thank you for your continued patience it'll just be a couple minutes efficiency of instructional materials 2a1 public hearing on statutory development fees that's it all right the gang's all here i now reconvene the regular meeting of the board of education at 6 18 p.m with bridge crews no shaffer and gagne present 6 24 excuse me 6 24 p.m
um 6 24 p.m with bridge knock crew shafer and gania present before we begin please silence our electronic devices and note that these proceedings are being recorded the board met in closed session from 4 35 pm to 6 18 pm regarding the following matters two student expulsions conference of labor negotiators act and csca public employee appointment coordinator special education elementary
school assistant principal junior high assistant principal and high school assistant principals public employee disciplined dismissal release and public employee performance evaluation superintendent no action was taken that requires public disclosure leading the pledge of allegiance tonight is mr it stands bridges nation under god indivisible with liberty and justice as a quick housekeeping keeping item the board was in closed session which is why
late which is why we started this public part of the meeting uh later than usual um the board will be reconvening to close session after this to complete that closed session for public disclosure purposes we'll now move on to uh we are we'll now move on to a presentation um right now we're going to recognize two employees
for their recent heroic actions and if i could have a trinity lizarrago and matt pachuono come to the podium okay matt is not here today thank you so not only is chino valley unified fortunate to have outstanding educators who instruct our students with enthusiastic vigor in the classroom but cvusd is exceptionally privileged to employ devoted staff committed to
supporting our student safety and growth throughout our campuses during fourth period on the first day of school a call was dispatched over the radio that a student at chino hills high school was experiencing a medical emergency while in class when arriving on scene security persons trinity lizarrago and matthew pachuono found an unconscious student not breathing in without a pulse
without hesitation trinity and matt removed the student from their desk and laid them on the ground to begin life-saving maneuvers that they had just recently practiced during their annual training prior to the beginning of the school year while matt took control of the scene trinity began performing cpr and chest compressions to revive the student in distress not only did trinity and matt's valiant
efforts calm demeanor that saved this young husky's life their actions and those of their colleagues protected other students from being exposed to a very alarming and distressful situation tonight the board of education and i personally would like to extend our profound appreciation for heroic and courageous actions taken by trinity and matt [Applause] for a little bit of background on
trinity she first began her journey with chino valley unified school district as a preschool student enrolled at richard gerd elementary school in chino during her time with the district trinity gained invaluable instruction from educators at anna bourbon elementary lyle s briggs k-8 and don lugo high school as a product of our outstanding educational system here in the chino
valley i am excited to say that trinity's commitment to cvusd and its students families and communities runs very deep trinity i would like to present you with a small token of our unwavering appreciation for your service your dedication and your devotion to protecting our campuses and going more than the extra mile for our students health and safety i understand that you
would not consider your actions to be valiant or that you did anything that was above and beyond your post but in all honesty with your quick thinking and timing and your immediate action this story could have had a much more tragic ending had you not acted as you did thank you for your heroism and your service to cvs students families and
staff and i want to give you this plaque as a certificate of recognition and thank you so much for what you do for our students i also want to give some recognition to matt as well for his valiant assistance this incredible event he unfortunately is not able to be here this evening matt a former law enforcement officer
began his career with chino valley unified school district in august 2011 as a boys football coach since then matt has transitioned to a full-time assignment as a security person on the chino hills high school campus although matt could not join us this evening i'd like to thank him for his service heroic actions and being a valuable member of
the chino valley unified district team thank you [Applause] i'd also like to give the board an opportunity if they want to make any comments mr gnaw yeah trinity yeah remember we have spent a lot of time talking and and i told you how much i was proud of you and i know that one day not only you become
a great lawyer but you're going to become a great judge so so uh pursue your dream uh you have worked so hard but truly you made chino hills high school like a home for many many students so thank you and and i appreciate i mean especially love you so much because you're a product of our own uh
high school don lugo high school so thank you i appreciate you okay uh mr schaefer trinity i'm not sure thank you is enough i mean literally i i would also like to let you know that your your actions and matt's actions um were also recognized at the baldiview rop commission meeting the other night um i will see what i can do about moving
something forward for you guys on that i believe it was an rop class or an rop instructor um that was in that classroom um and so we do have some ties rop also but thank you very very much for one taking your training seriously and two for putting what your your training into action thank you and i'd also like to
take this opportunity to thank mr fields whitney our our director for continuously providing this type of training for our personnel because it is truly important in times like this that the training just kicks in so thank you very much mr bridge tiffany thank you very much it it's it's really i think calling for this district and and for
our staff for what we do and what you do and it just i i think it's just tremendous that you took the action that you did i think uh i our staff is tremendous that not only at that site but in all of our sites and we do the same thing and i appreciate everything you've done and
best best of luck as you continue on thank you any other comments from the board you know i was a long time ago when i was younger i was an emt and i can remember freezing you know not knowing what to do because i was i was just bewildered and other times taking action and so for you to
take action you're you're at that mine point where you just have to do what you have to do which is kind of remarkable because that was the first time so it tells me the type of personality you are you care less what people think you just do what you feel is right so you keep that up so well done
