Present: Cervantes, Cruz, Monroe, Na and Shaw. President Shaw called the meeting to order at 4:40 p.m. 1 It adjourned at 8:10 p.m. 2

Closed session (4:40 to 5:21 p.m.) covered litigation, student discipline, A.C.T. and CSEA negotiations, employee discipline and the superintendent's evaluation; no action required disclosure. 1 The agenda lists the existing-litigation case as the district's federal suit handled by Liberty Justice Center. 3 The docket for that suit, which challenged AB 1955, shows a judge signed an order granting the state's motion to dismiss that same day; it was entered April 18. 4

Opening comments

Student Representative Gabriella Segoviano congratulated four California Distinguished Schools, Ayala HS's marching percussion ensemble and the five Chino Hills HS athletes chosen as Baseline League award winners, and said she was among the athletes given the Mt. Baldy Outstanding Senior Award. 1

Steven Frazer, A.C.T. president, said A.C.T. stands for parental engagement, student privacy and teacher safety, rejected framing that pits parents against educators, spoke about the Title IX complaints and resolutions and underfunding, and applauded the CSEA agreement. 1 On the recording he warned of "costly litigation, more costly litigation, and politicized culture wars." 5

Danny Hernandez, CSEA president, asked for approval of the items before the board and thanked security and nutrition services members for their patience. 1 Emily Lao, CHAMP president, reported external PBIS evaluations at every school and two CHAMP scholarships open through May 1. 6

Public comment

Forty-six requests to speak were reported (as captioned). 7 The minutes list 40 entries without saying what anyone said. 6 Names come only from the minutes, so comments are summarized by theme, without names and not in speaking order.

Before the first speaker, a statement from the dais said the district knew of social media posts urging "outside agitators" to attend, and gave notice under Government Code section 54957.9 that the room could be cleared. 8 8 The dais also explained that people could sign up for each item, so some spoke more than once. 9

• Support for the Title IX items. Speakers said transgender athletes were taking girls' places and titles, citing a Riverside hurdles race the night before, and objected to shared locker rooms. 10 11 A student athlete said her twin brother runs faster in the same race. 12 Some encouraged board members over online threats. 8 10
• Opposition. One speaker accused the board of attacking unions and targeting marginalized students and announced a new group, Chino Valley Defenders of Public Education. 13 Other speakers variously called the focus a "misuse of funds, time" 14, cited national counts of anti-LGBTQ bills 12, and said Title IX protects all students regardless of gender identity. 10
• Other topics. Two speakers objected to a flyer, said to have been handed out after a church service, about a candidate for an elementary-school PTA office. 14 11 A speaker backed SB 19 for letting threats against a school be prosecuted like threats against a person. 15 A parent alleged that reports made about the family followed IEP meetings and complaints, as retaliation; this is the speaker's unverified account. 16 Chino High BST Academy students described their second AI-in-education forum and a student AI guideline with a labeling system showing how far AI was used in a piece of work. 17 18

Outside the room: about 10 people protested outside the district office beforehand 19, and Spectrum News reported a rally by opponents of the items. 20 Capital & Main described a divided room, "Save Girls Sports" shirts on one side and rainbow flags on the other. 21 KVCR reported a Defenders member urging a focus on teacher retention, student safety and infrastructure. 22

Action items

Changes read into the record replaced "artificial" with "unofficial" in the II.A.1 letter, corrected the CSEA item's meeting date, and deleted one expulsion case. 6 President Shaw submitted II.A.1 through II.A.3 under Board Bylaw 9322. 23 24 25 The minutes record the student representative's preferential vote as yes on each action item. 26

II.A.1: Federal complaint on parental rights

The board directed the superintendent to file a formal complaint with the U.S. Department of Education and President Trump's administration, citing California's violations of parental rights and student protections and requesting immediate federal intervention, as amended. Na moved; Cruz seconded. 26 The draft letter says the district still informs parents of record changes under a revised policy. 23

From the dais, discussion recounted the parental-notification policy's return to the drawing board after the court injunction and asked President Trump to intervene. 27 27 The recording's spoken acknowledgment of the seconder differs from the minutes; this page follows the minutes. 28

