra support that he needs to pass math because of the mass mandate my son is no longer i'm telling you today my son is no longer going to school with a mask i'm not going to have him suffer with wet dripping what that it's just a mess you guys all

know the science behind this you've heard it all from all of us and i'm telling you i'm done i'm not going to have my son come home with headaches and sneezing like crazy for a stupid mass that does absolutely nothing so i hope you guys work with us so that my son can stay in school and get the help that he needs because he

has the right to fair education every single one of these kids do and it's a choice my children will never get the vaccine my children will never get the hpv my children have never gotten the flu shot because they're allergic to it and shame on you for putting that in aries and parents don't know that that it is listed that those will be

requirements for school so parents you need to know that that's what's coming down the pike and the disappointing part is is you guys still are not being transparent to all of us parents i'm not speaking as a parent advocacy i'm speaking as a parent myself thank you heather perry followed by nicole vicario followed by bernadette mendez good evening board

last month my son had security called on him and he was escorted out of his class because his mask was worn underneath his nose now my son and his teacher at don lugo high school they have a good student-teacher relationship and this still happened i was not called or made aware that this incident even took place till my son got home

bored we need you to help us end the mask roll the culture that this mask roll breeds is divisive the mask roll culture does not care if the students are in class or not my son was not sent back to class and he didn't know how to do his homework that day for that class the masculine culture doesn't care how

kids are made to feel or subject to in the name of following this rule kids need teachers as positive uplifting mentors the kids need teachers that will be there for positive guidance and believed in and taught the mass culture is not about this parents it's time to say enough is enough with the mask rule the school system is not in charge of your kids you

are the school system doesn't know what's best for your child you do do not be afraid of the school system get involved educate yourselves and get out of your comfort zone for your kids and for the future california students that will be attending school in california we're done thank you nicole vicario followed by bernadette mendes followed by cassandra sanchez

good evening throughout my time in the district i have always treated children with respect i have been a safe place for children to come and gather themselves vent cry and just remove themselves from stressful situations i have done this with compassion and understanding always i have never passed judgment on choices they've made or talked down to them from making those

choices i have talked to and encouraged them to always be mindful of consequences for their actions while still making it clear that i was there to support them why do i have this mindset because this is the way i want my children to be treated i want my children to feel to feel safe on their campuses and respected

so i make sure that i make any child feel that way when they're in my care i am in no way a softy but i do believe in order to gain children's trust you have to have that respect for them so with that i'm praying you respect the choice that my children will be making going forward no more masks no more hiding those

beautiful smiles no more making them feel guilty for taking a breath no more disciplining them for not pulling their mask up above their nose no more enough is enough we adults need to stand strong for them i'm calling on all staff and students to do the same in this so that our children can have a normal school experience

the last time my eighth grade son had a normal school experience he was in the fifth grade so they can enjoy their sports their friends and their teachers take this pressure off our administrators teachers and office staff because it's wearing them down our governor is able to go to a football game with 70 000 plus people in

attendance mass free but a high school secretary can't sit in her office alone without a mask or a student athlete can't play a basketball game without wearing a mask it's ridiculous it doesn't make any sense without it doesn't make any sense we need to do better for all students i'd like to thank our parent group they go above and

beyond all the time andrew cruz and james naw thank you for always doing what everything you can possibly do for us i'll close by encouraging everybody to look up when we run a race as long as the one we're running now we need determination to not quit when it gets hard well it's been hard and we're not quitting

on december 13th since december 13th he has not had his teacher um he's had a different substitute that whole week the principal uh taught a class the next day i asked one of the days i asked him how did it go he said the sub left early and we had to go to miss so-and-so's class which is the other first grade

uh teacher we got a note that week stating that our teacher was not going to be there the remainder of the week but come back after break after break still no teacher another different sub the next day another different sub i finally went up to the office to ask the principal there if i could have a word with her right away she told me by

law i cannot tell you anything i just walked out i was very upset uh when when our children are absent we need to call you guys and let you guys know why and how long they're going to be absent for when they're gone for a very long period of time you guys are probably wondering hey is the child did they transfer what

we need to let you guys know so as parents i feel like we need to know what is going on with our teacher the last note i had simply stated that please welcome miss so-and-so as a substitute for miss so-and-so while she is away again this is not telling me if my kids teacher is coming back for sure if

or not we need to know and it's horrible that every day my student my kid preschool did not have a very good ending the majority of kindergarten was online now this is happening in first grade on top of him having to be there five days a week seven hours a day with the face mask on it's it's not going to happen anymore

us parents are fed up i'm not sending my child to school with the mask anymore and hopefully more parents will do the same so that you guys can see that we are not playing around and please let us let us get some answers about our teacher he does go to glen mead elementary so please let us know he's in first grade

we all want to know all the parents in that class ask me hey what's going on is i i don't know i can't give them an answer so please if we can get some type of answer if she's coming back i don't want to know her personal business but i do want to know if our teacher's coming

back or not having a sub every single day is ridiculous thank you cassandra sanchez followed by alice rodriguez followed by crystal good evening everyone let's go back to 2019 where mass were not forced a covet shot wasn't mandated or fear of being near people didn't exist and dr tony anthony fauci and the cdc were not worshiped all of a sudden 2020 rolled in

and now everyone's so scared to walk outside and just breathe air even if there's no one around them now people force others to put their masks on their face this administration now wants to make a dumb shot and fauci's worship night and day now people care if i'm sick and now i have people all of a sudden worried

about my health whether or not i take a shot or put a mask on which is funny because i never asked for you to be worried about me or my health why don't we all worry about ourselves and our families i'm not scared of the virus i'm not scared to get anyone in my family sick you want to know why because we take the