again on behalf of the board thank you so much for heroic actions we will now move on to item 1d a staff report um we are now at the staff report with committee member kevin cisneros with measure g citizens oversight committees 2001 2021 2022 annual report mr cisneros thank you president gagner and good evening superintendent enfield and board
members i have the report here before me and you should have it in front of you as well the measure of g citizens bond oversight committee referred to as the committee or cboc for the remainder of this document is charged with informing the public concerning the expenditure of bond proceeds of measure g the exact details of the purpose of the oversight
committee and their duties are specified in the california constitution ab1908 and are summarized in the committee's bylaws the bylaws state that the purpose of the committee as set forth in proposition 39 is to inform the public at least annually by issuing a written report concerning the expenditure of bond proceeds from measure g which was approved by the voters november 8th
2016. the committee is required within the annual report to certify if valid that cvusd is in compliance with article 13a section 1b3 of the california constitution for the 2021-2022 school year the committee was comprised of 10 members myself chairman also vice chairperson art bennett secretary bonnie tran senior citizens representative lou alfonso carol cole a large member mary
evangelista local business representative michael ming parent guardian adrian price at large member karen constop city of chino and deborah dorse parada city of ontario the school district was represented by gregory stratura assistant superintendent of facilities planning and operations martin silveira director of maintenance and operations beverly beamer director of planning cesar portugal and sam souza as construction coordinators the cboc
met four times during the 2021-2022 year september 1st 2021 november 3rd 2021 february 2nd 2022 and may 4th 2022. mr scott braddock california certified public accountant and partner with eda bailey llp provided i think it's ada bailey llp provided reviewed and answered questions about the measure g bond performance and financial audits the audit reports disclosed no instances
of non-compliance with the terms of proposition 39 or the terms of the bond measure as approved by the chino valley unified school district voters mr stratura and mrs beamer distributed to the committee and reviewed the expenditure report at every meeting with adjusted figures reflected for the applicable quarter in addition to first issuance of bond funds in the amount of
208 million the second issuance of bond funds in the amount of 258 million and the third issuance of bond funds in the amount of 140 million 499 866.75 there will be a quiz on this at the end as of june 30th 2022 this is the good news 13 million 67 153 dollars and eight cents has been earned in interest and four hundred and
ten thousand dollars 777 uh 549. 93 cents has been spent leaving a current balance of 208 million 789 thousand four hundred sixty nine thousand and ninety cents the cboc visited and toured ayala high school and the new science building and recently completed phases of modernization as well as the recently modernized canyon hills junior high school and rolling ridge elementary
school on december 20th 2021. cesar portugal and sam souza provided a presentation and construction update at every meeting providing information on the status and progress of each project site the following projects were in progress during the 2021 and 2022 school year reconstruction of chino high school modernization of ayala high school modernization of butterfield ranch elementary and hidden trails elementary
modernization of canyon hills junior high and townsend junior high and the district-wide safety and security project your report in front of you has 84 pages of which the remaining pages are supporting documents to the report i have just provided to you containing meeting minutes financial reports and construction reports and with that that concludes my report thank you mr cisneros thank you all
are there any questions from the board i have a comment there's a comment yeah thank you mr cisneros you have been working with our students for so many years and i i could tell you uh you look like our one of our schools principal today but uh thank you for all these years of devotion uh building our schools replacing
old equipments you really care for our school district so thank you for your past accomplishments and your leadership appreciate your friendship thank you mr bridge yes yes as an original member of the uh of the measure g committee i i want to especially thank mr cisneros for the work he's done as chair and also to the entire committee uh watching the
committee from the from the beginning until i was elected to this uh to this board uh they have done tremendous work and i think the community should be proud of what they've seen going around the entire school district with all of the projects that's being done and then culminating with the uh with the opening of the reconstruction of chino high
school so just thank you and uh appreciate all the all the hard work the committee's done if you relay that to them i appreciate it thank you very much any other questions or comments well thank you mr cisneros and please relay to the rest of the committee that we appreciate all of your hard work uh clearly as you drive around the
community there's evidence of all the hard work that you and the others have put in so thank you so much to all of the board members as well thank you moving on to our next item comments from the student representative before we get to that i would like to welcome our new student representative miss maya king board president gagne members of the
board superintendent enfield and distinguished guests good evening everyone my name is maya king and i'm so honored and excited to be here my first meeting as a student member on the chino valley unified school district board of education i would like to start off speaking about the new chino high school campus although the new the first few
days were a bit stressful trying to navigate as everyone is new the overall climate um the world time on campus is great and personally better than i've seen in my three years at chino from being the first graduating wait sorry from the staff who are our chino alumni to the seniors who are happier than ever to get to experience being the
first graduating class down to the freshmen in our new biomedical science academy everyone is so excited and happy to be somewhere new this friday we at china high are having our first home football game of the year and i encourage those latino community to join us as it will be the first with the new school our next home game will be our milkton
rivalry game against don lugo high school which is september 16th it's home at china it's the same day as our high school and chino hills high school battle the bones so choose which games you attend wisely as they will both be great games chino high school will be having a blood drive in two weeks on august 31st for

great day thank you [Applause] thank you miss king and we all look forward to working with you on the board moving on to item 1e comments from employee representatives brenda walker a.c.t president good evening president garnier school board members superintendent ev field district staff and community and welcome maya first off on behalf of our educators i'd like to thank district staff
