The board met in close session from 4:40 p.m. to 5:21 p.m. regarding conference with legal

counsel existing litigation one case. Conference with legal counsel anticipated litigation two cases. Student discipline matters. Conference with labor negotiators ACT and CSEA negotiations. Public employee discipline dismissal release and public employee performance evaluation superintendent. No action was taken which requires public disclosure. Thank you, Patricia. Good evening, Board President Shaw, members of the board, Superintendent Enfield, and

distinguished guests. Today is a day full of recognizing success. It is with great pleasure that I start off by recognizing the four elementary schools that received the title of California Distinguished School. Congratulations to Ignite, Country Springs, Eagle Canyon, Butterfield Ranch, and Lyall SBriggs elementary schools. Additionally, I want to expend I want to extend a big thank you to our assistant principles for

their hard work in keeping CVUSD schools running. You are greatly appreciated by all of us students. As for our high schools, congratulations to Ayala High School's marching percussion ensemble for receiving first place at the SPCA Championships. CVUSD is very proud of you. Next, at Chino Hills High School, five of their top athletes were selected to be baseline

league award winners for their amazing athletic performances and success. Similarly, Don Lugo and Chino High School also had each of their top five student athletes selected and given the Mount Baldi Outstanding Senior Award. I too had the pleasure of being able to be part of this being one of the five athletes from Don Lugo. Students had a

nice banquet where they were able to bring an influential person of their choice and were recognized by their principles for their and their athletic and activities directors. Congratulations to all who received the awards and thank you to those who help with the success of it. As we near the end of the year, I would like to encourage all CVUSD students to continue

working hard and fighting through. We are almost there. Thank you and have a great rest of your evening. Awesome. Thank you so much. We're now on to comments from our employee representatives. We have Steven Frasier from ACT. Good evening. My name is Stephen Fraser and I speak tonight on behalf of Associated Chino teachers representing the dedicated and

professional educators who serve the students and families of Chino Valley Unified. We come to you tonight grounded in our mission to advocate for quality public education, equitable learning environments, and respect for educators who make that possible. We're proud to be a part of this district and we remain committed to collaborating toward a future where students can thrive in all

in safe, inclusive, and academically rich classrooms. That said, we have some concerns tonight about the proposed action items on the agenda. filing federal complaints against the state of California, Governor Nuome, and the California Department of Education, and adopting resolutions that may isolate our district from evidence-based educational policies. And legal precedent does not serve in the best interest of our students, our families,

and our employees. These moves risk entangling our district in costly litigation, more costly litigation, and politicized culture wars at the expense of the very students that we serve here in Chino. ACT stands for parental engagement, student privacy, and teacher safety. These values do not conflict with one another. They coexist in California law, in our schools, and in

the relationships our teachers build every day. We reject any framing that pits parents against educators and undermines the trust in public schools. We're also deeply concerned by the misuse of Title 9 in the language of proposed complaints and resolutions. Title 9 was passed to expand opportunities for girls and women, not to exclude them based on gender identity. Efforts to

redefine federal civil rights and law through district action are beyond the scope of a school board and they risk violating the constitutional rights of students and staff. This board needs to focus on the following. Ensuring that every classroom has a fully qualified teacher. Reducing class sizes to support learning. Supporting the mental health and well-being of students and staff.

And lastly, addressing the persistent underfunding, not removing funding, but addressing the persistent funding that limits opportunities in our classrooms. We also applaud the agreement with CSEA and we look forward to our own negotiations in the next coming weeks. Our priorities are fair compensation, manageable workloads, and safe school sites. Finally, I want to remind the board public ed public education belongs

to all of us. Our students are diverse, our communities are diverse, and our schools must be places where every student feels valued, respected, and safe. We invite you to lead with unity, not division, and to trust professionalism, care, and the dedication of Chino Valley teachers. Thank you. Thank you. We have Danny Hernandez from CSA. Sorry. board members, Superintendent Infield, cabinet, staff, and community. Um, tonight before you there are three different things that CSEA has worked months if not years in the making. Our tenative agreement, countless meetings, a lot of people working behind the scenes. Um, I ask please that we vote no, excuse me, yes on it. Um, but I especially wanted to address the

patience of members and staff in both security and nutrition services. um back in our old boardroom where it was the work of the security staff along with uh the police department do an exceptional job along with our nutrition services. Um so I wanted to make sure I was here tonight to make sure I address that. It's countless hours of meetings where

we literally get tired of seeing each other, tired of hearing our own voice, but it's a long time coming, but I hope you vote yes on it tonight. And lastly, I wanted to wish everybody a very happy Easter. Thank you so much. Emily Laauo from Ton. Good evening, President Shaw, school board members, Dr. Enfield, Cabinet, and Chino Valley Community Schools are

currently in the process of evaluating PBIS at all three tiers, tier one, tier 2, and tier three across all schools. As part of this comprehensive review, each school is being visited by external evaluators who bring fresh and objective eyes to the process. These evaluators meet with key members of each school's leadership and support teams, including an administrator, school counselors,

members of the PBIS team, which consists of teachers, staff, and parents. We are proud of the exceptional work our school teams have done, and we look forward to learning from the feedback provided during this evaluation process. The dedication and collaboration of our staff, students, and families continue to strengthen our positive school climates. In addition to the PBIS

evaluation, school leaders are also working on developing the school plan for student achievement, also known as the SIPA. These plans are being thoughtfully crafted with meaningful input from our school communities to ensure they reflect the needs and goals of each individual school site. We are excited about the direction these plans are taking and appreciate the ongoing support from all

stakeholders. Also, as a reminder, CHAMP is offering two scholarships to graduating seniors who are children or grandchildren of current Champ members. The application window is open now through May 1st. Lastly, I'd like to thank each and every one of you for your commitment to students well-being and for their success. And I wish each and every one of you a very happy Easter.

We value everybody's voice, but for that reason, I'm giving

Pursuant to California's government code section 54957.9 in the event that a group or groups of persons attempt to render the orderly conduct of this meeting unfeasible and order cannot be restored by removal of individuals who are willfully interrupting the meeting, the room would be ordered clear. It's absolutely incredible to me um as a father in this district. um of three daughters, 14, 13, and 11, and seeing them grow up and play sports. The fact that they would be able to to participate in such a way where their spots wouldn't be taken by a bi

biological male is incredible to me. To see how many times this is happening, see it happen in Riverside, to see it happen in other districts. The fact that you're forward thinking and making sure that it doesn't happen here is amazing to me. and you have a ton of people who are supporting you, who are on your side, and the death threats that you're

getting and the comments that are slurring you, man. We're praying for you guys tremendously. And so, we just pray that God continues to protect your life, that he puts his hand of protection upon you because you are responsible for all the kids in this district. And you will not Good evening board. I am Sophia Lori. I'm a former collegiate athlete as well

as a four-year varsity CIF athlete. I actually played against quite of the schools in Chino Valley Unified. And I'm just here to thank you today for bringing forward this resolution. You know, Title 9 was created to protect girls, not to erase us. But right now in California, the number one girls triple jumper and long jumper is a male. And

just last night in Riverside, another boy took first place in the girls 300 meter hurdles. This isn't hypothetical and it is happening. So I'm grateful for this district for standing up for what's right because far too far too many other school boards across California have either stayed silent or worse reinforced the dangerous idea that boys should be

in girls locker rooms with exposed male genitalia. That's not safety. That's not fairness. That's not equality. So, thank you, Chino Valley, for being one of the few school boards in this state willing to take a stand to protect girls. You are defending truth, protecting students, and sending a message that enough is enough. That's why this Oscar. So, we on any any item. What is

it? Are we doing your non-aggenda? Whatever you put on your list. So, I I'll do non-aggenda. Um happy to be here. I love this board. I love the fact that this board is um being a light to other communities. So, I'm excited. Um uh don't worry about the haters. Don't worry about the the death threats or whatever they're doing. You