virus how it is and we let our bodies get the flu or corona my grandma is 83 years old and we were around her all through lockdown we never stopped going outside we went to the beaches often she's still alive no vaccine no mass now i know there's going to be some person that that's going to say well

just because you're not worried about the corona there's someone that there's that's trying not to bring it home to the family members so if that's the case why don't they stay home why don't they wear masks or two or three but then you have someone else saying that the mass worked both ways well hold up wait a

second but in the name of the supposed all-knowing fouchy don't the mass work don't the shots work so why do i have to put something on to keep you protected when what you've done works well if that's the case i would like to personally ask all of you that say this please take your vitamins so that my vitamins could work gooder

but this whole pandemic stuff isn't about protecting our citizens in the eye of our government or even the school board it's all about power and control one world government and in the eyes of fearful citizens it's not about being concerned for other health others health they're concerned about death but luckily for me i don't fear death if it if it comes upon me well so

be it then god has said it's my time to leave but until then i'm not going to let you sit here and play god picking and choosing who gets to live freely or who lives but in chains and these at home covet tests are dangerous giving these at-home tests is teaching students that the moment they sneeze or

cough or don't feel well means that they have to run and get tested just to see if they're positive and let me tell you something if they don't if you don't feel well you're already positive for something now i hear adults always saying that our generation is such a great generation because we know what we want and we fight for it but we also

also we're but we're also so under understanding and accepting well if this is true we you know well it's true we know what we want and we fight for it belly but as of my latest encounter with the fellow student peer i'm going to need a lot more proof and convincing that we're such an accepting and understanding

beliefs and ideas then yeah they are accepting but not when you have different beliefs and opinions in this recent encounter with the student peer i had multiple students tell me to my face that i was dumb and stupid and then laughed at me when i said i chose not to take the vaccine i told them that just

be that i just don't want to put something in my body that has a side effect of death and they continue to laugh saying that if the vaccine could possibly cause death that they would be legally required to say so before giving it to people they continued to say that if i got the vaccine it would reduce

symptoms so i told them i didn't want the side effects or symptoms to be reduced i wanted to hit me as hard as it could and well to let you know it did i was out for two weeks these students then continue to laugh saying that the immune system couldn't fight the virus without the shot because it doesn't know

how but yet i was sitting in front of them alive they went back and forth they went back and forth trying to show me fake grass in the cdc and show me articles about korea and how everyone is fully vaccinated with and covet is lowering their country and if the u.s could just be like them but i proceeded to say that

korea is a communist country how are you going to trust the government they laugh saying why would you why would they want to fake data i said again they are communist and they don't let anyone think for themselves or say anything against the government i then asked if they trust the government to do everything for them and they said why

wouldn't you trust the government i was shocked at the amount of stupidity that was flowing through these kids brains anyway i know you guys sitting here on the school board say you don't condone discrimination or bullying or attacking other people's belief but i would like to see the actions taken to prove that you don't condone discrimination or

bullying against people's different medical beliefs like not mandating this coving back vaccine we have parents come here and speak their minds share real facts share their back stories about their family coming from communist countries real proof of a girl real proof of a vaccine having a negative side effect on a girl and yet some of you decide to ignore them how

many adults and children have to come up here and show and tell you proofs proof and facts and basic laws before it sticks in your head we don't want any medical mandates we want choice if i have to stand up here and explain to you why we should have our rights to choose without being discriminated against then we are not

hindering our children's development do you know how much bacteria these masks harbor even after you wash them this has nothing to do with the safety of our kids because our kids are the ones that are suffering lord knows the long-term effects that our kids are going to have in 5 10 and 15 years you guys have sat here allowing this abuse

for days weeks months years and it makes me sick you don't know what's best for my kids i do but the part that breaks my heart the most is that children have to stand up and make a stand for this because you adults won't and like sonia said we've tried to work with you guys to be bold and be brave

for months and you won't so now we have to put it in hands of our small children you guys only want to follow the science when it fits your agenda why aren't you following all the science that we've been giving you guys for months saying these masks don't work we are done damaging our children for your benefit because it's gone on for way too

p.m before i ask for speakers i know we have a presentation president gagne members of the board superintendent enfield cabinet and community our report this evening is to review senate bill 328 task force's engagement process to create schedules for community feedback on a district-wide survey and a res and to review those results to set the context senate bill 328 was passed into law in

october of 2019 in response to research that indicates teens would benefit from a later start time under this new law by july of 2022 junior highs cannot begin any earlier than eight and high schools cannot begin any earlier than 8 30. while the bill does not expressly specify any changes for elementary schools in order to provide district-wide transportation to all

students elementary school start times will also be affected i'd like to thank our task force members who volunteered their time to engage in this important work the role of the task force was to develop viable start time options for community input that met the criteria of sb 328 while again ensuring the availability of transportation services across our school district i know we

have a number of task force members here today when your name is called please stand so that we can acknowledge your contribution to this important work to our board elected parent representatives christy hurst jennifer holdcamp bernadette mendez maggie seki and sonia shaw to our principal representatives ophelia vardugo matthew mccain and diana yarboy and from our associated chino teachers

brenda walker our president and kelly learned our vice president representing csca danny hernandez our president and kathy owens secretary at anaborba elementary school thank you for your important contributions to this work [Applause] a special acknowledgement is also extended to district staff across many divisions who supported the work through their knowledge throughout the process the task force met for the first time on

december 7th we started our time by building shared knowledge of sb 328 and understanding the criteria needed to develop viable start time options for our schools the task force members were grouped by elementary junior high and high school teams to allow for diverse perspectives to come together teams received blank worksheets and their charge was to create as many

viable schedules that adhered to the required instructional minutes while ensuring again a minimum of 45 minutes needed between elementary and secondary schools at the beginning of the day and also at the end of the day which is needed in order to provide transportation services across our district the work was definitely not easy but the task force did a tremendous job coming

