Closed session and the Justice Department letter

President Sonja Shaw called the meeting to order at 4:00 p.m. with John Cervantes, Andrew Cruz, James Na and Shaw present; Jon Monroe arrived at 4:16 p.m. 1 All five were present at 6:00 p.m. 1

The first closed-session item was anticipated litigation based on a June 2, 2025 letter from the U.S. Department of Justice, attached to the amended agenda 3. The letter called CIF Bylaw 300.D, which lets students compete consistent with their gender identity, "facially unconstitutional" and told districts to certify in writing by June 9 that they would not implement it 4. A day later State Superintendent Tony Thurmond told districts the federal assertions "are not in themselves law" 5. Another item was the district's existing federal case 3, its suit over AB 1955; court records show the district's claims were dismissed in April, judgment was entered May 9, and a notice of appeal followed on June 9 6.

The board met in closed session until 5:27 p.m. and reported these actions 1:

• It directed the Superintendent to respond to the DOJ 1. The minutes' vote line for this action records Mr. Monroe both as absent during the vote and among the members listed in favor, so this page gives the outcome only 1.
• It directed counsel to initiate an action upon the occurrence of anticipated circumstances, with particulars to be disclosed once it is formally commenced 1.
• It appointed Randi Chapluk as Director, Special Education, Ana Villanueva-Escalante as Coordinator, Special Education, and Patricia Durham as principal of Liberty ES, effective July 1, 2025 1.

The minutes do not say what response was sent. On June 9 the California Department of Education told the DOJ the state would not certify, and Attorney General Rob Bonta sued to block federal retaliation 7.

Presentation, recognitions and employee representatives

The board accepted a $41,615.53 scholarship check from Tim Adams of Adams Photography for the Julie Gobin Memorial Hit the Greens for Scholarships golf tournament 1; from the podium the tournament's 16-year total was put at about $442,000, as captioned 8. Recognitions went to Cal Aero Preserve Academy K-8 art students 1, the Ayala HS percussion ensemble for its fourth WGI World Championship 1, the Chino Hills HS ASB for a National Gold Council of Excellence Award, and Douglas Bowden, honored for 32 years directing Chino HS music 9.

Yvette Bookout of CSEA thanked employees and recapped the City of Chino's Corporate Challenge 9. Emily Lao, CHAMP President, presented CHAMP scholarships to Hayden Chase and Malia Reger 9.

A deletion read into the record struck the 2025/2026 extra-duty sports appointments from the personnel item 9. That list covered coaching and band posts at schools across the district 10; the minutes give no reason.

Title IX Month resolution

The board adopted Resolution 2024/2025-77, Title IX Month, moved by Cruz and seconded by Cervantes 11. President Shaw submitted the item 12. It recognizes June as Title IX Month, rejects "the insertion of gender identity ideology into Title IX interpretations," and commits the district to review its policies, programs and facilities against the January 20, 2025 executive order 12.

The minutes record no discussion. On the recording, comments from the dais said Title IX violations are taken very seriously in the district 13, asked anyone alleging them to submit the claims 14, and said "we're declaring this month their month" 14.

Budget and LCAP hearings

The 2025/2026 budget hearing opened and closed at 7:20 p.m. with no speakers 11; state law requires it before the board adopts the budget on June 18 15.

Before the LCAP hearing, Superintendent Norm Enfield noted that after county feedback, actions 1.12, 2.19 and 3.16 would be marked as contributing rather than non-contributing in the version presented on June 18 11. The hearing opened at 7:21 p.m. and closed at 7:24 p.m.; Natalie Cooney addressed the board 11. The minutes do not record what was said, so this page does not summarize it.