know, there's a lot of threats online. Don't worry about that. God's got you. Um you got some good security here. You're safe. We're here to support you. Whatever you guys do, we're behind you. So, um, that's on that on agenda. Yeah. Finished. Yeah. Frankman, followed by Oscar on an action item. [Applause] Good evening. Um, Title 9 is a vital

protection that ensures all students, regardless of gender identity, have equal access to education, free from discrimination and harassment. Standing up for Title 9 means standing up for fairness, safety, and opportunity for every student. We must protect and uphold the critical civil rights more than ever. and hearing uh PBIS, I think it would be very um imple it would be

nice if you PBS was implemented here because there's a bunch of bullies up here and we're praying for all the students who have you as representative. Thank you. Oscar on an action item. Isn't he a teacher? Someone say Just for a point of information, Chino Valley to hear all the voices and for our mothers and fathers who need to get

home most of the time and they still want to join a meeting. We as as a board had decided to put all of the speakers in front. We listen to every single speaker. We did that because we value your voices. So whether it's an information item, whether it's a um open public comment item, you have the right

to sign up and speak on those items. So you're allowed to speak and sign up under those particular things. That gives you more than one chance to speak. Okay? We don't try to do funny business here trying to hide your voices. We're not those boards that cut you down at 20 minutes. As you can see, we want to hear

everybody. So just so you know, that's why you'll see people go up there three times because he's gonna speak on a non-information item and two action items. Thank you. Thank you, President Shaw. Board. Okay. Um I agree with this um uh 282 title 9 complaint against Governor Kevin Newsome and the California Department of Education. Um just yesterday we got the

news from um across the country that AG Bondi Pam Bondi um suing uh Maine for the same thing that that's happening in California. So, she's launching a federal lawsuit and investigating that because they're allowing boys to go into sports and they're beating girls at their sports. You're talking about girls that are in high school, girls that have

that have been that have been playing sports their whole life. They've trained and they were little girls. You got boys that are coming in, the bottom of boys coming in there and destroying the sports and and she's asking to to have these titles removed from these boys because they are boys removed and give it back to the girls. You could do all

that, right? What you can't do, you can't you can't replace experiences. You can't replace scholarships. You can't replace broken hearts. So this is why I agree with it. I I think you got to do that and and we got to sue California. That's next. [Applause] Go ahead. Okay. And the next one is 283. Um I support this too. It says resolution

supporting Title 9 and fairness and girls intercolarship sports. Um we're not living in communist China. We're not in the Middle East. Girls have rights, right? Civil rights uh movement gave that 14th amendment gave that women suffrage. Years ago, women suffered to be able to vote, to be able to have rights, and they do now, right? But what you're doing is we're

going backwards in time. Now, we're allowing boys that save their girls, right? Why? Because we got adults like this guy, the sit, whatever. You got people that are that are grooming children, and I'm the one who always says it, right? If you're telling a child that they're the wrong body, you're grooming a child. Okay? You're you're being an offense to them. So, so

I'm all for this. Uh, uh, let's not go backwards. Support girls. Stop girls. Stop boys and girls sports. Protect girls sports. Thank you. Justice Riot May. And in 2023, for the first time in their 40 plus year history, the Human Rights Campaign declared a national state of emergency for LGBTQIA2 spirit plus Americans. In response to the over 550

anti-LGBTQIA plus two spirit bills introduced into state houses across the country, more than 85 of which were passed into law. The trend continued in 2024 where over 500 additional anti-LGBTQIA2 spirit plus bills were introduced and over 40 passed into law across 14 states. Transgender women and transgender people of color are at elevated risk of fatal violence and the risk is compounded for

black transgender women who compromise the vast majority of victims of fatal violence against trans and gender expansive people. Well, shame on you all for being against trans people and trying to do these bills that hurt and do nothing but harm us and cause Isabelle Salazar. Hi, good evening. My name is Isabelle Salazar and I do track and field at

Ayella High School. I've never spoken at one of these meetings, but I feel like as a female athlete, it's my job to stand up for what is right. I have a twin brother who also does track and we are both the top hurdlers at our school. However, the difference is that he runs six faster than I am and in that's in

the exact same race. It goes to show how much stronger biologically men are than women. That's why two divisions were created to ensure equal competition. Men competing against women is unfair and shouldn't be allowed. However, my best friend is competing against AB Hernandez tomorrow, which is the same boy who took her number one state ranking in long

jump. When when me and my best friend first heard that the federal law was being passed to stop men competing, we are both happy. We constantly train so much. But now, California government officials are allowing it to continue even after members like Gavin Newsome regarded it as an issue of fairness. We all know it's unfair and yet these

people are still deciding to follow an agenda over protecting the rights of young women. I'm not sure what the correct solution is. I have nothing against anyone who's transgender, but I believe protecting women's rights is important and fair competition be something we can all agree on. Thank you. [Applause] You know, I was in line for a few

seconds before I heard grown adults mock mocking y youth protesters, calling them crazies and weirdos, laughing at them for caring. The worst part is is that many of you come from church groups. And this is what your faith teaches you, shame on you. Instead of centering youth, I hear projections. I hear unsolved traumas, insecurities. Someone asked why there was Palestine

and Mexican flags being flown. Because there's trans people that are Mexican and Palestine. The lack of cultural competence is apparent in this community. And bullying is happening not only in our hallways, but it's happening in the school board where adults are bullying youth. No more nepotism when it comes to hiring process. And I think that there should be a thorough

investigation on the way funding is being allocated since there will be a lot of lawsuits because of these new policies. And to all the Rasa that is supporting this hate, all I have to say, Ali Velasquez, a current statistic from the NCAA and UCLA School of Law showed that there are currently less than 100 trans high school and collegiate athletes. I ask,

why is this the continued focus? This is a misrepresentation, misinformation, and misuse of funds, time, and completely irresponsible of every single person that stands for those things and aids and abetss those things to happen in our schools. I wanted to open with that statistic because people that hold those values, conservative values, and hold these values against trans people across

party lines with mindless political rhetoric are completely irrelevant to the continuous degradation of our school system in this country. This body can address so many issues, including the alarming rate of illiteracy, lack of school funds, and the increased gun violence innocent children face every day. Instead they spend your PTA president nominee with mindless political running. I think some of you know may know who I

am. Perhaps from this flyer created and handed out after Calvary Chapel service on Sunday. Here's the CVUSD and school logo printed on it next to the Calvary Chapel run real impact logo. From the looks of this, this is the district endorsing Calvary Chapel discriminating against my religion. The Satanic Temple is a federally recognized religion. So, it would seem that the CVUSD is

infringing on my First Amendment rights. I'm a Satanist and a member of the Satanic Temple. This flyer says that our kids are in danger of being influenced by this ideology. The Supreme Court has repeatedly held that the First Amendment requires public school officials to show neither favoritism toward nor hostility against religious expression such as prayer. And therefore, I have every

right to express myself when I say this. Black lives matter. Queer lives matter. Save the children. Free the Congo. Free Palestine. Trans lives matter. And hail Satan. [Applause] Myra Maldonado. My name is Myra Maldonado. I am here today as a mother and an advocate formally demanding immediate today as a mother and an advocate to formally demand immediate action

regarding the ongoing retaliation and emotional harm my daughter Mila Maldonado has endured under the supervision of Chino Valley Unified School District staff since 2023. Despite repeated concerns raised through proper channels, my daughter, who has multiple disabilities, has been subject to a disturbing pattern of mistreatment. Most alarming is the district's use of child protective services reports as a

form of retaliation. Each report has conveniently followed an IEP meeting or a formal complaint I've submitted. Actions that are legally protected under advocacy rights. These reports have been baseless and traumatizing and they reflect a misuse of mandated reporting system. This is not how we protect children. This is how we silence families. In addition, law enforce law enforcement has been allowed to

interview my daughter without my concern and she continues to be denied critical accommodations that have been backed. Maria Curio, [Applause] good afternoon board. Um, so I'm here as a mother. Um, I'm just so thankful and grateful for this board because out of entire California, you guys are the brave ones that took a stand to protect girls. Um, so this I was going to say

it's um it's time to call for accountability. It's far too long that the safety and the dignity of our girls has been treated as an optional policy from the crazies in Sacramento and uh it's time to silence them with st taking a stand and pushing back. So, I'm just so thankful for you guys. Uh thank you for keep standing for

women's rights, our girls rights and protection and their safety. Thank you, MD. Hi, my name is David Bolog. On action item A2, the Title 9 complaint against Governor Nuome and the California Department of Education. The representative from the labor union talked about being an abuse of uh making complaints against Title 9. But let's I want to remind the board that it was in