up with with schedules from scratch on december 14th the task force reconvened and reviewed all of the schedules that were created on december 7th and had a whole group discussion noting the pros and cons for every schedule then finally on january 11th the team reconvened for the last time and narrow down all of the options into five different schedules that would be

on the community sb 328 survey this slide represents the five options that were on the sb 328 survey the survey window ran for two weeks from january 14th through january 28th and respondents were asked to select their top two choices on the survey the task force spent a great deal of time creating and deliberating on the merits of every

option and i want to note that this schedule which is option c that was on the survey was the task force's recommendation this schedule like all of the options adhere to the required instructional minutes and also reflects the minimum of 45 minutes needed at the start and end of the day let me walk you through this example

the blue line represents one bus route that one bus driver would complete in the morning so bus driver a would pick up our elementary students and drop them off so that they can start at 7 45 and then would complete a second route and pick up our junior high school students and drop them off so that they could start

at 907 the purple route represents a different bus driver in the purple route they would pick up elementary students again at and drop off for the 7 45 start time and then pick up high school students so that they can start at 8 30 and you can see in the morning there's a minimum of 45 minutes that is necessary in order to complete

the routes the same thing follows at the end of the day you're going to see in the orange route would be done by one bus driver and the black route would be done by a second bus driver and please note the 45 minutes that is necessary at the end of the day in order to again provide effective transportation services across

the district the consensus from the task force was that while the junior high start time was not ideal for families they would have this schedule for two years the 70 45 start time was a compromise for elementary families and the 8 30 start time would allow high school students to begin at the minimum required time so that high school

students could participate in after school activities and also work here are the results from our families disaggregated by grade span you will see the five options that were on the survey from option a with elementary school start times starting at 7 30 to option e our fifth option with elementary schools starting at 7 50. and again each respondent was asked to select

their top two choices and so when we take a look at our elementary families highlighted in blue for you we have option e as the first choice followed by option d at twenty percent being the second choice for junior high families you will see that option a was their first choice followed by option b for our high school families you'll see

a hybrid of elementary and junior high with option a being top choice followed by option e being the second choice when we take a look at all of our families collectively you'll see that option e came in as the top choice followed by option a being the second choice here are the results from our employees again disaggregated

by different groups with act we have option a as the first choice and option e coming in at second with our cse group you will again see option a as top priority followed by option e which is again another priority in looking at champ or management group you will see that option c was choice number one followed by option

a which was choice number two in collectively looking at our employees you will see option a and option e as top priorities in looking at both our families and employees you will see that option e and option a were top priorities for our families and also for our employees but in different order so tonight if the board does act on one

of the schedules we will continue to make efforts to communicate the changes to start and end times to start july 1st of 2022 and we will also be working with our schools so that they can select minimum days and early out days once a week to ensure transportation services across the school district that concludes my report to the board do

you have any questions are there any questions for dr park seeing none thank you dr park mr cruz why wasn't there like no option [Music] it would have been [Applause] no was the question why wasn't there a no option yes because the the requirements mr or mr cruz is that we have to change the bell schedules we've waited as long as

possible uh hoping that the legislation would have at least delayed it for our district or at least maybe even repealed this so we're at a point to where we do need to make a decision you know where says establish a response to research showing that they start improving physical health and mental health have you seen that research

but have you seen that have you seen that research there's a variety of research to support that because i'll be honest with you i doubt everything now i don't trust the system anymore you know i i can't remember being a kid i needed my sleep sometimes i didn't go to school because i didn't want to wake up an elementary

kid at the same time they're going to need breakfast because a lot of our students need breakfast and then and then comes our high school kids sports jobs or even supporting their siblings and i asked myself can i it's just a feeling i get with all this that maybe she's right what she's saying maybe has something to do with the reset

to keep to keep our kids inside because there's uncertainty coming and to have them in class for their safety because whatever's going to come because i don't know it just i just don't trust them anymore i doubt everything that they do like you stated they say the mass are terrific and all that and that young woman over there mr chris she stated

something interesting that triggered me it triggered me deeply because you're exactly right what you stated a lot of them are wearing masks because mr cruz they have low self-esteem now mr cruz you have a question for doc that really bothered me a lot it really got me emotionally inside because you're exactly right i don't trust the science anymore

i don't trust none of this stuff anymore mr cruz uh dr park has concluded her problem it off excuse me mr cruz dr park is trying to complete her presentation do you have any okay this is only like once in a lifetime this is what we're talking about we're never going to talk about this ever again so just keep can be

respectful professional stuff right let her finish just keep it quiet excuse me are there any other questions or comments the board has seeing and hearing none thank you dr park are there any speakers on this item pat first speaker is sonia shaw followed by christy hurst followed by cassandra sanchez okay so i do have to say the committee part

of it was amazing and i think that's what exactly we've been fighting for this last nine months so to me i want to thank all of you for putting that together because having the parents having the teachers having the principals having the union having everybody in there coming from different walks and bringing different perspectives was exactly what

is the missing link and it's not just our district so i can't say our district is horrible because honestly i think our district is amazing in a lot of things and i know people over here will say this this or that but i've been to other districts i've talked to other superintendents and bully me as bad as and dysfunctional of a family

as we are there's always worse trust me i have hope that we can fix this but committee part was amazing i do have to say we were set up for failure in a way because of our legislators who are obviously have no best interest in our children and that is obvious but here's the thing we're as parents probably the first time at a

level like this are willing to help we've always been in the classrooms we've always been at the school you can ask my elementary school i was there all the time any need and all these parents probably the same now we're not allowed there but that's fine where god had a reason right because he put us to work at other places