administrators and all school personnel for helping to make the start of the new school year a good one our child development teachers pre-k to 12th grade teachers nurses counselors speech pathologists and psychologists have been working hard to make sure that this is a great school year for our students as well it's been exciting to see the positive
energy at every school as the staff and students have been welcomed back it seems like the year has just begun but classroom teachers are already having back to school nights and preparing back to school nights before you know it teachers will be scheduling parent conferences and preparing for report cards and of course iep meetings have been ongoing to ensure that our
special needs students are taken care of as well educators spend hours a day preparing lessons and creating a positive learning environment for students not just during work hours but after work and on weekends they're invested in their students education and to ensure that our district attracts and retains the high quality educators we do have it's critical that the
district invests in our educators as well technically our act contract expired on june 30th so we look forward to continuing our successor contract negotiations and furthering our discussion about ways to bring our membership to a level that is competitive with other districts especially in light of the record california education budget thank you school board members for your
attention this evening our a.c.t executive board and i look forward to connecting with you this year have a good evening thank you good evening president gagne board members superintendent infield cabinet and community and welcome ms king before i get started i wanted to make one further recognition of trinity's ties to chino valley unified school district her mother
yvette bookout has been with the district for 23 years 23 years a product also of chino and i wanted to make sure i did recognize her because we did talk about earlier this week that it is truly trinity's first nine days with the district and actually at chino hills high school so i wanted to thank the district for recognizing
these two and all the security staff does day in and day out they jump into action in time of need at all times so once again thank you in years past we had mentioned to the district about providing uh training first aid in the events of this is truly where that is cashed in the then stepping up in a time of need
is where that training really took place so again we are thankful for the district in taking the time and expenditures to make sure that all of them are trained all of us are trained i wanted to start out each school year is a special not only to the students and parents but also the classified staff we eagerly await the students on campus
seeing their smiling faces and maybe a tear from a student and parent here's to hoping house staff from moving classrooms picking up and delivering books surplus items from the school sites and the list can go on thank you all the school site staff for helping students and parents with registration getting books and computers again the list can go on thank you
our mno staff from the grounds getting the fields ready to provide beautification to the sites general maintenance crews for repairing and or replacing ceiling tiles our hvac crew working to try to keep the classrooms and offices cool thank you i want to especially say a thank you to alex rivera one of our supervisors in maintenance one of our
departments our excuse me sites aec their front office has been in need of a replacement for an ac unit just like everything else nothing is available so they're constantly waiting for something to come in alex went out and purchased fans for the for the staff that was there to provide some comfort comfort to them they and i greatly appreciate it so
thank you the purchasing department everybody doesn't maybe not everybody realizes that everything each site and department goes through purchasing earlier i mentioned warehouse that's how it gets there we don't always see what other people's what other staff and people do but we should always be appreciative of it that's where cse's classified job shadowing is once again here i've sent an email or spoke to a
few of you guys about participating in chino 102's job shadowing thank you to those that have reached out and that i've talked to about that but it is so that the board can truly shadow job shadow one of our classified employees with the hopes that you see what ex to experience what classified employees do day in and day out in their respective
positions so thank you and if you're able to great um i do believe congratulations on order i believe on july 20 july 26th i believe it was cabinet receive their contract renewals csca is always in favor of all employees and excuse me all staff of being fully compensated for the work they do day in and day out
and while both csa and act are currently in negotiations with the district we hope that we can expect the same from the district and board one of the few items that i do want to highlight has to do with the wording under each of the respective contracts not and again not that csea has an issue with any of it
the respective superintendents shall receive an annual salary increase that is not less than the percentage increase granted to other management employees employees of the district we refer to this as equity compensation again we hope that the district and board can extend that to all employee groups and doing a little bit of research for for my comments tonight before the board
meeting i've come to the realization or come to realize that superintendent cabinet level salary schedules are not available online i like to request that to have their salaries just like the rest of every other employee be returned to the district website thank you and have a great evening thank you [Applause] and miss barbara bearden our champ president
good evening president garnier school board members dr enfield cabinet and chino valley community i would like to explain first what champ is because i get a lot of questions so for those who are in attendance and for anyone watching the meeting champ is an acronym which stands for the chino association of management personnel our organization is the local charter for a
larger organization the association of california school administrators otherwise known as axa because we love acronyms as champ members we meet monthly to discuss important topics or legislation as well as plan events and activities for our members as the champ president i also serve on the school district safety committee so i can report to our members any valuable
information we need to know finally the champ executive board attends the quarterly exa region 12 meetings for important updates from our regional leaders if you are a certificated or classified manager or would like to join champ please contact me for additional information i would like to thank president-elect emily lau vp of access and equity dr molly large vp of legislative action