1972 that the federal government passed Title 9. And it wasn't until in 1998 that California created a law that confuses gender with sex, saying it's interchangeable. And they also did that. They amended it in 2012 under education code 2110.7. So the big victims here with in regards to we're talking about girls sports, but the one thing you're not

going to hear about, and I want to bring it up, is the boys that are being told that they are girls when they're not. They're be they're causing confusion. they're actually going through something inside where they're having some dysmorphia. And if you just affirm them and then you try to medicalize them, they'll never get to the root of what it

is that's bothering them. And it may not be for years until that that's addressed. So by Figareroa, Madame Fer, um I address you here to say that you cannot champion the rights of some by trampling the rights on others. You cannot champion the rights of some while you trample the rights on children with special education needs that whose go needs go

unmet. If you're going to run for state superintendent, you've got to represent everybody whether you like it or not. It's sad the hate that you could feel in this room by the fear-mongering of people that don't even know each other. It's really sad. I beg you, I implore you to step down from there and get to know people rather than judge them for

people that you don't know. We're going to have Easter tomorrow. How can you How can you have Easter with so much hate in your heart? Mary Magdalene was a sinner and God forgave her. So, God forgive you because you are a sinner. All of you are sinner. We are all sinners. But who among you will cast the first stone?

Because in this room, I think they would have stone Mary Magdalene to Maria. Korea. Nikki Held set the record of 355 in the US Olympics. World record 200 meters. Veronica Ivy, Lauren Hubard, Fallen F. All these men who think are women are stealing our opportunities. I'm going to stand and I'm going to keep standing for all girls. Weak men that

celebrate the sickness that a boy can be a girl. That needs to stop today. We stop this. And Chino Valley, I hope that a lot of districts follow your lead and they continue with resolutions and we're going to take California back. David [Applause] Bolog. Pardon me. I'm not familiar how you do your you're calling up people. Um, so regarding uh item A3, resolution

supporting title nine unfairness in girls sports, I was talking about the boys being harmed and yes, girls are being harmed, but by doing this by protecting the girls, you're also protecting these young boys that are being abused, being told that they're something that they're not being medicalized into something that can end up taking away one of the most precious

gifts that God gives us, our sexuality. And we don't want to see that happen. So, I applaud you for all three of these action items. You're all doing a great job and my hats off to you. [Applause] Juno. Hello. I work at an uh organization called Inland Empire Prism Collective and we serve LGBTQ middle school and high school students. And

first I just want to say that those who are defending transgender students are the ones who are protecting all students regardless of identity or biology. We're not the ones jeopardizing the safety of children in schools and we're not the ones sensationalizing the bodies of children for some political game. But President Sonia Shaw is doing this. Um she does not care about safety or

equality or fairness. She's just trying to benefit from the war against transgender people by using it to build her personal political brand. And she's doing it at the expense of real student safety and humanity. Title 9 was created to protect all students from discrimination, including transgender students. Thank you, Patty Gaba. Good evening, board. I just wanted to say thank you for the resolution that

you have put forward. As a woman who has unfortunately gone through discrimination for being a woman, I stand here to thank you because I see what these young ladies are going through. And as a woman, if I wouldn't stand behind them, then I would have to be ashamed of myself because we are different than males. Regardless of what

people want to see or not, it's a fact. And I applaud you for looking at all of the girls and treating them exactly for who they are, for being different. We're not like men. And most people don't have the guts to do what you're doing. And that's what makes this so important. And I hope that every school district in the state of

California follows in your footsteps and allows girls to have their own spaces for their own safety and for their own mental well-being. They deserve it. We fought too hard for women's right. [Music] Gracie B. Grace B. I wanted to express my frustration that when the world is undergoing so much turmoil and oppression, so many huge problems with our world and

country, I feel sick that trans children are what y'all are worried about here. This should be the least of your worries. Trans children are literally just kids and they deserve a regular childhood just like everybody else. Trans athletes deserve to be left alone, not misgendered and harassed by full-grown adults. It's shameful that y'all feel the need to make a problem of

this. Sonia Sha is not fit to be superintendent of public schools if she literally bullies children and doesn't care about the entirety of the student population. Hail Satan. Alexis Ortega. Um so just my general comment. I'm seeing a t-shirt that says XX um XY and that it's common sense. Um, you know, I studied biology and when I learned about

interex people, I found out that it's not just XX and XY chromosomes. Um, so yeah, that's just wrong. Um, and then yeah, uh, freedom of religion, that's, you know, our constitutional right. And it's um it's a shame how um people part of the Satanism uh religion are treated. Um yeah, that's all I got to say for my general comment.

I'd like to say that I'm proud to be part of the Chino Valley Unified School District and I support you with uh going against Gavin Newsome and supporting title nine in protecting women's sports as a professional athlete. I was a professional boxer and I fought uh 17 times as an amateur, won two

championships, fought as a professional boxer at the age of 15 in Mexico. Won fighter of the year for the year of 2010. And I can tell you right here, right now, as a professional, there's not one single girl to this day that can beat me in a boxing match. Not one. Now, what you're doing, you can challenge me.

I can go in any t any time of the day. I can box any time of the day right here, right now, and any single girl can box me and they will not touch me because I was a professional athlete and they cannot beat me. I was 13 years old and I went to world class boxing gyms and I

had to fight against women that were bigger than me and they couldn't touch me because I was just better than them. Alexis Ortega. [Applause] I'm speaking on the federal complaint to the US Department of Education and President Trump's administration. Um, I just, you know, when I hear everybody here talking um in support of trans uh or that they don't want

biological um boys and girls sports. I know that they voted for Trump like I just know and or you know, maybe they didn't. But anyways, it's so silly when they're like, "Oh, we got to protect women's rights, but Trump is supporting that save act or pushing that save act that's taking away women's right to vote um when they marry and change their name."

Um, so yeah, I just wanted to talk about that and that how Trump is a fascist and we should not be um uh I'm sorry. Well, you're going to talk to him about something. So yeah, Trump's a Jessica Tapia. Jessica [Applause] Tapia. Good evening. I'm a former public school teacher and coach and homeschool mother of three. I absolutely support

and recommend that this board follows Title 9 because the federal government is coming for California due to the violations that have been taking place with boys and girls sports and locker rooms. Just before coming here, I watched a video of a young girl address her California school board in tears because this past week, a boy was in her

locker room watching her and her female peers dress out for track. This is horrific. Everyone needs to stop and realize that there are many young girls, more than we'd like to realize, that have been sexually abused and now their wounds are being reopened at school, a place that is supposed to be safe for them because cowards are allowing gender

ideology to rule. Let CVUSB be we be one of the few that can say they actually stood for female athletes. Let's be clear. It is not targeting, bullying, or attacking or casting stones to expose public knowledge about how male athletes are deeply affecting countless fe. Title 9 was designed to ensure that no student is denied educational opportunities on the basis of sex. It

recognizes the biological reality of two sexes, male and female, and those distinctions are clear, objective, and unchangeable. Permitting males to compete in female sports or access female bathrooms and locker rooms directly violates the intent and legal protections of Title 9. Gender identity, however, sincerely held, does not override biological sex, nor does it entitle males to claim a place in female

only spaces. Calling this intrusion inclusion is a distortion. It's not inclusive. It's unfair and unsafe for girls and women. I want to thank this board for having the courage to stand up and protect female students. This is what leadership looks like. To remain silent or neutral on this issue is not a position of compassion. It is a betrayal

of the very girls Title 9 was meant to protect. Your community sees your action and will remember who chose courage over convenience. Shannon Blue. Good evening. I rarely go on social media, but I did this week and was confused as to why a local church organization with which has many members sitting before me is so concerned with