we shouldn't be in this position with this this is a mess this is going to cause so much stress on all the families i have heard millions of accounts on how single parents how in the world are they going to get their children when three of us three different school sites okay junior high elementary this they work they have

to work they don't have any other options and these kids are going to be left out or relying on their parents we'll figure out a way we always do but we have an opportunity to use this right as a tool for the future to say right now there's other things on the table the mandates everything else we need to fight it before it gets here

and it's too late you all come from different perspectives you all have a chance to push on the level higher that needs to happen but it's not going to happen until we all work together like we did in that committee room because that's where the magic was happening because it brought us all together so i do have to say that part but i also

have to say i went to christina i asked her to come up with a resolution because i don't need to just work with the board members that are willing to work for her children in our interest of what we're bringing i said christina let's work together let's push on something she agreed to come up with something which

is amazing right i called the education committee i've been on the education committee uh meetings for staff shortages we're doing the work behind it because right now if you think for one second that if we allow this right and go forth with the masks that it's not a problem i just think we're gonna be in a big

giant mess with kids being left at the bus stops because we don't have the bus drivers that's just the truth we're going to have kids left here and there and they're not going to be able to get to school i mean we really need to think about that thank you christy hurst followed by cassandra sanchez good evening board members president

gagne dr enfield and cabinet for those of you who don't know me i'm christy hurst a current parent in the district and i served on sb 328 committee next year i will have two elementary students and a junior high student two years later i will have an elementary junior high and high school student needless to say i understand the impact

this bill will have on families i came here to share a little about the process the committee underwent in creating the schedule options i'm trying to share things i would want to know had i not been on the committee as well as address some concerns i've heard from community members as stated by dr park we were given

the opportunity and the district sought authentic input from all community members we were given the parameters the schedules had to follow and created the options ourselves i greatly appreciated this and can only speak for myself but i felt like everyone's time opinions and input were greatly respected and all opinions were taken into consideration the restrictions and constraints of

creating the schedule made it very difficult to come up with many distinctly different options while all school districts must follow sb 328 not all districts are unified and represent students k through 12 like cvusd the main restraints concerns of the committee members were one that elementary and secondary share bus routes each route takes 45 minutes and so there has to be a 45-minute window

between the start and end times for shared routes two the current understanding is certain sports will not be able to change game start times so the committee kept high school start time options right at 8 30 or very close to it three the junior high school has a shorter day by about 40 minutes they do not have an early release or late start

day and this created a schedule issue on the back end for transportation without them starting later that's why you see them with a start time at 9 am or later on most options and the last thing many students get breakfast at school and this was taken into account when considering start times obviously the shared bus route is the

most difficult parameter to work around the committee did inquire of hiring more bus drivers was possible unfortunately there's a national shortage of bus drivers so it's not an option at this time i want to end by saying that in addition to being a parent i am also a former teacher who taught both elementary and high school there is an abundance of research i'm

well aware of and it's pretty long-standing that a later start time is more developmentally appropriate for adolescents and my prefer personal and professional opinion is 7 30 is too early to start school at every level i'm hoping you select a schedule where no school starts at 7 30. i am in favor of seeing a later start time for

elementary students and i hope we are able to find a way to do so without impacting elementary and junior high students to this degree for now i do believe the committee came up with the best options under the current circumstances i hope the board and the community sees how hard we all worked and has a better understanding of how we

came up with the options presented thank you thank you sandra sanchez [Applause] hello again everyone i'd simply like to ask whoever thought it was a good idea to change the school times what on earth are you going what on earth is going on in your mind this time change for the kids is ridiculously stupid you send a google form out to

allow parents to decide which time schedule they would like but yet there was no option to keep things the way they are or even to go back the way it was before kovid who in the right mind is gonna get their kid in our gardener at seven get their kindergartener up at before 7 30 then their junior high

higher at eight and then their high school at 30. i saw that google form and i was more and the more i was scrolling through it it got even more ridiculous now let me tell you i had i had some tiny hope that there was going to be an option all the way at the bottom that said to leave the same or no change but

there wasn't how are you going to gather data without having a controlled variable how do you know that people that didn't fill out the form how do you know the people that didn't fill out the form is because they didn't want the time to be changed or they just didn't know about it did you ever think to yourselves maybe the parents don't

want the time change back before covet the chino hills high schoolers went in at 7 30. now we go in at 7 20 and i know very many students that did not like the 10-minute forward change so if high schoolers get hate getting up at 7 20 before 7 20 what makes you think a five-year-old wants to we have high

schoolers that we high schoolers could deal with it and suck it up most mornings i don't like getting up but as soon as my day starts i enjoy being there with my friends element let elementary kids be they have the rest of their life to get up at 5am so i hope you stop with the pathetic agenda

items and focus on something else important like the vaccinated the vaccinated are dying the vaccination are dying and the one last thing i would like to do to is propose to the school board members and superintendent is if we could um form a student advisory committee that allows kids to be taught by the school board on how

to how how to advocate on political issues that may affect them such as this time change thank you pat are there any other speakers there are none thank you to our speakers i'd like to call a point of information miss kanye uh yes mrs kim yeah so i think cassandra talked about the student advisory council i just wanted

to let you know that we do have one however due to covert concerns we have not been meeting for the last two months so i think it would be amazing if we did have a meeting to address that but yeah i just wanted to let you know that it exists and you should talk to your asb advisor or your principal if

you're interested in joining one so yeah thanks for bringing that up thank you may i have a motion to select an option mr shaffer a point of inquiry um do we need to have an option on the table before we ask some general questions about the time change um yes yes okay and then i'll make a motion for

option e okay there's a motion on the table for option e is there a second a second and a second by mr bridge right now we are discussing option e are there any comments or questions from the board mr schaefer dr enfield in this process have we taken a look at the potential need or increase for before and after school care especially