heather post vp of membership vanessa acuna secretary samantha hahn and treasurer kimberly curry for their service on the executive board i would like to thank the human human resources service human resources department for their work this summer in filling our classrooms with teachers and our schools with administrators in addition i you know mr hernandez you did such an eloquent um job of thanking
all of our uh classified staff it really does take a team of people working together to make this district run and i i am always impressed with how everyone pitches in to help each other and it it just makes me so proud to work here bird walking sorry we do that a lot in education so thank you to everyone who has worked
to make the beginning of this school year memorable it's been so nice to have everyone working together parents next week schools will host their first in-person back-to-school night since 2019. please take advantage of the opportunity to attend so you can learn more about the classroom expectations and make a connection with the teacher parents who are involved in
their children's education have students who are engaged in their learning and in their school i hope everyone has a fantastic year thank you thank you [Applause] we are now at item 1f comments from the audience on items not on the agenda uh mr right out are there any requests to speak six speakers on on agenda items okay six
speakers thank you speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be accepted during consideration of that item once the board has commenced deliberations on an issue speaker cards will not be accepted the board is very interested in your comments but please
bear in mind that the board typically does not respond to comments during this time on the agenda as it is reserved specifically for public comments individual members may respond during board comments at the end additionally the board does its best to support the public's right to address its elected officials it is also important that the board conduct its business in orderly
and fair fashion as provided in board by law 93-23 in the invented an unusual amount of speaker cards is submitted for any item the board will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses here the remainder of comments after all business has been conducted further this bylaw states in part
individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board directly there are no further comments a speaker will be considered to have relinquished his or her allotted three minutes this means that speakers cannot donate their time to another speaker which is in effect giving that speaker
more than three minutes the exception is when non-english speakers require a translator mr naw will you please explain the light system speakers have three minutes to speak and yellow light means you have 30 seconds left and red light means your time is over for policy 1312-1 outlines procedures for anyone who wishes to file a complaint against a
district employee is listed speaker first speaker was sharon duran followed by donna martinez followed by richard wales okay good evening board and superintendent i am here today to support some of my concerns about the chino high construction um the safety issues on july 15 i spoke to miss beamer actually regarding the sidewalk on 10th street because last
year when students returned from spring break they had sidewalk clothes kids are walking in the street this year they returned to no sidewalk but fortunately this morning they were pouring the cement i'm like yay but then they had all these cars way backed up causing all kinds of tardies i'll be honest my kids were tardy a handful of
times because there was detours the construction trucks were in the intersections right at drop-off time you know it's not that hard to figure out what time these kids go in when there's going to be heavy flow traffic with the parents so i called the attendance office i'm like just so you guys know it's pretty backed up out here there's
no admin out there there's no no staff out there kind of keeping an eye on things you know i know it's really they got plenty to do but you know it may be causing excessive tardies on certain days like today like this morning so i would like you guys to look into that if possible as far as that
goes um and i just wanted to make a quick note or shout out i guess to miss gardenas from chino high i know she was in the chino champion newspaper i had her along with all five of my siblings and two of my students had her last year she's been at chino high since 1983. i know she says she's got a couple
years left on her i talked to her the other day she's got all that pep in her step as she did when i was in high school so good for her and i know she's been at the adult school since 1992. i don't know if there's any type of recognition that can be given to her that would be
great because i know a lot of students that she really did help mostly in the low-income communities that she made a great difference in all of our lives so thank you good evening board members my name is donna martinez and i'm here tonight to address the gender identity agenda within our schools every year teachers give their students
some kind of getting to know you project survey or report to do this is nothing new or alarming what is alarming is the gender identity being added to it what was once meant to build a rapport between students and teachers is now have is now guiding students to question who or what they are i want to know why sexuality supersedes
general education thank you richard wales followed by therese de guzman just want to cover two things these are from our past hopefully first item i wanted to discuss is i guess for lack of a better term an emergency authority this was signed on march 12th of 2020. title is resolution 2019 2020-42 authorization need to take any and all
necessary actions to prepare and respond effectively to the novel coronavirus code 19. going to number three of this document authorizes the superintendent and or his designee to take any and all actions necessary to ensure the continuation of public education and the health and safety of the students and staff at district sites including but not limited to relocation
of staff and students the biggest thing i want to know about this document there's no other dates on here it doesn't say when this ends it doesn't say when you're going to review it again it doesn't say whether or not you're going to renew it it's completely open-ended so that's just my question is what happens to this thing
second item i want to deal with is the extended learning opportunities grant it's my understanding that there is a required self audit that the district has to perform on this so i'm curious is that self-audit complete will parents be able to see that self-audit and in addition to that is this a quantitative self-audit or is it also a
qualitative there's a lot of things in this document that are supposed to happen and i'm curious if everything in here or most of the things in here were actually done how well did they turn out and where are our students right now because i know a lot of kids all over not just in this district are still
