Chino Valley Unified Board of Education: March 19, 2020

The board met in regular session on March 19, 2020, the first week Chino Valley Unified's schools were closed for COVID-19. 1 The open session was short: one action item, a classified layoff notice, plus the consent calendar, three information reports and a staff LCAP update. President Joe Schaffer adjourned the meeting at 6:13 p.m. 2

✅ Key decisions

• Classified layoff notice adopted. The board adopted Resolution 2019/2020-40, a notice of layoff of certain classified staff under Education Code 45117 and 45298. Christina Gagnier moved it and Irene Hernandez-Blair seconded; the minutes record that Andrew Cruz and James Na voted no 3. The staff memo says Title I-funded Instructional Aide/Computer Assisted Instruction positions at certain sites were "no longer needed as determined by the School Site Council," and that ending them removes 1.0375 full-time-equivalent positions for 2020/2021, for an annual saving of $53,641 to the restricted budget 4. The resolution lists three part-time aide positions 5. On the recording, no questions or discussion came before the vote 6.
• Consent calendar approved, as amended. Christina Gagnier moved and James Na seconded approval of the consent items 3. The fundraising-activities item had been pulled from the agenda before the meeting reached action items 3.
• Bids and a change order. Within consent, the board awarded the Chino Hills High auditorium sound-booth digital conversion to Ireland Sound Systems, Inc. and the Cal Aero K-8 concrete planter infill to NextGen Construction, Inc.; approved a change order on the Cortez ES, Rhodes ES and Don Lugo HS roofing project; and rejected the single bid for the Don Lugo HS culinary classroom hood replacement and authorized a rebid 7. Per the packet, the sound-booth bid was $167,700 from the Capital Facilities Fund 8, the planter bid $50,600 9, and the roofing change order $7,395, bringing that project to $889,515 10. Staff recommended rejecting the hood bid because the only bid, $234,799, exceeded the $212,500 limit for informally bid CUPCCAA projects 11.

📋 Other consent business

The minutes of March 5, 2020 were approved, and the board adopted Resolution 2019/2020-41, paying James Na for the March 5 meeting he missed 12. The board also approved or ratified the warrant register, purchase orders, contractor and consultant agreements, surplus property, and certificated and classified personnel items, and accepted donations 12 13 7. The donations list shows four cash gifts to Litel ES, Walnut ES, Chino HS and Don Lugo HS 14.

Three courses were approved: the new CSU Expository Reading and Writing course for 11th grade, and revisions to Japanese 3 Honors and Physical Education: Yoga 12 13. The packet describes the 11th-grade ERWC course as a year-long college-preparatory English course that meets the UC/CSU "b" requirement and pairs with the 12th-grade course offered since 2014 15.

🩺 Information items

• School health services. The board received a revision of Board Policy and Administrative Regulation 5141.6 for information 7. The memo says the regulation was expanded to cover more services eligible for Medi-Cal reimbursement and to require a random-moment time study for the Medi-Cal Administrative Activities program, and that the policy now gives priority for school health services to schools serving students with the greatest need 16. The district's posted regulation lists a revision dated March 19, 2020 17, and its posted policy lists a revision dated April 16, 2020 18.
• Preschool/TK materials. The board received for information the adoption of Houghton Mifflin Harcourt's Big Day Pre K curriculum, replacing McGraw Hill's Little Treasures 7. The packet set public inspection for March 30 to April 2, 2020 19.
• Cash management. The board received a report on the cash management program 7. The memo says the district's cash management accounts complied with its investment policies as of June 30, 2019 20.

Board members raised no questions or comments on the information items 21.

📊 LCAP update: Goal 1

The minutes record that CIIS staff presented the Local Control and Accountability Plan report on Goal 1 3. On the recording, staff said the district had met its expected outcomes for teaching assignments, facilities in good repair, standards-aligned materials, and devices four years old or newer 22. Staff said universal screening of all second graders for GATE began in 2015-2016 22, that 8.8% of students in 2014-2015 reflected the pre-screening data, and that the district had exceeded its goal of more than 10% of students qualifying each year since 23. Staff also reported meeting the broad-course-of-study outcome, which includes music instruction from second grade 24. The board had no questions 25.

🗣️ Employee representatives and public comment

The student representative, Audrey Ing, was absent 3. Danny Hernandez, CSEA President, addressed the board about district staff dealing with the COVID-19 pandemic 3. On the recording he asked for compassion and empathy 26 and stressed an open line of communication, so that members' questions get answers on a timeline 27. He said school-site staff had been at work all week serving students and parents, along with maintenance, warehouse and security staff, and he called the nutrition staff "rock stars" 28. He pointed to the district's "spread hope" video of student singers 29 and closed by saying the only way through was together 30. The Chino Champion had reported that the district was handing out free grab-and-go lunches curbside at its Adult Education campus that week, March 16 to 19 1.

Richard Wales addressed the board during comments on non-agenda items, in support of released Butterfield Ranch ES teachers 3. He was the only commenter the minutes list, and the minutes do not record what he said beyond that.

🦠 COVID-19 context

The minutes record no board member or superintendent communications 2. On the recording, members were asked to skip those comments because of the COVID-19 situation, to limit time spent in public gatherings, and no objection was raised 21 31. The Chino Champion reported that on the afternoon of the meeting, district officials announced that the closure of its 35 schools would last at least until May 1, with distance-learning classrooms to begin March 30 32.

🔒 Closed session

The board met in closed session from 5:00 to 5:52 p.m. on anticipated litigation, public employee discipline, dismissal or release, and the superintendent's performance evaluation. It reported no action requiring public disclosure. James Na arrived at 5:10 p.m. 33
