Overview

Vice President Jonathan Monroe presided over the regular meeting, with President Sonja Shaw absent 12. With Bridge, Cruz, Na and Monroe voting yes and Shaw absent, the board appointed Hilda Flores, Ed.D., as Assistant Superintendent, Curriculum, Instruction, Innovation, and Support, effective date to be determined; Alicia Johnson as Coordinator, Special Education; and five assistant principals: Kennis Wong-Chan at Hidden Trails ES, Selvina James at Newman ES, Jennifer Hansen at Chino Valley Learning Academy, Daniel Galindo at Chino HS and Ann Marie Jahahn at Don Lugo HS 3. The minutes make the last six appointments effective August 18, 2023 3; the report read aloud gave August 21 for the Chino Valley Learning Academy post and September 1 for the Don Lugo HS post 8.

Chino Councilmember Curtis Burton led the Pledge of Allegiance 3.

🎓 Student and Employee Representatives

Chloe Kubeldis said she was excited to serve as student representative and reported on upcoming high school activities 3. On the recording she introduced herself as a senior at Ayala High School 8.

Brenda Walker, A.C.T. President, welcomed Kubeldis, shared first-week comments from teachers, counselors, psychologists, nurses and speech and language pathologists, and thanked district departments for preparing for the year 3. Danny Hernandez, CSEA President, said classified staff had worked through the summer and are resolving issues at sites, and that child development fun clubs and nutrition services need staff 3. Emily Lao, CHAMP President, encouraged families to attend back-to-school nights and get involved in their children's schools 3.

📚 Cal Aero Preserve Academy Instructional Materials

Because Cal Aero Preserve Academy K through 6 runs year-round and began instruction on July 5, it needed its own Education Code 60119 hearing on whether each student has sufficient textbooks and materials 9. Monroe opened the hearing at 6:35 p.m.; there were no speakers, and it closed at 6:35 p.m. 4. On a motion by Na, seconded by Bridge, with Shaw absent, the board adopted Resolution 2023/2024-10 as amended, and the student representative voted yes 4. The amendment replaced the name Schaffer with Monroe 3.

✅ Consent Calendar

On a motion by Na, seconded by Bridge, with Shaw absent, the board approved the consent items as amended, and the student representative voted yes 4. Among them, the board:

• approved the July 20 minutes and revisions of Bylaws 9320 (Meetings and Notices) and 9322 (Agenda/Meeting Materials) 4. The staff report says BB 9320 was updated for 2022 laws on disability accommodation and remote participation (AB 2449) and on late meeting materials (AB 2647) 10
• approved or ratified the warrant register and fundraising, accepted donations, and approved payment for legal services to Atkinson, Andelson, Loya, Ruud & Romo and Margaret A. Chidester 4
• acted on Student Readmission Case 22/23-66, whose action line in the minutes reads "Approved student expulsion case", and approved school trips for five schools and the 2023/2024 Master Plan for Multilingual Programs 4
• approved an Agricultural Career Technical Education Incentive Grant application for Don Lugo HS, listed at $22,920 from general and restricted funds 1112, the 2023/2024 Consolidated Application, and three Baldy View Regional Occupational Program contracts 11

• approved a memorandum of understanding with A.C.T. paying certificated employees on Tracks B, C or D at Cal Aero Preserve Academy the per diem rate for working June 28 or June 29, 2023 11, which the staff report links to the new Juneteenth state holiday 13

ℹ️ Information Items

The board received for information a revision of Bylaw 9323, Meeting Conduct 5. In the packet's redline, in exceptional circumstances the president, with board consent, could adjust speaking time by turnout: three minutes per speaker for up to 18 speakers, two minutes for 19 to 30, and one minute for 31 or more. The redline strikes the sentences requiring any such adjustment to be equitable "so as to allow a diversity of viewpoints" and letting the president ask speakers who share a viewpoint to choose a few representatives 6. The board approved a revision of the bylaw on September 7, 2023 14.

The board also received the 2022/2023 second semester expulsion report and the county's fourth quarterly Williams findings report 5. The expulsion report counts 42 students recommended for expulsion that semester, of whom 22 were expelled and 20 had the recommendation revoked 15.

💬 Board and Superintendent Communications

• Don Bridge reported on the previous night's Chino Hills Parks and Recreation Commission meeting: a Celebrate the Family poster and essay contest, a city photo contest, a teen activity center for grades 9 through 12, and the start of high school football 5.
• James Na asked Superintendent Norm Enfield to have staff speak to the parent concerned about how the new Cal Aero boundary "will affect her students"; thanked staff and parents; spoke about a parental rights day in Sacramento; and welcomed Kubeldis 52. The board had set that boundary on May 18, 2023, choosing Scenario No. 1 for Cal Aero Preserve Academy and Preserve School #2 16. On the recording Na placed the Sacramento event on August 21 17.
• Andrew Cruz asked for information about the parental notification being sidelined; spoke about Kubeldis's college aspirations and the new school year; shared a sample of student art; thanked supporters of the policy on behalf of President Shaw; commented on the attorney general's action against the district; and shared information on COVID-19 55. Relaying Shaw's thanks for letters, postcards, emails and calls 1818, he said most were supportive but some were threatening and, as captioned, that arrests were made 18. Of the state's action he said he was "deeply saddened that Sacramento is taking such drastic measures to find a needle in the haystack that doesn't even exist" 19. The board had adopted the policy on July 20 20, and on August 4 Attorney General Rob Bonta announced a civil rights investigation into it 21. On COVID-19, Cruz read from research on the virus and nicotinic acetylcholine receptors 19 and said that if COVID-19 came back he would chew nicotine gum 22.
• Superintendent Enfield welcomed Kubeldis, thanked CSEA staff for their summer work and all staff for theirs, and welcomed students and parents to the new year 5.
• Vice President Monroe welcomed Kubeldis; spoke about campus safety and the recent off-campus stabbing at Chino Hills, urging the community to watch what happens to the young man who stabbed another student; and thanked now-retired Chino Police Chief Simmons and congratulated the incoming chief 7. On the recording he said district staff had worked with local police departments on campus security and increased security staffing 23, noted the young man had been arrested for attempted murder 24, and said he had attended the new chief's swearing-in that day 24. The Champion reported that a 14-year-old Chino Hills High student was arrested on suspicion of attempted murder after another student was stabbed during a fight at a fast-food restaurant north of the school 25. A July report in the San Bernardino County Sentinel put Simmons's retirement at August 10 26, and the city reports that Kevin Mensen was sworn in as Chino's 19th police chief on August 17 27.