really behind so i hope especially with the elo that we can see where we ended up after the additional time thank you thank you good evening my name is darris de guzman in 2015 david park a resident of chino hills and a teacher at los altos high school was sentenced to prison in connection with the molestation of two
15 year old female students it was known by staff that the teacher was spending a lot of time alone with at least one of the girls in his classroom and it was also discovered that the teacher was using the school computer to solicit sex with girls but he was just told by staff just look for older sex partners pretty disgusting
right well in 2017 the victim was awarded a 2.8 million dollar judgment against against the hacienda la puente school district the jury found that the quote and i quote negligent supervision of the los altos principle was a substantial factor in causing harm to the victim that principle is shelley mcreynolds was hired by our school district in january
of that year as a special education coordinator you would think our district would avoid hiring someone with such a controversial background background but instead our district not only hired her in the midst of this case but now promoted her to director to oversee our entire special education program in our district did you promote her because she's one of
the few that hasn't left the department every year it's a revolving door in the department year after year there is overturn of coordinators and specialists and now with the retirement of our previous director did you find yourself with no other choice but to promote someone with such a risky history as a parent of a special ed student we
want to understand the underlying problems that are happening in the district office why do you continuously have issues with hiring and keeping employees especially when it comes to those that oversee the program for our most vulnerable students earlier this year i emailed my program specialist on february 23rd no response i followed up again on march 9 only to
receive a response asking for an attachment that came directly from her office after two months of delay of going back and forth i lost my spot on the waitlist for a psychologist for my son's ie when i spoke with my specialist over the phone and asked why is there such an administrative delay the response i received is well we're busy
that's not okay every delay impacts my son and every other student in special education in helping them get the services and support they need i'm extremely grateful for the teachers and aides we have on the ground in our classrooms helping our children but they deserve better support from our district our district is capable of doing better i look forward to receiving an
explanation on your retention and retention and hiring issues and the mass exodus that continues to happen and to know what you are going to do to help improve this going forward thank you thank you [Applause] sonia shaw followed by jacob costa good evening i would first like to thank our security officers and our sros for your continuous efforts to keep our
children safe special thank you to trinity and matt for your heroic efforts that resulted in a life saved thank you to all the staff teachers admin parents for your hard work that you put in to help our our children have the best education i would like to request something i know we requested a lot of parent committees
in the past but this one is near and dear and i feel like it deserves all the attention from anyone that is willing to try to develop a parent committee and that is for our special ed program we have all sat here hearing the gut-wrenching stories and the cries for help i personally have heard a lot that
i can't even stomach some of them um and i know a lot of i know at least a handful of parents that would be willing to jump on that committee and serve right away without a doubt it would be something our district wouldn't have to pay money for and it would be something that would be able to partner the
parents and our school district and i think if we can truly come together and figure out how to make that work and the logistics of it um if the logistics makes sense that might end up on youtube i don't know but um our children can't lose with that i would like to also give a huge thank you to magnolia junior high
for your efforts they had developed a pilot program they weren't asked to do it they weren't told to do it they saw a need and they went out and did it and we have parents that i have been close to that have children in that that particular program and they so far are thriving i don't know exactly all the
details but i know that it's something that has been better than a lot of the things that we offer for our most vulnerable children and i would like for you guys to maybe get with magnolia and see what they're doing and that way we can mimic that at other schools because it is helping our students and with that i would just like to say thank
you and have a good night thank you [Applause] jacob costa followed by summerbib mr costa jacob costa i think he's going to decline hello um i'm new to all this so i don't know where i start other than saying that i'm here because my eight-year-old son is being deprived of his education he's not being able to enter
a school due to a attendance contract that they have asked me to sign i have rejected to sign it due to the fact that we have never even signed a bullying contract my son has been physically harmed at a school that i pulled out last year and due to the fact that no one was taking his bullying situation
serious he was police were called police were even escorting my son to school he's at that time seven years old he's had severe injuries that caused him hospital stay i've talked to mrs johnson at the student services me and her do not have we don't come to an agreement because she's more worried about a contract not worried about his attendance of last
year not worrying about where he is educational-wise he is very behind i'm the only voice for him and i have spoken up i have put flyers on cal arrow school saying stop bullying no one even took the flyers down so it just really bothers me the fact that everybody is hiding or like you know covering up this
bullying that's going on with my son and now he's not able to go into a school my son does tries to go to we at the maybe three weeks at the end of the school year of last year he was able to go to cattle that was after i told miss johnson that i was going to bring
it to a newscaster i had a man who was going to write a story about the situation she got him in school he did excellent he's never picked up a book until he entered that school they will they denied him play we went to school last week when school started they told me that they told him that he
couldn't attend because of his attendance his attendance has nothing to do with why we're here why we're there his attendance is not the attendance issue was because of bullying my son did not want to go to school he was coming home with bruises he was um it was just just so much so i don't know i come to
before you because i've called every phone number i have called every phone number in about the school district to the superintendent and this is where they told me to come and i just want my son to get into school i have them in a virtual learning it's not working while i'm getting sobbed you guys have no idea