for our elementary students we've taken some look at that um looking at possibly the opening of libraries uh at the elementary or at the secondaries okay mr na yes uh in a spirit i i have seen and heard about the survey that has been done and he was recommended but however uh let's take a backstab again i would call on

again the low quality office holders at sacramento trying to mess up our schedules again i don't know where we found them and put them in an office who has voted for sb 328 falsely believing that our education will certainly wall explode in a positive manner by changing the time of schedule you ask any students on campus if that

had any effect on their education it was hard work it was apparent to support it was a teachers in the classroom it was a school principles who helped them to achieve their educational goals it was not the time what time they're waking up when would they stop what would they start mandating sleeping time as well this is ridiculous again i'm calling on

very low quality office holders in sacramento i have heard the teachers have opposed to this changing times i have also heard the principles had opposed changing times and other stats from csa had opposed the change of times but guess what they don't care and they will not care until you let them know about this their goal i don't know what their goal is uh truly

but again they're trying to push us to mandate things that was thought in their their head and they don't have children in our school district we do um let's fight for our local control in a serious matter and find out who has voted for 328 and let them know how we feel about this thank you thank you mr nah

any other questions or comments in regards to the present motion for option e i'll just make a comment that i am not a fan of sb 328 probably clear from the next action item where i'm asking them to delay the implementation of it this bill failed several times in sacramento and finally pushed through with the razor thin vote

it was opposed by just about every you know advocacy group you can think of in the state regarding students and parents in education we are in a situation where and i want to first of all thank the committee i know that especially given our busing shortages and other things it was very difficult to come up with the schedule

so i appreciate your time and commitment to doing that i also want to thank the parents that did complete the survey we have to select a time even though it is my hope we could push this back um and that was the intent of the next resolution that's related um we now will take if there's no other

comments on option e we will now take option e to a vote oh sorry mr bridge yeah just to quickly clarify on the on the law because i i heard a comment earlier this this law was signed into effect october of 2019 that's pre covet covey didn't show up till january 2020 but in it miss the president gagne is

correct just about every advocacy group opposed it including the state teachers union senator portentino did was not very happy with them or anybody else but he still got it through uh being a former high school teacher i wouldn't i wouldn't be very happy with this with this time change at all myself having worked many years where we

went at 7 30 or some people had zero periods at 6 30. but the fact is is that it it is it is state law it is written into ed code we have to come up with with something until we can get the legislature to hopefully go back and take another look at it i think that's what

language that we'd like them to take it to a new vote a reconsideration of the vote well here's a here's the deal uh it had passed with razor thin votes and it means there were quite a few of oppositions too however word have to target those legislators who believe in changing of times and those needs to be told and asked to

resend their previous votes and and make it public got it i just want to clarify that operationally i'm not sure how the bill will come back to the floor so i would just want to make the request to those particular legislators a little more broad so that the spirit of it be that they change their previous vote but whatever

however that shapes out at the assembly or senate um they're able to effectuate that does that make sense yeah but however if if public gets known and other peers their peers get to know that others are rescinding their votes we might have more support for the new bill uh i'm happy to add that something to that effect to the

letter for me i'm happy to add something to that effect to the letter that goes to the legislature with the resolution yeah so it gives a little more push and and showing that we're paying close attention to their votes every vote counts uh mr schaefer i have a comment but a point of clarification on mr noah can he repeat what he said

or where he wants to add it so i can well mr ghanian will work on it uh mr not i think the point of clarification is um do you want just that put in the letter so just to kind of walk back a little bit for the audience's sake the resolution basically says like let's not do this right now and push it

trustee area two is only nine tenth percent variance trustee area three is one percent variance trustee area four is four tenths percent variance trustee area five is only minus one point eight percent now trustee area five you notice it's a minus does appear to be situated at best for population growth as we know is going to happen so there's plenty of

room for more representation there in the coming decade there's also a fair representation of elementary and high schools in each district i also noted the 18 and over population chart by ethnicity reflects across the board a very fair representation of each population group except for area 3 and i mentioned this last time area 3 contains a more predominant aapi community

of interest we think it's good to keep this community of interest in place as is for these reasons i do believe conceptual trustee area scenario one to be the best representative choice based on the 2020 census data so i thank you for your time thank you pat are there any more speaker cards there were no more speaker cards

yes i have a question and a comment so my question is do the boundaries in math 1 correspond to our school population boundaries specifically for high schools one of my objectives as a student board member is to of course increase student participation in local governance and in the upcoming election in november i would love to encourage a lot of our

graduating seniors to vote a lot of our alumni to vote etc so i would i think i personally think it would be a great idea to align these to the school boundaries so that each school community can have their discussion and have their students who are of age vote so i'm just curious about that uh dr enfield do you have any uh

response to ms kim's question if i heard it correctly that we to align it to the uh to the school boundaries but that's not how these maps are are designed they're designed based on the census data for uh voting populations and so they're created in in looking at the census data they don't look at the boundaries for schools

mr bridge then mr gnaw yeah as you can as you can see on the uh on the screen two which i moved shows lugo in in the green area which is more of their attendance area and whoever will represent that area will represent that school the one thing i want to clarify though is this this is to basically elect members from those

areas it doesn't mean that you only represent that area you represent the entire district boundary otherwise you'd be only representing twenty percent of the district but voting on a hundred percent of the budget and that i just want to clarify that that you you you'll be elected by districts but you're still going to represent the whole the whole area and the whole board

is going to represent the whole area this is done to basically comply with the california voting rights act and and having these districts drawn up and to avoid a major lawsuit so i just wanted to say that mr gnaw no i'm still yeah all right we're still considering this um so we have scenario one on the table