II.A.2: Title IX complaint against Governor Newsom and the CDE

The board directed the superintendent to file a Title IX complaint with the Office for Civil Rights against Governor Gavin Newsom and the California Department of Education over student safety, fairness in athletics, and privacy in restrooms and locker rooms. Cruz moved; Cervantes seconded. 26 The draft complaint in the packet names the State of California, Superintendent Tony Thurmond, the CDE and the CIF. 24

From the dais, a member spoke of an obligation to protect girls' private spaces; one said they would seek a policy keeping boys out of girls' teams and locker rooms but for state law, and a threatening email sent to a board member was read aloud. 29 29 30 30

II.A.3: Resolution supporting Title IX and fairness in girls' sports

The board adopted Resolution 2024/2025-63. Cruz moved; Monroe seconded. 26 It calls on athletic governing bodies to ensure fairness in girls' sports, with copies to the Governor, Legislature, CDE and CIF. 25

From the dais, elite women's results were compared with junior boys' results (figures as captioned) to argue that transgender athletes in women's sports are not "fair or equal." 31 31 The recording's spoken acknowledgment of the mover differs from the minutes; this page follows the minutes. 32

II.A.4: Resolution supporting SB 19

The board adopted Resolution 2024/2025-64, supporting SB 19, the Safe Schools and Places of Worship Act. Cruz moved; Cervantes seconded. 26 Proposed by President Shaw and Member Cervantes, it supports Senator Susan Rubio's bill and urges added language to help police get identifying information from social media platforms. 33 The senator's office says the bill lets prosecutors charge credible threats against schools and places of worship even when no individual is targeted. 34

II.B.1: CSEA successor agreement

President Shaw opened and closed the public hearing at 7:51 p.m. with no speakers, and the board ratified the successor agreement with CSEA Chapter 102, effective July 1, 2024, as amended. Monroe moved; Na seconded. 35 The agreement was reached March 3 and approved by members April 8. 36 The cost disclosure runs to June 30, 2027 and lists a current-year increase of $1,208,831 (1.82%) and a 1.0% average step-and-column change. 37

Consent calendar

Approved as amended; Monroe moved, Na seconded. 35 It included board compensation for Andrew Cruz for the missed March 20 meeting 35; legal-services payments to Atkinson, Andelson, Loya, Ruud & Romo, Margaret A. Chidester & Associates, and Tao Rossini, APC 35; six expulsion cases and attendance calendars for 2026/2027 through 2028/2029 35; the Anna Borba ES painting bid to Cosmic Color Painting 38; and new nutrition services and security job descriptions. 38

Information items included revisions to Board Bylaws 9224 and 9260 (the item heading prints 9262) 39 and new courses including AI Design and Development and Advanced Guitar. 39

Board and superintendent communications

John Cervantes called for decorum, acknowledged the Chino HS students who spoke about the BST program, and asked people to treat each other with dignity and respect because "our kids and community are watching." 39

James Na acknowledged the Chino HS students who spoke about artificial intelligence, described a grateful call from a Butterfield ES parent, attended the Adult School International Day, and thanked the parent who donated shirts supporting girls' sports. 39 On the recording he cited a report that China would start K-12 AI instruction that fall and asked that staff study it; a reply from the dais pointed to an existing curriculum committee. 40 40 40

Jon Monroe thanked Lawrence and Oliver for speaking on the BST program and Mr. Spellman for sharing information about Ayala HS's art program, and urged seniors not to get sidetracked. 2

Andrew Cruz said April is Autism Awareness Month, shared figures on its prevalence, and spoke about his concerns regarding vaccines and school vaccine requirements. 2 On the recording he said findings on autism's cause were expected in September, that he personally believes vaccines are responsible, and that if so, parents should not be required to vaccinate. 41 41 41

Superintendent Norm Enfield reported that Levi Dickey ES won the AVID Center Award and that Butterfield ES, Briggs K-8, Country Springs ES (the minutes print "Country Spring") and Eagle Canyon ES were named California Distinguished Schools. 2

President Sonja Shaw spoke about the BST students and Congresswoman Young Kim's tour of the program, career pathways, and Ayala HS and Chino Hills HS at the WGI World Championships, and thanked the board and community for "supporting common sense." 2 On the recording she gave scores of 99.50 for Ayala (gold) and 95.90 for Chino Hills (bronze), as captioned. 42 42