who is running for a PTA position at one of our elementary schools. The PTA is not a political or religious organization. Its mission statement says, "PTA's mission is to make every child's potential a reality by engaging in empowering families and communities to advocate for all children." Why is a church group with members sitting on this school board sending out flyers

signaling signaling out a family wanting to join this organization? Is it because their views do not align with their church's views? A person's religious uh views should have nothing to do with their ability to join a school organization. All voices matter and should be respected. It seems like this school board does not agree. We are not a Christian nation, no matter how much

you may want it to be. We are a nation in which people may practice any religion and have the right to practice not religion if they don't want to. It is concerning to me that this board is trying to silence any voice that disagrees with them by Dante. [Applause] Hello members of the Chino Valley uh Unified School District. I am a um I

work at England Empire Prism Collective as an advocate for students in middle schools and uh high schools who identify under the LGBTQ umbrella. And um this whole thing about girls sports issues is a ruse um to see how far um the most hateful and cruel people can push their agenda of fear. It is an established science that gender and sex both exist

on a spectrum. each child deserve to be in an educational environment and that this school board is wasting so many of our um our funding um that should go towards our educators and supporting um important and educational environments for our students. Um please be in mind that um trans students are just as equal as all other Angel Ariano

number two, the Title 9 complaint against Governor Gavin Newsen and the California Department of Education. I am requesting the board of education vote yes and protect the young women in our community. In addition, I want to say shame on everybody in the audience who refused to take a stand for the pledge of allegiance. I have five members that

are veterans. I have five members that are veterans and active duty military. Thank you. I have family members that are veterans and active duty military currently serving our country to protect your freedom to be here tonight. If

I'm a father of four beautiful daughters and this action personally affects me through state level. Okay. It says on this t-shirt, XX does not equal XY and XY cannot get pregnant. I don't care if you're

transgender woman. In reality, you're a boy. Okay? Our girls need our help to defend them and protect their spaces such as locker rooms, sports, and bathrooms. It's ridiculous that grown people have to come here and tell you guys that this is not right, that men cannot be equal to women. And on the other side of my t-shirt, it says save

girl sports. It doesn't say save boys sports because we know no girl cannot compete with no men. No man. And yes, that guy who just challenged all women. Yeah, probably he could beat up all women because he's a Manuk Manuk Manuk [Applause] Manuk please address the board on item 283. And as I was saying um only there

is difference between women and men. Okay, women can remember something 20 years ago and can pick a fight with their husband. All the married men can know this, right? And men are and only men can say, "Honey, I'll do it tomorrow." And that tomorrow never comes. No matter how much puberty blockers or hormone blockers you take, you cannot get this. It's you have to be

born with this. Okay? And I encourage all these board members and you, President Sha, for standing for us for parental rights for our children and taking this fight all the way to Sacramento and telling Gavin Newscom that enough is enough. We're going to show you just we did to Tony Thurman and Rob Bontai. You're not going to push us

Um, due to time constraints, we'll be emailing you guys

a copy of the summary of our form. So, we're here. We're honored to be here with you guys tonight to share our work on the AI and education forum and the student develop AI guidelines. We presented at one of these board meetings last year presenting our first AI forum where we where we conducted a survey with over 800 participants from both

teachers and students and we gathered data on their personal uses and opinions on AI. Following the success of last year's forum introducing AI this in this year's AI and education forum we we will focus on jumpstarting grassroot level implementation. More specifically, this year we demonstrated how teachers can use chat GPT to create a chatbot and they can upload their own rubric to help

with the students with limitation. [Applause] Good evening. I'm Lawrence Gim, also a junior at the BSD Academy. Um, I want to kind of go off of what Oliver said. Um, in that email that we're going to send to you guys, there's also a student guideline in there as well. Um, it was made by students just for students. And

essentially, a major piece of it that I want to highlight is that there's a labeling system. So, there's more details on it on the paper, but essentially the students are able to label their work to show to what extent AI was involved. So, um, essentially we really want to hope that this guideline is implemented and also gone through to

all of you guys um, so that you guys know what exactly the students want for AI. um and really to have it as a part of the student voice in the process of creating AI policies and also ways to implement AI in the school. Um I already know that we're in great progress to implement AI in the best way possible

and we really just hope that our efforts as students at the SD Academy really reflects that in the next few years or so. Thank you, [Applause] Ginger Williams. Hi. Um, a loving family doesn't force their child to talk about their sexual orientation. It they create an environment where they feel comfortable uh to express themselves. I'm here as a

Christian whose family made sure that I was comfortable to say anything and knew that I would be loved just the same. Some children come from families where a forced outing would lead to severe abuse and violence. LGBTQ plus children are four times more likely to attempt suicide than their cisgender straight peers. If you're truly concerned about protecting children, you would respect

the right to privacy, which is already um currently supported by the law. God says that the most important laws are the ten commandments and that if you break one commandment, you've broken them all. Given that there's no mention of homosexuality or transgender people in the commandments, Jesus never mentions homosexuality or transgender people despite the fact that they're

well documented in Rome during the time he walked the earth. I would ask the people here who consider themselves Christians why they focus so much Bryson subject to people who are Happy Easter to you. I pray for you and your soul. Remember that God will judge you the way that you judge other people. I'm already getting picked out.

I'm a community organizer, activist, but I just want to say, you know, to God be all the glory because when I think about and I sit here and I listen about all the trans issues that come before you, I really think about how Peter sat on the top of Ezekiel's house and he said, God

told Peter, "Hey, go preach to the Gentiles." And Peter said, "They're dirty people. I don't want to preach to them." We're in that same situation here. Now, what did God do? He made a rainbow appear and showed them all the likeness of all the beasts. And he said, "I created all of them. You cannot call any of them dirty because I created all

of them." In the same instance, God created the gays, the straits, the transgendered, and all folk alike. To discriminate one is to discriminate against all of them. I want to appeal to your Christianity. I want to appeal to your heart, to your sense as a parent. And imagine if it was a different situation and they were judging your

child. What would you do? Be a person. Crystal B. [Applause] I want to thank you all for what you're doing. I've seen flyers circulating on social media asking outside groups and organizations to come here. But please remember these people do not represent Chino Valley Unified School District because most of them aren't even from our community. The people who do live

here, the ones who voted you and put you guys in those seats is for a reason. You were elected because the majority of our community supports the values you stand for. We see you. We appreciate you. And we stand beside you. Those who showed up tonight from outside of our districts came to get here to get their 60 seconds

of fame to take a shot at you. But when the cameras are off and they go back to wherever they came from, you will still be here with the community that trusts you and counts on you. So please don't let the noise from outsiders intimidate or discourage you. You're doing the work the people of this district elected you

to do. So again, thank you, especially for standing up for girls and girls sports. As a mother of three, two of them being girls, I can't thank you enough. to the Bible and how grossly it's been put out of context is just appalling. Um, they need to dig deeper into the Bible and actually what it stands for because gays are in there. I could I could go on and on. Anyways, um I want to discuss the word hate. Someone keeps bringing that up and how there's so much

hate. Hate is to pander to this false idea that you can be another gender by growing out your hair and putting on lipstick. Love is speaking truth. Love is standing up and saying, you know what, I love you and I'm not going to appease this. Let's get some help. Um as for academics, I agree we should get

back to that. Uh but there's no uh it's no secret that there's a giant leap in how many kids are becoming transgender with teachers pushing these for assignments and um the push for it being taught and the flags being flown. It needs to be addressed. It's not a secret. Bryson, [Applause] uh so I'm pretty sure I used the Bible

correctly because I was a missionary for a long time. Um, I didn't stand during the pledge of allegiance because I did search and rescue and broke my ankle. Um, and I work in Chino Hills from time to time. I just want you guys to know that I'm against A1, um, the first act, right? Like, if you're going to side

with Trump on this, what's going to stop you from deporting your own students? Um, and you know, what will that crowd look like? Where's the where's the start line and where's the finish line? Um, you know, so that's just the reality we're in city by city. And here at Chino Hills, I see the enthusiasm for you, Miss Shaw, and I just hope that you can