that i have him in virtual homeschooling so i get starved i get papers to go to court over this attendance-wise but nobody even knows that that's not the dressing problem what we need to address is the bullying and his attendance yes but there was a reason behind it not because my negligence as a parent of not getting my son to school my son had
literally jumped out of my car and caused us to crash because my son did not want to go to school at calero nobody wanted to nobody did anything about it there's been a there's one investigation and on the investigation it said that they couldn't come to sustain whether or not my son's injuries were caused by bullying um
ridiculous to me um whatever evidence do you need what severity of being a child i mean does he need to be suicidal in order to get this to be addressed to you guys because that's the next his testicles were injured he has to go to a urologist over a little boy who stalked my son nobody needs to
nobody wants to do anything but i need you guys to help me address this situation because it needs to be heard i don't know how many other students go through what my son's going through but he's eight now and he's going through a lot of mental issues especially with when it comes down to his education he's so scared of
not knowing how to read not knowing how to do anything and so that's where i'm at with you guys if i don't know where to go from here but yeah thank you that was the final speaker thank you mr writeout we are now at item 1g changes and deletions the following changes or deletions are on the agenda

extra duty i'd like to bring those back at our september first meeting it won't affect anybody's pay because those are stipend positions that don't get paid till later and they will still uh be on site doing their their training there's there's one issue that i would like to look into further before i prove it okay mr naw
activities if we pull this item no we would just go ahead and let them be on out there have we have we done this in in the past no we have not i would like to have uh site leaders uh have in charge of their duty activities on their sites to interfere or micromanage because if we look at extra duties for
all these personnels it'll be an illness how many positions are we looking at uh total uh dr anthill actually um well that's evaluated mr cruz did you have a comment yeah i i just want dr enfield to explain exactly what we're doing after you find out the number of coaches it's probably easier if you go to page
131 and then the names go on to page 132 133 134 i believe that i think we need to leave it up to the site management to decide and control over on extra duties of our employees i think it'd be very difficult for us to start opening up this new door where we get to look at every
individual's extra duties and i don't think that is part of our job um i think you should be going to the site and so i would oppose that if i may uh mr schaefer yeah oversight of employment is one of our responsibilities and when i had something brought to me in regards to one of the extra duty positions
i'm not comfortable moving forward and approving it until i have all of the information the site can take action at any time they're more than willing they're more than welcome to do that but i'm not comfortable moving forward when i know there's information that may be disqualifying or that may be an issue and so for me i can't support it until i
have that information and i'm just asking that the extra duty assignments be brought back at our september first meeting so i will make that a as a motion to approve the item with the exception of the extra duties that have that was brought back at the september first meeting are there any other comments on this item yes that was a motion yes okay so i have
to entertain the motion first then i can take comments mr cruz there's a motion by mr schaefer to go ahead and remove the extra duty appointments from this particular agenda consent agenda and revisit them at the september 1st meeting and that would impact just for clarity for our audience and our record extra duty appointments starting on page
131 of the august 18 2022 agenda and ending at the end of page 135 of the august 18 2022 agenda so i have a motion um is there a second second all right a second from mr bridge um now comments questions or discussion on this particular motion mr cruz oh boy oh yeah so so most of the time um
dr info can you just explain to me i just want you to explain what are we actually doing what mr shaffer's requesting is that we don't approve the appointment of extra duties tonight okay and bring it back at the knicks board meeting and the reason for that dr infield um that would go under in imp there's some
employee concerns that we don't want to discuss in public and most of the people that get hired they get vetted right yeah there is a process out there there is a process yeah i agree with you mr noll it should be decided at the site these matters yes i'm not sure the nature of what's going on here besides clearly the motion at
hand i don't know if there are allegations i don't know the details and so i'm uncomfortable not knowing the details we are actually in fact in charge of vetting this and i would be doing a disservice to not understand what exactly is going on here i'm assuming it's not something that's de minimis we generally i've not seen a board
member pull anything out of this part of the consent agenda before so not having that knowledge you know i i'm just uncomfortable not having that knowledge and taking a vote today but i will take this motion to a vote because that was at hand unless there's any other questions or comments mr bridge just very quickly as as someone in mr
cruz you probably have done this as well done extra duty whether it's been department chair whether it's been whether it's been coaching or something else and you know that you do not get compensated for that until the completion of the assignment or the or the season uh i don't see a problem we're gonna these will all be
approved at the september first meeting if we pass this motion with what with whatever concern that mr schaefer has but it's not going to affect anybody or impact anybody in the assignment that they're doing now whether i said whether it's whether it's coaching the in-season coaching whether it's uh you know a department you know and i haven't seen
the specific all the listing it's a long list but usually there's department chair and other uh other assignments on there so i i don't see a problem with holding this off for two weeks mr nah yeah my problem is these are already been vetted and and approved or recommended by the site administrators or the the athlete department
and should there be any concerns they are in charge to to add or remove any of the rosters so why should we intervene on this particular case while they're doing the jobs right if there is a concern then it is on to them to do the right thing and for our children's sake uh mr cruz and as for me the two words that i think
about is subjective and objective if i see a movement i pay attention to that pretty much that's all i want to say okay um so any other questions or comments on this particular motion again the motion is to table just the appointment of extra duty appointments for this meeting and revisit this and it will be a part of