they actually say let's submit a uniform complaint you know why you know what i went into the meeting and no one no one um was enforcing mask and i was scared everybody make that up and put that on the paper we have screenshots of it that's sad and that's gross and the public needs to know what's going on on the other side

here's the thing i do feel bad for you guys it's a very hard position and actually dr enfeld i think that some people don't give you enough credit because you're in a horrible position right now and i did tell you you have a group of parents and actually probably thousands of community members that will stand in front of that bus those people come

driving it promise you i will stand in front of that bus and i publicly can say that because if they try to take you down they're taking all of us first if you stand for our children and i know you're in a hard position but i am begging you again be creative you're smart i know how your mind works

from what i've seen so far we can find ways all this decisive this gross stuff that goes on it doesn't win because the work is not put in we will do the work we have been doing the work 50 hours plus a week you can name it count it we're there any meeting you've sent me to actually

worked in disfavor to this group because it became evident what was happening it woke us up it let us be very aware of what was going on and going forth all that junk it's not going to hold anything because guess what we're coming after those positions those elective officials we're going to take those positions we're going to have people that are

there's a rise in depression and anxiety and suicide the mass mandates have done more harm to kids than they've protected them look at all you right now there's 11 of you up there three or four of you have decided to wear masks outdoors socially distance it makes no sense and the rest of you have had the freedom

to decide for yourselves what to do and you all have the right to do that you have the right to wear that stupid mask ma'am you have that freedom and you have the freedom to decide for yourselves this is america we get to decide for ourselves what we will do to our own bodies and none of you little pot can dictators are going

to tell me and my kids what you're going to do to them if i have to leave the state i will i will not comply with this nonsense anymore and i speak for thousands of parents who are sick of this one of you needs to be a rosa parks stand up for what's right for our kids and stop cowering in fear to the

i'd like to get a timeline if i could of what the rfp process is going to be for consideration of vendors that can provide the same services i think we all know that government is always the most efficient and so if we can find another provider that's providing the same services or more at the same cost i'd be

interested in seeing that so i think it's time that we take a look at expanding the prospects of having other vendors come in and do that that's all i have tonight thank you thank you mr shaffer mr bridge thank you just a couple of quick comments i too would like to thank uh everyone including the parent representatives who served on the sb 328

time start committee for their work on it i know it uh it's never easy and i appreciate the time that they devoted to that uh the other comment i have is uh yesterday as uh student uh representative uh esther kim mentioned was national signing day for high school athletes and in looking online on the in the daily bulletin today

i did not see any chino schools represented and i see coach joe marcos back there and we've known each other a long time and he's always been very good not only as a coach but as an ad for getting publicity for students and for signing and and i would hope that in the future that we would recognize those student

athletes that that excelled and were able to sign letters of intent and i just wanted to express my disappointment in that that we didn't have any chino schools listed in the paper and if you go and you look at it online today you'll see a lot of schools are represented so hopefully that that will change i know when i when i coached i wanted to

make sure that my my athletes got the publicity they deserved and and certainly uh wanted to reward them with that and also the last thing i have for those of you who heard me mention about uh about baby watch and grand baby watch i'm happy to announce that my son and daughter-in-law over in arizona unfortunately it's ada for

arizona uh had a baby boy uh a week ago tuesday so we're excited about that and everybody's doing doing well and looking forward to going over and uh and seeing them next week and that concludes my comments mr cruz excuse me you know just to repeat what i stated about you when you mention about your daughter what she's going through i've seen that

a lot at school where they were in their mask to cover [Music] their what you just described maybe their self-esteem and you know i received an email let me read the email please give parents mass choice our kids are really hurting here and suffering you did see the photo of news and mass free at the football game correct it is

a disgrace i was in an elementary school the other day and a young child took his mask down briefly and the teacher quickly said mask up over your nose to which he said with a sigh okay i was just breathing i was just trying to breathe you know you know you know a lot of our kids are

having anxiety especially at that age i can recall having situations like that thinking that helicopters were chasing me choking on a hot dog and not eating for six months during lunch time this is really profound and we're affecting a lot of our kids we're damaging them but this is the greatest generation what our kids are going to go through

they're going to be amazing and they're going to be tough and you know there's no law that requires that masking our children there is not even a mass mandate there's only a guidance from the california department of public education and it states this is what it states on july 9 2021 the center for disease control the prevention of cd published its

updated recommendation for k-12 schools the following guidance applies cdc recommendations to the californian context in order to help k-12 schools formulate an implementation plan for safe successful and full-person instruction this guidance is effective immediately and will be reviewed regularly by the california department of public health does in fact identify masculine as a possible cause for the cognition decline which is

severe it is lowering our kids iq and this is coming from brown university okay and why maybe perhaps it's the dangerous high oxygen carbon dioxide level or hypoxia which is a lack of oxygen so you notice they follow the science but they change their mind it's like and it's always the same thing over and over again nothing changes

john hopkins analysis lockdown should be rejected out of hand you know the lockdowns have caused more damage to our to people contributing to reducing economic activity raising unemployment reducing schooling causing political unrest contributing to domestic violence undermining liberal democracy is costing so much the lockdowns which they thought it was a good idea and then there's something kind of

k miscarriages 400 2021 4600 miscarriages myocarditis very few you you really get rare myocarditis in the military 1239 i'm going to present a resolution in the next coming board meeting hold on i forgot something something very important two bad bills parents are being introduced in california senate bill 866 lower the age of consent for all vaccines from 18 to 12 years old

this means parents age 12 through 17 without a parent's knowledge and consent receives the covet vaccine at school walking clinics or pharmacy senate bill 871 proposed by senator pan a democrat aimed to add the experimental drug cov19 that causes blood clots myocarditis and so on on the list of already mandatory immunization schedule required for students to attend school

