Public speakers press the board on stalled programs

Two of the four public speakers who addressed the board on items not on the agenda raised concerns that trustees returned to later in the meeting: inconsistent use of teacher collaboration time, and a district gifted-education program that had quietly disappeared years earlier.

One speaker described a need for uniformity across the district on Professional Learning Communities, or PLCs 1. Many new teachers, the speaker said, have never been trained in how PLCs are supposed to work, and some administrators treat the collaborative time as another staff meeting rather than the teacher-led, data-driven planning period it is meant to be — with PLC frequency varying school to school, from weekly to monthly to not at all 2.

A second speaker recalled a now-defunct gifted-student ("GATE") magnet program that once ran classes at grades four, five, and six plus a combined second-and-third grade 3, describing strong outcomes: students learning two languages, performing a Shakespeare play, and completing an inventions unit 4. The speaker asked the board or district staff to look into reviving the program at its former site, staffed only by GATE-credentialed teachers with grade assignments announced in advance so families could plan around them 56. The concern was not new — a similar complaint about schools declining to cluster gifted students had come before the board about a year earlier 7.

Neither request produced a vote that evening, but late in the meeting a trustee asked staff to look into making PLC practice uniform across the district 8 — a follow-up, not a formal action.

A junior high's new welcome program draws praise

Earlier in the meeting, two student presenters described a new Welcome Week orientation one district junior high ran for its incoming eighth-grade class, built around team-building activities and a message that all students are connected regardless of friend group 9. One presenter called it "by far the best experience" of any school year, highlighting a team ski-race activity among the week's events 10; the other credited the program with introducing students to growth-versus-fixed mindset thinking and thanked staff for organizing it 11.

Trustees responded warmly. One said a recent campus visit had shown a "dramatic change" in how isolated students were being drawn into school activities 12; another praised the program's effect on school culture and noted a new school logo installed in the multi-purpose room where the orientation was held 13.

Employee and community reports

The two staff-organization representatives who address the board at each meeting used their time to thank the district for responding to previously raised concerns, promote a February 2018 paraeducator conference in Ontario 141516, and — at length — argue that the district has lost a broader sense of mutual respect among students, staff, and parents that needs to be restored 171819.

A second representative praised teachers who had voluntarily taken on extra students to prevent combination classes from forming at their sites 2021. One teacher's classroom projects — funded through family, community, and matching donations on an online giving platform — supported both a robotics unit and a Chromebook-based tolerance curriculum 22.

Community liaisons also reported in. A City of Chino liaison described the city's school-based mental health and counseling partnerships, Suicide Prevention Month outreach, and city staff participation in back-to-school nights and the county fair's youth programs 23. A Chaffey College trustee invited the board to the college's 18th annual Report to the Community luncheon in October, noting the college's recent Aspen Award recognition as one of the ten best community colleges in the country 24.

Two additional public speakers described upcoming programs rather than raising concerns: a theater instructor previewed an October production of "The Curious Savage" and other shows planned for the year 2526, and a science teacher described a national FDA-sponsored curriculum fellowship bringing a "science of cooking" program — built around a refurbished culinary classroom and a campus garden — to a district middle school 2728.

Consent calendar and routine business

Two items were pulled from consent for discussion. On a Chino Hills High School music festival trip to Long Beach, a trustee questioned a roughly $33,000 total cost — about $430 per student for 78 students — and staff confirmed the figure covered three days of lodging, transportation, festival registration, and food; the trip was approved 2930. The board also adopted a resolution recognizing the state-designated Week of the School Administrator, October 8–14, 2017, commending school administrators broadly for their contribution to student achievement 31. Routine agenda corrections clarified that the Long Beach trip involved Chino Hills High School rather than Chino High School and adjusted an effective date on a certificated-personnel hiring item.

Recognition, retirements, and a moment of reflection

Trustees congratulated Don Lugo High School's engineering-focused "LEAD" Academy for being named a finalist for the California School Boards Association's 2017 Golden Bell Award, noting the program had grown from 35 freshmen in its 2010 pilot year to 154 students 32. A district announcement later confirmed the recognition following a judges' site visit, with the award presented that November 33.

The board also recognized two retiring Chino Hills High School staff members: an assistant principal's secretary completing 29 years of service, and a special-education staff member completing 12 years 34.