target these supporters in the right direction um towards unity and diversity instead of exclusion and discrimination. So, thank you, Amanda Swagger. Good morning, President Shaw. board. SB244, the Criminal Threats Act, has a loophole that has caused many individuals to think they're above the law by making threats against schools and organizations, but because they don't mention someone particular, they

can go what if whatever they want. The reality is that that loophole needs to be fixed. school bill school board 19 allows individuals to fix that bill by allowing threats against the school to be prosecuted the same way as threats against an individual. Also, congratulations to the CSEA for actually getting their contract set. Our security individuals and support people do a

great job of keeping us safe, especially with agitators in the crowd. Likewise, I want to mention something. It's not necessarily transphobic to not support transgender people in girls sports. They can be who they want, but doesn't allow them the right to have a great day. Daniel Spellelman. Good evening. My name is Daniel Spellelman and I'm the art department

chair at IEL High School. Um, I came here today today because I want to give a public thanks to uh Eric Dstrom, uh, Troy Ingram, and Wendy Graves for not only inviting Ayal to participate in the art show a few months ago, but allowing one of our students to actually make artwork for the art show. So, I want to

give this to the board to allow them to be able to see. Sorry. Um, because of the art show, we are heavily inspired to do our own personal art show at Iola. So this year we are going to do an end of the year art show at the end of CASP. We're planning to do it on April 30th from 400

pm to 6 pm at the library at Ayala High School. We want to invite the public in order to come. I would also like to give a big thanks to technology and to Andrew Black for get giving us so much technology and be able to print things. These prints that we have right now, this is all done in house. I've been

spending the past week printing about a couple hundred pieces to to be able to be displayed. We have a lot of big plans for Griffin. Good evening. Uh, as a Christian and someone who loves education and science, I just want to make sure that we are all clear on a few facts. Number one, XX and XY are not the

sole two uh genome pairs that can happen. We have Turner syndrome where there's just an X. There's Kleinfelder syndrome where we have XXY and other variants. But the one that I want to talk about is Swire syndrome where we have an XY but the Y chromosome was inert. It never went into effect and the baby is born female. This is what

happened to the Algerian boxer last year in the Olympics. And we have six documented cases that I am aware of. There are probably many others of those with SWire syndrome who have gotten pregnant and have given birth successfully as XY genetically, but everything about them is female because of these special circumstances and these very rare cases. [Applause] Hi, good evening. Standing up for girls in sports is about fairness, plain and simple. It's not hateful. It's not divisive. It's about making sure girls have the same opportunity to compete, succeed, and to be recognized for their hard work. Girls train hard, make sacrifices, and give their all. They deserve a level playing field where their effort and

talent are what matter most. Protecting that space isn't about excluding anyone. It's about standing up for what's right. Thank you for standing up and voting for girls sports in the Chino Valley School District. Scott good evening board. Can you hear me? Some people. Um, I was just going to stop by and say thank you for putting forth these uh these agenda items and I

really didn't have anything prepared, but I've heard a lot of statistics and um talk about hate and I just wanted to share that I um I serve with a lot of people and help a lot of uh families that have transgendered children that really struggle. And those parents, I'm not hearing them here tonight, but I just want to say that I know that they

would want to protect their child as well. So, I just want to there it seems like there's a quite a division here in our community. I haven't been to a board meeting in a while and it really makes me sad that we can't just have conversations and that seems like everybody's coming in here and just attacking you guys. But I'm grateful for

what you're doing. Um, and I do want to point out that there are some major statistics since 2014. It shows that two, let's see, a,024% more more white young adults are transitioning. Lisa G. In light of the attacks this board has made and continues to make against public education, I'm proud to announce that a coalition of parents, teachers,

and community members has formed a new group, Chino Valley Defenders of Public Education. I am not exaggerating when I say that public education is currently under attack, not only by the Trump administration, by this, but by this very school board. Every time this board attacks unions, intimidates teachers, targets marginalized students, and tries to limit our First Amendment rights at

these meetings, you are bringing us one step closer to dismantling our public education system in favor of a private voucher system that will allow families to get our taxpayer dollars, regardless of how wealthy they are, to send their children to any private school they choose. Our public schools aren't perfect, and a school board that focuses on education instead of religion and

politics would certainly help. But if this community sees the value in preserving our neighborhood schools that include all families, I hope you arthuria.org and join our group. Arthur Garcia on a non-aggenda item. Hello, my name is Arthur Garcia. I grew up in Chino on Third Street in C the Hood. I attended Anna Borba 1st through 6th, Ramona 7th through 8th, Dong Lugo 9

through 12. I'm still a part of this community as a Chino resident. I wanted to thank you Sonia and the board for your hard work to protect girls from the evil agenda of this state. I wasn't sure what I was going to say today, but I decided to speak to go on record that I support your fight to protect girls with

this resolution supporting Title 9. I wanted to make sure that when any of you see me in the community, see my face, um that you know where I stand. Again, thank you for protecting students and hail Jesus Christ, the King of King and Lord of Lords. [Applause] Arthur Garcia on item 283. Next up, uh people are talking about

what's in the Bible. The Bible does say a lot about the issue we're talking about. God in their knowledge, God gave them over to a debaseed mind to do to do those things which are not fitting." Meaning talking about homosexuality being a sin. Here's the other thing. Um, we're coming up on Easter, right? Resurrection Sunday. We're gonna remember tomorrow the death of our savior Jesus Christ. He died to save trans people, gay people, any people.

So, God loves God loves all of you. God, and he saved us by sending his own son, Jesus Christ, to die on the cross for all of you, regardless of what you believe. So, there you go. That's it. Sophia Lori Good evening, Ward. My name is Sophia Lori, former collegiate athlete, four-year CIF varsity player, and I just

want to thank you guys for bringing forward this Title 9 complaint. Governor Nuomo in the California legislature has worked really hard to erase girls sports, and it's been disturbing to hear tonight people really work hard to make sure male genitalia is exposed in girls locker rooms, to make sure girls are losing roster spots to boys. And the

great thing about Title N is everyone gets to play sports. You just have to play. Males have to play with males and females have to play with females. It's common sense. And it reminded me tonight that I'm on the right side one because biology is behind me. The truth is behind me. But the opponents are saying hail Satan. And when your side's saying

hail Satan, you know you're on the wrong side. Good evening board. Again, my name is Steven Pas and I'm the director of the White Rose Resistance in Southern California. And I refuse to sit here and be told about the Bible from people who are misquing it, but here's an exact quote from uh 1 Corinthians 6. It says,

"Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor idolatrers, nor adulterers, nor homosexuals, nor sodomites, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God. But here's the best part about this verse. And such were some of you, but you were washed and you

were sanctified, but you were justified in the name of the Lord Jesus and by the spirit of our God. And here's the truth. It is loving to share the truth that if you are on this list, if you're a drunkard, if you're a reer, homosexual, an idolattor, the Bible says word for word, you will not inherit the kingdom

superintendent to file a formal complaint to the US Department of Education and President Trump's administration citing California's violation of parental rights and student protections and requesting immediate federal intervention. Mr. N. Did you have something? No. How do you think I just have one comment? I brought this forward because um our district was one of the first to um implement a predal notification I want to say almost like two years ago. Um, with that said, we took a long court battle thanks to Liberty Justice Center for um, helping us with that so we

didn't have to use our district funds once we secured them um, to protect us in court. I sat personally in those court cases and heard a judge here in California talk about how unfair I was to Tony Thurman, the Department of Education superintendent, and not the legality of the policy. I sat through hours of court cases listening to how he

was more worried about the feelings of another man than he was about the legality of the policy when it came to parental rights. Parents have a constitutional right. When I brought that forward, that policy forward and our board supported it, it's because we believe that the district supports that. Everything we do involves parents. And if they're not involved, that's because

they chose not to be involved. And that's the way that we direct the ship as the leaders of this district. And our leadership and our staff have been doing a wonderful job. In fact, I am so very proud of teachers in our district that go out of their way to tell parents because they cannot be prohibited from