our children are wearing masks for six to eight hours a day while the governor knew some other public officials celebrities parade around massless and california venue and what did he say he wasn't breathing when he took the photo i mean send your kids without masks okay and talk to other parents and get together and show power so

my next the next board meeting i'm going to create a resolution let me read it to you create a resolution i'll just read it on october 21st governor newsome issued a press release and additional information indic indicating that he is directing the california department of public health and cova 19 vaccine to other vaccinations required for in-person school attendance following

full approval by the federal food drug administration cova 19 vaccine effective the first january 1st 2022 or july 1st 2022 following the full approval for students in the following grades k through 6 and 7 through 12. whereas current laws provide that 10 currently mandated vaccines are required prior to a student's first admission giving a school subject only

to a narrow medical exemption and the additional vaccines may be required but would be subject to a broader medical and personal breed belief exemption whereas senator richard pan has proposed assembly bill 871 which would add covet 19 vaccine to california list of required inoculation for students attending k-12 schools whereas senator scott weiner has proposed senate bill 866 which would

allow children 12 on order consent to a vaccine approval by united states food and drug administration meets the recommendation of the advisory committee on immunization practices of the federal centers for disease and control prevents without the consent of the parent or guardian of the minor the board acknowledges that the school boards are not the decision makers regarding health and safety orders and

executive orders parents have expressed their desire for exemption and to be placed for students who due to their medical condition religious belief or personal beliefs are unable to or choose not to obtain the coven 19 vaccine the board expressed support for families to make their own medical decisions for their child and will not expedite implementations of a vaccine requirement

unless until one is opposed by the state and local officials i'm going to place this on the agenda in two weeks from now and i hope it passes but if this comes into fruition absolutely not but at the same time there will be a change in board in the coming november and when that does happen everything changes completely

can we have him stand up i think he's okay all right there in the back thank you john listening to the parents last few days i will bring a resolution to prohibit disciplinary actions against students for not wearing masks [Applause] or not having vaccinations [Music] because i believe everyone deserves education i don't mind wearing a mask or double masks or three masks for our

kids but please let our kids to breathe and live a normal life in a good education place they need the life back the recent study has shown the mask was only effective what two percent of preventing spreading anything from flu to to etc it doesn't really work many states are dropping their mandates for that reason not mentioning

a countries so i'd like to bring out the resolution on the next meeting prohibiting disciplinary action against students for not wearing masks [Applause] [Music] now uh i had a concern from a teacher who had been acquainted or in a room with a person with covet virus and she said the teachers are often sent home for self quarantine

for several days and many of them would have to spend their own sick days and i believe that's unfair i think i'd like to have our dr enfield to have a plan or explanation that goes to all of our our teachers and staffs and i think we need to provide extra comfort and security for for their misfortune and they don't

deserve to use their sick days i believe so let's work with our ac act president and and csa president uh to help all our our employee groups and i'd like to ask dr enfield to also include act acid in the lcat meetings as we have done with 328 committee to include act and a csa representatives let's work together to

to help all of our students so i'd like to thank teachers and staffs working in a situation like this that we have never faced with many emotions going high and we could maybe give a point to a lack of good leadership from sacramento but we live here in our chino valley community and we're different and we will stand up for the righteousness

we will protect our children will protect our family because we are all here for reason so thank you for attending outdoor meeting it was cold weather but thank you for in doing that and i'd like to apologize to all of our parents for tonight's meeting and it was an embarrassment for me to just be on in the front

i think we need to act better it goes both ways we need to respect another and and as a parents i have mentioned each one of us and i believe i can say for others i'm still work in progress however whenever you attend our meetings it gives me the encouragement that you care i'd like to ask all the audience or or people watching

these meetings please join our parent advocacy group because only passionate people could make changes and the changes will come because we love our children thank you thank you mr nah superintendent enfield yeah with a week of the counselors i want to acknowledge the critical work that they do with our students day in and day out and in our district we've

been fortunate enough to have counselors at our elementary our junior high and high school and the work that they do especially during this time is extremely critical and i want to thank them for the work that they do i also want to thank the senate bill 328 task force i know that um that's not a we we didn't really want to look at

changing our schedules we wanted to keep everything really as much as getting back to normal as possible but based on the the legislation we had to move forward with that but i want to thank the task force for volunteering their time and being a part of that and especially the parents um because i know there's there's stuff

that went out probably on social media regarding the work that the task force did and it's not the fault that you guys said hey we want to come and create this stuff and change the bell schedules that wasn't what we wanted to do but we had to do that and again you stepped forward and helped us in coming up with

the schedules and as you know there's a a lot of criteria that i know people still don't understand um but you guys did a phenomenal job to come up with schedules to present and and have our our parents at least and staff have their input regarding those um and then the last one mr nall we've been working with uh act and csea on uh

the sick time for the covet i believe we'll have something rather shortly to to to bring forward but we've been working together on that so that concludes my comments good thank you um i'd like to ask the board miss kim requested to make a comment as their consensus to let her make a comment right miss cam thank you i know it's really late so

i'll make it as quick as i can so all right so last year last year i had a conversation with someone who lives in oakland that's like the northern part of california and he was telling me in my district people who are aged 16 can vote for school board members and i was like what is that like

that's possible he was like yeah i made it happen so he actually spearheaded some policy to let 16 year olds and 17 year olds vote in local elections so here i mean i'm not a motioning member so i can't really bring anything to the table but i want to entertain the idea of lowering the voting age to 16 or