the consent agenda at the september 1st 2022 board meeting um so i'm going to entertain a vote on this motion um i'll do a roll call vote for simplicity's sake mr shaffer yes mr bridge yes mr cruz no mr nah no and i'm a yes the motion carries three to two preferential yes okay preferential voting yes and again this is in reference to

members it's good to see everybody back on campus ms king congratulations and welcome look forward to working with you for the next couple of months and um another thing is it was uh it was nice to see the grand opening of chino high school finally after all the planning and construction it was nice to see students on campus and looking
forward to the upcoming fall sports seasons that's it thanks mr bridge just very very quickly i would also like to welcome maya to the board and uh it's a student representative and congratulations on your appointment and looking forward to working with you this year uh i too had the chance to attend the opening of chino high school and it uh
it was a tremendous morning i mean to to see as i mentioned earlier with during the measure g committee report to see it come from the beginning of that committee to uh to going to the uh the groundbreaking and then watching the buildings go up over the last couple of years and then seeing students on campus it was just really a thrill for me
personally and i also had the chance that morning to thanks to dr park to tour the biotech academy rooms and uh other other buildings the gymnasium uh even had a chance to go through the kitchen which is just uh i was just amazed when i saw that it's just a great campus and i'm looking forward to the time when we are going to
be able to have an open house for the community so that they can come and see what uh what their dollars and their property taxes uh has has gone to and also if you have a chance to go on any of the other campuses and see what's been done there that's the one thing that i was very
appreciative of the measure g bond was that every campus was getting something and i was i think just a tremendous effort and something this community should be proud of i also had the chance to attend the chino hills city council meeting which honored the chino hills high school girls water polo cif championship team and as mr shaffer said fall sports
season is uh is underway i know we have we have water polo we've got other other sports and then of course football season starts tomorrow night with chino high at home and yala and don lugo are on the road and chino high starts next week so i wanted to wish everybody a lot of success this uh athletic season and appreciate all of
your efforts and if you get a chance if you're a member of the community i get a chance to go out and see one of the games i i highly encourage it it's uh it's a lot of fun it supports our students and our community and would uh would love to see you there two other things real quickly
continuing on with the retirements we had a few retirements in the district jeanette altenberg school nurse in health services retired with 25 years of service tracy moreno a special education teacher with six years of service and on the on the classified side marcella bickel in nutrition services assistant with 17 years of service and irene compton paraprofessional at chino hills high school with 25 years
of service so congratulations to them and i wish them a happy retirement and that concludes my comments thank you mr cruz um you know dr anfield i don't know a very school site has a a defibrillator but it would be a good idea to have a defibrillator in every school site i think we have them we do yes i believe
yes i suspect everybody knows how to use them and and that eight year olds on the mother with the eight-year-old son you know it is kind of you know what she was saying and everything else maybe we should you know pay attention you have her name doctor right out maybe do some research and see what's going on with
with her and her son i mean she's coming here it means it's real but you know things don't mesh you know obviously something's going on so they should really pay attention and to resolve the situation that's occurring and and having a special parent committee i i think in the future we should start pushing parent committees big time
you know make parents part of the school system i think that's i think that's pretty good and mr wales you brought up a lot of stuff please email email that to dr enfield because you know yeah it is it is very interesting of things you stated you know the open-ended um emergency and the self of audit whether it's
quantitative versus qualitative and um you know you know daniel i i you know daniel you know for the years i've known you you're always in my heart you're always there and i would describe describe it i would i don't know i can't but you know i you're a very special person the way i see you as a human being very
consistent and and i just want you to know that you know i want to i'm going to say this is important and that is that there's one thing parents that we can agree and that is your choice your choice do what you want to do with your children and and there's that big big word and that is mandate
and um this is going to be a serious election that we're going to go through and um like i told you the thing that we all can agree is that you have a choice to dictate your child's future you're the one that's in control not the governor not the country and it's so critical and i just want to share some stuff to
you i just want to share what's coming coming up sba 866 authorized a 15 year old minor to consent to vaccines without parent consent sb 107 empowers california course to ignore parametric cases if a minor comes to the state for transgender drugs or surgery sb 1419 will prohibit the parent of a minor from from inspecting the minor's patient
records and this goes on and on the critical issue we may disagree with a number of things parents but there's one thing and that is that you empower yourself as the authority of your child because it's just not you it is your ancestral that you're obligated to because that is pretty much what your children are thousands of years and you keep
those values you keep those principles because this is going to be really important really critical because in my heart these mandates ain't going to stop and right now you know things are a little eased up and you know you make you think like everything's all softy softy but once every once election is done they're going to rev this up and
let me tell you there's a lot of you know there's there's one thing i saw this and it kind of really upsetted me it said it said sb1184 would would authorize a health care provider to no no which one oh yeah ab2098 seeks to remove the license of physicians who share what is deemed medical misinformation i mean you we've been hearing
these high top officials now contradicting of the things that were going on that was quote science and now they're saying oh no really it wasn't you know we thought we were doing the best let me tell you the media and all those folks are providing misinformation and what is actually occurring and you know you do research i mean i think