doing that. Unlike um my friend Jessica Tapia who was fired for doing that in another district, we don't do that here in Chino Valley. And my thing is it needs to be taken statewide. Not just Chino Kids should be protected. But my job here is for Chino Kids. So, I will continue to advocate on behalf of all

families here. And with that said, they brought AB1955, which prohibited districts like ours from implementing those policies. We were the only one that actually implemented that policy, meaning we were actually notifying parents. Well, guess what we did when we were in court when we had an injunction on that that um particular wording of the the policy that they did not like? We went and we

went back to the drawing board. Our board quickly supported another policy. Until that day, we never stopped notifying parents when a child was going through something traumatic that their parents should be involved in. And I am so very proud of this board and this community for supporting that. Now, I'm asking President Trump to intervene because we shouldn't have to be finding

the gray area and working within it. We should be able to protect constitutional rights without working in the gray. That is embarrassing. Constitutional rights should never be on the docket where the state is so wicked that they make a law to stop us. And I want to send the message back. We were voted here locally. And if our community voted,

that's because they want what we want, and that's to protect parents and our children. And with that said, we're asking President Trump, and I hope the board supports this tonight with me, to bring this forward and have our district screaming from the rooftops, President Trump, get involved. As much as we want local control, our local control is

taken away by the monsters up in Sacramento. It's time for him to pull funding and get serious and and that way our our educational systems can be focused back on education. We're done playing games and that's why I brought this forward. With that said, it looks like nobody else has comments and um board members, go ahead and please

It recommends that the board of education direct the superintendent to file a formal Title 9 complaint with the US Department of Education's Office for

Civil Rights against Governor Gavin Newsome and the California Department of Education for violating Title 9 protections related to student safety, fairness, and athletics. and privacy in restrooms and locker rooms. regards to uh someone mentioned about hatred. Let me go back a few years ago when I was looking for a house and an advertisement in a newspaper and he said, "This house includes a man's cave." And what does a man's cave means? a room where man could go in and lift weights or watch a movie or place where that he could feel

that be alone in a private space. We're talking about a space for a girls, a minor especially where the state has an obligation to protect the minor, a girls, but some reason it didn't happen with state of California. That needs to be corrected. We have an obligation to protect the girls space. The space includes privacy and also the

sports. And so many times we hear the real stories about where girls get hurt playing these sports because of our neglect. We need to fix that with common sense. This was not happening when we were growing up. This problem was man-made and that is coming from our adults fault. So we need to give this space back to the girls. are

girls that who could be safe and play uh sports as they have spent so much of time and effort of accomplishing something and that has been stripped away because of the neglect from the state. So, we're making a statement tonight along with our parents that who are standing up and asking us to make sure that the girls

sports are protected and their private space are protected. So, that is my comment and I would support this resolution tonight. Thank you. Thank you, Mr. Na. Mr. Chris, I strongly support this motion. My vote reflects our responsibility to protect our students rights to fair and safe educational environment under federal law. This complaint addresses critical Title 9 violations and undermine equity

in our schools. Thank you, Sonia. Thank you, Mr. Cruz. Seeing that there's no other comments, I'll go ahead and make mine. I try to make it quick. But I brought this forward again because um the point is is no matter how much we try, no matter how many policies we can bring forward, we still have state law.

I begged an attorney to take our case because I would pass a I would ask the board to pass a policy even tomorrow and call an emergency meeting if I knew I had the support to be able to do it and say enough is enough. No more boys and girls locker rooms, girls and boys locker rooms, no more boys on girls

sports teams. That is the reality of what's happening, guys. It's California law. I would be arrested. I would be in trouble and personally charged because I know I'm willing willfully breaking the law. Now, will I do that knowing you guys can bail me out? I probably would. And that's just the truth. But we'll go. That's a different story. My point is, I

will do everything I can in my ability to protect our girls. I stay up countless hours alongside others making complaints on behalf of all these girls that are having their rights taken away. I go on to the um civil rights office and I submit one every time I see it. Every single time. And I've written Trump millions of letters um you know

asking him please intervene. I don't want to have government intervene. But the fact is Newsome and the rest of them have made it clear that they will not change this and have Title 9 revert back to its original intent. With that said, I want to remind you guys who we're protecting our kids from. when I brought these things forward, my again this I

think it was on Saturday, I got the most probably detailed threat that I've gotten so far. But when I read these things in my inbox, it just makes me more resolute and fighting even harder. Does it scare me? Not going to lie. I'm human. I have children. Of course, it scares me. It brings me to my knees

sometimes, but my knees are actually to Jesus for the protection because I know he's going to protect us and the girls. And we're going to we're going to win this for our girls 100%. I know that in my heart we're going to win this. Um, so I just want to tell you who we're protecting our kids from. This

individual sent me this and I'm only going to put this on record so you know why we don't give up. Not just me, not just that person, not just that person. We don't give up as a body to protecting our girls because this is who wants them. I got an email that says, "You're a hatefailed bigot who deserves to be

dragged in the streets and beaten to death." When I'm pausing, that's bad words, right? I'd pay good effing money to have a front row seat to that effing event, you detestable effing skank. Watching someone bash your effing skull in with the hammer. And seeing your effing brain spill out onto the ground would have me effing feeling giddy. You're an utterly

evil piece of traitor to everything this nation stands for. No, I'm not. I'm everything. I'm fighting for everything this nation stands for and I will never stop fighting for our girls because you know what? These are the people that want control of your kids. And I say they're going to step aside because we are still going to win. They're not

going to scare us. That doesn't scare me because at the end of the day, I have the blood of Jesus covering me while everybody hell somebody else. Um so we're asking we're asking Trump to intervene. We're asking him to pull the funding. Pull the funding. Show California you're serious. Our taxpayer dollars are being wasted in lawsuits when Nuome and the rest of them keep

suing Trump for common sense issues. You guys voted in this admin. Now I ask you please start voting in the right people in Sacramento because we need to stop this insanity and there's only so much we could do at the local level because they keep reading laws to stop us from doing the right thing. With that said,

There's a couple of reasons that I would like to put out there. Tonight I heard a lot of people talking about safe safety, equity, and fairness. And what does safety, equity,

and fairness look like? And for some reason, people try to frame this aspect into being anti- one movement or anti- the other. And in fact, it's neither. It is about how do our children go forward and compete in safety, equity, and fairness. And that needs to be protected. If you're a trans athlete going into a woman's sport, why are you not asking for

safety, equity, and fairness to have the ability to compete against those that you would measur measure equally against? And the fact of the matter is is when a ma a male transitions to a female and competes in a female sport, it is not fair. Now, we tell our kids to put forth substantive argument and I spent some

time this week going through looking at we talked about track and field tonight. Track and field 100 meter sprint. The olymp Olympic champion female 10 seconds 10.72 seconds. 10.72 seconds. That one even rate in the top 10 of the men. I'm sorry. That one rate in the top 10 of the boys of the CIF Southern Section Championships.

These women are worldclass athletes that train day in and day out for hours with expert coaches and they would not finish in the top 10 of the southern section CIF boys championships. The Olympic champion 200 meters time of 2183 went right in the top 10 southern section 400 meters Olympic champion 48.17 would rate not in the top 10

southern section 800 meters 25. This isn't men's. This is boys. This is southern section. This isn't even all of California or all of the country. This is southern section CIF. And that's only a couple of races. I went in, I did swimming. I I'm like, let's see what else. What does it look like? I remember watching the Olympics.

