April 20, 2023 – Chino Valley USD Board of Education

The board set a year-round calendar for the second school in The Preserve and appointed its first principal, named a new Chino High basketball court for two longtime coaches, and approved a consent calendar that included a construction change order for the same Preserve school 11.

🏫 Preserve School #2: a year-round calendar and a first principal

The board adopted Resolution 2022/2023-44, declaring that Preserve School #2 will open and operate on a multi-track year-round schedule, on a motion by Andrew Cruz seconded by Don Bridge 1. The staff memo said the school, built to run that way, would serve about 1,200 students when it opens in 2024/2025 and absorb enrollment growth in the Preserve 2. The resolution applies the schedule to transitional kindergarten through 6th grade, directs the superintendent to notify the State Superintendent of Public Instruction under Education Code section 37610, and calls for published notice by November 1, 2023 in the Inland Valley Daily Bulletin and the Chino Valley Champion 3. On the recording, no speakers came forward and no board member commented before the vote 4. The board returned to the calendar on September 7, 2023: after a public hearing with no speakers, it took up Resolution 2023/2024-11 to operate the school, by then named Legacy Academy, on a multi-track year-round schedule 5.

Coming out of closed session, the board appointed Adrienne Chase principal of the Preserve II K-8 school, effective July 1, 2023 1. The Champion Newspapers covered the appointment on April 29, reporting that Chase had been principal of Glenmeade Elementary for three years and that the school, not yet named, was under construction on East Preserve Loop 6. Later that evening President Shaw congratulated Principal Chase 7.

🏀 A Chino High court for coaches Elder and Murillo

The board named or dedicated a facility at Chino HS after Frank Elder and Joe Murillo, on a motion by James Na seconded by Andrew Cruz 1. The staff memo identifies the facility as the new basketball court in the Mark Hargrove Memorial gymnasium and dates the request to the February 2, 2023 board meeting 8. Board Policy 7310, last revised March 16, 2023, calls for a public notice period of at least 30 days, followed by a public hearing at the next regular meeting 9. The memo says the window opened February 17 and the hearing was held April 6 8; the April 6 minutes, printed in this packet and approved on this night's consent calendar, record that the hearing drew no speakers 10.

Adriana Cardenas Isley and Jean Marie Casados addressed the board in support of the item 1. With only two speakers listed, this page does not summarize their remarks.

The Champion reported in September 2022 that the court inside the existing Frank Elder gymnasium was already named "Joe Murillo Court," and that Murillo, a 1965 Chino High graduate who played for Coach Elder, became the girls' basketball coach in 1978 and won 559 games and three CIF-Southern Section titles 11. When Murillo died in December 2023, the paper noted that the ceremony for the new court had not yet been scheduled 12.

✅ Consent calendar

The consent calendar was approved on a motion by James Na seconded by Jonathan Monroe 1. Among its items:

• The April 6, 2023 minutes 1.
• A change order for Preserve School #2 construction with JPI Development Group, adding $119,888 1314.
• Change orders and notices of completion for Chino HS Reconstruction Phase I, and a piggyback contract resolution 1313.
• Student expulsion case 22/23-53, and trips for Ayala HS and Don Lugo HS 13.
• New job descriptions for an Assistive Technology Assistant and Nutrition Services positions, and an affiliation agreement with the University of Denver Morgridge College of Education 13.
• Routine items: warrants, purchase orders, fundraising, donations, contractor agreements, surplus property and temporary interfund borrowing 113.

The board also received for information a new course, BST Student Ambassadors 13.

🎓 Recognition and staff report

President Shaw presented a certificate of recognition to Principal Lisa Sura of Hidden Trails ES for earning the title of California Distinguished School 1. The San Bernardino Sun had listed Hidden Trails in January 2023 among four Inland Empire elementary schools named 2023 California Distinguished Schools 15.

Staff presented Part 2 of the LCAP annual update, on parent involvement, student engagement and school climate 1. As captioned, the presentation reported a 2021-22 graduation rate of 94.06 percent 16; said the district had hired additional intervention counselors and placed a full-time counselor at each school site 17; and showed favorable family survey responses rising since 2017-18 from 73 to 84 percent for family involvement 17 and from 72 to 80 percent for communication 18.

🗣️ Employee representatives and public comment

Danny Hernandez, CSEA President, shared an example of the support District office staff showed that week when a staff member needed medical assistance 1. Barbara Bearden, CHAMP President, spoke about PBIS reviews, announced the new CHAMP board for 2023/2025, thanked Mr. Miller for hosting a debate tournament at Chino HS, and said Briggs K-8 took first place overall at a city track meet 1.

Seven people addressed the board on items not on the agenda. The minutes list them with these topics: Glory Ciccarelli regarding Black history; Kelsey Robertson regarding "the April 3 [sic] meeting"; Darlene Berg, who read a letter from a student; Scott Rossen regarding a CIF girls' flag football opportunity and the student store clerk position at Don Lugo HS and Chino HS; Erren O'Leary requesting a settlement conference meeting with the Lewis Group; Kyle Pennett regarding the actions of attendees at the last meeting; and Misty regarding hypocrisy 11. The chair reads names aloud on the recording, but names here come only from the minutes, and this page does not summarize individual speakers' remarks.

The Champion reported in June 2024 that the district had sued the Chino Development Corporation (Lewis Operating Corporation, the Preserve's master developer) in January 2023 over school fees tied to Cal Aero Preserve Academy; that in April 2023 Lewis executive Erren O'Leary had urged the board to "take control of the situation and sit down with Lewis before May 15"; and that the suit settled in June 2024 for $2.4 million 26.

💬 Board communications

Don Bridge reported on the Baldy View ROP student success awards and a Chino Hills Parks and Recreation Commission meeting, said five District students from Student Government Day were hired for the city's summer recreation program, noted the April 26 Teen Advisory Board deadline, and remembered the Columbine tragedy 13. On the recording he marked its 24th anniversary by reading a family member's first-hand account of the shooting 19, then pointed to the fencing, door security and ID badges the district has added since the 1980s and 1990s 20.

James Na said he agreed with the speaker who spoke about needs at Chino HS and Don Lugo HS 7, and said he attended an international student day at the Adult School and thanked Principal Hampton and staff 7.

Andrew Cruz read comments in support of the two coaches (this passage of the minutes spells the second "John Murillo"), read from a book by Mr. Rogers that he then donated to Cal Aero Preserve Academy, spoke about issues that may be destroying the country and about rejecting reality, and said parental rights and policy are coming soon 7. On the recording he said, as captioned, "no more rejecting reality" 21.

Jonathan Monroe made no comments 7.

Superintendent Enfield announced an orchestral festival at Woodcrest JHS on April 24, the indoor color guard showcase at Chino Hills HS on April 25, and the drumline showcase at Chino HS on April 26 7, giving start times on the recording of 6 p.m. for the festival 22 and 6:30 p.m. for the showcases 22.

President Shaw congratulated track students; said she attended Chaparral ES's Disability Awareness assembly, the BVROP student success awards, Rhodes ES's Belongings Festival and the Adult School multicultural event; spoke about student opportunities provided by BVROP; thanked the schools that hosted her site visits; and thanked speakers for expressing concerns 7. On the recording she noted that she sits on the ROP commission's board 23 and said the site visits would wrap up around May 1 24.

🔒 Closed session

Before the 6:00 p.m. open session, the board met in closed session from 4:55 to 5:37 p.m. on a student discipline matter, labor negotiations with A.C.T. and CSEA, the appointment of a junior high school principal and assistant principal, and the superintendent's performance evaluation 25.