Consent calendar

The board approved the consent items on a motion by Na, seconded by Monroe 11. They included:

• legal-services payments to Atkinson, Andelson, Loya, Ruud, and Romo and to Margaret A. Chidester & Associates 16; the staff memo puts 2024/2025 year-to-date legal invoices at $997,109.38 across those firms and Tao Rossini, APC 17;
• one admission, five readmission and three expulsion cases, and a resolution keeping 175 instructional days at multitrack year-round schools 16;
• the Amira reading-difficulties screener for grades K-2, in English and Spanish 16, which state law required districts to adopt by June 30, 2025 18;
• a school bus pass fee adjustment 16, which the staff report proposed as a rise from $325 to $350 a year 19;
• personnel items, as amended, and rejection of claims 16.

Information items

The board received revisions of AR 1330, Use of School Facilities, and AR 3311.3, Design-Build Contracts 16. The AR 3311.3 cover memo repeats the facility-use description written for AR 1330 rather than describing design-build changes 20; the posted regulation carries a June 5, 2025 revision date 21.

Public comment

The minutes list nineteen people who addressed the board: Glory; Natalie Cooney; Adriana Cardenasisley; Kristi Hirst; Ella; Chloe Utterback; Kalista Meyer; Ava; Kieran; Nandar; Lisa G.; Patty C.; Sara Omari; Carlos H.; Oscar; Ryan Shabinaw; Alana Hernandez; Suzanna Ceniceros; and Roger Pelayo 9. The minutes do not say who raised which subject, so the topics below come from the recording without names, grouped by theme and not in speaking order.

Ayala High athletics. Student athletes and at least one parent asked the board to bring back Ayala's water polo coaches and athletic director. One athlete said the players had received no explanation 22; another quoted a district statement in the Daily Bulletin that the decision was "in the best interest of the students" 23; another pleaded, "We need these coaches back" 24. A parent asked the board to reconsider 24, and a recent graduate blamed the school's administration 25. The Daily Bulletin had reported the day before that Ayala's longtime athletic director was stepping down amid growing discontent at the school 26.

LGBTQ students and girls' sports. One speaker said board resolutions had told LGBTQ students they are not welcome, citing a national survey on suicide risk 27, and described a student assaulted on campus who was afraid to report it 27. Another accused the board president of inviting hate 27. On the other side, one speaker objected to "boys pretending to be girls" in female sports 28 and backed the board president's run for State Superintendent 29; another argued CIF was violating federal law 29. A speaker also raised unequal equipment and facilities for female athletes 22.

Other topics. A speaker read from the state education department's June 3 letter 28 that the DOJ letter "by itself cannot be an enforcement mechanism" 28. Another faulted the board over the dismissal of its lawsuit against the governor, attorney general and state superintendent 30 and claimed over a million dollars in legal fees this school year 30. Others raised BST program inequities at Chino HS 31, praised honors ASL seniors 32, and presented a petition said to carry more than 400 signatures against an elementary principal's reassignment 13.

Board and Superintendent communications

John Cervantes recapped the recognitions and said that while not everyone may agree, all voices are valued and heard 33.

James Na thanked students who came in support of Ayala's athletic director and asked Dr. Enfield to talk with him about reconsidering his resignation; Enfield said the district respects the decision but would follow up 33. Na also raised outdated Chino HS textbooks, which Enfield said had been addressed, and suggested to President Shaw a committee of parents and a letter or resolution asking CIF for a separate athletic division for transgender athletes; Shaw noted similar actions had already taken place 33. On the recording, he proposed that each board member appoint one member of that body 34. He asked that the meeting adjourn in memory of Joe Fraga 33.

Andrew Cruz praised Tim Adams, Douglas Bowden and Mr. Trost, recognized Cal Aero's art program led by Mr. Latona, and voiced strong opposition to Assembly Bill 727, which would put crisis hotline numbers on student ID cards, saying it undermines parental rights; he urged the board not to comply if it is enacted 33. Governor Newsom signed AB 727 on October 10, 2025 35.

Jon Monroe thanked community members who reach out to him, thanked staff and substitute teachers, and honored retirees 33. Superintendent Enfield made no comments 33.

President Shaw said that "XX does not equal XY, common sense will be common again," and that the district will be protected with everything she has 33. She adjourned at 7:48 p.m. in memory of Joe Fraga 2.