Do you guys watch the Olympics? One of the female swimmers on there was uh Katie Leiddki. Do you guys remember Katie Leiddki? I mean, she was done with the 1500 meters, had her cap off, was cooling down against the wall before the next female athlete finished. Do you know in the men's, if she competed against man or men competed

against her, they were a full minute ahead of her in the junior section, they beat Katie Leiddki. The juniors beat her by almost 40 seconds. The juniors, not full grown men, the juniors. And we all watched on the Olympic as she set a record after record and in awe of just how she dominated. And she wouldn't compete

against men juniors. I track and field again. Long jump, the Olympic champion of the long jump, 7.1 meters. CIF champion for boys um 7.51 meters 01 meters from the female world record. Okay. When we're talking about fair and equal competition, in what universe does that represent fair? I don't know about you, but there's not a whole lot of women's professional

sports out there that women who are truly gifted in their sport that they play that can go on after college and play, but they can get a free education and now they can actually make several hundred,000 in some kind of NIL money, which a lot of these girls capitalize on. And we talk about, oh, there's so few. It doesn't really matter. It it

it's not affecting really anybody. Well, if it affects one, is it is it not is it not to be addressed? If the hopes and dreams of one is taken away, and I'm not saying that trans athletes shouldn't compete. They should, but Title Nine says fair and equal. Compete against fair and equal. and and we're so busy talking

about hate or anti- this that we're not even bringing that into the topic of conversation and and that should be in the topic of conversation. But if we're talking about trans athletes going into women's sports, it shouldn't happen. In no realm is it fair or equal. Tennis, tennis, the men serve 160 miles an hour. The women do not serve. The fastest

serve in a in a woman's tennis court was 136. actually 163 almost 30 miles an hour faster. A sport after sport, it goes on, we're built different. We are built different and and and none of the in none of these sports in in none of the instance that I point out is it representative or fair and equal. And

that's what we need to concentrate on. And if trans athletes want to compete, then there needs to be another mechanism put in place for them to compete again against fair and equal competition. And where does that come into the conversation? It hasn't. But the current method that we have, it doesn't work. It doesn't represent fairness. It doesn't

it doesn't represent equality and it doesn't represent safety. And on those three measures, we need to um move forward on this and support that women's sports are for women. Thank you, Monroe. [Applause] Mr. Cvantes. Yeah. Again, thank you everyone. Uh yeah, sometimes I have to remind myself where we're at because uh when do we stop caring about our girls and fighting

for our girls? You know, I'm a I'm a father and a grandfather and I have a beautiful little granddaughter and could you imagine being silent on this issue? We talk about you hear this word hatred and it's it's like we're repeating it ourselves. It's kind of like one person can really speak, but I think it's necessary for

all of us to say something so we know where we stand. And it's pretty simple. You know, this has nothing to do with hate. Has nothing to do with not liking or caring for someone who's transgender. It is about fairness and equality and standing up for our girls and doing what's right. Where what world is it okay for a guy to use the same

restroom and shower locking room? What is going on? When my granddaughter asked, "Where would you stand on that?" She's not going to have to ask that question. You know why? Because she knows where I'm at right now, what I'm doing. It's not about saying, it's about modeling and living it out. And as long as I'm up here, it's a nobrainer.

So, I'm never going to get swayed. I'm always going to listen. I appreciate comments and differences. That's not a problem. But you got to understand this is a simple issue where it got complicated. I'll never understand that. I just won't. Maybe I'm an old guy up here. I don't know. But when I started competing 50 years ago, it was very

simple. This is not a hard issue. Start stop getting this get this hate stuff out of there. There's no hatred up here. It's doing what's right. if you take the emotions out of it, you do what's right. It really is a simple issue. So, thank you all for your for your comments and your support. Whether you agree or

disagree, we need to do what's right up here and that's it. Thank you. Thank you, Mr. Cervantes. Thank you, Mr. Monroe. Thank you, board members. I also brought this forward just so we can take a stance as we move forward. Um, it looks like this is going to be a long drawn out battle, but we'll do everything we can to make it go a

little bit faster. But with that said, it's my job to protect our girls and our boys. And I've said it over and over in public and in conversations. When we allow this to our girls, they have their opportunities ripped away. You're allowing them to see things that they shouldn't see in locker rooms and restrooms. I should never have to I've

trained my daughter. If a male goes into your restroom, you're to kick them in the middle part. I mean, that's just the way I've trained them. don't have guys go into your girl's restroom. That's that's unsafe. That's the way I was taught. My dad taught me you don't let boys go into your restroom. It's just wrong. Um and then sports, like I'm a

mother of two female athletes. You saw one of our athletes get up here on behalf of not just herself, but all athletes. Her best friend, her best friend can't even place in the top um level even though she deserves it because a boy is ripping that away from her. That is wrong. But my heart also goes out to that boy. Why are we

allowing this? And I and I appreciate um my friend David for bringing that up because that is an actual thing. We're letting these boys go through this and shame on adults for doing that to even those boys. How sad is that that they will grow up and the only thing they succeeded on was stealing something from somebody else. That is wrong. Right is

right, wrong is wrong. And we have somehow come to where our government is now mixing right and wrong together and telling us right is wrong and wrong is right. No, not absolutely not. There's a reason why us board members and we have a 50-0 majority in Chino because people like me were never involved in politics till it hit us in the face like it has.

I I didn't go to school for politics. I didn't ever dream of being here. I didn't even know what a schoolboard member was 5 years ago. But I will say I will continue to stand up to those old nasty politicians up there that think they can control and stop us. And we're going to make them stop doing it because

they've never met a match like they've met now. We don't give up. Our kids are worth everything. They can rip us apart. They could take everything from us. This is the hill we die on. And this is the hill that I've chose to die on. And anything that comes at me and my family, we are prepared. Again, we are covered

in the blood of Jesus. When everybody else rebukes, we rebuke all that other junk. Um, with that said, we'll go ahead and take a vote that there's no other further comments and preferential. Yes. but unfortunately their hands are tied because again, Newsome and his cronies up in Sacramento think that safety is not a priority and they try to do everything to create chaos and lawlessness in um the streets of California. When I saw this bill after talking to Chief Menson, um I had mentioned to him I wanted to work on a

bill to strengthen the consequences for people who threaten our schools. It is a reality. It happens here in Chino all the time. Our staff is great, our police department and our sheriff because we have two different counties that cross over into our schools, they are on it, but then sometimes when they go to put warrants into social media things like

um uh what is it, Instagram and Meta and um even Google, it takes forever. Sometimes they don't get any responses when they are asking for that information back so they can see who are these people are and and identify who these people that are threatening it. And that was my thing when I saw this bill. I was like, "This is exactly what

I was talking about, except it's missing a portion to keep those um those particular things that I just mentioned, those people, those companies accountable for giving us that information to ensure the safety of all of our students." And so when um I saw that, I had Mr. um Cervantes meet with me and Susan Rubio, and we're grateful

that she came to our district after um inviting her here, and we spoke about this bill. We spoke about what we would like um to add into the bill. I'm hoping they add this into there because that is another key piece that is missing when it comes to having our law enforcement be able to react quickly and identify

these people who are threatening our schools. With that said, I'm hoping the board um supports this because ensuring the safety of all of our students is near and dear to my heart. We got to remember that our kids are watching. We represent our households and uh we got to do what's right up

here. And uh you know it was refreshing. It was a breath of fresh air when uh Oliver and Lawrence came up from Chino High in BST because with all the stuff going on you kind of meant you have to look up to oh yeah we're at a school board meeting. We forget sometimes that uh you know it's our kids are watching

you know our communities are watching. So let's definitely treat each other with dignity and respect. Thank you. Okay. Um, tonight we had a uh student speakers from Chino High School and they were talking about art artificial intelligence uh subject matter. Um and I am addressing it because there was a news that I have seen it somewhere uh in

