🏀 Divided testimony over a coaching-conduct controversy at Ayala High School

Dozens of speakers addressed the board about the girls basketball program at Ayala High School over roughly ninety minutes of public comment. The accounts were sharply divided.

Speakers describing negative experiences — current and former players and their parents — described a pattern of demeaning and humiliating language from the head coach, including remarks several characterized as racially or sexually charged, and said players were discouraged from telling their parents what happened at practice 1. One speaker said her daughter had been made to keep running immediately after a medical need, without being asked whether she was ready to resume, and that the coach gave her no time to let medication take effect 45. Several parents said the board had been made aware of similar concerns once before, in a 2015 inquiry that interviewed team members, and said conditions had not improved in the two years since 67. Other parents expressed anger that the board had not acted on earlier complaints and said the players deserved better 8.

The most serious specific allegation, from a single speaker, involved an assistant coach who was said to have entered the girls' changing area on multiple occasions; the same speaker said that earlier in the year, the head coach and the athletic director had been made aware of the assistant coach's alleged conduct, and that no investigation or discipline followed 23.

A separate thread of testimony concerned the program's booster club: speakers alleged the club had operated without properly filed taxes and had lost its nonprofit standing, that fundraising was effectively mandatory for players, and that club funds had been used for personal expenses and that meeting records had been altered 910.

Speakers defending the program — including current and recently graduated players and others who had worked with or around the team — said they had personally attended games, practices, and team events for years and had never witnessed the conduct described by accusers 11. Several pointed to funded team travel to out-of-state tournaments and college-campus visits, and said the coach's classroom was an open gathering place where players ate lunch 1213. A colleague who had substituted extensively in the coach's classroom described it as highly organized and demanding 14. Other people connected to the program echoed that view: one had been part of its coaching staff on and off for years and said the criticism amounted to a personal attack rather than a fitness-to-coach concern 15; another, who had watched home games for nearly a decade and had considered joining the coaching staff, said the program would be losing an outstanding coach 16.

The board took no formal action on the matter during the open session. In board comments near the end of the meeting, one board member said the roughly ten speakers who described negative experiences could not be ignored even though many other speakers reported no such experience, and separately asked that a planned revision of coaching-conduct expectations, covering every sport, not be allowed to stall 1718.

👥 Personnel actions and a new HR contract

Actions reported from closed session included the appointment of a new assistant principal at Chino Hills High School, effective August 20, 2018 20, and a new assistant superintendent for human resources, effective August 17, 2018 19. Later in the meeting the board approved that appointee's employment contract: a term running through June 30, 2022, an annual salary of $152,632, a capped health-and-welfare benefit allowance, professional association dues, and a monthly vehicle allowance 21.

💰 A $750 million bond program update

District staff walked the board through the status of Measure G, the $750 million facilities bond voters approved in November 2016. The first funding installment, $208 million, arrived in mid-2017; after roughly $15.6 million in program spending to date, about $195 million remained 24. The update covered four categories: new construction (a multi-phase reconstruction of Chino High School, plus a second school planned for the district's Preserve-area growth zone), modernization of eleven schools identified as 25 years or older, safety and security upgrades — including a districtwide visitor-screening system and single-point-of-entry conversions reported as 96 percent complete 23 — and new science buildings and lab renovations at several campuses 22.