17 for school boards only so this says like i said before actually been done in many places it's been implemented in berkeley california oakland california as well as a lot of cities in maryland where the student board member and student engagement thing is also very active so it does have a lot of historical precedent and the reasoning behind it is that

students i mean i think the student role is changing just in legislation overall so on the state level mental health days if you don't know yet were now allowed absences for mental health reasons that was sponsored by students and there was another bill ab367 that recently passed it required menstrual products to be um publicly available at school bathrooms

so that was authored by students so that was actually written by students and passed by the state and there's been a surge of involvement in our district as well so take for example the board meeting at november we had 30 plus student speakers over 160 students alumni um teachers etc signed testimony forms and recently there's been a lot more

students watching the board meetings like at the beginning of this meeting i had a bunch of students just text me what's going on what's going on so we can tell that students are really interested in what's going on in a board and they want to be involved like there's a lot of strong sentiments going around and students just don't know how

to be involved and like constantly said before we need to our students need to get involved because i mean the legislature doesn't like this word but we're the biggest stakeholders of the school district we have the biggest stake in whatever this board of education does whatever our teacher does or faculty or parents we have the biggest stake in our

education so i think we deserve another voice in that um as well and i also want to bring up the point that schools i think we often forget that schools are social institutions and students were part of the social institution as the primary constituents and i do believe that with the changing times and the changing roles of our

students in our education we do have a civic duty or a civic right to participate in our social institutions so that was a little bit unorganized but overall i mean this might be the worst time to bring this up but it's also the best time because us as change comes we have a lot of room for new policies new

structures like systemic change that would empower students and enable them to number one choose the people that represent them and make decisions for them and number two also actively be involved in like meetings like this so imagine if we have students filling all the seats right we have parents here that's great we have staff representatives so what if we had

students here too having conversations like late school start times or district maps i think that would be amazing because this all directly affects us this goes to us so yeah like i said before i just want to entertain the idea of lowering our voting age i mean if there's anyone who wants to continue the discussion or actually

make this a resolution or some kind of some kind of action please reach out to me i think that would be an amazing change that we can make to fit these changing times so yeah thank you for letting me comment thank you miss kim i also want to add so sorry i had one more point i also want to suggest in addition to

letting sentient 17 and 16 year olds vote to make student board member elections more democratic so i think before i stepped in this position a lot of students the majority of students didn't know that this position existed that there's a student on the board participating in these deliberations having a preferential vote and i think that's a great thing for

students to know and be aware of and also for the sbm to have some kind of influence over the student body because if we take the case of the policy that could have been passed in november the fact that if i didn't see the item and i knew what it meant on the board agenda and if i didn't spread word

to our students the fact that it could have very well passed silently at the board level without our students knowing is honestly really scary to me so i think if we make the student board member election process district-wide like almost democratic like it is in other school districts then i think we could also have a lot more student involvement in that part

and also a more functional student board member with more of a responsibility and also training so that was another thing thank you okay miss kim have you concluded your comments i'm sorry have you concluded your comments yes thank you miss kim um i just have one comment this evening which is somebody i think is very wise in our

school district said something i thought was really smart which is we are holding formal board meetings in the public and school boards and city councils across the country do this it's kind of a weird way to do business and we do a lot of things and we need to hold our meetings because we are doing thousands of things at these meetings

that are on the consent calendar that mean people's jobs and benefits and signing contracts and things we need to do other local school districts have been shutting meetings down i don't agree with that i think that is such a violation of individuals first amendment rights i've had a lot of requests to do that i would not do that

but i do want our meetings to be orderly i will recognize all members on the diocese at the appropriate time i want everyone up here is elected and if they have a motion or a question i'll recognize it but i want to make sure that when we are in a particular part of the agenda like the comments from the audience the whole

purpose of that is to hear from you uninterrupted so i mean we had a little fraukus break out this evening i'm also trying to scan the audience for things that are happening i know there's people commenting at other people and i'm trying to hear it i'm trying to see it so i can gavel it out i think it's rude so i'm trying to hear

this okay i i also you know what like this is how they run the city's chino city council this is how they run the chino hill city council this is how they run the fire board go down the street to a school board most meetings have a gavel i'm not going to scream at people from the diocese i'm just trying to run a meeting

so i want to hear from everybody and you can think that's funny but i've consistently said i want to hear from everybody and i want everybody to be heard so we clearly do not agree on some issues and that's fine but i don't think it's too much for everyone to come and everybody get their moment up here for their three minutes

and not have to wait to start talking or feel like they are being spoken over or not hear their name to come up i don't think that's too much to ask everybody will get their time to say what they need to say so my commitment as board president is i do want these meetings to be more orderly i want people to be heard and i

want it to be as respectful as possible so i've heard complaints from people about various behavior i'm trying to crack down on it i know it's happening i'm not taking it lightly um but i mean we're just trying to run a board meeting here so i i think we can do it i thought our last meeting ran very smoothly and

actually i got feedback from people that it ran really smoothly so i i hope that regardless of whether you agree with me on some of my positions on things i'm trying to be fair as i run the meetings as possible that's what i'm here to do is to run the meetings and make sure everyone's heard and that we

get through our business and that we get to the action items so i respect everyone on this diet equally we're all equally elected i will recognize all members on the diocese at the appropriate time we will take the motions we will take the points of order but i've had many conversations even people in this audience about how when

they've come to these meetings they just feel like bad like they're just ready to like kind of seize up and fight and i don't want that to be the environment of our school board meetings like we're here to talk about kids in public education and what's best you know i think we can do that in a manner where people are respectful

i truly believe that and i really do want to be able to hear people but also for the record i want people's comments to be taken down and also for the audience at home i want them to be able to hear what everybody had to say so i just want to leave it with that that my commitment is trying to be fair

um you know i'm not trying to quiet anybody i'm trying to have everybody equally heard whether they're up here or whether they're in the audience and with that i want to thank everybody for coming this evening and i adjourn this meeting at 8 35 pm