China from this fall 2025 they're going to uh start a AI program I think from K to 12 from this fall and I know it's out there in I mean thousands miles away and uh different continent. But I think we do have to uh be mindful that the competition in long term could come near us and I'd like to

ask Dr. Enfield to have our staffs to looking into uh tomorrow's technology to be uh studied or uh reviewed uh in our school district for our students uh in terms of preparation for their future. And Dr. Anfield, could you talk to maybe our curriculum department or science department? We have a a curriculum committee already established, but we'll I'll I'll follow

up with Dr. Freed on it, but we do have a uh committee. Great. Thank you so much. Yeah, that's what we want to do. We want to make sure that that uh not only will maintain a great education our school district but we want to be the best in California. And the other night I got a phone call

from a parent um from Butterfield Elementary School and they were so grateful of our inmate and teachers there making the children so feel welcomed in their school and daily basis. So, I'd like to really uh thank our admin and and teachers at Butterfield uh school because it's not common to get a phone call at 900 p.m. and

thanking our teachers and and and an admin team there. So thank you and I would like to see it continued um building that relationship with our parents and last week I have attended adult school international day where all the students were adults and they represented so many countries with their traditional culture of singing. and uh dancing and and with great

pride. One thing that moved me was that all these different places they're from, but they have chosen this country to come and and raise their family. They have common goal and common hope for their future and they have decided to come to Chino Valley. So it means a lot for our school district. So, I'd like to thank all of

our teachers and excellent school staffs and our cabinet members because we're well known in this region to be one of the best school district in California and all the things that we do. People might think it is might be political or or things like that, but this is only a superficial. What's happening every day is a great

education that's happening in every single classes in our school. So, thank you. Thank you. And I'd like to also thank um a parent who have donated a shirt for tonight in support of uh girls sports. I'd like to uh personally uh thank him after the meeting if he's still here and this will be my comment for tonight and I wish everyone a happy

that together and it was nice to see uh the Champion did a little uh piece on that as well. So, um I applaud them being part of that program to actually um looking in the in the future and where it's going with it and actually trying to make a difference and do things moving forward with that interest

in uh in the science and technology program. So, um I applaud their efforts. Um thank you Mr. Schmelman for uh coming in with the Illaella art program representing your students. They do great work. I know the uh the art show is going to be fantastic. Um, other than that, I just want to say happy Easter to everybody. And, uh, for your seniors,

Thank you. You know this month is um autism awareness and I just want to share the

prevailence of autism. In the year 1970 it was 1 in 10,000. In the year 1990 it was 1 in 1,000. In 1995 it was 1 in 500. 2001 and 150. 2004 1 in 25. 2006 1 110. 2009 168. 2014 168 68 still 2014 oh no 159 2018 1 and 54 2000 was 1 and 144 203 was 1 and 36 and today it's 1

and 31 and um you know based based on the data. It really is an epidemic that RFK mentioned and he announced that in September they're going to find out what's causing this and I think they're waiting to certify this you know for government to certify this to make it legitimate and you know the thing I worry about Dur Enfield I personally

believe is the vaccines and and personally looking at their body behavior when when RFK was talking and his colleague, they already know the answer and I I personally feel it's the vaccine and what troubles me is in September school has already started. You know, there's a lot of there's a lot of parents that don't want to vaccinate

their kids, but you know, California mandates it. and and and if we find out legitimately that is the vaccine that's causing autism, I really feel that the parents shouldn't be mandatory of taking their vaccines for their children. So, so Sonia, you know, president, you know, we should consider that that that maybe we should not force, you know, you know,

they the kids have to go to school if they don't have their vaccines and, you know, there there's some issues, but by September, they're going to know the answer. And I just personally feel that, you know, parents are really concerned about this. And so maybe hopefully I know it's tough because California mandates all all these vaccines, but

um you get it right what I'm talking about. Yeah. So the CD's latest report released this month shows that it's one in 31 uh children in the USA had autism diagnosed wait and also wait in California you have in California it's one in 12.5 in boys in California that have autism. So, it is a real epidemic and I I personally

believe, you know, it is the vaccines and we're going to find out in September. So, um I think we should start reflecting how to how to how to, you know, figure this out because, you know, parents, they they have to vaccinate their kids. Look, by December, by September, they're going to know the answer. They already know the

answer. they just have to get this certified. So, I just I just share that. Thank you. Thank you, Mr. Cruz and Superintendent Dr. Anfield. All right. Um earlier this week, um Levi Dicki attend attended the uh annual AVID standout award ceremony and unbeknownst to them, they were uh secretly nominated for the AVID center award which they they won for the

instructional work that they've been working on at uh at Levi Dicki. And so I want to congratulate them on that award. Um, I know earlier this year we were at at the school site to uh they were showcased school site for the Abbott program that goes on there. And so I just wanted to highlight the work that's

going on at uh Levi Dicki. And then also earlier we uh received notification and it was shared already that we had four uh four of our elementaryaries that were recognized as California Distinguished Schools. Uh that was Butterfield, Briggs, Country Spring, and Eagle Canyon. And again, I want to congratulate those four schools for being recognized as California Distinguished Schools. Um, and then the

last, I want to wish everybody a a happy Easter. Thank you. Thank you. And I wanted to also thank my colleagues or all your comments and concerns and questions. I take them all seriously. So, thank you for bringing those things up to us. Um, I'm was excited when I saw our BST students here. Um, not too long ago. But we

actually invited one of our congresswoman who also accepted um our invitation um Congresswoman Young Kim and we showed her our U BT program because we're excited with what the staff has been pouring into that and the success that our students are having and um just seeing them have this other avenue that that fits that fits their needs for what they um want to do in

their future. I think that's the great thing about what we're doing and implementing. as a commissioner of Baldy View, I got to also attend all the awards um this week and it's one of my favorite things um to do just seeing all the students complete their pathways in careers, you know, that they want to pursue after high school and knowing

that we offer those. My only thing that I, you know, I keep pushing is to get more students aware of these programs, can not because not all students want to go to a four-year program. Um and we need to encourage and give them all the tools to be able to succeed after high school. That is a goal. That's a goal

that I've seen this board support over and over and I'm so grateful for that. Um and then with that, I also wanted to share something with you. I love when parents share the exciting things that are happening because um we can't be everywhere, especially when things are happening out of state. A parent shared this. CBUSD is making national

headlines. to our two of our very own high schools, Illaella High School and Chino Hills High School traveled all the way to Dayton, Ohio to compete in the WGI World Championships. And they did not disappoint. Ayella's school shattered records with an unbelievable score, almost a perfect score of 99.50, bringing home the gold medal and setting a new WGI record. That is

amazing. And then Chino Hills High School. Um you guys know they have some friendly competition, so I'm sure that hurt the Huskys, but they're working. so hard and they also brought home um a a great performance. They showed a great performance and they earned the bronze with a score of a 95.90. This is a very competitive uh thing and to have both of

our high schools come home with medals uh is just amazing uh to see the work that is poured into that. I appreciate everybody, all of our staff and parents um and then our students success with that. Both schools proudly represented CBUSD in the world stage and we couldn't be prouder of these talented performers. Let's celebrate Illaela's historic win

and also Chino Hills bringing home some wins as well. That's a moment um that we are grateful for. That's what it's all about, just supporting our students with success. It is to be loving and kind when we help these students succeed. Um I am so grateful that we have a board and a community that support common sense. Uh all while all while a lot of

districts in California are suffering because they are not pushing back against what's happening to Sacramento, we are going head-to-head with what is wrong and we're fighting the good fight. Our school, our staff is doing an amazing job. Our teachers are doing great. Um the test scores are starting to increase. Um and it's just consistently going in the right

direction. All while you see other school districts laying off. That's a horrible thing to do, but they took a lot of funding and um unfortunately it wasn't fiscally responsible for some of them to do what they did. But our staff is doing an incredible job at making sure that every u member in our CBUSD staff continues to have a job and we'll

do our best to continue to support that. Um and that is exciting for me. I am grateful for our community. I say stay strong, stay together. Um, and I'm grateful for all the voices that came from our community tonight, even the outside support and also the ones that didn't support, but also let it be a reminder when you have people from other

communities screaming and yelling and cussing in front of children. That's exactly why we're standing and we're sitting in these places and making the stands that we do because we're protecting kids from people like that that want control. When you have outsiders come um and scream, you know, horrible things, those are the people that we're fighting against. That's not

a mom or a dad or a grandma or grandpa or a concerned community member. It's them screaming horrific things. Um, and pretty much wanting control of your children. Everything we've done is common sense. Everything we've done makes sense. Everything we're pushing against is not radical or crazy. I think the only crazy thing is we're going against the giant. that we all know with