by now we know that something's very fishy about this thing and it is damaging a lot of people so the coming election is going to be a big serious thing parents and as for the school year you know dr enfield you know you know we prioritize our children we support them we value our staff because i know all of our staff they have
different viewpoints and um you know we value each staff and we support programs because through our teachers teachers support programs but definitely when it comes to our teachers we we have to value them tremendously so thank you very much bye thank you mr nah yes uh dr enfield we had a special ed parent there sitting in the back
had addressed us about her concern over a special department and service to her child i like to have our staff uh reach out to her and and get that resolved the best way we can dr anfield yeah we're already at that okay so okay now i'd like to address yeah it's kind of late now it's 7 35 but
you guys are still here [Music] yeah okay uh i'd like to thank our students here now from don lugo high school it's 7 35 it's kind of late but you guys are all here and i'd really appreciate that and i uh especially liked the sign when you held up said um one family one school yeah that's what
this is about um but remember remember our special parent in the back and then one child's mom who had spoken in spanish she came here and spoke in spanish front of all of us because of her child the the lady in the back the mother also talked about a special program for her child this is what matters
and that's what we have been lacking we talk about the rights independence yes it's all handy dandy but who truly cares for you it's your parents when you get sick when you get hungry who's gonna cook your breakfast who's going to fix your meals for dinner who's going to shop for your clothing who's going to pay for your gas when you
get a car and you're stranded it's your parents the schools be well ran if there's a parent to involvement remember that you do not trust the government you do not trust the policies you do not trust things without having the right people on your side so i like have you guys go back tonight to your home thank your parents
for being who they are and their involvement in your life because it spoke volume to me when both the parent and and students showed up for the one cause so i really appreciate you uh i just like to thank you from bottom of my heart but just remember that we need parents involved in our education and also protecting our
children i agree with also parent sonia about forming a special ed parent committee for the same reason there are things that our staff could assess and see but then there are things that the parents could see at home and that could be significantly different as our children said about one individual and their experience a real experience in sports
at school and outside of the school we need to all come together formulating and making right choices and decisions so i like to really uh express my support for having some type of special parents parental community to help our staffs and and and that would directly benefit our children's in special ed department um thank you mr wales
uh we need the balance and check uh so that will not be in disarray thank you for coming to our meeting and sharing your concerns those are all valid concerns and and those things will keep some of our staffs being alert so that we become more transparent and serve our publics well so thank you thank you for your your involvement
um the bullying uh you heard you guys i've or heard about bullying at uh i think societies in elementary junior high combo but also could be in high schools too so be aware what bullying entails and and make sure that it doesn't happen in your campus and and and we're talking about that uh let's become a servant leaders
let's start with small things uh like during the break time or passing time or lunch time you know picking up just simple uh trash around your campus because we said it's it's one family and one school it's our school it's like our house so let's keep it clean and this is coming from custodians uh they really wanted me to share these
things with our children uh mere fact they begged me because we were all grown up and i know i was a messy kid when i was little but then now you know i help them uh when they need help so you guys do need to uh stand up and and help your campus and keep it clean because you're able to do that and
matter of fact this is how you're going to become a servant leaders the example uh and with that all i can say is that i was just proud of our crowd tonight students being here with the parent and and more of the powers that our parents have the better education we could provide thank you thank you mr knox
dr enfeld [Applause] first of all maya i want to welcome you to the board and i hope you have a great senior year um we started the year off it was a good start to the year and again i want to thank and it doesn't happen by accident it happens because of the people here i want to thank our csca employees who
work very hard over the summer to prepare our schools for the school opening and all the work that they do as you can see tonight we recognize trinity and matt for their heroic service in saving one of our students but again that goes to the training that all of our security guards go through they go through a tremendous amount of training every
year so that they're prepared for any emergency and any safety issues that that happen in our on our in and on our campuses so again i i want to thank everybody from csca for the work that you do to help us i also want to thank our our act members and our champ members the the work that they do
to prep and prepare their classrooms and their campuses to start the school year again these things don't happen by accident happens because people are looking at their campus what can they do and get prepared for the students coming back so again thank you guys a very smooth start to the school year and hopefully we continue with that and be
back to normal i know last year was a very difficult year for everyone but i feel like this year moving forward we're back to normal prior to the pandemic so again thank you and i wish everybody a great school year thank you dr unfold so good evening uh thank you for your patience as we started the open session
a bit tardy not planned but but necessary um i first want to thank again our measure g committee i've had so many positive comments about the new chino high i think that part of the community has been waiting for that new school and so i just want to thank the committee because i think that is now a gem in our
school district and our students are very deserving of having facilities like that so i just wanted to pass on that i've heard from a variety of community members who are just so excited about that campus another highlight though we're continuing to do very innovative things throughout the district as we will also be launching a mandarin dual immersion
language program i'm very excited about that we're doing a kick off at hidden trails next week i'm very excited to announce that and hope to see those programs expand across the district and finally i want to welcome everybody back to the new school year i'd like to welcome ms king to the board once again thank you for being willing to sit up
